Description
Chattanooga City Council Meeting (Part 2) - 06/20/23
A
Contract,
how
could
he
even
be
a
part
of
my
legal
situation
when
he's
trying
to
defend
his
wife
and
his
son
against
me?
It's
a
conflict
of
interest.
Name
changes
I've,
never
set
foot
in
this
Community
Foundation.
Since
it's
been
taken
over
by
this
so-called
city
mayor,
they
put
a
hit
out
on
me
in
my
Camp
I
got
a
broken
finger
and
two
dislocated
shoulders,
but
you've
got
a
departure
of
some
residents
that
you
had
here
as
a
result
and
we're
going
to
continue
this.
A
This
young
lady
here
her
name's,
not
Christina,
Mueller
I
asked
the
council
representative
I'm
not
in
her
District,
to
look
up
this
744
building
on
McCauley
Avenue,
the
Doctor's
Building,
where
you
stole
my
book
there,
you
stole
my
book
at
UTC.
A
book
was
stolen
here
and
then,
when
I
was
arrested,
it'll
be
a
year
tomorrow.
You
stole
my
book
at
Hamilton,
County
Silverdale,
but
it
wasn't
Silverdale.
It
was
course
Civic.
A
All
these
name
changes,
so
we
can't
find
where
you
are
embezzling.
The
federal
funding,
where's
Emily
O'donnell
I,
understand
that
she
has
did
the
same
thing
that
former
councilman
Andre
McGarry
did
sat
here
on
this
panel
allocated
the
fundings
and
then
sent
them
over
to
the
Adam
the
housing
authority
and
then
ran
over
there
to
receive
it,
and
you
can't
do
this.
You
cannot
do
it.
A
I've
been
out
here
on
these
streets
for
33
years,
211
billion
34
million
for
your
fraud
on
the
entire
11th
Judicial,
District
Court,
and,
let
me
say
to
you
real
quick
on
the
8th
of
May
here-
are
all
of
the
dismissed
cases
that
you
all
charge
me
with
Mr
attorney.
They
told
me
to
go
over
to
room
109
to
have
them
expunged,
but
I
couldn't
because
the
clouds
of
them
the
former
city
councilman,
intercepted
me
and
wanted
to
charge
me
again
with
a
dismissed
charge
here.
A
It
is
if
we
get
somebody
that
will
take
these
when
I
come
down
to
it's
submit
them
to
you,
you'll
be
on
track.
I'm
gonna
flunk
you
five
times.
I'm
gonna,
give
you
a
red
you
in
conduct
and
you're,
going
to
give
me
211
billion,
34
million
for
your
fraud
on
the
entire
11
Judicial
District
Court
in
the
state
of
Tennessee
and
I.
Thank
you.
Thank
you
I.
Thank
you
very
much.
B
C
Hello,
I'm
Rachel
Campbell
I'm
in
councilman,
Smith's
District,
Murray
Hills.
My
name
is
Rachel
Campbell
I
am
a
resident
of
Chattanooga
I've,
been
here
for
27
years
and
I'm
exceptionally
proud
to
be
a
resident
of
Chattanooga.
Today,
it's
not
often
that
as
a
citizen
of
Chattanooga
Tennessee
I
have
the
opportunity
to
do
something
to
support
the
citizens
of
another
country,
a
country
that's
fighting
for
its
autonomy,
its
democracy,
its
very
existence
and
so
I'm
very
excited
to
be
able
to
do
that
now.
C
Mayor
Kelly
has
established
a
new
working
group
to
Rally
resident
support
for
I'm,
going
to
butcher
this
name,
but
just
bear
with
me
trust.
Dnets
Ukraine
did
I
get
it
right,
I
hope.
So
this
city,
that
survived,
has
survived
31
days
of
Russian
occupation
in
war.
The
effects
of
that
destruction
are
long-lasting
and
devastating.
This
partnership
will
help
support
those
rebuilding
efforts.
C
His
partnership
and
I
hope
every
member
of
this
Council
will
as
well
as
my
fellow
citizens.
Additionally,
no
city
tax
dollars
are
being
spent
in
support
of
this
partnership
and
I
hope.
The
residents
of
this
city
I
hope
the
residents
of
this
Ukrainian
City
can
look
towards
Chattanooga
and
its
people
and
feel
the
support,
devotion
and
love
that
we
send
them.
I.
Think
this
Administration
for
giving
me
the
opportunity
to
support
the
citizens
of
this
city
and
I,
commend
mayor
Kelly
for
his
compassion
commitment
and
continued
vision
for
a
one
Chattanooga.
Thank
you.
E
Hello,
my
name
is
Johnny
Martin,
and
some
of
you
know
me
some
of
you
don't
I,
come
here
to
thank
the
city
council
for
a
lot
in
the
funds.
You
know
the
Fat
Cat
program.
What
our
cab
program
is
it's
a
youth
development
program
that
deals
with
youth
from
age
of
12
to
17..
We
deal
with
all
kids
to
suffer
from
PTSD
as
well
as
adverse
childhood
experiences.
This
program
is
set
aside.
We
use
scientific
based
evidence.
We
use
cognitive,
behavior
therapy,
cognitive,
behavior
yoga.
E
We
have
a
tutoring
program
because
we
know
that
our
kids
that
are
at
or
that
are
below
grade
level
are
three
times
more
likely
for
recidivism
as
well
as
criminal
offenses,
and
we
also
have
a
massage
therapist.
Who
is
a
chiropractor
that
does
soft
tissue
release?
We
know
we
hold
a
lot
of
stress
in
our
soft
tissues.
E
I
come
to
invite
you
whenever
you
guys
want
to
stop
I,
don't
I
didn't
tell
you.
I
live
in
councilman
ledford's
District,
but
my
business
is
in
councilwoman
Carol
Carroll's
district
and
that's
what
we're
going
to
run
CAD
into
your
District
and
off
of
Van
Street.
E
G
G
My
family,
married
into
a
Ukrainian
family
who
is
was
located
in
the
dadesque
region
in
trotsnats
and
I,
can
tell
you
the
tireless
effort
that
my
entire
family
went
through
communicating
with
and
attempting
to
get
everybody
out
prior
to
anything,
egregious
happening
to
them.
I
can
tell
you,
through
the
photos
and
the
emails
and
messages
I
received,
how
devastating
it
was
for
them
to
have
to
flee
and
then
return
to
homes
that
were
completely
and
utterly
destroyed.
G
Three
generations
we
were
successfully
able
to
get
out
of
the
Ukraine
and
the
Ukrainian
people
need
our
help,
and
I
would
remind
you
that
they
are
not
that
far
off
than
we
were
in
this
nation,
both
during
the
Revolutionary
War,
when
we
relied
upon
the
aid
of
foreign
Nations
for
supplies,
Munitions
Etc
and
the
War
of
1812,
when
the
UK
again
tried
to
take
control
of
the
United
States
of
America.
They
are
following
in
our
footsteps,
and
we
owe
it
to
them
and
their
resolve
to
Aid
them
in
whatever
means
necessary
through
any
means
necessary.
G
D
My
name's
Kevin
O'keefe
and
I
grew
up
in
Chattanooga
and
moved
to
New
York
City
in
87
to
go
to
college
and
law.
School
and
I'm
here
to
just
I,
moved
back
in
the
fall.
I
live
on
Lookout
Mountain
on
Cinderella,
Road
and
I'm
here
to
just
say:
support
for
the
partnership,
relations
with
trosis,
Naya,
Ukraine
and
I.
Just
I
was
a
prosecutor
in
New,
York,
City
and
I
dealt
with
the
Ukrainian
community
in
Brooklyn,
with
a
very
large
community
and
I
found
them
to
be
really
good.
D
People
and
I.
Just
think
back.
You
know
going
to
Saint
Stevens
and
Notre
Dame
High
School
growing
up
with
there
was
sister
cities
with
Chattanooga,
and
just
it
was
an
educational.
You
know,
learning
about
the
cities
was
educational
and
when
I
went
to
Pace
University
in
New
York
that
the
model
un
team
that
I
was
on-
and
it's
just
you
know
it's
it's
a
way
that
you
can
with
no
tax
dollars.
You
can
help
educate
the
children.
D
You
know
if
teachers
use
the
partnership,
you
know
with
their
students
it's
a
way
of
educating
them
to
other
people,
and
it
makes
us
better
human
beings
if
we
understand
people
in
foreign
lands,
but
that's
it
I'm.
Just
here
to
vote,
you
know,
voice
support
for
it
and
I'd
like
to
get
involved
with
it
too.
You
know
I'm
volunteering
with
the
committee.
The
only
other
thing
I
just
want
to
say
what
an
honor
this
is.
I
was
very
good
friends
and
mentored
by
Jack
Benson
growing
up
and
I
miss
him
so
much.
D
You
know,
his
sons
are
my
best
friends
and
he
was
a
mentor.
I
depended
on
a
lot
when
I
was
making
the
decision
out
of
law
school
where
to
go
and
go
to
the
DA's
office,
and
it
just
means
a
lot.
You
know,
I
just
was
thinking
saying
prayers
in
here
earlier.
He
was
just
such
a
good
man
and
a
good
man
to
me
and
my
whole
family.
My
parents
loved
him.
Thank
you
very
much.
Thank
you.
D
H
I
am
not
a
resident
of
Chattanooga,
but
I.
If
you
throw
a
stone,
I
can
throw
it
into
Chattanooga.
Okay,
I
had
the
privilege
of
working
as
a
radio
reporter
in
Chattanooga
during
the
administration
of
Pat
Rose
I
knew
John
Franklin
we're
friends
with
all
of
them
as
a
reporter,
but
then,
when
I
left,
Chattanooga
I
began
a
Ministry
for
the
last
33
years
in
the
Ukraine.
My
wife
and
I
who's
here,
she's
from
Ukraine
have
traveled
back
and
forth
to
the
Ukraine.
H
For
the
last
33
years,
including
the
last
in
in
March
the
entire
month
of
March,
we
traveled
to
Ukraine,
we
brought
humanitarian
Aid,
we
went
to
the
front
lines.
We
went
to
some
cities
just
like
the
city
that
the
mayor
is
proposing
that
the
City
established
a
partnership
with
I've
seen
the
devastation.
That's
there.
Basically,
the
shelling
blew
off
the
roofs
blew
off
the
windows,
and
we've
had,
for
the
last
several
months,
been
sending
money
to
Ukraine
trying
to
help
them
rebuild
the
houses
for
two
thousand
dollars.
H
H
But
here's
an
opportunity
to
do
that.
I
think
perhaps
maybe
to
take
into
consideration
that
Chattanooga
also
has
a
sister
city
in
Russia,
and
maybe
that
would
be
time
to
reconsider
that
option
as
well,
but
Ukraine
they
are
a
great
need.
The
people
have
done
nothing
their
only
crime.
The
Ukrainian
people
have
committed.
Is
it
the
Ukrainian,
wonderful
people,
loving
people,
they
appreciate
America,
and
they
want
our
help.
I
heard
over
and
over
to
say
to
me:
please
help
us,
please
help
us
so
I'm
volunteering
I
want
to
be
a
part
of
it.
H
I
have
connections
I'm
going
back
to
Ukraine
in
just
another
month
or
so,
and
have
a
lot
of
connections
where
we
could
help
raise
funds.
No
taxpayer
funds
would
raise
funds
from
individuals
to
provide
ways
to
rebuild
this
particular
City
and
maybe
some
other
cities
as
well.
So
thank
you
very
much
for
your
consideration.
Thank
you.
I
Hi
I'm
Maurice
McClure
current
home
base,
1814
South
Beach
in
District
8.
I'm,
very
pleased
to
hear
that
we're
reactivating
the
Animal
Control
Board
10
days
ago
on
Sunday
I
from
Sunday
I
was
attacked.
I
was
leaving
1814
going
to
1800
Main
Street
and
two
pit
bulls
run
across
the
street
and
it
cost
me
on
the
other
side
of
the
street.
I
I'm.
Sorry
y'all,
the
mechanic
guy
got
there.
The
dogs
wouldn't
let
him
out
of
his
car
out
of
his
truck.
While
he
was
crawling
Ford
9-1-1
Hispanic
gentleman
was
attacked
by
the
same
dogs
and
rolled
around
the
ditch.
They
finally
got
him
out
of
the
ditch
the
dogs
off
of
him
and
he
ran
I,
don't
know
where
he
is
so.
If
anybody
has
any
information
regarding
the
other
guy
that
was
attacked.
Sorry.
I
One
of
the
guys
excuse
me:
I
was
telling
my
friend
at
the
library
on
the
third
floor
about
the
next
day
and
she
in
La
comes
up
and
says:
were
you
attacked
by
two
dogs
yesterday
and
I
said
yes
ma'am,
she
said
her
husband
was
the
first
guy.
There
he's
the
one
who
called
9-1-1
she
said
he's
very
traumatized.
I
So
if
anybody
who
knows
me
knows
I'm
a
little
nervous
in
front
of
people
but
yeah
so
I
put
my
app
in
the
day
submitted
my
app
for
the
animal
control
board
and
I
hope.
I
get
a
wholehearted
support.
I
Thanks
guys,
I
won't
be
I'll,
be
back
again
appreciate
it.
F
B
Hello,
I'm
Judy
Schwartz,
a
resident
of
Chattanooga
for
over
50
years,
member
or
resident
of
Carol,
Bruce's
district
and
I'm
just
here
to
add
my
support
to
the
others
who
I
think
have
spoken
so
beautifully
and
meaningfully
about
the
support
for
the
mayor's
proposed
working
group
to
support
the
city
in
Ukraine.
I'm
grateful
to
the
mayor
for
giving
citizens
of
Chattanooga
the
opportunity
to
participate
in
some
tangible
way
in
terms
of
brainstorming
on
ways
that
citizens
of
our
community
can
lend
their
certainly
their
compassion,
their
skills,
their
Ingenuity,
their
resources.
B
F
J
J
So
let
me
if
I
may
Madam
chair,
several
of
the
support
for
Ukraine
has
come
tonight
and
I
feel
it's
because
it
may
be
on
the
heels
of
questioning
the
actual
contract
that
we
have
before
us.
First
of
all,
there
is
no
mention
of
sister
city
in
this
contract.
I
think
sister
city
programs
are
wonderful.
J
It's
not
in
here
that's
my
question.
So
for
those
of
you
no
I'm,
just
looking
around
the
room,
I
think
they're,
wonderful,
I
support
them
100.
When
we
were
told
about
this,
we
were
not
told
this
was
an
eye
contact
at
sister
cities.
Today.
This
is
not
a
sister
city
program,
so
I
don't
know
what
effort
is
being
here
tonight
in
in
in
result
to
asking
questions
about
the
contract,
but
I
will
be
sharing
those
questions,
because
this
contract
is
does
have
questions
that
I
think
need
to
be
asked
before
rushing
to
a
final
solution.
J
K
You
are
correct,
this
is
not
a
sister
city.
The
city
of
Chattanooga
has
relationships
in
the
forms
of
sister
cities,
friendship,
cities,
strong
cities,
Network,
and
so
we
have
a
variety
of
relationships
with
cities
around
the
world
under
different
diplomatic
Arrangements.
But
you
are
right.
This
is
not
a
sister
city.
