B
So
good
morning
and
welcome
to
the
pre-agenda
interview
for
Wednesday
September
27
2023,
we
have
one
appointment
of
Miss
Terry
shields
for
the
Citizen
Police
review
board.
I'm
currently
joined
by
councilman,
councilwoman,
Warwick
and
councilwoman.
Strasberger
and
I
will
now
ask
the
clerk
to
please
read
the
title
of
the
bill
bill.
C
B
D
Morning,
everyone,
my
name,
is
Elder
Terry
Shields
I
am
the
I,
am
a
mother
and
a
and
a
sister
and
a
grandmother
of
12
great
grandmother
of
four
and
I
live
in
Hazelwood
I
am
the
founder
and
executive
director
of
Jada
House
International,
which
is
a
non-profit
in
the
Hazelwood
community
and
I,
was
asked
by
our
council
person
Barb
to
would
I
be
interested
and
I
am
interested
to
learn
and
to
understand
the
formalities
of
the
the
procedures
that
the
police
officers
take
or
just
to
understand
and
learn
what
it
is
that
the
review
board
does
and
help
to
do
or
create
some
things
that
may
need
adjusted.
B
E
Yeah
sure
so,
of
course,
I
you
know
I
I'm
very
excited
to
have
you
join
the
board
and
thank
you
for
for
agreeing
to
to
participate
and
join
I
mean
well
I.
E
I
know
why
I
nominated
you
just
I
mean
just
your
extensive
resume,
so
much
good
work
in
the
community
and
and
also
really
just
I,
think
the
the
perfect
sort
of
personal
character
that
that
is
required
for
this
job
right
being
objective
and
and
fair,
but
at
the
same
time,
understanding
why
it
is
so
important
that
we
have
a
Citizens
police
review
board,
and
you
know
why
it
is
important
that
that
there
is
an
organization
that
is
separate
from
the
city
itself
and
you
know
separate
from
from
the
office
even
the
office
of
Municipal
investigations
that
that
has
a
different
Viewpoint,
perhaps
on
why
the
police
do
what
they
do
and
whether
or
not
they
are
doing
things
appropriately.
E
So
I
don't
know,
I
guess
I
just
want
to.
Is
there?
Is
there
anything
that
that
you'd
like
to
share
just
from
your
life
and
biography
from
the
past
up
to
the
work
you
do
now
that
you
feel
sort
of
helps
you
will
help
you
make
informed
decisions.
D
I
work
with
UPMC
health
plan
for
22
years,
I
did
an
early
retirement
last
year
to
do
my
non-profit
full-time,
which
we
will
celebrate
10
years
next
year,
I've
just
became
an
author
I'm
in
a
book
with
nine
other
women.
D
This
happened
on
Saturday
again
I'm
a
mother,
a
sister,
a
grandmother,
I
I
really
take
interest
in
my
grandsons
I
have
six
of
those
and
it's
just
something
that
I
think
being
on
this
board
will
help
me
to
understand
the
Dynamics
and
also
help
me
to
understand
if
there's
room
for
tweaking
I'll
say
not
changing,
but
just
a
little
tweaking
and
to
help
my
community
to
understand
what
the
police
reward
does
because
I
don't
think
everybody
knows
or
they
understand,
because
I
didn't
and
I'm
going
to
understand
today,
moving
forward
what
it
is
that
goes
on
in
these
reviews
and
another
thing
I'll
be
getting
my
Master's
Degree
next
year,
I'm
at
Carlo,
University
I,
don't
know
why
I
joined
I
mean
went
back
to
school,
but
I
did
it's
really
a
rough
run,
but
I
have
five
classes
next
year
and
I'll
be
done
in
December,
but
so
I
do
have
an
extensive
bio
and
I
don't
want
to
go
into
all
of
the
bio.
D
But
it's
a
lot
of
a
lot
of
Wars
I
got
just
got
a
par
Champion
award
from
Pittsburgh
Action
Against
rape
because
they
come
and
do
workshops
with
my
teens,
causing
impact.
I
have
the
seniors
going
strong
Workshop,
where
I
devote
myself
to
senior
citizens,
learning
about
dementia,
caregivers
and
children,
learning
about
dementia
and
Alzheimer's
and
exercise
and
scam
and
prevention,
presentations
and
bioscience
presentations
and
I
want
to
get
deep
into
that
with
the
art
and
music,
because
it's
just
a
new
palette,
we
started,
we
do
it
back
to
school
program.
D
Outreach
is
called
the
blast
off
where
we
give
away
book
bags
school
supplies
and
we
have
all
kind
of
information
tables.
As
far
as
job
readiness
healthy
screenings.
This
year
we
had
exotic
animals,
we
had
a
live
band.
Dj.
We
have
a
senior
luncheon
every
year,
seniors
going
strong
where
we
could
give
a
catered
meal.
We
have
a
guest
speaker,
live
entertainment,
I
have
Community
collaborations
with
Pat
Duquesne,
CMU
and
I'm
trying
to
get
Cardinal
on
board
since
I
go
to
that
school.
D
You
know
just
do
what
I
do
I
love,
what
I
do
and
trying
to
make
some
changes
in
my
community.
The
best
way
I
can.
E
No
just
yeah
I'm,
just
very
excited
to
to
have
you
on
the
review
board
and
just
between
the
work
that
you
do
with
that.
You
have
done
in
the
past
with
young
people,
especially
young
women,
and
also
work
with
the
seniors.
I.
E
Think
that
it's
it's
it's
a
nice
balance
of
sort
of,
because
understanding
the
different
needs
where
you
know
where
the
police
can
fit
in
in
the
community
that
balance
between
protecting
people,
keeping
people
safe,
but
also
maintaining
a
respectful
relationship
and
understanding
and
knowing
the
community,
which
makes
it
easier
than
to
you,
know
to
to
do
to
protect
and
serve
so
yeah.
That's
all
for
me.
F
Thank
you
well,
first
of
all,
Miss
Shields.
Thank
you.
Thank
you
for
your
willingness
to
serve.
Not
only
do
we
have
your
bio
and
your
accomplishments
in
front
of
us,
which
I'm
sure
is
just
a
snapshot.
I
understand
that
you'll
be
very
busy
in
this
coming
year,
so
your
willingness
to
serve
the
city
and
the
public
on
top
of
that
is
commendable.
F
So
thank
you
and
I
appreciated
what
you
said
about
in
addition
to
learning
and
and
contributing
to
the
board
that
you'll
be
able
to
serve
as
a
sounding
board
or
a
someone
who
can
pass
along
information
and
help
educate
the
community
further
as
to
I.
Think
one
thing
you
might
find
is
it
might
be
able
to
share
with
others.
F
I
think
the
general
public
is
unaware
of
some
of
the
limitations
of
the
city
to
be
able
to
make
change
in
the
way
that
they
might
wish
to
do.
Leadership
isn't
always
able
to
make
change
in
in
in
public
safety
as
much
as
it
might
seek
to
in
some
instances.
So
that
might
be
something
because
communicating
the
nuances
of
the
relationship,
I'm
sure
you'll,
find
and
great
to
know
that
you'll
be
helping
to
share
information
back.
F
Yes
from
your
perspective,
given
your
varied
experiences
throughout
your
career
and
throughout
your
life,
not
necessarily
knowing
who
else
is
on
on
the
board
or
what
they
bring
like.
Do
you
think
there's
something
that
you
bring
in
particular
that
is
specific
to
you.
That
is
something
that
you'll
be
able
to
really.
You
know
a
niche
that
you
feel
again
I
understand.
You
haven't
you'll,
be
able
to
answer
that
question
more
in
six
months,
but
it's
your
best.
Your
best
experience.
D
That,
but
what
has
took
me
a
long
way
today,
where
I'm
at
today
is
listening,
like
not
just
hearing
a
person
listening
and
trying
to
evaluate
what
I'm
listening
to
so
I,
think
that
will
be
something
that
would
bring
something
more
to
the
table
opposed
to
just
speaking,
without
listening
and
understanding.
So.
F
B
You
also
likewise
thank
you
for
your
willingness
to
serve
just
so
background
information.
The
Citizen,
Police
review
board
was
created
in
1997
I
Believe
by
voter
referendum,
so
it
was
not
initially
something
that
the
city
wanted
to
do,
but
rather
the
citizens
of
the
city
said
this
was
necessary.
D
D
But
if
you
were
to
you
know,
ask
too
much
about
the
psychological
trauma
that
you
experience
like
I,
don't
know
a
father,
not
in
the
household
or
a
mother
dying
of
on
a
drug
addiction
or
whatever,
and
that
trauma
that
it
takes.
It
continues
to
stay
with
us
with
me
until
you
become
an
adult
until
you
learn
how
to
figure
some
things
out.
So
that's
the
same
way
with
human
beings
period.
So
I
would
like
to
see
some
transparency.
E
I
do
yeah
one
other
thing.
Just
just
it's
worth
mentioning
is
that
we
in
in
zone
four,
which
you
know
Hazelwood,
is
in
zone
four.
We
have
a
new
commander,
commander,
vanansky
and
so
I
think
this
and
I've
met
with
him
as
well.
So
I
think
this
is
also
having
you
on
the
on
the
review
board.
It
will
be
a
nice
opportunity
to
sort
of
move
toward.
You
know
what
we're
talking
about
in
Hazelwood
and
elsewhere,
just
working
together
with
a
new
commander,
and
you
know
so.
B

B
Our
next
order
business
is
public
comment.
I
would
like
to
remind
all
speakers
that
the
rules
of
council
state
that
comments
are
limited
to
matters
of
concerned.
Official
action
or
deliberation
which
are
maybe
before
city,
council
and
profanity
will
not
be
permitted.
Once
you
recall,
please
restate
your
name,
provide
your
neighborhood
for
the
record
you'll
be
given
three
minutes
to
speak.
Our
first
speaker
is
Dr
Ronald,
Lynn
Miller.
I
Go
to
Ronald

Miller
Bill

we're
after
the
highest
level
of
information
and
intelligence
to

Society.
For
president
2024,
a
concern
has
been:
where
is
kale
Smith
for
two
months,
glad
you're
back,
but
for
two
months
we
didn't
know.
No
one
told
us
that
I
know
of
what
was
impeding
your
presence.
I
I.
Think
that's
a
mistake
on
on
the
on
the
vote:
the
University
of
Pittsburgh
Institute
for
Cyber
Law
policy
and
security.
I
It's
worthy
of
connecting
with
this
institute,
but
I
found
interactions
with
them
to
be
insulting
condescending
insults
on
the
vote
to
U.S
voters.
The
control
of
our
votes
has
been
ripped
from
us.
I
I'll
insult
to
a
layer,
two

control
displacement
across
the
United

County

entities

not
elected.
David

The

unknown

more

90
90

As
far

we
can
tell
the

the
polling

and
the
mail-ins,
they
run
the

but
there's
no

I
The

not
allow
the

whom
he

we

a

recording

in
Allegheny

but
the

the

we
do
not
and
we
have
no
ability
to
choose.
I
You
know
which
companies
provide
these
machines,
the
Allegheny
County
Board
of
Elections
chooses
and
then
the
County
Council
decides.
We
need
to
be
able
to
do
that.

J
C
J
Came
down
and
I
was
explaining
about
how
we
have
official
on
our
our
board
that
had
made
the
decision
that
they
would
have
Dwight
Waltham
would
have
a
photo
op
now
I
live
in
the
building.
She
passed
me
twice
and
then,
when
I
found
out
when
I
went
upstairs,
then
I
see
Mr
Dwight
Watson
standing
up
there
with
a
white
man
in
the
driveway
in
all
beige,
I,
think
I
remembered
it
all
beige
the
man
had
on
now.
J
When
I
went
to
her
and
said
you
had
him
here
and
you
did
not
take
my
picture,
which
I
knew
they
wouldn't.
But
I
said
if
he
had
taken
my
picture
and
when
you
put
it
in
the
book
and
say
we
did
we
couldn't
take,
we
didn't
have
room
for
you.
There
was
nothing
I
could
say,
but
for
you
to
make
a
decision,
one
person
out
of
190
Apartments
to
make
a
decision
that
she'll
have
a
photo
photo
op,
but
she'll
pick
and
choose
who
she
wants
to
be
in
the
up.
J
What
I
was
saying
that
you
got
this
man
standing
outside
of
the
building
where
I
live,
and
it
appears
that
the
whole
building
may
be
for
him?
No,
that
should
not
be
well
I'm.
Fussing
and
I
asked
questions
I.
Well,
you
just
don't
answer
me.
So
I
went
to
the
board.
I
went
to
the
election
board
and
I
told
him
what
was
happening
now.
Let
me
explain
when
I
first
moved
in
the
building
they
needed.
J
A
secretary
I
found
out
that
Wendell
Hicks
had
went
to
solidine's
sister,
who
was
president
of
the
council
and
said
Miss
Brown.
She
said,
oh
no.
She
started
too
much
trouble
now
at
one
time
you
had
George
gist,
who
was
an
artist
who
who
studied
in
Europe
and
so
on?
He
got
a
proclamation
and
when
I
seen
him
I
said
oh
you're,
the
artist,
so
he
found
out
I
lived
in
the
building.
Now
he
came
to
me
and
he
said:
listen,
let
me
tell
you
what
them
old
bitties
did.
J
He
said
they
had
a
secret
election
okay,
so
they
brought
somebody
up
from
the
election
board.
Who
sat
there
and
watched
and
I
said,
sir.
The
secretary
is
not
written
on
here,
I
know
to
write
my
name
in.
He
ended
up
saying
when
she
said
we
asked
everybody.
I
said
no,
you
didn't
ask
me,
so
that's
right,
that's
right!
So.
A
J
I
guarantee
you
from
now
on,
every
office
that
is
open
will
be
put
on
the
ballot
now.
One
reason
why
I'm
complaining,
because
I
coming
down
here,
okay
people
hear
me,
but
my
vote.
People
died
in
order
that
we
can
vote
and
we
have
a
building
that
one
woman
can
stop
us
from
even
knowing
what
she's
doing
bringing
in
the
politicians
I
said
they
brought
this
politician
up
there.
J

H
C
K
C
A
C
1937
resolution
amending
resolution
164
of
2023,
which
authorized
the
mayor
and
the
city
solicitor
on
behalf
of
the
city
of
Pittsburgh,
to
enter
into
a
Professional
Services
agreement
with
Loeb
and
lobe
LP
for
Legal
Services
related
to
real
estate
Matters
by
increasing
the
total
spend
by
two
hundred
fifty
thousand
dollars
for
a
new
not
to
exceed
amount
of
four
hundred
thousand
dollars
over
one
year.
Motion.
L
B
Yes,
our
solicitor
is
here
as
she
comes
up.
This
is
a
firm
out
of
DC
that
helps
us
with
our
property
tax
challenges.
Okay,
but.
N
M
Good
to
see
you
so
yeah,
so
this
bill
I
was
curious
to
know
well.
Thank
you,
Mr,
chair
for
a
little
interlude.
There
I
was
just
curious
what
the
Bill's
about.
N
N
Session
so
I
don't
know
it
relates.
We
will
be
hiring
them.
They
are
out
of
DC
to
work
on
our
property
tax
challenges.
M
Okay,
like
I,
can
ask
a
question
and
then
you'll
say
well.
We
should
talk
about
that
executive
session
all
right,
so
why
would
we
increase
that
amount.
M
That
were
in
the
that
was
the
press
release
last
correct
last.
Was
it
earlier
this
year,
yeah.
N
So
the
goal
is
for
all
property
owners
that
are
not
abiding
by
the
public
charity
test
to
be
paying
their
fair
share.
So
how.
M
Many,
how
many
were
on
that?
That
list,
which.
N
We
had
25
on
that
list.
N
Well,
there's
a
process
whereby
we
are
looking
to
expand
it,
but
we
won't
expand
it
until
next
march.
That's
the
the
deadline
for
next
year,
so
the
deadline
for
this
year
was
this
March
and
we're
in
the
middle
of
those
challenges.
And
then
the
deadline
for
next
year
is.
M
F
You
are
you
able
to
tell
us
how
many
additional
hours
this
will
cover.
This
is
an
increase
over
an
not
to
exceed
amount
that
was
approved
earlier.
N
It
depends
no
partially
because
the
the
rate
changes
depending
on
who's
working
on
the
case,
so
lawyers
charge
a
certain
rate
depending
on
their
years
of
experience,
so
some
lawyers
are
more
expensive
than
others,
and
then
this
also
includes
other,
like
paralegals,
that
you
would
need
copying
those
kind
of
things.
So
it
has
a
it's
a
you
know
it's
a
more
there's,
not
a
defined
number
of
hours.
Okay,.
F
Is
this
to
enable
the
city
to
investigate
additional
Properties,
or
is
this
for
the
existing
properties
that
are
being
challenged?
But
additional
funding
is
necessary
to
continue
that
process.
F
Executive
session
got
it.
Okay,
thank
you.
Is
this
purely
for
legal
work,
or
does
this
Encompass
other
activities
like
site
inspections
that
the
firm
might
be
retaining
outside
of
their
you.
N
Know
purely
for
legal
work,
okay,
we
are
doing
a
lot
of
this
work
in-house
as
well.
Okay,.
F
L
L
If
they
wish
to
engage,
but
this
bill
clearly
needs
to
enter
into
their
concession
and
I'll,
be
in
support
of
that.
Thank
you.
N
I
Okay,
so
for
the
same
purposes,
yes,
okay,
we
do
this
yearly.
N
Annually,
no,
we
just
we
hired
them
earlier
this
year.
Okay,
originally,
okay,.
H
Just
the
list
that
that
was
sent
over
that
said
that
these
are
the
ones
that
the
non-profits
that
you
had
concerns
about
them,
paying.
How
many
were
on.
N
There,
the
the
first
list,
I
think
there
was
25,
it
might
be
27
and.
H
M
H
H
I'll
hold
the
rest
of
my
comments
because
I
don't
work
with
the
city
anymore,
with
a
difficult
situation,
but
I'm
just
going
to
say,
I
think
that
I
have
concerns
with
the
overall
list.
N
Yeah
so
I'm
happy
to
discuss
those
two
issues.
One
of
them
is
the
karpolis
manuscript
library.
At
the
time
that
we
reviewed
it,
the
we
reviewed
the
form
990s
for
it,
which
is
what
we
do
for
all
of
them
and
we
reviewed
the
information.
So
in
order
to
to
satisfy
the
public
charity
test,
you
have
to
make
sure
you
are
contributing
to
the
community
that
you
are
helping.
People
of
who
need
charity
is
one
of
the
gowns
the
test
and
that
you
are
also
solving
a
need
that
the
government
would
fulfill
right.
N
So
we
also
often
talk
about
the
Second
Avenue
Commons
homeless,
shelter,
as
as
something
that
clearly
meets
all
those
parts
of
that
test
right.
They
are
helping
people
who
are
clear
in
need
of
Charity
and-
and
they
are
doing
something
to
assist
the
government-
the
karpolis
manuscript
library,
at
the
time
that
we
looked
it
up,
did
not
have
any
public
hours.
They
were
open
for
people
to
allegedly
on
on
the
website.
N
H
I'm
going
to
stop
you
right
there,
because
that's
not
true,
that
is
not.
They
have
been
open
from
day
one
for
the
public
and
so
I'm
not
going
to
have
them.
You
know:
I'm,
not
gonna.
Have
somebody
saying
something
about
them:
that's
not
accurate.
They
have
been
open
for
the
public.
Maybe
their
paperwork
wasn't
what
you
had
expected.
So
I
just
want
to
say
that
part,
but
they
have
been
open
to
the
public.
They
made
sure
that
they
worked
with
Pittsburgh
Public
Schools.
They
hired
a
Pittsburgh,
Public
School
employee,
a
history
teacher.
H
They
worked
with
B
Marshall
on
Juneteenth
to
put
up
a
Juneteenth
display.
They
have
been
doing
everything
they
can
to
work
in
a
community
that
really
that
building
would
have
been
a
light
in
in
the
community,
because
there
are
five
buildings
up
for
sale
in
Sheridan
for
two
school
buildings,
a
church
which
is
where
they
are,
and
a
rectory
and
a
Convent
and
the
porters,
but
the
other
four
they
bought
this
building
in
the
middle
and
from
day
one
they
came
to
us
and
said:
how
can
we
help
the
city?
H
How
can
we
work
with
the
community?
They
were
already
working
with
Pittsburgh
Public
Schools,
so
I
just
want
to
say
that
maybe
the
paperwork
didn't
reflect
that,
but
I
don't
want
anybody
to
think
that
they
weren't
from
day
one
ready
to
open
those.
They
opened
their
doors
from
day
one
they
met
with
people.
They
tried
to
see
how
they
could
be
good
partners
in
the
community,
so
I
just
want
to
put
that
out
there.
H
E
I
just
went
and
again
if,
if
this
is
to
you
know
just
let
me
know,
but
just
to
clarify
what
was
the
amount
that
we
are
estimating
that
we
could
be
gaining
each
year
in
property
taxes.
If
we
are
successful
in
these
losses,.
E
N
For
these
25,
no,
no,
no
I!
The
estimate
that
was
I'll
have
to
get
back
to
you
I.
So
I
apologize,
a
councilwoman
I
used
to
have
that
number.
It
was
several
million.
A
E
To
just
for
because
I
assume
that
folks
are
wondering
which
you
know
makes
sense
is
well,
you
know,
are
we
spending
almost
half
a
million
dollars
to
recoup?
You
know
one
or
possibly
one
or
two
million,
but
also
with
the
idea
that
if
we
are
successful,
those
property
taxes
will
be
recouped
every
year
correct.
A
N
Yeah
and
I
will
say
that
some
of
our
challenges-
you
know
this
firm,
will
not
be
handling
and
we
will
not
be
continuing
to
progress,
because
we've
literally
found
some
instances
of
fraud
already
and
we've
found
some
instances
where
again
a
property
had
been
changed
over.
There
had
been
a
deduction,
an
exemption
on
it
beforehand,
but
there's
no
longer
any
exemption
on
it.
So
there
are.
There
are
already
people
being
billed
under
these
challenges
that
are
not
appealing
those
those
decisions,
so
not
everything's
going
to
be
appealed.
N
This
is
a
step
of
good
government
to
make
sure
that
and
again
I'm
not
saying
we
won't
get
any
wrong,
we'll
probably
get
some
wrong
and
we'll
you
know
back
off
of
the
appeal
as
well
if
if
they
were
properly
had
their
exemption,
but
we
have
already
found
some
that
did
not
have
proper
exemptions,
some
of
which
were
just
holding
themselves
out
to
be
charity
and
had
never
been
a
charity
and
so
that
process
we
are
already
billing
on
that.
N
Whether
or
not
any
of
that
money's
come
in
yet
I
need
to
check,
but
but
we're
already
down
the
process
of
billing,
for
it.
E
N
Yeah
we'll
be
looking
at
it
next
councilman
Warwick
I'm
very
much
trying
to
we're
trying
to
do
as
much
as
possible
internally
in
the
Law
Department,
so
that
we're
spending
as
little
as
possible
outside
and
we're
very
conscious
of
how
much
money
we're
spending
along
the
way.
Thank.
A
K
O
I
again,
I'm
not
also
going
to
get
into
the
details
here,
but
I'm
going
to
see
some
very
high
level
things
that
we
all
know
to
be
true.
We
know
that
some
15
20
years
ago
we
let
go
of
more
than
half
of
the
city
staff.
We
know
that
the
law
departments,
the
finance
department,
the
real
estate
department
and
many
of
other
City
departments
used
to
have
a
whole
heck
of
a
lot
of
people
in
it
and
that
we
should
have
I
will
also
say
we
should
have
been
doing
this
work
every
single
year.
O
We
should
have
been
doing
this
work.
That
is
the
job
of
the
city.
It's.
This
is
the
job
of
the
finance
department.
This
is
the
job
of
the
real
estate
department
and
if
we
had
been
doing
that
job
every
single
year,
the
last
10
or
15
years,
we
wouldn't
be
facing
this
bill.
Now
we
wouldn't
be
facing
such
intensive
use
of
our
Law
Department
and
having
to
put
additional
law
lawyers
under
contract
and
having
to
litigate
these
issues.
O
These
are
this
is
housekeeping
and
we
wouldn't
have
these
cases
of
properties
that
hadn't
been
paying
their
taxes
rightfully
under
ownership.
That
has
nothing
to
do
with
the
non-profit.
O
If
we've
been
doing
this
job
every
year,
we're
still
cleaning
up
for
the
work
that
we
have
not
been
able
to
do
from
replacing
water
lines,
replacing
roads
and
also
doing
the
kind
of
daily
work
of
our
finance
and
Law
Department
and
real
estate
department
that
you
know,
if
we've
been
doing
it
over
the
years,
we
would
have
had
more
Revenue,
so
I
don't
have
any
questions
but
I'll
be
eager
to
hear
what
is
talked
about
in
the
executive
session
appreciate
it.
Thank
you,
Mr,
chair.
B
Oh,
you
can't
hear
me
I'm.
Sorry,
we
stopped
some
years
ago,
I
forget
exactly
when,
but
it
was
under
the
padudo
administration.
We
stopped
appealing
property
tax
values
that
could
be
potentially
another
source
of
of
actual
resources
to
the
city
that
is
sort
of
a
housekeeping
Duty,
but
just
wanted
to
put
that
on
the
record
second
round:
councilwoman
strasberger.
F
Thank
you.
I
also
want
to
make
sure
that
we're
we're
on
the
same
page
on
that
one.
It
was
my
memory
that
we
waited
two
years
after
a
sale
of
a
house
to
appeal
to
to
issue
an
appeal
up
or
down
rather
than
upon
first
purchase,
but.
P
F
You're
right
that,
maybe
then,
after
that
there
was
an
altogether
stop
so
I
just
wanted
to
say
that.
But
my
question
is
I.
Guess
a
request
for
the
executive
session
that
we
be
given
a
range
of
expected
Revenue
in
the
form
of
tax
receipts,
because
I'd
like
to
hear
the
very
very
conservative
range
where
everything
goes
wrong
and
we
get
the
lowest
possible
amount.
I
want
to
ensure
that
that
exceeds
400.
000.
We're
expending
here,
as
opposed
to
The
Rosy
picture
as
to
approach
The
Rosy
picture.
F
That
is
perhaps
the
the
the
one
static
amount
that
we
could
expect
happy.
N
N
I
do
want
to
say
thank
you
to
Deputy
solicitor
if
the
for
those
28
properties-
it's
3.5
million
dollars.
N
So
but
you
were
correct
and
there
are
already
you
know
that
3.5
was
the
number
we
came
up
from
the
beginning.
I
will
tell
you
some
of
them.
We've
already
discovered
were
properly
had
their
exemptions,
so
those
are
taken
off.
Those
need
to
be
taken
off
that
number,
although
those
were
smaller,
single-family
homes.
F
Yeah
and
I
hear
my
colleagues
saying
that
this
is
reminding
us.
This
is
per
year
and
not
one
one
amount
and
I
can
also
understand
that
this
is
the
first
25
properties
of
maybe
several
more
where
we
all
then
are
going
to
be
expending
more
outside
Council
funding
for
outside
counsel
in
next
year.
So
what
is
the
whole
picture
here
per
year
that
we're
maybe
expecting
not
just
you
know
one
year
good
point.
E
Just
because
I
know
that
there
there
are
concerns
that
the
large
non-profits
will
be
angry
about
this
and
will
not
you
know,
feel
you
know
be
less
generous
toward
the
city.
You
know,
as
a
result,
I
mean
that's
that's
a
concern
that
I've
heard
I've
also
heard
the
former
mayor
say
that
you
know
I,
don't
know
he
had
a
deal
for
some
whatever
I
don't
know
if
it
was
a
hundred
million
or
whatever,
and
that
you
know
this
may
have
blown
that
deal
or
or
whatever,
but
what
I?
E
What
I
would
like
to
say
to
those
non-profits
is
we're
the
same
city
we're
the
same
residents.
We
have
the
same
needs
right
that
you
know
the
that
these
large.
You
know
that
these
large
non-profits
are
running
on.
You
know
on
the
the
fuel
that
is
the
people
of
Pittsburgh,
and
if
there
is
a
hundred,
if
there
was
a
hundred
million
dollars
in
2019
that
they
were
able
to
give,
then
there
should
be
a
hundred
million
dollars
today
to
be
able
to
give
regardless
of
of
the
city.
E
O
Thanks
yeah
I'm,
just
going
to
say
some
math
out
loud.
Let's
say
we
fall
fall
far
short:
it's
only
a
hundred
thousand
dollars,
not
four
hundred
thousand
dollars.
Well
in
five
years.
That's
five
hundred
thousand
dollars
of
property
tax
revenue.
Right,
let's
say
it's
only
eighty
thousand
in
five
years
that
that
gets
us
break
even
at
four
hundred
thousand,
so
we
aren't
looking
I
I
won't
be
looking
for.
O
So
let's
just
all
keep
that
in
mind
that
we're
looking
at
math
that
continues
into
the
future,
and
it's
not
one
time
one-time
revenue
and
again,
if
we
had
done
it
10
years
ago,
we
would
have
had
that
eight
hundred
thousand
dollars
if
it
was
eighty
thousand
dollars
of
property
tax,
we'd
been
missing
so
and
we
haven't
so
I
appreciate
this
work.
Thank
you.
M
When
what
do
we
know
about
you
reference
the
amount
of
money?
If
we
get
five
hundred
thousand
dollars,
when
would
we
know
you
said
we
already
sending
a
bill.
N
We
are
sending
a
bill
and
actually
I've
heard
that
we
already
have
received
some
money
in
from
the
first
round
of
challenges
and
now
there's
the
process
is
that
we've
filed
the
challenge.
The
county
has
to
make
the
determination
on
whether
they
agree
with
our
challenge,
or
they
don't
agree
with
it.
I.
A
N
M
N
Depending
on
what
the
underlying
issues
were
on
it,
so
some
of
them,
we
reviewed
the
paperwork
that
the
county
sent
over
to
us.
We
agreed
with
the
county
and
that
case
is
over
the
exemption,
continues
and
then
there's
others
that
we
then
filed
an
appeal
on
so
we'll
follow
the
appeal
and
then
that'll
go
in
front
of
the
board
of
property
assessors.
So.
N
It's
a
an
administrative
hearing
that
they
review
the
case,
make
a
determination
and
issue
a
ruling
on
it.
A
N
Then
at
that
point
both
parties
also
have
another
chance
to
appeal.
So
it's
it's
not
a
short
process,
but
you
know
it
is
moving
along
the
County's
been
very
responsive.
I
know,
they've
been
very
busy
this
year
with
lots
of
different
appeals,
so
they've
been
very
responsive
to
us.
H
A
C
1941
resolution
authorizing
the
mayor
and
the
director
of
the
Department
of
Finance
to
execute
a
quick
claim,
deed
or
deeds
in
any
other
necessary
or
appropriate
documents,
agreements
and
instruments,
conveying,
as
is
all
of
the
city's
right
title
and
interests,
if
any,
in
a
specific
specified
portion
of
the
vacated.
Union
Avenue,
comprising
the
access
drive
for
the
Allegheny
Commons
apartments
and
ancillary
open
space
to
Allegheny
Commons
Community,
Partnership
LP
for
consideration
of
one
dollar.
M
Thank
you,
Mr,
chair,
I,
just
wanted
to
talk
about
this
bill.
We
introduced
this.
This
one
is
this
gives
the
I
want
to
thank
the
the
law
department
for
for
working
on
this
very
helpful
and
determining
that
this
apparently
back
in
the
day,
Union
Avenue
was
already
vacated
to
to
the
to
the
property
owner,
which
is
where
Allegheny
Commons
over
200.
M
Affordable
units
are
right
in
our
our
Park,
just
at
the
edge
of
the
Allegheny
Circle,
and
so
this
is
just
I
guess
from
my
understanding,
based
on
all
the
emails
back
and
forth
that
this
is
following
through
with
a
vacation
that
was
already
put
forward,
but
wasn't
completely
finalized.
But
this
allows
them
to
fully
renovate
the
property
I
mean
they
already
have
access.
We,
everyone
already
believes
that
that's
their
their
street
anyway.
M
It's
not
like
this
is
something
that
has
houses
on
it
or
you
know
other
I
mean
it's
obviously
their
property,
so
they've
been
using
it
and
they're
undergoing
renovation
of
each
unit
and
that's
in
partnership
with
the
Ura
and
and
and
other
other
grants
and
funding
that
they
received
in
other
financing
that
they've
compiled
to
make
sure
that
every
unit
has
eighty
thousand
dollars
upgrade
they're,
putting
other
amenities
in
the
in
the
facilities
and
then
there's
also
what
I
want
to
say.
M
You
know
oh,
and
there
they
signed
a
new
contract
with
the
Philadelphia
office,
to
offer
to
continue
to
offer
project-based
vouchers
on
site
so
really
looking
forward
to
giving
us
vacation
so
that
they
can
are
making
this
official.
So
they
can
continue
the
the
great
renovation
that
they're
doing
thanks.
A
B
M
I
had
a
question
about
the
the
real
estate
advertising.
M
There's
several
and
I
was
just
curious
on
what
what
like,
why
like
I,
can't
remember
what
the
process
is.
So
someone
can
remind
me
of
the
process.
Is
there's
one
news
Outlet
here
and
I
didn't
know
if
it
was
our
responsibility,
I
only
do
one
or
several
or
we
were
doing
Post-Gazette
now
we're
doing
Courier
I,
just
I
just
want
to
be
reminded
of
what's
Happening
Here
the.
B
Well,
these
are
nine
invoices
from
April
to
August
for
the
Pittsburgh
Courier
and
it's
part
of
our
legal
responsibility
to
advertise
in
a
print.
B
Q
So,
in
certain
instances
where
we
have
to
where
the
municipality
as
in
the
city
has
to
circulate
advertisements,
they're
obligated
to
do
it
through
a
general
circulation,
I
think
traditionally
it's
been
through
the
Post-Gazette,
but
it
doesn't
have
to
necessarily
be
the
post.
That's
just
any
newspaper
that
can
do
General
circulation,
I.
Think
in
this
case
the
choice
was
the
Pittsburgh
Court,
Courier
I'm,
not
sure
exactly
who
made
that
decision,
but
that's
the
whole.
That's
like
the
whole
thing,
it's
just
more
of
using
a
general
newspaper
to
circulate
that.
B
M
Emotional
way
of
the
rules
to
approve
there's
a.
M
B
And
just
for
the
record,
under
the
waiving
of
the
rules,
we
also
have
under
City
Planning.
They
they
are
over
5
000
limit
under
EMS.
We
have
a
total
of
about
approximately
nine
thousand.
That
is
over
the
five
thousand
limit
for
separate
events
that
they
covered.
Also
under
EMS,
we
have
two
invoices,
totaling
5422
to
boundary,
medical
supplies
for
medical
supplies
that
are
needed,
but
are
currently
not
under
a
contract
and
then,
similarly,
we
have
three
invoices
for
traffic
products,
which
total
approximately
ten
thousand
dollars.
B
M
Whole
host
of
stuff
this
time,
yes,
what
Council,
I'm
sorry
who
takes
these
in
like
who
compiles
all
them
in
one
is
that
our
that's
our
on
our
end,
I'm
just
wondering
why
there
can't
be
a
different.
M
This
doesn't
happen
too
often
so,
trying
to
remember
the
process
here
can't
be
over
five
thousand,
so
you
know
why?
Wouldn't
we
go
a
different
route
for
some
of
these?
Like
these,
all
these
travel
products,
but
I'm
gonna
just
come
in
one
bill.
R
Hi
Pete
McDevitt
Council
budget
director,
so
we
get
all
the
invoices
in
and
they're
each
individually
listed.
As
you
see
them
here,
we
we
don't
combine
them
in
our
office,
so
the
ones
for
these
supplies.
Sorry,
let
me
pull
it
up.
M
I
mean
just
simply:
why
compile
them
all
on
this?
Why
not
just
turn
it
into
a
bill
that
we
can
authorize.
A
B
It
we
have
a,
we
have
a
contract
with
them
to
supply
traffic
control
measures
and
traffic
related
stuff
to
us.
However,
the
most
recent
purchases
were
not
under
that
agreement
and
so
in
the
next
agreement,
they're
going
to
try
to
get
them
into
the
agreement,
so
you
wouldn't
see
them
this
way.
A
M
O
Thank
you,
Pete
I'm,
glad
you're
here.
Thank
you.
Mr,
chair,
I
am
also
looking
at
the
Domi
invoices
and
I
I'm,
glad
that
for
traffic
calming-
and
it
says
just
for
the
record,
so
those
at
home
can
see
if
you
haven't
pulled
up
our
agenda
traffic,
Products,
LLC
control
unit,
three
thousand
nine
hundred
dollars
and
sixty
cents,
but
then
right
under
it
repeats
it.
Traffic,
Products,
LLC,
control,
unit,
three
thousand
nine
dollars
and
sixty
cents,
and
so
there's
two
identical
invoices
and
that's
exceeds
five
thousand
dollars.
O
And
that's
why
we're
asking
these
questions
and
then
under
that
there's
another
one
to
traffic
Products
LLC,
which
is
push
button
station
for
four
thousand
two
hundred
and
twenty
five
dollars
and
fifty
cents.
We
know
again.
We
know
that
like
there's
something
like
a
thousand
traffic
coming
requests
in
at
the
city
from
every
it
feels
like
almost
every
street,
we
have
a
thousand
miles
of
street.
O
So
it's
a
traffic
calming
request
for
like
every
mile
of
the
street,
all
across
the
city
and
Domi,
is
swamped
trying
to
meet
those
requests,
and
so
apologies
to
those
requests
in
my
district
that
haven't
gotten
met.
Yet
and
I
know
we
all
feel
the
same
way.
So
you
know
I'm
I'm,
supportive
of
expanding
this
contract
so
that
we
can
get
the
products
that
we
need.
We
all
know,
Supply
chains
are
difficult
and
we're.
You
know
scrambling
at
City
departments
to
get
different
supplies
from
different
vendors
if
the
current
vendor
can't
provide
it.
O
R
O
E
E
O
S
So
the
rubber
I'll
be
honest.
The
rubber
speed
humps
were.
G
E
S
A
B
A
B
A
K
A
B
F
H
B
C
A
B
F
Yes,
can
we
have
Luanne
and
please
come
up
and
anyone
else
who
you
think
should
be
up
here
with
you,
but
I
know
that
you
can
answer
my
questions.
P
P
Please
good
morning,
everyone
Luanne
Horan,
the
assistant
director
of
the
senior
program
for
parks
and
rec.
Thank.
F
P
P
You
know
what,
because
in
the
last
year
you
know,
I
asked
requested
too
much
money,
nine
hundred
thousand
dollars.
We
didn't
spend
that
much
so
we
lowered
it
and
what
we
do
is
we
ask
for
a
certain
amount,
but
that
doesn't
mean
that's
what
we're
going
to
use
for
that
year.
We
just
don't
know
so
this
year,
I
said
well.
We
should
reduce
it.
A
little.
A
F
Is
that,
because
of
less
need
fewer
students,
you
happen
to
know,
I
know
that
we're
not
directly
the
or
hiring
a
vendor,
which
is
happens
to
be
PPS
right.
P
This
year's
PPS
yeah
I
always
put
and
door
in
case
there's
another
vendor
chosen
right
now.
Pps
is
the
only
one
that's
able
to
provide
that
service
for
us,
but
we
welcome
any
other
bidders
as
well.
If
they
would
like
to
provide
that
for
us,
I
can't,
say
I
think
it's
just
the
same
amounts.
It
seems
to
be
consistent
with
what
we
spend
year
after
year,
except
going
back
to
covid
when
we
spent
1.4
million
at
that
time.
P
So
we're
trying
to
figure
out
what
the
balance
is
now
moving
forward
on
what
we'll
be
spending
this
year.
We're
not
really
sure
because
it
looks
like
you
know,
coven
might
be
rearing
his
ugly
head
again
and
so
we're
not
sure
what's
going
to
happen
through
the
school
year.
So
we
may
have
to
come
back.
If
that,
there's
a
need
that
you
know,
there's
remote
learning
again
and.
F
And
then,
when
it
comes
to
you
know
the
the
phrase
or
another
vendor
chosen:
that's
to
provide
flexibility.
What
is
required
of
you
if
there
is
in
the
future
another
vendor
chosen,
because
for
whatever
reason
PPS
wouldn't
be
the
vendor,
would
you
need
to
come
back
to
council.
P
Yeah,
oh
yes,
we
would
change
it
right,
we'd!
Let
you
know
make
you
aware
of
that.
We
chose
another
vendor,
but
this
year
it's
going
to
be.
It's
already
decided
it's
going
to
be
Pittsburgh
Public,
Schools,
Their,
Food,
Service
division
next
year
for
someone
else.
We
will
come
back
to
another
vendor.
Okay,.
A
F
P
A
city
we
appreciate
all
of
you
as
well
for
supporting
us,
and
always
oh
thank
you
and
always
being
so
willing
to
you
know,
provide
things
that
we
need
as
well.
So
thank
you.
H
H
P
A
H
P
Being
changed
I'm
in
the
process
of
that
right
now
it's
been
brought
to
my
attention,
I
think
by
the
people
that
you
may
have
spoken
with
yeah
working
on
it,
and
so
I
know
some
of
the
people
so
I'm
going
to
be
gathering
them
in
a
meeting.
Those.
P
P
A
H
G
P
H
P
H
O
O
Thank
you.
We're
so
glad
you're
here
I'm
glad
this
we're
talking
about
this,
because
I
particularly
remember
saying
that
900
000
was
not
enough
and
I
particularly
remember
saying
we
needed
to
add
it
to
that
budget
and
but
also
having
the
discussion
about.
Are
we
able
to
send
food
home
with
kids
or
are
we
not
right?
And,
and
so
if
you
could
refresh
our
memories
about
these
rules
that
are
imposed
upon
our
food
program
and
where
they
come
from
and
then
how
they
were
different
in
covid
sure.
A
P
The
senior
side
where
I
work,
we
can't
send
the
food
home
okay,
but
during
coven
on
the
senior
side
we
did
the
Frozen
grab
and
go
meals.
Okay
for
the
children.
We
did
grab-and-go
meals
that
they
took
home,
that
weren't
Frozen,
but
we
were
able
to
send
them
home.
We
even
on
Saturday
and
Sunday,
so
Friday.
We
gave
them
two
extra
meals
to
send
home
right,
so
we
were
able
to
do
with
them
for
the
children.
P
O
P
O
G
P
So
they've
changed
excellent.
Just
so
you
know
that's
why
I
wanted
to
put
that
message
out
there.
So
our
food
is
different.
Now
is
healthier,
it's
a
senior
centers,
they
love
it.
We
have
soups.
Now
we
have
better
choices.
We
are
getting
people
coming
to
sign
up
at
the
senior
centers
because
of
our
food.
It's
really
changed,
you're
doing
a
better
job.
The
vendor
is
just
it's
fantastic,
doing
so
much
better.
P
K
O
O
But
I
appreciate
that
and
I'm
really
glad
to
hear,
because
that
was
something
I
feel
like
it
was
just
this
year,
so
it
has
been
a
recent
change.
Yes,
it.
P
Just
happened
just
occurred,
we
had
what
happened,
the
contract
expired,
and
so
the
county
got
a
new
contract
and
the
vendors
stepped
up
and
it's
made
changes.
That's.
P
And
that's
what
they're
going
to
do
is
they're
going
to
provide
for
us
like
more
of
a
bulk
situation.
So
if
we
have
an
event
or
a
couple,
senior
centers
are
getting
together.
They'll
provide
a
larger
portion
for
a
party
or
a
gathering
which
that
will
take
the
place
of
the
lunch
they
can
have
salons.
They
can
choose
that
instead.
So
it's
just
absolutely
amazing,
what's
happening
with
me
meals,
it's.
O
P
Yes,
yes,
so
yes,
please,
everyone
come
out
for
the
meals.
All
seniors.
Welcome
a
lot
more
programs
at
our
centers
are
taking
place.
We're
trying
really
hard
to
I.
H
M
A
P
M
P
M
M
So
this
is
not
payment
for
what's
already
happened.
This
is
looking.
A
P
We
have
51
summer
programs
that
we
sponsor
okay,
I
can
send.
M
P
A
P
We
have
I
mean
we're
so
many
places
where
Carnegie
libraries
we're
at
YMCAs.
We
are
neighborhood
Learning
Alliance.
We
are
at
Salvation
armies,
other
small
churches,
Northview
Heights,
we're
going
to
be
at
voices
against
violence,
Community,
empowerment.
How.
P
P
P
That
would
cover
either
purchase
of
the
meals
that
would
cover.
You
know
the
staff
and
there's
really
little
costs
as
far
as
supplies,
and
things
like
that,
Carly
really
is
Thrifty.
You.
P
M
E
Yeah
I
just
wanted
to
say
just
for
anybody.
That's
familiar
well,
whether
public
sector,
private
sector.
E
You
know
most
of
the
time
when
you
have
a
budget,
there's
always
a
scramble
to
spend
it
right
at
the
end
of
the
year
so
that
you
don't
have
to
give
it
back
so
I
just
want
to
really
commend
I
mean
you
know.
Our
city
parks
are
working
already
on
on
such
a
shoestring,
but.
E
P
H
Just
want
to
say
real
quickly,
I
my
cousin
has
a
organization
called
feed
our
students
and
he
does
programs
all
over,
but
he
was
saying
the
need
is
so
tremendous,
so
I'm
just
having
a
little
side
conversation
with
councilman.
We
have
a
lot
of
grant
funding
still
for
city,
council
and
I'm
wondering
if
you
had
more
funding,
would
you
be
able
to
help
more
people?
Would
you
actually
have
the
capacity
to
help
more
people.
P
Yes,
I
would
think
so.
Yes,
I
would
think
that,
do
you
know
R,
let
me
put
this
out
there
and
people
don't
know
like
our
site
leaders
and
our
monitors
are
paid
less
than
our
other
workers.
They
always
have
been.
You
know,
they're,
like
I,
think
12
40
an
hour
so.
H
Possible
so
I
think
it's
a
conversation
Council
has
to
have,
because
we
have
grant
funding
waiting
for
us
to
allocate
and
there's
all
this
discussion
as
to
how
it
should
be
done.
Quite
frankly,
I
think
we
should
get
away
with
Grant
making
in
the
city
of
Pittsburgh.
We
should
get
to
work
with
our
private
funders
to
do
those
kinds
of
things,
and
we
should
be
putting
the
money
towards
the
things
that
we
should
that
we
need
to
do
in
the
city
of
Pittsburgh.
H
H
P
P
H
H
P
H
A
B
Aye
any
opposed
affirmative
recommendation
that
exhausts
our
agenda.
For
today
we
do
have
meeting
announcements
this
afternoon
at
1.
30
Council
will
hold
a
cable
cast
post
agenda
meeting
to
discuss
the
state
of
child
care
and
child
care
funding
programs
in
Pittsburgh,
and
this
is
shared
by
councilwoman
gross
next
week
on
Monday
October,
2nd
with
sessions
at
11,
A.M
and
11.
45
Council
will
hold
a
virtual
briefing
as
it
relates
to
Bill
1979,
the
smart
loading
zone
program
and
the
upcoming
changes.
B
Also
next
week,
Council
will
hold
our
regular
council
meeting
on
Tuesday
October
3rd
at
10
A.M
in
the
standing
committee
meeting
on
Wednesday
October
4th
at
10
A.M
respectively.
The
speaker
registration
will
close
at
9
A.M
the
day
of
the
meeting
on
and
on
Tuesday
October
3rd
with
sessions
at
1,
30
and
2
p.m.
Council
will
hold
a
briefing
as
it
pertains
to
the
Pittsburgh
water
and
sew
Authority's
private
service
line,
leak,
repair
and
expanded
conservation
program
for
low-income
customers.
Is
there
anything
from
members
Madam
president.
H
Yeah
I
just
want
to
thank
everyone.
I
was
out
for
knee
replacement
surgery
for
weeks,
I
actually
scheduled
it
during
our
break,
which
was
three
or
four
weeks,
but
it
was
out
for
seven
weeks
too
so
three
weeks
I
missed
here.
But
let
me
tell
you
when
you're
on
Council,
you
don't
ever
get
up
or
you
answer
that
phone
no
matter
what
time
it
rings,
no
matter
what
you're
going
through
and
so
I
just
want
to
say.
Thank
you
to
everyone
here
who
helped
hold
down
everything.
H
I
want
to
thank
Reverend
Burgess
for
cheering
the
meetings.
He
did
a
great
job,
of
course,
but
I
also
want
to
thank
all
the
members
of
council
because
you've
helped
me
through
this
whole
time
and
filled
in
where
I
needed
things
and
my
office
staff,
Kim,
salahnetro
and
Lori
have
been
holding
things
down
for
a
long
time
and
Leanne
from
the
office
of
communication
and
or
Community
engagement
has
been
really
helping
a
lot.
So
I
want
to
thank
all
these
people,
but
I
really
want
to
thank
our
support
staff
here.
H
Our
clerk's
office,
our
budget
office,
Dan,
friedson
and
and
everyone
here,
but
I
want
people
to
understand
that
I
did
try
to
schedule
it
before
I
would
I
was
hoping
to
be
back
before
break
was
over,
but
I
was
a
little
bit
older
than
I
thought,
so
it
took
a
little
bit
longer,
but
I
just
want
to
say
thank
you
to
everyone
for
helping
me
through
this
all
and
holding
everything
down
to
the
city.
Thank
you.
Thank.
