kind
of
hard
to
control
if
it's
just
parking
lights,
but
again
they
could
be
shut
off,
and

you

crime
issue

vandalism.

what's
staff's
recommendation,
the
best
way
to
address
this.

Yeah
through
the
chair
commission,
there
are
a
number
of
stipulations
that
are
proposed
in
the
staff
report
and
one
of
them
being
that
the
church
is
going
to
provide
a
contact
so
that
if
there
are
issues
that
come
up,
that
contact
information
will
be
available
for
residents
to
to
to.
Let
them
know:
hey,
there's,
there's
a
noise
issue
or
there's
a
light
issue,
whatever
it
may
be,
and-
and
the
idea
is
for
for
that
to
be
able
to
happen
quickly
so
that
they
can
address
that
very
quickly
on
the
spot.

They
don't
have
to
wait
for
you
know
the
office
to
open
or
anything
like
that.
So
we
believe
that
that's
probably
the
best
path
to
move
forward
is
to
continue
to
require
that
that
stipulation
for
that
contact
and
also
to
keep
the
steps
that
are
disregarding
the
the
lighting.

right
now
the
lighting
is
to
be
turned
off
at
nine
o'clock.

know
there's
no
special
lighting
where
the
basketball
court
is
but
but
that,
if
it's
enforced
by
the
the
church
to
you
know
to
to
not
allow
those
areas
to
be
used
after
the
lighting
is
off,
then
that
could
help.

a
recommendation
of
like
adding
like
no
trespassing
signs
or
no
use
of
the
facilities
after
nine
o'clock
at
night,
then

police
would
have
a
way
of
coming
in
and
doing
something.
If
there's
no
nothing's
posted
it's

of
hard
for
the
police
to
do
anything,
I'm
just
trying
to
look
for
a
solution
for
the
neighborhood
as
well
as

could

better
idea

exactly
where
this
basketball
location
is
on
the
site
plan,

is
it
just
one
basketball
hoop?

it

Is
there
like
a
designated
area

are
they
just
using
the
asphalt
parking
lot
to.

guess
where
I'm
going
with,
that
is
depending
on
the
location
and
what
the
answers
are.
I
don't
know
if
there's
an
inclination
to
maybe
look
at
relocating,
that
basketball
hoop
to
a
location,
that's
perhaps
away
from
park
avenue

in
the
residences,
there's
a
whole
bunch
of
asphalt
on
this
site.
So
I'm
not
sure
if
that
would
be
a
viable
option.

panels

located
on
top

shaded
area
parking
and
just
to
the

can

asphalt
which
is
part
of
the
parking
area,
but
you've
got

group

people

police
officer
to

spin

see
if
they're
playing
basketball,

I'm
just
not
sure
what

actual
action
step
would
be
if

this
is
just
a
recurring
issue,
without
potentially
a
sign,

chair
recommended
at
least
just
saying,
hey
as
a
courtesy
to
your
neighbors,
please
consider
keeping
the
noise
down
or
something
of
that
issue,
and
I
think
all
these
can
be
handled
between
the
church
and
the
surrounding
neighborhood.
But
it's
just
something
to
consider
that
I
wanted
throughout
there.

do
hours
of
operations
for
our
parks,
they're
technically
six
to
ten.
I
think
it
is
you
know
and
five
o'clock
for
passive
things
that
and
I
just
bring
back
a
police
kind
of
conversation.
They
don't
have
any
power,
there's
not
trespassing,
but
if
there's
signs
up
to
say
you
know,
this
lot
is
closed
after
x
hours
or
something
like
that,
and
maybe
that's
just
something
the
church
can
work
with
staff
on.

want

people
about
there's

mayor's
race
through
council
members

proposition
470,
which
is
the
home
rules.

to
study
the
issues
and
please
go
out
and
vote
with
that.
