pilot

2008.

was

the
city
council

in
2007,
and
so
it
the
pilot
ran
from
years
2008
to
2020..

the
original
pilot
was
for
the
construction
of
an
office
building
out
near
Hamilton
Place
mall
that
office
building
was
the
requirements
were
for
a
10
million
dollar
capital
investment
by
the
Jernigan
Road
subsidiary,
as
well

a
one
million
dollar
investment
into
personal
property
from
emj
Corporation,
as
as
a
potential
tenant
within
that
office
building
and
so
Mr
attorney.

kind
of
lay
out

us
what
the
administration
has
in
mind
in
terms
of
what
we
can
do
to
be
supportive.

remember-
and
we've
been
talking
about
this,
this
has
been
an
item
for
discussion
for,
for
a
period
of
time,
mayor
Kelly,
very
much
promised
back
during
his
campaign
for
mayor
that
the
city
would
go
about
and
create
a
system
of
policies
to
govern
the
pilot
process.
We
have
never
had
a
pilot
policy
that
I
am
aware
of
neither
does
the
county
and
typically,
when
Pilots
are
coming
before
you,
as
as
a
body
that
has
responsibility
for
doing
and
advancing
Economic
Development
work
in
our
city.

asked
that
we
and
that
this
body
be
willing
to
sort
of
keep
the
public
hearing
phase
of
this
process
open
both
today,
which
is
in
this,
of
course,
is
July,
but
then
also
potentially
next
month,
just
to
make
sure

they

chance

their
voices
heard
at
all

all

every
opportunity,

we
will
continue

work

them

collaborate

make

we

a
pilot
process

fair,
transparent

Economic
Development
goals

Commerce
can

this

little
bit

took
we've
taken
a
close
look
at
policies
across
the
state,
and
so,
if
you
look
at
you
know,
Memphis
Memphis
uses
the
organization
called
Memphis
Edge
to
advance
a
lot
of
their
pilot
work
over
over
on
in
their
area.
Memphis
Edge
actually
does
Pilots
for
both
jobs,
pilots
and
housing.

Pilots,
you
all,
don't
typically
do
housing
Pilots,
although
you
have
the
power
to
do
so
under
state
law,
but
because
we
have
a
health,
education
and
housing
facilities
board,
which
is
separate
from
the
idb.
We
typically
take
our
Pilots
through
the
HEB
so
that
you
all
don't
ever
have
to
see
those
it,
but
and
then
we
also
looked
at
look
pretty
closely
at
Knoxville's
policy
as
well.

my
name
is
Helen
burnshaw,
representing
accountability
for
taxpayer
money.
My
comments
are
General
today,
with
the
hope
that
this
hearing
will
be
continued
to
August
or
September,
and
thank
you
for
Jermaine
making
that
recommendation
your
willingness
to
continue
with
the
discussion
for
a
deeper
dive
that
does
allow
for
more
discussion
between
the
city,
County,
Chamber,
Caleb
and
ATM.
After
our
good
conversation
on
June,
the
30th,
this
public
hearing
on
pilot
policies
is
a
big
deal.
The
city
has
been
in
the
pilot
business
since
1985..
I
This
is
the
first
time
written
policies
have
been
considered
to
guide
decision
making
little
past
history,
ATM
estimates
over
100
Pilot
agreements
have
been
approved
over
the
past
35
years,
likely
resulting
in
more
than
300
million
in
uncollected
taxes.
Last
year
alone,
more
than
25
million
in
City
County
tax
revenue
was
abated
here
due
to
Pilots
an
amount
larger
than
in
Davidson
County
or
Knox.
County
Volkswagen
is,
of
course,
the
largest.
A
pilot
for
Volkswagen
was
warranted.
I
Landing
them
was
a
game,
changer
a
catalyst
and
met
the
butt
for
test,
because
we
risked
losing
them
to
another
city.
But
if
we
had
had
pilot
policies
similar
to
what
may
soon
be
adopted,
it
likely
would
have
been
a
tighter
agreement.
For
example,
30
years
is
an
unusually
long
time
and
we
waived
100
percent
of
their
general
fund
taxes
each
year
when
I,
founded
at
ATM
about
10
years
ago,
I
learned
that
proposing
reasonable
policies
for
pilots
and
tiffs
was
an
issue
that
resonated
across
the
political
Spectrum.
I
It's
probably
we
can
all
agree,
that's
unusual
in
this
day
and
time
to
have
everybody
kind
of
in
agreement
that
maybe
something
is
a
is
a
good
idea
to
consider.
I
would
like
to
Echo
what
Jermaine
said
about
mayor
Kelly's
role
in
this
in
terms
of
his
committee
during
the
campaign
to
look
at
it,
and
his
willingness
to
explore
it
also
County
mayor
Weston
wamp,
is
is
supportive
of
looking
at
Pilot
policies
back
10
years
ago,
past
history.
I
Again
in
2014
I
spoke
at
the
unity
group,
one
of
Chattanooga's
oldest
civil
rights
organizations
and
at
the
Chattanooga
tea
party,
a
more
conservative
group.
In
the
same
week,
one
group
had
more
of
a
focus
on
issues
like
worker
pay,
impacts
on
neighborhoods
and
lost
Revenue
to
the
general
fund
that
could
be
used
on
things
like
affordable
housing
and
Workforce
Development.
The
other
group
seemed
to
question
why
and
how
government
was
picking
winners
and
losers
regarding
which
businesses
got
tax
break.
Another
concern
was
Shifting
the
tax
burden
to
residential
taxpayers
in
small
businesses.
I
I
One
of
the
things
you
will
see,
as
as
you
get
more
into
this
policy
discussion,
I,
don't
believe
that
Jermaine
has
given
you
yet
a
copy
of
the
Matrix
that
the
I
think
the
chamber
is
kind
of
used
a
matrix
in
the
past,
but
maybe
you've
never
seen
it
and
they're
they've
been
working
with
Caleb
to
try
to
make
some
modifications
to
it,
but
anyway
the
Matrix
sort
of
assigns
it
has
a
list
of
factors
like
amount
of
investment.
I
Number
of
jobs,
etc,
etc,
and
it
and
it's
sort
of
assigns
a
numerical
number
to
that
I
think
that
can
be
useful.
On
the
other
hand,
what
ATM
is
proposing
is
that
we
may
be
establish
what
I'm
calling
a
threshold
criteria
that,
at
the
very
beginning,
when
a
company
approaches
the
chamber
and
the
city
and
county
staff
that
the
threshold
that
they'd
be
asked
to
answer
these
questions
is
the
project,
a
game
changer.
I
Is
it
a
catalyst?
Is
it
in
a
strategic
industry
sector?
Does
it
meet
the,
but
four
test
applicants
could
answer
these
questions
in
writing
at
the
time
they
submit
their
applications.
So
with
that

the
different
sources
that

out
there
and
by
no
means
does
this,

everything
that's
out
there
there's
quite
a
lot,
but
just
a
few
of
these
that
I
pulled
some
quotes
from
I
thought
were
useful
and
maybe
helpful
to
you
as
you're
going
about
thinking
about
what
you
would
want
to
see
in
a
policy.
That's
going
to,
you
know
affect
the
economic
development
that
occurs
in
the
city,
so
I
think
just
of
of
the
the
main
ones.

Let
me
just
read
a
couple,
so
one
is
quoted
from
the
government.
Finance
Officers
Association
and
there's
been
a
lot
of
work
done
for
a
while
on
this,
but
this
this
one
says
providing
a
thorough
and
rigorous
analysis
of
each
project
is
critical.
Responsible
use
of
Public
Funding
requires
that
projects
funded,
provide
a
suitable
return
for
their
jurisdiction,
are
consistent
with
the
overall
Community
goals
and
priorities
and
require
that
Investments
are
made
in
a
transparent
manner,
with
full
understanding
of
all
short
and
long-term
costs
and
benefits.

So
that's
a
government
Finance
Officers
Association
back
in
2014
and
the
other
one
I
guess
I'd
I'd
point
to
on
this
is
the
Brookings
institution
did
a
study
and
in
their
executive
summary
they
they
noted
this.
It
says:
Economic
Development
leaders
should
ensure
incentive
policies
align
with
broader
economic,
economic
objectives,
Embrace
public
transparency
in
rigorous
evaluation
and
only
target
firms
that
Advance
broad-based
opportunity,
while
not
a
full
analysis
of
economic
impact.
Our
findings
offer
some
implications
for
economic
development,
incentives
policy
and
practice.

Finally,
clearer
criteria
and
more
effective
targeting
should
Reserve
incentives
only
for
those
firms
that
will
advance
broad-based
opportunity,
either
by
incentivizing
opportunity,
Rich
firms
and
industries
incentivizing
firms
to

workers

opportunity
or
by
addressing
place-based
disparities
in
up
in
opportunity
anyway.
So
there
you
go
lots
of
things
to

think
about,

some

I

markets

the
state

we

deals

we
weren't
considered
for
might
have
gone
to
Greenville
or
Huntsville,
or
some
of
those
other
markets,
but
I'd
just
be
kind
of
curious
to
know
how
we
Benchmark
against
those
as
you're
developing
this
sure.

think
yeah.
The
next
I
think
the
next
item
may
help
a
little
bit
with
that.
But
I
would
just
say
sitting
as
a
reminder.
All
cities
compete
for
jobs
and
talent,
and
so
in
the
Southeast
in
particular,
it
is
a
vicious
competition,
and
so
our
our
folks,
that
are
economic
developers
in
other
communities,
are
constantly
looking
at
new
projects.

Trying
to
attract
those
projects
to
their
communities
and
competition
is,
is
heightened
now
more
than
ever,
and
so
for
us,
you
know,
certainly
on
manufacturing
the
communities
we
compete
with
the
most
Huntsville
Alabama
Greenville
South
Carolina
are
kind
of
the
two.
They
are
particularly
aggressive.
They
they
use
tax
abatement
as
well,
so
just
as
one
example,
but
they
use
a
lot
more.
An
example
of
a
project.
That's
going
to
pass
the
statute
of
limitations
on
my
my
non-disclosure
agreement
for
the
project
is
a
company.
That's
a
competitor
for
kamatsu
called
kobelco.

competition

we

at
other
projects,

project
that
announced
last
year
that
project
got
down
to
us,
Knoxville
and
Louisville
Kentucky.

there's
a
constant
level
of
kind
of
competition
among
cities,
so
but
I
think
we'll
maybe
get
a
little
bit
of
that
in
the
next.

the
things
that
we
wanted
really
for
the
Industrial
Development
board
and
for
you
all
to
really
be
able
to
connect.
The
dots
on
is
understanding
that
as
a
body
that
that
has
responsibility
for
advancing
the
economic
development
interest
and
Workforce
Development
interest
of
the
city.

We
wanted
to
make
sure
that
you
all
could
connect
the
dots
on
the
city's
overall
Economic
Development
strategy
and
to
understand
why
we
bring
certain
projects
before
you
why
we
pursue
certain
opportunities
for
economic
development.
So
then,
when
we
talk
about
Pilots
or
we
talk
about
tips
or
we
talk
about
any
other
sort
of
or
small
business
grants,
you
all
would
have
more
of
a
global
view
as
to
why
we
pursue
these
things
and
why
these
these
initiatives
are
important
to
the
administration.

And
so
what
we
wanted
to
do
was
to
to
bring
in
the
Chamber
of
Commerce,
which
Charles
wood
is
the
CEO.
And
so
for
those
of
you
who
don't
understand
that
both
the
city,
City
and
the
county
provide
an
annual
appropriation
to
the
Chamber
of
Commerce
to
advance
some
of
our
Economic
Development
interests
and
then,
as
part
of
that
process,
the
chamber
is
working
very
closely
with
a
firm
called
Ernst
young
to
create
a
strategy
for
how
we
do
and
pursue
Economic
Development
over
the
next
several
years.

And
so
we
wanted
to
have
a
chance
for
you
all
as
idb
members,
because
of
the
importance
that
you
play
in
the
economic
development
conversation
to
understand
what
that
strategy
was,
and
so
that
you
all
would
have
a
chance
to
see
and
ask
questions
and
learn
about
that
strategy.
So
with
that
I'll
turn
it
over
to
Charles.

hope
is
that
Tony
delisi
is
kind
of
getting
connected,
as
we
speak,
aren't
so
young
because
he's
the
smart
guy
in
the
virtual
room,
if
you
will
so
I'll
just
say
a
couple
things.
So,
first
of
all,
we
worked
with
with
Tony
and
his
team
there's
an
ertz
and
young.

is
the
second
time
we've
worked
with
them,
and
so
we
worked
with
them
on
a
Five-Year
Plan
back
in
2019
under
another
company
that
was
they
had
and
was
acquired
by
ey.
So
this
is
the
second
time
we've
kind
of
worked
with
the
same
team
really
to
help
us
chart
a
broader
strategy
from
an
economic
development
perspective,
and
that
includes
it's
broader
than
just
kind
of
what
you
would
think
of
as
the
traditional
Economic
Development
work.

is
certainly
part
of
it,
and
so,
if
you
think
about
recruiting
a
company
like
iFixit
or
Volkswagen-
yes,
that's
in
there,
but
it
also
stretches
beyond
that
to
include
work
around
Talent
Development,
Workforce
Development,
around
entrepreneurship,
Innovation
and
Technology
as
well.
So
there's
a
number
of
pieces
in
that
and
I
won't
steal
Tony's
Thunder,
as
this
kind
of
gets
fully
fleshed
out
and
and
he
talks
through,
and
this
will
be
pretty
quick.
The
plan
itself
is
lots
of
pages,
and
so
this
will
be
a
very
high
level
overview
for
that.

had
focus
groups
from
across
the
community
that
provided
input
in
this
met
at
the
Bethlehem
Center
or
met
with
our
CEO
Roundtable
I
mean
so
definitely
a
lot
of
kind
of
Engagement
as
we
develop
this
plan,

in
part,
that's
because
this
isn't
about
the
chamber
and
our
members.
Nor
is
it
about
the
city
of
Chattanooga
or
Hamilton
County.
It's.
This
is
about
the
broader
Community
as
a
whole,
and
so
we
tried
to
be
very
intentional
about
how
this
gets
developed.

process
is

really
kind
of
put
a
lot
of
of
thought,
public
engagement
and
then
really
kind
of
lay
out
a
strategy
with
key
metrics
and
and
tactics
that
we
then
execute
on
over
the
next
five
years.

wanted
to
be
very
thorough

putting
the
plan
together.
You
know
lots
of
analysis
of
data,
but
tons
of
conversation
with
people
in
Chattanooga
and
Hamilton
County
in
the
region.
You
get
perspectives
on,
you
know
what
the
biggest
needs
are
and
the
newest
opportunities
and
so
forth.

I'll
skim
through
some
of
this,
but
you
know:
I've
met
many
of
y'all
before
and
through
this
process,
I'm
sure,
but
there's
some
of
our
team.
That's
working
on
this
just
a
reminder.
You
know
we
helped
out
with
the
previous
strategy
about
five
years
ago,
but
since
then
our
team,
we
were
Avalanche
Consulting.

We
were
brought
into
Ernst
and
Young
to
build
out
the
economic
development
practice
here
within
the
firm
that
went
from
a
small
boutique
company
to
a
small
boutique
practice
within
a
much
larger
organization,
but
continue
to
do
lots
of
Economic
Development
strategy
work
with
regions
and
cities
states
all
across
the
country,
and
to
that
point
you
know
with
this
overall
effort.
This
is
for
the
broader
community
and
think
about
that
integrated
approach.

So
in
doing
that,
we're
really
in
this
asked
to
update
the
overall
Chattanooga
climate
strategy
gather
those
diverse
perspectives,
do
a
Refresh
on
the
goals,
those
priorities,
those
tactics
and
for
this
strategy
itself.
Although
we're
taking
an
account
factors
throughout
the
region,
needs
of
different
businesses
and
different
opportunities,
we're
really
focusing
in
terms
of
those
tactics
on
those
activities
that
the
chamber
will
lead,
but
there's
roles
identified
in
all
of
that.

For
many
different
organizations,
including
all
of
you,
this
is
just
one
illustration:
that's
in
there
kind
of
showing
you
know
who
the
different
groups
are,
that
have
different
roles
in
in
leading
things
around
talents
or
around
sites
around
Innovation,
because
really
there's
a
need
for
for
everybody
to
play.
A
big
part
in
this
and
I
won't
spend
so
much
time
in
the
process.
We
wrap
this
up
back
in
March.
It
was
fully
approved,
but,
as
Charles
said,
we
had
a
lot
of
different
input,
direct
interviews,
lots
of
focus
groups.

The
steering
committee
was
incredibly
valuable,
as
well
as
the
perspectives
that
we
got
from
that
survey
and
we
we
did
data
benchmarking,
not
only
wanting
to
understand
how
things
have
been
trending
within
Hamilton
County
and
in
the
broader
region
over
the
last
five
plus
years.
But
how
does
that
compare
to
some
of
your
peer
benchmarks?
These
were
refined
a
little
bit
from
the
last
strategy
through
conversation
with
the
steering
committee
and
others
just
to
highlight.
So
if
you
see
some
charts,
that's
who
we're
looking
at
when
we're
doing
that
benchmarking.

But
you
know
continuing
some
of
the
big
themes
that
really
stood
out
from
both
what
we
heard
and
what
we're
seeing
in
the
data
is
that
you
know
Chattanooga
and
when
I
say
Chattanooga
I'm
saying
it's
kind
of
synonymous,
Hamilton
County
Chattanooga.
In
this
case
it
isn't
the
full
region,
though,
but
Chattanooga
Hamilton
County
is
growing,
but
not
as
rapidly
as
many
of
the
peer
communities
we
looked
at.
M
This
is
population
growth,
as
we
know
before
you
know,
growth
itself
isn't
the
be-all
end-all
for
things,
but
you
know
when
we're
really
looking
at
robust
economic
growth
wanting
to
make
sure
we're
creating
jobs
for
people
that
live
in
the
region
that
are
going
to
help
help
them
Advance
their
own
economic
goals.
M
But
you
know
with
that
growth,
although
maybe
not
as
fast
as
some
of
these
very
rapidly
growing
regions
like
Boise
Idaho,
it's
still
strong
growth
and
there's
lots
of
challenges
that
come
along
with
that
housing
came
up
a
lot
in
our
conversations,
as
you
really
see,
there's
a
sharp
jump
in
prices
in
2021
particular
for
for
housing
traffic
is
another
thing.
M
That's
come
up
as
well,
and
this
was
a
foundational
element
of
the
original
patent
client
strategy,
but
it
continued
to
be
reinforced
in
the
conversations
that
we
had
that
the
importance
of
building
a
more
inclusive
economy
for
everybody.
M
There
have
been
some
gains
in
this
this
space
over
the
last
five
years,
a
narrowing
of
Education
gaps
and
narrowing
of
income
gaps,
but
they
still
persist
really
when
you
look
at
poverty
rates,
in
particular
by
Race,
Across,
Hamilton
County,
there's,
sharp
disparities
between
white
residents
and
the
residents
of
color
and,
as
I'm
sure
you're,
all
very
aware.
Just
from
an
economic
development
standpoint,
education,
access
to
Talent,
they
remain
top
concerns.
This
isn't
unique
to
your
region.
M
This
is
something
that
we
see
everywhere
that
we're
working
but
where
it
really
stands
out
on
both
share
of
population
with
an
Associate
Degree
Chattanooga
Hamilton
County
came
in
the
lowest
among
the
benchmarks
and
the
same
with
the
bachelor's
degree.
There's
been
progress
in
terms
of
seeing
these
numbers
go
up
in
recent
years,
but
when
you're,
looking
at
many
of
these
benchmarks
and
some
of
the
competitor
regions,
there
continues
to
be
lag
there.
M
But
it's
not
just
data
we're
hearing
this
in
so
many
conversations,
it's
so
hard
for
employers
to
find
those
skilled
workers,
not
just
with
the
skills
but
the
number
of
workers
available.
So
you
know
that
growth
number
relates
to
this
as
well
having
enough
people
in
the
pipeline
to
ensure
the
ability
of
businesses
to
grow.

You
know
with
all
those
kind
of
concerns
and
things
that
came
up
there.
There
are
so
many
great
opportunities
that
we
see
here.
This
is
just
a
a
subset
of
the
overall
bubble
chart
where
we
looked
at
all
the
different
Industries
and
Trends
in
the
region,
and
some
of
you
have
probably
seen
these
before,
but
this
is
really
focusing
on
higher
opportunity
areas
here,
and
so
you
know
the
size
of
the
bubble
is
the
number
of
jobs
in
Hamilton
County.
M
The
location
on
the
x-axis
is
how
fast
it's
been
growing
over
the
last
five
years
in
Italy.
This
is
now
a
little
dated
we
could
update
this
2022,
but
and
then
the
the
y-axis,
the
height,
is
how
concentrated
it
is,
and
so
I
mean
tremendous
strengths
in
automotive.
Not
surprisingly,
there
are
freight
services.
M
Consumer
goods
manufacturing
Finance,
is
growing
very
rapidly,
along
with
health
care.
We
see
these
emerging
clusters
and
research,
software
I.T
biomedical
other
areas
that
are
really
fast
growing.
So
it's
kind
of
that
combination
of
this
more
advanced
manufacturing
and
so
Freight
is,
you
know,
really
stand
out
areas
in
the
region,
but
really
great
to
see
that
fast
growth
and
emerging
I
High
wage
sectors
like
research,
software,
I.T,
Professional,
Services
and
others.
So
the
lot's
here
to
support
and
encourage
with
that
Target
industry,
development
efforts,
and
so
with
the
structure
of
the
overall
strategy.

I
think
Charles
I
learned
this
a
bit
but
really
want
to
focus
on
three.
You
know:
I
was
gonna,
say
pillars
where
we've
got
pyramids
here
when
our
climbing
metaphors,
but
focusing
on
economic
growth
and
all
the
things
that
go
along
with
that
with
business
attraction,
retention,
expansion
supporting
with
sites
and
all
those
other
core
elements
to
supporting
that
strong
economic
growth
in
the
right,
targeted
job
areas,
but
education
and
Workforce
Development.
You
know
there's
overlap
here,
because
that
will
be
critical
to
the
ability
to
support
that
strong
economic
growth.

As
well
as
technological
innovations
really
push
into
those
newer
sectors
that
are
merging
when
you
think
about
what
EPB
is
doing
around
Quantum
Computing
and
really
tremendous
opportunities
that
that
presents
in
the
in
in
the
short
term,
but
really
in
the
long
term,
that
Chattanooga
has
some
exciting
things
happening,
a
kind
of
bleeding
edge
of
pathology
and
things
that
are
going
to
be
supportive
of
businesses
of
the
future
and
supporting
all
of
this,
and
they
don't
necessarily
attract
to
each
pillar.

But
as
we
go
through
all
this
really
important
in
all
these
areas.
Thinking
through
how
we
support
economical
mobility
and
opportunity
for
people
how
we're
inclusive
of
regional
Partners
different
organizations,
all
the
different
people
that
live
in
the
region
in
this
process
and
having
still
that
Visionary
collaborative
leadership
working
together
to
see
all
this
work,
because
it's
not
just
the
chamber's
role.
M
For
folks
and
for
each
of
these,
we
we
thought
of
a
game
changer,
something
that
we
we
heard
consistently.
That
would
really
make
a
big
leap
of
difference
in
supporting
the
business
community
and
supporting
the
sovall
strategy,
and
for
this
it
was
investment
at
the
airport,
I
yeah.
We
heard
this
five
years
ago
continuing
today,
but
it's
it
is
a
limiting
factor
in
supporting
so
many
things
from
international
business,
recruitment,
Professional,
Services,
so
many
more,
but
really
making
a
transformative
investment
that
kind
of
being
a
key
difference.
M
But
a
lot
of
the
top
objectives
that
are
supported
by
tactics
throughout
the
plan,
we're
looking
at
continuing
enhance
that
business
recruitment
focus
on
those
Target
Industries
and
there's
some
refinement
of
those
within
there.
Strengthening
business
retention,
expansion
efforts
and
through
that
some
support
for
small
businesses
and
minority
and
women
of
business.
Here's
one
where
the
broader
Regional
groups
I
think
play
a
big
role
in
the
tactics.
Is
that
encourage
Diversified
industrial
site
office
infrastructure
development
to
meet
the
needs
of
businesses?
M
It's
not
all
going
to
be
supported
in
Hamilton
County,
that's
inevitable!
We're
seeing
that
growth
spread
the
how
you
continue
to
collaborate
and
think
through
that
support
and
development
of
the
right
sites,
whether
it's
industrial,
that's
office
and
so
forth.
M
Continuing
to
work
through
those
efforts
to
support
expanded
housing,
transportation
and
others.
This
came
up
very
frequently
and
they
might
not
be
the
chambers
key
area
where
they
can
pull
the
lever
directly,
but
working
through
all
these
and
working
with
all
the
partners
to
to
bring
strong
impact
to
those,
and
especially
with
big
economic
development
projects
come
in
where
they
can
make
changes
or
be
located
in
areas
that
tie
to
some
of
those
goals
and
again
continue
to
focus
at
the
airport.

You
know
here
are
just
some
examples
of
some
of
the
tactics
supporting
McDonald
farm
I,
apologize
that
the
example
tactic
of
kind
of
working
with
the
regional
groups
and
others
isn't
in
here.
But
how
do
we
really
embed
Workforce
Development
in
all
this
and
think
through
those
efforts
for
education
and
Workforce
Development
similar
in
the
Chattanooga,
is
a
welcoming
supportive
community
that
educates
and
retains
the
diverse
and
skilled
Workforce,
keeping
it
simple
and
straightforward.

But
the
potential
game
changer
is
really
focusing
here
in
I.
Think
I
updated
this
to
the
final
one
and
I
apologize
if
I
didn't
Charles
but
really
building
out
these
career,
Pathways
working
with
Chattanooga,
2.0
and
working
with
others
really
gonna
be
an
important
part
of
a
better
articulating.
What
that's
going
to
do
and
how
we're
going
to
connect
individuals
into
these
in-demand
career
Pathways.

We
know
the
transportation
access
along
with
tuition,
and
so
many
things
can
make
it
challenging
for
students
and
adults
to
be
connected
to
those
new
job
opportunities,
but
also
expanding
Talent
attraction
and
retention
and
to
fill
some
of
those
skill
gaps.
It's
it's
a
tough
one,
because
I
know
folks
are
concerned
about
housing
going
up
and
and
all
the
things
that
come
with
Talent
attraction.

However,
there's
pressing
need
for
certain
skilled
engineering
and
other
positions
are
going
to
have
to
come
through
Recruitment,
and
so
how
do
we
continue
to
work
with
that
and
also
working
on
the
remote
worker
program?
There's
an
understanding.
M
There's,
there's
lots
of
reasons
to
be
there,
but
rather
than
seeing
that
as
a
negative,
if
they're
going
to
come,
we're
going
to
embrace
them,
welcome
them,
integrate
them
into
the
local
population
so
that,
hopefully,
they
move
from
just
remote
work
to
actually
starting
businesses,
working
for
local
businesses
and
so
forth,
and,
overall
with
all
this
is
a
champion
effort
that
the
chamber
and
others
should
very
much
lead-
is
supporting
that
Improvement
at
Hamilton
County
schools
in
connection
to
the
business,
Community
I
would
say
the
number
one
concern
we
heard
from
employers
and
others
was
quality
of
Hamilton
County
Schools.

School,
District
and
I
know
we're
tight
on
time
here
like
really
wanted
to
to
not
forget
about
that
that
more
future
oriented
side
of
this-
and
this
is
something
where
Chattanooga
really
stands
out,
with
the
the
tremendous
investment
that
EPB,
that
Hamilton
County
and
the
Chamber
and
the
city
and
others
have
put
into
place,
or
the
incubator
and
many
other
programs.
But
how
do
we
really
continue
to
focus
on
that?
M
So
we're
not
just
investing
in
support
for
jobs
of
the
past,
but
thinking
about
those
jobs
in
the
future
and
those
entrepreneurs
in
the
future,
and
so
some
reinvestment
in
entrepreneurial
assets,
like
the
incubator,
to
bring
them
up
to
speed
with
some
of
the
things
that
we're
seeing
in
other
parts
of
the
country
continuing
to
amplify
that
gig
City
profile
I
know:
yeah
went
from
gigs
a
10
gig
and
now
we've
got
Quantum.

We're
already
seeing
that
with
Partnerships
that
EVP
and
others
are
forming
and
working
with
the
city
in
Oak
Ridge
and
that
sort
of
kind
of
continuing
to
Foster
those
collaborative
relationships
between
some
of
those
Innovative
Legacy
companies,
and
these
are
more
entrepreneurial
firms
that
might
be
able
to
help
them
with
new
services
that
grow
those
smaller
firms
and
benefit
the
existing
ones
and
continued
work
to
bring
in
access
to
Capital,
because
it
can
be
a
limiting
factor
in
in
the
region
and
for
so
many
groups
as
they
continue
to
grow
and
more
broadly
kind
of
a
little
outside
the
Direct
Control.

hung

terms

economic
growth

where
this
board
might

able
to

some
resources
to

our
mission
and
our
objectives
