The

Our
next
order
of

is

I
would
like
to
remind
all
speakers
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concern,
visual
action
or
deliberation
which
are
or
maybe
before,

is
not

I'm,

I
have
a
trumpet
I
play
for
my
group,
The
rondos.
This
council
is
saying
that
I
can't
play
this
trumpet
in
this
in
this.
In
this
context,
this
council
is
going
to
be
sued
as
a
consequence
of
that,
my
my
trumpet
that
I
brought
here
today
is
an
old
trumpet,
but
I've
ordered
one,
which
is
a
rainbow
color.
Does
that
make
my
trumpet
lgbtq
I
have
a
an
identity
card?
F
It
has
a
rainbow
over
my
head.
Does
that
make
me
lgbtq
I
have
presentations
that
many
of
you
know
are
multi-colored
in
Rainbow.
Does
that
make
me
lgbtq?
No,
it
does
mean
that
I
think
with

F
This

what
I'm
saying
is
that
wrong
is
that
out
of

anyway,
all
the
laws
that
I
propose
for
the
last
10
years,
21
of
them
to
protect
us
and
our
research
here,
here's
another
one
which
the
clerk
is
aware
that
has
to
do
with
my
approach
to
globology.
Does
that
make
this
lgbtq?
No,
it
means
that
I
think
with
the

there's.
Another
publication
of
mine
here
is
something
from
the
American
Chemical

F
F
That
means
that
the
vast
majority
over
90
percent
of
the
people
in
the
world
in
the
city
and
the
nation
in
the
world
are
not
not
lgbtq
focused
when
it
comes
to
the
rainbow.
The
rainbow
belongs
to
the
body
of
humans,
and
not
just
to
this
very
small
group
of
people.
We
generally
object
to
being
told
that
we
must
go
along
with
lgbtq,
ism
or
else,
and
we
have
a
lot
of
trouble
with
this
when
it
comes
to
our
children.
F
When
it
comes
to
the
Pittsburgh
Public
Schools
insinuating
lgbtq
ideology
into
the
curriculum,
we
have
problems
with
it
in
the
streets.
We
have
problems
with
it
when
people
are
exposing
themselves,
we
have
problems
with
people.

Good
morning
my

is
Yvonne
F
Brown
I
live
in
the
Hill
district.
I
have
a
problem,
and
Dr
Miller
also
has
a
problem
with
the
way
we
are
being
targeted.
H
H
I
H
This
is
January
February,
March,
3,
16
2016,
and
it
has
moving
forward,
and
this
is
from
the
city
paper,
and
this
is
about
the
five
people
who
got
killed
in
Wilkinsburg.
You
have
Congressman
Doyle,
get
gay
Jay
Costa
and
these
two
police
officers.
When
these
people
five
people
got
killed
in
Wilkinsburg,
they
had
a
meeting.
There's
a
woman
that
came
and
she
was
screaming.
We've
been
calling
you.
Why
won't
you
answer
us?
We
have
answers.
We
have
answers
to
your
questions.
You
even
had
the
black
man
that
had
a
card
from
the
detective.
H
He
called
the
detective
to
tell
the
detective
about
what
he
knew.
The
detective
never
called
him
back.
Five
people,
black
people
were
killed
and
you
act
like
it
was
nothing
when,
when
the
Jewish
people
got
killed,
I
found
out
later
that
this
had
a
group
just
actually
taught
taught
them
what
they
were
supposed
to
expect
when
they
go
to
court
and
so
on.
But
you
played
like
the
black
people
didn't
matter.
H
There
was
five
black
people
and
one
had
a
baby
inside
of
her,
so
it
seemed
like
the
doctors
would
have
been
worried
about
this
unborn
baby,
the
way
they're
doing
now
I
said
then
the
Pittsburgh
Post-Gazette
was
taking
over
the
tribute
review,
I
believe,
but
the
Pittsburgh
Post
success
did
not
write
anything
about
the
five
people
that
were
killed
and
you
had
the
community
saying
please
come,
we
got,
we
got
information
and
they
never
did
that
man
ended
up
getting
getting
didn't
get
any
time
as
far
as
I
know,
also
when
we
say
that
up
there
in
Northview,
when
they
had
the
church,
the
funeral,
the
people
had
called
and
said,
there's
going
to
be
problems,
these
are
warring
gangs,
so
they
put
a
policeman
outside
the
church.
H
Is
they
call
him
away
as
soon
as
they
call
them
away?
They
go
in
the
church,
shooting?
Don't
you
know
that
the
gangs
were
watching?
Do
you
understand
they
were
watching
and
anytime?
We
can
call
and
say
we
need
help
and
you
you
don't
don't
present
it
same
way.
I
live
up
in
the
in
the
Pro
up
in
the
high
rise.
We
got
a
woman
that
is
terrorizing
the
whole
building.
This
is
a
female,
you
call
the
police
and
they
send
two
mail.

which

Proportion.
E
J
A
B
B
K
Sir,
so
what
this
is
is
it's
a
the
second
part
of
the
last
round
of
arpa
reallocation
that,
in
that
we
did
in
December
what
we
did
was
we
approved
well
city
council,
approved,
moving
funds
into
slope
failure
and
then
the
corresponding
component
to
the
2022
capital
budget.
We
did
not
actually
pass
at
that
time,
so
this
is
just
catching
that
up
and
making
the
funds
available
for
domey
to
actually
perfect,
and
there
are
arpa.
J
B
A
J
A
A
Any
discussion
seeing
none
all
those
in
favor
say
aye
aye,
any
opposed
invoices
are
approved,
need
a
motion
to
approve
the
P
cards
removed.
I
need
a
motion
to
waive
the
rules
of
council.
We
actually
have
three
items
that
are
above
the
five
thousand
dollar
threshold.
I
can
explain
them
if
you
wish,
but
they
are
reasonable.
E
Yes,
please
some
motion
to
waive
the
rules
on
the
P
cards.
Second,
discussion.
A
Did
you
oh
sure,
so?
The
first
one
is
for
a
h
equipment
company.
It's
actually
two
separate
purchases
that
were
both
under
the
threshold.
However,
the
vendor
did
not
process
them.
He
waited
to
process
them
all
at
the
same
time,
which
is
why
they're
now
at
six
thousand
dollars,
the
other
is
for
DPW
for
the
renewal
of
waste
Transportation
stickers,
each
sticker
costs
a
hundred
dollars
and
there's
54
trucks,
which
is
why
the
cost
is
5400
and
then
the
last
one
is
for
pli.
A
C
A
B
Bill
1644
resolution
amending
resolution,
159
of
2023
Which,
authorized
a
Professional
Services
agreement
with
Duquesne
University
for
the
purpose
of
spending
Grant
funds
not
to
exceed
150
000
500,
to
support
the
Pittsburgh
Bureau
of
police
inside
our
training
program
to
correct
the
type
of
authorized
agreement.
Questions.
J
E
E
L
E
L
It's
actually
quite
simple,
the
so
when
the
bill
was
originally
proposed,
it
included
the
language
requesting
an
authorization
for
a
Professional
Services
agreement
specifically
and
in
discussion
with
Duquesne
University.
To
build
the
agreement,
it
was
determined
that
we
needed
to
have
a
sub-recipient
agreement
instead.
So
all
this
bill
does
is
simply
strike.
The
Professional
Service
word
from
the
bill.
Everything
else
Remains
the
Same,
there's
no
change
to
the
scope
of
work,
there's
no
change
to
the
cost
of
the
program.
It's
just
those
two
words.
E
Technical
Amendment
good
morning,
Madam
president,
so
happy
to
support
and
thank
you
for
coming.
J
Thank
you.
Can
you
remind
us
a
little
bit
about
what
the
inside
out
program
does
or
training
does.
M
So
the
Inside
Out
program
has
been
around
since
2016..
We
take
all
of
our
recruits
in
and
we
learn
together
on
a
one-to-one
ratio
with
the
guys
that
are
inside
one
SCI
Pittsburgh
closed
down.
Basically,
everyone
was
transferred
primarily
to
SCI
Fayette,
so
we
travel
out
to
SCI
Fayette
there.
They
learn
things
about
restorative
justice,
victims
and
victimization.
The
inside
guys
also
get
the
opportunity
to
learn
about
what
we
do
as
policing
and
what
governs
us.
So
it's
it's
just
a
joint
learning
experience
amongst
inside
people
and
police
recruits
so
that
they
can.
J
M
University
right,
okay,
so
the
it
actually
saves
the
city
of
Pittsburgh
money.
We
had
been
paid,
so
you
we
receive
all
recruits
who
receive
three
college
credits
and
they
can
be
either
Bachelorette
or
graduate
credits
from
Duquesne
University.
The
city's
been
covering
that
cost
for
like
110
dollars,
basically
for
those
three
credits
at
an
extreme
reduced
rate.
M
This
will
now
pay
for
that,
so
that
those
credits
come
free
to
everyone
that
attends
it,
and
we
did
also
start
to
include
our
city
social
workers
within
the
experience
as
well,
to
give
mental
and
Behavioral
Health
aspect
of
the
training
with
it.
So
that
will
be
covered
by
the
grant
that
came
from
cops
in
partnership
with
us
that
will
go
to
Duquesne
University
I.
J
Know
I
said
that
I
had
one
last
question
but
sure
really
one
last
question:
I
can
imagine
the
positive
outcomes
from
this
anecdotal,
qualitative
evidence
or
otherwise,
but
are
there
outcomes
that
you're
tracking,
as
a
bureau,.
M
Yes,
there
is
so
that
with
this
grant
comes,
the
true
we've
had
a
loose
version
of
program
evaluation,
and
we
have
seen
change
and
with
this
grant
comes
farther
out
program
evaluation.
So
we
can
see
once
they're,
actually
in
Patrol
for
a
longer
time
what
you
know
how
their
scores
have
changed
since
then,
so
there
will
be
more
being
able
to
be
shown
from
this
grant
and
we
also
have
opened
it
up
to
other
places
around
the
country.
So
I
know
Washington
DC,
so
far
has
picked
up.
M
O
O
O
Oh
God
I
do
Jay
got
it
that
makes
that
helps
my
brain
make
the
connections
I
appreciate
that,
and
so
our
police
officers
are
getting
three
college
credits
correct
and
then
we're
paying
for
the
college
tuition
for.
P
M
O
M
Now
they're
using
Brooks
at
all,
which
has
been
around
since
1990s
and
as
a
vetted
program
on
it,
and
then
we
have
some
other
outside
more
qualitative
questions
that
we've
been
asking
them
to
see
where
their
perception
has
changed
on
those
that
they
interact
with.
But
for
the
quantitative
it's
been
Brooks
at
all
that
they've
been
using.
They.
M
I,
don't
think
I've
ever
seen.
One
of
those
this
training
also
we've
moved
into.
We
also
work
with
the
Holocaust
Center,
the
city
of
Pittsburgh
Holocaust
Center,
and
we
do
you
know
basically
a
training
on
how
good
people
end
up
going
into
doing
very,
egregious
bad
things
and
what
you
can
do
to
prevent
yourself.
So
we
call
it
ethical,
policing,
wonderful,.
M
Very
busy,
but
we've
been
also
working
on
creating
a
micro
credentialing
from
it
so
at
in
the
end
of
it.
It
will
actually
be
a
nine
credit
course
that
you're
able
to
obtain
with
the
second
part
of
it
we
work
with
Roger
Guinevere
Smith,
who
is
a
actor
where
we
write
we
in
a
shared
space
we
write
together
and
a
playwright,
Suzanne
Smith
Suzanne
Stein
from
New
York
City.
M
C
M
And
the
third
part
is
what
we're
also
still
working
on,
which
will
come
from
this
grant,
which
is
where
we
bring
all
these
things
together
and
kind
of
bring
out
a
tangible
product
on
what
we
can
do
to
help
communities
by
listening
to
the
you
know,
the
voice
of
people
that
have
been
incarcerated,
people
that
are
currently
incarcerated
law
enforcement
and
then
people
we
call
like
the
bridge
people,
people
like
Cornell
Jones,
and
things
like
that.
That's
the
third
part
that
we
hope
to
accomplish
after
this.
O
C

provide
Technical
and
capacity
building
assistance
to
participants
of
the
Stop.
The
Violence
grant
program
at
an
overall
cost
to
the
city
not
to
exceed
192
300
dollars.
E
S
O
As
to
the
you
know,
various
programs
that
are
rolling
out,
but
then
also
how
we
figure
out
what
we're
doing,
whether
what
we're
doing
is
helping
not
helping,
hopefully
not
harming
right
and
so,
but
how
do
we
demonstrate
that
to
the
public,
and
so
we've
had
those
discussions,
I
think
several
times
at
the
table
and
I
think
typically,
a
budget
season
so
help
us
fill
in.
What's
going
on
with
this
one.
S
So
one
of
the
things,
a
councilwoman
that
was
appearing
to
us
as
we
finished
up
the
first
round
of
Dr
Valen's
grantees,
is
that
some
of
our
organizations,
even
though
they
do
amazing
work
in
our
communities.
They
need
help
with
their
capacity
building
such
as
maybe
a
mission
statement
or
getting
their
501c3
and
just
work
in
the
place
that
they
are
sustainable.
So
the
Forbes
fund,
essentially
that's
what
they
do.
They've
been
in
business
since
1982.
They
have
serviced
over
530
organizations
to
help
them
build
their
capacity
to
be
sustainable.
S
O
What
I
did
with
Consulting
with
a
lot
of
the
small
nonprofits
I,
would
walk
in
an
executive
director
would
dump
everything
out
of
their
heads
to
me
for
about
two
hours,
I'd,
write,
notes
and
then
I
would
be
able
to
put
together
their
grants
and
figure
out
what
their
program
might
be
and
and
help
them
launch.
It
so
I
understand
the
value
here,
but
so
this
is
doing
nothing
about
actually
tracking
the
metrics
of
the
outcomes
and
the
benefits.
S
O
And
I'm
not
hearing
the
subject
matter:
experts
in
kind
of
violence,
reduction,
measurement,
I,
don't
think
that
is
at
the
Forbes
fund,
so
I
think
it
would
be
interesting
to
see.
Maybe
is
there
a
this
is
a
professional
service
agreement.
So
is
there
a
kind
of
scope
of
services
on
for
each
side
for
each
party?
Typically,
that's
kind
of
a
joint
thing
right.
Yes,.
I
O
S
So
essentially,
once
the
Forbes
fund
comes
on,
they
will
assess
each
organization
to
see
exactly
where
they
are
and
then
where
they
need
to
go
to
be
sustainable,
so
they'll
be
working
in
Tangent
with
the
Forbes
clinic,
hopefully,
I
answer
that
question
correctly.
O
I
hear
that
I
hear
the
sustainability.
It's
like
a
financial
viability
for
the
organization,
so
they
have
the
skill
sets
internally
so
that
they
have
can
build
the
capacity
to
see
what
they're
going
to
do.
I
still
not
hearing
the
part
about
how
we
are
figuring
out,
what
we're
going
to
measure
so
that
we
know
that
that
nonprofit
has
done
what
we
wanted
it
to
do,
or
so
that
we've
returned
the
value
to
our
public
on
violence
reduction.
S
So
it
it
they
have
to
be
measured
individually,
I
mean
because
all
of
our
grantees
represent
different
facets
in
order
to
stop
our
violence.
So
the
fourth
fund
will
help
us
work
through
that
metrics
to
be
able
to
get
to
the
outcomes,
but
they
have
to
be
assessed
individually.
It's
not
a
just
a
blanket
assessment
of
our
grantee.
O
R
Real
quickly,
I
want
to
say,
I
do
want
to
acknowledge
all
the
work
that
Public
Safety
has
been
doing
and
and
a
lot
of
work
and
stop
the
violence,
and
there
are
groups
that
are
doing
some
amazing
things.
I
bought
to
the
attention
that
there's
some
groups
that
are
not,
and
some
groups
are
not
doing
anything
but
I
hope
that
we
work
on
those.
R
U
So
we
don't
have
the
ability
to
work
with
them
currently.
U
Said
as
an
organization
they're
really
not
functional,
post-covered,
okay,
the
employee
staff
they
did
have
is
currently
down
to
one
employee.
Okay,
as
of
about
two
weeks.
U
This
is
the
Forbes
fund,
Forbes.
R
R
R
D
S
U
Yeah,
but
this
will
provide
you
know,
support
for
them
to
understand
how
to
handle
a
larger
influx
of
money
than
what
they
might
be
used
to,
as
well
as
managing
that
accounting,
wise
and
Report
wise.
That's
that's
another
portion
that
we
are
struggling
with
is
many
of
these
smaller
organizations,
because
they're
the
doers,
and
not
so
much
the
admin
folks
they're
not
great
at
putting
down
what
they
do.
So
this
part
of
the
scope
of
work
is
for
the
Forbes
fund
to
help
them
rope,
get
a
more
robust
understanding
of
how
report
writing.
D
And
what
we're
looking
for
right,
right,
okay
and
then
sorry
if
I
so
as
far
as
the
next
round
of
funding
is,
do
we
know
the
organizations
yet
or
is
that
still
no.
S
C
S
D
I
guess
I'm
a
little
concerned
because
I
mean
we're
coming
into
summer,
and
so
now
these
organizations
that
you
know
got
funding
before
and
I
mean
I
just
from
the
ones
that
I've
been
Community.
You
know
there
are
looking
at
doing
events
on
Friday
and
Saturday
nights
and
trying
to
you
know
what
I
mean,
but
that
that
stuff
all
costs,
money
and
I
know
that
this
money
agreed.
S
D
And
when,
when
you
do
end
up
awarding
well,
there
is
is,
will
we
be
able
to
see
ahead
of
time
who,
just
in
case
like
who,
who
you're
looking
at
maybe
like
a
short
list?
Absolutely.
U
Yeah
and
that
part
of
this
is
the
this
contract
will
not
only
be
for
folks
that
receive
funding
from
us,
but
also
folks
that
have
applied
and
did
not
get
the
funding.
So
then
they
have
a
better
success
in
the
future.
They
can
work
with
them
and
explain
why
they
were
not
selected
and
how
to
build
that
ability
to
do
so.
Okay,
all
right
thanks.
J
Thank
you.
I
was
curious
about
the
potential
for
some
of
these
smaller
organizations
to
share
a
joint
CFO
like
I've,
heard
some
organizations
smaller
non-profits.
That
would
never
be
large
enough
or
have
the
funding
to
be
able
to
just
to
have
a
full-time,
CFO
or
someone
who
can
handle
both
development
and
finances
and
budgeting.
But,
for
instance,
there
were
four
small
local
environmental
organizations
that
shared
a
joint
CFO
and
they
you
know
they're,
firewalled
and
they're.
J
S
We
certainly
stress
joy
and
collaboration
councilwoman,
but
I
think
sometimes
it's
hard
for
organizations
that
have
been
working
by
themselves
for
such
a
long
time
to
sometimes
join.
But
we
will
also
defer
to
the
Forbes
fund
to
see
if
there
are
some
organizations
that
can
join
together
to
be
able
to.
J
And
just
to
be
clear:
I'm
not
talking
about
them
joining
together,
I'm
talking
about
them
staying
separate
organizations,
but
one
person
who
can
work.
You
know,
let's
say:
there's
four
organizations
quarter
time
for
this
organization
quarter
time
for
that
organization
they
get
they
make
a
you
know,
especially
if
it's
part-time
they
make
a
part-time
or
maybe
even
full-time
salary,
but
they
they
get
just
a
Porsche.
A
smaller
portion
of
the
budget
to
be
able
to
you
know,
help
these
small
organizations.
J
That
so
yeah
so
councilwoman
Warwick
was
saying.
You
know
there
is
the
there
is
the
model
of
there
being
a
fiscal
sponsor,
but
there's
another
model
which
is
like
a
financial
professional
who
is
adapted
working
with
non-profits,
who
can
help
just
you
know,
put
together
a
budget
and
manage
a
budget,
and
that's
just
do
all
the
financial
stuff
who
who
I
know
in
the
past
has
worked
for
kind
of
four
different
organizations
again
with
a
with
a
firewall
in
between
so
they're,
not
sharing
information
that
might
be
sensitive.
Thank.
B
B
Bill
1648
resolution
providing
for
a
supplemental
agreement
or
agreements
with
Michael
Baker
International
Inc
for
costs
associated
with
The
Boundary
Street
and
Sylvan
Trail
projects
providing
for
payment
of
the
cost
thereof,
not
to
exceed
2
million
514
000
6.81,
an
increase
of
four
hundred
eighty
two
thousand
one
hundred
and
two
dollars
from
the
previously
executed
agreement.
As
previously
authorized
by
resolution,
262
of
2021
a.
R
E
Right
so
now
that's
out
of
the
way
so
we're
looking
at
an
increase
from
Michael
Baker
of
about
almost
500
000
over
what
we
agreed
to
on
2021.
So
can
you
talk
to
us
a
little
bit
about
the
purpose
of
the
increase
sure.
P
I
can
talk
a
little
bit
about
that,
so
this
is
a
supplement
to
the
original
contract
to
cover
some
changes
to
the
scope
that
were
triggered
by
other
parties
that
were
participating.
For
example,
pwsa
and
the
city
were
jointly
approaching
parts
of
the
project.
Pwsa
has
since
left
that
part
of
the
project.
So
we
had
to
do
design
adjustments
to
account
for
that.
P
This
is
to
design
The,
Boundary,
Street,
side
path
and
coordinate
with
Duquesne
Light
on
it,
and
it's
to
finalize
and
wrap
up
some
scope
items
that
have
already
been
produced,
but
to
get
them
tied
up
with
a
bow
and
handed
over
to
the
city,
for
example,
additional
time
that
this
consultant
spent
working
with
pwsa
on
those
scope
changes
in
an
effort
to
take
the
design
elements
for
the
Sylvan
Avenue
Trail
into
a
place
where
we
can
take
them
to
hand
off
to
the
next
firm.
E
E
P
E
But
we
see
a
lot
of
those
in
the
department.
Yeah
I
just
worry
about
the
kind
of
Precedence
something
like
that
sets
when
we
enter
into
agreement.
You
know
it
was
small
business
before
I
got
here
the
agreements,
the
agreement
I
get
that
I
had
some
extra
costs
that
were
involved
in
had
to
figure
out
a
way
to
you
know,
still
deliver
what
I
agreed
to
deliver.
E
So
that's
good
to
know
always
appreciate
your
professionalism,
director
and
love
working
with
you
and
thank
you
for
coming
and
always
being
prepared
to
to
to
testify
for
the
council,
appreciate
it
I'm
good.
Thank.
D
D
And
what
and
then
the
other
one
is
to
add
them
a
bit
so
a
Mobility
Trail
on
Sylvan
Avenue
the
street
and
then
also
into
the
greenway
section
of
Sylvan
Avenue
connecting
Hazelwood
Avenue
and
Greenfield
Avenue.
P
D
D
P
D
D
P
A
P
O
So
and
it's
the
discussion
was
a
neighborhood
Vision
I
like
to
give
credits
to
the
citizens
and
their
Visionary
power
from
the
Sixth
Ward
Lawrenceville
plan,
which
I
frankly
can't
even
it
was
before.
I
was
on
Council
one
of
these
unadopted
plans
right
they
did
their
own
City
plan
with
some
great
Architects
from
CME
or
Summit
CMU
and
some
of
their
own
practice.
Now,
and
it
said
we
really
need
a
way
to
get
from.
You
know
across
40th
Street
right.
O
So
sixth
word
is
south
or
down
river
of
40th
Street
Ninth
Ward
is
up
River
40th
Street.
Everybody
is
forced
into
the
very
dangerous
intersection
at
40th
and
Butler
right
doesn't
matter
if
you're
a
five-year-old
trying
to
walk
to
school
at
Arsenal,
Elementary
or
you're
on
a
bicycle
or
you're,
pushing
a
baby
stroller,
and
there
have
been
some
really
terrible
tragedies
at
40th
and
Butler.
O
And
so
now
the
County
DPW
facility
that
is
under
the
40th
Street
bridge
is
on
both
sides
right,
it's
under
right
in
the
way
of
that
connection,
if
you
were
trying
to
get
up
River
to
down
river-
and
they
gave
us
just
I-
think
just
10
feet
and
put
up
fencing
on
either
side
and
again,
this
isn't
of
Lawrenceville
rallied
against
the
115
million
dollar
project
and
out
of
10
developer,
who
bought
13
acres
of
Lawrenceville
at
40th,
Street
and
Butler,
and
they
had
in
their
zoning
attached
as
conditions
to
have
pedestrian
passageways
through.
O
O
Now
to
51st
street
so
that
you
can
get
safely
from
39th
Street
all
the
way
up
to
51st
street
now
without
fighting
cars
and
intersections
on
Butler
Street,
and
so
it
is
a
really
joyous
week
in
the
city
of
Pittsburgh.
So
thank
you
for
that
sorry
to
go
on
so
long,
but
I
mean
this.
This
has
been
really
something
that
everyone
has
been
waiting
and
asking
about
week
after
week
after
month,
after
month,
after
year
after
year,
so
it's
open
and
it's
glorious
and
please
check
it
out
if
you're
near
Lawrenceville.
Thank
you
director.
P
To
answer
the
earlier
question:
Sylvan
and
Boundary,
barring
any
crazy
high
inflated
cost
coming
back
as
part
of
the
bids,
are
fully
funded
at
this
point,
so
we
don't
anticipate
needing
more
money.
But
again
our
construction
estimates
have
been
coming
back.
The
bid's
much
higher.
A
B
Bill
1653
resolution
authorizing
the
mayor
and
the
director
of
the
Department
of
Parks
and
Recreation,
on
behalf
of
the
city
of
Pittsburgh,
to
enter
into
a
Professional
Services
agreement
with
Homewood
Community
sports
for
Community
liaison
services
and
an
amount
not
to
exceed
three
hundred
thousand
dollars.
Motion.
V
C
Everyone
Catherine
Vargas.
T
J
V
Sure
definitely
so
this
is
part
of
the
overall
renovation
that
has
been
happening
in
Homewood
around
the
sports
field
includes
the
pool
and
that
whole
park
redesign.
V
You
know
the
biggest
users
of
that
field
are
the
is
the
football
team
they've
been
there
as
a
community
primary
stakeholder
long
before
this
discussion?
But
it
certainly
is
a
part
of
this
project
project
in
the
program.
You
know
that
we're
working
you
know
to
help
develop
would
be
around
making
sure
that
young
people
who
are
the
primary
users
of
the
field
also
are
the
primary.
V
You
know
young
people
who
are
taking
care
of
that
field
and
learning
about
the
new
natural
Turf
that
we're
putting
there
it's
a
great
Workforce
Development
opportunity,
and
it
will
be,
you
know,
a
lift
for
the
organization
that
will
be
kind
of
helping
to
organize
and
get
young
people
involved
in
that
project
and
in
looking
at
you
know,
as
we
continue
to
have
these
conversations.
V
Homewood
Community
Sports
is
both
a
trusted
Community
member
in
that
space,
they're
also
running
the
the
youth
organizations
that
use
that
field
and
we're
the
organization
that
you
know
is
best
suited
to
play.
This
role
in
this
part
of
the
project
could.
T
I
just
just
say
a
word
about
high
performance,
natural
Turf,
because
I'm
not
sure
it's
been
a
while,
since
we've
talked
about
the
actual
construction
of
the
project
itself.
So
if
you've
been
on
a
fancy,
Golf
Course
lately.
T
You're
playing
on
high
performance,
natural
Turf,
the
Steelers
have
high
performance,
natural
Turf,
it's
it's
the
kind
of
gold
standard
and
in
terms
of
a
career
path,
for
instance,
Penn
State
has
a
whole
program.
That's
organized
around
learning
to
tend
to
and
care
for
this,
and
if
you
wanted
to
work
for
the
World
Soccer
Association,
they
play
on
high
performance,
natural
Turf.
T
It
was
part
of
the
Heinz
grant
that
we
should
build
this
field
with
this
Turf
and
not
astro
turf,
and
that,
then
you
know
sort
of
provoked
the
question
well,
who,
where
should
the
pipeline
for
folks
who
could
go
from
as
a
young
person,
I'm
caring
for
my
own
field,
maybe
to
Penn
State
if
they
want
to
maybe
from
there
to
Brazil,
to
take
care
of
a
FIFA
field?
It
really
is
a
career
path
and
a
way
for
people
to
make
really
decent
money.
So
I
just
wanted
to
put
that
note
in
there.
R
Thank
you,
I
just
want
to
thank
director
of
Argus
I,
tell
people
all
the
time.
I
said
you
do
things
all
over
the
city
and
you're
so
familiar
with
every
neighborhood.
It
seems,
but
you
used
to
work
in
every
neighborhood
in
the
city
of
Pittsburgh
and
with
wireless
networks,
and
so
I
think
you're
really
familiar
with
a
lot
of
the
places.
So
you
know
the
needs
and
I
just
really
appreciate
the
the
efforts
you
put
in
across
I
always
fight
for
District
Two
in
in
the
west
end.
But
now
I
got
with
the
new
redistricting.
R
I
have
part
of
the
north
side
a
little
more
to
the
South
Side
places,
I,
don't
even
know
where
I
begin
and
end
and
I'm
trying
to
figure
it
all
out.
So
in
general,
I
appreciate
that
you
know
all
those
areas
and
are
are
so
helpful,
but
I
did
just
receive
a
text
message
as
you're
sitting
here.
Someone
said
that
a
golf
course
that
he
attends
or
is
a
member
of,
was
getting
throwing
away
a
ton
of
golf
clubs.
He
said
he
took
them,
hoping
that
there'd
be
an
organization
that
could
use
them.
V
Yeah,
we
have
a
number
of
organizations
that
come
to
my
mind
initially.
One,
of
course,
is
the
First
Tee
program
that
plays
at
the
Bob
O'connor,
which,
if
you
aren't
familiar
with
that
program,
it's
really
awesome.
It
gives
young
people
who
otherwise
wouldn't
have
access
to
golf
experience
the
opportunity
to
learn
and
play
golf
men
and
women,
so
yeah.
Absolutely
thank.
R
You
I'll
put
you
in
touch
with
them.
One
of
the
things
I
do
want
to
say,
though,
I
think
that
there's
a
lot
of
kids
that
don't
belong
to
those
programs
aren't
close
to
those
programs
in
Sheridan.
You
know
my
husband,
I
will
take
some
and
other
people
will
take
toys
down
to
give
to
the
kids
I
wish
we
had
like
some
kind
of
Bin
or
something
that
we
could
put
like
on
the
corners
like
we
do
for
the
books,
but
toys
and
other
things
too.
R
So
for
kids
that
don't
have
an
opportunity
to
go
to
this
go
to
a
golf
course.
You
know,
of
course,
or
do
some
kickballs
or
some
other
things.
Maybe
somebody
in
the
neighborhood
play
kickball
with
the
kids.
You
know
get
them
to
do
something
positive,
so
I
just
want
to
think
put
that
thought
in
there
I'm
doing
it
in
my
district
but
I'm
thinking.
Maybe
if
we
could
do
something
at
City
in
areas
where
kids
needs
need
some
Direction,
that's
it
I.
V
O
This
is
the
second
time
I'm
doing
it
at
this
meeting,
just
because
I
have
a
director
at
the
table,
but
I
also
wanted
to
say
thank
you
to
director
Vargas
for
coming
to
the
Bloomfield
pool
emergency
community
meeting
that
we
had
on
Monday.
As
everyone
knows,
probably
the
Bloomfield
pool
is
closed
summer
2023
and
we're
all
very,
very,
very
sad
about
it
for
emergency
repairs,
but
director
Pollock
and
director
Vargas
and
assistant
director
Gaul
all
came
out.
O
It's
been
committed
that
we
were
going
to
find
all
the
contracts
so
complete
all
the
contracts
and
find
all
the
funding
so
that
we
can
have
the
pool
back
open
for
summer
2024
and
it's
very
sad,
but
we
know
that
we
have
a
lot
of
capital
investment
to
do
across
the
city
and
some
things
were
more
badly
broken
than
we
knew,
and
this
is
one
of
them.
So
thank
you
for
coming
out
to
the
community
meeting.
O
R
I'm
just
going
to
add
Sheridan
Park
is
also
closed
in
Sheridan
pool,
and
it
is
desperately
needed
in
that
Community,
because
the
kids
have
just
very
little
in
that
area.
Even
though
there's
I
said
I
tell
people
this
all
the
time
there's
more
to
do
in
Sheridan
than
there
is
in
any
of
the
other
neighborhoods
I
represent
I
mean
they
have
a
library.
They
have
the
pool
which
is
closed,
but
they
have
the
school.
That's
open
with
a
lot
of
programming.
City
parks
does
programming
in
the
school.
R
There's
the
Jasmine
irie
campus.
There's
a
free
museum.
That's
opened
under
the
carpelis
museums,
which
is
in
the
middle
of
Christy
Porter's
project.
Somebody
else
bought
the
church
building
and
turned
it
into
a
museum
which
is
free
for
the
kids
and
for
everybody,
and
there's
just
I
mean
there's
the
library
which
just
stays
open
really
late.
R
So
I
always
tell
people
the
absence
of
something
to
do
is
not
a
reason
to
commit
a
crime
or
to
disrespect
yourself
or
your
neighborhood.
So
I
try
to
work
with
kids
on
that
end.
But,
having
said
that,
I
do
know.
Kids
need
a
place
to
play
and
to
have
Recreation
so
I'm
eager
to
get
that
up
and
running
as
well.
Thank
you
absolutely.
C
A
B
resolution
further
amending
and
supplementing
resolution
539
of
2016
as
amended
entitled
authorizing
the
mayor,
City,
Clerk
and
or
the
director
of
the
Department
of
innovation
and
performance
to
enter
into
a
contract
or
contracts
or
agreement
or
agreements
with
granicus
Inc
for
software
upgrades
server,
hosting
services
and
annual
maintenance
of
registrar
agenda
management
and
video
streaming.
In
order
to
extend
the
contract
an
additional
12
months
for
an
additional
cost
of
sixty
five
thousand
two
hundred
forty
nine
dollars
for
a
total
cost
not
to
exceed
436
906
dollars
and
10
cents.
D
B
R
Brief
discussion,
it's
a
brief
discussion.
I
just
want
to
say
this
is
Madam
clerk
brought
this
to
my
attention
and
it's
just
until
January
I
always
say
have
I
hate
to
Extended
contracts,
but
it's
just
until
January
and
it
will
be
renegotiated
then
correct,
correct,
okay,
all
right!
Thank
you.
Thank.
J
Thank
you.
Are
we
still
in
a
position?
I,
don't
know
with
this
kind
of
software
Nationwide,
where
granicus
is
the
only
shop
in
town
or
are
there
other
options
for
us
to
even
consider
well.
B
B
Although
there
are
other
companies
because
Pittsburgh's
government
is
built
so
so
much
differently
than
the
other
municipalities,
they
their
system
is
just
not
robust
enough
to
handle
the
amount
of
legislation
that
we
have
and
all
the
meetings
and
different
things
that
we
have
to
do
so
right
now
Granite
is
the
only
is
the
only
company.
Okay.
J
O
Let's
go
into
a
brief
discussion.
Second,
so
council
members
have
seen
seen
this
coming
back
and
back
again,
we
finally
spoke
to
the
developer
and
they
said:
oh
yeah.
No,
we
don't
know
what
we're
doing
with
this
project,
so
you
can
go
ahead
and
table
it.
I'm
going
to
since
I
have
I
know
some
City
directors
in
the
room,
I'm
going
to
emphasize
once
again
that
these
sewer
modules
should
not
be
coming
over
onto
city
council
agendas
when
there's
literally
bit
is
no
project.
O
There's
no
Planning
Commission
approvals,
there's
no
public
meetings
that
have
happened,
there's
no
zoning
approvals
either.
Even
so,
some
of
these
are
just
kind
of
imaginary
projects
and
it's
a
waste
of
I,
think
administrative
and
Council
resources
to
treat
the
sewer
module
as
if
there's
a
project
there
behind
it.
So
a
motion
to
table.
A
J
G
O
Motion
to
approve
a
discussion.
Second,
thank
you.
Council
members
have
been
working
really
hard
with
the
administration
and
I.
Think
again,
president
Smith,
as
we
acknowledged
yesterday
when
we
were
talking
about
our
police
equipment
bill,
president
Smith
has
brought
us
all
together
to
try
to
figure
out
how
to
get
everyone
comfortable,
we've
had
briefings.
O
The
bill
to
we've
talked
about
the
kind
of
cost
of
the
borrowing
and
how
much
money
we
might
get
to
it,
and
we
are
working
actively
with
our
solicitor
and
with
the
administration
on
trying
to
figure
out
how
we
can
put
some
conditions
on
the
transfer
of
funds
to
the
array
so
that
both
this
table
and
the
public
can
be
sure
that
we're
kind
of
getting,
but
we
feel
the
city
needs
for
affordable
housing
at
this
time,
but
also
that
we
are
maximizing
the
amount.
O
The
impact
of
the
money
is
I,
think
a
broad
way
to
say
it.
So
I
really
appreciate
all
members
doing
that
work.
Doing
that
thought,
work
and
again
trying
to
figure
out
what
is
our
our
responsibility
at
this
table
without
encroaching
on
the
responsibility
of
of
the
mayor's
Administration?
So
I
appreciate
that
work
and
the
willingness
of
members
to
continue
to
do
that,
so
that
we
can
get
to
a
final
vote
as
quickly
as
possible.
So
but
I
know.
Other
members
have
comment.
E
Postman
cross
yeah.
Thank
you.
So
then,
I'll
keep
my
remarks
brief
as
well.
They'll
be
ample
time
for
us
to
have
a
a
deep
dive
discussion
on
the
the
topic
at
hand.
So
I
won't
go
into
the
details,
but
I
will
say:
I'll
Echo
the
councilwoman's
remark
action
that
I
do
appreciate
the
seriousness
with
which
the
council
is
approaching.
E
This
decision
in
that
as
I
understand.
Well,
I'll
speak
for
myself.
My
reservations
at
this
point
in
time
are
not
about
the
spirit
of
what
we
wish
to
accomplish.
It's
the
means
by
which
we
get
there
and
the
the
fiscal
responsibility
that's
Paramount
in
in
achieving
that
goal.
So
yesterday
appreciate
the
deputy
mayor
and
Kyle
reaching
out.
E
We
had
a
really
good
conversation,
which
I
thought
was
a
good
Baseline
to
begin
to
talk
with
the
councilwoman
gross
Warwick,
Los
Berger
give
me
councilwoman
and
our
finance
chair
already
about
this
councilman
coghill,
so
it
it
I
want
the
public
and
those
in
attendance
to
realize
the
the
the
capacity
which
which
council
is
acting
to
to
bring
something
like
this
to
fruition,
but
to
do
it
in
as
fiscally
responsible
manner
as
we
possibly
can
so.
E
I'll
stop
there
so
that
you
know
we'll
have
I'll,
be
happy
to
and
also
up
there,
so
that
we
can
continue
the
conversation
bring
it
back
to
the
table
next
Wednesday.
So,
with
the
councilman's
permission
there
I
will
or
support
I
will
motion
to
hold
one
week
correct.
R
I
think
I
just
want
to
thank
councilwoman
gross,
because
it's
really
not
easy
when
you
question
an
Administration
or
a
project
or
things
as
Community
once
or
anything,
but
she
is
really
I
mean
when
she's
fighting
for
something
she's
really
strong
at
it
and
sometimes
I
get
frustrated
myself.
I
think
other
people
do
sometimes,
but
she
doesn't
care
if
she's
going
to
do
what
she
thinks
is
right.
Most,
you
know
and
and
I
think
that
that's
a
difficult
position
to
be
in
and
so
I
just
want
to.
R
Thank
you
for
your
tenacity
and
your
your
diligence
on
making
sure
that
we're
doing
this
right,
but
I
also
want
to
thank
all
the
members
who
are
working
together
to
get
to
a
place
where
we
can
do
with.
R
We
got
to
remember
the
mayor
of
the
city
of
Pittsburgh
was
elected
as
mayor
of
the
city
of
Pittsburgh
for
his
agenda,
and
you
know,
although
some
people
may
not
agree
with
that
agenda,
that's
what
the
people
want
and
so
we're
trying
to
get
to
a
place
where
we're
comfortable
with
what
the
people
put
the
mayor
into
office
to
do
so,
but
that's
it.
I
want
to
thank
you
for
for
your
work.
A
And
I
would
simply
ask
that
you
amend
your
motion
by
also
asking
for
an
executive
session.
Just
so
members
are
aware:
I
have
reached
out
to
bond
counsel,
the
Ura
is
going
to
council
and
they
will
be
available.
Friday
we'll
do
a
virtual
meeting,
I'm
working
with
the
Madam
clerk
to
get
it
set
up
for
an
executive
session,
maybe
one
from
one
to
two
and
then
because
we
can't
have
Quorum.
A
Then
one
two
to
three
and
the
purpose
is
there's
some
concern
around
how
specific
amendments
can
be
to
this
bill
right
and
then
our
ability
to
actually
go
to
market
and
so
I
want
to
I
want
members
to
the
extent
possible.
Please
submit
your
specific
amendments
prior
so
that
we
can
then
end
that
meeting
sort
of
walk
through
them
so
that
we're
not
bringing
to
the
table
something
that
is
problematic,
so
that's
sort
of
the
purpose
of
it.
So
if
you
would
just.
E
E
A
E
A
Any
opposed
the
bill
will
be
held
one
week
in
hell
for
an
executive
session
that
exhaust
our
agenda.
For
today
we
do
have
one
meeting
announcement
due
to
next
week's
Fourth
of
July
holiday.
Council's
regular
and
standing
committee
meeting
are
scheduled
for
10
a.m
and
1
30
p.m,
on
Wednesday,
June,
5th,
2023.,
so
register
to
speak.
During
these
meetings,
please
fill
out
the
sign
up
form
on
the
council
meeting
webpage
or
Carter
clerk's
office
at
412-255-2138.
Is
there
anything
from
Members
councilman
cross.
E
Yeah,
thank
you
so
sort
of
just
to
say
again
what
I
already
said,
but
it
just
it's
important
I
believe
for
for
those
in
attendance
to
hear
the
spirit
of
the
legislation
is
not
in
question.
It
is
what
we
hope
to
accomplish
is
to
be
able
to
get
there
in
as
fiscally
responsible
and
manner
as
we
can
and
that's
our
charge.
That's
you
know,
that's
the
primary
purpose
that
we
are
here.
We
hold
this
city,
we
hold
the
taxpayers
purse
and
we
are
responsible
for
the
next
25
years.
