A
A
Thank
you,
madam
chair.
Just
as
a
matter
of
process,
we
denied
unanimously
the
recommendation
of
the
naming
commission
to
rename
the
the
oak
cliff
community
playground,
niagara
parkland.
B
A
So
we
finished
with
that
bill
correct
or
we
did
not.
We
we,
the
bill,
still
remains
open
as
1394
and
was
driven
by
process
to
have
the
public
hearing.
Yes,
okay,
all
right,
I
just
want
to
be
clear.
I
know
the
director
has
a
a
brief
presentation
he
wishes
to
make,
but
I
just
want
anyone
and
everyone
who
is
watching
or
listening
that
we
have.
The
council
has
indeed
taken
the
unanimous
action
to
deny
the
renaming
and
to
keep
oak
cliff
community
playground.
C
Sure
so
the
you
know
this
was
an
application
from
elena
zaitsov,
representing
the
the
oak
cliff
organization
to
rename
niagara
park
is
oak,
cliff
community
playground.
This
was
presented
to
the
naming
commission
on
january
4th
at
their
at
their
meeting.
The
recommendation
of
the
naming
commission
was
to
you
know,
was
to
deny
the
application
you
know
based
on
naming
conventions
for
parks
and
therefore
a
super
majority
of
city
council
would
be
required
to
override
that
not
that
recommendation.
A
And
it
is
rare,
the
council
does
take
the
that
action,
but
in
this
case
we
were
moved
by
communication
with
community
residents
and
their
desire
to
keep
oak
cliff
community
playground
as
its
name.
So
we
are
going
to
go
to
our
registered
speakers.
I
believe
elena.
B
A
Us
today,
madam
clerk,
is
she
our
first
speaker?
She
is
okay,
hi
elena
welcome
you
are
on
and
you
have
your
three
minutes
and
would
love
to
hear
your
testimony.
Thank
you.
D
Thank
you
good
afternoon,
councilman
krause,
I
think
you
have
it
reversed
the
name.
The
current
name
is
niagara
parklet
and,
like
it
changed
oakland
playground
get
the
record.
B
A
D
Fine,
I'm
elena
zaitsoff.
I
live
on
ophelia
street
in
the
oak
cliff
neighborhood
of
south
oakland,
I'm
here
today,
as
vice
president
of
the
oak
cliff
community
organization.
We
would
like
to
thank
council
members
for
their
preliminary
vote
to
override
the
naming
commission's
denial
of
our
application
to
change
the
name
of
niagara
parklet
to
oakcliff
community
playground.
The
neighborhood
felt
strongly
about
changing
the
name.
Our
vote
on
it
was
unanimous.
D
D
D
A
B
A
A
E
Greetings
of
peace,
light
and
love.
My
title
is:
ikah
nahal
makina,
I'm
the
grand
inca,
the
iroquois
confederacy
of
aboriginal
american
people,
and
for
those
of
you
who
are
not
familiar
with
aboriginal
american
people,
we
are
indians.
Essentially,
we
have
been
here
on
this
land
for
time
since
time
immemorial
and
any
consideration
being
given
for
the
renaming
of
any
of
our
land
structures
or
sacred
spaces
should
be
given
to
the
indigenous
people
of
the
americas,
and
so
we
would
like
to
be
very
actively
engaged
and
involved
in
the
process
of
the
renaming
of
the
park.
E
Slash
playground.
I
see
that
that's
in
in
question
there
and
I've.
My
aunt
lived
in
oakland
for
almost
40
years
of
her
life,
and
so
I'm
familiar
with
that
park
playground
I'm
used
to
calling
it
a
park,
but
yes,
the
designation
for
a
playground
would
be.
E
I
would
support
that
notion
of
eminence
standing
in
solidarity
with
you
to
designate
it
as
a
playground
for
children
and
for
the
youth,
and
I
would
encourage
city
council
to
make
sure
that
there's
adequate
resources
for
the
children
in
oakland,
so
they're
not
just
idle,
especially
in
this
day
and
age
of
computers
and
internet.
We
need
to
make
sure
that
our
playgrounds
are
enhanced
to
engage
our
children
and
keep
them
engaged
and
there's
programs
in
place
as
well
in
the
community
center.
E
F
Greetings
greetings
and
the
cash
ellicott
in
the
light
of
the
owner's
delight,
and
you
all
I
I
did
concur
with
what
our
friend
inc
has
stated.
F
I
am
the
medicine
woman,
the
doctor
for
the
iroquois
confederacy
of
aboriginal
american
people,
and
it's
really
important
and
imperative
when
we
begin
to
name
spaces
and
places
that
are
were
originally
our
own
sacred
spaces
and
places
and
we're
sharing
them
with
the
citizens
of
pittsburgh
and
think
about
the
health
aspect
too,
as
well
think
about
what
it
is
to
make
sure
that
those
grounds
are
free
of
contaminants.
Soil
testing
should
be
done
in
these
spaces
and
places
just
to
make
sure
that
you
know
there
is
good
adequate
soil.
F
So
we
want
to
think
about
the
environmental
aspects
when
we
begin
to
think
about
city
parks
and
and
that
as
well,
we
want
to
make
sure
that
children
with
asthma
are
fine
in
those
environments
and
we're
using
the
right
kind
of
materials
when
we're
building
playgrounds
and
so
there's
a
whole
lot
of
innovative
green
technology
that
various
cities
that
we
that
we've
worked
with,
have
that
have
actually,
you
know,
implemented
building
structures
that
are
green
in
nature,
and
we
must
be
the
stewards
of
our
land.
F
So
we
we
don't
want
to
use
products
that
are
harming
the
environment,
although
they
may
look
beautiful
and
may
be
purposeful
in
their
design.
We
want
to
make
sure
that
we're
using
things
that
are
giving
back
to
nature,
and
that
is
work
in
line
with
the
ecosystem
that
exists
in
that
area.
So
I
also
advocate
that
we
will
be
a
part
of
the
discussion
so
that
we
can
have
the
proper
most.
F
I
would
say
great
outcome,
great
outcome
that
all
can
enjoy
equally
and
that
there
is
equity
in
these
discussions
as
well.
Since
we
are
the
stewards
of
our
own
lands
and
we've
been
here
since
time
and
memorial,
we
look
forward
to
working
with
you
all.
Thank
you
so
much
and
I
yield
the
rest
of
my
time.
A
Okay,
then
we'll
close
the
public
testimony
portion
of
the
public
hearing
and
ask
the
clerk
for
clarification
as
to
how
we
proceed
it.
It
is.
It
is,
I
hate
to
use
the
word
obvious,
but
it's
it
is
the
intent
of
the
council.
I
suspect,
again
by
unanimous
vote
to
respect
the
wishes
of
the
oak
cliff
community
council,
and
so,
madam
clerk,
please
help
me
to
understand
how
we
proceed.
B
Yes,
so
as
as
clarity
on
bill
1394
council
voted,
unani
well,
yeah
super
majority
wasn't
what
actually
was
unanimous
to
overrule
the
recommendation
from
the
commission
on
naming
public
properties?
So
it's
it's
not
in
a
denial
state.
At
this
point,
it's
before
us
in
a
approval
to
rename
oak
cliff
community,
took
you
know
to
rename
niagara
parkland
to
oak
cliff
community
playground
that
is
what's
before
us.
B
B
A
C
A
You
are
okay,
so
let
just
so
you
have
a
full
understanding
of
the
actions
that
we'll
take
where
I
am
going
to
ask
to
have
this
place
on
the
agenda
tomorrow,
but
so
just
so,
you
can
walk
away
with
your
comfort
level
where
it
needs
to
be
that
we
will
follow
the
wishes
of
the
oak
cliff
community
in
the
naming
of
the
renaming
of
niagara
parkway
to
oak
cliff
community
playground.
A
You're
welcome.
Thank
you
for
your
patience.
We
appreciate
it
so
with
that
we
can
move
on
to
bill.
1408,
I
believe,
is
councilwoman
strasburger
in
attendance.
No,
so
then
I
would
be
happy
to
chair
through
that
bill,
which
is
for
give
me
1408
and
madam
clerk.
Do
we
have
speakers
to
speak
to
the
the
substance
of
1408.
B
A
We
do
not
director
dash.
You
wish
to
offer
testimony
on
1408.
C
Yes,
I
can
so
there
was
an
application
made
by
you
know,
made
by
the
city
to
rename
a
series
of
single
track
trails
in
frick
park
that
were
unnamed
to
concrete
block
trail,
the
trough
trail,
the
276
trail
and
the
meadow
trail.
C
The
naming
commission
did
hear
this
request
at
its
april
hearing
and
recommends
to
city
council
that
all
of
these
trail
names
be
approved.
Great.
B
A
Or
at
least
the
next
step
in
the
process
right,
yeah,
okay,
with
that,
if
we
have
no
further
speakers,
then
I'm
going
to
close
the
public
speaker
portion
of
the
public
hearing
and
if
there's
no
further
business
before
us,
madam
clerk,
I
can
call
to
adjourn
this
public
hearing
and
we're
adjourned.
