Description
Chattanooga City Council Meeting — 12-01-20
A
A
B
Thank
you,
mr
chair.
We
have
a
little
different
format
for
our
flag,
so
I
will
step
out
of
the
screen
and
if
you
will
render
the
proper
salute
and
follow
up,
I
pledge
allegiance.
B
Very
good,
thank
you
chairman.
Over
the
past
thanksgiving
many
people
were
able
to
gather
safely,
while
many
others
were
not
as
we
move
forward
through
this
holiday
season.
Let
us
treat
each
other
with
grace
and
kindness,
knowing
not
what
others
may
be
facing
on
any
given
day.
Thank
you
chairman.
I
move
the
agenda.
Thank
you.
A
C
Thank
you.
Mr
chair
council
has
again
decided
to
give
two
minutes
to
everyone
who
wishes
to
speak
with
no
limit
to
the
number
of
people
who
wish
to
speak,
the
only
limitation
being.
You
should
have
registered
to
speak
so
now
anyone
who's
registered
to
speak
ahead
of
time.
If
you
would
raise
your
hand,
I'll
call
on
you
and
we'd
love
to
hear
from
you.
C
D
How
are
you
I'm
doing
well
councilman
burris?
In
regards
to
the
the
amendment
to
the
budget.
I
just
had
a
few
concerns
and
questions.
I
understand
that
this
is
like
this.
This
is
money
that
was
unanticipated
coming
back
into
the
city
budget
and
it's
being
allocated
into
a
few
places
to
help
out-
and
I
understand
in
the
wording
of
the
aura
of
the
the
ordinance
that
it's
to
help
assist
with
some
sectors
that
have
been
impacted
by
covet
19.
This
happened
to
shut
down.
D
My
concern
is
particularly
in
the
art
sector,
where
you
know
I
work
for
parkland
lakes
theater,
which
is
in
councilman
coonrod's
district,
and
I
just
wonder
about
putting
that
money
into
places
with
that
may
have
already
received
a
significant
amount
of
support
and
funding
from
release
sources
from
grants
from
donors.
D
While
we
have
other
organizations
and
smaller
businesses
in
the
arts
community
who
are
struggling
or
shutting
down
right
now-
and
I
was
just
wondering
if
there's
there
could
be
a
process
where
they
could
appeal
for
it-
apply
for
access
to
some
of
these
funds
to
to
broaden
the
scope
of
the
impact
of
where
these.
This
relief
funds
could
could
go
out
into
the
community.
C
Well,
thank
you
for
that.
Actually,
we
discussed
that
earlier
today,
looking
at
different
parameters,
we
were
in
the
discussion
stage
today,
so
that's
thank
you
for
bringing
that
up
and
that's
great
input
for
our
deliberations.
Was
there
anything
else.
D
That's
just
it
and
this
there's
and
some
suggestions,
possibly
if
that
there
have
been
some
assessments
in
the
arts
community,
at
least
as
far
as
non-profits
go,
I'm
not
sure
about
other
parts
of
the
nonprofit
community.
But
there
have
been
questions
that
other
organizations
have
asked.
I
think
arts
bill
has
some
of
that
data.
Tennessee
arts,
commission,
probably
does
also
about
like
where,
where
some
of
these
organizations
stand
so
like,
as
those
decisions
are
getting
made
about
how
to
allocate
funds
or
even
make
that
process
accessible,.
D
C
E
Hear
you,
oh
okay.
Thank
you.
Sorry,
for
the
sorry
to
be
a
no
face
hi.
I
also
just
wanted
to
chime
in
and
actually
back
up,
marx's
statements,
I
think,
a
way
to
for
nonprofits
and
other
art
organizations
to
apply
for
these
funds,
as
opposed
to
just
I've
seen
you
know,
proposals
for
the
tivoli
theater
and
the
bessie
smith
center.
Instead
of
these
lump
sums
going
to
them,
have
a
better
process
for
groups
and
non-profits
to
apply
for
these
funds.
Instead,
I
think
they'll
be
just
way
better.
E
Utilized
and
we'd
all
have
a
better
idea
of
how
that
money
is
going
to
be
used
if
smaller
nonprofit
and
art
organizations
can
apply
for
it.
I
I'd
I
mean
the
tivoli.
You
know
they're
already
getting
tax
dollars
from
this
from
you
know,
throughout
the
year
from
taxpayers
in
the
city
same
with
bessie
smith
center,
so
I
think
some
sort
of
application
process.
I
want
to
back
up
to.
C
F
Hello,
I
hope
that
you
can
hear
me
now:
hi
shane,
we
can't
okay,
thank
you
for
the
opportunity
for
everyone
hi
good
evening.
My
name
is
shane
morrow
known
to
some
as
the
director
of
raj
chattanooga
and
I'm
calling
in
response
to
just
gaining
clarity
and
my
own
personal
opinion
in
regard
to
the
covet
19
allocation
funds.
F
As
I
reviewed
I'm
sorry,
can
everyone
hear
me?
I'm
sorry.
F
I
guess
in
a
nutshell,
because
the
time
is
limited
first,
let
me
just
commend
all
of
you
for
doing
what
you
do
best
and
that
is
making
sure
that
you
are
being
the
voice
of
your
constituents
and
making
sure
that
you're
making
a
positive
difference
inside
the
community.
My
question:
actually
it's
really
a
statement.
F
I
want
to
share
with
everyone
that
being
today
being
giving
tuesday,
I
made
the
conscious
decision
not
to
move
forward
and
to
not
to
move
forward
and
to
accept
any
funds
for
my
nonprofit
today
in
regard
to
the
program
of
services
that
we
do,
because
I
feel
that
if
this
is
the,
this
is
the
opportunity
right
now
that
we
need
to
do
what
the
best
for
our
community
help
the
immediate
needs
of
our
struggling
community
for
folks
that
are
going
through
the
transitions
of
the
new
infections,
we've
covered
down
to
individuals
who
are
being
deprived
right
now
of
a
simple
meal.
F
These
are
the
immediate
things
that
our
community
needs.
That's
not
a
black
thing.
It's
not
a
white
thing.
It's
not
a
latino
thing,
it's
all
of
us
thing
and
I
think
the
money
that
we
get
allocated
to
make
a
positive
difference
in
the
community
should
be
just
that
and
I
share
this
because
again,
yes,
I
am
a
struggling
non-profit
organization
from
for
folks
that
know,
we've
done
delivery
series
from
the
betsy
down
to
doing
programming
in
miller
park.
F
We
definitely
would
need
a
dollar
or
two
to
be
able
to
increase
the
programming
services
that
we
render,
but
I
also
know
that.
F
H
Okay,
hello,
how
are
y'all
doing
tonight?
I
want
to
thank
you
first,
you
know
I
work
with
united
way.
I've
met
with
a
lot
of
you
around
a
lot
of
different
issues
in
your
districts,
but
I
do
want
to
really
say
that
we
appreciate
the
opportunity
to
present
the
information
today.
We
think
we
really
need
to
get
more
information
out
about
2-1-1
and
interesting
to
follow
the
last
callers
we're
exactly
trying
to
do
that.
I
think
in
our
presentation
today
we're
trying
to
get
more
immediate
needs
more
in
the
community.
H
However,
we
were
not
allowed
to
participate
in
any
of
the
state
cares
act
money
because
we
were
the
grand
administrator,
so
we've
been
able,
we
have
not
been
able
to
actually
help
ourselves
and
I'm
not
saying
that
that's
a
bad
thing,
but
the
reason
we're
appealing
to
this
is
because
we're
going
to
continue
to
work
in
this
community,
no
matter
what
and
we're
going
to
continue
to
work
with
you
all
we
collect
data
we
we're
working
with
the
2-1-1,
we're
working
with
every
community.
H
H
We
haven't
stopped
since
we
left
march
13th
from
our
office
and
also
too
that
we
we're
providing
a
lot
of
call
data
and
information
to
a
lot
of
different
people
all
over
the
community
and
we're
keeping
up
with
the
resource
directory,
as
as
agencies,
change
and
close,
there's
a
lot
of
services
that
are
no
longer
available,
and
so
what
we're
trying
to
do
is
make
sure
we
vet
and
find
the
best
services,
and
many
may
not
know
too,
that
a
one
call
may
have
two
or
three
needs
and
make
two
may
take
two
or
three
different
people
to
contribute,
say:
utility
bill.
H
That's
four
hundred
dollars
and
our
resource
specialists
have
to
go
and
find
a
couple
of
different
people
that
are
willing
to
contribute
to
pay
that
one
bill
and
also
they
try
to
make
sure
that
all
the
needs
are
met.
Not
just
that
one
bill,
but
what
else
are
they
needed
so
we're
just
trying
to
make
sure
that
we
get
the
word
out
and
that
we're
there
to
help
the
community
and
we're
there
to
help?
C
J
J
I
very
much
appreciate
being
a
part
of
the
or
we
very
much
appreciate
being
part
of
this
resolution
for
continued
support.
What
I
want
everybody
to
know
is
that
we
have
spent
a
lot
of
time
with
the
foundation
with
our
three
magnificent
theaters
that
support
a
lot
of
community
efforts
working
through
this
horrific
period.
We're
involved
in
it
is
critical
for
us
to
keep
the
tivoli
open,
so
there's
a
sense
of
urgency
to
your
continued
support
and
we
very
much
appreciate
everything
you're
doing
for
us.
That's
all.
I
have
to
say
thank
you.
K
Oh,
can
you
guys
hear
me
now
we
can
okay,
I'm
terry,
I'm
one
of
the
security
personnel
with
the
tivoli
foundation
and
I
simply
want
to
express
the
need
for
the
money
to
be
allocated
for
sedatively,
because
there's
a
lot
of
people
that
are
employed
and
it's
about
580
people.
K
I
think
that
is
actually
employed
by
the
tivoli
foundation
to
bring
in
entertainment
and
we
need
to
keep
the
tivoli
foundation
afloat
simply
because,
like
I
said,
everybody
needs
a
little
additional
income
during
these
times
and
I
think
it
would
be
very
beneficial
for
the
community
to
continue
to
be
able
to
produce
and
have
the
shows
come
to
chattanooga.
It
would
be
a.
K
Process
that
chattanooga
is,
you
is
used
to
and
that's
pretty
much
all.
I
have
to
say.
C
A
You,
madam
chair,
all
right
at
this
time.
We
will
move
into
our
order
of
business
for
your
city
council.
Could
I
get
a
motion
on
the
minutes?
Please,
okay,
we
have
a
motion
on
the
floor
to
approve
exactly
have
a
proper
second
questions
or
comments
before
we
vote.
If
not
madam
clerk
roll
call,
please
that's.
G
A
L
A
an
ordinance
closing
and
abandoning
two
unnamed
and
unopened
streets
located
within
1026
bcen
drive
is
detailed
on
the
attachment
item
b,
an
ordinance
relocating
blow
street
as
more
particularly
described
here
in
renaming,
saying,
to
be
lucy
lane
and
authorizing
the
mayor
to
make
a
negotiated
cell
of
the
former
bluff
street
right
away
property,
which
appears
to
be
advantageous
to
the
city.
Pursuant
to
section
2
567
of
the
city
called.
A
All
right,
councilwoman
rod,
molds.
A
I
A
M
M
Next,
from
the
chattanooga
department
of
transportation,
we
have
asphalt,
rejuvenation
agent
being
awarded
to
pavement
technologies,
incorporated
for
an
estimated
annual
cost
of
two
hundred
and
two
thousand
five
hundred
dollars,
and
last
we
have
from
the
chattanooga
fire
department,
the
purchase
of
flir
thermal
camera
kit
being
awarded
to
north
america.
Fire
equipment
company
incorporated
for
an
estimated
annual
cost
of
fifty
four
thousand
seven
hundred
and
fifty
dollars,
and
that
concludes
the
new
purchases.
For
this
evening.
A
I
B
N
C
M
Purchase.
Thank
you,
sir.
We
have
one
emergency
purchase
under
the
mayor's
emergency
declaration
related
to
covet
and
it
is
to
be
awarded
to
clinica.
Medicos
is
purchase
order
number
559589
in
the
amount
of
sixty
thousand
dollars
for
supplies
and
staffing
members
for
providing
services
of
testing
in
the
uninsured
populations
of
our
city.
During
the
months
of
december
january
and
february.
A
C
N
Thank
you,
mr
chair.
On
december
8th,
we
will
have
a
economic
and
community
development
committee
meeting
where
we
will
have
a
presentation
from
all
co
properties,
about
a
pilot
request
for
district
7
and
on
december
the
15th.
We
will
have
another
committee
meeting
where
we'll
where
we
will
be
discussing
citywide
natural
disaster
legislation.
B
A
Thank
you,
ma'am
all
right.
Now
we
come
to
the
time
in
our
agenda
that
we
recognize
persons
wishing
to
address
the
council.
So
if
you
have
registered
to
speak
at
this
time,
would
you
begin
raising
your
hand
while
the
city
attorney
reads
the
rules
to
to
address
the
council.
O
The
speaker
cannot
use
vulgar
or
seen
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others
and
address
the
comments
to
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members.
Having
heard
those
instructions,
please
speak
if
you're
registered.
A
A
A
Can
you
can
you
hear
us
now.
