know

law

state
law
says
any
time
a
city
is
refinancing
a
bill.
We
must
provide
public
notice
in
order
for
there
to
be
public
comments.

our
law

They
had
a
disagreement
with
the
legal
counsel
about
details
like

contract,

Hilton
sent
out
an
email
to
certain
council
members,
seeing
that
the
same
bond
council
will
stay
on.

they
came
to
an
agreement
late
yesterday
and
they
will
stay
on
as
legal
counsel
for
this
reissuance.

it

a
something
that
developed
late
and
a
very
late.

adequate

to
our
most
recent

Pittsburgh,
our
authorities
and
many
many
other
municipalities
across

country
in
the
1990s
entered
into
very
terrible
awful
bond
agreements.
Credit
default
swaps,
the
debt
default
swaps,
those
kinds
of
things,
some
of
which
PWSA
is
still
suffering
under
that
were
non
callable
bonds
that
we
weren't
able
to
get
out
of.

we've
been
very
confident
in
our
bond
issuances
in
the
last
five
years
and
happily
so
and
we're
in
a
much
better
position,
we're
doing
our
capital
projects.

and

these
have
been
bonds
issued
at
great
terms
under
great
interest
rates.
You
know
good
for
the
public
and
prudent
for
us
to
enter
into
as
a
city,
so
we
just
want
to
make
sure
that
we
have
adequate
counsel
during
during
this
reissuance.

funds

Quarter,
which
means
there
will
be
new
signals
and
new
intersection
bump
outs
at
Sarah.

dollars

will
redesign
18th

Josephine,
which
has
been
a
real
point
of
contention

never

pretty
spectacular

with

technology

our
contract
with
smart
works
partners
negotiated

and
the
payout
for

work

needed
to
get
them
the

payout
by
the
end

May,
which
is
why
we
believe
the
rules

counsel
yesterday

support
for
that
and

know

the
work

folks
in
InP,
who
have
been
negotiating
that
updated
contract
would
appreciate
your
support
today
as

spectacular

renegotiation

unique
aspects
that
is
going

this
year
for
summer
learning
area
is
to
address
what
Councilwoman
growth
concern
legitimately
is
stating,
and
that
is
in
a
pandemic.
How
do
you
continue
to
present
a
program
that
is
normally
done
in
person
and
the
city
of
Pittsburgh
is
just
one
of
a
few
cities
that
are
continuing
to
implement
the
summer
learning
program
for
the
youth.

that
way
we
can
have
specific
courses
online
for
the
students.
So
we
have
three
alternative
setup.
One
really
covers
youth
with
technology
access
and
then
another
one
with
youth
with
limited
technology
access
and
if
it
is
applicable
for
those
youth
that
have
limited
technology
access
or
no
technology
access,
then
if
any
organizations
are
reopen
during
the
summer,
then
we
will
place
them
so
that
way
they
can
have
the
summer
experience
for
the
youth
with
technology
access,
then
they'll
be
placed
with
that
provider,
facilitating
the
project-based
learning
environment.

also
have
a
funnel
alternative
set
and
recognize
that
if
the
stay-at-home
order
continues,
we
will
miss,
probably
about
900
youth
that
will
not
be
able
to
be
served
but
will
be
able
to
still
serve
over
1500
that
have
the
youth
that
have
technology
access.
So
one
of
the
nice
things
is
that
we
are,
as
a
committee
with
partner
for
work,
on
making
sure
that
the
youth
that
have
the
ability
to
participate
still
will
have
this
advantage,
even
though
it
may
not
always
be
in
person.

process
of
what
we're
looking
at
to
implement
this
program,
and
so
the
city,
as
well
as
the
county,
has
this
respective
partnership
with
partner
for
work
to
go
ahead
and
move
forward
with
the
implementation
of
this
respective
program

summer
virtually,
but
then
also
recognizing
by
the
conclusion
of
this
summer.

could
be
some
organizations
that
are
open
and,
if
so,
that
we
can
actually
place
those
respective
youth
in
those
companies
to
gain
the
actual
real-life
experience
versus
virtual.

concerns

best

briefings
about
it
and
I
do
know
that
partners
for
work
have
reached
out
to
some
of
us
and
we've
talked
with
them,
but
I
think
hearing
collectively
I

that
there's

lot
of
concern.

to
mind
that
we
have
a
real
problem
in
the
city
of
Pittsburgh,
with
a
lot
of
youth
who
do
not
have
access
to
technology,
a
lot
of
adults
that
don't
have
access
to
technology
and
to

Youth
Employment
Program
upon
technology.
At
a
time
when
we're
hearing
about
this
tremendous
divide
right
now
occurring
within
our
city's
City
Schools
to
me
it
really
it
doesn't.

have

lot
of
vision,
because
I
think
that
the
libraries
are
closed
and
you
better
wait
and
see
if
somebody
opens
I
really
think
that
there
needs
to
be
more
of
a
discussion
and
I
think
the
partners
for
work
should
have
thought
through
some
of
this
and
think
and
those
libraries
are
closed.
The
schools
are
closed.
There's
we're
not
getting
computers
into
the
hands
that
I'd
like
to
see
this
money.

think

this

right
now

don't
know

this

the
best
use
of
these
funds,
because
if
there's
we're
not
gonna

able

reach
all
the
kids
that
need

Schools

Pittsburgh,

Schools,
are
still
waiting,
so
I
don't
see
how
this
is
such
a
great
vision
for
this,

this
money
or
for
this
program.

think
that

should
have
been
more

hearing

the
details
accurately

surrounding

is
utilized

support

youth

the
counties
outside

partner

implement

a
little
bit
crosses

city

within
the

not

city

partner
with
the
county.
You
got
two
separate
entities,
utilizing
one
partner
which
is
partner
for
work
to
help
be
the
administrator
and
roll
out.

intern

sites
throughout
various
places
in
the
city
and
county

they
get
matching
money
from
corporations
that
help
both
places,
both
the
county,
kids
and
the
city,
kids,
and
so
by
having

partners
from
work
and

single

corporate
entities
are
putting
their
money
into
one
place
and,
at
the
end
of
the
day,
both
in
these
get
more
resources,
more
matching
money.
That's
that's
really.
What
that's
the
benefit
for
us
is
that
we
get
more
benefit

I
am,
as
you
know,
I'm
on
this
community,
so
I
have
not
said
a
whole
lot
about
this.
My
my
inference.
My
emphasis,
has
been
on
academic
remediation
stuff
and
making
sure
that
the
Summer
Youth
Employment
Program
not
only
puts
money
in
these
kids
hands
but
helps
them
to
do
some
academic
renovation
stuff.
They
are
trying
to
recruit
more
money
from
the
outside
of
New
City.
I
One
of
the
reasons
I
I
just
think
we
had
to
be
careful
about
what
we
do
with
the
city
money,
because
at
the
end
of
the
day,
in
my
opinion,
everybody
has
their
own
opinion
about
it
and,
although
the
program
think
like
it
is
now
has
only
been
a
rover
15
years,
the
program
of
hiring
kids
in
City
has
been
around
since
I
was
a
teenager
because
I'm
a
product
of
it
right.
I
worked
for
the
city
through
my
college
years,
most
important
thing.
I
In
my
opinion,
that
has
to
be
done
and
some
of
Youth
Employment
Program
is
the
get
kids
money
in
their
hands
and
because
even
more
the
technology
that
is
going
to
keep
them,
in
my
opinion,
from
doing
other
things
and
to
give
them
this,
this
sense
of
accomplishment,
you
know
I,
think
other
things
are
important
too,
but
I
think
the
real
goal
of
the
Summer
Youth
Employment
Program,
is
to
give
these
kids
many
of
them.
Coming
from.
I
You
know
low-income
families,
money
and
resources
in
their
pockets,
so
they
can
buy
tennis
shoes
and
broke
some
school
clothes.
Many
of
them
keeps
kids
depend
on
this
money.
For
the
fall
and
and
for
their
upcoming
school
year
and
so
I
think
it's
real
important,
I'm
proud
that
city
is
gonna
move
forward,
because
the
need
for
these
kids
in
this
pandemic
is
even
greater
right,
because
many
of
them
now
their
parents
have
lost
their
seasonal
jobs.
They've
lost
their
jobs.
I
That
may
be,
you
know,
working
at
the
ball
field
or-
or
you
know,
various
various
things,
and
so
our
workforce
is
down
on
employment,
sup,
toilet,
I,
think,
council,
press
Smith
is
right.
We
should
have
a
briefing
counts,
purchase
for
work
and
all
of
us
who
work
with
them
are
willing
to
do
that.
We
can

would
be

partners

visited
people
who
were
working
in
the
program
who
were
building
trails
in
our
parks
and

appreciative

work
product

outcomes

thought
it
was
great
outside

seen

kind

ladder
than
people
with
that
when
students
youth
returned
with
higher
level
skills
and
more
experience,
they
got
different
kinds
of
placements
that
were
more
professional,
and
that
was
something
that
was
new
to
the
program
and
that
was
welcomed.

hand,
we
do
it's
our
job
to
make
sure
that
we
are
providing
that
oversight
and
public
communication
about
the
accounting
of
our
city
resources
and
making
sure

the
public
comfortable
that
they're
going
straight
to
public

we've
had
this
conversation
of
previous,
but
we're
still
don't
have
a
comfort
level.

of

employment
centers,

the
Summer,
Youth,
Employment

think
lacks
in
a
lot
of
areas

move

proves

give
focus

Summer,
Youth,
Employment
Program
for
the
city
of
Pittsburgh
residents,
when
our
students
are
struggling
and
can't
even
get
there
obtain
their
education
because
they
have
them
to
have
the
technology
available.
But
yet
we're
gonna
base
an
entire
program
on
it.

the
application
process,
as
I
stated
before,
launched
March
16th,
and
so
the
conclusion
of
the
application
process
is
actually
the
first
week
of
June.
However,
based
on
the
fact
that
there
could
be
a
little
movement
that
we
could
kind
of
have
staggered
start
times
for
for
the
Summer
Youth
Employment
Program,
it
could
be.
You
know
there
could
be
some
lead
that
the
applications
could
still
be
processed
even
after
the
first
week
of
June,
but
they
still
have
at
least
several
more
weeks,
considering
that
it
has
now
been
open
for
over
sixty
days.

occur
when

budget

passed

beginning

needs

stable
economics
and

access
to
educational
activity.

are
kind

two
things

emphasize
and
so
due
to
some
Youth
Employment
Program.
The
reason
I'm
such
an
advocate
for
it
is
because
I
really
believe,
I
really
believe
it
all.
I
My
heart
and
I
don't
want
to
be
preached
too
much
about
this,
that
when
you
give
kids
money
and
resources
to
poor
kids
and
they
get
to
see
the
success
of
their
labor,
they
work
and
get
a
paycheck
that
that
creates
something
for
them
for
many
of
them,
the
first
time
in
their
life,
where
they
get
to
see
something
that
any
of
us.
Many
of
us
have
that
inculcated.

Since
we
were
children,
you
know
work
hard
and
get
rewarded,
they've
not
seen
that
in
their
life-
and
this
is
maybe
one
of
the
first
times
where
they
saw
their
work,
their
hard
work,
I'll,
get
them
financial
benefit
and

Think
that's
the,
although
it
does
other
things.
In
my
opinion,
it
is
the
single
most
important
factor
about
this
program.

putting
money
in
these
kids
pockets.

starts

dollars

that

diversion

Gomberg
whole-food
sites.
After
a
legal
deliberation,
there
was
agreement
that
there
would
be
a
consideration
for
expanding
the
tree,
and
this
then
becomes
that
vehicle.
Both
the
administration
and
myself
we're,
maybe
80
to
90%
of
the
tree
at
boundary,
is
in
my
district.
I
We
are
against
the
expansion
of
the
of
the
trade
boundaries
because
we
promised
to
bring
those
residents
back
to
the
core
of
the
Sur
birdie,
and
it's
not
a
lot
of
money.
It's
over
two
phases
and
I
think
that
we
want
to
limit
the
impact
to
the
region
right
around
where
the
development
occurred
and
where
the
displacement
happened.
So
I
eventually
tabled
it.
I
But
I
found
out
that
that
tabeling
of
it
is
not
a
definitive
action
and
that,
because
it
is
the
subject
of
a
lawsuit,
it
has
to
Council,
has
to
take
a
deliberate
final
action
so
table
in
itself,
puts
it
in
limbo
and
does
not
meet
the
letter
of
the
law
and
so
I'm
asking
now
to
bring
it
from
tabling.
But
I
am
still
along
with
the
administration,
and
you
are
a
opposed
to
it.
I
But
this
bill
would
do
what
actually
caused
us
to
have
to
pay
expense
to
do
a
study
to
see
if
it's
feasible,
when
it
is
something
that
both
myself,

your

the
administration
opposed.

easier

simpler

to
just
defeat
the
bill.

money

of
money
in

more
money
if

second
phase,
but
right
now,

lot

money

going
to
go
around,

mixture

grants

investment

corridor,

promises

made

residents

bringing
them

not
that

money

this
place
for

bring
them
to
the
neighborhood

so
that's
why

objection.

promise

made
to
the
residents

bring
them
back
to
the
core
of
East
Liberty
and
that's
my
focus
and
my
desire.
