I'm
honored
and
normal
to
be
the
role
of
superintendent
to
handle
the
role
of
superintendent
for
charleston,
county
school
district,
and
I'm
also
incredibly
grateful
for
the
school
board
for
trusting
me
in
this
role
and
as
many
of
you
know,
I
come
from
a
family
of
educators,
most
notably
my
mother
viola
kennedy
as
a
young
child
in
windsor
south
carolina,
I
watched
my
mother
get
up
every
day,
prepare
my
siblings
and
me
for
breakfast
for
school,
and
then
she
went
went
off
to
school
to
the
same
elementary
school.
B
Where
I
worked
where
she,
where
I
attended,
where
she
was
the
cafeteria
manager,
her
work
feeding
children
was
critically
important
to
her.
She
took
such
pride
in
preparing
meals
that
would
comfort
children,
many
of
whom
may
not
have
eaten
the
night
before
or
the
morning
before,
getting
to
school.
Yet
it
was
my
mother's
calling
to
further
feed
the
minds
and
spirits
of
children
that
motivate
motivated
her
at
the
age
of
54
to
go
back
to
college,
to
get
her
degree
and
then
go
back
into
the
class
go
into
the
classroom.

As
a
classroom
teacher,
she
continues
to
be
an
inspiration
to
me
today.
My
mother's
profound
passion
for
education
ignited
a
similar
passion
in
me.
It
wasn't
too
long
into
my
professional
career
as
a
cpa
working
in
the
corporate
world,
born
as
an
example
that
I
found
my
way
out
of
the
corporate
world
into
the
world
of
serving
students
and
teachers
in
school
districts
across
the
country,
starting
here
in
charleston
county
school
district.

B
So,
18
years
ago,
when
I
started,
the
district
was
struggling
to
make
sure
that
there
was
achievement
for
all
students
and
18
years
later
we
are
still
struggling
with
the
same
issues.
We
seem
to
have
systems
level
issues
that
prevent
us
from
being
successful
with
all
of
our
children
as
the
superintendent
in
charleston.

I
pledge
to
all
families
and
all
students
in
the
district,
from
mcclellanville
up
north
down
to
edisto
in
the
south
and
everywhere,
in
between
my
commitment
to
determine
the
root
causes
of
these
struggles
into
working
without
teams
to
do
something
something
about
them
and
do
it
quickly
to
accept
exceptional
teachers,
principals
and
district
leaders.
I
pledge
my
support
for
our
collective
working
to
educate
our
children.
I'm
excited
that
we
have
a
board
also
dedicated
to
this
today.

In
fact,
we
began
our
goal
setting
from
for
the
new
year
something
that
we
posted
earlier
this
week,
a
meeting
that
we
posted
earlier
this
week.
Vision
2027,
sets
one
clear
goal
for
us
to
ensure
all
students
will
read
on
grade
level
by
grade
five
to
get
there.
However,
we
have
to
offer
more
wrap
around
services
and
mental
health
services
to
focus
on
rigorous
grade
level
instruction
and
to
provide
opportunities
to
expand
students
learning
beyond
the
classroom.

In
the
new
year
we
will
focus
more
on
restorative
disciplinary
practices,
on
ensuring
that
both
core
instruction
and
intervention
services
are
a
priority
in
our
schools,
on
expanding
our
pre-k
services
and
on
aligning
central
office
support
for
our
schools.
I'm
looking
forward
to
a
productive
year
working
with
our
teams
and
all
of
you
in
the
public
to
change
the
future
of
our
children.
Together
we
can,
and
we
simply
must
make
a
difference.
So
what
questions
do
you
have.

kennedy,
obviously
this
is
a
title
change,
but
it
sounds
like
it
is
still
very
much
a
transitional
position
with
the
new
title.
What
changes
from
here.

So
as
as
everyone
realizes
when
I
came
on
board
in
this
role
in
the
interim
role
in
january
towards
the
end
of
that
month,
that's
when
I
presented
to
the
board
the
vision
of
children
reading
on
grade
level,
and
so,
as
I
indicated
a
few
minutes
ago,
the
board-
and
I
we
met
for
five
hours
today,
to
continue
that
work,
and
so
what's
really
going
to
change,
is
just
a
re-emphasis
on
that
goal
and
make
sure
that
we
stay
focused
on
that
goal.
So
essentially
not
a
lot
of
change
in
terms
of
our
focus.

So
as
as
you
know,
we
have
163
million
dollars,
that's
been
allocated
to
us
through
the
federal
from
the
federal
government
for
the
so-called
essa
funds
to
address
student
needs.
We
have
allocated
those
funds
out
a
couple
of
months
ago,
we
allocated
28
million
dollars
to
schools
that
were
that
were
schools
based
on
the
the
reading
levels
of
schools.

There
has
not
been
any
discussion
about
the
reimagined
school
proposal
since
way
back
in
the
winter.
B
Well,
so,
in
the
goals
that
we're
setting
on
reading
that
we
have
not
talked
about
the
reimagine
schools,
I
can't
I
can't
talk
specifically
about
what
might
happen
or
might
not
happen
in
the
future.
B
Powers
do
you
have
well,
so
I've
already
taken
certain
personnel
actions
since
in
my
interim
role,
so
just
like,
I
would
have
been
a
permanent
superintendent.
I
I
haven't
been
there.
There
has
not
been
any
roadblocks
in
terms
of
me
taking
personnel
action
so
as
we're
setting
goals
and
making
sure
that
we're
focused
on
student
achievement.
I
think
it's
important
for
the
district
for
the
community
to
know
that
they
have
someone
at
this
in
this
role.
That
is
committed
during
the
time
that
I'm
going
to
be
here
and
so
with
the
interim
removed.

That
gives
a
better
sense
that
well
we
have
a
person
in
place.
That's
going
to
move
the
district
forward
until
the
school
do,
which
time
the
school
board
comes
up
with
a
new
superintendent.

Well,
it's
it's
difficult
for
me
to
speak
for
the
school
board,
but
in
terms
of
my
work
I
need
to
make
sure
that
I'm
whatever
term
I
have,
I
have
the
ability
to
be
effective
in
in
working
with
staff.

The
responsibilities
themselves
are
not
different.
The
ability
to
work
effectively
around
these
goals,
I
think,
is
more,
gives
me
more
ability
to
do
that
again.
We
we
over
over
the
over
the
years.
B
We
have
different
sets
of
goals,
and
so
we
want
to
make
sure
that
we
stay
on
a
clear
path
and
making
sure
we
identify
what
the
root
causes
are
with
why
children
cannot
read
so
many
of
our
children
are
unable
to
read
and
make
sure
that
we
have
an
opportunity
to
give
them
that
that
chance
to
to
learn
how
to
read.

It
kind
of
sounds
like
almost
a
perspective
issue.
Do
you
think
that
staff
members
will
look
at
you
or
have
a
look
at
you
different
being
you
know
in
an
interim
role
versus
purely
the
superintendent.

Role
but
there
could
be
some
of
that.
I
mean
it's
a
large
organization
and
so
I've
worked
in
well
all
the
organizations
I
have
worked.
There
have
been
very
large,
you
know.
So
when
I
was
doing
finance
work,
there
were
certain
roles
that
were
restricted
for
cpas.
You
know
certified
public
accountants
and
now,
and
so
typically
in
in
in
these
these
roles
here
in
education.
Typically,
this
I
mean
frankly,
the
superintendent
is
frankly
typically
from
the
education
ranks,
and
so
there's
there's
a.

So
when
I
came
in
in
the
rolex
on
the
interim,
I
was
issued
a
letter
of
understanding
a
letter
of
agreement
mou.
I
think
that
the
plan
is
to
to
supplement
that.
B
I'm
sorry
they
loosened
what
prime
directive,
which
is
oh
the
readings
so
yeah
yeah.
So,
as
I
indicated
from
nine
nine
o'clock
to
two
o'clock
this
afternoon,
the
board
and
I
started
working
on
the
pacific
goals,
the
specifics
of
those
goals,
and
so
the
next
steps
then
are
to
work
on
those
strategies.
I
mentioned
that
when
I
say
I
came
here
in
2004,
I
mean
I've.
I've
done
a
historical
review
of
the
district
going
back
25
years
and
so
the
struggles
that
we're
having
to
try
and
get
children
up
to
grade
level.

It's
not
it's
not
new.
It's
been
going
on
at
least
four
quarter
of
a
century,
and
so
so
the
question
then,
is
not
for
me.
It's
not.
What
is
the
goal?
Initially
it's
what?
What
are
those
impediments
that
have
prevented
the
district
from
reaching
this
goal?
So
that
is
the
basis
of
this
work,
to
do
the
analysis
to
find
out
pro
probe
the
system?
What
has
what
is
it
about
the
system
or
what
are
those
things
in
the
system
that
are
preventing
us
from
making
progress?

So
we
don't
have
those
impediments
yet
so
I
have
a
team
of
60-something
people
that
are
trained
that
have
been
recently
trained
in
systems.
Thinking
to
be
able
to
ask
those
questions.
Look
at
data,
we're
doing
a
lot
of
data
analysis
and
using
systems
thinking
to
be
able
to
again
interrogate
the
system
to
see
what
those
impediments
are.

in

months
that
you've
been

obviously
they've
decided

promote

So
I
assume
things
are:

means
the
organization
is
not
coherent
and
so
part
of
any
restructures
that
I've
looked
at
the
ones
you're
referring
to
is
to
bring
coherence
to
that
system
so
that
we
here
in
the
central
office,
whatever
we're
doing,
we
can
ensure
that
we're
giving
the
sec
the
same
message
to
all
our
principals
that
that
a
principal
is
not
getting
one
set
of
directions
from
one
part
of
the
central
office
and
a
another
set
of
messages
from
a
different
part
of
central
office.
So
it's
all
about
coherence.

I'm
excited
and
nervous,
but
I've
had
some
challenging
roles
in
my
my
career
in
the
u.s
air
force
in
the
corporate
world
and
in
k-12
systems
across
the
country
and
I've
always
gone
into
these
roles,
the
same
way,
nervous
and
excited,
and
so
that
both
of
those
help
keep
me
focused
and
along
with
the
mission,
and
then
we
have
a
very,
very
important
mission
here.

process
gets
started
so
right
now,
I'm
really.
I
am
super
focused
on
what
I
need
to
get
accomplished
now
super
focused
on
that,
and
so
at
the
appropriate
time
in
the
future.
I
will
deal
with
what
you
know
what
I,
what
my
next
steps
would
be
in
terms
of
a
career
career.

town
county,
not
just
with
the

school
district
staff,
but

boards,

county
governments

cetera,

make
sure
that
we
are
doing
what
we
need
to
do
for

our
children.

much
