Motion
passes
that
will
have
purchases
and
thank
you
so
much
Nicole.
We
appreciate
you
I
know
there
was
a
lot.
C
Good
evening
Council
we
have
two
purchases
recommended
for
approval
this
evening
and
two
purchases
on
your
list
that
we
are
withdrawing
these
first
two
purchases
are
recommended
for
approval
from
the
Street
Maintenance
division
of
Public
Works.
This
is
an
increase
to
an
existing
blanket
contract
with
Liberty
tire
recycling
LLC,
due
to
unexpected
unexpected
usage
of
tires
by
Fleet,
Management
and
Street
Maintenance
during
year.
One
of
the
contract-
thirty
five
thousand
dollars,
was
originally
approved.
The
new
annual
spend
will
be
fifty
one
thousand
dollars
next
from
facilities,
division
of
Public
Works.
C
C
We
are
withdrawing
the
following
two
items,
which
I
will
read
how
they
are
written
in
your
packets,
Street
mate
from
the
street
maze
division
of
Public
Works
is
a
new
blanket
contract
for
traffic
safety
equipment.
Rentals.
This
will
be
a
four-year
agreement
not
to
exceed
250
000
per
year.
The
solicitation
was
advertised
twice
with
no
bids
received.
The
third
attempts
produced,
one
bid
the
award
would
go
to
Superior
traffic
control.
Llc
is
the
best
and
only
bid
for
the
city
of
Chattanooga.
C
The
department
has
asked
for
this
purchase
to
be
withdrawn
due
to
high
costs
and
from
Chattanooga
police
department.
This
is
a
one-time
purchase
of
portable
x-ray
machines
from
logos,
Imaging
LLC
for
use
by
Chattanooga
police
department
for
bomb
detection.
The
total
cost
is
116
074.42
cents
per
year.
The
department
is
withdrawing
this
purchase
due
to
discrepancies
found
during
the
evaluation
process,
and
this
award
will
be
brought
back
for
approval
if
and
when
the
best
bit
has
been
determined.
I.
A
Think
why
swim?
Second,
all
right
so
emotioned
and
properly?
Second,
and
just
a
quick
comment-
wanted
to
confirm
with
our
City
attorney
that
they're
too
up
for
and
clarification
for
us,
there
are
two
up
for
approval
and
two
for
withdrawal
and
want
to
make
sure
we
can
make
one
vote
on
that
you
can
as
long
as
it's
approved
as
such
all
right
any
other
comments
or
questions.
Okay,
all
in
favor
all
opposed
motion
passes
as
such
all
right
now
we
have
time
for.
Thank
you.
Oh
go
ahead.
C
Sorry,
we
have
one
sole
source
to
report
and
it
is
from
the
office
of
Community
Health.
This
purchase
is
for
Community
safety
and
gun
violence
prevention
to
advertise
on
radio
stations
that
reach
a
variety
of
minority
audiences
in
our
community
the
cost
is
24
408
dollars
and
the
vendor
is
Brewer.
Media,
Group,
LLC,
Brewer,
Media
Group
is
a
locally
owned
and
woman-owned
Media
company
in
Chattanooga
who
operates
the
stations
wjtt
FM
and
wnpz
FM
who's.
My
majority
of
listener
is
our
African-American.
D
Yes,
there
is
a
certificate
of
background
investigation
and
Zoning
requests
from
Highway
153
doing
business
as
Liquor
World.
There
was
a
background
check
and
a
certificate
issued
in
April
of
this
year.
The
only
reason
for
the
change
is
because
the
corporation
is
now
doing
business
as
Liquor
World
instead
of
Hixson
Wine
and
Spirits,
when
they
received
their
certificate
in
April.
A
All
right,
thank
you.
So
much
for
the
announcement
now
comes
the
time
where
we
recognize
persons
who
would
like
to
address
the
council
I
see
the
attorney
will
read
the
rules
and
if
you
would
like
to
address
Council,
please
line
up
behind
this
podium.
D
Here
are
the
rules
at
the
end
of
each
Council
business
meeting,
the
chairperson
will
recognize
members
of
the
public
and
these
procedural
rules
will
apply
each
speaker
wishing
to
address
the
council
shall
be
recognized
only
at
the
microphone
provided.
For
that
purpose.
No
person
shall
have
more
than
three
minutes
to
speak.
The
speaker
May
address
the
council
only
upon
matters
within
the
legislative
and
quasi-judicial
authority
of
the
council.
The
speaker
may
not
address
the
Council
on
matters
which
are
not
under
the
authority
of
the
council
and
which
are
regulated
by
other
governmental
bodies
or
agencies.
D
The
speaker
shall
not
be
permitted
to
use
any
vulgar
or
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others.
The
speakers
should
address
the
council
as
a
whole
and
not
make
comments
directed
toward
individual
council
members.
The
chair
shall
not
permit
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
by
Tennessee
law.
A
person
commits
an
offense
if
the
person
substantially
obstructs
or
interferes
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
a
lawful
meeting
or
gathering.
Those
are
your
rules.
E
Hi,
my
name
is
Glenda
Papu
I
live
in
Hamilton
County
and
it's
here
last
week
invited
y'all
to
our
town
hall
concerning
the
climate
action
plan
and,
unfortunately,
I
guess
y'all
couldn't
come,
but
I
just
wanted
to
ask
you
if
you
have
read
the
climate
action
plan,
if
you
have
read
all
of
the
plans
that
actually
are
connected
with
the
climate
action
plan,
one
of
the
goals
and
it's
goal,
3.2
is
makes
a
statement
here,
there's
an
undeniable
link
between
Humanity
or
human
activity,
Rising
Earth
warming,
carbon
emissions
and
Resolute
environmental
and
climate
changes,
which
will
ultimately
result
in
human
and
ecological
hardship.
E
That's
a
statement
with
no
documentation
to
back
it
up.
So
my
question
is:
why
are
we
doing
this
where's
the
proof
of
why
we
are
putting
our
city
into
this
situation,
where
we
want
all
of
these
goals
that
most
of
them
don't
even
pertain
to
climate
change?
E
E
The
question
came
up
about
raising
taxes
which
the
actual
there
is
a
statement
in
the
cap
plan.
The
the
mayor
said,
taxes
will
not
be
raised,
but
there
is
a
statement
in
the
climate
action
plan
that
says
that
taxes
will
probably
have
to
be
increased.
Did
you
know
that
and
again,
like
I,
said
last
week,
what
are
the
strings
attached
to
all
these
federal
dollars?
E
Because
we
know
there
are
strings
attached
and
I'm
wondering
about
the
resolution
that
was
passed
last
week
regarding
as
partnering
with
the
Ukraine,
a
city
in
Ukraine
to
help
rebuild
that
City?
Is
that
part
of
the
Wes
strings
that
are
attached
to
the
G20
Alliance
that
we
signed
in
November
of
2020,
so
I'm
concerned
basically
about
how
Chattanooga
is
going
to
determine
where
the
money's
coming
from
how
it's
going
to
be
spent,
and
is
there
a
plan
for
it?
Thank
you.
You.
F
Well,
thank
you,
madam
chair
I,
like
the
introduction
meet
and
greet
Montebello.
The
homeless
journalist
today
here
at
Fox,
I
came
specifically
to
address
the
senior
attorney,
but
he's
not
here
this
contract
that
you
all
contracted
with
on
July.
The
First
with
all
of
these
attorneys
you've
got
chamberlains
on
the
top
down.
I
think
number
six
you've
got
W
Gerald
Tidwell
Jr
I
want
to
get
back
to
this.
This
all-purpose
attorney.
He
has
been
in
every
cause
that
I've
submitted
in
the
Circuit
Court.
Just
this
week.
F
I've
got
two
stacks
of
what
they
would
call
the
judge's
room.
Dockets
W,
Gerald,
Tidwell
Jr,
is
all
over
it.
The
first
case
I
ever
filed
was
against
the
city
where
his
wife
or
she's,
not
his
wife
or
she's
wife,
is
she's,
not
his
wife
or
she's.
His
wife
Gwen
Tidwell
for
a
five
dollar
parking
ticket.
I've
left
NewsChannel
9,
promoting
several
of
my
businesses
and
receive
the
five
dollar
parking
ticket.
Because
of
my
Celebrity
Status,
you
had
an
employee
there
that
passed
a
ticket
I
went
back
to
pay.
F
It
I've
had
a
problem
with
Gwen
tidwell's
family
ever
since
before
then
and
after
then,
we've
got
a
problem.
It's
nepotism,
it's
conflict
of
interest.
It's
criminal
falsy,
it's
fraud
on
the
entire
11th
Judicial
District
Court.
Here
is
a
letter
written
in
the
court
from
W
Gerald
Tidwell
Jr
was
a
motion
to
extend
time
within
which
to
answer
my
complaint.
F
F
Elmarie
Williams
they're
the
same
firm
just
like
this
bulk
of
paternity
firms
that
you
got
contracted
on
July
the
first
of
this
year,
you've
contracted
with
them
last
year,
the
same
group
of
attorneys,
that's
depriving
us
of
due
process
of
law,
equal
protection
of
the
laws,
they're,
creating
strategies
to
arrest
and
to
detain
poor
people.
Black
men
in
particularly
we're
in
a
one-horse
buggy
town
I,
want
211
billion
34
million.
F
For
this
far,
when
the
attorney
comes
back
I'm
going
to
let
him
see
that
he's
contracted
with
people
who
misappropriate
yeah
taxpayers
money
when
you've
misappropriated
and
you've
missed
supplier,
it's
fraud,
it's
called
a
quasi
contract.
It's
not
a
real
one.
At
all,
211
billion
34
million
were
flocking
everyone
next
week.
Thank
you.
Thank.
