city

Chandler

2007
in
the
tax
and
license
division
as
a
tax
and
license
representative
where
she
excelled
and
was
promoted
to
the
lead
role
in
May
2013.,
it's
September,
2013
Kat,
promoted
to
the
budget
division
as
the
budget
management
assistant,
where
she
expanded
her
knowledge.
After
five
years
of
excellent
customer
service
and
honing
her
budget
skills,
she
was
promoted
to
the
budget
and
research
analyst
position
where
she
supported
various
departments
in
the
city.

As
of
July
of
this
year,
I'm
happy
to
say
she
was
promoted
to
a
senior
budget
and
research
analyst
and
continues
to
go
above
and
beyond.
Cat
is
a
wonderful,
dedicated
team
member
who
reflects
a
positive
attitude
and
high
work
ethic.
She
has
been
a
great
asset
to
the
city
during
her
15
years,
making
many
process
improvements
that
support
Citywide
efforts
and
making
people
smile
with
her
humor
and
love
of
life.
We

of
outstanding
service

this
is
actually
15-year
service
recognition,
officially,
but
technically
25
years,
because
she
started
with
the
city
in
1997.
As
a
Cooperative
office,
education,
student
working
in
the
city
clerk's
office,
as
a
temporary
clerk
in
January
2008
Clarissa
became
a
permanent
member
of
Team
Chandler,
where
she
continued
her
service
in
the
city
clerk's
office.
As
a
customer
service
representative,
she
assisted
customers
with
a
wide
range
of
services,
including
passports,
elections
and
record
requests
in
October
2015
Clarissa
joined
the
Management
Services
Department
in
the
accounting
division.

As
an
accounting
specialist
in
accounts
payable,
she
works
to
ensure
the
timely
payment
of
City
invoices
and
purchasing
cards
and
serves
every
Department
in
the
city.
Clarissa
graduated
from
ASU
is
still
a
devoted,
Sun
Devil
fan
and
has
attended
many
games
to
cheer
on
her
nephew
who
plays
in
their
van.
She
also
loves
to
travel
in
London.
Is
her
favorite
place?

Clarissa
on

years,
technically,

valued
member

time

helping

volunteered

time
outside

Habitat

Humanity

several

she
helped
organize
and
let
teams
are

strides

Breast
Cancer
for
her
efforts.
Amanda
has
received

Citation
for
records,
a
community
service
award
and
meritorious
service
award.

Chandler
is
very
fortunate
to
have
such
a
dedicated
and
talented
employee,

Amanda.

exemplary

Mark
today
is
her
husband
and
her
family,
which
is
pretty
much
the
cheering
section
on
the
left-hand
side
model
began
her
career
with
the
city
in
January
of
1998.
As
a
custodian
working,
the
night
shift
from
11
PM
to
7
A.M.
She
primarily
was
assigned
to
clean
the
Community
Center
Senior
Center
Police
Department
over
the
years
as
the
department
evolved,
the
work
hours
changed
and
Marta
became
familiar
with
all
City
facilities
and
served
as
someone
who
could
help
could
step
into
any
building
to
provide
services
as
needed.

One
could
say
that
Marshall
is
where
all
the
bodies
are
buried.
Speaking
of
bodies,
she
did
have
a
notable
experience.
She
will
probably
not
be
happy
with
this,
but
I'll
miss
it
anyway
in
the
forensic
lab
where
she
entered
the
lab
and
spotted
a
hand
that
had
been
separated
from
its
owner.

she's,

because
of

her

professionalism

month

I'd
like
to
call

people.
We
have
Gilbert

this

happening

cities
all
over
the
East
Valley.

are

stand

announce
that
we
are
not
no
longer
going
to
allow
traffic
to
happen
in
our
city
and
Chandler
is
another
one
of
the
Cities
going
to
be
out
of
that
list
where
trafficking
ends
and
we're
going
to
work
with
our
Police
Department,
all
over
the
East
Valley
we're
going
to
connect
and
we're
going
to
unite
and
we're
going
to
fight,
and
so
I'm
proud
to
read
this.

Whereas
the
battle
against
human
trafficking
includes
supporting
efforts
in
schools,
churches,
non-prof,
non-profits
law
enforcement
and
businesses
to
prevent
human
trafficking
to
intervene,
disrupt
dismantle
human
trafficking
syndicates
and
provide
resources
to
support
victims
of
human
trafficking,
the
city
of
Chandler
joins
schools,
churches,
not-for-profit
organizations,
law
enforcement,
federal
state
and
coalitions,
and
not
in
our
city.org,
in
a
movement
solidifying.
Our
commitment
to
increase
public
awareness
of
the
human
trafficking
epidemic
that
impacts
our
community
State
and
Nation.

the

like
to
read
this
Proclamation,
whereas
one
in
three
teens
in
the
United
States
is
a
victim
of
physical,
emotional
or
verbal
abuse
from
a
dating
partner
and
whereas
high
school
students
who
witness
experience
of
perpetrate
physical
violence
in
a
dating
relationship
are
more
likely
to
use
drugs
and
alcohol
or
at
a
greater
risk
of
suicide
and
are
more
likely
to
carry
partners
of
part
patterns
of
abuse
into
their
future
relationships.

whereas
nearly
half
of
teens,
who
experience
Dating
Violence
report
that
the
abuse
occurred
in
a
school
building
or
on
school
grounds
and
wear
eyes,
it
is
essential
to
raise
Community
awareness
about
the
warning
signs
of
abuse.
So
adults
can
serve
as
allies
for
prevention
and
assist
the
youth
in
our
community
and
whereas
the
city
of
Chandler
domestic
violence
Commission.

going

allocated

the
direct
marketing

recruitment

Illinois,
as
well

why
was
Illinois
chosen,
specifically
as
a
target
market
to
recruit
and

a
extension
of
a
marketing
agreement
that
we
have
in
place
a
little
over
a
year
ago.
We
did
a
request
for
proposals.
Review
considered.
Multiple
marketing
agencies
ended
up,
selecting,
Davidson
blue,
so
their
approach
and
strategy
most
aligned
with
what
our
human
resources
team
I
was
looking
for
in
terms
of
being
able
to
maximize
our
exposure
and
reach
in
out-of-state
markets.

To
answer
your
question
specifically
about
Illinois
I'll,
take
initial
stab
I
may
ask
the
chief
to
come
up
and
elaborate
a
little
bit,
but
really
the
intent
behind
this
is
to
get
exposure
to
out-of-state
markets.
Majority
of
our
applications
that
come
in
for
positions
at
the
city,
whether
that's
in
the
police
department
or
in
other
roles,
come
from
within
Arizona
and
specifically
around
the
city
RaeLynn,
our
HR
Director
often
says
we
are
in
the
the
mindset
of
trading
Talent
among
other
Valley
Cities.

So
this
is
really
an
effort
to
try
and
get
exposure
and
increase
the
number
of
applications
that
are
coming
into
our
into
our
city
for
various
roles,
ranging
from
police
to
I.T,
to
Public
Works,
to
administrative,
a
variety
of
different
roles
that
are
necessary
specific
to
your
question
about
the
police
department.
So
this
is
an
effort
essentially
to
enhance
and
expand
our
Police
Department
recruitment,
given
that
some
of
the
challenges
that
they're
currently
facing
what
you
have
before
you
tonight,
roughly
181
000
of
that
agreement
is
specifically
for
the
police
department.

Within
that
the
Media
budget
that's
proposed
is
153
000
and
within
that
there's
multiple
states
that
would
be
targeted.
So
we
would
be
working
with
the
vendor
to
identify
those
opportunities,
but
it
would
be
a
portion
of
that
153
000
is
what
would
be
targeted
for
Illinois.
Specifically,
we
don't
I,
don't
have
the
specific
figure,
but
it
would
be
a
percentage
or
a
portion
of
that,
and
so
we
would
work
with
the
market
agency
depending
on
what
we
feel
our
needs
are.

What
our
success
rate,
and
that
is
over
a
span
of
several
months,
is
what
we're
tracking
Illinois
specifically
we've
had
some
success
in
attracting
applicants
minus
this
activity
right
now.
Illinois
is
our
second
highest
on
applicant,
roughly
Illinois
and
California.
We
have
they're
essentially
neck
neck
in
terms
of
specific
to
the
police
department,
applications
for
2022
and
there's
also
some
legislation
that
has
taken
effect.

That
is,
quite
frankly,
made
it
more
difficult
for
law
enforcement
to
do
the
things
that
they
need
to
do
and
I'll
have
the
chief
maybe
get
come
up
and
talk,
but
it's
a
legislation
called
Safety
legislation.
So
we
just
feel
that
there's
a
lot
of
opportunity
to
Target,
Illinois,
specifically
and
attract
applicants.
There
are
also
other
states
that
are
in
this
marketing
proposal.
States
that
surround
Arizona,
specifically
Nevada
Utah,
New,
Mexico,
Colorado
and
then
states
in
the
Pacific
Northwest
and
then
Illinois
would
be
the
one
Midwestern
State.

T
If
we
can
just
get
a
brief
introduction
into
safety,.
A
Thank

good
evening,
mayor
council,
so
for
the
last
year
and
a
half
the
police
department,
we've
been
averaging
about
30
police
officer
vacancies
per
month
for
the
last
18
months.
In
fact,
since
July
of
2021,
when
Council
approved
and
additional
25
bodies,
25
positions
and
obviously
I
reported
out
in
November
some
of
our
updated
efforts
in
recruiting.
But
the
reality
is
that
we
need
to
do
more
than
we're
doing.
Presently.
A
We
know
that
in
the
valley
today
there
are
roughly
1
000
police
officer
vacancies
in
the
valley,
so
we
are
competing
with
every
other
agency
in
the
valley
and
that
pool
the
pool
of
talented
and
qualified
people
that
are
still
willing
to
be.
Police
officers
has
been
depleted,
so
we
need
to
set
our
sights
outside
of
Arizona
if
we're
going
to
fill
our
ranks.
So
our
Target
now
is
the
the
the
Midwest
the
Northeast.
These
are
areas
that,
as
far
as
policing
with
their
standards
or
training,
are
very
much
aligned
with
Arizona.

So
that
is
a
deliberate
tactic.
Why
we're
looking
at
those
areas
and
just
anecdotally
the
officers
the
recruits,
but
especially
the
laterals,
that
we've
hired
from
those
States
have
been
Stellar,
so
very
impressed
with
the
the
caliber
and
the
and
the
and
the
quality
of
officers
that
are
out
there.
So
we
are,
we
are
hoping.
Our
expectation
is
that
by
this
investment
we'll
be
able
to
expand
our
reach
and
to
just
really
highlight
to
others
outside
the
state.

Arizona
has
to
offer,
but
specifically
what
Chandler
house
officer
and
why
Chandler
should
be
an
employer
of
choice,
especially
for
the
professional
policing.

Well,
this
is
another
tool
that
we
certainly
appreciate
and
we
look
forward
to
positive
results.

six:
it's
a
zoning
code,
Amendment!
It's
a
citizen
initiative.
Zoning
code,
amendment
to
expand
ours,
do
a
couple
things
to
a
section
of
our
code
that
regulates
medical
marijuana
and
briefly
just
list
out
in
bullet
point
kind
of
format.
What
these,
what
these
items
are
and
then
be
happy
to
answer
any
questions
as
well.
The
citizen
group
that
applied
for
this
is
here
tonight
and
has
a
PowerPoint
presentation
as
well
for
you.

So
the
the
changes
are
proposed,
they're,
pretty
small,
it's
a
short
little
list
and
in
essence
they
want
to
expand
the
size
of
the
permitted
facilities
in
Chandler.
There
are
three
types
of
medical
marijuana
uses
in
Chandler:
there's
the
facility
where
you
can
buy
the
product,
there's
a
cultivation
site
where
you
can
grow
it
and
then
there's
the
infusion
food
establishment,
where
you
process
it
great
brownies
and
other
other
things
gummies,
and
things
like
that.

So
the
first
request
is
to
expand
the
size
limitation
for
medical
marijuana
facility,
where
it's
sold
from
currently
2500
square
feet
to
a
maximum
of
5
000
square
feet,
to
expand
the
size
limitation
for
a
cultivation
site
again,
where
that's
grown
from
3
000
square
feet
to
5
000
square
feet
and
then
establish
a
size
limitation
for
the
medical
marijuana
infusion
food
establishment.
Currently
we
don't
have
a
limitation
on
that
size,
but
established
kind
of
across
the
board,
also
five
thousand
feet
so
five,
five
and
five
as
well.

And
then
this,
the
last
piece
of
this
request
is
to
permit
the
co-location
of
an
ancillary
medical
marijuana
facility
with
its
Affiliated
on-site
cultivation,
site
or
infusion
food
establishment.
Subject
to
a
list
of
things
a
conditional
use
permit
would
be
required.
It's
got
to
be
considered
ancillary
to
the
primary
use.
It
can't
be
larger
than
2500
square
feet
or
25
percent
of
the
gross
area.

Whichever

industry

changing

text

amendments
kind

fall

forth
by
the
voters
that

want
to
have
cannabis.

these

amendments

alignment

practices

built

2010,
as

the
typical
life
cycle

type

Chiller
and

steel,
it's
typically
about
15

lifespan.
So
we
are
a
little
ahead
of
schedule
of
that.

condition

cooling
towers

in

efficiently

they

and

chiller
system

able
to

size

construct

2014,
the
city
contract
with
the
vendor
called
McLaren
and
Wilson
to
conduct
a
facilities
assessment
analysis
for
the
police
department,
recognizing
that
at
2014
we
recognized
that
we
were
short
of
space
and
then
on
a
January
28
2015
I
presented
the
council,
the
master
plan
and
we
identified
12
significant
projects
that
we
wanted
to
undertake
over
the
course
of
the
next
few
years,
that
included
construction
of
a
training
center
building
a
crime
lab
redoing
our
records
and
Lobby
moving
our
SWAT
team
out
from
an
old
facility
to
repurpose
fire
station
and
a
number
of
other
projects.

So
today,
I,
am
certainly
grateful
and
proud
that
the
report
back
that
we
completed
the
majority
of
those
build
outs
but
also
included
in
that
facilities.
Master
plan
was
the
renovation
of
the
downtown
station
behind
us,
so
that
was
not
yet
completed,
but
that
was
part
of
the
city.
Citizens
approved
bond.
That
was,
our
citizens
approved
on
November,
2nd
back
in
2021,
in
addition
to
the
crime
lab,
so
that
the
first
step
of
that
renovation
of
the
building
is
to
utilize
the
space
that
was
vacated
by
the
firing
range.

That
was
located
at
the
station.
That
range
obviously
is
now
at
the
new
at
the
new
facility.
So
the
first
step
in
the
renovation
of
the
old
downtown
of
the
downtown
station,
which
was
built
in
1998
the
day
we
moved
in
the
building
was
at
capacity.
So
this
has
been
a
long-standing
issue
of
space
for
the
police
department,
so
this
is
Coveted.
Space
will
give
us
about
45
or
about
seventy
thousand
seven
thousand
square
foot
of
space
that
will
be
able
to
utilize
primarily
for
new
offices,

downsizing

Arizona
Water
banking
Authority
was
established
in
1996
with

mission

store

unused
portion
of
the
Arizona's
annual
Colorado
River
entitlement
and
this
the
credits
that
are
gained
when
we
store
that
water
is
to
be
used
in
drought.
At
a
later
time.

The
Arizona
Water
banking
Authority
has
participation
in
about
14,
underground
storage
facilities
in
Maricopa
County,
where
those
where
that
water
is
stored
and
the
credits
are
accrued.
This
with
the
Colorado
River,
drought,
increasing
or
worsening
in
in
its
severity.
This
is
really
the
first
time
that
the
water
banking
Authority
has
to
put
together
a
plan
for
the
recovery
of
those
credits
for
those
participating
members
which
Chandler
has
won.

the

agreement
in
front
of
you
this
evening
is
to
solidify
the
process
and
procedure
with
the
water
bank
so
that
we
can
establish
a
distribution
of
credits
to
Chandler
so
that
we
can
use
those
in
the
case
that
our
Colorado
River
volumes

decreased
in
the
future
and
we'd
be
able
to
recover
those
through
our
own
Wells
or
through
Partnerships
with
other
well
owners.

so
it's
just
a
way
to
reinforce
our
our
supplies.
