Description
Chattanooga City Council Meeting - 7/11/23
A
A
Madam,
chair
I
intend
to
move
the
agenda,
but
I
thought
you
guys
would
like
to
meet
members
of
this
troop
from
Germany.
Some
are
in
college.
Some
are
in
high
school
and
they've
got
fascinating,
Futures
ahead.
So
if
you
guys
would
stand
and
introduce
yourself
the
most
important
one,
I'm,
probably
saving
for
last,
which
is
the
woman
in
the
troop
and
obviously
the
smartest
best
at
everything
which.
C
E
G
Second,
you.
G
B
A
A
C
Well,
yeah
no
special
presentations
this
evening
can
I
get
approval
on
a
minute.
Okay,
it's
been
motion
and
properly.
Second,
you
need
I'm,
sorry
motion
minutes
to
him
without
approval
I
apologize
ordinancing
on
the
final
reading
legal
Madam,
Clerk.
H
C
F
C
H
I
do
not
need
a
presentation
I'd
like
to
move
to
approve.
Second,
okay,
thank
you
and
now
I
would
like
to
move
to
amend
this
item,
we're
going
to
be
adding
a
condition
and
the
City
attorney
and
our
clerk
have
this
in
full.
But
the
condition
is
as
follows:
vehicular,
repair
facilities,
new
and
used
dealerships
and
repair
facilities,
adult
oriented
establishments,
automobile
wrecker
services,
outdoor
storage,
many
warehouses,
wholesale
and
accessory
warehouses
and
off-premise
signs
shall
be
prohibited.
C
C
D
All
right,
very
good
I
want
to
thank
the
applicant
for
working
with
me
on
the
zoning
correct
zoning
that
adheres
and
comes
into
alignment
with
the
area
11
plan
I
think
that
was
a
very
great
good
gesture
towards
the
community
and
a
nod
to
the
area
11
plan
with
that
and
move
for
approval.
Please,
okay,.

apologize,
I
didn't
see
you
okay.
Would
you
like
to
see
a
presentation,
Madam
chair?
Oh.
C
No
presentation
and
I
did
speak
with
the
community,
the
neighborhood
association
yesterday,
so
I
would
like
to
defer
this
for
three
weeks
given
time
to
have
a
community
meeting.
Okay.
H
F
Order

C

I
would
like

to
move
to
approve.
Sorry
I
would
like
to
offer
some
amendments
to
this
particular
of
some
conditions.
I
would
like
to
add
under
item

C
We
added
15-foot
building
setback
on
the
front
side
and
we're
setbacks,

Now
we
come
to
purchases.
I
We'll
move
through
real
quick
all
right.
We
have
six
purchases
recommended
for
approval
this
evening.
The
first
is
from
the
Department
of
Public
Works.
This
is
a
new
blanket
contract
for
propane
service
at
the
landfill.
This
will
be
a
four-year
agreement
not
to
exceed
95
000
per
year.
Three
bids
were
requested
and
two
were
received,
but
the
low
bidder
formally
withdrew
their
bid.
The
award
will
go
to
Suburban
Propane
as
the
best
bid
for
the
city
of
Chattanooga.
I
Next
from
the
facilities
division
of
Public
Works,
a
new
blanket
contract
for
plumbing
services
for
city-wide
use.
This
will
be
a
four-year
agreement
not
to
exceed
two
million
dollars
per
year.
The
award
will
go
to
Mountain
City
service
and
Keith
plumbing
and
heating
company
as
the

for
the
city
of
Chattanooga.
Next
from
Economic
Development.
This
is
an
increase
to
an
existing
contract
with
May
8th
Consulting
for
affordable
housing
team
coordinator.
I
An
increase
of
19
900
dollars
is
needed
for

scope
of

to
undertake
a
more

bringing
the

Next
from
the

of

an
increase
to
an
existing

with
the

and
service,
an
increase
of
thirty

needed
due
to
the

performed
on
Peterbilt
trucks.
During
year,
one
of
the
contract
bring
the
new

I
Next
from
Street

of
single
stream,
curbside

be
a
four-year

There
were
no

initially
submitted,
so
the

re-advertised
and
one
bid
was
received.
The
award
will
go
to

Converting
company
is
the
best
bid
for
the
city
of
Chattanooga
and
last
from
the

works.
This
is
an
increase
to
an
existing
contract
with
Ford

Dalton
for
sedans
SUVs
fans
and
light
trucks.
I
An
increase
of
eighty
seven
thousand
Seventeen
dollars
is
needed
due
to
the
model
year
changing
from
2022
to
2023
because
of
the
annual
government

by
Ford.

I
We
also
have
we
are
also
requesting
approval
to
issue
one
RFP
this
evening.
It
is
from
Economic
Development.
The
department
is
requesting
to
issue
an
RFP
for
the
Redevelopment
of
Rossville
Boulevard
Parcels,
the
Rossville
Boulevard
Parcels
are
a
gateway
to
the
city
of
Chattanooga
and
the
state
of
Tennessee.
The
city
desires,
to
receive
innovative
ideas
regarding
how
the
parcels
may
be
utilized
in
the
manner
most
beneficial
to
the
residents
of
Chattanooga.
C
C
C
H
C
All
right
and
field
City
attorney-
you
have
yes,.
K
C
K
Ma'am
at
the
end
of
each
Council
business
meeting,
the
chair
will
recognize
members
of
the
public
who
wish
to
address
the
council.
Here's
your
rules,
each
speaker
wishing
to
address
the
council
can
only
be
recognized
at
the
microphone
up
front.
That's
provided
for
that
purpose.
You
can't
have
more
than
three
minutes
to
speak
and
you
can
address
the
council
only
upon
matters
within
their
legislative
and
Quasar
judicial
Authority
and
not
upon
matters
that
are
not
under
their
Authority
or
regulated
by
other
governmental
bodies
or
agencies.
K
Don't
engage
in
any
vulgar
or
obscene
language
or
use
of
Florida
personally
attack
or
personally
denigrate
others
and
address
your
comments
to
the
council
as
a
whole
and
not
towards
individual
council
members
and,
lastly,
do
not
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
by
Tennessee
law,
and
someone
commits
that
offense
if
you
substantially
obstruct
or
interfere
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
a
lawful
meeting
or
gathering.
Having
stated
those
rules
go
right
ahead.
Ma'am.
C
L
Oh
ready,
okay,
so
my
name
is
Glenda
Papu
and
I
do
reside
in
Hamilton,
County
and
I've
sent
each
of
you
an
invitation
to
come
to
our
town
hall,
our
citizens
Town
Hall,
this
Thursday
at
Lupton
Drive,
Baptist
Church
at
6
30..
This
is
Citizens
that
are
concerned
about
the
resolution
that
you
passed,
which
is
the
climate
action
plan
of
our
mayor
and,
if
I'm
afraid
that,
maybe
you
all
haven't
read
it
or
maybe
you
haven't
read
it
with
an
open
mind
and
we
do
explain
it
piece
by
piece.
L
I
think
that
you
might
be
interested
in
just
coming,
because
we
are
trying
to
make
our
citizens
aware
of
what's
happening
in
Chattanooga.
Our
mayor
in
a
conversation
with
Cindy
Sexton
was
very
plain
and
said
he
does
want
to
make
Chattanooga
a
15,
slash,
10
minute,
walk
City.
So
what
we
are
saying
is
directly
out
of
the
climate
action
plan
and
I
would
also
wonder
if
you
have
read
the
eight
plans
that
are
attached
to
The
Climate
action
plan.
L
We
also
know
that
the
climate
action
plan
was
entitled
climate
action
plan
because
has
nothing
to
do
with
climate.
Has
everything
to
do
with
Smart
City
and
taking
the
money
and
the
power
from
the
world
economic
Forum,
which
is
the
one
world
government
organization
which
just
officially
concluded
their
a
partnership
with
the
United
Nations?
So
I
just
wanted
my
cons.
We
have
many
concerns,
but
one
of
them
is
with
the
money
that
the
mayor
says
is
available.
L
It's
on
page
64
of
the
climate
action
plan
and
he
talks
about
the
billions
of
dollars
that
are
available
to
us
from
the
federal
government
and
other
philanthropies
and
organizations.
Here's
my
thing:
whoever
controls
the
purse
controls
the
strings
so
I'm
very
concerned
that
we
do
not
we
no
longer
in
you
as
a
board.
Our
mayor,
the
citizens,
will
no
longer
control
what
happens
in
Chattanooga
because
it's
going
to
be
controlled
by
the
strings
of
the
purse,
which
will
be
the
WF,
the
philanthropies,
the
public-private
Partnerships
and
the
world
economic
Forum.
M
M
You
thank
you.
Frederick
Flack
I
live
at
3202,
Dodson
Avenue.
It
sits
directly
on
the
corner
of
Dotson,
Avenue
and
Elmendorf
street
at
the
top
of
the
hill,
where
the
new
development
is
being
proposed.
M
I
went
to
I,
attended
a
community
meeting
recently
and
that
development
had
come
up
as
a
subject
matter.
We
did
speak
with.
The
people
are
representative
from
that
development
company
who
answered
many
of
our
questions.
Some
of
the
things
that
came
up
in
our
community
as
concerns
I
just
wanted
to
voice
out
loud
here
tonight,
there's
a
lot
of
apprehension
about
water
runoff,
as
with
every
development
on
a
incline
and
the
effect
that
the
presidents
will
set
for
the
actual
glass
Farm
boys
station
neighborhoods.
M
In
particular,
the
zoning
of
R3
I
personally,
do
not
have
a
problem
with
with
this
proposal,
as
in
The
Proposal,
it
was
told
to
us
in
the
community
that
once
all
is
said
and
done,
no
other
units
can
be
built
on
it
and
we
were
told
that
it
was
going
to
be
single
family
dwelling
only
for
a
lot,
and
that
puts
some
of
us
at
ease,
but
the
problem
that
a
lot
of
people
are
having
is
with
the
rezoning
to
R3
I.
M
Think
in
a
lot
of
my
neighbors
seem
to
think
that
is
going
to
lead
to
further
rezoning
deeper
into
our
neighborhoods
and
create
on
pockets
of
Precedence
in
the
neighborhood.
That's
going
to
take
away
from
the
existing
residents
that
are
there,
because
there's
properties
that
are
up
for
sale
and
they're
concerned
about
the
way
this
is
going
to
have
and
I
just
want
to
voice
that
out
loud
tonight
to
the
console.
Thank
you
for
your
time.
Thank
you.
J
J
Thank
you,
madam
chair
anyway.
Montebello
the
homeless
journalist,
the
Greg
Eric
Fox,
Spears,
Moore,
Redmond
Williams.
That's
just
like
this
list
that
you
all
had
of
the
attorneys
that
went
into
effect
on
June
July,
the
first
it
was
a
Saturday.
It's
not
a
regular
business
day.
This
concerns
me
because
the
majority
of
these
attorneys
I've
had
litigation
with
on
yesterday,
I
went
up.
You
all
were
asked
a
while
back
to
have
David
tulis
and
Marie
Mott
to
stop
hassling
persons
that
come
to
the
city
council.
J
You
all
refused
I
had
to
have
Marie
March
case
taken
out
of
my
case
and
David
tulis's
as
well.
David
tulis
is
an
editor
or
former
editor
of
the

I
am
the
reason
that
you
no
longer
have
newspapers
trashing
our
yards
I'm.
The
reason
that
you
no
longer
have
busted,
because
Monty
Bell
busted
them
I
want
211
billion
34
million
for
your
fraud.
I
talked
with
a
man
that
I've
known
a
long
time.
His
name
is
Robert
Burns.
J
You
know
the
last
name,
but
you
don't
know
the
man
I
met
him
years
before
I
met
anybody
in
his
family.
He
and
I
were
together.
When
the
city
council
and
the
former
mayor,
Ron
Littlefield,
were
sending
cops
to
arrest
me
every
time
my
snake
skins
hit
the
street.
We've
got
several
buildings.
We've
got
one
on
cower
and
Main
Street
we're
going
to
purchase
that
building.
In
behalf
of
Monty
Bell,
we
got
one
down
on
Jefferson
and
Maine
we're
going
to
get
that
one.
J
The
radio
station,
the
television
aspect
of
UTC,
that's
mine
and
we're
going
to
do
the
same
thing
over
at
Chattanooga,
State,
I,
Am,
The,
Voice
and
you're
gonna
recognize
that
I
Am
The
Voice
I've
been
at
this
business.
Ever
since
I
was
13
years
old,
211
billion
34
million
for
your
farm.
They
told
me
on
yesterday
that
Christy
I
Smith
wasn't
the
prosecutor.
That
prosecuted
me
on
June
the
24th,
where
I
was
hauled
in
a
courtroom
with
a
bunch
of
children.
J
Sharon
Daniels,
this
lady
of
my
complexion,
but
certainly
not
of
my
Heritage,
is
the
one
that
was
making
sure
that
W
Gerald
Tidwell
Jr
succeeded
against
montebell
all
she
looks
like
a
mess
now
and
I
hope
you
all
don't
follow
suit.
David
tulis
is
going
to
help
you
all
pay
me.
My
money
and
Robert
Burns
is
going
to
help
me
get
my
buildings
because
I
am
the
music
man
I'm
the
man
with
the
billion
dollar
voice
and
I.
Thank
you
I.
Thank
you
very
much.

Good
evening

I'd,
like
to
bring
this
to
your
all
attention.
You
may
all
be
familiar
with
this
I'm,
not
sure,
but
I'm
very
concerned
with
the
McKamey
center.
It's
the
animal
shelter
and
there's
been
a
gross
amount
of
incidents
that
have
occurred
with
that
shelter,
so
I'm
curious
as
to
who
is
because
we
get
because
Chattanooga
funds
it
I
want
to
know
like
who
is
watching
over
it
who's
watching
the
management
of
it.
What
the
funding
is,
what
the
accountability
is.
E
I
can
tell
you
firsthand
that
I
had
an
incident
where
McKamey
was
called
I
was
kind
of
concerned
that
Humane
Society
wasn't
called
because
Humane
Society
is
actually
in
the
city
of
Chattanooga
and
while
McKamey
is
considered
Chattanooga
City,
it's
actually
would
be
better
off
suited
for
the
county,
but
that
doesn't
lie
in
the
situation
where
there's
a
gross
amount
of
animals
that
are
not
being
treated
while
there.
There
was
a
situation
where
a
dog
was
hit
by
a
car
left
in
the
street.
E
E
It
took
them
over
an
hour
and
a
half
to
get
there,
while
that
dog
laid
in
the
street
crippled
paralyzed
in
pain
and
then
I
had
obtained
funding
and
called
every
single
day
to
check
on
the
dog
and
the
dog
was
euthanized,
even
though
I
had
created
a
fund
for
the
dog
to
help
the
dog-
and
this
was
all
done-
I
had
called
there's
all
documents,
so
this
is
not
hearsay.
This
is
truth.
E
I
had
been
bitten
and,
like
I
said,
the
dog
didn't
have
an
accurate
owner
within
an
accurate
owner,
actually
came
up
to
the
plate.
Apparently,
who
said
that
they
were
their
owner,
but
there
was
no
proof
of
a
license.
There
was
no
proof
of
rabies
or
anything
else.
Long
story
short
I
had
to
have
rabies
shots.
Okay,
so
it's
a
series
of
four
shots.
So
all
this
had
to
happen,
and
my
main
concern
was
that
dog
was
sitting
in
the
street
for
over
an
hour
and
a
half
the
police
department
was
called.
E
They
actually
went
to
mccamey
to
knock
on
the
door
to
find
out
why
the
person
that
was
supposed
to
be
on
duty
wasn't
doing
their
job.
So
this
is
just
one
thing:
there's
another
incident
that
just
happened
and
McKamey
was
giving
like
using
it
for
like
a
PR
stunt,
and
then
it
was
they
were
called
out
on
it.
It's
on
Reddit
I've
got
it
on
my
phone.
If
anybody's
interested
and
again
it's
just
poor
management,
so
we
do
need
to
look
into
these
funds
probably
need
to
look
into
why
McKamey
is
handling
the
city.
