don't

we

today
we
have
a
cdbg
update
from
the
the
group,
so
Jermaine
I'll,
just
let
you
take
it
away,

So,
as
many
of
you
know,
the
city
of
Chattanooga,
through
our
Department
of
Economic
Development,
is
the
recipient
of
federal
funding
that
comes
from
the
United
States
Department
of
Housing
and
Urban
Development
HUD,
and
so
today
we
will
be
doing
a
presentation
about
our
spending
plan
for
some
of
our
entitlement.
Grants
related
to
Community,
Development,
block
grants
and
home
funds,
and
so
with
that
I
would
invite
our
affordable
housing
manager,
Sandra
Gober
up
to
present,
as
well
as
Nicole
Heyman,
our
chief
housing
officer.

All

yeah,
okay,
well
again
good
afternoon
as
Jermaine
said,
just
want
to
make
a
presentation
to
you
regarding
that
entitlement,
funding
that
the
city
of
Chattanooga
receives
on
an
annual
basis.

You
many
of
you
are
aware
that
the
city
of
Chattanooga
does
receive
federal
entitlements
again
annual
allocations
from
the
U.S
Department
of
Housing
and
Urban
Development.
These
are
allocations
that
the
city's
been
receiving
over
the
last
40
years
or
so.
The
the
two
primary
grants
are,
the
committee
to
development
block
grant
and
the
home
investment
partnership
program
funds,
the
Community
Development
block,
grant
those
dollars
are
have
a
little
bit
of
flexibility
and
that
we
can
use
them
from
our
housing
to
Public
Service
Street
sidewalk
activities,
the
home
investment
partnership
program.

All
of
the
funding
that
we
received
have
a
prescribed
uses
as
well
as
required
other
requirement
requirements
which,
in
three
of
those
are
that
the
funding
has
to
meet
a
federal,
National
objective.
Everything
that
all
the
money
that
we
deploy
or
utilize
has
to
at
least
meet
one
of
these
objectives
and
for
the
city
of
Chattanooga.
So
the
most
part,
it's
those
first
two
benefit
low
Mart
income,
persons
or
Aid
in
the
prevention
or
elimination
of
slim
and
blight.

The
no
surprise
the
priorities
is
affordable,
housing.
G
Everything
pretty
much
associated
with
targeting
the
funding
is
tied
to
affordable
housing,
along
with
some
funding
for
economic
development
activities,
but
the
majority
of
it
does
center
around
affordable
housing.

The
funding
also
has
to
be
targeted
to
a
specific
populations
or
populations
at
certain
income
levels
for
the
cdbg.
The
funding
has
to
be
utilized
primarily
to
benefit
households
at
or
below,
80
percent
Ami.
For
the
home
funding
it
can,
depending
on
the
activity
of
the
project,
it
can
be
50
percent
up
to
the
80
percent
Ami.

This
chart
is
kind
of
busy,
but
just
wanted
to
kind
of
provide
and
present
some
information
on
the
income
limits,
and
these
are
the
charts
that
we
use
when
we're
evaluating
projects
or
participants
in
the
programs
supported
by
the
funding
that
we
manage
and
that,
of
course,
the
first
number
is
the
annual
income.
The
second
is
just
sort
of
broken
down
by
an
hourly
number
and
that
last
parenthesis
is
that's
30
percent
of
the
income
of
that
household
that
they
are
at
that
annual
income.

If
that's
their
annual
income,
then
that's
the
30
percent
that
they
would
technically
have
available
for
housing
costs
and
that
housing
that
incorporates
everything
utilities
and
everything,
and
usually
in
our
programs.
We
even
reduce
that
number
by
two
or
three
hundred
dollars
for
utilities.
So
this
is
just
kind
of
bring
it
into
Focus
to
give
you
an
idea
again
of
what
a
family
has
available
for
housing
if
they're
at
these
income
levels
the
down
towards
the
bottom.

That's
the
2022,
fair
market
rents,
that's
provided
by
Hud
to
cities
like
Chattanooga,
on
an
annual
bases
and
just
below
that
that's
the
average
rent,
so
I
just
sort
of
pulled
that
off
of
the
website.
Google
average
roots
in
Chattanooga
and-
and
those
are
some
point
in
line
with
you
know
what
what
you
do
see.
So
this
just
sort
of
demonstrating
the
huge
difference
between
what
HUD
allows
versus
what
households
and
families
are
dealing
with
locally.

The
funding
also
has
to
be
depending
on
the
activity
at
the
streets,
sidewalks
or
a
an
activity
that
is
addressing
a
Pacific
specific
area.
Then
we
have
to
look
at
ensuring
that
the
dollars
are
expended
or
deployed
in
low
income
since
this
track.

So
these
are
the
low
income
census
tracts,
and
it's
just
that
the
households
in
the
the
census
tractor
at
least
51
percent,
a
low
mod
income
and
I,
just
the
the
numbers
and
the
notations
just
to
give
you
sort
of
a
reference
point
pretty
much
where
which
neighborhoods
or
areas
are
located
in
those
census,
tracts.

The
this
sort
of
a
prescribed
allocation
or
application
process
through
which
we
determine
again
how
to
get
the
funding
out
into
the
community
it.
It
does
start
with
that
five-year
strategic
plan
and
targeting
the
funding
in
alignment
with
the
strategies
and
the
priorities
determined
there.

The
application
is
outlined
in
that.
If
an
organization
is
not
funded,
it's
typically
either
because
they're,
not
they
don't
have
the
capacity
to
carry
out
the
activity
or
for
us,
for
the
most
part,
the
available
funding
limits
us
and
then
also
in
in
this
instance,
the
chat
Foundation,
the
orange
growth
Center.
Those
activities
can
they
can
actually
submit
applications
for
funding
under
for
the
Orange
Grove
under
housing,
and
so
we
would
recommend
that
they
actually
submit
an
application
for
funding
through
that
Avenue
and
the
others
are
either
just
limitations
and
funding.

And
that's
for
the
again
the
cdbg
1.8
available
and
request
of
3.3
million
for
the
home
funds.
We
do
not
accept
applications
during
this
round
for.

For
the
home
funding,
we
make
this
part
available
throughout
on
it
through
an
open,
ongoing
application.
So,
at
any
time,
during
the
year
organizations
eligible
entities
can
submit
applications
for
funding
and
we
vet
each
project
on
a
project
by
project
basis
based
on
the
criteria
such
as
maximum
per
unit,
the
capacity
of
the
organization
and
the
the
request,
the
amount
that
they're
requesting,
so
they
are
against
set
criteria
and
parameters
or
Awards
under
this,
but
entities
eligible
entities
can
submit
an
application
at
any
time
throughout
the
year.

For
this
funding,
the
one
the
only
other
suppose
set
aside
is
the
one

700
in
that
funding
has
to
be
allocated
to
a
specific
type
of
organization,
which
is
called
a
Toto,
and
we
only
have
one
of
those
organizations
in
the
city.

committee

May
and
in
June

those

what
our
real
needs
assessment
is
for
housing
in
the
city
at
different
levels
and
types
and
also
will
follow
in
June,
with
the
initial
rollout
of
the
plan
for
affordable
housing
for
the
city
of
Chattanooga
I
know
that's
some
questions
that
we
have
had
as
a
group
as
where
does
what
fits
where
and
and
how
do
we
invest
in
the
future?
So
I
would
think
that
those
plans
would
inform
our
process
for
next
fiscal
year.
