so
they
typically
use
that
money
specifically
to
do
roof
repair.
They
don't
really
do
a
whole
lot
of
other
repairs
other
than
roof
repair,
but
I'll
ask
Nicole
to
come
up
and
she's
right
behind
me,
foreign.

the
increase
in
building
material
costs
and
labor
costs,
so
we
made
an
award
to
them
last
year
and
they
have
identified
their
low-income
and
seniors
for
the
roof
repair,
but
they
fell
short
because
of
rising
costs
of
materials
and

labor
costs.

they
came
back
and
asked
if
we'd
supplement
we
agreed
to
supplement.
So
they
could
finish
those
roofs.

the
acquisition,
renovation
and
operation

hotel
motel

serve

emergency
shelter
to
be
reallocated
for
any
Community.

grant
coveted
eligible

was
originally
passed
back
in
2020
by
the
city
council
under
the
Burke
Administration,
the

original
intent
of
it
was
to
acquire
a
hotel
or
a
motel
and
to
convert
that
hotel

motel

non-congregate
shelter
to
prevent
the
spread
of
covet
19.
as
such
because
of
the
limited
sort
of
narrow
scope
of
the
language.

for
example,
you
know,
let's
say
that
you
had
a
facility
that
wanted
to
improve
that
had
congregate
or
shared
restroom
facilities
if
you
separated
those
restroom
facilities
so
that
they
are
no
longer
say,
congregate,
restroom
facilities
and
they
are
non-congregate
facilities.
That,
for
example,
would
be
an
example
of
something
that
could
still
be
considered,
something
that
could
mitigate
the
spread
of
covid-19,
but
also
still
serving
our
affordable
housing
needs.

that
is
operating
in
District
3
in
the
former
Dupont
facility.

looking
to
take
on
a
significant
expansion
opportunity
as
part
of
that
expansion.

at
a
50
million
dollar
investment
and
the
creation
of
200,
more
jobs
on
the
courts
of
site,
and
so
today
what
I'd
like
to
do
is
to
introduce
Mr,
Steve
Hyatt,

Director

Development

the
Chattanooga
area,
Chamber
of
Commerce,
as
well
as
Mr
Tommy
Johnson,
who
is
the
site
supervisor
for
courts
of
courses
facilities
over
on
North
Access
Road
Mr
Johnson,
is
obviously
is
also
a
distinguished
public
servant.

Like
many
of
you
in
that,
he
is
not
only
the
site
supervisor
for
the
courts
of
facility,
but
he
is
also
on
the
Sequatchie
County
Commission,
so
he
comes
to
us
as
both
the
public
servant
and
as
someone
who
is
trying
to
grow
and
trying
to
grow
the
business
over
in
Hixson.
So
with
that
I'll
turn
things
over
to
Mr

you
can
see
up

This
is
really
a
unique
opportunity.
There's
so
much
going
on
right
in
the
heart
of
councilman
Smith's
District,
it's
a
quartz
is
on
a
300,
Acre,
Site
and
I
believe
Tommy's,
going
to
tell
you
a
little
bit
more
about
the
history
of
the
site,
but
the
DuPont
broke
ground
in
1946
and
through
various
joint
ventures
and
transactions.

Corsa
has
ended
up
on
the
side,
although
they've
been
out
there
since
I
guess
the
90s
and
they
make
industrial
strength.
Nylon,
that's
used
in
all
kinds
of
Transportation
tires
it's
industrial
strength.
They
were
in
a
joint
venture
previously
with
Dupont.
They
were
called
dusa
and
the
way
I
would
describe
it
is
Dupont
made
the
lighter
weight
nylon
that
was
used
in
apparel
and
those
types
of
items
and
quartz
them
producer.
At
that
time
made
the
high
strength
stuff.
That's
using
automobile
tires
truck
tires.

Heavy
equipment
machines
like
the
Komatsu
heavy
equipment,
you'd
see,
has
probably
has
quartz
nylon
in
it.
They
supply
all
the
major
tire
manufacturers
in
the
in
the
world
really,
but
they
are
a
they're,
a
division
of
sabachi
which
is
located
in
Istanbul
Turkey
and
they
have
operations
in
13
countries.
Courts
has
4
500
employees
in
in
five
countries
and
six
plants
in
the
U.S
and
I
know.
You
guys
hear
this
all
the
time,
but
we
were
in
really
strong
competition
for
them
to
do
this.

anyway,
Jermaine
mentioned
200
jobs,
50
million
dollar
investment,
that's
five
million
dollars
in
Real,
Property
they're
gonna
build
a
new
building
and
they're
going
to
create
200,
pretty
high
wage
jobs
with
that
50
million
dollar
investment.

we,
whenever
we
have
a
pilot
proposal
to
bring
forth
to
the
city
of
the
county,
we
we
have
a
an
economic
development
firm
out
of
Jackson
Tennessee.
That
does
a
cost-benefit
analysis
for
us
and
they
have
calculated
its
younger
and
Associates
out
of
Jackson
that
this
will
create
the
200
new
jobs
and
all
the
investment
from
quartz
new
Investments
going
to
create
404
oops.
Sorry,
I
didn't
flip
that
404
new
indirect
jobs,
essentially
two
to
one
39
million
dollars
in
annual
this
is
annual
over
the
ten
to
every
year.

It'll
be
almost
40
million
dollars
in
direct
and
indirect
wages
and
benefits,
and
the
one-time
setup
economic
impact
is
83
million
dollars.

pilot
agreement.
It's
a

A
10-year
deal
cords
is
committing
their
grace
period.
If
you
will
is
five
years,
they
have
to
create
200
jobs,
invest
50
million
dollars
within
five
years,
but
it's
a
10-year
pilot
they're
going
to
pay
the
15
Economic
Development
fee
they're,
going
to
collaborate
with
the
community
on
a
potential.

Well,
not
a
if,
if
it
comes
to
it,
they're
ready
to
give
an
easement
to
extend
the
Riverwalk
through
their
property
that
they
own
on
the
Tennessee
River,
and
that
is
going
to
take
some
planning
because
they've
got
a
big
water
intake
where
they
bring
water
in
for
the
Tennessee
River.
But
we
think
we
can
figure
that
out
there
are
the
designers
can
figure
that
piece
out
pretty
easily
they're,
also
going
to
partner
with
Chattanooga
2.0
on
their
build
within
Apprentice
program.

We've
already
had
a
couple
meetings
to
that
effect
and
they,
just
within
the
last
week,
hired
somebody
to
run
that
build
within
apprenticeship
program
and
he's
going
to
be
meeting
with
with
Tommy
and
his
HR
team
very
very
soon
as
soon
as
he
figures
out
where
the
coffee
pot
is
I.
Guess
at
the
office
they're
of
course,
they're
going
to
annually
report
every
year
on
the
progress
they're
making
towards
their
commitments
of
jobs,
wages
and
investment,
and
the
school
tax
is
held
harmless
throughout
the
10
years.

won't

any

mean
the
school
taxes
paid
the
whole
time,
the
total
value
of
the
pilot.
Now
this
includes
the
city
and
county
value.
The
County's
value
is
about
1.2
million
over
the
10-year
period,
and
the
abatement
is
a
typical
ramped
up
abatement
a
year.
One
100
percent
is
abated,
except
the
school
tax
and
the
Ed
fee
year
two
will
be
75
percent
year.
Three
is
60
percent
and
then
years
four
through
ten
it'll
be
50
will
be
abated,
so
the
value
to
the
city.
Now
this
is
just
City.

is
about
nine
hundred
thousand
dollars
in
estimated
new
Property
Tax
Plus,
the
economic
development
fee.
Actually,
it's
877
something
thousand,
but
I,
rounded.
It
and
it'll

about
775
000
in
new
school
taxes
generated

this

the
10-year
period.

an

the
site
which
it's
a

Acre
Site
they've
roughly
got
a
million
square
feet

roof,

they've
been
in
operation
since

and
construction
would
have
started

it's
going
to
begin
immediately,

as
you

see,
they've
got
a
pretty
big
campus.
They
got

lot
of
other
space.

be
developed

that
property

there
is,
has

sold
to
rise

plenty
of
room
for
courts
to
expand
and
they
are
a
global
Corporation
with
lots

lots
of
manufacturing
operations
all
over
the
world.

is

very
committed
partner
to
Dupont,
Elementary
School
and
somehow
my
great
team
found
some
pictures

Dupont
Elementary

a

Riverwalk

going
to

support
the
strategy
to
extend
the
Riverwalk
along
their
property,
which
is
along
the
Tennessee
River
and
I
already
mentioned
the
build
within
apprenticeship

they've
agreed
to

with
Chattanooga

Dupont
facility
I'm
26
year
veteran
there
so
I've
been
there
for
from
DuPont
to
invista,
now
lucky
enough
to
be
there
for
court.

said,
we
are
a
I'm
excited

a
part
of
the
team.
It's
a
300
Acre
Site
Dupont
originally
had
just
over
500
Acres
when
they
first
bought
in
1946
just
past
the
war
so
see.

If
we

this
correct,
we
are
owned
by
this
Avanti
group,
and
this
is
out
of
Istanbul
Turkey
and,
as
you
see
on
on
the
slide,
savanti
is
a
very,
very
diverse
industry-wise
group,
they're
in
energy
and
banking
Insurance
in
cement,
Building,
Products
in
retail
and
then
in
industry,
and
that's
where
Courts
at
Chattanooga
falls
under
the
under
that
portfolio.

We
cover
four

those
continents.
That's
just
the
courts
of
facilities,
only
4
900
employees,
now
two

d,
centers
198,
active
patents,
852
patent
applications
and
187
inventions.
So
quartz
is
a
very,
very
aggressive
company
when
it
looks
for
innovation.

One
out
of
every
three
automobile
tires
has
cords
and
nylon
in
it
from
right
here
in
Chattanooga
or
possibly
out
of
our
our
turkey
plant.
So
chances
are
we
drove
in
on
courts
and
nylon,
which
is
great
made
in
Chattanooga,
and
two
out
of
every
three
aircraft
tires
globally.
So
if
you
take
a
flight,
rest
assured
you're
on
quartz
and
nylon,
so
Court's.
In
brief,
we
are
in
the
tire
reinforcement,
Technologies,
also
heavy,
in
the
composite
Technologies.
That's
really
a
new
field
for
Corsa,
a
lot
of
carbon
fiber,
Aerospace
and
Aeronautics.

As
far
as
what
what
happens
in
Chattanooga,
we
take
raw
ingredients
here
in
Chattanooga
and
we
make
what's
called
Nylon
66
flake,
that's
just
small
small
pieces
of
plastic.
Basically,
then,
we
also
excuse
me
convert
that
to
Nylon
66
industrial
yarn
once
that
that
is
done,
then
we
shipped
that
either
to
our
Laurel
Hill
North
Carolina
facility,
or
to
it's
one
of
our
sister
plants
in
turkey
and
it
gets
made
into
a
piece
of
fabric
and
dipped
and
that's
what
goes
on
to
the
tire
manufacturer.

As
we
all
know,
Dupont
has
been
a
major
player,
major
industrial
side
in
Chattanooga
for
many
years,
at
the
height
of
its
employment,
had
just
under
just
over
5
000
employees,
and
so
it's
it's
really
a
large
industrial
site.
So
we
have
available
space
to
do
additional
work.

That's
what
we
would
like
to
do
so
the
process
of
making
nylon.
We
we
take
the
Nylon
66
pellets
we
make
a
molten
polymer
is
what
we
call
is
just
a
a
really
heavy
thick
slurry,
and
then
we
also
extrude
that
into
small
filaments,
which
makes
yarn
and
as
Steve
was
talking
about
years
ago,
Dupont
made
very
small
nylon,
which
went
into
a
lot
of
apparel
now.
H
The
heavy
danger
yarn
is
very
strong,
the
yarn
we
make
and
it
has
to
be
because
it
goes
into
tires
and
different,
reinforcing
items.
So
we
make
that
here
in
Chattanooga
and
then
this
is
the
way
it
leaves
Chattanooga
and
we
ship
it
out
to
to
who
whoever
needs
it.

So
this
is
our
Laurel
Hill
North
Carolina
operations.
We
have
a
converting
unit
there,
which
that
takes
the
the
raw
yarn,
the
spools
of
yarn,
and
that
converts
it
into
we
twist
it.
We
weave
that
into
a
wide
Fabric,
and
then
we
run
it
through
a
dipping
process
and
the
treating
unit,
which
is
the
the
taller
build
in
the
back.
That
is
that's
our
treating
process
and
that's
where
we
we
run
it
through
the
the
chemical
and
it
dries
it
in
ovens.
H
That's
basically
an
oven
that
it
goes
through
through
rollers
and
it
treats
it
and
puts
a
coating
on
it,
which
then
makes
it
adhere
to
the
rubber
inside
the
tire.
That's
what
makes
the
tire
not
come
apart
under
heat
and
pressure,
so
this
is
just
a
simple
idea
of
what
it.
What
it
really
is
is
the
raw
yarn,
the
twisting
the
weaving
the
dipping,
and
then
we
ship
it
out
to
our
customers,
the
large
roll
on
the
right.

That's
what
the
finished
product
is
when
we
send
it
to
a
Michelin
or
Goodyear
or
Titan
whoever
is
requesting
it.
So,
as
Steve
said,
there's
many
customers,
Continental
Bridgestone
Goodyear
Titan,
no
kin,
toyo
sumoto,
there's
a
lot
a
lot
of
different
brand
names
there,
so
chances
are
you've,
seen
those
names
you've
heard
of
them
and
you've
purchased.
Those
it
also
goes
into.
Automotive
belts
also
goes
into
a
lot
of
military
type.

Tires
mining
tires
heavy
construction
tires,
so
we
reinforce
many
things
that
we
all
use
day
in
Day
Out,
so
our
North
American
customer
base
the
tire
manufacturers
most
tire
manufacturers
is
sort
of
unusual
to
look
at
this.
Most
of
them
are
in
the
in
the
Eastern
middle
Central,
East
and
eastern
part
of
the
country.
So
we
really
didn't
realize
that
until
we
started
plotting
all
of
our
customers
and
that's
sort
of
strange,
but
that's
that's
where
you
see
most
of
the
our
customers
that
use
our
end
product.

So
the
history's
history
Dupont
built
the
plant
in
1948.
In
fact,
they
had
did
a
groundbreaking
December,
the
2nd
1946,
and
they
made
the
first
nylon
in
July
July
of
1948,
with
900
employees
on
site.
So
a
lot,
a
lot
of
people
have
gone
through
there.
For
probably,
if
we
took
a
a
poll
here
today,
we
could
probably
all
raise
our
hand
knowing
someone
that
used
to
work
at
Dupont
over
the
years,
and
so
it's
been
good
to
raise
a
lot
of
families.

And
I'm
sorry,
the
slide
has
gotten
jumbled
somehow,
but
you
can
see
it's
here.
In
Chattanooga,
as
Steve
said,
there
was
some
joint
ventures
along
the
way
with
Dupont.
In
this
Hibachi
family
in
Vista
was
spun
off
in
Dupont.
H
In
2004.,
we
were
bought
by
Koch
Industries
in
2005
Corso
bought
bought
out
Dupont,
their
dusa
joint
venture
in
2006
it
was
renamed
Corsa,
2015
Dupont,
shut
down
its
last
active
site
here
in
Chattanooga
and
that
building
now
they
Dupont
shut
that
down
and
actually
took
it
down
to
a
foundation
and
then
in
2017
Corsa
decided
to
buy
the
entire
site
from
in
Vista
when
it
in
Vista
decided
to
stop
nylon
operations
here
in
Chattanooga
Tennessee
as
a
restructuring
of
their
overall
business
plan.

Currently
we
have
238
courts,
employees,
there's
187
hourly
people
in
51,
salary,
people
on
site
escorts.
We
do
use
contractors
from
time
to
time
and
that's
a
lot
of
heavy
maintenance
and
a
lot
of
different
items.
We
do.
Sometimes
we
have
to
have
additional
help.
So
there
is
also
a
fluctuation
of
some
contractors
from
time
to
time.

This
is
the
Chattanooga
quartz
Assad
outlined
in
red.
That
is
the
299
point,
something
Acres
that
quartz
owns
it's
both
on
on
both
sides
of
North
Access,
Road,
Matheson,
Gas,
incorporation
that
is
setting
physically
on
courts
of
property.
They
make
all
of
our
compressed
air
and
nitrogen
also
sells
nitrogen
and
other
compressed
gases
to
on
a
retail
basis
and
wholesale
bases
to
other
industry.

So
when
you
look
at
the
courts
of
sight,
we
have
a
production
area,
our
yarn
main
yarn
Warehouse,
our
Powerhouse,
our
utility
Powerhouse,
our
salt
prep,
which
is
where
we
take
the
raw
ingredients
and
convert
it
into
Nylon,
66
salt,
our
flake
packaging
Warehouse.
So
that's
really
the
top
of
the
area
that
we
use
I
said
we
have
a
million
square
feet
under
roof.
We're
using
about
400
000
square
feet
of
that,
but
we
wanted.
We
would
like
that
to
change.

would
this
would
be
putting
a
dip
unit
here
in
Chattanooga,
just
like
we
have
in
Laurel
Hill
North
Carolina.
We
have
the
available
space
in
Laurel
Hill,
we
have
property,
we
have
infrastructure
there
and
I've
told
us
there's
a
main
many
times
and
Steve
too
I
selfishly
want
this
in
Chattanooga
I've
been
here
been
on
site
long
enough.

want
to
see
it
come
to
fruition
here
in
Chattanooga,
so
the
proposed
expansion
area.
This

the
current
look

it
today.

building

the

on

corner

our
Solutions
preparation

dip

order
to
run

means

million
dollar
investment
by
Corsa
and
the
making
of

Quality
jobs
here

Height

about
a
two-hour
call,
I
canceled
my
trip

behalf
of
my
CEO

I

I
do
know
that
under
the
leadership
of
councilman
Smith
in
District,
3
we've
seen
a
very
aggressive
activity
on
that
site,
which
I
believe
has
desperately
needed
after
many
years.
So
I
appreciate
him
leading
the
way
in
identifying
and
helping
with
these
projects
we've
seen
projects.
This
is
a
jobs
pilot,
obviously
moving
in
councilman,
Henderson's
District
as
well,
so
I
think
these
are
kind
of
the
where
meant
to
be
instructed
in
the
tool
used.
I
So
the
fact
that
you
have
options
and
the
fact
that
that
Chattanooga
was
working
with
you
I
think
that
that
speaks
volumes.
I
like
that,
the
fact
that
you
cover
the
years
of
only
10
years,
we've
seen
Pilots,
go
out
further
I
think
it
makes
some
folks
a
little
nervous.
Obviously
the
school
taxes
are
untouched.
We
make
sure
that
the
public
is
very
well
publicized,
that
we
do
not
touch
the
school
tax
at
Jermaine.
You
want
to
add
on
to
that
sure.

would
call
a
100
percent
tax
abatement
like
like
we
hear
sometimes,
but
it's
on
the
improvements
to
the
facility,
which
is
very
important
to
note.

Hub

north
Access
Road
area,

know,

many
years,
Dupont
employed
upwards
of
5
000
people
in
this
area.
Today
there
are
just
about
200
people
that
are
employed
in
this
area.
Now,
as
you
all
can
see
from
the
photo
because
of
the
work
that
you
all
did
in
approving
the
north
Access
Road
Tiff
last
year,
you
can
see
that
construction
is
moving
along
swimmingly
and
the
north
Access
Road
area.

As
Steve
said,
this
is
a
pilot
with
a
10-year
duration.
The
pilot
is
only
applies
to
the
improvements
not
to
the
existing
property.
The
property
taxes
that
are
in
place
before
the
pilot
will
continue
to
go
to
the
general
fund,
but
the
in-loo
payments
will
also
go
to
the
general
fund
and
then
because
this
is
a
pilot
to
Madame
Vice
chairs
point,
because
this
is
a
pilot
that
is
within
the
Tiff
District
rise
Partners.

The
developers
who
applied
for
the
Tiff
would
have
the
ability
to
access
the
additional
property
tax
revenue
to
help
them
pay
off
the
Tiff
after
the
pilot
expires.
So
during
in
the
10
years
of
the
pilot,
all
new
revenues
will
continue
to
come
to
the
city
and
county.
This
is
basically
what
you're
looking
at
today,
keep
in
mind
that
quartz
is
it
three
Parcels
that
you
guys
own
accordingly?
What
what
the
big
one
and
then
the
cross
street
two
tumor
right.
So
what
you're?

Currently
seeing
on
the
big
parcel
that
Tommy
referenced,
that
he
showed
images
of
and

where
he
intends
to
build
the

approximately
the
property
tax
revenue
that
is
coming

looking

is

creation

200

Greenway
access,

Greenway
access,

are

two
Parcels

the
parcels
where
we
have

ability

construct

Greenway
today

it
currently

parcel
on

left
of
your
screen
is

North
River
Soccer
Fields,
where
we
have
the
ability,
because
we
own
it

do
a
Greenway
and
the
parcel
on
the
right.
The
longer
narrow
parcel
is
the
parcel
that's
owned
by
Rise
Partners,
where
ryze
agreed
to
as
part
of
the
Tiff
to
give
us
a
conservation
easement.

you
notice
is
that
there's
a
piece
in
the
middle
that
we
don't
have
any
control
over
well
now
we
do
because,
as
a
condition
of
the
pilot,
Tommy
has
graciously
agreed
and
cords
that
has
graciously
agreed
to
give

city
the
ability
to
construct
to
have
a
conservation
easement
through
that
parcel
as
well.
Now
there
will
be
some
challenges
because
they
have
a
pump
station.

just

long

we

the
other

the
Riverwalk,
you
have
places
where
you
have
industrial
equipment

Riverwalk

have
the
ability

connect
these
three
Parcels
for

unified
Greenway.

able
to
ask
courts

be
the
first
company
that,
as
part
of
a
pilot
agreement,
they
would
participate
in

build

apprenticeship
program
which
creates
an
apprenticeship,
Innovation
district
for
the
city.

a

the

apprenticeship
program

announced
and,
in
addition,
quartz
has
also
agreed,
as

several
of
our
past
pilot
recipients,
to
make
best
faith
efforts
to

job

contractors
and
work

local
Workforce
Development
Partners
to
develop
the
talent
pipeline,
including
the

next
steps

similar

their

as

of
the
Kelly's
administration's
continued
commitment

been

the
process
of
doing
a
public
hearing
which
we

Logistics
the
last
time
we

public
hearing.

was
before

Industrial
Development
board
the
next

we

economic
development

community

skills
to
get

first

we've

others

interested

helping
in
mentorship
type
programs,

I
think
this
is
the
first
time
we've

particular
pilot.

jobs,

more

the
pilot
that
I
think
will

just

be

site

rich
history

apprenticeship
programs
back

90s
we
partnered
with
Chattanooga
State,
and
we
at
Chattanooga
State
come
on
board
and
we
actually
brought
Training
Systems
inside
the
pond
and
in
fact,
I
went
through
that
I
just
hired
on
in
1997
went
through
it
in
1998
99,
come
out
with
a
two-year
degree
and
never
left
a
pond,
and
so
when
you
do
those
do
those
apprenticeship
programs
on
site,
you
get
people
willing
to
stay,
we
did
electrical,
we
did
mechanical,
we
did
stationary
engineering,
so
it
works,
and
so
when,
when
that
got
brought
forward
to
us,
it
immediately
took
me
back
to
history
and
what's
already
been
done
on
the
side,
so
we
know
it
works
and
we're
excited
to
get
help.
