issue
that
I've
seen
going
on

off
of
Alton
Park
Boulevard
in
33rd
Street,

this

property,
that's
owned
by
EPB.
It's
actually
a
substation
and
what
it's
been
created
over
I
would
say.
Almost
two
years
is
I,
don't
know
if
it's
a
retention
pond,
but
if
you
go
out
there
and
look
at
it,
it
appears
to
be
a
cesspool
I've
contacted
EPB
about
it.

contacted
the
city
representative,
that's

that
area,
and
so
now
I'm
bringing
it
to
public
awareness
that
there's
this
cesspool,
that's
being
created,
I've
also
witnessed
woodchips
being
dumped
into
it
by
EPB
employees

think
that's
adequate
to
fill
it

now

it's
a
problem
that
should

addressed
by
our
Public
Works

addressed
and

developers

wage
salary

cheapest
parts
of

of

inserting
people

social

to
have
them
interact

to
put
pressure
on
individual
officers
to
make

discretionary

volatile

people

lucky
enough
to

capital

own

business
feel
inconvenienced
by
these
people.

feel
that

people

aggressive,

current
ordinance.

talk

expanding
the
ordinance

entire
city

expand
criminalization

people

panhandling

approach

people

doesn't
work

smarter

better

have

brightest

because
of
our

has
so
many
resources

put
people

boot
camp
to
spend

thousands
of
dollars
on
automatic
weapon

and
we
can't
fix

housing
crisis.

grants

do

see
how
it

great

was
this

mentioned

had

to

and

shelters
in
Chattanooga

millions

being
allocated

social
services

contempt

court
charge
after
you
can't
pay
the
$50,

additional
court
costs
and
processing
fees,
of

then
a
stay
in
jail
not
to
exceed

days.

opinion
that
Chattanooga
has
more
beds
to
fill
at
an
already
overfilled
for-profit
facility,
as
well
as
rifling
through
the
bear
pockets
of
the
most
underprivileged
of
our
fair
city,
Chattanooga

better
than
this
and
I
believe
that
the
council
could
come
up
with
better
solutions
for
the
supposed
nuisance
of
panhandling
than
this
proposed
ordinance
recidivism
is
at
an
all-time
high.

last
thing
we
want
is
for
the
most
underprivileged
people
in
Chattanooga
to
end
up
inside
of
Silverdale.

and

get
some
clarification
as
to
what
the
intent
behind
this
is.
It
was
very
clear
that
it
was
really
to
be
leveled
against
aggressive
panhandling
and
not
against
homeless
people
or
poor
people
or
less
than
aggressive
panhandling.
But,
as
Joel
pointed
out
earlier,
our
existing
city
ordinance
that
covers
the
tourist
area
downtown,
does
not
specify
the
difference.

What
are
we
going
to
do?
Who
is
giving
the
police
the
power
to
make
that
determination?
Is
it
just
because
a
business
owner
is
inconvenienced
that
their
customers,
don't
like
it?
I've
been
a
business
woman
of
a
brick
and
mortar
store
in
this
town
and
I
had
affluent
customers
that
attracted
panhandlers,
and
sometimes
they
got
aggressive,
I
completely
understood
it?
You
just
go
out,
and
you
tell
them
don't
do
that.
Don't
behave
that
way
to
do
anything
else
is
to
turn
it
into
a
class
war,
we're
taking
our
most
vulnerable
citizens.

As
the
medical
professional
spoke
last
week,
many
of
these
people
have
been
alienated
through
trauma
in
their
youth.
They
may
have
disabilities
seen
or
unseen
we're
passing
judgment
on
these
people
based
on
the
way
they
behave
if
they're
assaulting
someone
arrest
for
assault,
but
not
because
they
panhandled
and
assaulted.
Do
you
see
the
difference?
There's
already
laws
in
place
that
cover
the
way
these
people
behave?

We
don't
need
any
new
ones
and
yes
I'm
from
Atlanta,
where
we've
had
gentrification
way
before
we
did
here,
we
had
aggressive
panhandlers
at
one
point:
I
might
do
I
need
a
gun,
because
these
people
are
getting
really
aggressive.
No,
they
I
made
friends
with
them.
Instead,
okay
I
understand
that
it
is
inconvenient
and
uncomfortable
when
somebody
comes
up
and
very
aggressively
is
asking
you
for
money,
don't
engage
with
them
and
if
you
do
engage
with
them,
tell
them
to
back
off.

That
is
really
for
the
most
part,
all
it
takes,
there's
going
to
be
some
exceptions,
there's
probably
20
to
30
here
in
town
that
are
truly
aggressive,
but
again
deal
with
the
behavior.
If
they're
assaulting
someone
verbally
abusing
someone,
don't
tie
it
into
the
panhandling,
don't
tie
it
into
a
class
war.
We
don't
need
to
be
filling
jails.

don't
need
to
be
overcrowding
all
of
the
mental
health
resources
we
may
already
have
and
we
need
to
instead,
rather
than
using
a
punitive
system
to
try
and
help
people,
we
actually
need
to
create
programs
that
actually
do
help
people.
We
need
to
be
connecting
these
people
back
into
our
community.

The
root
of
addiction
is
a
lack
of
connection,
forcing
them
into
mental
health,
putting
them
in
shelters.
They
don't
want
to
be
in
not
dealing
with
their
addiction,
isn't
going
to
help
our
city.
We
need
to
be
creating
programs
to
reconnect
them
and
bring
them
into
the
community
deal
with
the
root
of
the
problem.
This
should
not
be
about
panhandling.
There
is
nothing
wrong
with
anyone
asking
for
money
and
there's
nothing
wrong
with
me,
giving
it
to
them.

owners
and
the
communities
well

far
too
long
that
we're
often
told

keep

and

we
get

hear
what

say,

if
we
agree
with
you
or
not,
we
still
want
to
hear
what
you
have
to
say.

lot
of
times.

have
been
said.

is

people
have
said
they

him
because
of
the
lack
of
being
able
to
get
their
medicine
right
and
we've
also
heard
people
say
that
we
want
to
know
what
resources
are
available
to
help
us.
