Description
Chattanooga City Council Meeting (Part 1) - 06/20/23
A
A
B
am
I
still
on
yeah,
okay
and
let
us
consider
how
we
may
spur
one
another
on
to
love
and
Good
Deeds
not
giving
up
meeting
together
as
the
habit
of
some
are
doing,
but
encouraging
one
another
and
all
the
more.
As
you
see
the
day
approaching,
would
you
bow
with
me
in
prayer?
Please
God
help
us
all
to
be
encouragers
and
supporters
and
Lord
as
we
conduct
this
medium.
May
it
be
done
with
decency
in
order,
if
we're
asked
these
things
in
your
name,
amen,
amen,.
A
D
Ma'am
I'm
going
to
move
for
approval
at
3
30..
We
made
one
clerical
correction
behind
this.
This
item
and
I
just
wanted
to
remind
people
of
that.
It's
all
of
record
just
a
clerical
number
with
that
I
do
move
approval.
Okay,.
A
C
E
C
A
D
A
Yes,
hey,
yes
same
motion
passes,
there's
no
objection
from
Council.
I
would
like
to
take
item
C
through
I
as
a
group
with
reading
item
e,
the
alternate
version
all
right,
all
right,
Madam
Park.
If
you
can
read
those.
C
Item
C,
an
honest
tournament:
Chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance,
so
it's
reasonable
property
located
at
5619,
Clark
Road
from
R3
residential
Zone,
temporary
Zone,
with
conditions
to
R3
residential
Zone,
permanent
Zone
sub
to
certain
conditions.
Item
D
in
order
to
amen,
Chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance.
So
it's
so
as
to
lift
and
demand
conditions
from
ordinance
number
12703
section.
C
Four
previous
case
number
2013-004
for
an
unaddressed
property
in
the
5200
block
of
Hunter
Road
item
e
alternate
version
in
order
ordinance
to
a
mentioning
city
code,
part
2,
chapter
38,
zoning
ordinance.
So
as
a
rezone
in
the
unaddressed
track,
the
land
located
in
the
6700
block
of
East
Brainerd
from
R1
residential
Zone
to
R4
special
Zone
sub
to
certain
conditions,
item
F
and
ordinance
to
amend,
Chattanooga
City
call
part
two
chapter:
38
zoning
ordinance.
C
So
it's
a
regional
properties
located
at
907,
Arlington
Avenue
and
9
11
9
15,
919,
Taylor
Street
from
R1
residential
Zone
to
R3
residential
Zone
sub
to
certain
conditions,
item
G
and
ordinance
to
amend
Chattanooga
city
code;
part
2,
chapter
38,
zoning
ordinance.
So
it's
a
reasonable
property
located
at
1130
East
14th
Street
from
R3
residential
Zone
to
ugc,
Urban,
General,
commercial,
Zone,
subject
certain
conditions,
item
H
and
ordinance
to
a
Manchester
city
code;
part
2,
chapter
38,
zoning
awareness.
C
So
it's
a
reasonable
property
located
at
1108,
McCauley
Avenue
in
the
unaddressed
track
the
land
located
in
the
1100
block
of
Duncan
Avenue
from
M2
by
industrial
Zone
in
our
three
residential
Zone
to
ugc,
Urban,
Journal,
commercial,
Zone
and
R4
special
Zone,
simple
Circle
conditions
item
I
an
ordinance
to
him
in
Chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance.
So
it's
the
reasonable
property
located
at
2519
Bailey
Avenue
from
R2
residential
Zone
to
ugc,
Urban,
General,
commercial,
Zone,
Zone,
subject
to
certain
conditions.
C
A
Right
Council
move
to
approved
okay,
it's
been
motioned
properly.
Second,
any
comments
or
questions
all
in
favor
all
opposed
motion
passes
and
I.
Do
apologize,
I
forgot
to
acknowledge
our
mayor
mayor
Kelly.
Here
he
has
a
few
things.
He
would
like
to
stay
say
in
regards
to
the
budget.
I
apologize.
You
know,
you
know,
I'm
quick,
I'll,.
F
F
The
budget
you
just
approved
does
precisely
that
last
year
we
we
set
a
course
to
implement
the
one
Chattanooga
plan,
a
set
of
principles
and
strategies
that
we
now
know
work
when
you
look
at
some
of
the
key
metrics
from
the
nearly
50
000
potholes
that
have
been
filled
or
the
275
additional
Early
Learning
seats
in
the
works
of
the
2000
chattanoogans
that
have
been
housed
where
the
countless
Workforce
Development
initiatives
and
apprenticeship
programs
we've
we've
launched.
It
is
clear
that
our
work
is
working
and
that
momentum
is
on
our
side.
F
The
big
rocks
are
now
moving
and
that
would
not
be
happening
without
your
support.
So
thank
you.
Thank
you.
Thank
you.
Staff
thanks.
You
Vicki
our
CFO
thanks.
You
Ryan
our
CEO,
particularly
thanks
you.
F
As
you
well
know,
the
budget
process
is
long
and
the
products
you
have
just
approved
represents
countless
hours
of
work
from
hundreds
of
dedicated
public
servants
from
across
the
city,
most
notably
you
so
to
chairwoman,
dotley,
Vice,
chairman
Hill
budget
and
finance,
chair,
Carol,
Burrs
and
the
whole
city
council.
Thank
you
so
much
for
your
partnership
to
this
process.
Lastly,
I
just
want
to
zoom
out
a
minute
and
consider
the
magnitude
of
just
two
of
the
Strategic
opportunities
that
are
currently
under
consideration
of
this
body.
F
The
one
West
Side
Tiff,
which
which
has
the
potential
to
completely
transform
downtown,
create
thousands
of
jobs
and
help
address
the
affordable
housing
crisis
and,
of
course,
the
parks
and
Outdoors
plan
that
you
saw
today
that
that
Scott
Martin
presented,
which
would
cement
our
key
competitive
advantage
in
place
and
give
new
meaning
and
weight
to
our
old
moniker
of
the
scenic
city.
These
are
generational
opportunities
and
clear
indications
that
momentum
is
on
our
side,
but
they
will
only
help.
They
will
only
happen
rather
without
your
help
and
your
approval.
F
A
A
A
A
Councilwoman
Burrs
and
followed
by
a
councilwoman
councilwoman
Kumar
you
had
you
hit
your
life.
Did
you
want
to
hit
it
again?
Okay,
we'll
do
a
council
member,
followed
by
accounts,
move
approval.
All
right
said
we
got
a
motion
in
a
proper
second
any
comments
or
questions
all
right,
councilman,
Henderson,
chief.
B
Yes,
sir,
just
one
more
time
before
we
vote
I
want
it
on
the
record
that
this
impact
study
would
include
impact
on
our
budget.
You.

issue
an
RFP
to
obtain
a
3-1-1
3-1-1
customer
relationship
management
software.
There
are
in-depth
considerations
for
costs
and
other
aspects
associated
with
the
service
and
the
competitive,
sealed
proposal
method
permits
us
to
compare
different
solutions
to
determine
which
is
the
most
advantageous
to
the
city
of
Chattanooga.
C
A
A
G
At
the
end
of
every
Council
business
meeting,
the
chair
will
recognized
members
of
the
public
who
wish
to
address
the
council.
Here's
your
rules,
each
speaker
wishing
to
address
the
council
can
only
be
recognized
at
the
microphone
up
front.
Provided
for
that
purpose.
You
can't
have
more
than
three
minutes
to
speak
and
you
can
address
the
council
only
upon
matters
within
their
legislative
and
quasi-judicial
authority
and
not
on
matters
which
are
not
under
their
Authority
or
regulated
by
other
governmental
bodies
or
agencies.
G
Don't
engage
in
any
vulgar
or
obscene
language
or
use
before
to
personally
attack
or
personally
denigrate
others
and
address
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members
and,
lastly,
do
not
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
under
Tennessee
law,
and
someone
commits
an
offense
like
that.
If
the
person
substantially
obstructs
or
interferes
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
a
lawful
meeting
or
gathering.
Having
stated
that
come
on
up
front
and
be
heard,
please
right.
A
A
I
Yeah,
well,
it
should
work
hello,
hello,
thank
y'all
for
having
us.
Today
we
were
talking
about
the
the
West
Side
remodeling
I
can't
really
pronounce
what
I
wanted
to
say
really
good,
and
we
were
understanding
that
we
need
this
progress
to
go
through
if
we
have
to
relocate
or
do
whatever
we
need
to
do
to
get
the
ball
rolling
on
this.
It
will
help
all
of
the
the
peanuts
in
the
building
to
you,
know
Thrive,
and
it
needs
to
be
done.
I
It
should
be
done
a
long
time
ago
really
but
we'd
like
for
our
her
voice
to
be
heard
about
this
matter,
and
just
this
please
just
help
us
get
the
West
Side
involved
and
get
changed.
I
That's
what
we
need!
There's
anything
you
want
to
editor.
J
A
E
I'm
I'm
Jackie
Casey,
a
40-year
resident
of
Chattanooga
I,
wanted
to
say
a
few
words
and
supported
the
proposed
Chattanooga
project
to
support
the
Ukrainian
City
I've
Had
The
Good
Fortune,
to
visit
the
Ukraine
and
I
found
the
people
to
be
very
hospitable.
E
I
can't
even
imagine
what
they're
going
through
right
now,
the
fear
the
losses
the
deprivation
I
feel
like
we
have
a
golden
opportunity
now
to
support
them
and
demonstrate
the
humanitarian
values
that
we
chattanoogan's
hold
dear
to
the
world,
so
I'm,
hoping
that
you
all
will
feel
positive
and
support
this
project.
That
really
feel
like
it's
a
place
for
Chattanooga
to
shine.
