You

to
approve
in
a
second
removed.
Second
on
any
discussion.
All
in
favor
aye
proclamation
is
approved.
Thank
you,
and
our
next
order
of
business
is
public
comment,
and
I
would
like
to
remind
everyone
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
may
be
before,
city,
council,
profanity
and
threats
will
not
be
permitted.
May
we
have
the
first
speaker
please,
and
I
have
the
first
speaker.
We're
taking
out
of
order.
Is
les
ludwig,
mr
ludwig.
D
We've
got
a
national
holiday
a
year
ago
I
predicted
january
6,
not
by
date,
but
by
roughly
the
period
during
which
that
occasion
actually
occurred,
and
I
unfortunately
feel
of
a
sense
of
foreboding
with
the
approach
of
the
fourth
of
july
and
you'll
say
well,
what's
bothering
you
what
why
are
you
uncomfortable?
What
what
do
you
think
is
going
to
happen?
D
F
Norway
has
more
than
400
publications
per
1000
in
the
city
of
pittsburgh.
We
have
maybe
10
publications
per
300
000.
They
really
read
in
in
norway,
global
intelligence
society,
us
national
candidate
for
the
presidency,
2021
vote
by
voter
verification
is
the
core.
What
I
do,
I'm
a
reporter
and
a
journalist
for
the
national
info
intel
network
and
the
global
info
intel
network
june
2022
week.
Four
is
european
intelligence
month
and
we're
focused
on
the
the
journalists,
robert
woodward
oppositional,
ruthless.
F
Pursuit
of
information
at
the
highest
level
of
of
intelligence,
I
think
in
his
especially
early
watergate
days,
a
concern
of
pittsburgh
city
council
is
to
offer
us
information
and
to
do
that
at
a
level
of
intelligence
that
doesn't
insult
us.
A
concern
of
the
gis
is
very
similar
and
to
offer
the
best
optimal
both
intelligence
and
information
that
we
can
can
find.
F
In
my
more
than
600
reports,
public
comment
reports
here
from
2010
to
2022
what
I've
sought
is
to
provide
optimal
info
intel
to
to
our
people
that
is
consistent
with
the
qualities
of
of
woodward.
Unlike
the
reporters
and
and
so-called
reporters
that
we
find
in
this
room,
the
question
which
comes
up
very
often
now
is
what
is
equity,
and
what
is
that?
How
is
that
related
to
intersectionalism?
F
I've
asked
lots
of
pittsburghers,
it's
very
systematic.
Our
report
is
available
to
the
public.
One
of
the
people
on
this
council
that
has
pushed
this
very
very
far
is
is
ms
gross
and
is
very
popular
with
mr
gainey,
but
they
can't
find
any.
They
don't
know
what
gross
and
the
rest
of
the
council
and
gainey
have
to
offer
on
this
point,
and
I
think
that
it's
a
is
a
very
severe
mistake
now
I
have
done
so.
F
I
have,
from
january,
to
to
june
offered
an
interpretation
of
equity
depending
on
not
my
sources,
not
what
I
think
about
it,
but
the
the
sources
that
are
inside
of
the
framework
that
that
the
democratic
party
in
particular
depends
on
now.
I
I'm
suggesting
very
strongly
that
if
you're
going
to
use
the
word
equity
you're
going
to
use
the
the
term
intersectionalist
that
you
provide
that
to
the
people,
that
is
your
job.
G
First
of
all,
it's
outrageous
that
city
workers
are
being
threatened
with
the
loss
of
their
jobs.
Somebody,
my
choice,
should
be
the
law
in
a
free
country,
trees,
not
shady
deals
and
bonaire.
G
Regarding
reapportionment,
it
would
harm
our
community.
We
say
no
to
it.
Leave
people
upon
air
are
best
served
by
remaining
in
district.
Four
council.
Are
you
for
the
people
of
bonaire
or
against
the
property
owners?
Do
you
stand
with
mayor,
gainey,
state
representative
bam
and
councilman
coghill
for
the
creation
of
greenspace
to
replace
the
detrimental
school
building,
so
michael
holland,
green
space
is
for
all
ages
and
stages
of
people.
G
We,
the
people
of
bonaire,
have
maintained
our
property
and
participated
in
many
functions
here.
Our
community
made
it
extremely
clear
at
our
journal
meeting
in
may
of
2021
that
we
oppose
a
detrimental
property
join
our
supporters
in
supporting
a
great
space.
The
michael
holland
memorial
day
is
the
solution
for
peace,
safety
and
happiness
of
our
community.
G
A
H
H
H
H
I
had
one-
maybe
two
meals
there,
that's
all
I
could
say
and
the
problem
is
they
force
you
to
have
it
at
their
time
in
a
30
minute
window,
which
I
don't
know
about
other
diabetics,
but
it
doesn't
match
my
medication
time,
and
I
can't
I
can't
rearrange
that
so
I
have
not
been
able
to
go
down
and
get
a
healthy
meal
as
a
result
of
now
feeding
indoors.
H
H
Please
understand
the
populace
that
you
are
dealing
with
in
these
senior
centers.
But
again
I
would
love
to
have
those
grab-and-go
lunches.
Please
look
into
it
medically.
I
thank
you
for
the
time.
A
I
I
I
We
have
people
that
I
had
called
up
light
of
life
the
other
day,
because
the
gentleman
was
outside
of
casa
san
jose,
where
I
have
helped
volunteered
in
the
past,
and
my
friend
who
owns
the
store
next
door,
said
to
me
somebody's
here
and
the
landlord's
asked
him
to
to
move,
and
you
know
to
get
off
their
property.
What
can
I
do?
I
There
was
no
place
for
him
to
go,
so
I
had
to
call
sister
janice
and
sister
jan
has
fortunately
directed
somebody
one
of
the
the
sisters
over
there
to
assist
the
gentleman,
but
when
our
own
facilities
can't
even
address
the
population,
when
we
have
buildings
that
are
being
built
on
east
north
avenue,
for
instance,
the
garden,
I
saw
those
wonderful
apartments
for
the
past
two
years
with
that
project
and
I
thought
affordable
housing
was
finally
coming
to
my
little
area
of
pittsburgh
and
I
found
out
that
those
apartments
are
not
going
to
really
be
affordable
housing.
I
Okay,
there's
a
reason
that
the
housing
authority,
the
city
of
pittsburgh,
exists-
and
that
is
one
reason
now
is
because
people
like
me,
who
are
on
limited
incomes
who
basically
I
have
been
on
social
security
for
my
lupus
for
my
epilepsy
and
many
other
assorted
things.
This
is
fed
this
housing
crisis
and
the
covet
pandemic
fed
into
each
other
northview
heights.
I
I
do
not
want
presley
street
hydrise
to
become
another
northview
heights
that
basically
gets
totaled
and
then
rebuilt
for
not
the
same
community
that
it
was
addressing
by
not
addressing
the
same
communities
that
those
those
populations
those
houses
were
built
for
then
we
make
every
single
senior
and
disabled
person
the
next
homeless,
and
we
feed
right
back
into
this
vicious
loop
of
homelessness.
I
A
J
Good
morning,
city
council,
my
name
is
william.
My
name
is
william
anderson.
I
live
at
70,
35,
chaucer
street
in
councilman
burgess's
office
and
currently
I'm
the
chair
of
the
allegheny
county,
democratic
black
caucus,
and
I
am
your
newest
elected
member
to
democratic
state
committee
in
the
43rd
senatorial
district.
So
I
think
I
represent
at
least
two
or
three
council
persons
with
all
the
redistricting,
so
I
rise
for
you.
I
rise
to
speak
in
front
of
city
council
today
for
two
separate
reasons.
J
J
So
that
would
not
be
necessary.
So
I'm
thankful
that
we
have
a
city,
council
and
a
city
of
pittsburgh.
That
is
proactive,
that
we
have.
You
know
representatives
like
councilman
wilson,
who
you
know.
I
was
the
first
person
to
interview
him
years
ago
when
people
thought
that
you
know
I
was
crazy
for
supporting
a
guy
that
no
one
had
ever
heard
of
that
told
has
concern
for
the
community
and
that's
what
we
do
as
a
black
caucus.
K
K
This
is
for
me
paul.
I
jesus
has
sent
my
angel
to
testify
you
these
things
in
the
churches.
I
am
the
root
and
the
offspring
of
david,
the
bright
morning
star
and
the
spirit
and
the
bride
say,
come
and
let
him
who
here
say
come
and
let
him
thirst
and
whoever
desires.
Let
him
take
the
water
of
life
freely,
for
I
testify
to
everyone
who
hears
the
words
of
this
prophecy.
K
From
the
holy
city
and
from
the
things
which
are
written
in
his
book,
he
who
testifies
these
things
say.
Surely
I'm
coming
quickly
even
so?
Come
lord
jesus,
the
grace
of
our
lord
jesus
christ,
be
with
you
all
men
see
I'm
coming
to
give
you
some
understanding
of.
What's
going
on
all
these
murders,
when
I
told
you
it
was
judgment
day
for
every
man
in
the
world
meant
that
this
book
is
true
and
faithful.
Now
I
want
to
speak
to
someone
personally,
so
we
can
get
this
business
done,
because
this
will
not
stop
till
everything.
K
K
K
I
knew
you
all
for
you
was
born.
The
spirit
of
my
father
is
in
me
and,
like
I
said,
this
will
not
stop.
If
you
want
this
to
stop
it's
easy,
it
can
stop
like
it
just
got
started
now.
Please,
if
I
can
speak
to
someone,
I
know
you
don't
want
all
this
business
out
here
in
in
the
world,
I'm
trying
to
speak
to
someone
personal,
because
this
will
not
stop
thinking.
L
L
I
wanted
to
take
and
really
reiterate
what
had
happened,
the
last
meeting,
but
on
thursday
june,
2nd
at
2
30
p.m.
I
came
to
the
grand
street
and
that
was
for
the
rally.
Oh
thank
you.
That
was
for
a
rally
for
gerald
tomlins,
who
was
the
victim
for
the
victims
and
survivors
of
the
alley:
allegheny
county
jail.
No
after
that
rally,
we
went
over
to
the
oversight
board
for
the
jail,
and
at
that
rally
I
mean
at
that.
I'm
hearing
is
when
I
learned
that
our
citizens
that
are
in
jail
are
being
fed
feces.
L
Now
this
is
what
your
activist
brandy,
fisher
and
also
beth,
who
is
the
council
person
for
that
area
for
also
the
jail?
Now
they
said
feces
and
one
man
had
a
half
cooked
mouse
under
his
macaroni
and
cheese.
Now
we
have
our
good
councilman
berger
said
it
was
a
lie
that
it
was
not
true
that
he
had
worked
there
and
done
whatever
he
had
done,
and
I
asked
him
and
I
managed
to
when
you
ate
there.
He
said
he
ain't
dear.
Did
you
get
the
same
food?
L
L
And
please
you
can
you
can
squash
the
statement
that
mr
burgess
said
that
I
was
lying,
that
you
were
sending
the
letter
to
miss
theresa,
kell
smith
and
here's
their
address
414
grant
street
and
that
would
be
5
room
510,
and
you
can
also
send
me
a
letter
to
prove
that
you
did
send
one
to
her.
I'm
asking
you
to
do
this
to
prove
to
him
that
I'm
not
a
politician.
I
don't
have
to
come
down
here
and
lie.
I'm
not
a
politician.
L
I
don't
want
to
be
a
politician,
and
some
of
you
that
are
shouldn't
be
especially
mr
burgess
and
sir.
I
am
sorry
that
you
are
the
representative
for
homewood,
because
they
they
wanted
to
impeach
you
before
you
remember.
The
young
fella
brought
the
papers
down
to
impeach
you
that
was
a
young
fellow.
That
saw
that
you
are
not
doing
all
that.
You
said
you're
not
standing
up
to
your
oath.
Your
oath
is
supposed
to
be
that
you
are
to
protect
and
serve
not
change
the
rules.
Every
time
you
be
pro-tem.
M
Hello,
my
name
is

Flora
williams
and
I

I've
been
here
speaking
before
about
the
no
security
in
the
building
and
people
are
leaving
for
three
and
four
at
a
time
moving
out
of
the
area,
because
no
security
and
we're
also
dealing
with
the
mold
in
the
hallways.
Each
hallway
has
mold
in
each
hallway.
M
Where
that
everyone
knows
that's
dangerous
and
especially
to
us
seniors,
I
wasn't
going
to
say
anything,
but
I
just
have
to
get
it
out
in
the
air,
and
someone
may
hear
and
do
something
about
the
seniors
that
has
been
taking
care
of
you
so
help
us.
Please
any
way
that
you
can-
and
I
thank
you
very
much
for
listening
to
me-
have
a
blessed
day.

A
Q
Okay,
I
was
just
apologizing
for
not
seeing
the
waiver
of
the
rules
asked
for
the
it's
for
a
it's
for
a
liquor
license
transfer
and
I
do
hear
councilman
gross
wanting
to
chime
in
so
there's
no
motion
on
the
table
and
I
wasn't.
I
had
no
communication
from
the
administration,
so
I
I
would
not
prefer
to
waive
the
rules.
Q
A
Prefer
not
to
wave
the
rules:
okay,
okay
and
councilman
krause,
chair
of
human
resources,.
A
O
Q
Q
So
we're
having
discussion
so
just
again
since
they're,
you
know
we're
on
live
session.
Q
So
in
each
case,
there's
a
public
hearing
for
that
site
to
purchase
a
liquor
license
from
outside
of
the
city
boundaries
and
in
the
past
we've
done
things
like
attach
conditions
to
the
approval
which
we
can't
enforce.
But
the
liquor
control
board
can
enforce,
and
sometimes
they
choose
to
support
the
desire
of
the
the
city
council
to
have
those
conditions
on
the
liquor
license.
Q
But
the
clerk
has
just
informed
me
that
it
is
if
we
don't
expedite
this
one
which
I
am
loath
to
do.
But
if
we
don't
do
that,
then
there's
an
automatic
approval
and
so
in
the
in
the
spirit
of
making
sure
that
we
have
conversation
and
that
we
have
a
public
hearing
on
a
timely
basis.
I
will
support
the
motion
to
wave
relate.
I
didn't
realize
there
was
a
motion
on
the
table,
so
councilman.
P
P
Thank
you,
councilwoman
gross.
I
apologize
I'm
at
a
little
bit
of
a
disadvantage.
I
didn't
realize
you
were
in
chambers,
that's
why
I
made
the
motion
to
to
wave
the
rules
and
and
by
doing
so,
it's
really
just
so
that
we
can
expedite
the
public
hearing,
but
not
to
mislead
anyone
watching
that
somehow
that
is
a
deemed
approval
simply
that
we're
we're
processing
this
as
quickly
as
we
can
so
as
to
be
able
to
schedule
the
public
hearing
to
hear
from
constituents.
So
thank
you
again,
councilwoman
I
apologize.
