I
want
to
present
this
practice
is
actually
a
great
organization
that
we
have
in
the
city
of
Pittsburgh,
especially
in
my
district,
the
Jada
house,
who
does
a
lot
of
great
work
in
the
Hazelwood
community,
and
they
have
a
big
celebration
coming
up
this
Saturday
and
where,
as
Jada
house
is
a

And

Jada

provides
teens,
juniors
and
adults
with
a
safe
place
to
educate
each
other
in
believing
success,
is
a
possibility
and
that
each
person
has
a
rightful
place
in
our
community
and
whereas

But

a

which,
by
the

was

this

and
a

Thank
you.
Thank
you.
Thank
you.
Thank
you,
councilman
Cory,
thank
you
for
all
the
council
sitting
here.
I
just
want
to
thank
everybody,
or
just
thank
this
opportunity
to
be
here
today.
This
vision,
I,
didn't
think
it
was
going
to
explode
like
it
did,
but
it
did
and
I'm
a
lady
of
not
many
words.
So
thank
you.

I
B
In
all,
in
favor
abstentions,
motion
passes.
Thank
you
very
much
that
moves
us
into
public
comment.
Anyone
wishing
to
speak
before
City
Council,
of
course,
about
three
minutes
in
which
to
do
so.
I
would
like
to
remind
everyone
here
to
speak,
that
our
rules
are
clear
in
stating
that
comment
is
limited
to
matters
of
concern,
official
action
or
deliberation
which
are
at
this
time
or
could
at
another
time
come
before
this
council.
We
do
not
permit
profanity.
We
will
maintain
order
at
all
times.
I.
B
Ask
that
you
would
please
begin
your
comment
by
providing
your
name
in
the
neighborhood
in
which
you
reside
for
our
public
record.
The
green
light
will
indicate
the
start
of
your
three
minutes
when
the
yellow
light
comes
on.
You'll
have
one
minute
to
summarize
your
thoughts,
the
red
light
comes
on.
Your
time
will
have
expired.
Maybe
we
have
our
first
speaker,
please.
J
Good
morning,
good
morning
my
name
is
Tom.
Kelley
I've
been
a
resident
of
the
city
for
28
years
in
the
carrick
in
Brookline
neighborhoods
a
year
ago,
I
moved
out
of
the
city
into
beaver
county,
but
I
still
own
12
rental
properties
in
the
city
of
Pittsburgh
I'm.
Here
to
speak
in
light
of
the
negative
incidence
of
the
alligators
that
were
found
in
the
city
over
the
last
month.
I
am
a
reptile
keeper,
I
own,
the
Steel
City
reptile
expo,
which
is
a
reptile
show
that
takes
place
in
Canonsburg
six
times
a
year.
J
We
have
attendance
of
over
10,000
people
throughout
the
year
at
the
Steel
City
reptile
expo
last
week,
I
spoke
to
mr.
Coghill
and
he
invited
me
to
come
and
introduce
myself
to
you
today.
Most
of
what
I
do
is
true:
educational
programs,
with
the
reptiles,
I
go
to
schools,
libraries,
summer
camps,
a
lot
of
scouting
events
in
the
month
of
June
alone.
J
I
have
been,
or
will
be,
at
the
Black
Hawks
school
district,
Carnegie
Library
in
the
West
End,
Murrysville
library,
Robinson
library,
pen
area
library,
Hallel
Academy
in
Squirrel
Hill,
and
doing
a
girl
scout
program.
I
do
over
100
programs
a
year,
there's
a
lot
of
negativity
around
reptiles
and
reptile,
keeping
because
the
general
public
does
not
have
an
understanding
of
what
these
animals
are
and
how
they
can
be
properly
cared
for.
J
You
can
consider
me
a
reptile
insider.
If
you
will
I
can
help.
You
understand
how
many
of
these
animals
are
out
there
who
keeps
them
the
proper
way
to
keep
them
any
risks
involved
in
keeping
them.
I
understand
that
miss
Harris
may
be
looking
into
some
legislation.
I
would
like
to
make
myself
available
to
you
and
any
member
for
any
questions
you
may
have.
Additionally,
the
next
Steel
City
reptile
expo
is
Saturday
July
20th
in
South,
Pointe
I
have
a
letter
for
all
of
you,
I'm
inviting
you
all
to
attend.
J
The
reptile
expo
I
will
give
you
and
your
guests
free
admission
when
you
arrive,
I
will
be
happy
to
give
you
a
tour
and
introduce
you
to
people
who
breed
these
reptiles,
who
sells
them
reptile
keepers,
so
you
really
get
a
front
line
understanding
of
the
situation.
Thank
you
for
your
time.
Today.
Thanks.
B
K
You
know
it
seems
you
know
that
was
over
a
week
ago.
I
think
that
it
was
introduced.
It
certainly
should
have
been
scheduled.
I
will
be
out
of
town,
the
11th
12th
and
13th,
possibly
the
10th
of
July,
but
30-day
limit
would
be
beyond
that.
So
there's
no
problem
on
scheduling,
I,
don't
know.
What's
the
holdup,
it
looks
like
pushing
it
off
until
it's
a
moot
problem
so
that
people
won't
attend,
but
I
hope
that
isn't
the
case.
No.
K
The
other
thing
is
that
this
problem
has
been
easily
solvable.
There's
been
thinker
pointing
and
I
just
met
today
with
an
a
gentleman
who
I
hope
to
come
here
tomorrow
with
to
announce
that
the
problem
has
been
solved,
but
there
should
have
been
a
liaison
from
the
mayor's
office.
The
problem
was
delivered
there
of
couple
weeks
ago
on
paper,
it's
been
presented
to
you.
The
Port
Authority
is
dealing
with
a
project
that
is
involving
the
Water
Authority,
there's
a
board
member
on
council
that
should
have
been
dealing
with
this
as
something
that
has
been
caused.
K
There
has
been
instrumental
in
that
the
problem,
and
it's
not
that
we
don't
want
that
work
being
done
plaudits
to
the
person
who
done
the
work
to
help
get
that
to
happen.
Getting
that
water
replaced
is
essential
but
follow-through.
It
only
takes
a
few
phone
calls
to
get
to
the
right
people
when
there's
finger-pointing,
and
that
has
not
happened,
and
so
there
needs
to
be
better
communication.
That's
what
the
Open
Government
Amendment
is
about,
and
I
know
the
mayor
stuck
his
foot
in
stop
that
cold.
That's
something
that
we
hope
to
come
back
to.
K
Maybe
we'll
have
to
go
to
Baltimore
first,
and
let
them
be
the
first
to
show
how
it
can
be
done,
we'll
be
working
with
County.
Councilmember
I
can't
disclose
that
till
what
happens
to
set
up
a
constituent
advisory
team.
For
that
number,
we
hope
to
see
somebody
on
council
doing
that
to
at
some
point,
we've
got
to
get
people
involved
and
have
more
happening.
Thank
you.
B
L
My
name
is
Yvonne
F
Brown
and
you
can
say
what
you
want,
mr.
president,
but
you
know
how
you
set
your
appointments.
I
remember
miss
Harris
complaining
about
you
would
not
set
an
appointment,
Mary
Beth
said
well,
there's
two
remember:
she
went
back
to
the
back
of
his
Harris
and
came
back.
L
There
was
only
one,
so
they
do
do
play
little
games
and
I
have
to
speak
to
you
miss
Harris
too,
because
the
eight
years
that
you
were
a
counselor
president,
you
remember
I,
put
in
about
five
applications
for
public
hearing
I
did
not
have
one
the
eight
years
that
you
were
here
you
member,
because
even
Tonya
pain,
I
was
campaign
for
time.
Your
pain
I
said
I,
just
it
was
April.
L
Like
the
eighth
I
said,
Tanya
I
put
it
in
some
months.
She
said
we
mind
her.
Then
I
brought
it
up
again.
That's
in
April
about
the
eighth
I
said
you
did
not
schedule
the.
Maybe
you
forgot,
but
it's
for
eight
years.
You
know
this
council.
These
are
young
people
and
you
need
to
take
and
come
down
here
and
see
what's
happening
cuz.
They
don't
show
it
on
the
cameras.
They
even
had
we're.
Just
a
lesson.
Luck,
work.
He's
a
white
man
he's
a
Jew.
He
spoke
before
me
at
City
Council.
L
Now
my
husband's
not
too
pleased
about
me
speaking
at
City
Council.
So
he
had
turned
it.
Just
as
it
was
I
said,
wait
a
minute,
brownie
I'm
getting
ready.
He
said
lessons
on
you
before
you,
so
you
got
three
minutes,
but
he
turned
it.
It
was
me
they
cut
less
stop,
but
less
was
saying
then
to
get
rid
of
the
mayor
rising
thought
he
was
saying
fire
him,
but
in
the
newspaper
that
day
someone
has
said
about
fire
but
they'll
cut.
They
cut
this
program.
L
Look,
they
got
a
new
technology,
ok
new
technology,
but
if
you
got
channel
13,
Comcast
and
HD,
two
different
programs
I
was
on
HD
at
a
friend's
house
fussing
and
he
said
he
wanted
to
watch
the
game.
So
go
get
the
Comcast
and
when
I
went
it
was
Miss
Harris.
She
was
talk
about
$50,000
for
some
youthful,
so
they
don't
show
what
you
think
you've
seen
I
came
down
today,
because
in
the
school
board
I
was
gonna
speak
now.
L
L
So
why
would
you
put
help?
Do
you
understand
you
have
to
figure
out
with
a
number
I
had
a
woman,
my
friend
on
her
tablet.
She
has
college
education,
so
she's
getting
numbers
to
say,
ATL
peanuts.
She
said
that
women.
Well,
it's
yelping.
Let
me
see
that's
for
that's
what
kind
of
this
this
is,
so
we
can't
speak
because
I
was
determined
that
I
was
going
to
speak,
didn't.
M
And

and
I'd
like
to
call
attention
to
the
Indian
Canadian
filmmaker
writer,
director,
Deepa
Mehta,
highly
respect.
Her
I
think
she
is
a
genius,
courageous
woman
for
nearly
20
years.
M
She
has
been
producing
films
about
her
native
India
under
much
pressure
and
violence,
especially
with
respect
to
her
film
water
2005,
which
has
to
do
with
the
subordination
subjugation
of
girls
under
rigid
Hindu
guidelines,
but
I
think
our
masterpiece
is
Midnight's
Children
2012,
which
has
to
do
with
what
happened
to
the
children
who
were
caught
in
the
the
rupture
after
independence,
India
and
Pakistan,
and
so
on.
I'm
really
surprised
that
this
council
has
not
called
attention
to
the
4th
of
June
this
year,
which
is
the
30th
anniversary
of
the
Tiananmen
Square
incident.
M
Where
do
you
stand
on
this?
Where
does
the
mayor
stand
on
this?
Look
at
the
millions
million,
at
least
over
the
last
couple
of
days
in
Hong
Kong,
that
are
resisting
the
imposition
of
order
from
Beijing
who
want
more
democracy.
I
think
that
in
the
best
sense
that's
what
this
council
and
what
the
office
of
mayor
should
be
standing
for.
M
It's
certainly
what
I
stand
for
a
concern
of
this
council
is
the
welfare
of
children
at
least
formally,
but
I
am
reserved
about
some
of
the
things
which
I
hear
from
from
you,
and
also
from
people
who
do
public
comment.
Like
last
week,
I
heard
one
speaker,
basically
bad-mouthing
our
young
people
for
being
too
connected
to
their
devices.
Like
means
Gross's
right
now,
those
those
things
that
our
kids
I
have
to
Veronica,
Linn
and
Maria,
Eileen,
of
whom
I
am
very
proud
for
their
own
achievements
in
graduating,
with
honors
from
Slippery
Rock
University.
M
They
have
taught
me
a
lot
about
how
to
use
those
devices
usefully
I.
Don't
think
that
focusing
on
your
device
in
the
middle
of
a
council
meeting
is
any
different
than
a
kid
who
is
in
elementary
school,
who
is
told
by
the
teacher
to
disconnect
from
the
device
and
Miss
gross
right
now
is
still
connected
to
her
device.
I
find
this
completely
irresponsible.

appointing

to
serve

a

of
the

for
a

May

number
1714
resolution
appointing
Jennifer
pursue
D
to
serve
as
a
member
of
the
Commission
on
Human

for
a

to
expire.
N
B
O
But
the
council
members
may
remember
that
we've
seen
the
proposed
appointment
of
James
Hill
to
the
historic
review
Commission
some
time
ago,
it
doesn't
looks
like
it
was
on
April,
30th
and
so
I
had
asked
for
a
legal
opinion
from
the
law
department.
I'm,
not
sure
if
other
members
have
seen
it,
because
I
was
just
as
of
this
morning
after
Tennant
after
10
a.m.
so
just
minutes
ago,
we
received
the
opinion
from
the
law
department
about
the
appointment
that
we're
just
now
seeing
a
few
minutes
later.
O
So
I
would
have
preferred
some
time
to
process
it
a
little
bit.
You'll.
Remember
that
my
concern
is
that,
while
not
all
commissions
clearly
state
in
the
ordinance
that
the
members
should
be
citizens
that
the
historic
Review
Commission
clearly
states
that
the
members
should
be
citizens
and
for
the
for
the
public's
benefit.
There
are
only
7
appointments
to
the
Commission.
It's
a
sever
7
member,
Commission
and
I
believe
that
James
would
make
and
who
I
admire
and
respect
and
enjoy.
O
You
know,
as
a
city
employee,
it's
been
in
company
with
I
think
he
does
a
great
job.
We're
always
happy
to
see
him,
but
he
would
be
the
fifth
employee
of
the
mayor
out
of
a
citizen,
7
member
citizen,
Commission
I
might
not
have
that
correct
since
I'm.
Just
trying
to
pull
this
together
within
minutes
on
live
TV
there
may
be
I
think
one
of
them
may
be
actually
an
Urban
Redevelopment,
Authority
employee,
so
I
find
that
it
is
against
the
spirit
of
the
ordinance
that
this
is
supposed
to
be.
O
The
reason
we
set
up
these
Commission's
and
members
have
suggested
names
to
other
Commission's.
Sometimes
Commission's
are
set
up
by
council
members,
for
example,
if
we'd
had
the
affordable
housing
task
force
populated
by
only
employees
of
the
mayor,
we
might
not
have
gotten
as
much
of
robust
an
input
I
think
from
the
people
of
Pittsburgh.
O
Similarly,
the
Housing
Opportunity
Fund
Advisory
Committee
is
meant
to
be
citizens,
giving
the
administration
and
council
a
wider
net
of
input
from
all
parts
of
the
city
and
all
walks
of
life
in
the
city,
and
so
similarly,
that's
what
I
feel
like
the
spirit
of
this
ordinance
is
that
the
the
historic
Review
Commission
is
meant
to
be
citizens.
Our
the
mayor's
law
department
says
that
well
they're,
just
gonna
there's
it
doesn't
define
citizen
right
in
the
ordinance.
It
doesn't
specifically
preclude
employees
of
the
mayor
and
again
James
Hill
is
not
a
civil
servant.
O
He
is
a
the
mayor's
assistant,
I'm,
directly
reporting
to
the
mirror
and
hired
and
fired
by
the
mirror
at
the
mayor's
pleasure.
So
I
feel
like
this.
Is
you
know
a
bit
too
much
and
it
looks
like
it
since
there's
nothing
specifically
in
the
ordinance
that
avoids
him
I'm,
still
not
supportive
in
spirit
I'll,
be
voting
no
and
I
think
that
we
should
look
more
closely
at
how
we
do
the
language
in
the
legislation
around
these
appointments.
O
B
G
Just
want
to
thank
councilman
gross,
because
I
think
that
she's
brought
up
a
really
valid
point,
but
I
think
it's
the
same
point
as
us
having
all
of
our
staff
on
different
committees
and
doing
different
things
and
the
people
that
we
want
to
appoint
I
like
to
work
with
the
administration.
I.
Don't
think
that
she's
wrong,
that
we
shouldn't
have
such
a
heavy
hand.
G
But
if
it's
my
name
on
the
door,
you
know
something
I'm
responsible
for
I
want
to
make
sure
that
there's
people
I
trust
on
those
committees,
but
I'm
gonna,
but
James
is
a
citizen.
I
mean
he
is
a
citizen.
You
know,
so
you
can't
say
these,
not
a
citizen,
so
I
don't
want
to
exclude
people,
especially
of
his
somebody
of
his
caliber
and
talent,
because
he
is
amazing.
G
G
You
know
what
I
appoint
folks
I
try
to
make
sure
they're,
not
somebody
from
our
office,
except
for
the
active
funding
other
than
that
I.
Try
to
make
sure
that
we're
getting
a
very
diverse
group
of
people
from
across
our
district,
with
a
very
diverse
group
of
opinions,
not
necessarily
my
opinion,
but
somebody
that
can
trust
usually
too.
That
doesn't
always
happen
either.
G
B
D
P
We
read
all
the
information
and
council
would
send
over
names
to
the
mayor's
office
for
the
mayor
to
send
names
back
to
us.
That
hasn't
happened
at
all
unless
it's
only
happening
with
certain
council
members.
I
have
yet
to
be
asked
about
anyone
by
email
by
phone
by
speaking
to
me
so
I'm,
assuming
that
if
there
is
a
know,
little
click
here
that
the
mayor's
office
is
sending
over
all
of
the
nominees
James
Hill
I
love
him.
