Councilman
Wilson
presents
bill
number
218,
ordinance
amending
and
supplementing
the
Pittsburgh
Code
of
Ordinances
title
10,
building
chapter
1004,
international
property
maintenance
code,
adoption
adopting
the
2015
edition
of
the
International
property
maintenance
code
and,
with
the
amendments
thereto,
specified
in
Section,
10,
o
4.02
of
the
city
code,
as
well
as
making
certain
amendments
to
the
existing
language
of
section
104
point:
O,
2
of
the
city
code.
That
concludes
the
reading
of
legislation
to
be
introduced
by
Pittsburgh
City
Council.

B
B
B
F
Just
read
the
resolutions
of
it
I,
you
know
all
members
I
think
have
seen
it
and
we've
had
a
lot
of
progress
on
these
items.
It's
basically
calling
for
every
level
of
government
and
the
private
sector
to
do
what
we
all
can
do
to
help
people,
whether
this
crisis
successfully
helped
and
was
in
good
health,
but
also
without
economic
harm.
We
know
that
so
many
people
in
the
city
of
Pittsburgh
live
paycheck
to
paycheck
and
our
hourly
workers
and
are
intermittent
workers,
and
even
before
we
declared
a
state
of
emergency.
F
Required
facilities
to
not
people
service
people,
neither
water
there
is
satellite
service,
especially
need
access
to
its
procedures
and
to
each
other
so
that
their
phone,
then
through
the
streets
that
we
have
these
days
to
take
connected
and
keep
updated.
So
I
want
acknowledge
that
many
of
our
partner
organizations
and
local
government
are
cooperating
ultimate
continue
to
find
out
ways
that
we
can
help
people
be
well
during
the
crisis.
Thank
you.
A
Be
it
further
resolved
that
the
Council
of
the
city
of
Pittsburgh
calls
on
the
Allegheny
County
Sheriff's
Office,
the
Pennsylvania
courts
are
landlords
and
leasing
agents,
West

Duquesne,
Light

Gas

American
Water
to
enact
moratoriums
on
evictions,
residential
foreclosures
tax,
liens
on
residential
properties
and
utility
shutoffs
in
response
to
the
kovat
19
global
health
emergency,
be
it
FURTHER
RESOLVED.
The
Council
of
the
city
of
Pittsburgh
reminds
employers
that
the
requirements
of
the
paid
sick
leave,
Act,
effective,
March,
15,
2020
or
mandatory
for
all
employers
are.
B
Like
to
be
added
but
I
do
want
to
make
some
comments
about
how
I
do
think
that
the
administration
has
done
an
amazing
job
and
giving
this
a
lot
of
these
companies
that
we've
already
mentioned
in
organizations
that
you
mentioned
already
on
board.
Doing
some
of
these
things
and
making
sure
that
we're
working
towards
some
of
these
things,
but
not
already,
but
most
of
them,
they've
already
approved
and
done
so
I
want
to
thank
them
for
this,
because
they've
obviously
have
been
working
on
this
long
before
we
thought
about.
B
Even
even
you
know,
some
of
these
issues
and
I
do
think
that
we
need
to
recognize
and
acknowledge
the
work
of
Diane
Gilman
and
in
the
mayor,
Peduto
and
his
and
their
staff,
because
there
has
been
a
lot
done
and
a
very
short
time
and
it's
a
rapidly
changing
situation
and
I
think
that
they
have
thought
of
everything
that
they
could
possibly
think
of
for
the
needs
of
the
people
in
the
city
of
Pittsburgh.
I
hope
that
the
others
are
following
suit
in
the
county
in
the
state
level.
B
Obviously,
we'd
like
to
see
a
lot
in
the
federal
level
that
occurs
so
I
just
want
to
thank
them
for
their
work
and
I
think
Councilwoman
grouse
for
bringing
this
forward.
You
were
in
the
middle
of
working
on
this.
At
the
same
time
they
were,
they
were
finalizing
some
of
these
things,
but
weren't
ready
to
announce
so
I
just
think.
B
We've
all
were
on
the
same
page
and
trying
to
make
sure
that
the
people
of
Pittsburgh
make
it
through
this
and
safe,
healthy
and
without
as
much
stress
and
worrying
about
their
homes
and
and
and
some
of
the
things
that
they
need
for
for
basic
care.
So
I
just
want
to
thank
everyone
for
for
working
towards
where
they've
been
working
towards,
and
so
with
that
this
is
Erica.
Yes,.
H
Yeah
I
did
wanted
to
say
a
few
words
and
I
wanted
to
echo
what
you
said.
I
wanted
to
thank
Councilwoman
groves
for
her
work
on
this
I
think
we
both
became
aware
of
a
letter
that
was
being
circulated
around
the
same
time
regarding
these.
These
requests
and
we're
both
working
on
it
and-
and
you
know,
I'm-
really
glad
that
Councilwoman
Krause
took
the
lead
on
this.
H
So
I
want
to
thank
her
for
that
and,
yes,
I
wanted
to
sign
on
as
a
co-sponsor
and
I'll
just
say
that
you
know,
in
addition
to
everything
you
said,
council
president
I
think
that
it's
going
to
be
up
to
us,
as
this
is
a
rapidly
changing
environment,
to
monitor.
What's
happening,
ask
us
at
the
federal
and
at
the
state
level
and
to
see
you
know,
to
the
extent
that
an
aid
package
for
workers
and
for
small
businesses
is
passed
to
the
extent
that
you
know.
H
We
now
know
that
philanthropy
is
putting
in
I
think
ten
million
dollars
to
help
local
residents,
who
are
impacted
by
this,
that
it's
going
to
be
us
to
up
to
us
to
sift
through.
All
of
that
and
see
where
gaps
remain
and
where
we
can
still
be
of
assistance,
because
surely
federal
aid
packages,
state
aid
packages
are
not
going
to
cover
everyone
and
I've
been
really
encouraged
by
our
neighborhood
organizations,
which
have
already
jumped
into
action
to
help
their
neighbors.
So,
to
the
extent
that
you
know
we
as
City
Council's
would
be
helpful
there.
H
G
C
B
B
You
know
I
did
want
to
mention
that
public
comment
that
we
are
receiving
public
comment
through
the
clerk's
email.
Unfortunately,
we
cannot
have
anyone
in
the
chambers
and
I
do
want
to
thank
DPW
because
they
sanitized
the
chambers
so
that
when
people
are
able
to
come
back
in,
we
don't
have
to
worry
about
their
health.
B
So
I
do
want
to
thank
them
for
the
work
they've
done
in
the
clerk's
office,
for
everything
they've
been
doing
in
the
InP
Department
and
our
sergeant
their
arms
for
all
the
work
everybody's
doing
to
try
to
keep
us
going
here
and
doing
the
work
of
the
people
as
we're
doing
some
of
this
stuff.
But
we
couldn't
have
anyone
in
the
Chamber's
and
the
building
will
actually
be
locked
shortly
to
any.

Thank

I
really
want
to
thank
the

for
getting
us
through
this
I
want
to
thank
all
of
you.
I
think
we've
got
a
long
way
to
go.
B
Of
course,
our
sergeant-at-arms
and
an
IM
p
department
that
is
stretched
so
thin
and
working
all
over
the
city
still
managed
to
do
make
time
that
to
set
this
up
for
us
DPW
all
the
departments
that
are
working
through
this
time.
I
know
it's
challenging
for
them
and
their
families
I
just
want
to
thank
all
of
them,
and
let
them
know
that
we're
here.
B
We
want
to
help
as
much
as
we
can
we're,
also
limited,
because
the
building
will
be
locked
today
at
noon
and
not
open
to
the
public
so
I,
it's
a
very
challenging
time
for
the
city
of
Pittsburgh,
but
I.
Think,
together,
we'll
get
through
this
and
you've
seen
a
lot
of
there
different
things
occurring
in
the
city
and
how
people
pull
together
and
it's
what
we
do
and
we
pull
together
and
and
we'll
get
through
this,
but
it's
it's
gonna,
be
it's
gonna,
be
challenging
for
the
next
couple
of
weeks.
B
Councilman
LaValle
would
share
the
meeting
tomorrow
and
so
I.
Thank
him
for
that.
I
think
he's
gonna
I
wiped
down
the
gavel
for
you,
councilman,
so
I
think
that
everything's
been
sanitized
in
this
room
so
that
that's
thanks
to
DPW
and
John

for
all
that
they're
doing
so
with
seeing
their
other.
Is
there

Happy
Anniversary
happy
Anniversary
to
your
parents.
Thank
you
very
much
and
happy
st.
Patrick's
Day
to
everyone.
Any
other
members.
I
want
you
to
know,
I!
Think
it's
more
difficult
calling
from
home
than
it
is
coming
here
physically,
because
I've
done
it
before
from
home,
and
it's
so
difficult
because
you
can't
release,
you
know,
see
and
there's
a
delay
from
TV,
so
it's
really
challenging.
So
thank
all
you
for
taking
the
time
to
do
it
this
way
to
keep
the
public
safe
as
well,
and
so
with
that
we
have
a
motion
to.
