award
goes
to
safety,
clean
Corporation.
This
will
be
a
four-year
agreement
not
to
exceed
one
hundred
thousand
dollars
per
year.
The
second
is
also

liquid
sodium
bisulfite.
Two
bids
were
received
and
the
award
goes
to
Southern.

agreement

exceed
two
hundred
thousand
dollars
per

purchasing

This
is
the
second
and
final
renewal
option
for
soft
drink
sports
drinks
and
bottled
water

Coca-Cola
Bottling
Company
and
eight
percent
price
increase
was
submitted
after
the
renewal
was
reported
on
July
26th
of
2022.
The
vendor
submits
annual
price
increases
that
start
on
January
1..
This
is
an
increase
of
four
thousand
dollars
for
a
total
estimated
annual
cost
of
fifty
four
thousand
dollars.

fifth

from
the
Transportation
division
of
Public
Works.
This
is
the
second
and
final
renewal
option
for
asphalt.
Rejuvenation
agent
from
pavement,
Technology
Incorporated,
a
15
price
increase,
was
submitted
at

time

to

escalating
cost
of
oil
and
continued
inflation.
The
total
annual
estimated
spend
is
three
hundred
thousand
dollars,
the
sixth
and
final
purchases
from
public

for
the

of

mayor's

trying

love

Chattanooga

I
feel
that
no
matter

you're

universal
language

we're
all
just
trying
to
say
the
same
thing
we're

best
we

Kelly
started

campaign
I
signed
up

support
that
because
he

independent
candidate
and
I
believe

unity

people

live

Chattanooga,
yet
I'm
probably
going

move
back
right,
and
but
that's
where
my
heart
is
so.

I
love

and
I
think
about
my
friends
out
there
who
are
homeless
and
that's
why
I'm
here
usually,
this
is
my
19th
time
coming
here
and
according
to
my
math
I've
traveled
1824
miles
just
to
speak
here
for
three
minutes,
basically
to
represent
the
voice
of
the
people
that
are
out
in
the
streets.
So
that's
my
main
goal
here
is
to
to
help
folks
out
there.

other
political
aspirations
other
than
to
be
the
voice
for
people
that
don't
seem
to
have
one
and
I
love
those
people
that
you
know
a
lot
of
folks
out.

don't

a
lot

offer.

felt

whatever,
but
basically
I'm,
trying
to
help
folks
out
there,
and
so
this
year
we're
shifting
gears
and
getting
hats,
gloves
mittens
that
sort

thing
and
trying
to
really
work
with

staff

come

You
know
knowing
that
City
Hall
and
this
platform
isn't
necessarily
the
best
place
to
speak,
but
sometimes
that's
the
only
opportunity
I
get
to
actually
speak
and
have
my
voice
heard
and
I
send
emails.

form

continuity
and
public
awareness
and
this
sort
of
thing
and
I'm,
not
the
only
one
that
comes
up

come
here
quite

bit,
but
you

it's
not
for
my
own
personal
gain

anything,

basically

I
feel
like
I
need
to
do
things.
You
know
for
God
and
my
certain
beliefs
and
being
an
American,
and
you

that's
basically,
why
I'm
here
so

I
want

do
is
try
to
work
with
anybody

that's
how
democracy
works.

government
accountable

the
government's
accountable

citizens

we're
all
accountable

at
least
one
another-
and
so

main

find

energy
to
really
work

chattanoogan,

what
mayor
Kelly's
doing
and
his
staff

I'm
proud

all
of

my
name
is
Todd
Murphy
and
I
own.
A
retail
business
on
the
South
Side
I've
been
there
for
20
years
20
years
ago.
This
was
not
a
problem.
The
problem
that
we're
having
is
parking
20
years
ago.
I
There
were
Acres
of
parking
and
no
one
wanted
to
be
where
I
was
and
but
since
then,
South
side's
grown.
It's
wonderful.
We
love
it.
I
love
my
business
down
there,
but
we
have
an
issue
where
about
some
time
and
I,
don't
know
the
exact
date
but
April
or
May
of
last
year.
First
I
should
say
that
the
corner
of
14th
and
Williams,
if
you're
familiar
with
it,
it's
a
block
off
markets
or
right
off
the
choo,
choo
and
then
Williams
runs
between
14th
and
Main
Street.
I
Then
also
it's
a
block
between
coward.
Those
areas
are
the
last
areas
in
Chattanooga
that
are
not
metered,
and
so
it's
free
parking.
It's
two-hour
parking
for
free
at
some
point.
The
Chattanooga
parking
authority
back
in
April
or
May
of
last
year
decided
to
quit
monitoring
that
area
we've
reached
out.
We've
called
we've
spoken:
we've
talked
to
the
ticket
takers,
we've
spoken,
the
Chattanooga
Parking
Authority,
but
we
now
have
a
problem
where
we
have
people
who
are
parking
there
all
day,
sometimes
four
days.

The
main
offenders
of
that
are
clumpy's
employees,
Urban
stack
employees,
construction
workers.

Okay,
thank

Well,
we
have
employees
for
other
businesses
who
are
using
that
we
even
have
a
hotel.
That's
on
our
block
that
uses
that
for
overflow
valet
parking
and
it's
killing
us
and
we
have
nowhere
we're
looking
for
somebody
to
help
us
get
it
all
we
want
is
the
parking
enforced,
we're
not
asking
for
any
special
outlet,
but
there
are
two
hours
parking
signs
all
up
and
down
both
of
those
streets
and
it's
just
simply
not
enforced,
and
that's
what
we're
looking
for.

are
five
businesses
on
the
floor
of
the
1401
building,
we're
all
dependent
on
public
parking.
We
all
pay
to
park
in
lot,
a
which
is
directly
across
from
us
and
we're
just
looking
for
some
help
with
that.

was
Raising
her

have
sincere
questions
about
his
firing
partially
because
he
was
accused
of
being
asleep
on
the
job
and
when
he
was
brought
in
to
discuss
the
accusations
against
him,
he
did
let
those
in
the
room
know
that
he
has
a
disability
that
impacts
sometimes
his
ability
to
be
awake.
He
was
fired
shortly
after
that
which
to
me
leans
towards
discrimination,
and
partly
he
did
not
want
to
discuss
the
details
of
his
disability
to
everyone
in
the
room
and
he
has
a
right
to
Medical
privacy.

information
that
was
conveniently
leaked
to
the
press,
the
Fraternal
ordered
police,
made
a
very
ignorant
statement
that
was
completely
untrue.

the

public

They
didn't
provide
the

but
they
did
state
that
he
was

y'all

look

this

know
some
people
think
all
black
people

the

impacted

news
and
through

grieving

loss

murdered
young
black
African-American
woman
in
this
city

think

should
get
his
job
back

Chattanooga
Regional
Homeless
Coalition

live
in
District.
Three
I've
been
presented
last
week
about
a
crisis
that
had
occurred
in
Hamilton
County,
which
it
did
impact
the
city
of
Chattanooga,
and
that
was
the
displacement
of
over
300
individuals
from
an
eviction
from
a
hotel
closure.
So
I
wanted
to
come
today.
The
community
out
outpouring,
even
the
community,
stepped
forward
with
their
best
foot.

Nothing
short
of
divine
intervention,
I,
don't
know
what
we're
gonna
do
for
the
170
adults
and
108
children
next
week
before
Christmas.

They
were
not
refunded
money
from
the
place
they
were
staying,
which
is
outside
of
the
city,
it's
still
in
Hamilton
County,
but
all
of
the
vast
majority
of
these
people
were
working.
They
were
working
towards
the
American
dream
they
were
providing
for
their
children
in
the
way
that
they
could.

need
more
time,
we're
projecting
that
we
we
expect
that
we
could
have
75
of
them
within
three
months
through
our
Community
Partners
and
all
of
our
efforts.

choose

What
the
map
is
is
an
updated
map
of
tax,
favored
properties
in
the
city
of
Chattanooga.
In
addition
to
showing
pilots
and
tips,
it
shows
properties
that
are
owned
by
governments,
churches
and
schools.

As
a
person
who,

you
know,
man
can
get
sometimes
in
the
weeds
when
talking
about
tax
incentives,
I
challenge
myself
to
try
to
do
an
elevator
version
of
why
I
think
this
topic
matters,
the
commentary
does
not
say

sky
is
falling,
I
recognize
the
need
for
tips
and
pilots
and
our
Economic
Development
toolbox.
However,
ATM
urges
caution
and
discretion
when
future
requests
come
to
you.
Here's
why?

In
the
past
six
months,
the
city
and
county
have
approved
the
diversion
of
about
90
million
dollars
in
tax
dollars
for
the
South
Broad
Stadium
Tiff
30
years,
and
the
access
road
North
River
Tiff
20
years
here,
is
a
list
of
ATM's
desired
takeaways
from
the
map
number
one,
a
recognition
that
a
number
of
valuable
properties
pay
little
or
no
City
and
County
property
taxes
for
public
services.
While
these
Agreements
are
in
effect,
number
two
recognition
that
the
tax
burden
to
support
general
fund
Services
shifts
to
residential
taxpayers
and
small
businesses.

While
these
Agreements
are
in
effect,
number
three
understanding
of
the
need
to
be
careful
when
approving
future
tax
incentives.
Number
four
recognition
of
the
need
to
keep
the
terms
as
short
as
possible
and
the
agreements
as
tight
as
possible.

understanding
of
the
importance
of
adopting
and
following
sound
written
policies
for
approving
new
tiffs
and
Pilots

presentation

yesterday

mamentoff

leading
experts

tifs
in
the
state
said
he
agreed
with
all
of
these
statements
so
that
that
was
sort
of
a
validation.
So
anyway,
the
the
commentary
on
the
back
also
provides
a
snapshot
of
the
city's
five
Tif
districts
and
suggests
that
a
large
new
Tiff
request
may
be
coming
around
the
bend.
It
lists
the
20
major
pilot
agreements
currently
in
effect
