On the latest episode of Chesterfield Behind the Mic, we talk about the Central Virginia Transportation Authority with chair Frank Thornton of Henrico and vice chair Kevin Carroll of Chesterfield. In this installment, we discuss what the CVTA is, the goal in its formation, how the group goes about doing its work, and how projects are coming along including the Fall Line Trail.

talk

you
about
the
central
virginia
transportation
authority.

the
cvta
is
something
that
is
in
is
gain
and
steam,
something
that's
relatively
new
and
I
think
for
a
lot
of
people
in
central
virginia
and
chesterfield
and
the
different
localities
they're
in
they
probably
don't
know
a
lot
about
it
in
part,
because
it
is
new,
but
also
too
because
it's
a
it's
a
little
bit
of
a
different
way
to
do
transportation.

Funding-
and
I
thought,
having
you
guys
on
here
today,
to
talk
about
the
cvta
to
talk
about
its
origin
and
how
it
does
what
it
does
and
what
your
your
goals
are.
As
you
guys
move
forward,
both
of
you
being
on
the
board,
mr
thornton
being
chair,
mr
carroll,
being
the
co-chair,
excuse
me
vice
chair,
I'm
just
curious
to
get
started.
Where
did
the
cvta
come
from?
How?
How
is
it
that
we
have
a
cvta?
What
does
that
really
mean
for
folks.

Now,
in
planning
district
15,
which
is
essentially
the
greater
richmond
area,
you've
got
chestfield
henrico
hanover
goochland.
Let's
see
if
I
can
do
this
off
the
top
and
head
new
kent,
charles
city
city
of
richmond
and
the
town
of
ashland,
did
I
miss
anybody?
I
think
I
got
them
all.
I'm
actually
very
impressed
with
myself.

Well,
I
will
say
that
you
know
there
are
two
other
transportation
authorities
in
the
commonwealth
of
virginia
northern
virginia
transportation
authority
and
hampton
roads.
The
creation
of
cvta
allows
for
a
general
tax.
That's
been
put
on
the
the
across
the
state.
Essentially,
it's
a
fuels
tax
and
a
sales
tax,
the
money
from
each
jurisdiction
50.
It
comes
back
to
the
jurisdiction
for
transportation.

35
goes
into
regional
pot
that
the
cvta
can
use
for
regional
transportation
projects
and
then
15
goes
into
a
another
section
that
actually
pays
for
or
funds
grtc
transportation,
and
you
know
with
the
creation
of
cvta.
It
gives
the
central
virginia
the
opportunity
to
compete
for
smart
scale
dollars
state
other
state
funding
for
transportation
projects.

And
they
were
getting
about
200
million
dollars
a
year
that
work
that
was
dedicated
and
their
funding
mechanism
a
little
bit
different.
Their
money
goes
directly
to
them.
Nothing
goes
to
localities
there,
so
this
is
a
hybrid
that
was
created
for
central
virginia,
so
that
our
localities
would
have
the
ability
to
fund
transportation
projects
and.

miss
carol.
We
we
need
to
also
let
the
audience
know
too
that,
as
we
kind
of
looked
at
the
two
plans
from
northern
virginia
and
hampton
roads
there,
what
our
job
has
been
is
to
make
sure
we
configure
a
cvta
that
would
match
the
needs
for
district
15.
right,
which
is
very
important.
So
as
each
of
these
things
has
to
be
customized.
So
that's
what.

And
obviously
because,
as
mr
carroll
mentioned,
the
the
opportunity
to
to
really
compete
for
those
dollars
in
a
in
a
very
different
sort
of
way
than
in
the
past,
why
is
what
does
that
really
mean
for
the
folks
who
live
in
these
areas?
What's
the
the
the
benefit
for
them
in
terms
of
that
competition
and
what
it
means
for
playing
district

that
those
sense
you
know
they
continue
to
add
up
the
work
that
you
guys
have
done
thus
far.
Let's
talk
a
little
bit
about
sort
of
where
things
have
have
come
from
so
obviously
from
its
infancy.
It's
a
it's
a

an
idea
that
now
is
starting
to
you
know
get
you
know
traction
you
guys
have
had
meetings,
but
you
know
there
obviously
are
you
know
those
tax?
Those
cents
are
adding
up.
What's
the
the
current
phase
of
the
cbta,
where
do
kind
of
things
stand
right
now.

me
first
suggest
to
the
configuration
okay-
and
this
is
a
to
me-
is
amazing,
and
that
is
you
have
these
nano
calendars?
You
have
some
larger
locales
and
some
smaller
localities,
so
we
also
have
challenges
when
you
have
things
like
this,
and
the
big
challenge
is
to
make
sure
that
we
mesh
and
let
all
the
little
characters
know
that
they
are
part
of
a
family
very
important
right.
That's
one
of
the
main
things
we
have
to
do
as
part
of
our
of
thinking
and
putting
things
in
place.
Would
you
say
that
from
mr.

Important
yeah,
because
without
that
sort
of
support
in
the
general
assembly,
obviously
something
like
this
could
not
have
happened,
and
now
that
it
has
it,
it
certainly
opens
up
a
number
of
opportunities.
As
to
your
point
about
regional
cooperation,
because
even
though
I
would
imagine
someone
who
lives-
let's
say
you
know
upper
part
of
hanover
right.
Why
are
they
concerned
with
necessarily
every
specific
project
that
happened
in
chesterfield
they're?
Probably
not,
but
there
are
some
bigger
projects
which,
if
you
don't
bring,
the
whole
group
together
would
seem
to
be
impossible
for
from
a
funding
aspect.

Yeah
that
that
team
mentality-
certainly
you
know
as
it
as
it
sort
of
spreads
throughout
the
whole
the
whole
region.
I'm
also
curious
too,
because
you
mentioned
a
smaller
locality
and
you're
talking
about
sort
of
that.
That
sort
of
trust
right,
getting
getting
everybody
to
the
table
and
saying
hey,
we're
all
going
to
have
sort
of
the
same
objective,
so
a
small
locality.
I
could
see
thinking
to
themselves.

then
separately
from
this,
we
have
a
finance
committee
where
we
with.
I
will
say
that
mayor
stoney
has
been
the
chair
of
the
finance
committee
for
the
last
two
years.
I
think
he's
done
a
great
job
there
for
us
and
canova
peterson
from
from
hanover,
as
said
as
the
vice
chair
of
the
finance
committee
and
right,
carlos
brown
from
commonwealth
transportation
boards
on
finance
right
we're
on
finance
all
five
of
us
and
so
again
all
work
together
collectively
to.

then
that
will
give
way
for
economic
growth
for
service
of
the
people
who
want
to
come
here
and
utilize,
this
from
other
parts
of

country,

stay

hotels
they
eat

restaurants.

here
right
and
they
may
go.
This
is
great.
I
want
to
move
here
right,
yeah.

people
who
appreciate
historical
trivia
too,
when
we
talk
about
celebrating
the
richmond
region,
actually
transportation
started
here
right.
You
know
first
transportation.
You
know
from
ashland
to
richmond
line.
So
you
know
when
you
really
think
about
it.
We've
always
been
a
little
bit
avant-garde.

mentioned
earlier,
the
idea
of
kind
of
everybody
comes
to
the
table
and
brings
their
projects,
and
I
liked
the
idea
that
it's
not
just
cooperating
as
in
we're
all
in
this
together,
but
that
you
have
those
conversations

I'm
curious.
What
was
it
about
fall
line?
Was
it
really
did
because
of
the
length
and
because
of
the
sort
of
central
aspect
of
it?
Is
that
one
of
the
reasons
why
it
became
such
a
sort
of
focal
point

look
at
