either
the
presentations
or
the
comments
around
the
three
different,
historically
nominated
properties.
We
will
take
all
testimony
for
each
one
at
the
same
time,
regardless
of
what
you
may
be
here
to
speak
on
so

is
your
pleasure,
which
would
you
like
to
begin
with.

so
the
gallagher
kefir
house
is
our
first
property.
It's
located
at
234
different
street
and
it's
owned
by
the
estate
of
dorothy
gallagher.
Her
family
now
owns
the
property
as
well.
It's
located
in
north
oakland.
As
I
said,
it's
a
two
and
a
half
story.
Wood
frame
residential
structure
built
in
1893.

I
I'm
going
to
just
only
read
a
small
part
of
this
building
description,
because
it's
it's
it's
very
technical.
The
nomination
is
available
on
our
website.
You
can
certainly
go
through
and
read
the
specifics
of
all
that,
but
I'll
just
hit
the
highlights
here.

The
building
possesses
a
cross
gable,
roof
with
a
steeply
pitched
side,
gambrell
at
the
front
and
a
standard
end
gable,
roof
extending
at
the
rear
four
chimneys
penetrate
the
building's
roof
line.
Each
chimney
is
a
brick
construction
and
features
a
two
two-course
collar
and
six
course
cordless
crown.
Each
chimney
is
capped
with
dressed
stone,
coping.

I'll

to
it
in
the
history
section,
one
of
the
previous
owners
wasn't
just
doing
stained
glass
and
the
stained
glass
on
the
front
of
the
building
is
very
unique.
There
are
some
photos
in
the
packet
that
I
provided
you
guys
yesterday
there

medallions
set
into
each
transom
stash
or
they
were
the
front
windows.

The
most
most
of
these
are
figural
medallions
linked
to
greek
mythology
or
the
christian
faith
from
right
to
left.
There
is
a
caduceus
flank
by
the
latin
words
sabas
vitae,
an
anchor
entwined
with
a
serpent
in
the
letters,
tb,
symbolizing
christ
and
salvation
a
flaming
sword
with
the
latin
phrase.
Bellum
hid,
avarita
kanta
interpreted
as
war
against
greed
and
oh
here's
dallas
gaelic.
The
alice
show
bear
which
I
guess
is
the
gallagher
name
in
gaelic,
the
family,
crest
and
then
there's
a
scene
depicting
saint
nicholas,
rescuing
three
children
from
an
evil
butcher.

The
history
of
the
property
is
is
actually
kind
of
interesting
built
in
1893.
The
property
was
used
as
a
rental
until
1914
and
was
home
to
such
notable
tenants
as
the
reverend
henry
t
mcclelland,
who
was
a
pastor,
the
bell-filled
presbyterian
church
and
melvin
johnston,
who
was
vice
president
of
duff's
iron
city
college,
annie,
davidson.

Hired
a
contracting
firm
of
bennett
and
stightly
to
build
the
house,
a
cost
of
4
600
in
1914
234
district
street
was
purchased
by
patrick
and
f,
patrick
f
and
catherine
gallagher
at
a
cost
of
ten
thousand
dollars.
Although
there's
some
dispute
over
the
price,
patrick
gallagher
was
the
president
of
the
duquesne
construction
company
and
helped
to
build
many
of
the
schools
and
churches
around
the
pittsburgh
area,
most
notably
sacred
heart,
roman
catholic
church
in
shadyside
and
boniface
church.

Annie
neville
craig
was
born
in
1831
and
was
the
daughter
of
neville
and
jane
craig
at
the
time
she
was
at
the
time
she
was
born.
Her
father
neville
craig
was
pres,
was
the
pittsburgh
city
solicitor
in
1831
and
was
also
the
owner
and
editor
of
the
pittsburgh
gazette
annie
davidson
began
work
on
234
north
street
in
1893
the
same
year.
Her
daughter
mary
married
robert
reed
and
it's
possible
that
this
was
a
wedding
gift.
We
don't
know
that
for
sure,
annie
davidson
died
in
1906
and
was
buried
in
allegheny
cemetery,
patrick
gallagher.

The
gentleman
whose
descendants
currently
live
in
the
building
was
born
in
1872
in
allentown
pennsylvania.
He
was
the
son
of
irish
immigrants
and
catherine
kiefer
was
born
in
july,
14
1876
in
philadelphia
gallagher
rose
through
the
ranks
of
duquesne
construction,
as
the
company
developed
a
name
building
many
churches
and
schools
and
commercial
buildings
in
the
pittsburgh
area.

In
1912
and
many
catholic
churches
such
as
anne's
and
st
george,
also
known
as
st
john
bieni,
which
was
finished
in
1910
1912,
excuse
me:
the
property,
the
comm,
the
historic
review
commission
felt
this
property
was
significant
as
part
of
its
identification
with
a
significant
person,
and
they
felt
that
mr
patrick
gallagher
was
the
significant
person
he
owned
and
lived
in
the
house
during
a
period
which
he
rose
to
prominence
at
the
duquesne
construction
company.

Examples
of
due
cane
construction
companies
work
include
saint
bonavis
church
on
the
north
side,
saint
paul
cathedral
grade
school,
high
school
convent
and
rectory
in
oakland,
sacred
heart
church
in
the
east
end
saint
martin,
the
mount
saint
mary,
the
mount
school
in
mount
washington,
saint
st
john
vianney
church
in
allentown,
st
attleboro
church
on
the
south
side
and
the
bishop's
residence
in
pittsburgh.

The
building
meets
this
criteria
because
of
its
relative
rarity
of
the
singles
of
the
shingle
style
architecture
in
north
oakland,
in
a
unique
manner
in
which
the
residence
was
altered
by
pf
gallagher
in
north
oakland
and
perhaps
much
of
pittsburgh.
Shingle
style
architecture
in
residential
architecture
is
relatively
rare,
with
a
strong
preference
for
richardson
romanesque.

I
can
tell
you
the
packet
I,
provided
you
includes
photographs
of
some
of
the
stained
glass,
that's
included
in
the
windows,
although
mine
are
on
black
and
white.
So
that's
pretty
much
what
I
have
for
you.
Oh,
I
mean
the
both
commissions
provided
a
positive
recommendation
for
for
you
all,
as
do
I
so.

Sure
the
next
property
we
want
to
look
at
is
the
heron
hill
pumping
station,
and
this
is
located.
E
This
was
constructed
in
two
sections:
the
large
there's
a
large
two-story
pump
house,
which
is
set
back
40
feet
from
center
avenue
and
a
two-story
boiler
house
attached
on
its
north
side
and
separated
from
the
pump
house
by
interior
brick
wall.
E
E
Just
designed
as
one
building,
even
though
they
were
sort
of
two,
the
pump
house
and
boiler
house
have
similar
architectural
details
and
two
small
additions
have
been
made
to
the
south
end
of
the
building
over
time
on
the
east.
Facade
is
a
single
story:
red
brick,
enclosed
loading
dock
with
rolling
overhead
door
which
provide
access
to
a
pump
room
in
a
vault
that
extends
under
the
front
driveway.

In
1896
city,
county
city
council
set
aside
one
hundred
thousand
dollars
from
the
sale
of
bonds
for
a
new
heron
hill
pumping
station
lower
on
the
property
closer
to
center
avenue
and
out
of
harm's
way
architect.
William
s,
frazier
was
selected
to
design
the
new
larger
facility
and
their
rfp
was
issued
in
february
of
1896.

Two
major
additions
were
made
to
the
water
system,
with
the
consolidation
of
the
city
of
pittsburgh
and
the
sea
of
allegheny
in
1907
and
purchased
of
the
monongahela
water
system.
On
the
south
side
in
1908,
benefits
of
filtration
and
chlorination
of
the
water
supply
was
readily
apparent,
as
waterborne
illnesses
decreased
dramatically.

For
example,
in
1907
with
a
combined
population
of
over
535
000
people,
pittsburgh
and
allegheny,
there
were
5
652
cases
of
typhoid
fever,
648
of
which
proved
fatal
by
1911,
the
number
of
cases
had
dropped
to
less
than
500,
and
the
number
of
typhoid
fever
deaths
to
fewer
than
100.
by
1930.
Only
four
deaths
were
attributed
to
typhoid.

The
historic
review
commission
thought
that
the
heron
hill
pumping
station
was
significant
as
an
architectural
type
style,
design
distinguished
by
innovation
or
rarity.
The
pumping
station
is
an
example
of
classical
revival
or
neoclassical
designs,
successfully
adapted
to
specific
program
of
late
19th
century
water
works.
Important
from
the
design
standpoint
was
the
desire
to
pride
large,
provide
large
quantities
of
natural
light
and
ventilation
into
the
buildings,
along
with
the
ability
to
confidently
view
clean,
modern
infrastructure
at
work.
Inside.

For
the
literal
and
symbolic
solidarity
of
its
massive
stone
of
brick,
construction
and
the
characteristic
round,
arches
that
easily
lent
themselves
to
large
windows,
however,
williams
fraser
turned
and
said
the
classical
precedents
that
were
becoming
increasingly
popular
at
the
time.
In
doing
so,
he
created
a
building
that
was
more
stylistically
up
to
date,
ideally
suited
to
its
prominent
grassy,
plinth
above
center
avenue
and
was
lighter
and
airier.
By
virtue
of
the
way
he
elegantly
inserted
an
abundance
of
windows
into
the
language
of
the
classical
arcade.

The
heron
hill
pumping
station
is
significant
as
a
skillfully
designed
surviving
example
of
the
work
of
the
late
19th
century
architect,
william
smith,
fraser
fraser's
career
was
short,
but
illustrious
in
his
architectural
output
considerable
and
vary
in
a
span
of
only
18
years.
He
earned
numerous
important
commissions
was
repeatedly
published
in
national
and
international
architectural
journals
and
became
one
of
the
most
highly
sought
after
designers
of
his
generation
in
the
city.

Securing
an
adequate
water
supply
for
the
nation,
nations,
towns
and
cities
had
been
a
major
preoccupation
of
local
officials
since
the
beginning
of
the
american
urban
experience.
Fire
production,
public
health,
bathing
washing,
cooking
and
sewerage
are
all
dependent
upon
the
distribution
of
ones
of
nature's
most
yet
most
precious
resources
following
the
largest
annexation
of
surrounding
communities
in
the
city
of
pittsburgh
in
1868
long-term
infrastructure
improvements
were
implemented.

Key
among
these
was
construction
of
the
water
distribution
network,
known
as
heron
hill
service,
where
water
is
piped
from
the
highland
reservoir
number
one
to
the
herron
hill
pumping
station
and
then
pumped
up
to
the
heron
hill
reservoir
through
1
250
feet
of
12-inch
water
main
located
on
one
of
the
highest
hills
in
the
city.
At
an
elevation
of
1
261
feet.

First,
it's
important
aesthetically
for
the
historic
composition
of
the
site.
Second,
the
herron
hill
pumping
station
is
important
visually
for
the
scale
and
era
represented
by
that
scale.
The
time
it
was
constructed,
the
two-story
building
would
have
been
the
largest
structure
for
a
block
or
two
in
any
direction.

Subsequent
construction
of
the
neighborhood
during
the
latter
part
of
the
early
part
of
the
20th
century
brought
some
larger
buildings,
but
on
the
whole,
the
neighborhood
remained
one
largely
low-rise
construction
into
the
21st
century,
and
there
are
some
photos
in
the
packets.
You
were
provided
now,
there's
a
question
of
the
building's
integrity,
which
is
how
much
of
the
original
character.
How
much
is
the
original
building
remains
to
convey
what
that
original
building
was
and
there's
a
question
about
the
windows
that
have
been
bricked
over
and
my
response
to
that
is
well.

The
final
property
is
225
allen
street,
it's
also
known
as
st
john
vienne
church.
Originally,
this
property
was
known
as
st
george's
church,
but
there's
a
sign
currently
on
the
front
of
the
building
that
says
st
john
vianney.
So
that's
the
name
we
just
we
went
with
this
is
located
in
the
allentown
neighborhood.

And
I
included
on
the
front
of
the
packet,
I
included
this
photo,
which
shows
the
the
neighbors
in
one
and
two-story
homes
with
the
war
very
much
very
large
church
right
in
the
middle,
and
that
was
something
that
the
the
architect
did
intentionally,
because
that's
a
that's,
a
very
european,
I
guess
expression
of
a
religious
building.

The
research
exemplifies
a
traditional
basilica
plan.
It
is
cruciform
and
posses
possesses
a
narcs,
nave
side,
aisles
recess,
clear
story,
transept
and
rounded
apps.
The
resource
measures,
three
bays
wide
and
ten
base
e
forest.
The
rock
nave
rise
is
only
one
story
in
height
to
the
the
resource
rises
in
overall
sixth
store
six
stories,
one
considered
its
towers
with
its
primary
facade
facing
west
and
its
apps
facing
east
the
resource
face
known
the
resource
faces
what
is
known
in
christian
tradition
as
liturgical
east.

little
bit
of
history

joseph
allen
in
1827
joseph
allen
and
english
and
english-born
butcher,
much
butcher,
purchased,

acres
in
the
vicinity
of
present-day
allentown
allen
established
a
farm
on
his
120-acre
tract,
but
in
1867
his
estate
was
partially
destroyed
by
fire,
although
rebuilt
allen
subsequently
relocated
to
greentree.

The
duquesne
construction
company
was
selected
as
the
builder.
Now
the
duquesne
construction
company
was
where
mr
gallagher
worked
from
our
first
property.
We
talked
about
today,
and
that
was
just
a
coincidence
that
we
didn't
even
know
that
was
gonna.

It's
a
it's
first,
a
small
town
but
anyways
as
a
german-born
immigrant
catholic,
the
edmund
lang
and
his
brother
were
able
to
deliver
a
design
that
outwardly
expressed.
The
congregation's
cultural
heritage,
while
simultaneously
addressing
its
programmatic
needs,
lang's
designed
for
a
grand
basilica
towered
over
allentown,
not
unlike
the
german
cathedrals.
Its
congregants
had
known
in
europe,
so
the
historic
review
commission
felt
that
this
property
was
significant
for
under
several
criteria.

The
first
one
was
exemplification
of
an
architectural
type
style
or
design.
The
resource
is
an
exceptionally
fine
example
of
german
romanesque
architecture.
An
american
derivative
of
the
here
we
go
run,
run
bogan
steel
or
german
round
style.

So,
basically,
what
it
means
is:
build
a
product,
build,
build
local
use,
local
resources
and
build
practical,
which
seems
like
a
very
german
thing
to
do.
Anyways.

But
it
was
so
effective
here
well
that
it
basically
became
synonymous
with
the
high
german
architectural
styles.
By
the
end
of
the
century,
the
property
is
significant,
or
the
commission
felt
it
was
significant
under
criteria,
four,
which
is
identification
of
work
of
an
architect,
engineer
designer.

The
resource
is
a
physical
man's
manifestation
of
the
cultural
ethnic
origins
of
its
patrons
once
among
the
largest
ethnic
groups
to
settle
in
the
city
of
pittsburgh,
more
than
18
percent
of
present-day
pittsburgh's
identified
identify
as
having
german
ancestry
in
the
late
19th
and
early
20th
centuries.
German
communities
like
allentown,
deutsche
town,
troy,
hill
and
bloomfield,
were
clearly
identifiable
upon
arrival
in
the
united
states,
german
catholic
immigrants
found
themselves
separated
from
mainstream
protestant
society
prior
to
the
civil
war.

Many
churches,
including
german
catholic
churches,
were
designed
by
protestant
architects
who
failed
to
understand
the
specific
needs
of
their
patrons.
Often
these
buildings
were
less
than
ideal,
but
were
accepted
by
german
catholic
congregations
in
an
attempt
to
adapt
to
their
new
country
and
culture.

When
it
came
to
religious
institutions,
german
immigrants
desired
german
churches
built
by
german
architects
following
the
unification
of
germany
in
1871,
there
was
an
influx
of
immigrants,
including
architects
that
came
to
the
united
states
to
escape
unrest
and
persecution.
So
it
was
at
that
time
that
really
the
architects
became
available
to
the
folks
here
in
pittsburgh.

Basically,
there
are
a
few
buildings,
two
exceedingly
few
buildings
in
pittsburgh
that
can
equal
the
resource
and
presence
and
command
of
a
site
from
nearly
any
vantage
point
in
the
community.
The
building
and
its
twin
spires
are
prominently
visible
so
and
there's
there's
there's
very
much.
There's
loads
of
integrity
left
in
the
building,
so
I
don't
think
that's
even
a
concern
so
as
with
the
other
two
properties,
both
the
historic
review,
commission
and
planning
commission
have
provided
positive
recommendations
to
city
council,
so
that.

herron
hill
pumping
station
is
one
block
from
my
home
and
as
a
child,
I
always
viewed
it
as
the
mysterious
building
up
on
the
hill,
where
you
could
go
up
and
look
in
the
windows
and
see
the
most
enormous
pipes
you
could
ever
imagine
as
an
adult.
I've
come
to
appreciate
the
architecture
and,
more
recently
I
cherish
the
architecture
and
the
green
space
as
an
oasis
in
an
ever-changing
north
likelihood
neighborhood,
where
we
have
condominiums
apartment
buildings,
office
buildings
that
have
replaced
all
the
backyards
where
I
used
to
play.

So
for
these
reasons,
I
I
hope
that
you
will
join
me
in
voting
the
trifecta
today
and
support
the
nomination
of
all
three
of
these
gems.

property

oldest
piece
of
water
infrastructure
that
we

pittsburgh
and

the
gallagher
keeper

wonderful

builder

our
past
on
architects
and
on
extremely
affluent
people
that
really
shaped
the

course

pittsburgh's
history,

buildings

been
a
wonderful
kind
of

porch

all

structure

church
cathedral,
mosques,
temples,
rectories
or
or
other
similar
structure
used
for
religious
worship
to

the
rights
of
a
religious
property
owner
state
law
at
purden's,
chapter
10,
section
81
mandate
mandates
that
church
property
is
to
be
held
subject
to
the
roles,
regulations,
usages,
canons
and
disciplines
of
the
church
entity
itself.

church
is
not
fully

not
finally
closed
pursuant

our
own
internal
church
doctrine

laws,

an
internal

preservation,
society

the
preservation
society
is
a
local,
grassroots
nonprofit.
It
was
founded
by
a
large
group
of
parishioners
who
have
a
long-standing
multi-generational
legacy
tied
to
this
structure.
I
We
offer
our
support
for
the
historic
designation
for
the
following
reasons:
there's
broad
support
the
designations
supported
by
the
community,
the
allentown,
cdc,
hilltop
alliance
and
young
preservationist
preservation,
pittsburgh
and
history
and
landmarks
and
others,
and
we
need
to
talk
a
little
bit
about
it,
wasn't
nominated
as
a
historic
structure
and
not
a
religious
structure,
and
the
reason
behind
that
is
at
present.
I
The
owner
has
no
intention
of
using
this
structure
for
religious
worship,
and
the
title
11
requires
that
it
be
used
for
religious
worship,
and
it's
not
the
case
in
19
in
2015,
the
owner
proposed
to
demolish
the
church,
and
there
was
a
several
announcements
that
is
closed
for
chur
close
for
worship
on
the
on
and
when
the
parishioners
left
the
church
at
the
closing
mass,
the
change
in
padlocks
were
placed
there
to
keep
us
out
sub
sub.
I
Subsequently,
the
windows
are
boarded
up

entrances

in
the
spring
of
2020,
under
the
direction
of
the
owner.
An
abatement
contractor
began
weeks
of
work
to
prepare
for
the
removal
of
the
stained
glass
windows
and
religious
artifacts.
Once
the
abatement
was
completed,
most
religious
artifacts
were
removed.

The
work
to
dismantle
the
church
has
started,
the
sign
system
was
dismantled,
removed
and
ornate.
Sacristy
casework
was
removed.
So
it's
it's
apparent
that
the
owner
has
no
intention
of
using
this
for
worship.
It's
required
to
be
used
for
worship
if
it
was
a
religious
designation,
but
it
was
so.
Therefore,
it
was
nominated
as
a
historic
structure
which
does
not
require
the
permission
of
the
owner.
I
So
for
those
reasons
we'd
like
to
support
this
nomination,
there's
large
support
out
there,
and
we
would
welcome
that
council
vote
to
move
this
forward.

am
writing
in
regards
to
the
saint
john
vianney
church,
also
known
as
st
george.
This
building
has
been
a
part
of
my
family
for
many
years
and
I
have
many
fond
memories
of
it.
My
family,
especially
my
grandparents,
worked
very
hard
for
this
church.
My
grandfather
was
an
usher.
He
and
my
grandmother
both
worked
at
the
carnival
every
year,
rain
or
shine.

remember
riding
the
ferris
wheel
on
allen
street
that
went
as
high
as
the
round
stained
glass
window
on
the
front
of
the
church.
My
parents,
who
will
be
married
50
years
in
2021,
were
married
there,
my
brothers
and
I
made
our
every
sacrament
at
st
george.
Unfortunately,
I'm
getting
married
next
year
and
it
hurts
my
heart,
knowing
that
I
will
be
one
of
the
only
members
of
my
immediate
family
that
will
not
be
married
in
this
beautiful
church.

Not
only
is
the
building
sentimental
to
me,
but
it
is
also
a
big
part
of
our
community.
I
grew
up
on
the
last
street.
That's
considered
the
south
side
slopes.
I
actually
live
in
that
house.
I
am
proud
of
my
city
and
the
unique
neighborhoods
that
surround
where
I
live.
When
I
think
of
allentown,
I
think
of
saint
john
v.
Any
church.
This
church
is
the
heart
of
the
neighborhood.
I
cannot
think
of
any
other
building
like
it.
The
church
steeples
can
be
seen
from
all
over
the
area.

these
in

so
if
you
just
sort
of
bear
with
me
just
a
little
bit,
this
came
in

my

for
the
historic
designation
of

saint

her
brother

her
sister
and
growing
up
in
the
church.
My
sister
and
brother-in-law
have
passed
from
this
earth

past
several
years
throughout
their
lives.
They
remain
dedicated
to
this
church,
its
beauty
and
it's
important
for
the
community
they've
traveled
throughout
the
world.
Because
of
my
sister's
career
in
the
airlines
and
during
their
trips
to
france,
germany,
australia,
tokyo
and
other
countries
to
and
throughout
the
united
states,
they
realize
just
how
many
structures
were
preserved
and
restored
to
improve
communities
as
a
whole.

to
this
religious
architecture
strike
many
times
and
always
marveled
at
this
building,

it

only

significant
architecture
in
this
neighborhood,

certainly
the
anchor
and
main
attraction
in
this
neighborhood.
This
neighborhood
cert
securing
architecture
looms
over
three
times
higher
than
any
of
the
surrounding
buildings
and
presents
a
sense
of
purpose
to
the
area.

one
thing
one
thing
is
important
to
understand,
and
that
is
what
we,
what
would
the
neighborhood
look
like
without
this
building?
This
is
important
since
the
current
owner
plans
to
completely
demolish
the
building,
as
has
been
done
to
the
two
historic
buildings
that
were
located
on
both
sides
of
the
structure.

Allentown
is
not
a
prime
piece
of
pittsburgh
real
estate
and
nothing
seems
to
have
been
built
in
this
neighborhood
for
over
50
years.
There's
no
hot
real
estate
market.
Here
the
neighborhood
gathers
much
stability
from
the
existence
of
this
high
quality
historic
structure
that
has
stood
in
its
midst
for
over
100
years.

this

religious,
architectural
masterpiece
would
irreparably
harm
the
neighborhood
of
allentown
for
scores
of
years
to
come.

neighborhood
stable

in

belts
over
mount
washington
allentown

years,
the
money
and
labor
of
the
allentown
community's
first
residents
financed
and
built
this
church
building
those
same
parishioners
went
on
to
build
the
main
street
commercial
buildings
and
homes
in
allentown,
and
for
this
reason
and
this
history,
the
building
is
a
towering
symbol
of
neighborhood
pride.

The
hilltop
alliance's
work
in
this
neighborhood
and
with
this
community
has
always
prioritized
preservation.
First
redevelopment
with
preservation
in
the
foreground.
We
have
been
able
to
help
keep
the
neighborhood
scale
intact.
Renovating
and
affordably
selling
previously
vacant
homes
were
possible
before
building
new
ones.
The
strategy
has
been
cost
effective,
incremental
and
therefore
has
prevented
displacement,
while
achieving
growth
and
reinvestment.

Ensuring
the
preservation
of
saint
john,
the
anti-church
building,
is
consistent
with
this
successful
approach
and
will
unlock
opportunities
for
creative
re
use.
We
believe
that
the
redevelopment
possibilities
are
more
interesting,
more
cost
effective
and
more
achievable
for
renovating
this
building
than
they
would
be
if
the
starting
point,
where
a
vacant
lot
at
this
location.
