A
B
A
A
A
Okay,
please
be
seated,
and
our
next
order
of
business
is
to
amend
the
agenda.
Is
there
a
motion
to
amend
the
agenda
in
a
second?
Second,
any
discussion.
All
in
favor
agenda
is
amended.
Thank
you
and
our
next
order
of
business
is
proclamations
and
we
have
one
from
councilman
wilson
to
be
presented.
Councilman
wilson.
Thank
you
not
presented
right.
B
F
Discussion
yeah
now
I
just
want
to
recognize
councilman
wilson.
He
had
some
pretty
egregious
behavior
taking
place
within
his
council
district,
and
I
have
some
sense.
D
F
This
was
behind
your
your
wanting
to
to
put
this
forward
and
just
want
to.
I
just
want
to
you
know,
thank
you
for
stepping
up.
D
E
Well,
well
thanks,
but
yeah
thanks,
but
you
know
being
in
contact
with
the
I
think
you're
talking
about.
What's
been
in
the
news
for
quite
some
time
when
initially
you
know
there
was
a
lot
going
too
far
into
you
know
that,
because
this
is
also
in
the
courts
as
well,
but
there
was
you
know
there
was
a
definite
you
know
in
my
eyes
a
definite
you
know,
attack.
E
To
intimidate
yeah
and
yeah
a
type
of
intimidation,
you
know,
has
no
place
in
pittsburgh
and,
and
you
know
so
been
contact
with
the
family,
but
also
been
working
with
advocates
like
sue
carr,
who
have
you
know,
assisted
with
this
proclamation,
but
also,
you
know,
has
you
know,
stepped
forward
and
now
there's
some
visible
signs
of
protect
trans
kids
across
the
north
side
in
pittsburgh,
and
really
just
showing
that
you
know
everyone
you
know
deserves
a
you
know,
has
a
place
in
pittsburgh,
so
appreciate.
G
E
E
A
A
H
A
H
A
You
can
come
up
here,
and
so
we
have.
The
lebanese
food
festival
was
a
festival
this
weekend,
it's
the
9th
10th
and
11th,
and
we
usually
meet
a
lot
of
people
there's
and
it's
really
well
attended.
So
if
you
want
to
meet
a
lot
of
people
and
want
to
enjoy
some
great
cuisine
and
enjoy
our
culture,
please
come
to
the
lebanese
food
festival.
A
So
I'm
going
to
read
the
prac
and
then
we'll
have
father.
Tell
you
a
little
bit
more
about
it
and
who
we're
joined
with,
whereas
the
maronite
lebanese
american
community
of
our
lady
of
victory,
maronite
catholic
church,
located
at
1
000
tropical
avenue
will
be
hosting
its
annual
lebanese
festival
from
friday
september,
9th
through
sunday
september
11th.
And
whereas
approximately
3
million
americans
depend
descending
from
from
lebanese
origin,
live
in
the
united
states.
Making
up
five
generations
who
migrated
from
lebanon,
beginning
in
the
19th
century,
and
I
think
I'm
related
to
all
of
them
and.
D
D
Catholic
priests
are
married,
judy
our
assistant,
and
you
know
everybody
mickey.
First
of
all,
thank
you
for
everything
and
I'm
not
used
to
do.
You
know
a
speech
like
this,
but
I
have
something
special
to
pittsburgh
and
for
me
you
represent
pittsburgh.
Thank
you
for
being
so
welcoming
people.
I
visit
a
lot
of
cities
in
this
area
in
this
country
and
abroad,
and
really
we
feel
home
here,
it's
we
feel
safe,
and
this
is
for
us
really
our
home.
Thank
you
so
much
for
everything
you
are
doing
for
us.
D
You
are
always
welcome
to
visit
us,
especially
not
only
the
three
days
of
our
festival,
but
every
day
our
you
know
our
church,
our
hall
is
always
open
for
you.
Last
year
we
received
6
000
visitor,
and
this
year
we
are
hoping
we'll
reach.
Our
goal
is
to
reach
10
000
visitors,
hoping
you
will
be
between
these
10
000.
God
bless
you
all,
and
god
protect
this
country.
Thank
you.
So
much.
I
Good
morning
everybody
good
morning:
well,
this
is
an
open
invitation.
Please
come
it
will
be
a
great
event,
we're
going
to
have
music
and
dancing,
but
not
only
that
our
lady
of
victory
found
it
in
their
heart
to
move
back
into
the
city
from
the
suburbs
and
have
been
opened
and
welcomed
with
opened
arms.
I
F
I
F
A
And
our
next
order
of
business
is
public
comment,
and
I
would
like
to
remind
everyone
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
maybe
for
city,
council
threats
and
profanity
will
not
be
permitted.
Maybe
have
the
first
speaker
please,
and
the
first
speaker
I
have
is
elena
zaitsoff.
A
K
K
Zoning
changes
proposed
in
it
specifically
the
rezoning
of
residential
parcels.
Current
is
not
residential,
very
high
density.
The
oakland
plan
changes
them
to
urban
center.
Mixed
use.
There's
no
reason
for
this
change.
None
of
the
oak
cliff
particles
are
in
oprd
are
located
on
the
wool
part
of
the
allies.
Three
of
the
four
parcels
in
oak
cliff
are
adjacent
and
all
are
owned
by
a
developer.
K
Community
organization,
it
was
made
clear
to
the
then
project
manager
that
oco
did
not
want
our
residential
areas
re-zoned
to
allow
commercial
that
we
would
like
to
have
a
say
in
it
situation
by
situation.
After
all,
we
do
live
and
pay
taxes
there
wells
for
the
street.
An
entire
street
of
roadhouses
is
similarly
being
rezoned.
History
will
repeat
itself:
a
developer
will
buy
the
roundhouses
one
by
one:
tear
them
down
and
build
monstrosities.
K
K
K
Rezoning,
please
be
mindful
of
the
oakland
needs
resounding
mindset
which
allows
for
broad
brushstrokes
of
rezoning.
Please
take
the
time
to
familiarize
yourself
with
the
streets
involved
and
their
proximity
to
houses
reach
out
to
all
effective,
not
just
friends
and
developers
to
realize
the
oakland
plan
still
needs
a
lot
of
work.
Thank
you.
L
L
L
Are
not
these?
What
a
world-class
city
council
would
do?
Do
you
not
vote
by
voter,
verified
counselors
agree,
one
rock
in
council
provision.
A
world-class
council
would
provide
visitor
citizens
with
a
copy
of
current
rock
rules,
but
not
so
pittsburgh.
City
council
does
not
provide
copies
here
at
this
lectern
of
rock
at
council
meetings.
I
and
the
gis
have
offered
to
provide
rocks
no
reply
from
council.
Therefore,
on
provision
of
its
own
rules
of
council
pittsburgh
city
council
cannot
be
but
sub-world-class
too
rock
city-wide
distribution.
L
A
world-class
council
would
distribute
copies
of
the
rules
of
councils
to
pittsburghers
outside
of
the
council
room,
but
no
pittsburgh
council
does
not
distribute
raw
copies,
citywide
22
july
2022
via
email
to
all
counselors
I
offered
to
distribute
rocks
across
pittsburgh
citizens.
Not
one
of
these
unverified
counselors
has
replied.
L
Therefore,
on
rock
distribution
pittsburgh
council
is
sub
sub
world
class
and
three
rock
translation.
A
world-class
council
would
translate
the
rock
for
non-american
english
pittsburgh
speakers,
but
no,
but
niched
pittsburgh
council
does
not
translate
the
rock.
In
my
22
july,
2022
emailed
to
council,
I
said
that
I
in
the
gis
are
translating
the
rock
into
espanol,
hausa,
nihongo
deutsch
zhonguen,
no
answer
citizens
translating
rock
into
world
regional
languages.
Council
does
not
care
on
raw
translation.
Pittsburgh
city
council
is
world-class
less.
There
is
no
excuse
for
this.
M
Good
morning
my
name
is
yvonne:
f
brown.
I
live
at
715
mercer
street
destin
kb,
where
ervis's
tower
up
at
the
top
above,
where
the
civic
arena
used
to
be
citizens.
She
said
that
you
can't
come
down
here
and
speak
not
unless
it's
matters
of
concern.
Where
there's
a
matter
of
concern,
I
want
you
counsel
to
know
that
I
met
fetterman
and
I
told
him
he
needed
to
come
down
here
to
city
council
because
you
have
been
taking
our
freedom
of
speech
away.
M
I
also
told
him
that
I
showed
him.
I
live
at
the
top
of
that
hill.
I
said
you
see
there
there's
190
apartments
in
the
building.
They
took
away
security.
We
had
a
residence
that
was
beaten
up
two
black
eyes,
80
years
old,
beaten
up
in
the
building
because
they
took
security
out.
We
had
no
way
to
protect
ourselves.
I
also
told
different
people
as
I
was
walking.
M
M
I
was
part
of
both
of
them,
because
I
was
first
case
worker.
Then
I
worked
with
worked
in
a
different
part,
I'm
kind
of
excited
because
you
know
what
these
people
that
came
to
me
and
told
me
come
down
and
tell
you
you
don't
know
what
you
don't
know
has
lifted
my
heart.
I
feel
much
better
coming
down
here.
It
used
to
be
when
I
come
down,
I
get
depressed
because
I'm
coming
into
a
hostile
environment
that
didn't
make
also.
M
M
Now
how
is
o'connor
gonna?
Do
he
didn't
even
come
to
the
meetings?
You
see
that
back
back
door,
politics,
the
good
old
voice
system,
is
messed
up,
how
old
connor?
How
are
you
going
to
be
the
controller?
He
wouldn't
even
come
laughing
about
how
he
home
babysitting.
He
got
a
wife,
I
worked
as
a
caseworker
and
then
single
parents
had
to
go
to
work.
You
didn't
have
where
you
got
him
supposed
to
be
here.
You
know
what
it
is
all
it
is.
That's
the
service
you
come
down
here,
you
talk
and
you
miss
the
cross.
M
I
want
the
people
to
know
you'd
be
talking.
He
didn't
say
what
he
got
to
say.
Then
he
goes
back
in
that
room.
He
don't
even
hear
you.
Then
he
comes
back
and
starts
talking
again.
He
needs
to
keep
his
mouth
up
sit
sometime
and
I'm
telling
you
because
I
know
I've
been
coming
here
20
something
years.
I
can
tell
you
your
ways
that
you're
wrong.
I
see
it.
I
see
it.
I'm
here
miss
mcholland.
When
you
talk
about
your
husband,
I
know
I
can't
feel
your
pain,
but
I
feel
your.
A
A
J
J
J
G
A
Our
council
solicitor
is
going
to
come
back
and
talk
to
you
for
a
second
thank
you
and
that
moves
us
on
to
the
are
there
any

any
further

wishing
to
address
city

seeing
no
more
no
further
speakers
we'll
move
on
to
the
next
order,
business,
which
is
the
presentation
of
papers,
councilman,
burgess,
chair
of

Councilman

presents
bill

708
resolution
authorizing
the

A
A
You
councilman
and
myself,
chair
of
hearings.
I
have
five
appointments
and
two
communications.
Can
we
take
the
four
community,
the
four
appointments
that
have
not
that
are
new
appointments?
First.
H
Bill
number
717
resolution
reappointing

31St

G
A
And
let
me
just
add
to
this:
I
only
said
I
would
take
alka-san
until
the
mayor
finds
somebody
more
appropriate.
Thank
you
and
then
I
want
to
thank
mrs
bailey
for
her
service.
We
have
a
motion
to
prove.
We
have
a
second
all
in
favor.
A
Any
opposed,
thank
you
and
and
to
be
clear,
councilman
gross
was
the
mayor's
first
choice.
I
would
make
sure
I
say
that,
and
can
we
have
the
rest
of
the
appointments?
Madam
clark.

the
city
of
pittsburgh
for
term
to
expire
december
31st,
2025.
F
Thank
you.
Madam
president.
I
know
we
had
all
put
appointments
in,
and
bob
charlin
from
my
chief
of
staff
was
one
of
those.
Am
I
to
understand
that
the
board
is
then
constituted.
All
seats
are
filled
and.
A
A
Yeah
yeah,
so
I
so
I
think
you
need
to
clarify
that
with,
but
they're
though
they're
able
to
operate
with
the
number
that
they
have
now.
F
G
You
that
was
going
to
be
my
question
too,
because
I
didn't
see
the
person
that
I
had
recommended
from
from
the
eastern
district
or
from
the
eastern
part
of
the
city
and
the
district
I
represent.
So
I
was,
I
was
curious
as
well
as
to
whether
they
had
taken
that
into
consideration
or
what
the
process
was
too
so.
A
I'll
just
say
the
way
we
wrote
it
is
that
they
can
operate
with
the
four.
I
think
it's
four
or
five:
they
can
operate
with
them,
but
we
need
to
have
additional
at
least
one
appointee.
If
council
wants
to
change
the
board,
we
can
do
that
when
I
rewrote
the
legislation,
we
didn't
look
at
the
board
composure
as
much
as
we
looked
at
the
laws
itself
in
the
time
frame.
So
that
was
some
of
things
that
we
focused
on,
but
you're
welcome
to
look
at
that.
If
that's
something
you
want
to
do.
A
A
We
just
know
that
there's
so
many
things
that
we
could
be
addressing
better
if
we
had
this
this
tool.
This
is
just
one
more
tool
in
the
shed,
but
I
keep
reiterating
that
we've
had,
I
think,
was
act
190
that
we
incorporated
into
this
code
for
or
into
the
code
into
the
city
code.
It's
a
state
law
that
we
incorporated
so
that
they
could
actually
do
some
more
things
to
address
problem
properties
in
the
city
and
including
extraditing
an
absentee
landlord
back
to
the
city
to
face
housing
court.
A
A
A
Okay,
thank
you,
and
so
then
does
anyone
want
to
interview
these
appointees.
F
May
I
yes
to
be
honest
with
you.
I
would
if,
if
members
wish
to
interview,
I'm
happy
to
do
so,
but
I
would
not
like
we've
worked
so
hard
for
so
long
to
get
the
board
constituted
to
get
it
up
and
running.
I
really
would
like
to
get
the
board
up
and
running
to
prove
them
today
and
then
we
can
bring
them
in
for
for
interview.
I
just

C
C
I
made
the
title
more
about
the
outcomes
and
less
about
the
work
and
I
think
that's
created
some
misunderstanding,
and
so
I'm
going
to
recommit
it,
and
I've
worked
with
councilman
wilson
and
mr
krauss,
who
now
customer
krauss,
will
become
the
the
chair
of
the
committee.
I
am
already
working
with
the
administration
to
change
the
title
of
it
and
some
some
things
so
that
the
focus
is
on
the
work
and
the
outcomes
will
take
care
of
themselves,
though,
that
we're
clear
on
what
the
work
is.
C
I
believe
it's
important
that
we
do
a
couple
things
that
we
get
more
people
participating
in
government
stuff,
but
mostly-
and
this
is
something
everyone
agrees
with-
we
have
to
figure
out
a
way
to
put
more
capacity
in
many
of
our
local
community-based
organizations
and
residence
groups
right.
They.
They
almost
need
pre-technical
assistance
right,
they
need
assistance
to
get
them
to
technical
assistance,
and
so
we
think
this
is
a
way
of
doing
it,
at
least
to
have
that
conversation.
So
that's
the
recommittal.
I
ask
that
you
hold
it
for
two
weeks.
A
Okay,
any
other
members,
I'm
just
gonna,
say
I
don't
know
that
it's
our
responsibility
to
build
up
non-profit
organizations.
I
think
that's
the
responsibility
of
the
bear
center
for
nonprofit
management
and
organizations
like
that.
I
do
understand
your
reasoning.
We've
talked
about
it
before
I'm,
just
not
I'm
not
sure,
I'm
there
yet
so.
Hopefully,
this
will
give
me
more
time
to
get
to
a
better
place
with
the
bills,

our

registration
will
close
at

a.m
wednesday
morning
to
register
speak
at
them.
At
this
meeting,
please
fill
out
the
sign

form
on
the
council
meeting
webpage
by
the
deadline.
A
412-255-2138
and
then
I'm
just
going
to
begin
real
quickly
and
then
I'll
turn
over
to
members.
I
want
to
thank
councilman
krauss
for
taking
on
the
public
safety
committee,
which
was
is
obviously
a
huge
committee.
So
thank
you
for
doing
that.
I
thank
councilwoman
strasberger
for
taking
on
two
committees
so
that
I
could
give
you
the
public
safety
she's
taking
on
hr
until
we
have
a
new
appoint
a
new
member
elected
here,
and
I
also
want
to
thank
councilwoman
strasberger,
who
is
serving
on
the
library
board
for
us.
A
Councilman
krauss
helped
me
to
put
that
together,
where
councilman
wills
or
councilman
lavelle
agreed
to
move
on
to
a
different
board,
and
he
is
now
serving
on
the
equipment,
leasing
authority
for.
G
A
And
yeah
and
and
then
we
have
and
he's
several
a
lot
of
other
things
and
so
council
that
left
a
position,
an
opening
for
councilwoman
strasberger
to
serve
on
the
library
board.
Again.
So
thank
you
for
doing
that
and
last
bob
charlie,
I'm
running
out
of
people
to
appoint
he
offered,
or
I
asked
him
and
talked
with
you
and
asked
if
he
could
be
appointed
to
the
phipps
conservancy
board,
and
so
he
is
so.
A
I
want
to
thank
everyone
for
all
the
boards
that
they're
serving
on
there's
so
many
other
committees
and
things
that
we're
waiting
for
reports
back
back
on.
So
thank
you
all
for
the
work
that
you're
doing
and
tomorrow's
meeting
we
have
to
have
some
members
join
us
by
zoom,
because
two
members
are
going
to
be
out
at
the
fire.
Ops.
A
A
C
C
F
A
And
I'm
just
going
to
say
we
committed
to
these
seats
and
being
here
a
lot
longer
than
months
ago.
So
I
just
think
that
this
is
our
first
priority.
I
know
all
of
you,
or
some
of
you
are
traveling,
and
I
just
want
to.
Let's
have
that
conversation
after
we're
done
here
to
figure
out
who's
going
to
be
on
who's,
going
to
be
able
to
participate
tomorrow
via
zoom,
okay,
I
think
we
have
enough,
so
I
just
it's
one
person
I
just
need
to
confirm
with,
and
that
was
it
so,
okay,
anything
else
from
members.
F
I
may
so
yeah
councilman
gross,
and
I
are
going
to
do
fire
ops
tomorrow
and
members
that
might
not
be.
Are
you
familiar
with
what
fire
ops
is
you.
K
F
Yeah,
it's
it's
just
such
an
amazing
opportunity
to
see
what
our
fire
bureau
experiences
on
a
daily
basis.
It
was
for
me
it
was
transformational.
I
never
looked
at
what
our
firefighters
do
in
the
same
light
ever
again
since
during
fire
up.
So
I
know
I'm
excited
that
councilman
gross
has
chosen
to
do
it
as
well,
so
she-
and
I
will
be
there
tomorrow
and
then
last
tuesday.
I
I
had
wanted
to
speak
to
this,
but
to
be
absolutely
honest
with
you,
I
I
wasn't
ready.
I
was
still
dealing
with
my
own
grief.
F
If
you
will,
at
the
passing
of
a
very
very
dear
friend
connie
wellins
connie
passed
on
september,
28th
late
sunday
night,
she
was
with
her
children,
which
was
wonderful
connie.
Oh
god,
I
met
connie
17
years
ago
when
I
first
decided
to
run
for
council,
and
I
was
told
if
I
was
going
to
run
in
the
neighborhood
of
belts
hoover.
The
very
first
person
I
had
to
start
with
was
ms
wellens,
and
I
remember
going
up
to
her
house
on
a
sunday
afternoon.
F
Met
her,
she
had
never
met
me
site
unseen,
knocked
on
her
door,
told
her.
I
was
there
to
talk
to
her
about
running
for
council
and
we
sat
there
for
probably
the
better
part
of
five
hours
and
just
we
just
became
instant
friends,
and
we
talked
about
everything
and
anything,
and
I
absolutely
adored
her
and
she
was
just
one
of
the
sweetest
kindest
most
dear
friends
that
I've
ever
had
and
connie
had
one
wish
that
was
to
live
to
be
90..
F
She
made
her
90th
birthday
and
members
know
we
thanks
to
the
mayor,
mayor
gandhi
and
jake
wheatley
and
jake
pollock.
We
named
friedland
street
in
honor
of
connie
about
just
really
a
matter
of
a
couple
weeks
before
she
passed
and
friedland
street
is
now
honorarily
named
wellen's
way
in
honor
of
the
work
that
connie
did.
Connie
was
the
first
black
american
woman
to
be
appointed
chair
of
the
human
relations
commission
board
by
mayor
pete
flaherty,
and
she
served
in
that
position
for
30
years.
F
She
was
a
police
officer
for
the
school
board
retired
from
the
school
or
for
the
school
district
retired
from
the
school
district.
I
want
to
say
in
the
90s
and
was
a
committee
woman
in
the
30th
ward
for
or
the
18th
ward,
I'm
sorry
for
30
years.
She
wasn't
just
an
exemplary
record
of
service
and
a
wonderful
family
who
took
me
in
as
one
of
their
own
many
many
years
ago.
So
I
just
you
know
I
just
wanted
to
to
mention
that
pittsburgh
federation
of
teachers
was
kind
enough
to
step
forward.
F
They
are
hosting
a
memorial
service
for
connie
sunday,
the
18th
from
two
to
five
at
the
pittsburgh
federation
of
teachers-
and
I
imagine
hundreds
several
hundred
people
will
will
be
in
attendance,
but
I
just
wanted
to
to
mark
her
passing.
She
was
just
one
of
the
the
the.
