17,
which
we
discussed
at
length
when
this
was
at
the
planning
and
zoning
or
I'm
sorry
at
the

hack
meeting
on
monday,
the
unit
that
will
provide
housing
for
seniors
veterans,
those
existing
inner
system
and
others.
So
let
me
first
call
up
mr

welcome,
sir.
You

state

the

think
you've
been

know
the

I
Thank

My
name
is
leslie
minkus,
I'm
a
resident
of
chandler
for
the
past
11
years.
I
am
a
military
veteran
and
I'm
an
active
member
of
the
citizens
police
academy
association
of
chandler
for
the
past
five
years.
I
My
address
is

east
gemini
court,
chandler,
arizona
85249
by
the
way,
there's
something
else
about
my
white
hair
that
I'd
like
to
add-
and
that
is
that
comes
with
experience
and
and
wisdom,
and
with
that
I
want
to
add
that
I
admire
the
fact
that
the
city
is
looking
to
do
something
to
be
able
to
help
the
homeless.
I
think
that
certainly
veterans
and
seniors,
and
people
that
are
in
need
of
that
would
be
very
important.
I
But
my
argument
is
against
the
city
of
chandler
applying
for
or
accepting
any
funds
from
the
federal
government
or
the
state
agencies
for
any
homeless
programs
in
the
city
of
chandler.
That
may
require
the
housing
of
or
care
for
any
individual
that
may
be
categorized
or
identified
as
an
illegal,
alien
foreign
or
domestic
terrorist
or
convicted
felon.
I
There's
petitions
that
we
are
that
we
have
out
in
the
community
which
we
will
continue
to
do
until
this
upcoming
primary
election
in
order
to
be
able
to
notify
these
citizens
that
the
potential
for
this
funding
from
the
federal
government
or
the
state
government
would
also
have
some
provisions
in
there.
That
could
apply
to
those
categories
of
people.
I
Citizens
should
have
the
right
and
the
opportunity
to
decide
by
a
referendum.
How
our
tax
dollars
are
to
be
spent.
Studies
should
be
conducted
and
reported
to
the
public
to
determine
the
impact
that
these
homeless
programs
have
on
the
health
and
safety
of
the
city.
The
city
of
chandler
is
experiencing
a
police
staffing
shortage
increase
in
crime
in
neglected
neighborhoods
programs
for
the
homeless
may
not
be
enhancing
the
health
and
safety
of
our
community,
but
rather
doing
the
opposite.

Finish

my
final
comment
is
that
joe
biden
and
dhs
secretary
alendro
alejandro
mayorkas
are
drafting
plans
to
send
busloads
of
migrants
to
u.s
towns
hours
away
from
the
border.

What
the
cost
of
homelessness
is
to
our
city
on
monday
night
during
staff
presentation,
they
brought
up
the
fact
that
this
project
will
help
the
homeless,
among
others.
We
do
want
to
help
those
that
are
in
need,
but
the
first
people
we
need
to
help
are
the
citizens
who
live
here,
and
we
need
to
look
at
all
our
options
instead
of
declaring
that
there's
only
one.

If
we
continue
to
take
federal
dollars,
it
will
not
have
the
impact
that
you're
hoping
it
does
not
help
our
city
and
tonight.
You
stand
here
about
to
agree
to
write
a
blank
check
to
hud
to
be
able
to,
without
any
limits
without
any
identifying
markers,
say
we're
going
to
enter
into
a
contract
with
the
government
council
member
stewart
said
it
best
on
monday
night
when
he
said
that
we
need
to
untangle
with
the
federal
government
entering
into
an
agreement
with
hud
is
doing
exactly
the
opposite.

It
is
important
that
we
think
about
the
impact
not
only
on
the
people
we're
helping,
but
on
the
people
who
live
here
on
people.
There
are
many
people
in
this
community
whose
homes
are
50
years
or
older,
they've
been
able
to
take
care
of
them
and
keep
them
in
good
shape.
The
fact
that
the
homes
we
own
are
in
disrepair
tells
me
that
we
have
bigger
problems
than
whether
or
not
we
can
get
more
money
from
the
federal
government.

I
urge
you
to
find
another
way
so
that
all
the
citizens
of
our
community
are
cared
for.
The
fact
that
we
have
homeless
encampments
next
to
preschools
tells
me
that
our
problems
will
not
be
solved
with
federal
money,
and
it
is
time
for
us
to
look
for
those
solutions
as
a
community
and
not
just
say.
Well,
it's
a
blank
check
and
they're
going
to
help
us
get
out
of
this
hole.

those

like
the
costco
has
been
cleaned
up
months

there's
others

are
currently
excuse

all

love

neighborhoods
to
get
those
so
that
we
could
clean
those
up,

of
our
neighborhood

subject

undocumented
migrants,
maybe
soaking

our
inventory.

that
time.

think
you
were
very
clear
that
there
were
not
any
of
those
cases.

is

announcements.
As
many
of
you
know,
early
ballots
are
out.
Early
voting
is
on
upon
us,
it's
underway
and
there's
a
few
important
dates
to
keep
in
mind
july
22nd
is
the
last
day
to
request
an
early
ballot
by
mail
and
august.
1St
is
the
last
day
to
vote
early
in
person.
You
can
get
all
this
information
as
well
as
others
at
chandler
az.gov
forward,

elections.

Second
announcement
for
me
is
several
of
us
had
the
opportunity,
I
think
council
member
ellis
councilmember
harris
vice
mayor
rowe
and
I
to
meet
with
dozens
of
ymca
students
from
across
the
the
valley
here
and
they
tackled
a
project
which
was
how
would
you
resolve
homelessness
and
each
of
the
groups
put
together
a
proposition.

Many
of
these
were
were
doing
things
like
buying
an
old
hotel
and
wrap
around
services
that
would
provide
shelter.
Some
others
did
some
deep
dive
work
into
the
causes
of
homelessness,
but
each
of
us
that
were
part
of
this
were
quite
impressed
as
they
exercised
a
civic
project
and
did
a
great
job
of
walking
through
public
policy
scenarios
and
working
with
us
and
other
leaders
to
present
their
ideas.

And
lastly,
for
me
I
just
want
to
also
give
a
big
shout
out
to
the
basha
company,
the
basha
family.
A
couple
days
ago,
council
member
ellis
and
I
were
out
at
basha
high
school,
where
we
were
there
for
the
world's
largest
donut
mosaic
and
the
celebrated
bash's
90th
anniversary
as
a
as
a
store,
but
they
they
interconnected,
14,
400
donuts
to
to
make
a
beautiful,
donut
mosaic
that
spelled
out
90
and
had
bashes
in
there.

just
a
subtle
reminder,
as
you
guys
know
it's
the
summer
time
and
people
are
out
just
want
to
make
sure
that
we
continue
to
talk
about
mental
health
and
the
resources
that
are
available,
and
if
there's
someone

that's
experiencing
mental
health
and
needs
some
support.
There's
a
helpline

talk,
mental
health
is
so
important
and
we
each
one
of
us,
have
to
take
care
of
each
other.

have

someone
that's
struggling

that,
please

lastly,
my

is,
as
you
guys
know,
brittany

has
been
locked
in
a
russian
prison
for
a
very
long
time.

wrote

president
biden
and
she
quoted
this.
She
said
I
realize
you
are
dealing
with
so
much,
but
please
don't
forget
about
me
and
other
american
detainees.

dealing

things
challenges
that
other
cities
would
find
luxuries
to
be
able
to
deal
with
the
the
smaller
things
we
are
dealing
with.

it's
a
testament
to
what
you're

team

doing.

mayor
mentioned,
early
in-person
voting

available
now

it's

great
thing
is,

is
important

vote.

think
there'll
be
some
information
on
the
city
clerk's
website,
soon
about
where
the
locations

you

person
vote

we
have
a
dropbox
out
in
the
lobby
that
is
monitored
when
we
are
open
for
drop-offs
as
well.
So
the
most
important
thing
that
we
think
on
the
ballot
is
our
prop
470,
as
well
as
everybody
that's
being
elected,
and
this
is
about
local
control.

Thank

the
vice
mayor
stated
genderflex
launched
this
week
and
we
would
like
to
encourage
it's
just
if
we
want
to
use
the
service.
It
is
a
service
that
will
fill
the
gap
between
a
ride,
share
and
a
bus
service,
so
getting
the
students
and
employees
from
their
workplace
on
their
schools
to
so
many
other
destinations
and
share
the
right,
the
service
with
others.
So
we
really
want
them
to
use
it
and
put
the
app
on
your
phone
and
get
going
on
that.

Finally,
we
got
back
to
school
is
saturday,
we
are
all
ready
for
you,
backpacks
all
really
filled
up.
Everything
is
in
place.
Let's
get
these
kiddos
down
to
chandler
high
eight
to
ten
on
saturday
morning,
and
then
we
will
be
doing
the
drive-through
and
I
believe
the
students
will
be
getting
some
taco
bell
from.

amazing,
so
we
are
looking
forward
to
have
everybody
there
and
a
reminder
that
every
student
needs
to
be
accompanied
by
a
parent
or
the
parent
with
the
student
in
order
to
receive
the
backpacks,
and
we
don't
discriminate
that
we
are
a
city
that
really
truly
embrace
our
diversity,
so
everybody
can
come
and
get
a
backpack
and
get
their
kiddos
on
their
way
to
school
on
the
20th
of
july.
