Description
Chattanooga City Council Meeting on 4-21-20
B
B
C
D
D
We
come
now,
first
of
all,
with
Thanksgiving
on
our
hearts,
we're
grateful
for
these
men
and
women
that
you
have
called
to
the
stage
of
time
for
such
an
unprecedented
time
to
make
decisions
and
choices
that
will
impact
our
community,
our
families
and
every
citizen
of
this
community,
not
as
we
together
tonight
for
them
to
share
God.
We
are
faced
with
a
pandemic
that
we've
never
experienced
before
a
word.
D
They
are
those
who
are
losing
their
lives,
we're
faced
with
tornadoes
that
have
wrecked
our
community,
but
we
are
grateful
to
know
that
we're
in
the
hands
of
a
good
guy,
so
I
pray
for
wisdom.
Tonight,
I
pray
for
wisdom
like
Solomon
that
as
they
proceed
with
their
business,
that
you
would
guard
their
hearts
and
their
minds,
protect
their
families
and
will
continue
to
give
you
honor
glory
and
praise
in
Jesus
name.
We
pray,
amen.
E
D
B
B
A
Thank
You
mr.
chair
I've,
recently
heard
from
some
individuals
with
Marsy's
law
for
Tennessee,
and
they
asked
if
we
would
consider
declaring
the
week
of
April
19th
to
the
25th
as
National
Crime
Victims
Rights
week
and
as
such
I
have
a
Chattanooga
city
council
proclamation
that
I'd
like
to
read
into
the
record
this
evening.
It
is,
whereas
Tennesseans
are
the
victims
of
thousands
of
crimes
each
year
affecting
individuals,
families
and
our
communities.
A
But
years
of
Tennessee's
investment
in
crime,
victims,
rights
and
services
has
developed
a
system
of
response
that
can
help
victims
recover
from
crimes
whereas
reaching
and
serving
all
victims
of
crimes.
Essentialist
thriving
communities,
because
those
who
receive
holistic
services
and
support
are
more
likely
to
remain
invested
in
their
communities,
whereas
dedicated
victim
service
providers
are
working
every
day
to
meet
the
needs
of
victims.
B
B
With
no
objections,
the
minutes
will
stand
as
read
and
let
me
just
once
again
remind
our
attendees
that
you
would
like
to
speak
during
our
public
comment
to
go
online
and
register
to
speak
at
Chattanooga.
Gov,
look
for
the
City
Council
link
and
register
to
speak.
If
you
would
okay
at
this
time,
we'll
move
into
our
order
of
business
for
City
Council
ordinances
on
the
final
reading.
Madam
clerk,
would
you
please
read
5a
an.
A
B
H
You
mr.
chair,
as
we
discovered
earlier
today
in
the
meetings
this
ordinance
arrived
on
the
agenda
with
no
one
from
City,
Council
and
sponsorship.
I
had
a
meeting
with
the
mayor
today,
and
he
told
me
in
this
meeting
that
he
did
not
ask
for
this
to
be
put
on
the
agenda
as
a
matter
of
fact,
he's
busy
planning
reopening
of
Chattanooga,
which
totally
if
the
citizens
chatted,
keep
doing
a
great
job
they've
been
doing.
Then
that
could
happen
sooner
then
later,
hopefully
very
very
soon.
So
with
that.

Councilman

are

Both
are
in
your

I'd
like
to
read
them
separately
and
boto
them
as
a
package.
If
you
have
any
objections,
I
have
no
objection,
mrs.
cherry,
madam
clerk,
would
you
read
a
and
B
at
this
time?
Please?
Yes,.

B
At
the
councilman,
at
the
9:30
agenda
session,
with
the
administration
and
and
and
that
was
my
mistake-
comes
from
Smith
has
pointed
out
those
two
items
we
were
looking
at
differ
in
those
two
items
for
two
weeks
so
that
we
could
put
them
in.
You
know
in
public
works
committee
next
week
to
go
over
those
two
items.
C
B
A
I
L
I
Mean
I
must
be
late
to
the
party,
but
I
thought
that
we've
discussed
this
project
several
times.
They
had
a
presentation
on
it.
Along
with
the
fundraising
elfis
there,
other
entities
were
doing
to
make
sure
that
the
project
happens
and
every
time
at
this
ed
Johnson
project
comes
up.
It's
always
let's
place
it
on
hold.
If
we've
already
got
the
money-
and
they
say
it's
already-
a
partnership
agreement
with
Community
Foundation,
you've
already
presented
it
like.
Why
are
we
asking
for
word
to
be
put
on
hold
additionally
to
me?
I
I
think
we
still
need
to
move
forward
like
it
is
no
other
explanation
as
needed.
We've
got
the
money
from
the
city
portion
of
it.
It's
been
budgeted
for
the
other.
Partners
are
joining
forces
with
it
to
be
done.
We've
had
the
presentation
on
it
from
Katie
from
public
art
department
like
there
is
no
reason.
I
I
see
for
us
to
put
this
to
defer.
It
I
mean
I,
get
it.
Our
second.
Is
your
district
high
over
I?
Don't
I,
don't
think
it's
necessary
to
keep
deferring
this
project
yeah.
C
I
see
your
point,
but
given
the
explanation
and
we
I
believe
we
got
an
item
action
that
needs
to
be
dealt
with
on
the
floor
right
now.
You
know
we
can
deal
with
that
with
the
next
Public
Works
meeting,
because
we'd
like
to
get
some
more
details
on
on
what
actually
happened
to
get
to
this
point.
So
I'm
agreeing
with
you
Councilwoman
are,
but
that
would
be
we
see
next
week
is
the
28th
so
we're
looking
at
a
two-week
delay
on
on
on
the
approval
or
disapproval
of
this
project
so
where
we
at
mr.
M
C
H
Now,
that's
all
I'm
going
to
say
about
this
right
now,
because
there
is
something
on
the
floor,
just
reconsider
or
not
even
vote
on,
but
I'm
confused
that
they
asked
for
a
delay
of
two
weeks
to
make
fit
to
explain
it
in
the
next
Public
Works
and
transportation
committee
meeting,
which
is
next
week.
The
28th
so
I
really
feel
like
there's
a
disconnect
going
on
here
with
departments
and
all
our
partners,
and
maybe
that's
why
the
explanations
are
needed,
but
I.
H
B
I
know
this
council
doesn't
like
to
have
it
in
committee
and
vote
on
it
the
same
day
now
the
date
that
the
administration
did
not
ask
for
a
two-week
deferral
I,
since
they
were
asking
for
a
deferral,
I
suggested
that
it
be
two
weeks
so
that
we
could
cover
all
of
these
items
of
these
problems
in
our
in
our
public
works
committee
that
that's
just
one
thing
that
I
overlooked
in
my
notes,
as
I
was
going
through
tonight.
I
apologize!
That's
on
me,
the
two-week
deferral!

O
You,
mr.
chairman,
if
you
don't
mind,
I
would
like
to
give
an
addendum
to
the
very
thorough
report
that
miss
Sullivan
gave
us
today
on
the
efforts
and
district
for
it
related
to
the
tornado.
One
of
the
reports
that
I
recently
got
in
after
miss
Dalton's
report
was
report
from
EPB
I'd
like
to
share
some
basic
information.
As
to
the
EPB
status.
O
O
Crews
come
from
across
the
state
of
Tennessee
and
including
other
states,
including
Georgia,
Alabama,
Louisiana,
Kentucky,
Missouri,
Indiana
and
Texas
to
a
district
floor
in
the
city
of
Chattanooga
and
helping
us
get
back
on
our
feet
and
I
wanted
to
add
that
and
a
big
THANK
YOU
to
EPB
as
an
addendum
to
Miss,
Moore
of
and
miss
Sullivan's
report
and
thank
them
very
much.
Thank
You
chairman
thank.
I
You
Sharon
I
just
want
to
thank
all
the
council,
people
and
women
that
contributed
to
sack
lunches
to
feeding
our
seniors.
They
were
very
appreciative.
Thank
you.
So
much
miss
I
go
wanted
to
make
sure
that
I
told
each
of
you.
She
was
tickled
pink
by
I,
can
smell
children
drawing
on
the
bags
and
they
just
had
a
good
time
with
it
and
erskine
showing
up
on
the
scene
and
chips,
wife,
calling
them
and
Anthony
bird
coming
out
there.
I
Just
everybody
was
just
loving
on
only
having
a
great
time,
so
I
wanted
to
make
sure
that
you
guys
knew
that
they
were
very
appreciative
of
their
thank
each
and
every
one
of
you
because
you
know
you
didn't
have
to,
but
thank
you
so
much
and
then
also
I
just
wanted
to
ask
if
mr.
Salmons
could
just
give
a
quick
update
about
where
we
are
with
the
disparity
study,
so
our
constituents
could
know
because
they
weren't
a
part
of
the
gendell
meeting.
N
Glad
to
as
it
relates
to
the
disparity
study
that
Griffin
is
strong,
our
vendor
has
been
working
on
for
us.
We
are
waiting
on
the
report,
I'm
scheduled
for
a
call
on
tomorrow.
Looking
at
the
status
of
that,
we
had
some
additional
request
of
the
mayor
that
we
want
to
have
some
additional
resources
for
them.
Some
additional
things
for
them
to
check
for
is
I'm
sorry
to
provide
some
additional
items
to
be
considered
things
that
we
can
do
to
as
we
look
at
the
the
gap
of
disparity
and
how
we
can
address
that
effectively.
N
J
You
so
much
chair,
I
just
want
to
echo
Councilwoman
cool
rise.
Thank
you.
That
is
body.
So
many
people,
you
don't
publicize
it,
but
you
do
so
much
work
and
I
know
a
lot
of
you
guys
just
doing
it
from
your
heart
from
chip
cutting
down
trees,
Councilwoman,
passing
out
lunches.
All
the
people
support
it
I
mean
just
all
of
you.
Guys
are
just
doing
an
amazing
job.
J
J
P
J
H
H
B
Q
I
This
is
the
time
where
help
is
available
plenty
of
it,
and
we
want
to
make
sure
that
you
get
the
resources
that
you
need
and
also
I
just
want
to.
Let
you
guys
know
about
a
group.
That's
under
the
we
over
me.
If
you
have
an
opportunity
to
see
Laquisha
Yulin,
you
know
try
Rogers
he's
been
helping
with
their
effort.
Chris
sands
harm
and
Dave
is
any
of
those
folks,
like
they've,
been
boots
on
the
ground,
making
sure
that
everybody
see
the
Wyatt
has
food
they've
been
you
know,
work
making.
I
O
H
C
Today
and
thank
you
for
the
appointment,
I
am
the
old
but
new,
but
Oh
economic
and
Community
Development
chair,
so
I'm
real
thankful
to
be
served
in
their
capacity
again.
Today
we
had
a
presentation
on
emergency
rental
and
utility
assistance
monies
that's
available
to
help
doing.
These
is
Kovac
19
crisis
we
are
up
under
and
we
ask
everybody
to
reach
out
if
you're
in
need,
which
most
of
us
are
to
acquire
these
funds.
So
you
can
just
get
the
information
through
the
website
at
the
Department
of
economic
and
Community
Development,
it
thought
I
have
Thank.
B
B
K
Right,
well,
you
have
me
and
my
wife
Marty
Brown,
we
own
Town,
&,
Country
barbershop
and
at
125
North
Market
Street.
We
also
live
in
East
brain
our
just
just
a
few
blocks
I've
the
damage,
so
we've
had
quite
a
time
what
I
really
wanted
to
talk
to
you
about
is
now
with
mayor
carpenter
coming
out
and
saying:
Hamilton
County
is
going
to
open
up
we're
going
to
be
facing
our
clients
have
an
opportunity
to
go
elsewhere
to
get
their
their
service
done.
It's
it's
going
to
happen
to
us
pretty
quick.
K
So
what
I
was
asking
wanted
to
do?
We
could
all
open
up
at
the
same
time,
if
there's
a
possibility
that
May
first
would
be
an
opening
day
for
all
of
us.
We
do
not
we're
self-employed,
so
we
are
not
getting
unemployment.
The
state
system
was
not
prepared
to
handle
self-employed
people
and
so
we're
pretty
much
closed
and
not
getting
paid.
So
that
would
be
my
request.
Q
Because
we're
in
the
city
and
Mayor
Burke
not
allowed
us
to
open,
but
all
these
other
places
around
us
everybody's
opening
up
now,
so
our
clients
we've
been
an
established
business
since
1959
our
clients
are
going
to
go
to
other
places
and
it
just
I,
don't
understand
why
they
can
open
and-
and
we
can't
we're
we're
breathing
the
same
air.
We
need
to
make
money.
Just
like
these
other
places.
We
haven't
had
anybody
to
help
us.
Q
So
we're
asking
you
guys
if
you
can
do
something
and
reconsider
or
help
auntie
Bart
to
reconsider
his
decision,
because
we
need
help
and
our
clients
and
our
employees
they
need
to
get
back
to
work.
I
we
I
have
cleaned,
I
have
Clorox
bleach,
I
have
mask
I,
have
gloves
I
have
rearranged,
my
seating
will
offer
text
message
or
call
you
when
your
turn,
when
it's
your
turn
to
get
a
haircut
we'll
do
whatever
it
takes
to
get
back
to
work.
So
please
help
us
anything.

Evening,
council,
men
and
women
I
just
wanted
to
come
to
you
guys
with
a
few
things
in
particular,
and
you
guys
know
that
I
usually
have
a
quote.
For
my
time
the
average
african-american
person
is
born
and
to
want
and
deprivation
his
struggle
is
to
escape.
His
circumstances
is
hindered
by
color
discrimination.
He
is
deprived
of
normal
education
and
normal
social
and
economic
opportunities.
R
R
We
have
wait
waited
one
year
for
the
disparity
study
and
my
life
as
a
african-american
woman,
often
african-american
people
are
told
that
we
have
to
wait
and
I
want
to
express
on
behalf
of
my
community
and
I
thank
council
in
the
quran,
for
being
the
only
count,
some
women
to
actually
say
no,
that
we
cannot
continue
to
wait.
We
cannot
continue
to
ask
people
who've
been
waiting
for
so
long
to
continue
to
wait.
We
won't
continue
to
wait.
Our
patience
is
wearing
thin,
I.
R
Think
one
of
the
things
that
we
have
to
take
into
account
is,
if
Kovac
might
mean,
has
done
nothing
more.
It
has
exposed
the
inequities
in
Chattanooga,
they
have
always
existed
and
that
they're
not
going
anywhere
and
quite
frankly,
they're,
not
improving
and
so
I
need
this
body
to
understand
and
I
will
continue
to
say
it.
This
body
exists
because
of
black
people,
and
the
reason
for
the
City
Council
in
the
first
place
was
to
level
the
playing
field
for
african-americans
and
minorities
that
exist
in
this
city.
R
That
I've
been
waiting
too
long
for
a
turn
to
be
considered
human
beings
not
only
and
how
we
are
treated
not
only
in
how
we
do
business,
but
also
in
the
fairness
that
we
receive
to
be
able
to
do
these
things,
and
so
I
need
counsel
to
understand
whatever
excuse
our
city
government
is
giving
it's
that's
exactly
what
it
is.
It's
an
excuse,
so
I'm
wanting
to
re-emphasize
I
have
the
support
of
various
pastors
organizations
in
the
community,
and
we
are
ready
to
take
it
to
the
next
level.
