passed
away
as
a
veteran.

a
lot
of
veterans
and
our

know
the
sacrifices
you've
made
that
you
continue
to
make
and
that
your
families
make
for
our
country
and
for
our
freedoms
and
so
I'm,
always
very
honored.
To
present
this
proclamation,
so
I
want
to

members

the

the
Veterans
Day
Parade,
is
Saturday.
November
9th
staging
begins
on
Liberty
Avenue
at
10th
Street
and
extends
to
26th
Street
on
Liberty
Avenue.
There
are
four
divisions
and
division.
One
is
the
honor
division.
Division
two
is
the
American
Legion
Division
three
is
the
VFW
and
division.
Four
is
the
other
organizations.

The
grand
marshal
is
Colonel
John
F
Robinson,
who
will
be
leading
off
the
parade
with
the
Federation
commander,
who
is
an
men
Lee
and
it
will
kick
off
at
10:30
a.m.
and
proceed
on,
Liberty,
Avenue
and
ending
at
Commonwealth
place.
The
reviewing
stand
will
be
located
at
the
apex
of
Liberty
and
Penn
avenues.
This
parade
is
the
hundredth
anniversary
and
besides
high
school
bands,
all
five
US
forces
are
in
the
parade:
Air
Force,
Army,
Navy,
Marines
and
Coast
Guard.

we
need
are
the
general
public
as
spectators
lining
up
both
sides
of
Liberty
Avenue
Federation
would
like
to
thank
city
council,
mayor
City,
Department
of
Public
Works
city
parks
and
police,
providing
security.
We
would
like
to
invite
all
council
members
to
join
us
in
Division,
one
at
10th
Street
on
Liberty
Avenue.
He
gave
up
coffee
the
parade
orders
to
the
city
clerk
for
you
and
for
and
I'll
introduce
these
members
and
it's
our
commander
and
manly
and
past
commander
dick
silk
and
this
gentleman
joined
us.

every
year

usually

resident
of
Westwood

commander

disabled
veterans

state

Pennsylvania

this
year,
what
he's
not
able
to
join
us
directly
as
a
result
from
an
illness
that
he's
hopefully
recovering
from
from
his
time
in
service
at
the
Vietnam
War.
So
we
just
want
to
keep
Albert
in
our
thoughts
and
prayers
and
know
that
he
is
really
and
his
wife
are
both
struggling
right
now
with
illnesses.

just
wanted
to
thank
City
Council
for
its
support
over
the
years
of
the
Veterans
Day
Parade
and
of
the
veterans,
and
you
know,
as
as
an
Iraqi
veteran
combat
veteran
I've,
been
seeing
so
many
things
that
have
been
going
on
with
our
veterans
and
every
war
period
has
different
challenges.
And
you
know
we
have
the
aging
of
where
we're
in
Korea
and
then
the
challenges,
particularly
the
Vietnam
veterans,
are
facing
with
Agent
Orange
and
the
slow
the
slowness
of
government
to
be
responsive
in
their
needs.

I
mean
it's,
it's
so
tragic
and
I'm
kind
of
seeing
a
similar,
maybe
not
so
similar
kind
of
trend
with
the
Iraqi
vets
with
TBI
and
PTSD,
and
the
high
suicide
rate.
And
so
all
that's
quite
alarming.
And
you
know
I
just
continue
to
ask
that
you
put
forward
programs
to
support
the
veterans-
and
you
know
particularly
now
our
youngest
ones
coming
home
and
with
the
challenges
that
they
face
and
they
seem
to
be
the
Forgotten
group,
even
though
they
were
well
respected
when
they
came
back.

that
on
Saturday
councilman
gross
councilman
Strasburg
and
a
few
other
people
were
joined,
we
were
invited
to
join
congresswoman
from
Houlihan
from
Philadelphia
and
we
were
also
joined

p.m.

both
were
veterans
both
are
serving
in
government
now,
and
they
spoke
about
how
they're
coming
together
to
work
on
some
veteran
issues,
and
so
that
you
know
there's
a
lot
of
people
our
congressman
and
the
oil
and
others
have
been
really
great
in
this
regard.

know
that
we
need
to
do
more
because
you
have
done
so
much
for
us,
so
I,
don't
know
that
we
can

enough

advocates
is
a
organization,
that's
located

West
End
of
the
city
of
Pittsburgh,
and
they
do
amazing
work
and
are
operated
by
volunteers,
who
do
so
many
great
things

animals
in

city

Pittsburgh
and
I
really
love
the
place
because
I
think
have
this
greatest
thrift
store
and
every
dime
that
you
raised
and
the
thrift
store
goes
towards
helping
animals
and
I'll
read
the
proclamation,

want
you.

you

an
opportunity
like
thrift
shopping
and
like
animals,
stop

make
sure

that,

whereas,
since
its
inception
in
1984,
animal
advocates
had
followed
a
no-kill
policy
and
provides
high-quality
care
by
loving
volunteer
foster
homes
until
they
are
placed
into
their
forever
homes

whereas,
since
they
take
take
the
time
to
get
to
know
the
animals,
personalities
and
needs,
they
are
able
to
make
the
best
match
possible
for
both
animals
and
adopters.

whereas
animal
advocates
will
be
at
the
Pittsburgh
at
pet
expo.

largest
consumer
pet
trade
show
on
the
East
Coast
held
at
the
David
Lawrence
Convention
Center
from
the
number
fifteen
through
the
17th
2019,
and
whereas
one
way
to
support
animal
advocates
is
to
visit
their
thrift
shop
located
at
35
Wabash
Street
in
the
West
End,
whereas
one
where
100%
of
all
sales
benefit
the
rescue
and
care
of
animals
in
need.
And

therefore
be

resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
command
animal
advocates
and
their
dedicated
team
of
volunteers
for
saving

parking

is

incredible
amount

public

private
money

seated
to
car
owners,

not
even
using
all
of
the
available
parking.
We
believe
the
money
could
be
spent
on
better
things.

that

isn't
just
about
parking

affordability
or
food
access.
If
we
were,

not
aware
of
it,
this
past
summer
has
been
the
hottest
on
record
and
a
huge
contributor
to
that
was
vehicle.
Related
carbon
emission
in
2018,
the
city
set
a
goal
of
reducing
on-road
transportation
related
emissions
by
50%
by
2030.
We
know
that
the
changes
we
are
asking
for
of
the
developers
would
be
a
step
in
achieving
that
goal.
We
know
that
reducing
or
climate
footprint
won't
happen
unless
we
take
concrete
steps
in
pursuing
our
goals.

our
partners

our
housing,

talk
about
the
bill
that
will
be
before
you
I,
believe
it's
2019
22:49
changing
the
zoning
code
from
commercial.
We
plan
to
UNC,
which
is
urban,
neighborhood
commercial
player
districts.
So
we
are
here
to
say
that
we
do
support
that
change.

We
recognize
and
appreciate
the
openness
that
has
happened
around
the
community
process,
especially
with
councilor
person
in
Strasbourg
his
office
really
reaching
over
from
district
8
into
district
9,
because
we
know
those
folks
will
be
the
most
impacted.
So
we
know
that
City
Council
and
the
city
of
Pittsburgh
is
invested
in
making
this
an
equitable
transit
oriented
development,
and
we
are
too
I
mean
when
I,
say:
equity,
I
promised
myself
I
would
say
just
not
equity
as
a
buzzword,
but
racial
equity,
as
well
as
gender
equity
overlaying.

This
development,
in
any
development
that
happens
in
our
city,
so
in
basic
terms,
were
saying
we're
in
line
with
the
vision
we
want
to
see
an
equitable
transit
oriented
development
as
well.
A
particular
importance
are
the
best
practices
around
transit
oriented
development.

we
want
to
see
density
on
the
site
and
real,
authentic
and
robust
affordability,
especially
in
the
context
of
East
Liberty,
which
has
seen
so
much
historical
harm.

displacement,
air
gentrification,
and
we
know
that
the
folks
in
district
9
will
be
greatly
impacted.
That
was
my
family's

so
what
the
affordability
that
we
are
calling
for
looks
like
and

20%,
it's
30%
in
total,
what
that
looks
like

units
at
50%
AMI,

that
would
be
20%
of
it
and
10%
of
the
units
with
project-based
section,

vouchers,

really
important,
because
that
would
allow
low
income
folks
to
have
market
rate
units
and
also

cost
statements

parking
being
tied
to
the
affordability.

think

a
really
creative
way
to
help
with
the
housing
crisis.

that

calling
for.

know
this
is
the
first
step
in
this
development
for
you
to
approve
the
zoning
change,

believe
that
every
step

important

details
matter,

will
be
following

advocating

about
tomorrow's
election
day
ballot
question
concerning
a
tax
increase
to
improve
our
parks,
I'm
opposed
to
this
tax
increase
because
it
affects
the
low
and
fixed
income,
people
or
homeowners.
Excuse
me
more
so
than
any
other
group
of
people
that
are
going
to
be
impacted
by
not
only
they
impacted
by
skyrocketing
water
and
sewage
bills,
high
taxes
and
healthcare
costs.

We
have
to
take
into
consideration
that
this
is
going
to
be
a
tax
that
will
be
progressive
in
a
sense
that
it
will
continue
to
go
up
and
up
and
up
over
time,
and
also,
we
also
have
two
other
have
other
things
to
consider
here.
Essentially,
what
this
is
what's
happening
here
and
people
don't
understand,
is
there's
gonna,
be
a
creation
if
this
passes
of
a
Parks,
Trust,
Fund
Board.
Now
this
trust
fund
board
excuse
me,
will
have
sole
decision-making
over
the
the
way
the
parks
funds
are
dispensed.

This

this
board
is
not
going
to
be
elected,
it's
going
to
be
select
and
it's
going
to
be
controlled
by
these
people,
the
Pittsburgh
Parks
Conservancy
in
their
ads.
They
don't
even
mention
the
creation
of
this
parks.
Trust
fund
board,
so
the
devil
is
in
the
details,
people
and
they
don't
have
any
rules-
they're,
not
telling
you
how
their
members
are
gonna,
be
selected.

They
don't
tell
you
what
the
bylaws
are
and
why
do
we
need
a
Parks
Trust
Fund
board
in
the
first
place,
if
you're
gonna
raise
taxes
for
parts,
why
not
just
let
console
make
those
decisions?
This
is
all
because
the
mayor
in
the
parks,
Pittsburgh
parks,
Conservancy,
have
a
very
tight
political
relationship,
it's
being
orchestrated
by
the
mayor's
office.
Don't
kid
yourself:
okay,
he's
on
their
board.

have
to
understand
here.

going
on
and

vote
no
tomorrow

you'll
regret
it,

the
Devils
in
the
details,

think

rollout

controversial.

fund
board
takes

controversy

start

skeptical

south
west

minorities

didn't
do
that

to
come

fight
even
after

be
fooled

what
you're
hearing

swayed

arguments

paid
advertisements

think
that
there's
a
lot
of
people
that

want
to
do
things
for
our
parks,

think
the
foundations
have
put
a
tremendous
amount
of
money
into
our
parks.

our
nonprofits
are
starting
to
do
some
things

me
it's
not
about
the
nonprofit's
that
you
know
foundations
and
all
those
people
financing

don't
have
a
bone
to
pick
with
those
people.
What

want
is
for

us
to
come
up
with
a
plan.

either
on
a
volunteer
basis
that
we
put
something
on
the
back
of
our
taxes
or
that

come
up
with
maybe
adoptive

neighborhoods.

of

highest
rented
parks

take
care

things.

work
with
Pittsburgh
Parks
Conservancy.

do
work
with
the
city,
but
we
learn
to
do
with
what
we
make
do
with
what
we
have
in
our
parks
and
not
to
turn
our
parks
into
something
that
maybe
we'll
regret
one
day
and

think
that
this
is
happening
all
too
fast.

that
we
should
take
their
time
figure
this
out
and

best
way
to
approach
the
issues
around
our
parks

think
it's
tomorrow
coming

people

uninformed

body

grouse

don't
like

allocating

of
the
parks
Conservancy,
we
have
no
say-so
on

this
tax
will
just
continue

go
up
with
our
property
about
the
assessments
of
our
property.

this
is
a

going
to
be
there

park

list

beyond

just
goes

funds

going

allocated

right

go
towards

in

would

that's
not
the

Council's

went
to
many
of
the
community
meetings,
probably
three
or
four
of
the
listening
tour
conversations
that
were
actually
lobbying
for
the
tax
referendum,
and
that
is
exactly
what
has
been
said
publicly
every
single
time.
The
Conservancy
also
said
it
here
at
the
table.
I
want
to
acknowledge
the
good
work
that
the
Parks
Conservancy
has
done
for
the
last
20
years.

Highland
Park
has
benefited
greatly.
Certainly
the
Conservancy
has
been
well
loved
for
20
years,
in
that
it
was
fundraising
from
private
sector
either
from
corporations
and
I
saw
many
many
non
city
residents
who
would
come
to
the
annual
fundraiser
and
donate
generously
and
that
that
money
was
raised
from
the
private
sector
and
put
into
City
assets
in
the
parks
or
put
into
the
city
treasury
in
matching
funds,
and
that
activity
is
welcome.

This
last,
this
initiative
with
the
referendum
is
turning
the
tables
in
ways
that
my
constituents
find
unacceptable
and
that
I
find
out
acceptable
to
have
property
tax
which
is
meant
to
fund
the
city.
Treasury,
then,
to
be
proposed
to
be
diverted
to
a
private
organization,
is
where
you
get
into
the
problems
of
transparency
and
accountability.

emphasize
what
councilman
Coghill
said,
even
if
you
come
in
yell
at
us
for
years
from
now
that
you
want
that
melody
repealed,
we
would
not
have
the
power
to
do
that,
and
so
that
millage
that
would
be
dedicated
to
the
trust
fund
would
stay
the
same.
Even
if
York
County
Assessment
doubles
right,
we
would
lower
our
City
millage,
but
that
millage
would
stay
the
same.
Maybe
next
year
you
would
only
pay
a
hundred
dollars
a
year
if
you
have
a
two
hundred
thousand
dollar
house.

haven't-
had
an
assessment
in
how
long

assessment
is
coming
and
while
you
would
be
able
to,
we
would
be
required
by
law
to
reduce
our
city
millage,

referendum
millage

and
the
parks
trust
front,
wouldn't
have
ten
million
a
year.

would
have
20
million
a
year,
and
we
wouldn't
have
the
authority
to
do
anything
about
that.
So
and
additionally,
it
doesn't
go
away.
So,
while
we
are
up
for
election
by
design,
we
vote
on
your
property
tax.

able

the
no
vote.

think

there

the
beginning

people

signs,

guy
say

California
and
we
need
to
fix

our
parks.

this
was
covered
up
and
the
people
from
the
parks
Conservancy
were
the
bad
guys

the
ones
putting
it

done

administration

tell
you
that
this
year,

very
year

monies
that
we
were
having
a
hard
time
paying
off,
which
took
us
into
ak47,
it's
just
the
lowest
year.
So
we

52
million
dollars
more
this
year
than
we
had
any
other
year
and
I
haven't
seen
anything
go
into
any
parks.

a
backdoor
tax
increase
and
it
is
not
fair,
especially
to
the
elderly
and
people
that
are
unfortunate
out
there,
that
don't
have
enough
money
to
eat
or
buy
food,
let
alone
pay
taxes
and
maybe
lose
their
house
in.

you
watch
and
you
go
into
the
Giant
Eagle
as
you'll-
see
the
people
there
either
scratching
off
what
they
got
in
writing
down.

direction
that
it
went
before

everywhere

trails
that
have

made

aliens

particular
the
landslide

been
up
one

collapsing

trail

something

and
putting

breaking
off
between
Public
Works
and

parks,

someone
that
just
takes
care
of
the
parks
and
someone

takes
care
of
Public

They
worked

only

they
closed
up
the
second
division
downtown
when
they
took
Porton
Park
over,
and
they
gave
us
two
guys
in
the
first
division.

division
used
to
take
care
of
all

parks.
They
are

talking
about
the
tot
lots
and
a
lot

these
tot
lights.

you
remember
in
the
neighborhoods,
they
wanted
them
shut

tot
lots

used
for
nothing
but
drugs,
absolutely
nothing
but
drugs.
So
all
of
you
out
there
that
are
watching.

I'm
not
going
to
be
happy
either
way
whether
it's
passes
or
not
the
passes.

course
it's
a
tax
for

everybody

eternity
if
it
doesn't

Conservancy
that
two
million
dollars
and
let's
make
no
mistake,
it's
going
to
be
up
in
there
around
two
million
dollars
that
they
spent
on
this
campaign.
When
all
set

done,
you
know
that
two
million
dollars
could
have
fixed
every
thing
I
have
in
every
park.

the

our
police
again
for
the
10th
year,
this
does
come
at
a
cost.

have
to

this.
