C
C
C
And
also
there's
another's
also
something
saturday,
where's
matthew
tell
us.
What's
going
on
saturday
down
the
double
belt.
G
Okay,
so
on
saturday,
in
double
bio
at
the
chester,
humphrey
double
bio
park,
we're
having
the
chester
m
humphrey
memorial
cook-off,
benefiting
the
oak
island,
double
bio
volunteer
fire
department.
If
you're
not
aware
my
father-in-law
chester
humphrey,
he
passed
away
several
years
ago,
but
he
was
the
first
black
elected
chambers,
county
official.
He
served
as
constable
of
double
bio
for
16
years
before
retiring.
He
was
also
very
very
widely
known
for
his
cooking,
specifically
barbecue.
G
He
actually
traveled
around
quite
a
bit
and
cooked
and
won
a
lot
of
awards,
and
so
this
is
a
way
that
we're
honoring
his
memory.
I'm
going
to
try
to
do
it
every
year
to
just
kind
of
keep
that
history
alive,
but
he
was
also
a
long
time
volunteer
firefighter
and
so
that's
kind
of
why
we
partnered
with
oidv
vfd,
to
to
work
on
this
together.
So
we're
very,
very
excited
and
you're
more
than
welcome
to
come
out
after
the
easter
egg
hunt,
we're
gonna
sell
crawfish
lots
of
our.
G
We
have
23
barbecue
teams
right
now
so
far,
we're
very,
very
excited:
we'll
have
snow,
cones
and
all
kinds
of
great
stuff.
A
dj
we'll
be
there
till
six
o'clock,
so
sounds.
C
Okay,
you
ran
him
out
of
here
watching
he
asked
permission
eric
zimmerman,
introduction
to
finalists
for
the
new
agrilife
extension
agent
eric
good
morning.
H
Judge
sylvia
certainly
a
pleasure
commissioner,
so
to
be
back
in
anahuac
and
chambers
county.
Of
course
it's
been
a
bit
since
miss
lindy,
peachy
retired
in
january
of
2020,
and
then
things
got
a
little
bit
crazy
for
the
entire
agrilife
extension,
as
well
as
everybody
else
throughout
the
nation
with
cobot
and
things
shutting
down
and
things
of
that
nature.
But
with
that
said,
we
were
able
to
kind
of
open
things
up
again.
H
We
certainly
have
found
an
outstanding
applicant
to
fill
that
vacant
position
here
in
chambers,
county
for
the
family,
community
health
position
nikki
and
me
and
megan
have
done
an
outstanding
job
in
the
interim
kind
of
keeping
the
program
growing,
in
fact
growing
the
4-h
program
and
our
youth
development
program
here,
and
so
I
know
that
there's
action
on
him
just
a
bit
later,
but
we
certainly
wanted
to
have
a
name
and
a
face
with
the
position
in
the.
E
H
And
so
I'd
like
to
introduce
sydney
ray
ford
she's,
our
proposed
finance
for
the
position
that
would
begin
may
31
in
college
station
with
discover
extension
to
kind
of
learn
quite
a
bit
about
what
she's
going
to
be
doing
and
then
she'd
transition
into
a
three-week
program
and
shadowing
one
of
our
outstanding
family
community
health
agents
in
orange
county
with
fallon
foster,
but
sydney's
got
a
bachelor's
science
degree
and
a
master's
science
degree
in
public
health
from
lamar
university
she's
been
working
for
motiva
port,
arthur
marine
terminal
logistics
operations
for
quite
some
time
and
has
been
in
the
industry,
but
certainly
her
passion
is
education
and
teaching
and
that's
what
we
found.
H
That
would
be
one
of
the
best
things
that
we
could
find
in
a
position
for
family
community
health
here,
and
so
I
just
want
to
take
time
to
introduce
sydney
to
you,
the
court,
as
well
as
the
the
residents
here
in
anawac
and
chambers
county,
for
our
position
that
we
propose
to
phil.
Thank
you.
Thank.
C
I
Amazing
amazing
and
I
spoke
with
the
golf
coach
yesterday
and
he
is
really
expecting
this
team
to
to
go
on
to
state,
so
we
want
to
be
cheering
them
on
and
I
I
hopefully
I'll
be
back
in
two
weeks
to
tell
you
they
went
to
state
the
tennis
team
next
week
is
leaving
for
regionals
and
the
tennis
team
had
an
overall
singles
winner.
They
had
an
overall
mixed
doubles
winner,
and
then
they
had
some
second
place
winners.
I
The
girls
golf
team
won
their
district
by
42,
strokes,
so
barbers
hill
golf
antennas
is,
is
really
looking
good.
So
I
just
wanted
to
give
you
some
more
good
news
this
morning.
Thank
you.
C
C
D
K
My
name
is
shelly
quigley.
I
work
at
rich
and
cac,
I'm
new
to
texas,
but
definitely
new
to
this
position.
So
I
would
like
to
introduce
myself
to
you.
I
taught
for
27
years
in
washington
state
and
now
I'm
their
community
outreach
and
social
media
manager.
Here
so
april
is
child
abuse
awareness
month
and
so
we're
doing
a
lot
of
work
there.
If
you
don't
know
anything
about
bridgehaven,
we
are
the
best
way
to
put
it.
K
A
one-stop
place
for
any
child
who
has
been
has
had
an
outcry
of
abuse
either
sexual
abuse
neglect
physical
abuse.
They
come
to
our
center
and
at
that
place
they
can
receive
and
usually
do
receive
some
type
of
forensic
interview.
K
Have
them
replay
that,
because
it's
very
traumatic
for
them,
we
have
counselors
on
site.
We
have
family
advocates
to
give
them
services,
so
we
basically
have
everything
that
the
children
need,
and
that
is
what
we
do
over
there
in
dayton
here
we
would
like
to
have
you
read
that
proclamation?
If
you
would.
K
G
J
Whereas
we
have
a
responsibility
as
individuals,
neighbors,
community
members
and
citizens
of
chambers
county
to
help
create
healthy,
safe
and
nurturing
experience
for
children,
whereas
nearly
200
000
children
in
texas
are
reported,
abused
or
neglected
every
year,
and
whereas
safety
and
safe
and
healthy
childhoods
help
produce
confidence
and
successful
adults,
whereas
child
abuse
and
neglect
often
occurs
when
people
find
themselves
in
stressful
situations
without
community
resources
and
do
not
know
how
to
cope.
And
whereas
the
majority
of
child
abuse
cases
stem
from
situations
and
conditions
that
are
preventable
in
an
engaged
and
supportive
community.
J
And
whereas
child
abuse
and
neglect
can
be
reduced
by
making
sure
every
family
has
the
support
they
need
and
deserve
to
raise
their
children
in
a
healthy
environment.
And
whereas
it
is
recognized
that
no
one,
no
one
person
can
do
everything,
but
that
everyone
can
do
something.
And
together
we
can
create
change
for
the
better
and
whereas
effective
prevention
programs
succeed
because
of
partnerships
among
agencies,
schools,
religious
organizations,
law
enforcement
organizations
and
the
business
community.
J
Prevention
and
awareness
month
in
chambers
county
and
I
urge
all
citizens
to
engage
in
activities
that
strengthen
families
and
communities,
to
provide
the
optimal
environment
for
children
to
learn,
grow
and
thrive
so
that
all
children
have
the
benefit
of
happy
healthy
and
safe
childhoods,
as
well
as
a
month
of
remembrance
of
all
children
and
families
in
chambers
county
whose
lives
have
been
impacted
by
abuse
and
neglect
signed
this
12th
day
of
april
2022,
county
judge,
jimmy
silvia
chambers,
county
texas.
Thank.
C
C
B
M
Oh
johnny
thompson.
Thank
you
doc.
This
is
year,
six
with
the
equip
program,
the
quality
instead
of
payment
plan
and.
M
Yes,
I
sure
will
yes,
sir,
and
what
that
is.
Is
it's
a
program
from
the
state
where
we
partner
with
the
with
chambers,
county,
the
arboretum
of
winning
and
what
that
is
is
under.
Under
this
we
have
multiple
matrix.
M
We
have
to
go
and
achieve
and
meet
in
order
for
the
health
care
and
quality
of
life
for
the
residents
that
are
at
the
arboretum
of
winnie
and
by
meeting
that
it's
a
partnership
like
I
said
between
the
chambers
county
and
the
facility
there,
and
if
we
meet
those
metrics,
then
money
is
sent
back
to
us
for
meeting
those
and
helping
to
meet
those
expenses
and
needs
of
the
community
as
well.
C
M
On
this,
there
is
on
the
third
page,
fourth
page,
with
the
bar
chart
just
some
of
the
return.
What
this
is
is
money
has
to
go
up
from
chambers
county,
that's
the
the
the
quit
money
itself
and
from
the
history
of
this.
So
far,
it's
averaged
about
24
25,
return
on
that
and
right
now,
we're
projecting
for
this
year
to
be
about
28
return
on
that
investment.
M
The
application
has
to
be
the
deadline
for
the
application
for
year.
Six
is
april
the
15th,
so
that
is
fast
approaching
that
will
be
on
friday,
and
this
is
kind
of
how
our
kind
of
the
timeline
how
it
always
falls
every
year.
I
work
with
nikki
on
this.
We
communicate
back
and
forth,
and
so
you
know
I'm
basically
coming
and
asking
for
your
for
your
approval
for
equip
your
six
and.
C
I'll
explain
where
that
this
money
goes
if
it
goes
up
to
the
fed
to
the.
M
Oh,
it
goes
back
into
the
back
into
the
program
for
to
cover
those
health
related
expenses
for
taking
care
of
the
residents.
What.
C
M
C
C
A
You
tell
us
who
qualifies
to
be
admitted
into
the
nursing
home.
M
M
C
C
All
right,
let's
get
down
three
point:
eight,
I
never
got
spoke
still
now.
This
is
long
awaited,
discuss,
consider
approving
a
supplemental
interlocal
corporation
agreement
between
champions
county
terms,
county
improvement,
district
number,
one
ccid
number
one
related
to
a
green
belt
buffer
along
fn
2354,
an
improvement
official
road
to
mr
collins.
A
Okay,
no,
we
haven't,
we
have
reached
an
agreement
and
finally
got
the
attorneys
and
everyone
signed
off
on
it.
However,
we
did
not
get
it
finalized
in
time
friday
to
get
it
in
the
packet
and
for
transparency.
A
I
want
to
put
it
in
the
packet
with,
along
with
the
exhibits
that
we
just
got
yellow
yesterday
and
let
everyone
look
at
it,
but
I
do
want
to
compliment
tgs
the
mayor,
ryan,
dagley
beach
city,
the
our
attorneys.
Everyone
that's
worked
on
this.
It
has
really
been
a
tedious
back
and
forth
trying
to
get
all
the
wording
done,
and
you
know
it's
taken
a
lot
of
compromise
on
both
sides
and
a
lot
of
hard
work
going
into
it.
A
B
A
Just
want
to
thank
them
very
much
for
for
all
the
hard
work
in
it
and
I
wish
we
could
approve
it
today,
but
I
do
believe
that
it
needs
to
be
time
to
be
in
our
packet
and
let
everyone
take
a
look
and
entertaining
comments.
I
will
comment
that
I
am
100
behind
it
right
now.
You
know,
I
think
we
we
are
there
and
I
look
forward
to
getting
finalized
next
court
I'll.
C
N
Mccormick
with
community
development
associates
I'm
the
municipal
advisor
for
the
mission
economic
development
corporation,
we're
here
today
for
the
public
hearing
and
order
relating
to
the
polymers
tax
exempt
bond
financing.
Through
the
mission
economic
development
corporation
francopolymers
has
requested.
The
medc
is
up
to
66
million
of
tax-exempt
revenue
bonds.
Bond
proceeds
will
be
used
to
finance
certain
infrastructure
and
capital
improvements
to
their
new
plastics
recycling
facility
located
at
4950
horseradish
road
in
baytown.
N
The
order
in
front
administrator's
court
today
approves
the
medc
issuing
bonds
for
the
project
located
in
chambers
county
and
authorizes
the
county
judge
to
sign
off
on
the
public
hearing
or
test
for
hearing
once
it's
held.
Approval
of
the
order
is
similar
to
prior
approvals.
The
commissioner's
court
has
given
in
the
past
for
waste
management
and
republic
services
for
pollution
control
projects
and
as
before,
there
is
no
risk,
no
liability
to
the
county
with
regards
to
approving
the
order
or
holding
obamacare,
and
it
will
not
affect
the
county's
bonding
rating
as
a
true
conduit
financing.
N
N
Thing
I
have
to
add
judging
christopher's
is
the
texas
bond
report
has
provided
bond
allocation
for
this
project
already,
so
it
is
ready
to
go
and
they
have
been
working
with
the
baytown
edf
with
regards
to
getting
the
project
up
and
running
as
well.
O
Thank
you
judge,
commissioners.
The
public
hearing
is
open
for
comment
as
lee.
O
Carrick
mentioned
we've
been
working
with
this
project.
Potential
site
is
located
in
the
cedar
port
industrial
park.
He
also
alluded
to
previous
actions
and
orders
that
the
court
has
effectuated
associated
with
these
types
of
revenue,
bonds.
First
in
2008,
related
to
the
allied
waste
services
project
and
then
2020.
Both
waste
management
republic
services
presented
requests
for
approval.
These
are
requirements
under
a
federal
statute
that
are
associated
with
this
framework
that
allow
fractal
to
go
to
the
market
with
bonds
as
well.
C
O
Yes,
judge
commissioners:
the
order
is
attached
and
presented
for
your
review
in
the
recitals.
It
notes
the
requirements
that
are
associated
with
the
requirements
that
I
mentioned
earlier,
the
third
or
the
fourth
recital
says
the
commission's
court
decides
to
make
a
request
to
the
issue
to
take
other
actions,
as
required
under
section
two.
That's
noted
in
the
bottom
of
the
page
of
the
public
hearing
and
approval
of
federal
tax
purposes.
O
That's
that,
in
order
to
before
this
activity
to
comply
with
the
code
that
public
hearing
is
going
to
be
held,
there's
being
held,
and
so
the
orders
are
noted
for
your
assessment,
as
has
occurred
in
the
previous
cases.
That.
C
O
Thank
you
judge,
commissioners.
This
is
an
annual
opportunity
for
us
to
enter
into
contract
with
chambers
county
to
facilitate
tax
or
economic
development
services
for
the
county.
It's
a
decades-long
relationship
that
the
foundation
has
had
with
the
county
and
it's
time
to
renew
or
have
some
consideration
and
renewal
of
our
contract.
O
I
would
just
refer
everyone
to
the
court
to
exhibit
a
which
details
some
of
the
requirements
for
the
contract
and
give
a
quick
listing
of
the
activities
that
we
undertook
in
2021
in
that
regard,
intend
to
undertake
in
2022
items
a
identifying
problems
and
solutions
to
enhance
the
attractiveness
of
the
county,
businesses
and
the
industry.
We
do
that
on
an
ongoing
basis.
O
One
example
of
that
was
a
issue
that
arose
from
the
core
power
project
in
2021,
identifying
some
of
the
challenges
that
are
associated
in
central
county
associated
with
urcot
and
miso
sort
of
a
gray
area
associated
with
the
ability
to
bring
power
to
central
county.
We
might
be
continuing
to
try
to
address
that,
particularly
with
respect
to
the
puc's
ability
to
assess
and
provide
for
a
service
area
exception
between
ercot
and
miso.
We've
got
entergy
to
the
east
and
then
burkha
to
the
to
the
west,
and
so
that's
just
one.
O
You
know
example
of
our
ability
to
advocate,
on
behalf
of
accounting
item
b.
Aid
in
research
and
development
of
special
projects
is
assigned
by
the
county.
Judge.
We've
done
that
and
continue
to
do
that,
particularly
related
to
transportation
zones
or
reinvestment
zones.
We're
doing
right
now,
various
incentive
frameworks
we
routinely
represent
the
county
presentations
to
companies
who
are
considering
locating
in
the
area
under
item
deeds,
primarily
the
main
state
of
our
activities
with
respect
to
administrative
services
related
to
economic
development
programs.
Those
seven
items
we've
been
very
active.
O
Some
of
the
activities
that
remember
took
in
2021
was
the
renewal
or
establishment
of
new
guidelines
for
tax
incentives
in
the
county,
worked
routinely
to
improve
those
guidelines
and
criteria,
as
required
under
statute,
chapter
312
and
then
chapter
381,
which
just
routinely
facilitate
tax
incentives
and
development
agreements.
On
behalf
of
the
county
item
number
five
under
section
d
is
important.
We
actually
work
closely
with
the
auditor's
office
to
invoice
taxpayers
for
pilot
payments
associated
with
chapter
31.
O
I'd
like
to
compliment
caroline
turner
in
the
auditor's
office,
who
we
originally
worked
with
and
undertake
a
massive
round
of
invoices
associated
with
these
agreements,
as
well
as
miss
whittington.
Her
efforts
to
help
facilitate
some
of
the
payments
related
to
certain
chapter
31
agreements
and
then.
O
Seven
providing
annual
reporting
in
that
regard,
we
respect
the
efficacy
of
our
efforts
and
the
county's
efforts.
Vis-A-Vis
economic
development
and
justice
has
asked
us
to
provide
a
presentation
at
the
april,
26
port
sort
of
an
annual
report
to
give
an
overview
of
our
activities
in
2021
and
then
also
2022..
O
There
are
some
particular
changes
if
you
will,
with
respect
to
the
administration
of
tax
incentive
programs
that
have
been
propagated
under
hb
2404,
that
require
counties
and
cities
to
do
more,
definitives
by
reporting
associated
with
chapter
380
agreements
for
the
cities
and
the
chapter
381
agreements
for
the
counties,
and
so
we'll
be
working
closely
with
the
appreciation
to
help
facilitate
that
under
special
projects
and
studies.
O
We
plan
to
provide
support
for
the
county's
development
of
a
capital
improvement
plan
working
with
the
integrative
nathan
watkins
as
consultant,
provides
some
support
in
that
regard,
the
continued
effort
to
formulate
a
strategic
plan
or
economic
development
strategic
plan,
specifically
for
the
county
item
three
continued
to
assess
the
feasibility
of
certain
special
purpose
districts.
I
alluded
to
the
transportation
reinvestment
zone
earlier,
but
prior
to
covert.
O
We
were
also
looking
at
the
possibilities
of
broadening
those
constructs
that
would
help
facilitate
the
funding
for
of
infrastructure
like
public
improvement,
districts
and
others
that
are
available
to
counties
to
enter
into
we're,
going
to
provide
support
to
the
county's
public,
private
partnership
or
p3
framework,
and
also
look
for
opportunities
to
continue
to
support
regional
freight
mobility,
which
is
continuing
to
challenge
the
county
because
of
all
the
growth
one.
Last
activity
that
is
not
listed
here.
O
We
one
of
the
items
that
was
a
2021
contract
was
the
establishment
refinement
of
the
county's
foreign
trade
zone
policy
that
was
formally
approved,
but
also
the
payment
of
lieu
of
taxes
agreements
for
a
long
time.
The
county
did
not,
you
know,
require
a
payment
to
remove
taxes
associated
with
ftc
designations.
O
The
taxing
units
did,
but
because
of
the
growth
of
inventory
in
the
county
and
other
matters,
the
county
has
adopted
the
ftc
policy
and
this
formal
agreement
to
get
payments
of
the
taxes
to
keep
the
county
hold
piece
of
a
revenue
that
may
be
lost
associated
with
those.
So
that's.
O
More
definitive
in
our
report
to
to
the
court
on
26th,
so
we
humbly
request
that
the
county
consider
an
approved
contract
for
2022.
C
O
No,
the
standing
contract
for
the
county
has
been
a
hundred
thousand
dollars
a
year
for
some
time.
We
do
there's
an
administrative
fee
that
it's
a
certain
percentage
of
the
chapter,
381
payments
that
are
valid
in
the
contracts,
but
that
is
revenue
that
isn't
paid
by.
E
O
It's
point:
zero,
six,
two:
five
percent.
I
knew
it
wasn't
much
okay,
but
it's
administrative.
C
C
O
Thank
you
josh.
I
think
you
need
to
alert
joel
johnson
he's
going
very
good.
Joel
johnson
is
the
ceo
of
borussia
monessman
and
he's
going
to
provide
some
additional
overview.
You
know
good
morning
to
the
project:
hey
joel,
you're,
muted,.
O
You
judge,
commissioners,
what
you
have
before
you
is
a
proposal
from
boris
and
esther
pipe
usa
or
u.s
incorporated
related
to
a
potential
chapter.
31
economic
development
agreement.
Currently
boris
and
estimate
is
assessing
the
feasibility
of
an
expansion
in
the
united
states
and
construction
of
a
steel
pipe
manufacturing
facility.
That
assessment
contemplates
the
potential
of
doing
the
project
at
their
their
location
in
chambers
county
current
location.
O
As
noted
in
the
first
paragraph
of
the
cover
letter,
the
proposed
facility
would
support
new
manufacturing
operations
and
employment
of
over
300
new
positions,
permanent
full-time
manufacturing
jobs.
The
construction
phase
of
the
project
would
create
an
estimated
225
construction
jobs
over
term
and
would
result
in
a
total
investment
of
approximately
190
billion
dollars
in
new
improvements
in
infrastructure
at
the
site.
O
So
just
for
background,
abortion
modestmen
was
the
first
agreement
that
the
county
indians
entered
into
in
the
chapter
381
and
that
was
in
2013
they've
had
a
very
successful
record,
thus
far,
which
lays
the
predicate
for
them
assessing
the
the
possibility
of
moving
forward
with
an
expansion
they're
requesting
consideration
of
a
framework.
O
That's
consistent
with
their
existing
agreement,
a
60
tax
abatement
over
a
10-year
period,
and
I
think
joel
can
speak
to
some
of
the
things
that
they've
done
over
the
time
since
2013
and
what
some
of
their
potential
plans
are.
As
noted
in
the
proposal
joe.
Thank
you
joe.
R
Good
morning,
yeah
thanks
for
letting
me
attend
virtually
just
to
give
you
a
little
bit
of
background.
Our
our
company
is
a
60
year
old
entity
with
international
operations
in
europe,
and
they
chose
baytown
back
in
2013,
like
bj
stated,
is
their
first
u.s
investment.
We
broke
ground
in
2013
and
we've
been
operating
continuously
since
2014.
R
we're
very
proud
of
our
hsc
record.
Just
yesterday,
we
crossed
two
million
working
hours
without
an
osha
lost
time
incident.
R
We,
our
total
recordable
injury
rate,
which
a
lot
of
you
are
familiar
with,
currently
we're
at
zero.
Last
year
we
operated
the
whole
year
we're
at
0.47.
R
The
u.s
manufacturing
average
is
3.7,
so
we're
very
proud
of
our
facility
and
our
and
our
people-
and
you
know
it's
a
priority
to
that-
that
we
keep
people
safe.
R
We
designed
and
operated
the
original
facility
to
to
be
very
to
have
a
very
small
environmental
footprint
and
we'll
do
the
same
thing
for
this
new
set
of
investments.
For
example
in
our
in
our
original
facility.
R
We
have
low
knox
heating
systems,
we
don't
use
any
voc
coating
systems
like
some
of
our
other
competitors,
and
this
week
we're
we've
undertaken
a
month-long
study,
an
esg
carbon
footprint
study
to
help
us
figure
out
how
we
can
get
even
better.
R
Recently,
we've
we've
nearly
doubled
our
workforce,
we're
we're
about
to
go
24
7
operations
in
early
next
month.
Right
now,
we're
under
training.
Our
head
count
is
at
about
340
people.
R
B
R
That,
since
that
time,
we've
added
another
20
million
dollars
in
capex
just
to
to
provide
more
services
for
our
customer
to
improve
our
facilities,
improve
safety
and
continuously
improve,
and
just
to
give
you
some
other
ballpark
numbers
just
on
what
we've
done
and
and
this
new
investment
will
just
make
it.
You
know
our
involvement,
even
in
even
larger
we've.
We've
purchased
about
16
million
dollars
worth
of
goods
and
services
from
companies
in
the
in
the
chambers
in
chambers,
county
164
million
in
texas
and
nearly
1.3
billion
in
the
u.s
we've.
R
So
all
of
these
things,
with
our
new
investment,
are
only
going
to
increase
this
190
million
dollar
set
of
new
investments.
Well,
it's
gonna
be
done
in
two
phases
and
it'll
cover
two
new
markets,
both
of
which
you
know
when
everything
is
up
and
running
we're
gonna
easily
cross
300
additional
new
jobs
in
addition
to
our
existing
340.
R
R
Now,
like
bj,
said
it's,
it's
a
it's
a
it's
a
big
construction
project
for
us,
it'll
be
about
225
construction
jobs
and
then
the
initial
phase
is
to
hire
approximately
80
people
to
to
train
and
operate
the
facility
on
two
shifts
and
we're
fully
expecting
to
go
to
three
ships
so
well
over
a
hundred
additional
jobs.
R
The
second
phase,
which
is
further
down
the
road-
but
I
I
think
with
the
recent
events
in
europe,
there's
going
to
be
a
lot
of
demand
for
what
this
second
phase
will
produce,
which
is
large
diameter,
pipe
transmission,
pipe
there's
a
lot
of
interest
from
the
lng,
building
lng
export
facilities,
and
that
means
more
and
more
gas
lines.
So
that's
what
this
facility
would
produce
is
24
inch
to
60
inch
in
diameter,
80
foot
long
lengths
of
oil
and
gas
pipe.
R
A
an
overview
of
what
we
have
done
in
the
past
and
what
we
want
to
do
in
the
future.
And
if
you
have
any
questions,
please
I'm
here
so.
C
You
make
sure
I
cut
this
right
series,
even
with
the
tax
payment.
Three
under
three
to
one
agreement,
you
paid
24
million
in
taxes
to
change
county.
R
R
C
Our
two
date
tell
me
again,
one
more
time
how
much
you
spent
in
the
county
and
in
texas,
I've
kind
of.
L
O
B
O
And
again,
the
perception,
the
misconception
of
that
abatements
result
in
zero
revenue
is
kind
of
a
misconstrued
conception,
because
the
investments,
the
taxes
that
taxpayers
do
pay
typically
on
these
agreements,
cascade
throughout
the
economy
and
be
able
to
give
an
example
of
that
between
slaves.
Yeah.
That's
a
good
example.
C
O
O
No,
commissioner
hammond,
you
know
he
wanted
some
details
related
to
that,
and
so
the
you
know,
I
guess
the
more
appropriate
measure
would
be
jobs
associated
with
companies
that
receive
you
know
they
are
going
to
these
agreements,
and
so
you'll
note
that
in
the
metrics
that
joel
just
shared
that
these
are
significant
employment
opportunities.
However,
there
is
a
cap
in
the
county's
ability
to
provide
workforce
for
people
who
live
here
this
the
growth,
however,
that's
occurring
in
the
county,
is
substantial.
O
There's
a
lot
of
immigration
in
the
county
and
estimates
that
46
000
or
so
that
were
counted
in
the
2020
census,
are
going
to
increase
by
12
000
over
the
next
10
years,
at
least,
and
so
I
think
indicative
of
that
is
the
immigration
that
was
noted
at
the
recent
report.
The
barbarism
isd
school
board
talking
about
the
growth
there,
so
there's
a
direct
association
with
that.
So
when
we
look
at
workforce
participation,
unemployment
rates
and
the
number
of
jobs
have
been
created
since
the
court
has
undertaken
incentivizing
projects.
O
This
is
significant,
however,
to
we've,
and
I
think
that
borsa
can
speak
to
their
attempts,
in
particular
of
trying
to
ensure
that
they
have
a
focus
on
hiring
locally
and
there's
some
challenges
associated
with
that.
But
they
continue,
just
as
everybody
does
as
well.
A
O
O
You
know
of
an
employee
type
that
they'd
like
to
that
is
consistent
with
their
culture
or
their
safety
expectations
and
the
like,
and
and
so
we
started
looking
at
it
as
an
organization
back
when
uti
was
a
third
party
provider
for
the
third
party
logistics
provider
for
walmart,
walmart
was
not
operating
their
operations
and
uti
was,
and
so
there
was
a
four
to
one
ratio
of
interviewees
to
hire.
That's
that's!
That's
a
huge
turnover.
The
ability
to
go
through.
You
have
to
go
through
five
people
to
find
one,
and
so
that
challenge
continues.
O
But
we
did
actually
screen
on
behalf
of
requesting
commissioner
hammond
and
what
we
do
see
is
a
routine
utilization
of
staffing
agencies
and
you
have
to
fill
those
needs
so
each
particularly
particularly
in
the
logistics
sector,
but
we'll
continue
to
provide
they're
trying
to
provide
more
degenerative
information
associated
now.
Do
they
have
an.
C
O
C
That's
one
of
the
things
that
we
said
we
wanted
to
do
was
make
sure
we
captured
after
last
year's
inventory
issues
that
we
had.
C
O
It's
one
of
the
first
of
an
emerging
sector
in
chamberskin,
cold
storage.
Coal
storage
is
an
emergent
sector,
significantly
almost
a
million
square
foot
under
consideration
of
development.
Right
now.
A
O
R
In
in
the
us
just
in
baytown,
but
in
in
europe,
we've
got
two
locations:
italy
and
romania,
and
our
parent
is
in
turkey.
R
C
A
Yes,
sir,
thank
you
judge.
I
call
this
my
good
neighbor
policy.
You
know,
let
me
just
read
the.
Let
me
just
read
the
resolution
first
and
then
we'll
discuss
it,
whereas
in
2002
chambers,
county
commissioners,
court
adopted
the
tax
debating
policy
to
promote
economic
growth
in
chambers
county
and
whereas
the
tax
abatement
policy
has
been
very
successful,
chambers
county
has
grown
this
tax
base
from
four
four
billion.
Four
hundred
and
eight
million
one
hundred
two
thousand
six
hundred
twenty
dollars
in
the
year,
two
thousand
to
twenty
one
billion
three
hundred
forty
six
million.
A
You
know
our
vapeful
policy
has
been
very
successful.
You
know
I
I
got
to
commend
the
courts
prior
to
this
one
that
started
this
trend
and
is
going-
and
I
think
you
know
when
I
go
to
the
things
through
the
texas
association
of
counties,
you
know
look
at
other
counties.
I
realize
how
how
good
we
actually
have
it.
A
A
A
If
they
don't,
if
they
want
to
encroach,
then
we've
got
amendment
standards,
but
we
don't
have
to
encourage
it
and
entice
it.
So
that's
where
this
came
up.
I
I'm
very
proud
of
tgs
working
with
you
know
in
cedar
port
and
what
we've
managed
to
do
with
the
green
belt,
and
you
know
they
are
committing
to
put
the
green
belt
in
and
do
the
separation,
and
I
just
feel
that
they
shouldn't
be
the
only
ones
doing
it.
If
we're
going
to
abate
properties,
we
we
need
to
look
at
more
than
just
the
financial
impact.
C
All
right-
and
it's
a
multiply
commissioner
column
second
by
commissioner
hammond.
Any
other
questions
comments,
those
in
favor
all
right,
oh
as
much
curious.
Thank
you
billy
all
right,
good
job,
good
job,
all
right,
5,
15.,
discuss
consider
public
hearing
regarding
the
proposed
amendment
of
guidelines
and
criteria
governing
tax
abatement
and
development
agreements
at
chambers,
county.
O
Thank
you
judge,
commissioners,
because
of
the
approval
of
the
resolution,
the
adoption
of
the
resolution
is
going
to
require
a
change
in
the
guidelines
that
were
adopted
in
november
of
2021
chapter
312.
The
tax
code
allows
for
changing
or
amendments
of
the
tax
code.
However,
those
changes
or
amendments
have
to
be
effectuated
during
a
public
hearing
for
comment
and
requires
three
quarters
or
three
ports
both
of
the
court.
C
C
O
Yeah,
just
as
an
aside
chapter
312,
it
does
cover
there's
language
in
the
code
vis-a-vis
or
in
relation
to
reinvestment
zones
and
the
nature
and
function
of
reinvestment
zones,
and
so
that's
where
the
modifications
would
be
some
stipulation
in
the
reinvestment
zone,
language.
That's
currently
in
the
policy
there.
The
definitions,
both
in
the
chapter
312,
but
also
chapter
381,
it's
time
for
the
court
to
look
at
that
and
that's
why
the
agenda
item
speaks
to
tax
abatement
and
development
agreements,
so
both
our
proposed
changes
will
be
presented
during
that
time.
O
C
O
That
the
establishment
of
the
transportation
reinvestment
cell
requires
two
public
hearings.
There
was
one
that
was
held
in
march
march
8th
at
that
time.
The
may
10th
public
hearing
date
was
established
for
the
second
public
hearing
to
actually
formally
adopt
the
parameters
and
the
particulars
associated
with
the
reinvestment
zone.
However,
there's
a
scheduling
conflict.
We
also
want
to
refine
or
further
refine
the
valuation
estimates
within
the
footprint
of
the
of
the
boundaries
of
the
reinvestment
zone,
so
we're
requesting
that
that
public
hearing
date
be
changed
to
may
24th
at
10
a.m.
O
Yes,
transportation
reinvestment
essentially
works
very
similar
to
the
tax
increment,
the
investment
zone.
There's
a
footprint
that's
established
within
which
a
base
value
is
established
and
and
tax
value
is
established.
A
term
is
established
any
sort
of
incremental
increase
in
value
that
revenue
can
be
assigned
to
fund
the
transportation
and
infrastructure
or
transportation
related
infrastructure
projects
up
to
65
percent
of
the
tax.
Increment
increase,
that's
generated
over
specific
term,
and
so
we're
still
looking
at
the
modeling
associated
with
this
one
you
know,
is
it
going
to
be
a
20-year
term?
O
O
O
Estimates
estimate
you
have
an
intermediate
evaluation
estimate,
didn't
have
a
very,
not
aggressive,
but
you
know
what's
the
word
aggressive
rate
of
growth,
and
so
you
don't
want
to
undervalue
the
base
value,
but
you
don't
want
to
over
it,
because
if
you
do
overvalue
it,
it
limits
the
increment
that
you
can
derive
from
the
the
designation
on
the
base
of
your
value.
So
that's
where
we
are
and
hopefully
be
able
to
provide
those
particulars
for
the
course
consideration.
O
C
O
To
help
assist
it
can't
totally
do
it
unless
you're
in
a
significant
area,
but
it's
just
another
one
of
those
areas
of
opportunities
that
the
court
can
look
at
comprehensively
and
some
of
the
things
that
commissioner
combs
has
been
working
on
with
respect
to
great
mobility
and
the
like
the
texas
transportation
institute
has
provided
some
guidance.
You
know
in
this
regard
for
the
establishment
of
the
chambers
parkway
transportation
reinvestment
zone,
but
because
of
the
growth
and
the
integrated
interdependence
of
what's
happening
in
mount
bellevue
and
the
mid-stream
sector
in
the
downstream
sector.
O
There
you
know
truck
traffic
going
to
the
port.
You
know
the
area
is
home
to
significant
industrial
parks,
cedar
port
of
airport
debating
and
others,
and
then
the
port
of
houston
on
an
integrated
basis,
and
so
we've
been.
A
So
b.j
the
funds
from
this
they
have
to
be
used
within
that
transportation
zone,
that's
correct
and
so
the
the
boundaries
of
the
transportation
zone
are
basically
between
146
and
3180,
interstate
10
and
fm
565..
That's
correct.
A
Yeah,
what
it
was
the
development
that
takes
place
within
that
the
in
the
future.
We
can
utilize
up
to
60
of
that
growth
to
go
toward
retiring
the
debt
for
the
infrastructure
on
it.
So
the
you
know
the
thought
is
right.
Now:
it's
mostly
vacant
land.
Almost
everything
within
that
thing
is
undeveloped,
vacant
land.
So
the
infrastructure
that's
going
in.
You
know
it's
not
only
going
to
connect
west
county.
You
know
3180
2354
with
146,
but
it's
also
going
to
open
up
roads
into
neighborhoods.
Now,
really
our
land
that
doesn't
have
access.
A
So
it's
basically
landlocked
so
we'll
promote
that
growth
from
within,
so
the
new
development
that
goes
into
there.
That
would
not
have
happened
nearly
as
expediency
as
well.
Now
that
growth
will
be
used
to
pay
off
the
debt
created
to
put
infrastructure
in
and
the
project
that
we're
really
looking
at,
is
chambers
parkway
going
ahead
and
extending
it
as
a
boulevard
from
146
all
the
way
to
3180..
A
You
know:
we've
got
part
of
that
in
our
co,
but
it's
just
a
small
portion
of
it
and
then
kilgore
parkway.
We
want
to
go
ahead
and
make
it
a
boulevard,
also
all
the
way,
whereas
you
know
part
of
the
tulane
now,
and
it
will
also
improve
needlepoint
road
from
565
to
interstate
10,
to
upgrade
it
to
a
you
know,
a
good
road
that
can
be
traveled
on
there's
currently
a
couple
roads
in
there.
But
I
mean
they
are
just
they're
not
safe
for
traffic
to
run
on
kind
of
secondary.
E
O
The
court
it's
been
proposed,
I
mean
commissioner
combs-
has
worked
too
and
with
us
to
help
define
that,
but
I
think
the
key
is
to
establish.
You
know
you
can
go
larger,
but
you
can
never
retract
right.
So
that's
right,
sizing
the
boundaries
and
so
what's
being
presented
for
consideration.
Right
now
is
the
third
iteration
of
what
the
footprint
of
that
would
be.
It
was
extended
down
to
the
last
iteration
that
was
presented
during
the
march.
O
8Th
public
hearing
also
includes
a
portion
of
the
bay
10
industrial
park
and
where
you
anticipate,
there's
going
to
be
some
some
growth
and
increment
there
as
well.
O
You
got
that
right.
That's
that's
correct.
Just
sylvia
noted
something
during
the
march
8th
or
one
of
the
previous
meetings.
We
were
discussing
this
more
comprehensively
right
how
to
integrate
these
trzs
strategically
throughout
the
county
and
and
so
that's
where
maybe
some
dialogue
that
emerges
through
the
freight
mobility
discussions,
says:
hey,
what's
a
rational
way
to
be
able
to
bridge
the
gaps
between
improvement
districts
in
the
county
and
elect
to
make
the
arterials
and
the
transportation
group
put
smoother,
and
so
you
know
these
that's
some
guidance
that
we
get
from
texas
transportation,
students.
E
O
And
the
east
side
of
the
county
yeah.
We
would
hope,
commissioner,
that
would
be
a
good
problem
to
have
yeah
it's
starting.
So
yeah.
O
In
central
county
and
and
and
like
yeah.
C
A
You
know
we
do
have
a
thorough,
a
county-wide
thoroughfare
plan
in
process
of
hgac.
They
have
not
started
it
yet
we
hopefully
when
we
have
our
meeting
in
may.
We
can
expedite
that
a
little
bit
and
try
to
get
it
rolling.
It
has
been
approved
it's
on
the
slate.
It's
just
that
hjc
has
limited
staff
to
actually
manage
the.
C
Projects
so
judge
nelson,
the
previous
county
judge.
I
know
first,
commissioner,
back
when
there
were
stone
wheels
93,
he
said
we're
going
to
donate
half
a
million
dollars
for
right
away
for
highway
99
and,
of
course
you
know,
half
million
dollars.
It's
like
you
know
fortune
and
but
look
back.
C
O
C
Thanks,
sir
six
point:
one
discussion:
center
arthritis,
parkview
screen,
submitted
by
oak
island
double
ball,
volunteer
fire
department
for
april
16th,
houston,
chester,
hunt,
free
double
bottle
park
from
the
chester
hunt
from
tomorrow.
Cook-Off
before
we
do
that.
I
I
didn't
tell
everyone
that
reinhold,
osapo
emc,
fire
marshall,
dad
passed
away
this
week,
so
keep
him
and
his
family
and
your
prayers,
and
also
congratulations
to
court
spear
and
guy
matthews,
who
had
exhausted
auxiliary
field
that
barbara's
hill
named
after
them
very
well
observed
sam.
G
I
agree
so
I
talked
a
bit
a
little
a
little
bit
about
the
cook-off
a
few
minutes
ago.
This
is
just
a
park
use
agreement.
We
are
not
blocking
access
to
any
part
of
the
park.
We're
also
not
charging
to
attend
this
event.
The
only
fees
will
be
if
you
decide
to
buy
crawfish
or
visit
one
of
our
vendor
booths,
which
was
something
I
did
not
mention,
but
we
just
wanted
to
go
ahead
and
do
this
included
in
your
packet
is
a
copy
of
the
fire
department's
insurance
certificate.
G
You
guys
already
had
it
on
file
because
you
provide
funding
to
them.
We
will
have.
I
know,
ccso
has
a
team
there.
There's
security
on
site
at
the
park.
John
mulrine
will
be
there
as
well,
so
we'll
have
tons
of
security.
We
don't
expect
more
than
250
people
tops
at
a
time,
so
it
certainly
does
not
trigger
mass
gathering.
G
But
again,
just
due
diligence
wanted
to
go
ahead
and
have
that
on
there
and
again
we're
not
blocking
access
to
the
boat
ramp
or
the
waterfront,
or
anything
like
that.
Most.
C
G
So
this
is
one
of
the
first
projects
that
we're
doing
on
our
selected
arpa
list,
and
it
was
the
the
scanning
indexing
and
preservation
of
some
historical
documents
and
files
in
both
the
county
and
district
clerk's
offices.
We
went
out
for
bid
on
that.
G
We
only
had
one
person
who
or
one
company
that
did
submit
a
proposal
that
was
co-file
george
and
I
talked
about
it
at
length
as
well
as
with
patty
and
the
other
members
of
our
review
committee,
and
because
we
already
worked
with
co-file
and
we
have
had
such
a
positive
working
experience
with
them.
We
felt
comfortable
moving
forward
with
co-file
on
this.
C
G
C
G
We're
actually
gonna
pull
this
one,
but
I
do
just
kind
of
our
table
it.
I
do
want
to
talk
about
it.
A
little
bit
in
your
packet
is
the
drawing
that
they
were
able
to
come
up
with
as
well
as
a
quote.
I
do
think
it's
a
good
project
for
funding.
G
I
think
it
fits
within
the
preservation
of
arts
and
promotion
of
all
arts
and
culture
aspect
that
the
hot
fun
code
allows
for,
but
we
did
kind
of
have
an
issue
with
some
with
the
budget
line
items
and
some
mix-ups,
and
things
like
that.
So
it's
totally
our
fault
that
we're
going
to
table
this,
but
we
will
be
back
at
the
next
sport
just
giving
you
guys
a
heads
up
as
to
why
it
was
tabled.
It's
not
their
fault.
It's
ours.
G
A
Yeah,
it's
a
part
of
the
bipartisan
transportation
funds
that
have
been
recently
approved
and
some
of
these
programs
were
already
in
place,
but
more
money
have
been
pumped
into
them
and
some
are
not,
and
one
is
a
rule
I
believe
allocation,
and
not
only
did
I
you
know
just
find
this
coming
across
it,
but
also
my
friends
at
the
tpc
also
made
a
point
to
bring
it
to
our
attention
and
point
it
out
to
us.
So
I
think
there's
a
good
opportunity.
A
We
have
some
projects
that
have
a
lot
of
merit.
You
know
to
look
at
and
the
uncertainty
is
we
don't
apply
for
it.
We
won't
get
it
so
you
know
we'll
we'll
look
at
it.
The
roads
that
we're
looking
at
primarily
and
I
kind
of
think
1405-
may
have
the
best
shot
at
it.
It's
still
up
for
discussion.
You
know
west
bay,
road,
some
of
our
heavy,
heavily
traveled
industrial
movement
freight,
which
you
know
is
very
important.
We
also
talked
about
possibly
jumping
over
and
looking
at
chambers
parkway
or
something
to
that
effect.
G
Yeah,
it's
a
it's
it
prioritizes
regional
or
projects,
that'll
have
a
regional
impact
and
obviously
any
of
those
large-scale
industrial
zones
like
we're
discussing
will
have
a
large
regional
impact,
and
the
nice
thing
is
that
this
is
a
large
chunk
of
change.
So
we
can
do
a
really
impactful
project.
I
know
corey
is
working
on
getting
some
numbers
for
us.
G
This
is
a
tight
timeline
and
I
say
that
on
every
single
grant,
because
it
is
every
single
grant,
you
have
60
to
90
days
to
get
something
done,
so
I
think
we're
going
to
handle
the
actual
application
in-house
instead
of
contracting
it
out
or
trying
to
seek
out
procuring
admin
or
engineering
services,
because
it
is
such
a
tight
timeline
and
then,
at
that
point,
if
we
are
awarded
we'll
probably
move
forward
with
kind
of
contracting
the
actual
projects
out
just
because
they
are
going
to
be
so
large
scale,
but
we're
corey
and
I've
been
in
touch
about
it
a
couple
times
so
and
I
actually
think
I
owe
you
a
call
back
on
that
court.
B
G
Completed
and
current
32
million
dollars
right
now
I
have
that's
the
best
you
can
do.
C
B
G
You
very
much
thank
you
appreciate
that,
while
we're
talking
about
that
just
to
interject
this,
you
can
call
this
my
public
comment.
We
did
receive
notice
that
we
that's
all
right.
We
did
receive
notice
that
we
are
going
to
be
awarded
that
tdhca
grant
for
five
million
dollars
for
the
ems
station,
so
just
wow.
I.
C
G
So
we
have
a
really
really
great
contact
at
txdot,
who
has
been
an
immense
help.
She
just
came
on
board
with
our
team
a
couple
weeks
ago,
but
she's
had
a
meeting
with
all
of
us.
Corey
and
ronnie,
jo
and
paige
and
she's
been
super
helpful
in
identifying
potential
funding
and
she
actually
sent
the
next
couple
items
to
the.
C
G
Text.Aviation
two-page
and
let
us
know
that
these
were
available
to
us,
which
was
wonderful,
so
the
first
one
here
is
an
application
for
funding
to
the
cares
act,
and
that
is
an
operational
grant
only
so,
basically,
it
would
reimburse
us
for
the
operations
cost
associated.
It's
a
win-win.
There's,
it's
basically
free
money
and
it
would
offset
the
cost
there
at
the
airport.
B
C
G
C
G
Literally
the
same
thing
on
this
one:
it's
an
operational
cost.
So
again,
it's
just
a
win-win.
G
I
know
she
is
a
gm.
I
just
I
know
that
she's
not
listening
to
commissioner's
support,
but
she's
really
a
gym.
She
has
been
so
helpful
to
us,
so
it's
always
great
to
find
somebody
in
an
organization
like
that
that
just
freely
shares
all
of
the
positive
information.
So
I'm
just
really
excited
to
work
with
her,
but
that's.
G
Mcclellan
she's
she's
wonderful
to
work
with
very
educational,
so
this
one
is
a
little
bit
different.
It
is,
can
be
used
for
either
operational
expenses
or
as
a
match
to
a
project
and
ronnie
joe
and
paige
did
identify
a
couple
projects
that
they
want
to
do
through
some
other
txtop
funds,
and
so
they
can
allocate
this
towards
those
projects.
So
I'm
gonna
leave
it
up
to
them
on
how
they
think
best
to
use
it.
G
G
So
hmgp
is
the
hazard
mitigation
grant
program.
We
talked
a
little
bit
about
it
a
couple
courts
ago.
It's
a
fema
program,
that's
managed
in
the
state
by
tdem,
and
we
did
get
a
little
bit
of
good
news
yesterday
that
the
application
has
been
extended
from
the
29th
of
this
month
to
june,
so
that
for
once
we're
not
on
a
super
tight
timeline.
With
this
I
mean
it's
still
tight,
but
it's
not
too
tight.
G
C
G
And
this
is
my
last
one
and
then
I'll
be
out
of
your
hair.
So
same
exact
thing
as
public
management,
we
actually
got
six
on
this
one,
which
is
very
exciting
for
us.
When
I
first
kind
of
took
over,
we
didn't
have
a
lot
of
people
who
were
interested
in
working
with
us
and
we've
really
seen
that
grow
over
the
last
couple
years,
which
is
great.
G
We
did
decide
to
work
with
freezing
nickels
on
this,
we're
working
with
them
on
the
tw,
texas,
water
development
board,
flood
infrastructure
project
and
we've
had
a
really
great
working
experience
with
them,
and
so
we
did
select
to
work
with
them
on
this
project
as
well.
G
Before
I
leave
just
so,
you
know,
this
is
just
the
just
for
the
public.
This
is
just
the
approval
of
selection.
We
will
actually
bring
the
contracts
back
to
court,
so
this
is
not
approval
of
a
contract.
At
this
point,
we
I
run
all
my
contracts
through
court
gorgeous
so
that
everybody
knows
what's
going
on.
B
C
L
C
C
Definitely
when
you're
ready
to
come,
oh
yeah,
no
all
right!
The
thames
county
commission
come
to
order.
It's
11
11
a.m.
After
recess,
we're
going
to
law
enforcement,
17-1
discussion
proclamation
recognized
in
april
10th
through
april
16
2022
the
national
public
sector
telecommunicators
week
chief.
Would
you
read
a
resolution?
Please?
Yes,
sir.
F
Now,
therefore,
be
it
resolved
by
the
commissioner's
court
of
chambers
county
texas
that
we,
the
commissioners
court
of
chambers,
county
texas,
declare
the
week
of
april
10th
through
april
16
2022
to
be
national
public
safety.
Telecommunications
week
in
chambers,
county
in
honor
of
the
men
and
women
whose
diligence
and
professionalism
keep
our
county
and
citizens
safe,
passed
and
approved
by
the
chambers
county
commissioner
court
on
this
12th
day
of
april
2022.
C
C
C
S
S
Architexas
is
the
firm
that
did
it
they're
out
of
dallas,
and
the
master
plan
update
is
just
to
look
at
the
current
condition
of
the
building
look
at
safety
health
codes
that
need
to
be
updated,
so
that
was
all
done
in
19
approved
by
court.
So
the
next
step
is
to
see
if
you
want
to
move
forward
and
apply
for
the
planning
and
construction
grant
to
address
those
updates
and
changes.
So.
C
V
So,
with
with
the
with
the
jail
and
the
judicial
center,
the
the
question
is
is:
is
this
grant
had
the
ability
to?
Let
us
give
us
time
to
build
something
to
where
we
can
move
some
of
the
people
out
of
this
building,
so
we
can
completely
renovate
this
building
and
do
it
properly,
and
the
second
question
is:
does
that
requirement
of
that
grant
require
us
to
have
courtrooms
and
stuff
in
this
building
other
than
more
like
offices
and
that
type
of
stuff.
S
Yeah,
it's
my
understanding
that
judicial
some
judicial
offices
have
to
remain
to
qualify
for
the
grant.
I
do
have
jay
firsching
with
architects
here
and
he
could
probably
answer
those
questions
better
than
me.
So.
W
Morning
I'm
jay
ferguson
with
dark
texas,
yeah
valerie
asked
me
to
come
in
and
answer
any
questions.
I
don't
know
if
you
want
me
to
give
you
a
just
a
general
understanding
of
what
the
grant
program
is.
First.
C
Yeah
go
ahead.
Yeah
I
mean
we
applied
for
it
and
then
pulled
our
application
back
several
years
ago.
Yeah.
One
of
the
reasons
we
didn't
want.
Historical
commission,
you
know
tell
us
how
we
could,
what
we
can
do
and
how
we
do
it,
but
right.
But
at
this
point,
if
we're
going
to
build
the
justice
center,
which
we're
headed
and
and
jail
the
timings
pretty
if
we
can
make
the
time
and
work
for
that.
W
Right
and-
and
it
will
yeah,
the
the
grant
program
is-
is
a
courthouse
grant
program
you're
eligible
for
up
to
six
million
dollars
in
grant
funding.
The
county's
required
match
is
15,
but
with
the
six
million
dollar
cap
on
the
grant
they're
going
to
exceed
that,
because
I
think
in
the
master
plan
we
have
your
with
fees.
We
have
your
budget
right
at
about
8.7.
R
W
And
with
escalation,
the
way
it's
been
probably
going
to
go
up
from
that
to
answer
your
question.
Well,
we
know
it's
going
to
go
up.
Oh
yeah,
yeah
yeah,
it's
going
to
go
up.
It's
been
crazy
over
the
last
six
years.
Even
the
construction
cost
escalation.
The
way
the
grant
program
works
is
it's.
It's.
W
W
Then
two
years
later,
you'll
come
back
and
apply
for
a
construction
grant.
So
there's
a
two-year
window
built
in
there
automatically
and
typically
they'll
they'll.
Give
you
a
little
more
time.
If
you
get
the
construction
grant,
it's
possible
that
you
won't
get
it
in
that
two-year
period
and
you'll
come
back
in
four
years
and
try
again
so
the
plans
and
specifications
grant
is
a
30
county
match.
W
W
W
Do
you
have
any
other
questions?
When's
the
deadline.
W
Deadline
is
the
13th
I've
been
working
with
valerie
that
the
application
is
largely
finished.
I
think
we're
going
to
look
at
the
numbers
again
she's
collecting
some
letters
of
support
they
want
up
to
10
of
those
so
we're
getting
those
together.
A
couple
of
other
minor
details,
more
importantly,
is
something
you
just
brought
up.
There
are
strings.
You
can
opt
to
not
have
an
easement
placed
on
the
courthouse,
all
the
way
up
to
saying
you're
willing
to
have
it
in
perpetuity.
W
If
you
get
it
in
perpetuity,
that
means
you're,
gonna
score
way
higher
on
the
scoring
criteria
and
be
more
likely
to
get
a
grant.
I
would
tell
you
that
texas
code
already
lets
them
totally
review.
W
Right
right,
there's
a
special
law
just
just
for
courthouses
that
protect
them
that
require
the
counties
that
do
work
other
than
routine
maintenance,
so
that
gets
reviewed
by
the
historical
commission
anyway.
So
so.
B
W
County
is
it
with
a
historic
courthouse
is
eligible
for
up
to
six
million.
It
used
to
be
four.
They
raised
it
to
six,
so
yeah,
that's
about
any
courthouses
have
been
done.
C
W
They
the
grant,
is
soup
to
nuts
and
what's
nice
about
it.
Well
I'll
tell
you
it'll
it'll,
probably
have
you
do
things
a
little
better
than
you
might
otherwise
do,
because
they
really
make
you
do
a
cadillac
job
on
it.
They
want
you
to
do
everything
properly
like
we're
not
going
to
have
a
lot
of
drop
ceilings.
Everything
gets
integrated
into
the
building.
Where
you
don't
see
it.
You'll
have
high
efficiency,
mechanical
systems,
so
your
bills
should
come
down
all
your
data.
Wiring
everything
gets
integrated
in
seamlessly,
so
all
this
would
come
down.
W
Well,
yes,
except
it's
sort
of
like
restoring
a
an
old
car
and
putting
a
brand
new
sports
car
engine
in
it.
Kind
of
it's
it'll
function
like
a
modern
building,
but
it
will
look
like
it
did
when
it
was
built
in
1936.
Yes,
okay,.
W
Well,
you
could
I
my
advice
to
you
in
that
case
would
probably
be
to
go
ahead
and
apply
and
then
ask
them
for
an
extension
to
start
they
they
do
require.
If
you
take
the
construction
grant
that
you
apply.
For
I
mean
you,
take
the
planning
grant
that
you
apply
for
the
construction
grant,
because
they
don't
want
to
give
counties
money
for
something
they're
not
going
to
do.
W
One
thing
that
will
be
required
also-
and
I
guess
this
will
come
up
in
the
next
meeting-
is
a
resolution
of
support
from
the
court
is
required
that
we'll
write
up
and
give
to
you
that
will
go
with
the
application.
W
Well,
the
for
the
the
planning
two
years
is
way
more
than
enough
time
to
get
the
planning
done.
W
There's
no
there's
there's
not
a
time
limit
for
when
you
would
need
to
be
finished.
I
think
they
probably
want
you
to
start
within
a
year,
probably
after
your
award.
U
Yes,
yes
to
clarify,
so
if
we're
awarded
the
grant
that
automatically
gives
us
permission
from
the
from
the
historical
commission
to
do
what
we
need
to
do.
U
W
Well,
that
brings
up
a
good
point.
Something
to
keep
in
mind
is
that
the
the
grant
doesn't
cover
ffa.
So
your
furnishings
fixtures
and
equipment
are
going
to
be
up
to
you
to
pay
for
except
they
will
give
some
money
to
restore
historically.
W
So
they'll
restore
some
of
your
historic
furniture,
but
any
new
stuff,
any
new
computers.
That
kind
of
thing
you
you
pay
for
yourself.
They'll
they'll
run
the
wire
to
it,
but
you
have
to
buy
them.
Sorry.
U
W
Keep
in
mind
that
it'll
be,
if
you're
talking
about
two
to
three
years
out,
escalation's
been
pretty
crazy,
so
but
I
mean
six
million
dollars
is
six
million.
Yes,.
U
W
Have
to
do
well,
that's
kind
of
where
we
come
in
architects
is
we're
experts
in
in
that
kind
of
work.
So
we
know
what
you
need
to
do,
but
but
yes
they'll
tell
you
how
how
it
needs
to
be
done.
If,
and
you
know,
some
I've
had
a
county
russ
county
got
the
grant.
I
got
them
all
through
the
process
and
they
found
out
that
they
would
have
to.
W
They
wouldn't
be
allowed
to
put
carpet
in
the
courtrooms,
and
so
they
turned
the
whole
thing
down
because
they
they
didn't
want
to
have
to
to
do
that.
So
so
I
mean
yeah
they're,
going
to
tell
you
that
you
can't
put
carpet
in
certain
places
and
they're
not
going
to
want
you
to
put
lay
in
ceilings
in
most
places,
but
the
courtrooms
will
be
and
the
corridors
will
get
the
highest
level
of
treatment.
They'll
be
all
redone.
All
the
original
paintwork
will
be
done
like
it
was
in
1936.
C
W
Right
what
the
historical
commission
wants
is
for
this
to
be
the
seat
of
government,
so
you
don't
have
to
have
courts
in
here.
They
want
the
commissioner's
court
to
be
in
here.
They
prefer
for
the
clerk
to
have
a
presence
here,
but
really
they
won't
plan
to
have
a.
W
They
want
this
to
be
the
designated
county
seat
of
government.
They
don't
want
that
to
be
designated
at
your
new
building
and
under
the
plan
that
we
have
in
the
master
plan.
The
commissioner's
court
would
move
up
to
the
district
courtroom,
yeah
and
discuss
that
yeah,
and
this
would
be
a
jp
court.
I
believe
what
about.
W
O
D
W
W
Yeah
the
grant
cycle,
the
grant
fund
is
it's
funded
by
the
legislature
every
two
years
and
they
know
how
much
money
they've
got
to
dole
out
for
that
cycle.
C
W
W
W
W
C
So
if
we
go
forward
with
the
p3
that
we're
talking
about
discord,
if
we
included
this
in
that,
that
could
possibly
be
the
way
to
go
with
it.
B
C
C
C
L
Thank
you
judge
and
commissioners
task
order.
Number
three,
which
is
on
item
3.1
has
to
do
with
the
inspection
and
testing
of
kilgore
road.
I
believe
kilgore
was
discussed
a
little
bit
earlier
in
the
tours
discussion.
Scope
of
that
task
order
would
be
again
for
inspection
and
testing.
L
Is
it's
a
12-month
duration,
three
days
out
of
the
week
and
I
believe
the
fee
on
that
task
order
is
right
under
250
000,
the
gentleman
that
we
were
proposing
to
bring
on
this
he's
a
he's,
a
20,
almost
21
years
of
experience
with
txdot
he's
been
working
with
us
for
about
the
last
three
and
a
half
years
he
came
out
of
the
waco
district
with
tech,
stop
working
on
some
pretty
big
projects,
ih-35
corridor
that
they
just
reconstructed
through
there.
L
He
brings
about
21
years
of
experience.
Part
of
that
experience,
while
he
was
up
in
the
waco
district,
was
mentoring
young
staff,
while
they
were
bringing
him
through,
he
had
some
really
good
projects
to
take
them
out
there
and
they
got
some
really
good
experience
along
the
way.
So
that's
kind
of
an
added
value.
If
the
if
the
county
decided
to
hire
somebody
to
do
inspection,
he
would
be
available
as
well
to
help
those
folks
during
training.
L
During
that
job
item
number
three
point:
two.
C
L
So
that's
that's
a
task
order,
number
four
and
that
is
for,
but
it
is
for
the
same
individual
to
come
and
it
was
it's
proposed
for
two
days
a
week.
It
would
be
a
kind
of
a
supplemental
staff
as
needed
for
subdivision
inspection
for
the
roads
and
drainage
on
subdivisions.
I
believe
that
those
projects
are
paid
for
through
a
pass
through
a
two
percent
pass-through
that
task
orders
again
proposed
for
a
12-month
duration
and
for
approximately
a
hundred
thousand
dollars.
L
Yeah
well
you'll
be
inspecting
the
the
material
testing
you'll
be
inspecting
the
contractor.
Make
sure
that
the
that
the
road
is
being
built
for
spec
you'll
be
inspecting
the
pours
you'll
be
inspecting
the
drainage
structures.
Okay,.
A
Yeah,
we've
done
a
lot
of
discussion
on
this
between
corey
natalie.
I've
been
involved
a
little
bit,
but
looking
at
different
ways,
I
mean
you
know
we
we
are
under
the
gun
right
now.
We
do
need
to
get
inspector
on
board
for
kilgore,
parkway
and
we've
been
we've
had
the
subdivision
stuff,
all
along
it
keeps
growing.
A
But
ultimately
you
know
we
actually
have
a
job,
description
and
stuff
in
the
packet
today
you
know
to
hire
an
in-house
person
to
do
it
and
my
conversations
that
I've
had
you
know
I'd
like
to
see,
take
this
opportunity
to
get
someone
in-house
and
maybe
mentor
them
up
and
get
them
done,
and
we've
also
been
talking
about
some
of
the
lab
testing
that
we
do.
You
know
a
lot
of
that
stuff.
We
could
do
in-house
and
save
a
lot
of
money
bobby
you're
shaking
your
head.
No,
you
don't
think
we
could,
where
you're
gonna.
D
D
But
I
think
I'm
like
jimmy,
I
think
two
days
a
week,
no
three
next
week.
No,
I
think
it's
gonna,
take
more
than
that.
I.
C
F
Costs
but
I
mean
looking
at
the
cost
on
this
here:
hotels
and
I'm
guessing
they're
going
to
rent
vehicles
when
they're
down
here.
L
X
Corey
go
ahead
so
on
the
like,
the
testing,
I'm
not
talking
about
we're,
not
talking
about
laboratory
testing,
I'm
going
to.
X
X
You
use
a
a
cattle
trough
and
a
heater
text,
every
tex
dot
job
that
that's
run
by
tech
stuff.
They
have
those
they
basically
have
those
in
the
field.
Shack
you
during
the
you
have
to
keep
the
water
at
70
degrees,
minimum.
You
put
some
lime
in
there
to
stabilize
your
concrete
cylinders
and
you
you
test
it
that
way.
So
that
would
be
all
your
concrete
tests
would
be
run
you
would.
You
would
basically
have
that
under
your
control.
X
X
Well,
no
so
you're
going
to
test
you're
going
to
test
the
if
okay,
so
you've
got
a
concrete
truck
that
comes
out
their
pores
and
the
next
three
days
they're
one.
You
know
it's
set
up,
they're
wanting
to
go
ahead
and
and
pour
on
it.
They've
got
equipment
out
there
on
the
next
set
of
of
they
back
up
they're
on
that
concrete,
doing,
pours
additional
pours,
it's
set
up
and
then
they're
doing
breaks
on
it.
X
Well,
if
those,
if
it
hasn't,
met
a
minimum
strength,
if
they
took
the
pour
of
the
wet
concrete
before
it
was
cured
out,
then
you're
testing-
it
I
mean
you're
by
the
time
you
get
the
break
from
a
from
a
lab
company.
It's
not
you!
You
have
no
idea
what
you're
actually
they've
damaged
that
concrete,
even
though
that
doesn't
isn't
represented
in
your
test.
X
Having
control
of
this
testing
provides
a
higher
level
of
assurance.
The
other
thing-
and
there
is
problems
with
it-
is
right
right
now
I've
talked
so
we
have
a
current
company
that
that
does
some
inspection
work
for
us,
but
they're
not
responsible
for
any
of
the
testing.
The
testing
all
is
done
by
the
subdivision
developers
and
so
all
they're.
They
have
a
a
good
guy
that
is
very
experienced.
He
he
sees
the
stuff
he
we
we
talk
often
but
they're
not
responsible
for
those
tests.
X
There's
there's
a
lot
more
to
it
than
that,
and
so
and
so
that's
the
thing
is
it's
it's
a
combination
of
inspection,
knowledge,
but
I
mean
as
it
you
know,
on
the
1409
project.
We've
had
many
failing
tests
out
there,
and
just
I
mean
on
the
bridge
job
in
less
than
you
know,
it's
only
been
under
construction
a
few
months.
X
C
B
V
A
I
would
like
to
see
us
do
it
in-house,
because
we've
got
enough
work
and
you
look
at
the
cost
of
what
we
would
pay
someone
in
control
it
and
we've
got
enough
work
to
keep
an
inspector
busy
right
now
between
the
road
projects
and
the
subdivisions
and
the
stuff
we've
got
going.
I
mean
personally,
I
would
much
rather
see
the
county
hire
and
keep
an
inspector
on
that
reports
and
works
for
this
county
reporter
the
availability
of
them
being
there
when
you
need
them-
and
you
know
I.
C
B
X
X
I
mean
we
already
have
the
pass-through
that
that
would
fund,
essentially
this
individual.
If,
if
you
have
enough
work
to
keep
one
individual
steady
all
the
time
and
so
and
then
the
thing
is
is
when
you
have
additional
projects
like
we've
got
coming
forward,
you
can
supplement
that
with
consultant
services
as
needed,
but
why?
Why
pay
for
that
consistently?
C
X
C
So
if
we
don't
find
somebody,
then
we
stay
like
we
are
use,
whatever
engineering
firms
that
we
have
available
to
us
for
testing.
E
An
outside
person's
optics
through
their
glasses
instead
of
an
in-home
person
in-house
person,
that's
where
I
think
that
that
becomes
very,
very
important
right,
yeah.
E
Got
an
in-house
person
and
they
come
up
and
say:
oh
no!
This
is
what
happened
with
ready.
C
Mix
company
or
our
20,
our
14
and
21
day,
break.
B
A
C
C
X
C
A
B
J
A
C
A
Some
no
bobby's
right.
We
we've
got
agreements
with
multiple
engineering
companies
that
could
fill
this
position.
We
really
do
it's
just
a
matter
of
which
way
we
want
to
go,
and
you
know
who
we're
going
to
put
on
it.
What
I
am
saying,
though
I
mean
we
kick,
this
can
down
the
road
and
come
back.
We
can't
kick
it
too
long,
because
we
need
to
get
started
on
a
project.
X
C
C
A
E
A
U
Through
processing
we
have
several,
you
have
you
have
pnp,
you
have
freedom
nickels,
you
have,
bush
hutchinson
has
done
workforce
and.
U
U
U
J
C
C
X
So,
on
3.3,
like
we
talked
about
there
will
be
some
additional
testing
that
would
be
necessary,
lab
wise,
that's
actually
in
a
detailed
lab,
doing
detailed
road
and
okay.
I
need
to
specify,
because
from
construction
management
office
mike
mike,
had
a
question
of
it
was
I
digging
into
his
area,
so
I
just
specified
this
is
for
roadway
testing
specific
to
roadways.
X
Some
of
that
would
blend
into
maybe
parking,
lots
and
stuff
like
that
that
they
do,
but
anyway,
for
actual
lab
tests
like
doing
a
proctor
on
a
dirt
sample
a
lab
proctor
doing
that
this
tri-axle
loading
for
a
base
course
actual
referee
samples
actually
in
a
laboratory,
hot
mix,
plant
type
testing.
So
those
type
of
specific
laboratory
testing
in
a
bigger
lab
like
what
bobby
was
talking
about
as
well.
So
this
would
be
an
rfp
for
those
types
of
services
and
we
would
build
a
team
and
go
out
and
select
somebody
for
that.
X
V
V
V
X
So
I
think
it
is
so
they
should
be
like
aci
certified.
I
would
think
you're
you're
individuals
now,
and
I
would
imagine
that
even
your
testing
labs
probably
have
the
capabilities
for
doing
like
it's,
probably
not
in
your
original
contract,
for
doing
like
some
of
the
dirt
testing
and
stuff
that
I'm
talking
about.
But
it
could
we,
we
might
be
able
to
use
your
guys
and
just
supplement
in
if
you
would
be
okay.
C
A
Bayer,
when
we
did
bigger
road
and
it
came
to
lab
testing,
we
let
the
contractor
actually
hire
the
lab
to
do
the
lab
testing,
and
you
know,
quite
frankly,
that's
not
right
that
lab
needs
to
work
for
the
county
and
report
to
the
county.
We've
got
some
of
the
similar
situations
going
on
on
these
subdivision
roads
and
the
county
is
ultimately
going
to
own
those
roads.
So
the
county
really
need
the
lab
needs
to
report
to
the
county.
They
need
to
be
in
control
of
that.
My
corey
said
three
years
and
not
failed
tests.
C
X
X
I
met
with
commissioner
hammond
this
morning
on
an
item
and
where
we
have
a
basically
kind
of
a
pre-variance
through
the
committee
this
afternoon
that
we're
going
to
discuss
and
so
we're
just
trying
to
clarify
and
bring
a
little
bit
of
something
that
we
can
provide.
X
Basically
at
the
start
of
the
process
in
the
drc.
We
talk
about
it,
but
it's
not
really
honed
down,
and
so
this
is
an
attempt
to
do
that
and
I
think
it's
a
lot
more
clear
natalie
and
I
have
done
a
lot
of
work
trying
to
go
through
that.
I've,
gotten
feedback
from
heather
and
billy
and
several
the
commissioners
have
jumped
in,
and
so
hopefully
this
is
something
that
really
provides
some
some
direction.
Initial
direction.
A
Questions
yeah
on
the
berm
that
we're
looking
at
36
inch
ir
from
berm.
X
A
Maintainable
right
and
then
you
know,
it
also
says
when
bordering
residential
or
areas
could
potentially
become
bordering,
that
would
include
roads
that
got
residential
on
the
opposite
side.
Right,
so
clarify
that.
D
X
X
So
we
have
current
regulations
since
making
those
a
lot
of
those
regulations
were
put
in
place
and
really
became
much
more
strict
after
some
of
the
subdivision
issues
we
had
since
that
time,
you
know.
Maybe
we
went
a
little
too
far.
Maybe
it's
not
as
clear
as
it
needs
to
be
in
some
of
the
changes
that
we
made.
X
So
we've
got
some
things
to
kind
of
make
things
more
clear
and
kind
of
draw
back
a
little
bit
and
be
a
little
more
fair,
clean
up,
yes
and
so
requesting
public
hearing
for
approval
on
those
which
will.
C
X
Part
of
the
overall
manuals-
yes,
we'll
include
that
as
part
of
the
other
manuals,
we've
got
three
manuals.
C
X
I
think
we'll
we've
done
a
lot
of
work,
so
this
just
to
be
clear.
So
we've
we've
had
the
process
for
bonding
in
our
existing
manuals,
but
through
that
george,
I
give
some
kudos
to
george.
He
started
raising
some
questions
there,
ashley
as
well,
and
so
when
we
sent
him
over
like
exactly
what
are
we
signing
and
what?
X
What
do
we
need
to
have
on
here
and,
of
course,
we're
only
engineers
we're
not
legal
team,
so
we
brought
in
nathan,
so
nathan's
done
a
lot
of
work
here
on
trying
to
get
us
going
in
the
right
direction
legally
so
that
we
have
more
than
a
signed
piece
of
paper.
Basically,
if
I'm
saying
correct,
so
I'm
going
to
turn
this
over
to
nathan
to
talk
about
and
before,
I
would
recommend
approval,
but
go
ahead
tomorrow.
Night
good.
T
Morning,
judge
commissioners,
thank
you.
We
did
some
work
on
this
development.
Typically,
I
guess
best
practices
is
that
we're
not
going
to
accept
roads
into
the
county
maintenance
program
or
really
record
plots
into
the
sub.
You
know
the
developer
has
finished.
The
subdivision
made
good
on
all
checklists.
That
sort
of
thing
there's
a
lot
of
development
going
on
right
now,
where
the
developers
are
trying
to
hurry
up,
they
need
power.
T
There's
a
lot
of
there's
a
lot
of
efficiency
problems
right
now
with
the
growing
county,
so
the
idea
from
the
developer
in
private
industry
is
hey.
Why
don't
y'all
go
ahead
and
approve
the
plot
record?
The
plot?
Let
me
start
selling
lots.
I
know
there's
10
things
I
need
to
do
I'll
do
them.
We
said:
that's
fine!
T
We
take
you
at
your
word,
but
we
need
to
have
an
agreement
and
that
agreement
needs
to
be
bonded
so
that,
if
you
don't
do
these
ten
things
on
the
checklist,
you
know
we
can
either
make
you
do
it
in
a
court
of
law
or
we
can.
You
know,
file
on
the
bond
and
get
the
money
to
to
pay
for
the
improvements
ourselves,
and
so
that
we've
seen
this
both
on
the
commercial
side
and
on
the
residential
development
side.
We've
been
working
on
some
of
these
agreements.
T
T
B
X
Nathan's
help
on
this
and
very
very,
very
beneficial
to
all
of
us.
I
think
that
was
involved
in
this
process.
A
That's
another
horse
that
was
rude
to
death
too
right,
yeah,
okay,
and
I
will
make
one
comment
with
the
bond.
It
could
also
be
a
cashier's
check,
correct.
T
It
can
be
there's
some
tricks
on
the
cashier's
check.
I'd
recommend
that
we
look
into
an
escrow
arrangement
with
a
title
company
that
we
regularly
do
business
with
or
the
developer
does
business.
With
that
way,
we
can
there
there's
a
lot
of
issues
with
the
cashier's
check.
I
mean
what
do
you
do
with
it
who
holds
it?
Is
it
a
public
fund
or
a
private
fund?
When
do.
T
It
back,
I
think,
what
we
and
this
is
jumping
the
gun
in
the
future,
but
you.
B
T
U
Do
they
hold
it
on
the
one
that
we're
talking
about?
Is
the
georgia
thousand
dollars
and
change
thirteen
thousand
dollars
and
change
cashiers
check
made
out
to
chambers
county?
So
we
did
accept
that
check
and
it
will
be
going
to
the
treasurer's
office,
which
was
what
we
do
with
checks.
So
if
it's
a
bigger
amount,
then
I
agree
with
you,
but
this
is
the
one
that
we
accepted
through
our
agreement
to
making
sure
you're
the
lawyer,
I'm
asking.
T
Going
to
accept
it
so
in
the
future
for
for
the
minimus
type,
you
know
bonding
requirements,
13
000,
for
example.
It
doesn't
make
a
lot
of
sense
for
the
developer
to
go
out
there
and
buy
a
bond
pay
the
premium
on
thirteen
thousand
dollars
and
it's
a
dollars
and
cents
thing
for
them.
So
they're
gonna
say
hey.
Can
I
do
something?
Can
I
get
a
letter
of
credit?
Can
I
get
cash?
Can
I
get
a
cashier's
check,
it's
an
economic
decision
and
so
as
a
county.
T
As
long
as
we
have
some
sort
of
security
on
their
promise
to
make
good
on
that
punch
list,
it
should
be
fine.
I'm
just
saying
that
if
we're
going
to
do
cashier's
check
letter
of
credit,
we
ought
to
have
a
process
in
place
defined
by
the
subdivision.
Regulations
incorporate
it
into
our
agreements
and,
at
the
end
of
the
day,
just
make
sure
those
those
processes
are
thought
through.
So.
A
With
our
hearing
yeah,
but
for
this
one,
I'm
gonna
make
a
motion
that
we
approve
it
with
the
cashier's
check.
D
D
A
A
X
Well,
and
as
you
all
remember
like
in
the
previous
subdivision
manual,
you
know
high
ridge
actually
brought
it
to
our
attention
that
we
had
it
in
there
that
they
could
bond
it
ahead
of
the
whole
project
and
that
one's
already
been
bonded
and
accepted,
and
it's
been
almost
three
years,
and
they
ain't
even
touched
the
roads
I
mean
they
haven't
started
yet.
So
this
is
a
better
process
and
there's
only
like
a
hundred
feet
of
roadway.
X
Well,
in
fact,
I
think
he's
even
done
at
this
point,
but
at
the
time
we
started
this
process
generally
had
about
100
feet
of
roadway
left
on
this
portion.
So
it's
essentially
done
that's.
Why
there's
only
13
000
that
were
essentially
bonding
here,
so
it's
it's
just
a
small
portion
he's
already
at
this
90
on
this
project,
but
essentially
going
forward.
Yes,
we
want
to
write
it
in
the
manual
to
where
this
is
90
or
better
and
less
than
a
month
of
you
know
estimated
work
and
the
previous
90
is
in
good
condition.
X
It's
been
expected,
it
looks.
We
would
recommend
that
it
it's
it's
good,
so
that
we're
not
getting
something
that
we're.
Anticipating
that's
this
junk,
you
know,
and
so
that
that
that's
I
agree
with
this
one
of.
D
Course,
I'm
old
school
I've
been
here
and
I've
seen
the
county
have
to
pick
up
and
build
rebuild
roads
and
subdivisions
in
my
lifetime
here
and
you
know,
we've
got
branches
to
turtle
by
we
had
well.
Cherry
point
was
a
prime
example
of
that.
There's
a
lot
of
them
that
we've
had
to
do
that
and
but
I
just
don't
have
to
for
the
road
and
bridge
or
engineering
department
to
have
to
say.
Okay,
oh
we're
going
to
file
this
bond,
and
then
we
have
to
manage
the
blooming
subdivision
and
see
their
bills
correctly.
D
That's
not
that's
not
our
position.
I
talked
to
city
baytown,
somebody
says
they
they
require.
I
talked
one
lady
over.
She
said
no
100.
The
infrastructure
is
in
100,
then
we
record
the
plant
and
I
think,
there's
other
counties
that
do
the
same
thing
and
we've
been
doing
that
for
the
last
15
to
20
years
is
at
100
and
then
you
you,
you
get
you
get
your
map
recorded
now.
D
Billy
pointed
out
yes,
there's
a
problem
with
the
power
coming
in
I
I
guess
I've
seen
most
most
houses
have
been
built
with
generators
anyway,
but
so,
but
getting
the
power
in
is
the
problem.
But
power
has
been
a
big
problem
out
here,
but
that's
on
both
sides.

So,
with
the
prior
approval,
we
we
recommend
moving
forward
with
the
approving
the
plan,
the.
C
Thank
you,
counselor
hi,
I'm
going
to
build
it
maintenance
and
building
7-1,
discuss,
consider
proving
providing
the
technology
department,
24,
000,
chrome,
contingency
fund
at
the
westside
complex
to
install
hardware
and
equipment.
S
V
This
is
this,
is
this
is
from
I.t
just
basically
the
kind
of
the
back
of
house
stuff
that
they
have
to.
You
know,
do
for
their
servers
and
that
kind
of
stuff.
So
we
we
had
a
meeting
just
so
everybody
knows
with
it
and
everybody
that
some
of
these
costs
we
need
to
know
a
little
more
about
before
the
project
starts
or
or
have
some
money
in
the
project.
V
Instead
of
taking
these
this
kind
of
monies
out
of
contingency
every
time
so
with
everybody
was
was
in
the
meeting
and
it
was
like
hey
look
you
as
an
I.t
department
have
to
start.
You
know
giving
us
a
little
more
information,
some
of
the
stuff.
That's
so
we
can
possibly
get
it
in
the
in
the
original
contract
or
or
having
some
kind
of
idea
about
putting
a
cost
in
there
for
what
it's
going
to
what
it's
going
to
run
us.
V
C
Very
much
what's
michael,
mr
hammond.
Thank
you.
Mr
gordon
questions
in
favor
opposed
most
security.
7-2
discussion.
Consider
our
cues
request:
qualifications
for
public
private
partnership,
which
is
called
the
p3
to
build
the
justice
center
library
and
possible
other
infrastructure
projects,
and
several
of
us
went
to
the
p3
conference
to
learn
about
this
and
actually
was
actually
kane
was
gracious
enough
to
send
wayne
with
us
and
he
was
a
start
student.
So
that's
right!
He
has
volunteered
to
head
the
committee.
Do
you
have
the
committee
make
up?
Yes?
Yes,
your
honor.
Q
Okay,
I'm
gonna
turn
it
over
and
the
first
I
mean
star
student,
meaning
that
I,
the
nerd
side
of
me,
decided
to
to
sit
on
the
front
row
during
most
of
our
training.
A
B
Q
Proud
to
be
here
and
thankful
for
have
an
opportunity
to
to
serve
this
county
again.
E
Q
My
deadline
is
this
summer.
You
know
so
yeah
so
I'll
be
I'll,
be
coming
coming
here
and
being
called
us
home
he's
moving
down.
Q
As
county
judge,
sylvia
mentioned
me
being
the
chair,
the
the
silvia's,
a
member
sheriff
brian
haythorne,
commissioner,
timothy
hammond,
also
chief
deputy.
Q
John
john
aaron,
thomas
county
auditor
and
michael
leslie,
the
building
and
maintenance
george
umbrer,
will
be
facilitating
on
the
project,
but
the
committee
members
I
just
mentioned
will
be
the
ones
that
will
be
voting
under
the
p3
project
or
public
private
partnership.
Q
The
county
would
issue
a
solicitation
requesting
proposals
for
qualified
private
sector
developers
to
design
build,
equip
finance
a
new
jail
injustice
center.
This
would
otherwise
be
called
the
project
just
to
go
over
some
brief
terms.
Without
going
into
too
much
detail,
the
p3
is
is
considered
a
long-term
contract
arrangement
between
a
public
sector
agency
and
a
private
private
partner
to
develop
assets
and
services
for
the
community.
They
serve
private
on
partnerships
designs,
and
this
is
just
a
typical
general
general
relationship,
not
in
particular
to
to
our
county,
but
the
partner.
Q
Q
Some
key
benefits
to
the
p3
project
procurement
include:
the
county
can
meet
an
urgent
need
for
the
project
on
making
a
substantial,
expedited
basis,
avoiding
future
construction
inflation
and
help
mitigate
risk
of
risk
of
rising
interest
rates,
and
we
can
see
this
happening
in
throughout
the
country
as
far
as
inflation
is
in
how
it's
affecting
construction
costs
and
and
a
private
sector.
Assuming
this,
this
risk
would
be
really
helpful.
Q
For
us,
the
and
what's
more
important
and
more
pertinent
for
us
is
that
the
texas
commission
on
jail
standards
has
notified
our
accounting
that
the
current
jail
is
out
of
compliance
and
the
county
has
to
be
in
compliance
within
three
years.
Q
This
is
due
to
a
number
of
factors,
not
the
least
to
which
the
election
cannot
take
place
until
november
of
this
year
at
the
earliest,
with
a
related
dead
issue
not
likely
until
early
2023,
with
current
inflation
over
seven
percent
and
increasing
interest.
The
time
is
of
the
essence
in
terms
of
minimizing
project
delivery
and
occupation
costs,
project
and
cost
project
cost
and
delivery
risk
suffer
shift
from.
As
I
mentioned,
the
public
sector
are
counting
in
this
case
in
the
privacy.
Your
use
of
guaranteed
maximum
price
is
gm
construction
on
contract
and
completion
guarantees.
Q
Subcontractors
and
vendors
may
be
selected
based
on
on
lowest
qualified
bids,
instead
of
the
more
common
lowest
bid
methodology
generally,
resulting
in
greater
accountability
and
also
finding
a
better
fit
for
for
the
particular
contract
that
you
have,
because
p3
contracts
are
very
are
typically
very,
very
complex.
So
having
the
right
partner
is
essence
is
essential,
effective
on
developer
collaboration
with
accounting
facilities
and
development,
development
staff
and
detectives
commissioners
to
ensure
project
design.
Delivery
is
compliant
with
applicable
design,
construction
standards
and
requirements.
Q
Use
of
nonprofit
limited
liability
company
as
a
project
owner
will
allow
the
development
team
to
access
a
tax
exempt
financing
resulting
in
a
lower
cost
capital
than
more
traditional
private
sector.
Equity
debt,
debt,
financing
method,
non-non-profit
ownership
and
financing
eliminates
the
private
component,
and
this
benefit
is
passed
on
to
the
county
in
the
form
of
lower
lease
payments.
Q
Q
Flexible
lease
payment
structure
that
allows
police
payments
to
be
lower
in
the
early
early
years
of
occupancy
of
the
project
and
increase
over
time.
Non-Profit
ownership
of
the
project,
coupled
with
the
lease
of
completed
project
completed
projects
in
the
county,
has
assuredly
resulted
in
an
ongoing
property
tax
exemption
on
the
project
and
a
sales
tax
exemption
on
the
purchase
of
materials
using
the
contract
of
the
project.
Q
Additional
benefits
passion
passed
on
to
the
county
in
the
form
of
low
release
payments.
So,
overall
you
have
a
cheaper,
cheaper
project
or
in
general
because
of
the
benefits
you
do
receive
through
on
working
with
working
under
your
p3
methodology,
the
county
can
use
any
legal
available
source
of
revenue
to
make
these
payments
on
the
project,
and
most
often
these
payments
are
included
in
the
tenant
general
budget
general
fund
budget.
Q
This
is
important
because
this
allows
the
county
to
build
projects
without
an
ins
fund,
textual
increase
that
can
now
be
dedicated
to
other
county
capital
needs.
Now.
This
also
creates
flexibility
for
accountants.
The
county
can
use
any
available
source
of
revenue
to
satisfy
the
lease
payments
on
the
project.
This
is
important
because
this
this
is
what
allows
the
county
to
build
the
project
without
the
tax
working
priest,
the
county
can
issue
over
170
million
in
debt
over
the
next
10
years,
without
the
tax
rate.
Q
So
we
do
have
a
lot
of
flexibility
and
what
we
can
do
as
far
as
as
far
as
the
the
the
funding
that
we
can
move
forward
with
the
project
allowing
the
county
to
pursue
a
robust
county
improvement
plan.
In
addition
to
constructing
the
justice
center
under
the
traditional
procurement
method
and
design
build
bid,
build.
The
justice
center
would
be
funded
over
three
years
of
debt
students
and
would
be
50
percent
of
the
available
debt
capacity
over
the
next
ten
years.
Whereas.
L
P
Q
P
three:
the
justice
center
would
only
be
forty
percent
of
the
county's
debt
capacity,
flexible,
lease
payments,
payment
structure
that
allows
the
payments
to
be
lower
in
the
beginning
of
the
project
and
increase
over
time.
Some
of
the
things
that
I
tend
to
focus
on
when
I
look
at
these
is
safety
security,
efficiency
safety.
I
always
look
at
the
example
me
being
I'm
an
assistant
county
attorney.
Our
office
is
down
the
hall
you
can
see.
Q
You
can
hear
the
the
restraints
on
some
of
the
inmates
as
they're
coming
from
court,
and
I
always
think
about
the
safety
risk
that
is
to
our
officers
that
have
to
bring
them
from
this
building
to
the
jail
they're
exposed
to
an
outside
going
across
the
street
at
any
time.
They
don't
know
what
to
happen.
They
don't
know
if
an
inmate
could
attempt
to
break
free
or
they
don't
know.
If
there's
somebody
out
there,
that's
waiting
for
the
inmate
to
come
out
so
that
this
this
can
allow
for
us
to
address
that
issue.
Q
Making
our
residents,
who
come
to
this
courthouse
safer
our
officers
safer
and
in
a
more
safer
environment,
secure
with
modernizing
the
jail
this
will
allow
inmates
to
to
meet.
This
will
allow
our
officers
staff
inmates
and
their
needs
to
be
met
in
a
secure,
protected
environment
rather
than
having
to,
as
I
mentioned,
move
inmates
from
one
building
to
the
next.
We
can
have
judicial
courts
all
in
one
building
with
the
jail
and
which
which
allows
them
to
be
transported
in
a
secure
manner
to
and
from
their
court
settings.
Q
Efficiency
efficiency
with
time
of
the
essence
that
I
just
mentioned,
and
the
jail
being
need
to
be
in
compliance
p3
is
the
most
feasible
expedition
approach
to
building
a
jail
and
knowing
that
we
have
only
three
years
to
do
so,
and
I
believe
that
our
county
deserves
nothing,
nothing
less
than
to
have
a
proper
modernized
jail.
E
F
We're
out
of
compliance
currently
with
the
jail
commission
standards.
We
have
150
prisoners
right
now
in
148-bit
facility
and
we
have
no
place
to
take
them
to
the
nearest
county.
That'll
accept
a
prisoner
from
us
is
fort,
being
that's
two
and
a
half
hours
away
and
we
don't
have
a
contract
with
them.
Currently,
that's
not
getting
any
better
for
us.
The
temporary
facility
is
being
built
soon
but,
like
he
said,
the
contract
on
that
started
in
march,
when
we
went
out
compliance,
and
essentially
we
have
three
years
to
be
in
compliance.
F
B
A
C
C
E
U
You
had
a
question
I
was
going
to
say,
commissioner
combs
one
of
the
things
that
the
rfq
allows
us
to
do
is
to
go
out
and
find
you
a
company
that
can
come
in
and
explain
to
you
and
help
you
with
some
of
your
questions
as
to
how
it
works,
what
the
pitfalls
are
and
for
us
going
forward.
The
the
benefit
to
us
is.
We
can
get
things
going
quicker,
we're.
U
B
U
A
J
A
C
B
A
Q
Would
be
less
and
we've
actually
gone
through
the
process
to
determine
what
what
those
lease
payments
would
be
and
they'll
be
approximately
seven
million
per
year,
and
so
we
we
realized
that
when
we
look
at
we
that
we
can,
we
have
the
flexibility
within
what
we
have
within
our
debt
plan
to
be
able
to
do
that.
And
that
includes.
U
U
A
U
Just
a
lot
of
questions-
that's
five
you'll.
Allow
me
to
bring
someone
in
here
find
you
find
this
committee
someone
to
to
to
vote
on
and
and
bring
to
this
court.
Then
I
think
that's
who
can
answer
your
questions,
but
it
does
look
like
a
good
deal
and
just
another
avenue
for
this
court
to
try
and
build
this.
We
need
it.
It's
gotta
happen.
Okay,
just
so
just
so
everybody
knows.
V
V
It's
really
picking
up
speed
and
there's
more
and
more
people
looking
at
this,
and
I
think
you're
going
to
hear
a
whole
lot
about
people,
building
or
or
cities
and
counties
using
this
as
a
way
to
build
their
infrastructure
up
without,
without
throwing
a
whole
lot
of
money
out
there
in
it
and
it
being
at
risk.
Q
Yes,
yes,
there
is
a
approximate
30-year
lease
and
then
we
would
on
a
p3.
The
the
project
will
inevitably
at
some
point
transition
back
to
the
public
sector,
so
that
so
that's
so
that's
what
we
that's.
What
that's?
What
will
be
in
the
contract
when
that
time
and
date
will
be
so
so
it
won't
be
that
we're
selling
anything
it
will
be
under
a
lease
contract,
and-
and
commissioner,
I
mean-
I
think
that
you
know
we
welcome
questions.
Q
I
mean
you
know
we
want,
especially
all
the
commissioners
to
be
on
the
same
page
as
far
as
what
all
this
means
and
and
like
and
like
george
is
saying
you
know
if
we
can
set
up
the
time
to
to
have
those
questions
answered
or
have
you
know,
instead
of
a
presentation
to
further
address
any
of
the
details
that
are
concerned,
and
we
gladly
do.
A
F
C
D
F
F
C
B
C
A
C
A
Difficult
to
pursue
that
much
experience
with
that
pain,
that
pay
is
the
range
that
other
entities
are
paying
for.
That
position.
Is
it
yeah.
A
T
With
jimmy.
T
U
N
P
U
A
fifty
thousand
dollar
threshold,
so
we
have
to
go
out
and
bid
it.
You
know
single
bid
or
a
proposal
rfp,
that's
the
reason
you
put
rfp
on
there
just
gives
us
more
leniency
on
how
what
we
can
do
and
who
we
select.
Okay
and
then
the
other
thing
is
just
getting
mike's
fruit
to
get
specs
to
us
and
we'll
advertise
I'll.
Let
mike
talk.
V
V
How
do
we
pay
them?
Do
we
hold
retainage,
there's
a
whole
bunch
of
stuff?
That's
not
included
in
any
of
this
information
that
we're
putting
out
to
the
public
and
saying
hey
now,
rfp.
If
you're
looking
at
we
can,
we
can.
We
can
say:
okay,
I'm
going
to
take
five
contractors
and
we're
going
to
put
rfps
out
to
those
five
contractors
is
a
little
different.
V
My
concern
more
than
anything
else
is
nowadays
when
you
bid
a
project
everybody
in
the
country
finds
out
about
it.
I
mean
the
the
these
news
agencies.
Now
I
mean
they
pick
up
from
everywhere.
So
then
you
have
you
know.
Potentially
you
know
hundreds
of
people
that
are
going
to
bid
this
project.
Rfp
is
a
little
different
in
that
you
you're
only
putting
rfps
out
to
certain
people,
so
there's
there's
some
ways
that
we
can
work
this
to
maybe
solve
some
of
the
problems,
maybe
get
with
ashley
a
little
bit
on.
You
know.
V
U
C
C
U
C
U
E
A
19.
is
that
that's
the
building
that
we
policing
back
so
is
payments
for
this
renovation.
It's
going
to
be
incorporated
into
the
lease
or
part
of
that
grant
or
how
does
it
get?
I.
C
U
A
Yeah
on
the
minutes
were
march,
8th
judge
sylvia
and
commissioner
gore
were
not
president,
but
yet
judge
sylvia
opened
the
meeting
according
to
law
at
9
32..
So
I
did
