why
we
as

community
have
expressed
significant
concern

potential
development
of
bonaire
school
into
anything

replace

pennsylvania
constitution
states
under
political
powers
that

power
is

safety

infliction
of
emotional
distress

blockbusting
are
being
perpetrated
by
those
who
oppose
our

Real
damages

occurring
to
the

this
controversy
was
a
contributing
factor

demise

my
husband.
The
pps
created
this
controversy
against

owners
of

community

up
in
the
schools
as

non-tax

standard
for
performance
and
I've
already
performed
to
the
tune
of
a
million
according
to
chuck

in

mayor's
office,
and
more
money
is
still
coming
in
from
my
original
thinking.
So
why
am
I
here
today?
Let's
break
it
down
to
very
simple
thoughts.

appointed
in
a
niche

niches
to
produce
to
hopefully

12
million
dollars
that
I
think
is
out
there

much

I

I've
already
proved
that
I
can
find

hope

look
favorably
upon
my
request

appoint

because

gives

the
right

go

things

have
never
been
thought

cities

adjustment
to
our
budget,

Therefore,
we

we've
already
had
budget
hearings,

amendment

facilities

people

we're
adjusting
salaries
and
putting
in
increases,
as
we
have
done

times,

we're
doing
this
again
today.
This
one,
these
these
ones
are
for
one
our
facilities,
person
who
takes
care
of
the
entire
building
and
has
never
been
we've,
been
trying
to
right-size
all
of
our
salaries
in
the
city
of
pittsburgh,
and
this
is
one
for
our
facilities.

this

who
takes
care
of
this
building,
comes
in

take
care
of
this

So
that's
all
safe
when
we
all
get

think
that
he's

compensated

retiring

wants

stay

doing

work

the
wee
hours

operating
number

for

our

council
solicitor

he's
been
doing

amazing
work

he's

much

us

him

the

law

know
that
he
could
use
some
help,
and
so
we
want
to
make
sure
that
he's
getting
all
the
help
he
needs
to

us
help
our
constituency.

operating
amendment
number
three
is
a
pay
raise
for
our
commanders.
They
had
already
received
a
pay
raise,
but
they
had
been
promised
a
while
ago
that
they
would
make
20
above
a
lieutenant.
We
also
gave
the
lieutenants
a
pay
raise.
Then
it
bumped
our
commanders
not
as
high.
They
were
15
or
14
then.
So
this
is
just
to
make
that
right
that
they
will.
Our
commanders
will
receive
a
20
pay
raise
above
the
lieutenants.

it's
a
motion

approve
for
an
increase
for
our
commanders
and
this
councilman
coghill,
and
I
have
also
been
discussing
this,
and
so
I
know
you
want
to
be
added
as
a
co-sponsor.

want

leadership
on

you
and
I
know
how
important
this
was
to
our
commanders.
You

to
go
from
lieutenant
to
commander
and
take
a
pay
cut.

didn't

the
commanders

happy.

deserved.

say
I
just
want

say
real
quickly
that
when
we
talk
about
making
the
pay
raises
right
and
and
to
try
to
make
sure
that
we're
keeping
people
and
attracting
people
in

city,
one
of
the
things
we
were
struggling
with,
where
is
our
police?
You
know
a
lot
of
people,
don't
want
to
become
a
police
officer
now,
and
so
they
are
leaving
but
they're,
leaving
in
big
numbers
in
the
in
the
police
department.

we
have
to
really
look
at
what
we're
doing
and
doing
some
things
a
little
bit
differently,
but
they
were
definitely
underpaid.
A
lot
of
them
took
this
job
and
they
took
a
hundred
thousand
dollar
year.
Pay
cut
to
take
the
commander
job,
and
I
know
one
recently
just
because
then
that
takes
out
their
overtime.
They
can't
work
overtime,
can't
get
paid,
so
we
want
to
make
sure
that
we're
compensating
them
at
least
as
as
best
we
can.

think

here

2009.
I've
never
seen
many
issues
that
divide
the
council,

become
almost
angry
and

towards
one
another.

always

find

way

either
build
a
consensus
or
that
we
just
respectfully
disagree.

know
that
I'm
keeping
my
word,
but

think
that
we
need
now

working
together

betterment

city

council
and
making
sure

we're
not
allowing
outside
forces

influence

what
we
think

believe

contrary
to
popular
belief,
I
have
not
supported
the
wilkinsburg
merger
publicly.
As
of
yet
my
only
goal
and
thank

holding

a
week
was
to
get
the
information
in
front

us.

much
want

see
the
facts,
regardless
of
who
did
them
and
regardless
of
who
paid
for
them.
I
just
want
to
see
the
facts
and
then
council,
I
feel,
will
have
you
know
the
time
to
a
couple
days,
at
least
until
it's
up
for
final
vote.

dead
of
the
school
district,
just
lots
of
issues
that
will
take
us
some
time
to
figure
out.

also
think
there
needs
to
be
a
healthy
conversation
around
the
residents
of
pittsburgh
in
terms
of
their
opinion,
especially
my
council
district,
because,
honestly
anywhere
from
60
to
100
of
the
residents,
would
actually
be
absorbed
in
my
council
district.
I
That's
my
hope,
and
I
want
to
work
through
our
legislation.
But
that's
my
intention
is
to
spend
some
time
having
these
conversations
and
then
I
am.
I
am
open
to
the
idea
of
annexation.
I
I
I've
kind
of
looked
at
why
merger
may
be
more
difficult
challenging
for
us
to
do
and
if,
after
getting
the
getting
the
information,
and
then
we
can
talk
about
how
to
protect
the
the
communities
south
of
the
river
so
that
they
are
not
negatively
impact
impacted
by
this
expansion
in
north
north
and
south
of
the
river.

I
So
so
that
that
those
communities
too
benefit
that
there's
a
win-win
for
everybody
and
I
think
it
can
be
done.
In
fact,
I
think
I
think
we
could
actually
do
this
and
and
which
I
said
from
the
very
I
said
this
privately
from
the
beginning
to
all
the
supporters.
I
asked
for
a
year
delay
in
this
process.
I
think
this
time
next
year,
after
a
year
of
conversations
and
a
year
of
exploration,
we
could
be
in
a
position
to
approve
this,
and
so
it
does
not
mean
you
know
we
have
to
wait
a
decade.
I
I
think
we
could
have
done
this
and
could
do
this
as
fast,
not
that
we
will,
but
we
could
do
this
a
year
from
now,
but
at
that
time
after
that
time,
we'd
have
all
the
information.
We'd
know
the
impact
of
the
school
board.
We'd
know
the
the
impact
of
the
water
authority.
We
would
know
how
we're
going
to
merge
departments
how
how
much
of
the
workforce
gets
carried
over
what
kind
of
layoffs
it
would
be.
You
know
it
gives
us
time.
I
I
think
they
have
to
respect
the
council
and
I
think
we
have
to
respect
their
elected
officials
too,
and
neither
this
process
has
disenfranchised
two
groups
of
people
as
a
disenfranchised.
The
voters
of
the
city
of
pittsburgh,
because
there's
no
conversation
with
them
and
it's
disenfranchised-
the
elected
officials
of
wilkinsburg
and
I
hope
to
over
the
next
year-
participate
if
it
will
not
lead
a
process
to
have
those
conversations.

just
want
to
say
I
think,
yes,
we
can
get
to
a
good
place.
We've
said
this
numerous
times,
but
instead
of
respecting
that
and
respecting
this
council,
we've
been
forced,
we've
been
served
papers,
we've
been,
you
know,
even
recently,
with
the
things
that
we're
hearing
you
know
on
the
media.
I
think
some
of
those
things
are
spurred
by
the
by
the
actions
of
this
council
what
we
put
in
place.
It
was
a
process
that
it
was
hopefully
for
this
council
to
create
a
process
for
any
type
of
merger
in
the
future.

Now
we're
in
the
future
any
type
of
unification,
as
our
solicitor
will
say,
and
he's
done
a
spectacular
job,
drafting
this
and
and
jumping
on
board
and
doing
a
lot.
So
I
want
to
thank
our
solicitor
dan
fries,
friedson,
and
with
that
said,
I
I
I
think
a
lot
of
this
has
been
you
know,
pushing
council
pushing
council
and
pushing
so
I
think
that
they've
pushed
us
to
a
point
now,
where
we're
ready
to
stop
all
of
it
and
stop
all
the
conversations.

not
going
to
have
any
more
we're
going
to
stop
the
conversations
you
respect
this
council
respect
the
people
we
represent
and
work
with
us
and
the
the
whatever
bureau
it
might
be,
and
we
might
have
a
very
different
conversation

different
outcome,
but
it
has
to
start
from
a
place
of
respect,
and
so
that's
the
last
time
I'm
going
to
mention
that
I'll
just
say
from
now
on.

actions
will
say
whether
or
not
we're
pleased
with
the
process.

defer

eventually
going

sort
of
talk

through
for
the
first
time.
First
of
all,
I
want
to
thank
dan
friesen,
our
solicitor,
who
has
been
instrumental
in
helping
us
craft
this
field.
So
in
our
code
there
are
a
lot
of
things
that
refer
to
stop
and
frisk.
They're
called
different
things:
they're
called
investigatory
stops
they're
called
in
in
investigatory
detention,
warrantless
searches,
but
it's
all
basically
some
form
of
stop
and
frisk.
I
Tim
stevens
and
I
and
the
police
department
took
about
a
year
of
negotiations
to
create
legislation.
That
was
the
annual
reports
and
we've
had
about
10
years
of
annual
reports
that
show
that
these
warning
stops.
These
stop
and
frisk
occur
close
to
70
of
all
these
stops
are
african-american.
I
Almost
70
percent
of
all
these
stops
are
african-american.
That
number
is
too
big
to
be
accidental
right.
It's
almost
as
if
and
I
I
tease
and
say
it's
almost
as
if
the
only
way
you're
going
to
get
stopped.
If
you're
not
an
african-american
is
if
you're
with
an
african-american
right,
they
stop
the
african-american
and
you
get
caught,
and
so
what
this
bill
does.
It
does
not
eliminate
the
the
police's
ability
to
do
this.
We
think
there
are
some
times
when
this
is
when
this
is
justified,
all
it.
What
it
does
do
is.
I
It
requires
them
to
to
say
the
reason
of
while
they're
making
the
stop,
and
we
think
that
will
have
a
chilling
effect
to
unnecessary
stops
and
the
police
will
use
it
as
a
tool
needed
not
just
a
tool
that
you
know
they
see
a
african-american
for
some
reason.
They
think
it's
suspicious
without
any
any
real
evidence,
so
I'm
working
so
I
am
working
with
the
police
and
I'll
work
with
you
know
cosmic
coghill,
a
public
safety
director
we
already
scheduled.

already
scheduled
me

a
different
meeting
and
so-
and
I
know
that
councilman
coghill
has
post
agendas
coming
up,
and
so
I
am

first
piece
of
legislation

us

year
right,
and

I'm
not
going

rush

take

everybody

to
participate
and
I
think
we
can
come

a
good
place

knowing

hope

process

holding

safety
officials

sense
of
how

it'll

something

all
agree

signals

in
the

like
the
revenue

collected
from
red
light,
cameras

philadelphia

help
us

in
pittsburgh
or
can
help
cities
other
across
across
the
state.

are

public

private

county
state

national

living

schools

catholic

make
sure
we're
doing
whatever
we
can
for
all
kids.

we
work
together
and
keep

lens

the
reasons

with
the
commission,
I
had
included
charter
schools

other
people
were
because
they
wanted
to
be
at
the
table,

them

opportunity
to
also
be
at
the
table,
but
I
think
also
we
have
to
have
the
teachers
union
at
the
table.

have
a
huge
part
in
this
as
well,

so

think
that
we
have
to

them

willing
to
work
with
you
on

we're
not
going
down
a
road

people

they

and
they

was
getting
ridiculous
and
it
was
because
the
previous
board
voted
to
increase
the
tap

fees.

councilman
strasberger
changed
that
worked

well
to
change
it.

affordable

small
business

than

firearm

fined
to
violate
state

Despite
the
veto,
a
veto
threat
by
governor
wolf,
the
bill
passed
a
republican
republican-controlled
chamber
32-17
with
three
democrats
joining
every
republican
in
support
of
it.

bill
passed
the
republican-controlled
house
in
june
and
goes
to
wolf's
desk
the
latest
and
long-running
disagreement
with
with
the
democrat
over
how
to
deal
with
gun
violence.

did
an
interview
recently
with
jonathan
silver,

gazette
about
my
frustration
with

those
that
are
in
higher
positions
of
authority
and
power
than
we
are
we're
at
the
end
of
that
food
chain
and
by
skirting
their
responsibilities
to

stop

handguns
on
the
streets

united
states

left
to
deal

repercussions

inaction

happening

transitioned
with
the
new
administration,

conversations

wayside,

sort

reverend
burgess's
reading
of

charter

explicitly
talks
about
education.

think
we,
as
a
body
probably
led
by
our
president,
along
with
probably
their
school
board,
president,
should
probably
begin
to
reconvene
that
conversation.

the
educational
outcomes

view
and

before
we

that
brochure
high
school,

anticipate,
there's
going

be
fights,

district

brookline

my
best
friends

made
whether
it

from
the
football
team
or
the
baseball
team
or
just
in
general,
my
classes.

it's
really
disturbing
to
me
to
see
the
violence.

continued.

there

but
never
had

it
at
the

rate

school
board

understands
these
children,

and

think
we
can
count
on
him
to
be
cooperative
with
us

not
take

stance

is
a
school
district's
business.

because
it's
all
of
our
business.

city
you
know
for
me,
I
always
describe
myself
somewhat
of
a
real
estate
agent
for
my
districts
trying
to
get
people
to
move

buy
homes,
young
families
in
specific
you

with
children.

remains

number
one
deterrent

the
school
district
right
or
wrong.
I'm
not
saying
it's
this.

the
board's
fault,
I'm
not
casting
blame,
but
no
matter
the

Young
families
will
not
settle
in
my
district
simply
because
they
don't
want
their
children
going
to
pittsburgh
public
schools.

cherish

education.

my
