If
you

please
vote

confirm
your

if
you
are
voting
vocally,
please
state
your

and
then
vote.
H
Hi
Leah
Watley
I
before
I
cast
my
vote.
I
would
like
to
add
something
for
not
necessarily
discussion
more
of
a
statement.
H
H

D
I
B
The
next
item
of
business
is
item
6A
fiscal
year
24
continuing
resolution
first
reading
of
the
fiscal
year
24
budget
is
there
a
motion
to
approve
the
first
reading.
C
B
By
Mr
Calhoun
discussion,
would
you
like
Miss
Dr
Temple,
to
read
that
again,
Ms
Bulls,
okay,.
F
I'll
start
off
I'm,
not
in
favor
of
this
proposal
and
I'll
be
submit
depending
on
how
the
boat
goes
so
I'll
be
submitting
a
second
motion
for
the
7.1.
There
are
a
lot
of
reasons.
The
9.8
proposal
is
written,
doesn't
work.
It
is
our
physical
responsibility
to
eliminate
positions
and
under
the
9.8,
we'll
be
funding
or
giving
the
new
superintendent
an
awful
lot
of
room
to
fund
positions
that
should
be
cut
and
will
be
basically
not
knowing
what
we've
been
representing
to
the
public.
F
We
would
be
doing
with
our
tax
funds,
so
I
do
not
think
it's
a
wise
move
on
the
millage
I
know
when
we
looked
at
it
on
the
with
the
audit
and
finance
committee.
Since
then,
I
have
found
almost
29
different
sections
within
the
budget,
where
I
have
a
lot
of
questions
on
how
we're
spending
money
and
a
lot
of
ideas
with
the
great
work
the
staff
had
done
on
the
7.1
in
identifying
positions
that
we
and
could
be
removed,
and
the
9.8
does
not
allow
that.
F
B
To
and
I
will
remind
all
our
trustees
with
our
meetings
being
so
lengthy
if
you'll
try
to
State
new
ideas
versus
repeating,
because
your
votes
can
be
the
repeat:
I
am
one
who
would
prefer
no
millage
increase
I
recognize
the
fact
that
we
cannot
balance
the
budget
without
that.
I
am
in
agreement
that
there
needs
to
there
need
to
be
reductions,
and
the
7.1
helps
us
to
be
very
mindful
of
the
taxpayers
money.
H
This
will
be
the
only
time
that
I
will
be
voting
for
a
millage
increase
only
because
I
recognize
that
we
inherited
this
budget
and
I
will
be
working
with.
Whoever
will
work
with
me
on
reducing
where
we
can
reduce
and
and
to
get
us
away
from
deficit
spending.
I
feel
that
it's
irresponsible
to
continue
living
beyond
your
means.
H
B
G
I
do
the
auto
finance
committee.
When
we
met
we
looked
at
it
and
we
and
I
know
you
said
you
went
back
and
saw
something
different
Keith.
However,
when
we
looked
at
it,
we
know
that,
in
order
for
us
to
have
the
quality
education
that
we
need
within
this
District,
we
have
to
fund
it
anytime.
We
go
up
to
the
legislature
and
we
ask
for
more
money.
G
They
say:
y'all
have
the
money
down
there
already,
and
many
of
them
are
talking
about
the
millage
increase
and
that
we
have
not
fully
funded
those
millage
increases
in
years.
We
need
to
go
ahead
and
put
the
money
up
for
it.
The
9.8
is
not
that
hard.
Now,
when
we
start
looking
at
looking
at
the
the
different
positions
when
we
do
get
a
new
superintendent
in
or
whatever
superintendent
we
bring
in,
they
can
look
at
the
organizational
trust
and
see
where
we
can
cut
and
cut
and
cut
by
all
means
that
all
they
want.
G
They
can
do
that
that
we
should
not
be
holding
it
up.
This
9.8
million
increase,
because
we
think
we
have
these
different
positions
that
don't
need
to
be
funded.
So
let's
go
ahead
and
just
fund
the
fund
this
and
put,
and
then
let
the
new
superintendent
come
in
and
look
at
the
organizational
chart
and
cut
and
make
more
wherever
you
want.
But
let's
give
let's
set
him
up,
set
them
up
in
a
position
to
where
they
have
the
money
to
do
what
they
need
to
do.
G
But
you
know
I
know
we're
not
going
to
get
there,
but
let's
just
go
ahead
and
raise
it
to
9.8
and
get
to
get
the
education,
the
quality
education
that
we
that
we
need
here
in
Charleston
County.
Let's.
B
B
And
I'm,
sorry,
we
we
don't
have
our
little
two-minute
clock,
but
so
we
might
be
remiss
in
some
places.
Are
there
other
comments
or
more
discussions
before
a
vote?
Can.
E
You
hear
me
yes,
okay,
I,
have
a
statement
after
much
thought
in
consideration
and
more
thought
and
consideration
days
in
and
days
out.
I
have
to
be
honest
and
say
to
my
constituents
that
I
do
not
support
this
first
reading
of
the
budget.
This
budget
has
more
pork
in
it
than
my
grandmother's
Thanksgiving
dinner
table
and
I.
E
Don't
believe
that
due
diligence
was
given
to
other
important
areas
of
elimination
based
on
all
the
scenarios
that
we
were
repeatedly
provided
meeting
after
meeting
and
preparation
for
this
budget,
we
should
have
gotten
this
in
April
I,
don't
believe
that
considerate
consideration
was
given
to
unnecessary
Consultants
that
we
don't
need
unnecessary
outsourced,
Legal,
Services,
unnecessary
contract,
unnecessary
program
and
no
matter
how
many
times
you
know
we
were
asked
to
get
this
information.
E
We
didn't.
We
never
got
this
information
and
we
kept
asking
you
know
for
other
high
dollar
questionable
contracts
to
be
eliminated.
I
am
still
concerned
about
location,
0127,
various
schools
with
279
million
dollars
that
that
they
that
it
looked
like
a
slush
fund,
but
nevertheless,
today
I
have
to
make
a
decision
and
I
decide
to
stand
with
with
teachers.
E
E
I
will
not
support
the
7.1,
because
I
don't
want
the
8.4
million
dollar
elimination
of
staff,
not
knowing
fully
who
those
individuals
are
so
today,
I
will
vote
for
the
9.8
million
increase
and
support
the
5
000
bonus
and
the
five
thousand
dollar
pay
increase
across
the
table
and
again
I
look
forward
to
the
new
superintendent
coming
in
going
through
this
budget.
Finding
the
pork
and
moving
forward,
and
hopefully
Charleston
County
leadership,
will
start
using
a
zero-based
balance
budget
process.
D
Yeah
Miss
McKinney
I
have
a
brief
comment
as
well
really
to
my
fellow
board
members,
and
that
is
that,
although
many
of
us
have
worked
in
and
around
education,
I
think
I'm,
the
only
one
maybe
save
Miss
Roberson,
who
works
full-time
in
public
education
and
gets
around
to
school
districts
in
this
state
and
gets
to
see
the
complexities
that
districts
face
in
trying
to
Resource
their
programs.
D
Well,
I
agree
that
there
is
a
lot
left
to
be
desired
in
terms
of
you
know
fully
looking
at
where
there
are
redundancies
and
opportunities
to
to
cut
also
recognize
that
we
have
never
beginning
and
since
act
388,
we
do
not
fully
resource
education
and
so
that
I'm
not
restating
what
has
been
said
before
I'll
focus
on
the
internal
piece,
because
we
don't
have
the
expertise.
So
many
of
us
lack
the
expertise
of
what's
truly
needed.
D
I
wish
that
we
would
come
to
conversations
more
openly
than
our
political
position
on
whether
taxes
should
be
increased
or
not,
and
to
truly
understand
what
it
takes
to
Resource
education
in
ways
that
are
transformational
and
are
really
going
to
lead
to
uplift
and
I
believe
that,
starting
with
doing
something
about
our
retention
crisis
is
going
to
be
very
important
and
so
I'm
going
to
support
the
9.8
millage
increase
and
I
wish
that
we
were
willing
to
do
even
more,
because,
ultimately,
we
are
still
paying
teachers
and
resourcing
classrooms.
D
The
way
we
did
50
years
ago,
60
years
ago,
70
years
ago,
and
everything
else
around
us
has
changed.
The
only
thing
that
hasn't
changed
is
the
approach
that
we
take
to
educating
our
children
and
I
wish.
We
would
think
about
that.
That's
why
this
is
a
nonpartisan
role,
because
it's
supposed
to
be
focused
on
looking
at
the
structural
deficits
and
being
willing
to
take
an
open
mind
in
a
systematic
approach
to
addressing
them.
A
Ma'am
in
the
interest
of
not
repeating
myself
I
would
distract
folks
back
to
the
to
the
comment
that
I
that
I
made
about
why
I
don't
support
a
millage
increase
I
believe
it
actually
hurts
our
teachers,
who
are
predom
predominantly
renters,
as
was
presented
to
this
board,
that
we
were
told
that
most
the
teachers
are
renters
and
this
proposed
increase
would
actually
hurt
those
renters.
The
most
I
do
not
plan
to
support
any
budget
reconciliation
that
includes
a
a
millage
increase.
For
that
reason,.
B
C
It's
a
little
hard
to
tell
who's
speaking
with
not
having
people
in
first
of
all,
I
want
to
commend
the
staff
for
answering
over
21
pages
and
50
plus
questions
so
promptly
and
so
thoroughly.
I
really
do
appreciate
it,
as
we
in
our
community
discuss
the
budget.
It's
obvious
that
there's
tremendous
support
for
increasing
teacher
salaries
to
5K
for
a
salary
with
a
5k
bonus
as
offered
in
scenario
27..
We
we've
just
been
receiving
so
many
emails,
I
I
can't
even
answer
all
of
them
right
now.
C
I've
also
brought
to
this
Administration
other
concrete
examples
that
are
of
concern
in
my
district
that
need
funding.
Other
schools
have
identified
over
58
teachers
that
are
in
need
for
instruction
and
we've
received
that
information
I'm
very
adamant
that
we
adopt
a
budget
that
gives
our
schools
the
essential
teachers
and
classroom
resources.
They
need
not
just
one
that
is
limping
along
to
get
along
for
far
too
long.
We
have
underfunded
our
schools
and
its
teachers.
C
However,
with
the
9.8
mil
budget,
we
can
give
teachers
the
five
thousand
dollar
salary
increase.
Children
can
have
the
teachers
they
need
and
the
district
will
be
able
to
function
effectively.
This
board
and
its
new
superintendent
can
always
go
back
and
look
at
the
details
and
find
ways
to
cut
if
that's
necessary.
Thank
you.
F
G
Okay,
I'm,
sorry
I'm,
sorry
scenario:
22
includes
the
reduction
of
8.4
million
dollars
of
positions.
Scenario
27,
which
is
with
the
9.8
gun,
does
not
have
that
not
saying
that
a
new
superintendent
could
come
in
and
reorganize
the
organizational
chart
wherever
they
want
it's
just
within
the
7.1.
There
will
automatically
be
that
8.4
million
dollar
reduction
and
then
that
point
the
scenario
27,
which
is
a
9.8,
does
not.
D
Hey
can
I
add
to
that
just
I
think
just
to
be
even
more
specific
and
and
pick
up
on
where
Mr
Calhoun
left
off.
It
also
gives
the
new
superintendent
the
most
discretion
in
how
to
trim
the
budget
and
it
doesn't
leave
tons
of
resources
on
the
table.
I
have
schools
right
now,
where
students
need
many
many
services,
I
have
schools
right
now
that
cannot
afford
to
have
arts
classes.
I
have
schools
right
now
that
are
only
teaching,
math
and
and
reading
for
the
full
day.
K
Thank
you
very
much,
Mr
McKinney,
so
several
points,
one
there's
another
scenario
that
was
presented
to
the
art
and
finance
committee:
that's
a
8.3
mil
increase
the
that
that
option
reduces
all
of
the
central
office
positions
that
are
vacant
and
they
have
been
vacant
for
two
years.
K
So
the
art
and
finance
committee
has
presented
two
recommendations
to
the
board
7.1
weeks
ago
and
the
9.1
earlier
this
month-
9.8
sorry
earlier
this
month,
so
it
appears
as
though
the
board
is
not
going
to
either
timely
recognize
the
earlier
recommendation
from
the
Oregon
finance
committee
and
and
discard
the
second
one,
the
9.8.
K
Now
the
the
problem,
where
we
are
right
now
from
a
timing
standpoint
with
the
7.1
was
actually
directly
the
scenario
or
the
military
increase
that
was
recommended
by
the
staff
again
weeks
ago,
and
we
made
that
recommendation
based
on
the
reduction
of
around
70
something
positions
40,
something
of
those
positions
of
people
in
them,
they're
filled
positions,
the
other
ones
are
vacant,
and
so,
when
we
made
that
recommendation,
it
was
with
the
hope.
K
Understanding
of
the
historical
way
that
we
do
business
here
is
that
we
have
would
have
time
to
notify
the
people
that
would
be
essentially
laid
off
before
something
people,
and
then
they
would
have
time
to
recover
in
their
in
their
careers
of
how
people
have
to
deal
with
layoffs,
which
is
very,
very
complex
and
for
individuals.
K
I
have
been
involved
in
orchestrating
layoffs
in
multiple
organizations
across
the
country.
I
have
never
ever
in
my
career,
been
in
a
position
where
I
have
to
notify
a
group
of
people,
employees
that
they're
going
to
be
laid
off
in
a
week
and
a
half
so
with
a
7.1
mil
increase.
The
fiscal
year
ends
Friday
of
next
week,
so
that
means
July
1.
K
These
people
will
be
without
jobs
and
without
time
to
not
only
grasp
what
they're
faced
with,
but
also
the
opportunity
to
go
out
and
and
figure
out
what
their
next
steps
are
in
their
lives.
Now
now
the
8.3
mil
increase
that
was
presented
to
the
RN
finance
committee.
They
didn't
recommend
that
in
back
in
on
June
7th,
it
eliminates
that
possibility
of
having
to
impact
people's
lives.
K
That
way-
and
it
still
gives
flexibility
by
eliminating
the
two-year
vacant
positions
of
the
positions
that
have
been
vacant
for
over
two
years,
two
years
or
more
so
I
also
have
concerns,
but
I
won't
Express.
Those
since
they've
been
expressed
to
other
board
members
about
the
potential
impact
to
a
classroom.
So
I
won't
argue
that
point,
but
I
will
argue
vigorously
at
this
point
of
the
impact
of
people's
lives
and
such
such
a
short
timeline.
D
D
G
When
we
were
at
the
audit
and
finance
committee,
the
committee
felt
as
if
we
should
have
the
to
best
set
up.
The
district
will
be
for
the
9.8
of
about
time
for
us
to
actually
raise
the
military
to
a
substantial
to
a
substantial
Point
without
having
to
make
the
go
through
the
layoff
part,
as
we
were
looking
at
with
7.1
or
scenario
22
I
believe
it
is.
G
So
that's
what
the
audit
of
the
people
on
the
committee
felt
as
it
would
have
been
best
is
Raising
it
up
to
9.8,
taking
out
that
8.4
9.8
Miller,
taking
out
that
8.4
million
reduction
in
that
also
notice.
Knowing
that
we
had
a
new
superintendent
coming
in,
am
I
correctly.
D
G
D
On
the
table
that,
given
that
it
seems
that
those
of
us
who
are
in
support
of
the
audit
and
finance
committee's
recommendations
seem
to
be
in
the
majority,
I
would
also
ask
that
members
consider
Miss
Mr
Kennedy's
point
that
lies
are
going
to
be
completely
disrupted
with
a
week's
notice
and
and
not
look
at
the
7.1.
But
look
at
the
the
path
that
leads
to
least
destruction.
C
C
One
thing,
I
know,
is
that
we
work
best
when
we
are
working
as
a
team
and
we're
not
working
under
fear
of
losing
our
jobs
and
I.
Just
want
to
stress
that
fear
in
an
organization
is
the
worst
thing
you
can
do
to
your
system
and
if
we
value
public
education
for
our
students
for
our
community,
we
have
to
do
what
is
right
for
everyone
within
the
system,
and
we
have
critical
needs
in
Charleston.
C
Let's
not
fool
ourselves
when
I
get
these
calls
about
these
classes
that
are
increasing
in
size
and
teachers
who
are
stressed
to
the
max
trying
to
do
the
best
they
can
to
reach
their
students.
We
we
have
to
come
to
grips
with
the
fact
that
in
Charleston
we
must
support
our
public
education
system.
That
starts
with
the
classroom
starts
with
the
students,
and
it
starts
with
the
district
leadership
as
well.
So
I
think
several
points
have
been
made
that
are
distressful
with
going
with
the
7.1.
So.
B
F
I
F
Mean
there
are
arguments
being
made
by
people
that
have
looked
at
the
budget,
that
we
don't
even
need
a
millage
increase,
so
we
could
go
back
into
this
budget
to
miss
Waters
point
and
really
clean
it
up
and
spend
some
time.
But
this
is
something
we
inherit.
Staff
did
a
really
great
job.
Miss
Carlin's
done
a
wonderful
job
in
responding
to
you
know,
requests
from
the
community
I've
seen
accountants
all
over
the
place.
B
Beautiful,
are
there
any
more
so
so
you're
saying
the
answer
to
my
question
is
yes,
we
could
make
Cuts
in
other
places,
I
mean
for,
for
example,
on.
I
K
K
So
he
let's
say
that
we
could
make
the
cuts
and
I
won't
deny
I.
Don't
know
we
haven't
looked,
but
let's
say
that
we
could,
for
you
know
just
for
argument,
discussion
here
the
time
and
what
we're
looking
at
here
is
really
really
problematic.
We,
we
are
almost
six.
K
Things
have
to
happen
from
a
fisc
financial,
organizational
standpoint
of
this
Summer
that
we
have
no
no
leeway
with.
We
have
state
requirements
we
have
to
adhere
to.
We
have
federal
grants.
We
have
to
close
out.
K
K
So
there
are,
there
are
a
lot
of
process
items
associated
with
developing
proven
and
implementing
a
budget
that
we
are
extremely
behind
on,
and
so
that's
just
from
the
technical
standpoint
of
getting
the
work
done
and
then
the
point
I
brought
up
a
few
minutes
ago
is
the
the
the
inhuman
inhumane
I
would
call
it
impact
on
on
impacting
people
that
we
should
have
notified
at
least
six
weeks
ago,
and
that's
again,
that's
based
on
the
budget
that
I
I
initially
recommended
to
the
RN
finance
committee,
and
that
was
that
was
recommended
here.
B
B
All
right
is.
C
It
I
I
just
have
a
technical
question.
Is
it
possible
for
us
to
revise
this
motion
to
go
to
the
8.3
mil.
K
H
D
F
I
B
E
I
K
It's
the
clarification
just
for
clarification,
so
so
so
I'm.
Looking
at
the
the
a
point,
the
scenario
26,
but
even
I'm,
looking
at
the
8.3
mil
increase
8.3
mil
increase.
That
was
part
of
the
presentation
with
RN
finance
committee
on
August
7th
I'm,
not
sure
whether
it's
in
book
that
you're
looking
at
Mr,
krabowski
or
not,
and
so
the
difference
between
the
8.3
mil
increase
on
the
7.1
mil
increase
in
the
9.8
mil
increase.
The
only
differences
are
related
to
that
line.
That
says
departmental
positions.
K
About
yeah,
okay,
so
it's
elimination
of
departmental
positions,
and
so
the
only
difference
between
those
three
number
one,
the
7.1
Mill
increase,
eliminates
the
vacant
positions
as
well
as
the
40-something
people
position
of
people
in
them.
The
9.8
mil
increase
retains
all
of
those
positions,
the
vacant
positions
and
the
position
that
people
are
in
in
the
8.3
mil
increase,
eliminates
the
vacant
positions
and
it
retains
the
positions
that
we
have
40
something
people
in
those.
Those
are
the
only
differences
in
those
three
scenarios.
K
B
K
So
if
you
recall
jacket,
I
think
when
we
initially
did
this
this
scenario,
I
think
you
had
called
us
out,
we
had
two
2500
for
a
teacher
salary
increase
that
was
mistaken
on
the
on
the
document.
Is
that
right?
Yes,.
C
K
And
Jackie
I'll
call
that
out
corrected
or
call
that
out
at
Oregon
finance
committee
meeting.
So
so
this
is
the
one
here
that
has
the
five
thousand
dollar
okay,
so
she
has
collected
that
typos.
I
K
So
the
departmental
positions
are
Miss
Robinson,
a
combination
of
two
two
things
or
two
factors:
number
one.
K
K
Okay,
so
I'm
Sorry,
Miss
Robertson,
so
the
departmental
elimination,
departmental
positions
include
both
field
positions
and
vacant
positions.
So
there's
there's
70
something
total
that's
70,
something
total
40,
something
or
positions
that
people
are
in
them
and
the
other
ones
are
the
ones
that
are
vacant
that
have
been
vacant
for
two
years.
E
Okay
and
Miss
Carling
on
my
sheet
I
see
that
you
wrote
in
5K
when
you
made
your
correction.
So
that's
the
5K
across
the
pay
scales,
so
Dr
Temple
I
just
want
to
make
sure
your
motion
is
for
the
5K
across
the
pay
scale,
as
well
as
the
five
pay
bonus,
correct.
G
We
have
one
coming
in
we're
waiting
for
all
the
facts
before
we
take
the
amendment,
so
you
know,
Ms
Waters
is
making
an
amendment,
but
well
we
just
need
a
clarification
on
what
the
8.3
would
well
scenario.
26
themselves.
K
All
right,
so,
if,
if
I
were,
if
I'm
going
to
read
the
the
required
increases
on
the
8.3
so
and
they
are
the
same
in
all
three
of
the
scenarios-
7.1
8.3
9.8-
so
to
teach
a
step
increase
of
five
five
million
dollars.
5.1
million
is
the
teacher
salary
increase
for
all
schedules,
which
is
the
five
thousand
it's
23
million
694.
K
885
dollars
in
all.
In
all
scenarios,
the
retirement
increase,
3.1
million
health
and
dental
increase,
1.3
million
the
paid
parental
leave,
the
new
state
loan,
1.6
million
charter
schools
in
Meeting
Street
increases
six
million
dollars
and
then
the
operations
slash
contractual
obligations
and
other
other
things
that
are
required.
10.7
million-
and
so
we
take
a
look
at
the
total
increases
in
that
section.
That
includes
the
teacher
salaries,
the
bottom
line.
You
know
the
addition
of
the
sum
up
to
the
same
same
dollar
amount:
51.4
million
foreign.
D
That
I
would
like
to
make
the
amendment
Dr
Temple
whenever
you
all
are
ready.
Miss
McKinney.
J
K
So
I
I
think
I
think
I
think
one
thing
that
that
may
be
helpful
instead
of
including
the
scenario
the
number
in
the
motion.
The
motion
just
simply
includes
the
the
8.3
meal
increase
that
to
include
the
five
thousand
dollar
teacher
salary,
because
we've
had
like
30
scenarios,
so
I
don't
want
make
sure
we
put
the
wrong
number
down
scenario
down.
D
Can
I
ask
you
a
quick
clarifying
question?
Yes,.
K
F
K
D
K
The
bonus
Miss
Waters
is
on
the
abort
meeting
agenda
for
this
coming
Monday,
the
26th.
C
D
Okay,
so
can
I
make
the
the
offer
the
friendly
Amendment.
Yes,.
B
D
Dr
Temple,
would
you
would
you
accept
an
amendment
to
the
motion
that
approves
the
8.3
millage
increase
versus
the
9.8.
B
G
K
What
it
does
it,
it
eliminates
the
the
the
position
that
have
been
vacant
for
two
years.
Two.
J
C
I
B
All
right,
Mr
Calhoun
asked
that
I
put
you
on
speaker
so
I'm
reading
to
you.
The
motion
motion
to
approve
the
first
reading,
the
fiscal
year
24
budget
with
the
8.3
mil
increase
and
the
five
thousand
dollar
salary
increase
for
teachers.
