to
remind
everyone

rules

state

comments

matters

deliberation

profanity

threats

be

deals:
there
needs
to
be
an
investigation
into
the
fraudulent
claim
that
there
is
community
support
for
a
developer,

wants

buy
bonaire
school.

spoken
to
the
four
community
members
who
attended
a
small
private
tour
of
the
school
with
the
prospective
buyer
on
april
6.
The
invitees
clearly
communicated
the
need
for
a
community
meeting
to
discuss
the
many
objections
to
the
school
becoming
an
apartment.
Building
before
the
community
meeting
could
happen.
The
school
board
of
directors
voted
on
a
resolution
that
claimed
community
support
for
gregory
development
to
buy
the
school
building.
I
The
resolution
passed
unanimously
under
the
fraudulent
claim.
Did
the
community
members
sign
anything
to
pledge
support
for
the
developer?
Why
did
the
fourth
river
development
and
gregory
development
ignore
the
community
member
objections
and
need
for
an
actual
meeting?
Who
else
is
complicit
in
this
deception?
What
evidence
was
offered
to
the
superintendent
and
solicitor
that
there
was
community
support?

So
the
solicitor
and
superintendent
have
completely
ignored
written
report
by
force
river
development
and
the
input
from
community
members
that
there
are
numerous
problems
with
the
possibility
of
apartments
in
the
school
building.
These
two
have
schemed
to
manufacture
consent
and
are
non-compliant
with
the
board's
own
policies.

There
was
a
large
town
hall
meeting
at
bonaire,
taught
lot
that
councilman
coghill
organized
the
overwhelming
response
of
the
community
was
a
strong
no
to
gregory
development.
Everyone
who
is
involved
in
the
resolution
has
to
be
aware
that
there
is
not
community
support,
deception
and
conflict
of
interest
is
most
likely.
The
school
board
administration,
buyer
and
solicitor
must
cease
and
desist
from
the
sale
to
gregory
development.
We,
the
people
of
bonaire,
have
property
rights
and
say
no
to
gregory
development.

solution
the
school
board
sells
the
property
to
the
city
for
a
dollar
in
order
for
demolition
and
the
creation
of
a
green
space
to
occur.
Green
space
has
been
documented
as
beneficial
to
the
environment
and
humans.
Since
bill
peduto
has
traveled
to
paris,
france
and
signed
a
climate
agreement,
he
can
endorse
the
green
space.

enlist
the
support
of
the
city
council
and
mayor
of
pittsburgh
to
make
this
happen.

of

constitution
and
excluding
indians
not
taxed,
and
at
the
time

constitution
was
written,
the
etymology
of
the
word
tax
simply
meant
to
censure

we
speak
of
not
being
taxed,
it's
not
merely
taxes
as
we
go

school

community
support
when

residents

bonnier

out
about
the
sale
of
honor
school.
By
hearing
it
announced
on
the
evening
news,
there
were
numerous
phone
calls
made
to
our
city
councilman,
anthony
coghill
and
our
pennsylvania
state
representative
jessica
benham.

our
district
board
member
from

school
district
was
invited,
miss
falls
was
unable
to
attend
and
she
made
an
effort
to
have
someone
anyone
from
the
pittsburgh
public
schools
attending
her
place.
No
one
from
pittsburgh.

schools

willing
to
attend
this
meeting
at
the
meeting.

vote
of
the
person's
in
attendance
was
conducted.

addition,
a
petition
being
passed
around
a
neighborhood
with
close
to
250
signatures
so
far
opposing
the
sale
of
the
school,
the
neighborhood
desires,
to
have
the
building
raised
and
the
space
converted
into
a
green
space.

not
want
our

low
density,
zoning
change
for
any
reason
and
will
oppose
that,
if
necessary.

the
zoning
board
pittsburgh.

schools

their
policies
available
for
public
review
on
the
internet.

quote

merger

news
yesterday

least
got

headline
right,
which
is
that
there's
overwhelming
public
opposition
in
wilkinsburg
to
any
talk
of
the
merger
and
the
reason
I'm
making
a
comment.
Is
I'm
asking
pittsburgh
city
council
to
only
recognize
and
talk
to
wilkinsburg
council?
We
we
have
voted
as
a
community
for
these
people
to
be
our
leaders.

cdc
does
not
represent
us.
It's
an
unelected
non-profit.
It
would
be
like
letting

goodwill
and
east
liberty
taught
make
merger
talks

wilkinsburg
like
well.
East
liberty
should
merge
with
wilkinsburg.

goodwill

liberty

going

has
overwhelming
opposition

the
residents.

final
vote,
it
was

on

mayor-elect
is
vocally
in
opposition

pittsburgh
city
council
from
here

out

only
listen
to
our
elected
representatives

not
to
this
rogue
non-profit
whose
funding
story

and

listening
to
people
talk

belair
school

manufacturing

you
know
quote
community
support.
It's
the
same
story
here.
You
have
some

interest,
some
financially
interested
parties
who
are
trying
to
push
this.
But
this
is
absolutely

opposition

the
residents
of
wilkinsburg.

love
being
a
small
community.

we

lot

people

can
get
involved

community

impact
on
the
direction
and
policy

when
he
heard

speakers
there

this

a
joke

with

mayoral

out

one

have

pittsburgh

lose

let
everyone
know

bonaire
is
a
close-knit
community
with
single-family
homes.
What
we're
talking
today
is
about
the
school

school

open,
people
loved
sending
their
children
there.
It
was
a
sense
of
pride
for
our
community.
However,
for
over
a
decade
the
school
has
been
empty
and
its
only
purpose
has
been

voting
poll
for
every
two
years.
The
community
is
not
happy
with
the
school
being
turned
into

apartments.

pittsburgh
public
school
district
has

extremely
hard
to
get
answers
from.

the
sale
go

don't
know

was
in
support

they're

transparent
at

feel

builder

not
do
right
by
the
community.
He
had
zero
plans
for
parking
and
he
was
very
unclear

how
he

going
to
build

15
apartments

room
schoolhouse.

can
show
the
school
there,
there

other
options
like
a
green
space
that
would
align
better

our
goals
in
a
community

the
sale

turning
it
into

district

to

the
sale
in

board

on

and
they
voted

I'm
trying
to
find
out
through

him
as
to
seeing
if
we
can
go
back
on
it
or
if
the
pps
can
go
back
on
it
and
if
not,

what
the
next
step

interim
planning
overlay
district
legislation.
Today
it
applies
to
bloomfield
and
polish
hill,
and
they
are
have
been
waiting
years.
Especially
bloomfield
was
discouraged
that
they
were
not
included
in
the
lawrenceville
interim
planning
overlay
district
two
years
ago,
when
I
first
put
that
one
on
the
table
and
have
been
waiting
all
this
time.

we
know
in
polish
hill
I'm
looking
at
an
update
here
on
my
screen
that
the
average
sale
of
property
increased.
I
thought
the
sale
values
have
increased
from
2015
to
2018
by
300.

They
want

these
are
the
terms
that
work
for
them
is
the
percentage
too
low
too
high
is
the
am
I
right,
and
so
they
are
very
keen
for
the
18-month
trial
period
because,
as
we
all
know,
in
not
all
parts
of

city,

in
some
parts
of
the
city,
especially
parts
that
I
represent,
the
market
is
changing
so
very
quickly
and
we
know
that
we
have

new
market
study
coming
out
from
planning.

hope

we

standing
committee,

they
just
didn't
want
to
wait
for
more
studies
or
wait

more
time
to
start
their
own
community
conversation
in

community

an
interim
planning
overlay
district
is,

so
I
just
wanted
to
mention
that
and
if
I
may
also
switch
topics,
I
have
been
having
recurring
appeals
from
community
gardens
that
have
had
problems
with
their
access
to
water,
and
I
just
wanted
to
throw
that
out
to
see
if
other
members
have
had
questions
or
concerns
from
the
community
gardens
about
either
the
taps
not
working
or
needing
one
of
my
gardens
that
was
supported
by
the
western
pennsylvania
conservancy.

they
have
gardens
across
the
city
has
reached
its
limit
this
summer.
It
doesn't
seem
to
me,
like
we've,
had
a
dry
summer,
so
I'm
not
sure
what's
happening,
but
they've
they've
reached
their
limit
of
free
water
from
pwsa
and
so
now
need
to
either
pay
or
find
another
water
source.
And
so
I
just
wanted
to
throw
that
out
in
case.
Other
members
are
trying
to
work
through
those
problems
as
well,
but
that's
all
I
have
thank
you
for
your

have
listened
to
public
comment
about
the
spending
of
our
recovery
funds.
I
have
been
quiet.
I've
not
made
public
statements
and
was
content
to
let
this
play
out.

I
thought
that,
when
the
conversation
that
there
were
some
activists
who
had
planned
this
conversation,
I
I
was
suspicious
of
that
when
I
heard
the
comment
at
the
time
we're
having
counsel.
In
fact
now
they
are
no
longer
being
coy
about
it.
They're
held
in
a
press
conference
explicitly
in
disregard
to
council's
oversight
role
and
to
try
to
eliminate
our
responsibility.

Now
the
federal
government
gave
three
rounds
of
stimulus
checks
to
individuals,
none
of
that
went
to
the
city.
None
of
that
was
shared
to
us,
nor
was
it
supposed
to
when
he
went
from
the
state
two
rounds
went
from
the
state
to
businesses
and
nonprofit
organizations,
including
the
churches.
None
of
that
came
to
the
city.
It
wasn't
supposed
to
the
money
for
individuals
the
money
for
non-profits
and
for
churches
and
for
small
businesses
were
given
directly
to
them.

Now
we
have
the
money
given
to
the
local
municipality,
the
city
of
pittsburgh,
primarily
that
money
is
to
help
with
our
payroll
and
to
fund
projects
that
normally
would
have
been
funded,
except
through
project
through
kovic.

We
have
to
get
this
money
out
of
the
door
or
we
will
lose
it.
We
are
already
behind.
There
are
a
variety
of
processes.
The
city
must
do
to
spend.
The
money
will
not
be
that
easy.
Now.
What
we're
doing
now
is
simply
setting
up
the
coffers,
the
packages,
the
buckets
by
which
the
money
can
be
spent,
it
will
not
go
out.
The
door
is
simply
this
current
proposal
says
this
is
what
council
and
the
city's
intention
are
here-
are
the
buckets.

Now
there
will
be
a
lot
of
conversation,
hopefully
an
engagement
on
the
2022
bucket,
which
will
actually
spin
a
variety
of
this
money.
That's
the
second
interaction,
then
there'll
be
the
operating
and
capital
budget
of
2023
that
will
spend
this
money.
In
addition,
there
will
be
individual
projects,
let's
just
say
own
pgh
or
the
land
bank.
All
of
that
will
need
explicit,
ongoing
community
interaction
for
those
programs
to
be
successful,
and
then,
of
course,
all
of
this
will
go
through
individual
acts
of
counsel.
That
is
all
of
the
money.

plan
that
is
not
the
mayor's
the
mayor
help
do
it,
council
help
do
it,
but
at
the
end
of
the
day,
just
like
the
budget
when
it
comes
to
council,
it's
no
longer
the
mayor's
budget.
Once
it
comes
to
council,
it
is
the
council's
budget.
We
are
solely
singly
held
responsible
for
the
spending
of
the
funds
by
the
city
of
pittsburgh,
and
there
are
those
who
want
to
eliminate
council's
oversight.

like
michelle,
obama
says
when
they
go
low,
we
go
high.
I
will
not
respond
to
the
ugliness,
but
at
the
same
time
I
will
not.
I
will
not
because
of
accusations
and
fear,
monitoring

confusion,
obviously,
because
they
have
unfortunately
spread
things
in
the
public
that
aren't
just
not
true.
I
will
not
cave
into
my
fiscal
responsibility
as
a
steward
of
the
city
of
pittsburgh's
fiscal
finances.

Therefore,
simply
passing
the
bill
in
front
of
us
is
not
the
end
to
community
engagement.
It's
not
the
end
to
a
fiscal
conversation.
We
are
simply
setting
up
the
parameters
and
the
structure
by
which
funding
occurs

again
I'm

I've
been
I'm
not
saying
when
you
see
the
press
conference
when
this
is
over.
You
will
see
that
it's
not
just
you
know
the
old
man
on
council
being
fearful.

That
is
explicitly
with
each
one
of
us,
took
an
oath
of
office
to
do
to
defend
the
constitution
and
to
exercise
the
rights
and
privileges
and
power
of
our
office.
I,
for
one,
will
not
be
intimidated
by
unelected
people
who,
unfortunately,
don't
understand
how
government
works.
Now,
I'm
willing
to
talk
to
explain
to
teach
to
listen,
to
engage
them
in
the
process,
even
in
their
ugliness.
I
will
not
stop
teaching
explaining
and
listening.

There
are-
and
this
has
to
be
an
ongoing
conversation,
not
just
in
the
next
week
but
ongoingly,
because
we're
going
to
have
to
recover
as
a
city
all
the
projects
we're
going
to
need
community
engagement,
all
the
budget's
going
to
need
community
engagement.
Hopefully
this
is
the
beginning
of
establishing
ongoing
explanation,
teaching
moments
and
community
engagement
in
a
scale
that
we've
not
done
before.
I
pledge
my
time
and
my
expertise
to
that
effort.

at

same
time,
I
want

make
it
crystal
clear:
I
am
not
going
to
abdicate
my
responsibility
as
the
elected
member
of
council
and
I
am
not
going
to
allow
unelected
special
interests
who
may
not
even
be
representative

majority
of
people
of
this
city
to
dictate
their
own
interests
against
the
good
interest
in
the
goodwill
and
the
benefit
of
the
entire
city
of
pittsburgh.

want
to
make
that
crystal
clear.

not
angry,
I'm
willing
to
talk
to
everybody,
but
I
will
not
allow
the
current
wave
of
people
to
disparage
and
to
castrate
and
to
demean
this
institution,
of
which
I
am
a
member
of
I
don't
agree
always
with
every
member
of
council,
but
I
will
defend
to
my
death,
the
right
of
every
council
person
to
make
an
informed
vote
and
decision
based
on
their
conscience.

will
defend
that
right
every
day.

role

our
responsibility,

hope
that
we
now
can
help
lead
the
public
into
understanding
the
proper
way
in
which
we
can
engage.

can
work
together

mutual

the
mayor's

people

the
mayor's
program

maybe
they
come
over
to
our
program,
to
see
what
it's
like
to
be
on
our
side
of
the
hall
and
what
our
restrictions
are
and
what
our
powers
are
and
what
it's
like
to
make
some
of
the
decisions.

was
sitting
in
in
the
meeting
with
me
yesterday
and
they
were
surprised.
They
said
so
wait
a
minute,
so
they're
getting
money
but
they're.
They
want
more
money.
And
how
do
you
decide
all
that-
and
I
said
it
just
answering
those
questions
here
in
my
own
house-
was-
was
interesting
to
see
how
other
people
see.
You
know
our
interactions
and
how
we
work.
So
it
would
be
it'd,
be
good
to
hear
good
to
for
us
to
do
these.

programs-
and
I
think,
some
educational
programs
in
a
kind
way
to
let
people
know
that
we
do
want
to.
I
didn't
know
what
council
did
when
I
got
here.
I
couldn't
understand.
I
I
tell
people
the
story
all
the
time.
I
started
a
trail
on
crafton
boulevard.
Three
years
before
four
years
before
I
was
ever
elected,
and
I
didn't
understand
why
it
was
held
up
for
someone
why
it
was
taking
so
long
to
put
you
know
a
trail
through
dirt,
and
I
mean
it
was
unbelievable
when
I
got
left
I'm
like
oh
my
gosh.

is
why
it
was
stopped,
and
I
didn't
realize
all
those
things
and
you
know
back
then
I
just
thought:
why
aren't
they
doing
this?
It
just
seems
so
simple
and
so
right.
So
I
think
it's
good
for
let's
let
people
know
what
we
you
know
can
do
what
we
don't
can't
do,
what
our
hearts
want
to
do
and
our
wallets
won't
allow
or
or
whatever
the
restrictions
might
be
and
how
we
are
superseded
a
lot
by
state
and
federal
laws.

Sometimes
we
just
simply
can't
there
are
certain
things
we
just
can't
do,
but
I
just
think
that
would
be
great
to
really
continue
those
education
and
to
continue
with
that
idea
of
having
a
council
leadership
program
after
so
so

forward

members
on
on
both
the
council's
leadership
academy
or
academy
or
whatever
we
want
to
call
it
and
going
into
the
communities
and
starting
to
talk
to
people
and
letting
people
know
with
some
of
the
how
we
feel
too
and
having
a
conversation
with
people,
because
I
think
sometimes
having
the
conversation.

hearings
are
great.
Post
agendas
are
great,
but
sometimes
we
just
need
to
have
conversations
with
people,
and
I
did
talk
to
councilwoman
strasberger
about
this
before,
and
I
think
I
mentioned
it
to
councilwoman
gross
and
and
definitely
to
the
council's
leadership
about
having
a
just
some
conversation.

I
don't
want
people
to
think
that
we're
shut
off
to
anyone
if
anybody
wants
to
have
a
conversation,
all
they
have
to
do
is
call
council
in
most
cases
or
email
us
and-
and
we
usually
respond
so
with
that
said,
I'm
going
to
get
the
meetings
scheduled.
I
want
to
thank

members

all
your
work

for
working

hard
