have
I
would
assume
my
entire
career.
Consider
myself
to
be
a
servant
of
the
public
here
in
the
city
of
Pittsburgh
I've
been
a
reporter
communications
person
for
the
Allegheny
Conference
worked
with
governor
ed
Rendell,
advocating
on
behalf
of
Pennsylvanians

E
F
Good
morning,
thank
you
so
much.
Thank
you.
My
name
is
Jennifer
pursue
D
I
am
a
resident
of
the
city
of
Pittsburgh.
I
like
live
in
the
carrick
neighborhood
of
Pittsburgh
I
too,
have
worked
for
public
nonprofit
organizations
for
my
entire
career
I,
currently
work
for
the
Pittsburgh
Water
and
Sewer
Authority,
as
their
budget
director
was
formerly
the
budget
director
for
the
city
of
Pittsburgh
and
I
too,
am
very
honored
to
be
nominated
for
this.
This
role,
as
well
and
I,
look
forward
to
continuing
to
serve
the
citizens
of
Pittsburgh.
G
Morning,
I'm,
my
name
is
Tracy
baton
and
I
live
in
the
city
of
Pittsburgh
in
the
Park
Place
neighborhood
I
have
lived
here.
Most
of
my
life.
I
grew
up
in
the
Hill
District
I
work
for
a
public
agency
here
in
Pittsburgh
that
works
with
families
in
youth,
community,
empowerment,
association
and
I
am
a
psychotherapist
many
years
of
my
career,
but
also
as
a
stay-at-home
mom
I
was
a
stay-at-home
mom
for
about
16
years
and
I.
G
I
E
First,
I
believe
that
I
have
an
understanding
of
the
human
relations
commission
from
working
in
state
government,
where
the
Commission's
across
the
Commonwealth
are
actually
on
the
brink
of
being
dissolved
and
I
was
part
of
a
an
effort
to
raise
awareness
about
the
important
role
that
they
play
so
I
have
that
kind
of
understanding
and
I
have
a
sensitivity
to
the
citizens
of
Pittsburgh,
from
the
aspect
of
always
being
in
the
position
to
tell
their
stories
to
people
who
can
make
decisions
to
impact
their
lives.
Thank
you.
I.
F
Have
worked
in
a
number
of
various
volunteer
roles
and
you
know
bring
an
understanding
of
the
city's
operations
and
Finance
I.
Actually
was
the
budget
director
I'm?
Sorry,
the
the
budget
analyst
for
the
Human
Relations
Commission
when
I
first
started
at
the
city
of
Pittsburgh
many
years
ago,
and
it's
an
organization
that
I
think
does
a
there's
a
very
mindful
job
of
of
helping
with
the
citizens
in
Pittsburgh
those
especially
that
again,
as
Sonja
said,
could
use
a
voice,
and
so
I
would
be
excited
to
become
part
of
that
team.
F
H
H
J
F
B
B
I
miss
you
guys.
I
have
to
say
that
in
all
honesty,
you
know
you
were
here
for
quite
some
time.
While
I
was
here
serving
on
the
council
and
just
it,
it
was
it's
not
quite
the
same,
not
having
you
here
and
I
just
wanted
to.
Let
you
know
that
you
are
missed
and
we
really
appreciated
your
time
that
you
were
here
in
the
service.
You
offered
us
thanks.
Okay,
everyone.
Thank
you.
So
much
with
that
may
have
a
motion
to
adjourn
this
pre-interview
and
we'll
wait
to
start
a
standing
committee
meeting
momentarily.
K
L
Welcome
to
Pittsburgh
City
Council
Standing
Committee
meeting
of
Wednesday
June
12
2009
teen,
our
first
order
of
business
is
public
comment.
Members
of
the
public
who
wants
to
address
council
please
come
forward
you'll,
be
giving
three
minutes
when
the
green
light
comes
on.
Your
three
minutes
has
begun
when
the
LA
comes
on
your
time.
Has
you
have
one
minute
summarize
when
the
red
light
comes
on?
Your
time
has
expired.
I'll
take
this
moment
to
remind
everyone.
L
The
rules
of
council
state
that
comment
must
be
limited
to
things
of
concern
and
things
that
which
are
or
may
be
before,
council
all
these
other
extraneous
material,
though
I
will
not
stop.
You
is
actually
not
permitted.
You're
actually
also
supposed
to
be
a
resident
of
the
city
in
order
to
comment,
but
again,
I
will
not
stop
you
and
you
can
say
whatever
you
want,
but
only
issues
of
concern.
Are
we
really
only
concerned
about
first
speaker,
please
David.
I
Anybody
wishing
to
call
number
four
one,
two
five
three
two
eight
three
three
eight
who
might
be
watching
this
online
or
contact
by
a
DA
at
open
Pittsburgh
that
we
are
looking
for
individuals
who
are
possibly
mobility,
impaired
or
have
a
disability
that
used
transit
in
the
Morningside
neighborhood
that
are
willing
to
join
the
plaintiffs,
that
we've
already
lined
up
the
more
the
merrier.
We
have
counsel
it's
pro
bono,
so
there's
no
charge
to
anybody
who
gets
involved.
We
are
looking
for
a
resolution
on
this.
I
That
is
not
just
temporary
for
Morningside,
but
so
it
would
affect
the
entire
city
that
at
any
other
time
in
any
of
your
council
districts,
if
a
neighborhood
is
impacted
by
work,
that
needs
to
be
done,
and
everybody
knows
that
and
the
route
has
to
be
changed
and
the
Port
Authority
is
informed
that
they
post
at
the
stops
that
are
affected
where
the
riders
need
to
go.
It
only
makes
sense.
They
told
the
Post
Gazette
yesterday
that
they
were
sending
a
person
around
hourly
to
check
in
morningside.
I
Yet,
as
of
yesterday
evening,
when
I
went
around,
there
were
no
notices
of
stops
that
had
been
moved,
and
yet
there
were
stops
that
were
not
served.
This
is
something
that
is
intolerable.
This
is
something
which
the
city
should
be
looking
to
put
an
ordinance
in
place
that
requires
that
any
provider
of
services
such
as
port
authorities
when
this
happens,
must
notify.
This
is
something
which
is
important
to
the
residents,
especially
those
who
have
disability
so
again
for
one
two:
five,
three
to
eight
three,
three:
eight
or
a
DA
at
open,
Pittsburgh
org.
I
L
M
I'm
having
a
problem
with
this
yeah
see,
they
I
see
how
they
do
it's
all
about.
Jen's,
you
know,
I
was
missing
a
90.5,
that's
a
good
radio
station
and
the
woman
was
talking
about
how
you
got
I
come
before
you,
but
it's
all
about
you.
You
talk
amongst
each
other.
You
don't
pay
anything.
You
miss,
miss,
miss
Harris,
I've
been
trying
to
be
nice
to
you,
get
ready.
You
get
ready
to
go
so
baby.
Please
be
quiet,
I
mean
it
I'm
serious.
All
these
years.
M
At
the
end,
I
thought
you
was
changing
a
little
bit,
but
you
didn't
got
worse.
Cuz
you're,
acting
like
we're,
nothing
see!
That's
what
gets
me
listen
citizen.
They
get
paid
almost
70,000.
How
much
just
get
65
$70,000
there's
nine
of
them.
They
won't
come
to
the
knees,
so
I
say
what
we
should
do,
knocking
down
the
five
just
so
we
have
someone
who
can
break
the
ties.
They
won't
come
to
meetings.
I
only
have
to
come
twice
a
week
and
see
all
these
paperwork's.
That's
a
piece
of
they
put
a
distant
near.
M
They
just
put
in
numbers,
understand
they're,
not
doing
all
this
thinking,
because
if
they
was,
we
wouldn't
be
in
situation
that
we're
in
I
told
just
ten
years
ago
here,
sweetie
three
lawyers
on
there
and
I
told
them.
We
need
these
common
people
because
I
believe
these
words,
you
don't
change,
we
end
up
bankruptcy
and
we
did
when
the
three
daughters
left.
Now
we
got
post
they
have
common
common
as
opposed
to
common
people,
some
against
Commons
just
like
me,
but
you
know
what
you
act
like.
You
think
that
you
are
better
than
the
people.
M
We
are
your
employer
and
the
reason
why
I'm
upset
is
because
I'm
looking
at
you,
you
won't
even
listen
when
the
people
are
talking
I'm,
tired
of
it.
You
act
like
you
know:
I
went
to
school,
I
went
to
college,
I,
learn
psychology
and
I'm.
Looking
at
chess,
you
just
need
to
go
back
to
school.
You
need
to
take
sensitivity,
training.
You
learn
that
when
people
are
blessing
you
you
listen
and
especially,
if
they're
dark
because
of
their
life,
you
let
them
speak
continuous
continuously.
M
M
We
we
can
get
a
bus
at
the
top
of
the
hill
for
the
seniors
with
you
know
what
I
had
to
go
all
the
way
to
town
you
get
to
Bedford
all
the
way
to
town
to
get
to
Baffert
and
that's
to
Street.
Stop
you
just
need
to
use
need
to
get
yourself
together
and
I'm.
Sorry,
citizens
that
I
snap
out,
but
you
know
what
it
hurts
me:
they're
making
them
lost
and
we're
dying.
N
That's
a
message:
I'm
gonna
kind
of
tap
off
on
what
this
citizen
has
just
said,
but
I'ma
put
in
a
little
different
way.
For
the
past

we've

I
want
to
thank
the
Pitts

Pennsylvania
Emergency,

and
the
Allegheny

emergency
services,
because,
if
it
wasn't
for
all
of
you
collectively
to
demonstrate
the
Outland
behavior
that
you
have
both
politically
and
publicly
and
your
actions
towards
black
innovation
and
empowerment,
which
seems
to
be
a
no-go
in
this
city
with
emergency
planning
I.
N
Thank
you,
because
you
are
responsible
for
this.
Yes,
I
am
submitting
to
the
city
of
Pittsburgh.
It
is
in
full
effect.
It
will
be
launched
this
fall.
This
is
Pittsburgh
the
nation's
first
city
level,
citizen
Corps,
council
I
want
to
submit
this
to
the
city
of
Pittsburgh.
It
has
all
the
vulnerabilities
of
the
city
in
it.
It
has
the
citizen
Corps
operations
for
the
city
of
Pittsburgh.
In
it
it
has
already
been
sent
out
to
the
Department
of
Homeland
Security.
N
The
citizens
have
won
because
when
you
have
a
4.0
as
close
as
it
came
to
us
in
the
center
of
Lake,
Erie
I
think
it's
time
that
this
council
better
pick
up
your
handbooks
on
emergency
planning
so
that
you
know
what
to
do
for
your
citizens,
because
they
definitely
are
going
to
know
what
to
do
when
it
comes
to
disasters
and
emergencies,
and
we
don't
need
public
or
political
funding
to
run
this.
It's
the
most
cost
effective
system.
It
is
a
national
strategy
to
empower
the
National
citizen
Corps.
N
We
hope
it'll
be
on
the
President's
desk
by
the
fourth
of
July,
and
so
I
want
to
submit
this
to
the
city
of
Pittsburgh.
I
have
one
for
the
public
safety
director
I'll
take
downstairs
when
I
leave
here,
I'm
also
going
to
submit
to
council
the
citizen
emergency
system
development.
This
is
seven
years
of
seven
County
research
for
southwestern
Pennsylvania.
We
have
created
through
the
citizens
and
with
your
all
of
your
help,
the
finest
systemic
approach
and
most
cost
effective
in
the
nation
to
increase
citizen
resilience
across
the
nation.
Thank
you
very
much.

The
Scottish
name
for
town
is
borough,
be
huge
RGH,
the
pronunciation
of
this
town
created
by
the
Scottish
in
1758
20
years
after
that,
you've
got
a
lot
of
Germans
coming
in
and
they
kept
pronouncing
it
Berg.
Rather
than
borough.
They
created
31
other
towns,
all
called
Pittsburgh
and
that's
ridiculous.
J
Although
they
can
keep
spelling
it
that
way
because
they
spell
it
the
right
way
be
urg.
But
the
spelling
in
this
town
is
Blair
up.
Bu

ish,
just
like
the

Eden,
borough,
Eden's

and
this
is
after

Pitts,
Town

Scotland
under
the
British

that
you're
all
using
rather
than
German
languages,
because
in
the

you
had
Germans
and
you've
got
a
lot
of
Germans
in
this
country.
J
They
all
speak
the
British
languages,
they
do
not
speak
German
and
you
shouldn't
be
pronouncing
this
stone
the
German
way
whatsoever.
It
should
be
pronounced.
The
Pittsboro
way,
there's
also
160
miles
from
you,
which
is
called
Edinboro
and
that
should
be
called
edge
and
borough
as
well,
because
it
was
designed
in
a
similar
way
and
they
all
wear
Scottish
kilts
and
all
the
rest
of
it
up
there
and
they
should
all
be
pronounced
in
that
tone.
Eden
borough,
not
Eden
borough,
that's
all
the
real
information
I've
got
for
you.

which

the

all

us.
We
just
go
down.
Let
me
get

we're
just

get
there
fast
enough.
All
right.

Q
So
the
we
were
just
following
what
was
written
in
the
code,
which
is
we
accept
the
application
from
usually
the
vendor,
and
then
we
take
it
to
the
street
and
sidewalk
site
designation
committee,
which
is
domi
DPW
parks,
Public

in
the

as
well
as
to
vendors
from
the
community
approved
by
council
president,
the
mayor's
office
representative
and
then
from
there
and
then
comes
to
Council
for
approval.
Okay,.
H
H
Q
D
Q
Q
Q
A
good
tip,
thank
you,
so
the
the
locations
on
Mazeroski
way
it's
about
midway
through
down
the
block
and
it's
an
existing
vendor.
That
was
that
was
looking
to
move
to
that
location.
Now
that
process
is
once
you
apply,
there's
then
a
lottery
process,
so
we,
the
vendor
that
applies,
doesn't
automatically
get
right.
H
Q
Q
Q
Q
H
K
L
K
P
K
Just
want
I
just
want
to
throw
yeah,
it's
a
shame.
We
have
to
have
a
liaison
for
a
PLA
I
think,
but
at
the
same
time
I'm
glad
to
have
one.
So
it's
right
so
because
issues
keep
arising
with
me
with
PLA,
so
I
have
a
constituent,
okay,
who
took
the
day
off
of
work
to
come
down
and
get
a
permit
small
contract.
You
know
it
was
not
the
big
deal,
but
he
had
to
come
down.
K
It
was
sent
somewhere
and
then
they
sent
him
somewhere
else
wasn't
PLI,
but
he
was
under
the
bridge
over
there
were
my
staff
parks
right
so
right,
so
by
the
time
he
made
it
to
200
Ross,
it
was
like
quarter
to
three
by
the
time
he
gets
in
the
building
up
top,
it's
258.
Okay,
they
closed
it.
Three
did
they
take
them.
Q
Well,
so,
probably,
depending
on
the
day,
we
are
on
Monday
launching
new
software
to
move
permitting
online.
What
we've
been
simultaneously
trying
to
manage
the
incredible
task
of
getting
that
software
ready
and
and
all
Safa
PLI
are
involved.
So
we've
been,
we've
been
very,
very
busy,
so
I
want
to
say
yes,
but
I
would
imagine
that
that
could
have
been
I
can
think
of
two
or
three
days.
In
the
last
couple
weeks
we
were
absolutely
slammed
with
lines
out
the
door
even
at
3
o'clock.
Q
K
You
are
people,
I
mean
so
somebody
comes
walking
in
and
you're
open
till
3:00
somebody
comes
walking
at
2:58.
Are
you
telling
me
it's
at
our
discretion
whether
we
take
them
or
not?
I
mean
to
me
that's
like
business
hours
and
if
that's
what
we're
stating
I
think
somebody
needs
to
be
there
and
say:
I'll
stay
the
extra
10
minutes
absolutely.
Q
K
Whatever
you
know
what
a
technology
I
believe
has
its
place,
this
is
a
good
place
where,
if
we
can
keep
people
from
coming
downtown,
I
am
so
on
board
with
that
I
hope
it
rolls
out
as
smooth
and
as
well
as
what
you're
expecting.
However,
for
the
people
that
do
come
down,
you
know,
I
would
expect
as
a
City
representative,
that
if
they
get
there
258
and
they
took
the
day
off
to
be
there,
somebody
from
our
department
has
got
to
stay
there
and
and
say
and
take
care
of.
K
Especially,
it
was
kind
of
misled,
wasn't
your
department,
but
it
was
kind
of
misled
by
other
departments
as
to
where
to
go.
So
so
you
know-
and
hopefully
that
won't
be
an
issue
that
to
me
is
you
know
this
online
stuff
and
getting
getting
your
permits
online
I
mean,
hopefully
they
will
make
more
money.
I
mean
people
will
be
a
more
honest,
I
hope
and
because
it's
Sally
it's
never.
K
D
D
Q
K
O
O
So
I
have
to
acknowledge
as
well.
I
have
a
district
that
has
a
tremendous
number
of
small
businesses
and
new
business
startups,
especially
bricks
and
mortar
Main,
Street
businesses,
and
so
we
have
in
my
office
a
lot
of
cases
that
are
very
similar
in
nature
to
the
one
councilman
Coghill
is
describing
so
I
would
like
to
be
able
to
make
time
to
clear
some
of
those
cases
with
you
as
well.
People
waiting
many
many
weeks
and
I
know
where
many
years
into
the
promise
of
new
technology.
O
O
Not
only
has
the
technology
been
a
few
years
late,
but
then
also
there
are
something
like
five
times
the
number
of
permit
applications.
Then
there
were
five
years
ago
right
between
construction
and
businesses,
that
PLI
is
all
handling
so
with
not
a
significant
increase
in
staffing
and
I.
Think
it's
a
budgetary
issue
as
well.
I
hope
that
the
technology
magically
appears
also
easily
and
clears
this
workload.
O
But
if
it
does
not,
we
have
to
apply
other
additional
resources,
because
it
is
not
acceptable
that
so
many
small
businesses
I
have
businesses
that
have
tried
to
startup
for
many
many
months
and
we're
unable
to
because
they
ran
out
of
ket.
They
had
enough
capital
and
should
have
been
able
to
open,
but
they
ran
out
of
capital
because
they
weren't
able
to
get
through
the
permitting
process
and
I
think
it's
an
institutionalized
problem.
O
Q
P
Just
I'm
gonna
just
say
we
heard
we
scheduled
a
post
agenda
on
Pio
and
I
and
I'm
looking
forward
to
that
conversation,
so
I
won't
belabor
the
point
too
long,
but
I
just
was
having
the
same
similar
conversation
with
Sally
a
few
minutes
before
the
meeting
started.
Just
that
you
know
our
priorities
are
technology,
but
I
mean
we
also
show
our
priorities
for
myself
and
for
ant
counseling
called
Gillen.
Some
some
of
the
other
members
of
counsel
is
delivering
services
to
constituents.
P
We
have
people
living
next
to
houses
for
10
years
that
need
demo'd
grass
so
high
that
it
covered
the
entire
house.
So
I
mean
our
is
our
priority
technology,
or
is
our
priority
going
to
be
delivering
services,
or
is
there
a
way
to
do
both
and
I
just
want
to
say
the
budgets,
not
big
enough
to
do
all
the
things
that
we
need
to
do
and
all
the
things
we
want
to
do
and

Specific
to
Brighton
Heights
is
for
possible
relocation
of
the
Senior
Center
from
the
basement
of
that
facility
to
the
upper
levels.
Having
met
with
director
Gables
team
yesterday
to
go
over
some
twenty20
bat
capital
budget
requests,
it
looks
pretty
feasible
for
us
to
do
that.
This
grant
will
help
facilitate
that
the
interior,
it's
my
understanding
of
Brighton
Heights,
main
level
and
upper
level
has
been
completely
gutted
and
it's
opened
up.
So
there's
a
lot
of
possibility
as
to
what
that
center
can
become.
We've
recently
had
some
water
damage
in
the
Senior
Center.
H
S
H
S
I,
don't
know
if
it
was
a
roof
issue
or
it's
just
a
basement.
There's
a
drink,
there's
some
it's
an
old
building,
so
I
think
there's
a
myriad
of
things
that
facilities
has
has
address,
but
there's
just
a
couple
things
when
we
get
that
much
rain
that
quickly.
That
was
the
end
result.
So
I
think
it
took
a
couple
days
to
dry
out
but
operations
resumed.
But
if
we
were
able
to
get
our
seniors
to
the
upper
level,
I
think
that
would
be
a
real
benefit.
Okay,.
H
R
S
A
hundred
thousand
it's
since
this
is
through
the
de
Pennsylvania
Department
of
Aging
and
our
senior
program.
They
align
their
fiscal
year,
July
1
through
June
30th,
the
Grant's
team,
I,
don't
believe,
has
received
the
actual
war.
Yet
I
believe
we
would
have
until
June
30th
to
expend
the
monies
appropriated
for
that
specific
project,
so
June
30th
of
2020,
so
we
would
have
from
July
1
through
next
year
and
as
I
read
the
grant.
S
H
H
Parks
and
Rec
there
they
had
closed
another
Senior
Center,
which
made
that
the
only
senior
senator
bond
at
Northside
and
it's
really
not
easy
to
get
to
by
bus.
So
what
the
director
at
that
time
said
is
that
they
will
get
a
bus
schedule
together
for
each
of
the
neighbors
points
on
a
Northside
to
pick
up
and
drop
off
and
I.
H
S
What
we
did
when
the
Northside
Buell
location
closed
is
we
shuttled
seniors,
probably
four?
Well
it
closed
in
January
of
2018,
for
probably
three
or
four
months
in
our
city,
fleet,
sedans
and
or
shuttle
buses.
We
got
to
a
point
where
I
think
program,
supervisor,
Jim
crash
and
I
was
settling,
maybe
one
or
two
people
per
week.
Up
there
currently
two
of
our
vehicles,
I
think,
is
our
PR
55
and
60
they're,
both
in
the
shop.
S
We
have
been
fortunate
enough
to
work
with
Brandon
and
om
being
the
fleet
acquisition
department,
we're
expecting
a
new
shuttle
bus
to
be
given
to
our
senior
program
sometime
this
year.
But
when
we
do
that
we
have
our
fleet
doesn't
increase,
it's
a
swap
so
we'll
give
away
the
oldest
crappiest
one
and
we'll
get
a
better
one.
S
What
we
did
I
think
the
last
time
we
we
were
up
here,
Houseman,
perhaps,
and
you
made
a
request-
we
reached
out
to
Elizabeth
Mitchell
she's,
a
current
center
director
at
Brighton
Heights.
She
reached
out
her
and
Khimki
tarski,
who
worked
there
reached
out
to
all
of
the
active
senior
participants
and
those
that
had
been
members
at
the
north
side,
the
Buell
location
as
well,
and
tried
to
gauge
interest
I
think
I
sent
something
to
you.
I
can
send
it
again
now.
H
I
S
H
S
A
H
S
It's
always
a
matter
of
resources
and
if
we
have
two
or
three
functioning
shuttles
and
or
vans,
they're
used,
probably
every
day
by
seniors
for
different
trips
and
community
events.
So
we
could
work
out
something
or
work
to
work
out
a
schedule.
I,
don't
think
it
could
be
daily.
Given
the
other
12
centers
that
utilize
that
the
the
vehicles
that
we
have
and,
of
course
it's
dependent
on
how
roadworthy
they
are.
S
H
S
M
S
Us
to
add
another
Center
and
be
able
to
support
it
properly,
and
perhaps
petitions
for
an
increase
in
our
our
fleet.
I'm
willing
to
do
that
and
I
think
that,
as
that
we
just
met
with
folks
at
the
Area
Agency
on
Aging
a
couple
weeks
ago
for
annual
provider
meeting
there
they're
completely
supportive
of
providing
services
to
all
in
any
seniors
in
the
area.

A
good
day
no
17th
t-too
resolution
authorizing
the
mayor
and
director
of
the
department
of
mobility
and
infrastructure,
and
order
department
of
innovation
and
performance,
on
behalf
of
the
city,
to
enter
into
an
agreement
with
Ford
Motor
Company
in
order
to
receive
access
to
the
Ford
City
insights.
This
is
a
visualization
platform
that
will
further
the
city's
ability
to
deliver
services
to
residents,
use.
T
T
This
is
the
specific
data
sharing
that
we
brought
before
an
example
of
that
where
we
wanted
to
have
the
ability
to
sign
on
to
these.
This
is
the
data
set.
That's
associated
with
a
ford
city
of
tomorrow,
work
that
we
did
earlier
this
year.
That
was
work
that
you
all
approved
to
engage
what,
through
that
work,
they
generated
this
visualization
data
set.
So
what
this
is
is
a
it
is.
T
We
are
not
receiving
data
from
them,
but
we
are
gaining
access
to
a
platform
that
they've
created
that
takes
demographic
data,
since
this
information
other
data
that
they
have
gathered
through
that's
publicly
available
they've
crossed
tabulated
it
to
allow
us
to
sort
of
look
at
what
factors
might
influence
different
mobility
outcomes
in
different
areas
of
our
city,
and
so
this
allows
us
to
engage
in
that
and
have
access
to
that
platform.
Okay,.
T
T
T
So
again,
there's
going
to
be
a
certain
number
of
individuals
that
will
be
logged
on
to
this.
That
will
be
given
logged,
logon
information
and
be
able
to
access
it
and
so
those
individuals.
You
know,
if
they're
requested
by
anyone
to
come-
and
you
want
to
peruse
the
platform
and
what
it
shows
will
make
those
individuals
available
to
to
whoever
would
be
interested
to
see
it
sure.
Okay,.
O
I'm
sorry
to
jump
topics,
but
I
just
have
to
first
what
well
the
chair
will
indulge
me.
We
had
a
number
of
public
testimony
today
about
the
Morningside
permitting
of
construction,
and
so
I
just
wanted
to
make
sure
that
you've
been
following
this
I
know.
My
office
has
reached
out
to
your
office
for
three
weeks
now,
and
the
mayor's
office
has
been
involved
in
rectifying
that
was
permanent
for
both
PWSA
reconstruction
and
current
work.
There
was
permanent
for
DPW
work
and
then
there
was
the
issue
with
the
Port
Authority
buses
and
detours.
O
We've
been
asked,
we've
been
talking
about
this
for
a
number
of
years,
since
you
arrived
before,
and
council
has
been
talking
about
it
since
well,
before
you
were,
the
dough
meat
was
created,
as
in
part
one
of
the
reasons
I
think
that
domain
was
created,
and
you
certainly
have
made
some
strides,
but
it
didn't
help
the
people
of
Morningside
for
the
last
few
weeks.
So
we
look
forward
to
seeing
those
solutions
and
if
we
could
make
some
time,
I
think
to
untangle
what
happened
there.
I
would
be
happy
to
have
those
conversations
yeah.
T
T
T
Have
it
really
geo
located
all
of
the
different
work,
that's
happening
by
segments
in
in
a
much
more
specific
way,
so
that
we
can
schedule
our
paving
work
with
full
knowledge
right
now,
of
course,
for
example,
with
PWSA
they're
doing
such
a
tremendous
amount
of
work
throughout
the
city
that
we're
batching
permits
in
order
to
just
keep
that
moving
right.
So
the
many
different
individual
residential
locations
that
there's
work
happening
on
with
the
new
computron
exsist
'm
each
one
of
those
will
have
their
own
unique
identifier
and
will
be
able
to
see
that
so.
T
O
L
K
I
actually
got
phone
calls
from
your
district
about
the
same
thing
and
I
happened
to
be
meeting
with
Katherine
Kellerman
last
night
and
she's
well,
aware
of
that,
you
know
she
seemed
to
think
that
it
was
a
lack
of
communication,
I
guess
with
PWSA
and
their
contractor,
that
they
hire
and
that's
the
disadvantage
of
having
a
subcontractor,
of
course,
is
the
communications,
usually
a
breakdown
of
some
sort.
So
so
I
don't
know
that,
but
I
just
wanted
to
say
she's
well
aware
of
that
he
said.

No
1754

with
a

of

the
grandness
awarded
this

provides
for

and
expenditures
not
to

two
hundred
and
thirty

For
this
stated
purpose.
H
L
T
H
P
I
just
want
to
thank
director
for
always
looking
for
the
grants
and
additional
funding
and
the
mayor's
office
as
well.
The
mayor's
had
folks.
Could
you
say
who
we
had
I
can't
remember
I'm
here
where
he
was
talking
about
the
secretary
Richards
yeah.
Oh,
there
are
a
lot
of
efforts
in
trying
to
find
funding
for
issues.
You
know
this
I
took
towards
it's
past
week.
T
No
thank
you
so
I
think
it's
about
a
month
ago
now
we
had
representative
DeFazio,
so
he
is
a
representative
from
the
state
of
Oregon
but
important
to
us.
He
is
the
chair
of
the
House
Transportation
and
Infrastructure
Committee,
and
so
I'm
sure
folks
have
heard
talk
of
a
two
trillion
or
or
three
trillion
dollar
infrastructure
bill
for
the
country
as
a
whole.
T
We
don't
know
if
that
will
proceed
or
where
those
resources
will
come
from
at
the
federal
level
to
go
with
such
a
bill,
but
one
thing
that
we
really
wanted
to
present
and
it
was
important
to
us.
This
is
a
representative
who
actually
doesn't
go
out
to
different
places
of
the
country.
All
that
often
he's
in
Washington.
T
He
goes
to
his
home
state
of
Oregon,
but
doesn't
doesn't
go
out
around
the
country,
so
we
felt
very
special
to
represent
a
large
portion
of
the
country
with
him
coming
here
and
able
to
articulate
to
to
him
to
consider
the
fact
that
landslides
and
other
climate
mitigations
and
climate
resiliency
actions
flooding
which
which
some
of
the
other
council
districts
have
experienced
in
question,
and
yours
too.
Yes,
something
we
can
get
a
bunch
of,
but
this
is
not
a
programmatic
area
that
is
typically
a
an
approved
activity
within
transportation
budgets
or
within
Infrastructure
budgets.
T
T
He
was
very
appreciative,
very
alert
and
aware,
and
and
and
so
we
took
him
to
your
district-
to
see
the
green
leaf
slide,
which
is
still
a
giant
scar
on
our
hillside
and
understand
sort
of
the
magnitude
of
investment-
that's
necessary
here
and
so
we'll
see
where
this
federal
infrastructure
bill
goes.
But
hopefully
it
will
include
some
new
programming
that
can
allow
us
some
some
streams
of
funding
to
address
issues
like
this.
P
And
I
just
say
that
I
think
that
a
lot
of
times
we
you're
working
on
a
lot
of
things.
We
take
a
lot
of
tours
and
you
know
in
our
area
we've
had
congressman
Doyle
we've
had
you
know:
senator
Fontana
state
representative
DZ,
all
the
people
that
represent
our
area
on
the
state
and
federal
level
that
can
bring
dollars
into
our
area.
I
didn't
take
him
up
to
see
a
view.
P
I
took
him
to
actually
look
and
see
what
we
can
do
to
help
our
area
and
there's
just
so
many
efforts,
you
know
and
and
so
many
different
things
and
honestly
I
want
to
say.
Congressman
Doyle
has
been
very
successful
in
getting
some
funding
into
our
area
recently
and
I.
Think
a
lot
of
it
is
speaks
to
his
seniority.
I
think
a
lot
of
times
when
somebody
has
such
seniority,
they're
able
to
get
bring
those
dollars
into
a
neighborhood
I
mean
a
lot
of
people.
Talk
about.
P
P
Turning
is
what
it
was
in:
Sheridan
Park
for
the
dollars
that
he's
been
bringing
but
he's
also
bringing
dollars
to
other
parts
and
including
the
flooding
and
some
other
things
so
well,
it's
great
to
have
other
people
come
in
through
the
area,
and
they
appreciate
that
what
I
want
people
to
understand
is
that
it
is
on
your
agenda.
It
is
on
the
mayor's
agenda,
it
is
our
our
congressman's
agenda
and
we
have
a
lot
of
people
working
towards
solutions.
P
H
U
P
H
P
Mention
I
think
we
could
have
this
whole
conversation
about
what
you're
planting
appropriately
on
hillsides
and
what
he's
doing,
how
trees,
after
so
long
they
get
so
weighted.
They
pull
down
the
hillsides.
So
it's
a
catch-22:
you
mean
you
need
the
trees
for
the
canopy
and
for
all
the
protection
for
the
on
our
area.
We
have
the
most
eroded
tree
canopy,
and
so
it's
you
know
and
we're
also
seeing
the
most
landslides
but
I
think
it's
the
whole
conversation
of
the
environment
and
where
we
are
right
now,
I
just
shut
up
pretty.
L
C
P
Just
really
want
to
thank
City,
Planning
and
the
mayor's
office.
It's
just
really
an
exciting
time
for
Sheridan
right
now.
I
think
this
is
the
first
year
since
well,
first
time
that
I
can
recall
in
years
that
Sheridan
is
receiving
the
types
of
attention
and
dollars
that
they're
getting
now
and
I
know
it.
Sometimes
it's
to
the
chagrin
of
other
neighborhoods,
sometimes
but
Minh
teen
neighborhoods
in
district
2
and
every
neighborhood
is
getting
something
or
doing
something
or
something's
in
the
works
that
we've
already
done
something
so
for
Sheridan.
P
P
So
there's
a
lot
of
interest
in
that
area
and
with
the
Plummers
building
and
the
repurposing
of
that,
thankfully,
congressman
Doyle
got
us
money
for
the
Sheridan
Park
and
for
the
Master
Plumbers
building
and
some
of
the
other
things
that
we're
working
on
so
I
want
to
thank
City
Planning
for
this
work
because
they
know
it
is
really
important
to
me
to
see
this
park
be
treated
as
the
treasure.
It
really
is,
and
I
think
that
this
is
a
chance.
P
That's
really
giving
a
lot
of
hope
to
a
community
that
hasn't
had
a
lot
of
hope
for
a
long
time
and
anytime
government
comes
in
to
Sheridan.
They
panic,
because
we
have
done
a
number
of
things
to
Sheridan
in
a
way
that
was
not
always
positive,
and
this
is
the
first
time
they're
looking
forward
to
us
being
there.
So
I
want
to
thank
you
and
thank
City
planning
for
and
the
mayor's
office
for
their
commitment
to
sharing.
Let's.

You
so
everybody

however,
they're

that

I

everybody

Clearly
after
this

If
you
add

to

it'll
taste
a
lot
better,
but
there
is
an
amendment
that
I
have
to
make.
It
should
just
be
the

not
the

so
motion
to

second
bite.
L
Right,
there's
a
motion
to
amend
on
the
table.
All
those
in

signify
by
saying
aye
opposed,
nay,
has
been
a

we're
back
to

Any
more
conversation,
no
more
conversation
about
the
original
bill,
all
those
in
favor
signify
by
saying
aye
opposed,
nay
that
takes
us
to

and

Mr.

is

We
have

So
this
is
a

that
will
conduct
with

of

so
every

that
is

to

and
this
was
developed
in

but
many

use
it.
So
it
falls
along
two
of
the
pieces
of
the

that
we
shared
with

of
investing
in
our

by
saying
aye
opposed
there's
an
a
now.
The
invoices
are
the
table,
though,
before
I
read,
the
motion
for
the
invoice
I
need
actually
a
motion
to
waive
the
rules
of
counsel
because
one
of
the
in
month
one
of
the
public
safety
invoices
is
above
the
hour
limit.
I
think
there's
a
I'm
forty
four
thousand
nine
hundred
fifty
nine,
almost
five
thousand
invoice
and
so
I
need
a
motion
away.
There
was
a
council,
so
we
consider
all
the
invoices.
D
D
U
U
Explanation,
that's
been
given
to
me
in
the
past.
Is
that
there's
a
cost
to
be
able
to
open
the
schools
they
need
to
have
staff
there,
so
they
and
it's
it's
per
their
union
contract
regarding
I,
think
janitorial
services
custodial
services.
Ok
need
to
be
there
and
that's
what
the
charge
is
actually.
P
U
H
U
X
L
P
L
Second,
any
conversation
see
no
conversation.
The
P
cars,
always
in
favor
signify
by
saying
aye
opposed,
nay,
that
exhaust
I
believe
our
agenda.
I
do
not
have
any
announcements
in
front
of
me.
Let's
do
somewhere
else.
I
have
announcement
somewhere,
I,
don't
think.
Oh
we're!
Still
we
know.
Law
I
forgot
we're
still
waiting
on
long.
P
H
L
Other
counts:
not
Wendy's
are
the
way
up.
I
suggest
that
you
not
do
this
from
the
beginning
so,
but
you
can
use
your
right
now
supported.
L
X
H
H
P
Just
want
to
reiterate
what
councilman
Harris
said:
I
mean
I'm
and
I'm
gonna
be
honest
with
you.
I've
asked
something
about
the
law
department.
Over
the
past
few
months,
I
didn't
get
an
answer.
The
law
of
departments
not
been
here
for
meetings,
we're
waiting
for
the
law
department,
a
lot
of
times
for
different
things.
P
I
want
I
think
that
we're
going
to
have
a
serious
discussion
during
a
bunch
of
time
about
this
law
department,
because
you
know,
and
and
they
you
are
here
and
you're-
almost
always
here,
but
we
were
told
a
long
time
ago
that
somebody
sits
down
stairs
and
watches
us
to
make
sure
that
you
know.
If
there's
anything,
we
need
to
have
addressed
or
anything
that
they'll
be
right
up
or
that
they'll
notify.
P
P
You
know
that
you
should
be
here
and
not
just
for
you,
but
for
every
department
that
we
wait
for
and
I'm
gonna
say
director
gable,
director,
Rick's
they're
here
all
the
time
I
mean
all
the
time
they
sit
here
from
the
beginning
of
the
meeting
to
the
end
of
the
meeting
and
they're
some
of
the
most
busiest
departments
we
have,
and
so,
if
they
can
be
here,
everybody
else
can
be
here.
I
just
want
to
say
that
now
you
can
make
your
motion
you.
L
T
H
H
It
was
supposed
to
be
for
wherever
the
money
went,
the
department
say
if
it
was
City
steps
which
city
steps,
what
amount
was
given
to
them,
how
much
was
spent
and
what
is
left
and
it
was
supposed
to
be
for
the
first
hundred
million
dollars
to
get
that
information
and
I.
Just
still
don't
have
the
information
correctly.
Our
budget
Department
is
trying
to
pull
it
together
and
it's
just
not
there
and
they
have.
The
law
department
asked
for
me
to
wait.
H
30
days,
I
waited
30
days
and
then
I
talked
to
you
about
it
and
I
think
you
might
have
went
back
again
to
try
to
get
this,
but
it
is
bond
money.
Usually,
when
you
spend
a
lot
of
money,
it
is
something
that
is
going
to
last
at
least
10
years
or
more
well.
I
follow
bond
and
we
are
up
to
200
million
dollars
now
and
bond
money
that
this
council,
okay
and
I'm
just
asking
for
the
first
hundred
million
dollars.
H
What
it
boys
is
right
on
so
yeah
I
would
appreciate
it
if
you'd
go
back
again
to,
however,
the
attorneys
are
that
are
supposed
to
be
working
on
this.
You
can't
just
wait
30
days
and
then
just
throw
budgets.
I
mean
we've
done.
The
budgets
I
think
where
this
Public
Works
has
to
come
from
Public
Works.
What's
tell
me,
has
come
from
domi
and
each
other
Department
I
did.
L
H
I
tried
asking
for
it
without
a
right
to
know
or
I
did
not
get
the
information.
So
now
I
went
through
a
right
to
know
the
right
to
know
said
thirty
days
and
you
just
don't
throw
a
budget
at
somebody,
and
now
our
guys
have
been
trying
to
pull
it
apart
and
it's
not
there.
So
I'll
have
another
meeting
with
you.
So.
L
You've
not
asked
me
about
this.
There
have
been
multiple
bond
offering
so
probably
off
the
top
of
my
head,
which
you're
going
to
have
to
have
a
distance,
my
advice
and
I'm
going
to
help
you
do
it
I'm,
not
sure
what
the
purpose
is,
but
I'm,
you
know
your
purposes
or
your
own
interest.
I
would
suggest
that
you
perhaps
start
to
think
about
it
in
terms
of
each
bond
offering,
rather
than
to
lump
it
as
the
first
hundred
million,
because
what
you're
really
doing
is
you're
overlapping
offerings.
L
What
I
would
do,
because
the
offerings
tend
to
be
about
sixty
million
apiece
I,
would
look
at
the
the
the
place
each
offering
where,
though,
where
that
money
went.
So
you
know,
whichever
offering
of
the
blonde
offering
you
want
to
examine
I,
would
do
it
offering
by
offering,
because
what
we
did
was
we
we
used
the
offerings.
This
was
when
my
second
year
in
council,
we
decided
when
we
did
not
have
enough
money
for
our
capital
budget.
We
decided
to
go
out
to
bond
over
the
next
ten
years.
Every
two
three
years.
This.
H
H
L
You
misunderstand
me:
what
I'm
suggesting
to
you
is
this?
Let
me
I'll
try
to
say
this
again
around
ten
years
ago,
when
I
was
your
financial,
when
you
were
president,
we
decided
to
do
a
number
of
bond
offerings
and
the
idea
was
because
we
did
not
have
enough
money
to
float
our
capital
budget.
Well,
we
decided-
and
we
did
this
with
the
ak-47
and
then
the
ICA
oversight
overseers
I
was
in
the
room.
L
P
P
L
L
No
I
need
a
second
second,
all
those
in
favor
signify
by
saying
aye,
aye
opposed,
nay,
all
right,
so
that
exhausts
the
agenda.
I
will
now
make
the
video
notes
and
then
it
will
go
to
motions
and
resolutions.
Thank
you
very
much.
Wendy
briefing
is
scheduled
this
Friday
morning,
June
14th
with
sessions
at
10
o'clock
and
11
o'clock
relative
to
the
you
are
a
strategic
plan
update.
L
This
will
be
the
last
opportunity
for
council
members
to
meet
with
the
H
RNA
advisors,
on
the
request
of
OMB
and
mayor's
office
of
management
and
budget,
and
vice
president's
to
potholes
and
pierogies
dinner,
and
a
discussion
of
the
2020
capital
budget.
These
public
meetings
provide
citizens
the
chance
to
learn
about
the
budgeting
process,
to
talk
with
residents
about
priority
projects,
to
pose
questions
to
a
panel
from
say
departments
and
to
provide
valuable
feedback
for
the
2020
capital
budget.
L
The
first
mean
will
be
the
evening
Thursday
June
13th
tomorrow
at
the
Children's
Museum
on
the
Northside.
The
second
will
be
the
evening
of
Tuesday
June
18th
at
the
Pittsburg
Federation
of
Teachers.
On
the
south
side,
she'll
care
interpretive
services
are
available
for
those
who
register
by
June
9th
for
more
information
in
the
register.
Go
to
H
go
to
Pittsburgh
PA
gov,
backslash,
OMB,
backslash
CIP.
H
L
Of
order,
because
number
one,
the
rules
of
council
state,
the
finding
is
in
the
president's
hands,
not
in
counsels
hands,
and
so
that's
not
a
motion
for
us
to
entertain.
You
can
talk
to
the
president
about
how
you
want
to
do
that,
but
there
is
nothing
in
our
rules
of
Council
that
gives
us
the
authority
of
power
to
find
we
can.
The
president
can
find
us
there's
nothing.
L
L
U
L
H
L
We
cannot,
we
speak
through
either
emotion,
either
a
resolution,
an
ordinance
of
some
sort.
That's
how
council
speaks
all
of
everything
we
do
comes
through.
The
venue
of
legislative
activity,
which
is
almost
exclusively
even
the
will
of
Council,
is
either
a
resolution
or
an
ordinance.
So
we
can
have
conversations
all
the
time,
but
we
cannot
act
without
some
form
of
motion
resolution
introduced
by
the
clerk
put
on
the
Standing
Committee
meeting.
That's
the
only
way.
P
Not
receiving
answers
having
government
relations,
people
have
to
deal
with
us,
because
directors
cannot
I
mean
I.
Think
there's
a
lot
to
be
said
and
a
lot
of
the
way
that
things
are
being
handled
here
and
I
mean
and
and
I
want
to
be
honest
with
you
I.
Think
too,
we
have
in
chief
staff
at
Gillman
one
of
the
most
responsive
people
with
most
one
of
the
most
important
positions
and
if
he
can
find
time
to
respond
to
us-
and
he
can
deal
with
council
and
I
know
that
we
have
a
lot
of
different
personalities.
P
L
L
O
It's
been
tough
scheduling,
I
just
kind
of
had
a
couple
of
the
Peter
versus
a
board
member,
so
board
members
have
only
just
gotten
it
when
council
members
got
it,
and
so
we
still
haven't
had
a
briefing
from
the
PwC
administration
about
it,
and
so
I'll
just
keep
you
informed
as
that
progresses.
Okay,
thank
you.
That's
all
the.
