purchased

home

washington's
landing,

riverfront
trail
was
a
prime
reason
to
buy

we

trail

not
so
beautiful
and

wife

walk

bike

to

constant,

urgent
procurement
veterans
for
better
baseball
businesses

report

being
included
in

visited
multiple
emails
to
the
mayor.

seen
about

committing
different
strategies
that
could
bring
more
involved
business
inclusion

city

ignored

why
this
veterans
are
not
being
able
to
participate
in
the
developments
that
we're
seeing
in
pittsburgh,
explosives
in
the
procurements
in
the
housing
the
program,
never
ten,
thousands
that
are
not
being
used,
the
operating
code
front.

hasn't
even
had
the
name
completed
by
the
city.

homeowners
association

washington's
landing
where
I
lived
for
24
years.
First
of
all,
I
want
to
thank
the
council
for
their
efforts
to
address
the
homelessness
issue
in
pittsburgh
through
your
public
statements
in
your
proposed
bill,
2022-6077,
which
I
strongly
support.

Most
of
the
talk
about
the
homelessness
issue
has
been
about
the
macro
issue,
the
general
homeless
issue
in
pittsburgh
as
a
whole,
and
how
do
we
solve
it
with
transitional
housing?
In
my
three
minutes,
however,
I
want
to
address
the
micro
issue
that
is
more
important
to
me
and
my
neighbors,
and
that
issue
is
public
safety.

In
particular,
there
is
now
a
large
group
of
homeless,
only
50
yards
from
my
house
on
the
proposed
first
division,
dpw
relocation
site
off
of
river
road,
in
speaking
with
a
police
officer
from
the
first
precinct.
Contrary
to
what
is
publicized
in
the
media,
that
most
of
the
north
side,
homeless
or
pittsburgh
area
down
people
down
on
their
luck
that
have
lost
their
jobs,
he
said
that
they
are
quote
stealing
city
bikes
as
well
as
private
bikes,
and
that
most
of
these
people
are
from
other
parts
of
the
country
when
he
asks
them.

So
for
me
and
my
neighbors,
this
is
foremost
a
crime
in
safety,
not
a
social
issue.
I
do
sympathize
with
the
general
homeless.
This
problem
for
the
last
25
years.
The
two
charities
every
year
that
have
gotten
the
most
donations
from
myself
and
my
wife
have
been
the
greater
pittsburgh
food
bank
and
the
light
of
life
mission.
I
believe
no
one
should
be
homeless.
However,
my
greater
concern
today
is
the
immediate
safety
of
my
family
and
my
neighbors.
I
sincerely
applaud
the
efforts
of
council.

making,
but
I
believe
that
the
mayor
could
be
doing
more.
I
believe
this
because
in
2001
there
was
a
large
homeless
community
living
on
the
clemente
bridge
in
the
area
where
the
kayaks
used
to
be
until
this
year,
that
was
the
first
year
pnc
opened
and
in
bringing
my
parents,
siblings
and
children
from
out
of
state
to
our
loving
new
ballpark.
We
had
to
walk
near
the
homeless
camp
to
get
to
the
games
and
the
smell
and
visuals
were
disgusting.

I
wrote
mayor
murphy
and
enclosed
pictures,
the
encampment
and
four
days
later
the
homeless
were
gone,
and
I
got
a
call
from
the
mayor's
chief
of
staff.
Four
years
ago
there
was
an
encampment
under
the
31st
street
bridge.
We
notified
our
then
council
member,
who
pressured
the
mayor's
office
and
two
months
later
they
were
gone
and
cyclone
fencing
was
erected.

These
past
requests
tell
me
that
if
the
mayor
had
the
political
will,
he
could
do
something
about
this
public
safety
issue
before
something
serious
occurs.
He
needs
to
realize.
There
are
300
000
residents
in
pittsburgh.
We
are
all
his
people
and
he
serves
all
of
us
just
not
a
select
group.

Members
of
city
council,
ladies
and
gentlemen,
I'm
nick
certo.
I
live
on
washington's
landing
and
I'm
here
today
to
comment
on
the
conditions
along
river
road.
The
three
rivers
heritage
trail
between
9th
street
31st
street
bridge,
I'm
an
almost
daily
user
of
that
stretch
of
the
trail,
and
there
have
always
been
a
few
homeless
individuals
who
camped
close
to
the
river
out
of
sight
for
the
most
part
and
their
stays
were
usually
short.
I
But
since
march
the
number
of
homeless
campsites
has
grown
dramatically
and
in
all
that
time,
the
city
and
the
county
stood
by
and
let
that
happen
campsites
are
no
longer
back
among
the
trees.
Many
of
them
were
situated
right
against
the
trail,
just
an
arm's
length
from
bikers
and
people
walking.
The
campers
make
heaps
of
refuse.
Their
behavior
is
unpredictable
and
my
neighbors
and
I
have
seen
people
passed
out
and
sprawled
on
the
trail.
I
Pavement
we've
witnessed
people
having
sex
openly
taking
drugs
dealing
drugs,
urinating
even
defecating
in
plain
sight,
and
all
this
goes
on
along
the
heritage
trail,
which
is
meant
to
be
a
safe
route
for
non-motorized
transportation
and
recreation.
But
today,
people
more
and
more
shun
this
section
of
the
trail
as
I
have
begun
to
do,
because
we
feel
unsafe
and
yet
the
city
and
county
has
allowed
this
to
happen.
I
As
the
number
of
campers
increased
public
safety
in
the
vicinity
has
declined,
you
heard
from
paul
scott
what
happened
to
him
and
I've
also
seen
people
trolling
our
neighborhoods
at
night
loitering
on
the
section
of
the
trail,
which
crosses
washington,
landing
and
the
situation
is
getting
out
of
hand.
My
neighbors
and
I
have
a
profound
and
growing
concern
for
our
safety
and
when
we
complain
to
the
police,
they're
responsive,
but
we've
been
told
that
police
were
directed
by
the
mayor
to
leave
the
campers
alone.
I
Unless
there
was
a
reported
violent
crime,
do
we
really
have
to
wait
for
that?
The
campers
are
in
a
miserable
state
and
the
places
they
have
staked
for
their
tents
are
not
appropriate
for
them.
There's
no
sanitation
of
sources
of
potable
water
and
they're
open
targets
for
criminals.
The
city
of
county
should
be
doing
something
to
find
places
where
these
people
can
be
safer
in
reach
of
services
that
can
help
them
turn
their
lives
around.
I
That's
why
I
support
bill
2022-0677
sponsored
by
council
members,
gross
coghill,
kale
smith
and
wilson.
It's
a
necessary
step
to
provide
transitional
housing
where
these
campers
could
go
instead
of
fending
for
themselves
camped
along
the
trail
once
the
campers
leave
the
trail,
the
ill
effects
on
public
safety
and
trail
access,
which
I
cited
should
go
away.
In
closing,
I
asked
the
council
and
the
mayor
act
quickly
to
enact
the
bill
as
transitional
housing
plans
roll
out.
We
ask
that
the
campers
be
humanely
relocated
away
from
the
riverfront
heritage
trail.
I
In
the
meantime,
we
want
the
city
to
immediately
take
steps
to
stop
the
number
of
campsites
from
growing
and
enact
regulations
which
make
camping
along
the
riverfront
heritage
trail
illegal
without
express
prior
approval,
as
they
do
in
city
parks
and,
finally,
and
above
all,
we
want
the
city,
the
mayor
specifically
and
the
county
to
act
without
delay
before
real
tragedies
occur.

pass
to
park

sidewalks

more
damage

heard
it's

fixed
down

white
and

and
again
martin's
auto
has
at
least
six
cars
completely
blocking.

little

The
sidewalks
are
completely
crumbling
when
I
went
to
high
school
with
johnny
castillota,
and
he
was
one
of

roommates
and
beat
my
first
place
in
beechview
his
dad
paid
back
to
the
community.
He
would
come
up
to
food
land
every
week.
He
would
get
food
and
he
would
give
it
to
all
of
his
staff
and
employees
they
never
let
the
sidewalks
not
only
is
the
parking
on
the
sidewalks
bad.

sidewalks
are
in
such
disarray.
Trying
to
get
to
the
beautiful
new
sidewalk
that
you
fixed
anthony
is
like
impossible.
Why
do
we
continue
to
let
them?
I
was
told
last
year's
night
out
by
the
boss
of
the
west
end
police
place
that
it
would
not
be
happening
again.
The
cop!
I
have
him
on
tape,
saying
this
is
my
route.
I
will
not
let
this
happen
again,
but
he
asked
me:
how
often
do
you
come
down
here
so
that
was
to
pacify
me.

have
to
go
down
every
single
day

times

I'm

day

start

us

down

parked

stood

very
podium
and
asked
city
council
support

pass
enabling
legislation
that
would
allow
the
carnegie
library
of
pittsburgh
to
place
a
dedicated
property
tax
referendum
on
the
upcoming
ballot.

We
found
those
solutions
because
we
listened
to
the
ideas
that
came
from
the
people
living
in
our
communities
from
the
foundations
and
other
relevant
community
organizations,
from
the
mayor
from
the
county,
executive
and
council,
from
state
legislatures
and
from
rad
and
from
city
council.
In
my
view,
it
was
the
collective
genius
of
all
of
those
stakeholders
that
collectively
ca
and
caringly
and
sustainably
helped
make
the
library
financially
stronger
public
service
benefiting
all
of
our
citizens.

We
need
a
long-term
solution,
not
a
bunch
of
short-term
fixes.
In
my
view,
there
are
no
civil
bullets
and
I'm
not
convinced
any
one
organization
or
group
of
elected
officials
should
be
expected
to
muster
a
comprehensive
list
of
options
to
address
and
substantially
resolve
this
issue.
That's
why
I'm
advocating
for
an
approach
that
the
city,
council
and
past
mayors
have
used
before
one
that
embraces
and
includes
all
important
stakeholders
to
form
a
community-wide
leadership
group
to
gather
and
consider
the
views
of
our
communities.

The
organization
that
already
support
best
understanding
can
represent
the
views
of
the
homeless,
the
mayor
city,
council,
county
leaders
and
maybe
even
someone
from
state
legislators
in
the
rad
offering
meaningful
opportunity
for
this
community-based
leadership
group
to
work
by
side
with
smart
and
dedicated
legislators
and
other
relevant
stakeholders
will
significantly
increase
the
chances
of
that
great
ideas
and
appropriate
problem.
Solving
options
will
emerge.

group
can
also
bring
in
their
networks
of
others
that
can
help
with
this
problem.
In
summary,
I
don't
think
throwing
more
money
at
this.
This
wholeness
issue
will
properly
solve
the
problem.

investment

our
community
by
getting
the
right
people,
the
right
organizations
and
the
appropriate
legislators
involved
in
to
assure
better
outcomes
for
everyone

stake
in
this

storage

larger

homewood
deserves

place

kids

attention

athletic
facilities.

we
need
to

For
instance,
I
believe
the
parking
lot
that
they
now
have
in
the
back
of
the
park
should
be
in
the
front
of
the
park
right,
because
I
fear
that
the
people
who
park
on
the
streets
won't
go
to
the
back
of
the
park.

a

and

certainly
we're
willing
to
talk

the
residents
but
to
to
imply
that
there

not
been
an
extraordinarily
extensive
community
process,

charrettes

little
disingenuous.

this
process

people

disaffected

think
it's
going
to
have

be
all
of
us
as
a
member
as
people
come
to
this
room,
all
the
time,
they're
always
saying
the
same
thing
work
together.

county
gets
a
billion
dollars
worth
of
billion
dollars
to
help
with
social
services
in
the
city,
they're
doing
a
lot
of
things.
We
want
to
know
what
they're
doing
we
want
to
see
how
those
things
are,
the
things

needed
in
the
city
of
pittsburgh,
and
maybe
there
should
be
some
of
their
funds
redirected.
Maybe
some
of
ours
funds
should
be
direct
redirected.

everyone's
best
interest
to
take
care
of
our
struggling
population,
and

think
that
when
we
come
together,
we
come
up
with
solutions
and
so
we'll
bring
everyone
to
the
table,

hopefully
the
school
district
will

part

school

important

human

the

the
day,
residents
look
for
us

leadership.

is
important
for
us

we

this

world

we're
in
a
different
time.

aggressive

greater
vision
for
us
and

given
the

stresses

step
up

be

more
comprehensive

approach
to

council

doing

the

I
walk

communities,
they
don't
know

communities

problems

think

that
coordinated
leadership,
