maintenance,
proper
equipment
and
resources.

him

throw

they

of

seen
happen
to
the
gender
Equity
commission
over
the
past
year
and
a
half
and
request
your
support.
The
intersectional
gender
Equity
commission
I'll
call
it
the
gec
to
be
led
by
the
executive
director
was
created
after
a
city.
Ordinance
was
passed
unanimously
in
December
2016..

Gender
inequity
is
well
known
in
Pittsburgh's
black
community
to
quantify
these
inequities
phase,
one
of
a
multi-tiered
intersectional
gender
analysis
was
executed.
It
used
census
and
publicly
available
data
resulting
in
the
Pittsburgh
inequality
across
gender
and
race
report,
but
it
was
unable
to
publicly
quantify
the
inequities
experienced
by
Hispanics
lgbtqia
people,
immigrants
and
other
minority
groups.
Community
outreach,
along
with
black
communities
and
in
collaboration
with
the
lgbtqia
commission,
was
needed.
Phase
two
of
the
gender
analysis
sought
input
on
what
types
of
programs
would
best
serve
them.

This
input
could
be
used
to
recommend
Implement
and
measure
policies
and
programs.
The
gender
Equity
commission
can
recommend
and
Advocate,
but
it
is
up
to
the
city
to
choose
and
Implement
with
the
Advent
of
covet
2020
in
2020,
community
outreach
was
hampered,
but
the
gec
continued
to
function
in
2021,
mayor
peduto
lost
the
primary
in
the
gec
executive
director
resigned
in
2022.

The
gec
Commissioners
and
I
spoke
with
the
mayor
separately
multiple
times,
and
we're
told
that
an
executive
director
was
identified
and
in
the
works
while
in
actuality,
the
budget
was
spent
elsewhere
and
there
was
no
money
in

2023
budget,
thus
our
sense
of
urgency.

is
only
now
that
we
have
written
this
letter
to
the
mayor
and
asked
it.
It
may
sound
a
bit
blunt,
but
please
recognize
we
have
been
asking
for
over
a
year
era.
The
mayor
has
been
hiring
people
to
work
on
gender
Equity
issues.

It's
exciting
and
reaffirms
the
value
of
the
work
that
the
gec
has
done,
but
it
does
not
eliminate
the
need
for
a
fully
functional
gender
Equity
commission
intersectional
gender
Equity
is
a
complex
systemic
issue
and,
by
its
very
nature,
is
not
easily
eliminated.
Outreach
must
continue
and
policies
and
programs
advocated
for
who
is
going
to
advocate
for
a
second
gender
analysis
to
see
if
what
has
been
implemented
is
working.

purpose

creating
the
gender
Equity,
led
by
an
executive
director,
in
addition
to
it
being
in
the
law,
is
to
maintain
gender
Equity
as
a
priority.

cross-changing
administrations

Pittsburgh
truly

passed
this

proposal,
we

a
little
bit
stick
of
shocked.

a
lot
of
money
and
we
understand

importance
of

kind
of
there's
only
a
couple
of
companies
that
really
do
this
so
we're
constrained
to
you

they're,
you
know

they
set

we're
almost
forced
into
doing
it,

service

so
desperately
need,
I
will
say
that
director,
Schmidt

some
other
members
met
yesterday,

explained
how
it

lot

money

want
to
commend
him.
He
got

phone
last
night
talked

the
company
worked
out.

deal
saved
us
roughly
six
million
dollars
just
by
getting
on
the
phone,
and
it
was
important
for
this
company
to
close
this
today
and
with
his
new
savings
I'm
completely
comfortable
at
this
point.

passing
this

it

I'll

it
up
to
other
members,
any
questions
they
might
have

hope
I

conversation

commitment

certain

going

recommit

bill

services

need
for
the
best
price
that
we
can
get.

reason
that
I
was
so
adamant
about
the
passage
of
this
bill
and

vocal.

support
of
it
is
that
we
we
need
to
provide
for
Public
Safety
officials
to
have
the
the
tools
that
are
necessary
to
do
the
difficult
jobs
we
ask
them
to
do,
especially
in
a
very
difficult
environment
that
we
are
in
today
and
unfortunately,
councilwoman
gross
and
I
were
talking
a
little
bit
off
the
camera
that
we
just.

We
protect
our
officers
at
large
with
a
verified
and
organized
and
distributed
chain
of
evidence
and
command
that
we
can
then
take
to
a
court
of
law
if
it
becomes
necessary
and
make
certain
that
we're
able
to
have
convictions
as
they
prove
proper,
and
so
yes,
there's
a
cost
to
it.
I'm,
sorry
to
say:
there's
a
cost
to
it,
but
it's
a
world
that
we
live
in
and
I
I
spoke
a
little
bit
about
this
at
last
Wednesday's
meeting
it.
There
is
a
responsibility.

council

protect
the
interests
of
the
public
at
large,
and
every
member
here
has
experienced
this
since
we've
been
here.
People
believe
municipalities
have
Deep
Pockets
and
they
love
to
come
after
municipalities
for
large
settlements,
and
we
need
to
be
able
to
act
as
fiduciary
agents
of
the
city.

Cold
and
and
impersonal,
it's
unfortunately,
the
world
that
we
live
in
and
so
as
fiduciary
agents
of
the
city.
It's
our
role
to
protect
our
constituency
and
in
in
in
a
multitude
of
ways
we
need
to
protect
our
our
constituency,
especially
in
a
post-george
Floyd
World,
in
where
we
have
all
been
challenged
to
rethink
policing
and
what
protecting
and
serving
really
looks
like.
And
in
that
in
that
that
new.

Reasoning,
we
understand
the
importance
of
protecting
both
the
public
and
our
officers
by
having
the
technology
that
that
can
do
this
so
kind
of
a
long-winded
way
of
saying
it.
But
it's
I
think
this
is
one
of
the
more
important
bills
that
we've
passed
in
this
session
and
I'm
I
wanted
to
make
certain
that
we
got
it
through
today
and
I
appreciate
the
efforts
of
the
our
public
safety
director,
our
chief
who
came
last
week
and
councilman
coghill,
and
our
members
for
supporting
this
today
and
thanks
for
the
time
to
to
say
that
Madam.

I
want
to
talk
about
that
for
a
minute.
I
think
councilman
Krause
articulated
how
it's
important
for
us
to
kind
of
have
this
chain
of
evidence
and
really
the
the
public
demanded
body
cameras
to
protect
their
rights
right
and
so
that
we
have
a
record
of
what
happens
when
there
are
interactions
with
our
police
force,
and
that
is
I.
Think
what
we
need
to
keep
in
front
of
us
is
is
kind
of
like
well.

What
are
the
citizens
rights
that
we're
protecting,
but
there's
a
double-sided
coin
here
that
I
am
concerned
about
I
want
to
spend
a
minute
talking
about.
Last
week
we
I
asked
if
each
one
of
the
body,
worn
cameras,
would
now
be
linked
like
a
cell
phone
right.
Just
like
is
it
I,
said
I.
Think
I
asked?
Is
it
so
expensive
because
it's
like
your
cell
phone
service,
when
you
are
paying
not
just
for
the
device,
but
also
to
be
kind
of
online
24
hours
a
day,
and
the
answer
at
the
table
was
no.

The
the
kind
of
cell
phone
service,
expensive
part,
is
coming
from
the
car.
Well,
we
are
also
linking
the
cars
and
they
will
be
like
hot
spots.
But
what
was
stated
at
the
table
by
the
administration
last
week
was
incorrect.
What
I'm,
understanding
now
and
what
I
was
told
Yesterday
by
the
administration
about
this
contract?

So
this
contract,
as
opposed
to
the
contract
there
were
operating
under
up
till
today
with
our
body
on
cameras,
is
fundamentally
different.
So
the
body
born
cameras
that
our
police
officers
in
the
room
have
on
right.
Now
there
is
footage,
that's
stored
when
they
turn
it
on,
but
no
one
can
look
through
them
like
a
little
eye
right.
They
go
back
to
a
station,
you're
downloading
data
and
that
data
is
stored.

I'm,
just
calling
attention
to
this,
like
I,
did
when
I
found
out
about
the
360
degree
camera
that
can
surveil
people
that
we
need
to
continue
this
conversation
of
where
we're
crossing
the
line
between
protecting
our
residents
rights
and
infringing
upon
our
citizens,
rights
and
we're
not
subject
matter
experts
in
all
of
this
right
and
so
like
I've
done
before,
when
we
had
technology
that
was
capable
of
surveillance,
I'm
going
to
be
making
the
calls
to
those
experts,
so
I'm
voting
today
and
I'm
grateful
that
we
have
the
cost
savings.

But
what
I
learned
yesterday,
while
we
were
digging
through
the
line
items
concerns
me
about
the
capacities
and
whether
our
own
internal
policies
are
really
keeping
up,
so
that
was
it's
new
information
and
I'm
still
trying
to
figure
out
and
process
it.
So
if
any
one
of
those
experts
at
the
Brennan
Center
the
CMU,
just
a
heads
up
I'm
going
to
be
calling
you
the
ones
that
have
have
helped
us
in
the
past.

to
understand
this.

not
foolproof

I
grew
up
in

Angeles
I

in
high
school

the
Rodney
King
incident.

the
very
first
camera
incident,

you
know
we're
not
yet
in
a
world
where
the
protection
is
is
Ultimate
just
because
there
was
a
camera
present,
but
at
any
rate
we're
getting
there,

the
cost
is,

it

Extreme
just
two
things
I'd
like
to
say
you
know,
with
with
these
big
ticket
items,
I
feel
as
counsel.
It
would
be
helpful
to
get
clear
explanations
ahead
of
time
so
that
we
don't
have
to
scramble,

we
were
last
night
kind,.

just

under
pressure
at
the
table
to
make
very
fast
decisions
about
about
giant
multi
million
dollar
contracts
like
this
and

it's
important
to
underscore
that
there
are
no
blank
checks.
We
do
not
write
blank
checks
in

city
of
Pittsburgh
and
and
no
government
should
write
blank
checks,
not
even
for
Public,
Safety
and
I.

Think
that
that
is
that
sense
is
a
bit
of
a
trend
that
is,
you
know,
probably
not
just
here
but
but
across
the
country
and
so
just
to
be
clear
for
the
taxpayers
US
calling
into
question
this
contract
is.
Is
us
doing
our
job
and
also
keeping
in
mind
that
you
know
this
company
that
we're
Contracting
with
is
in
fact
a
mere
Monopoly
and
has
also
you
know,
had
complaints
filed
against
it
for
that
very
reason,
by
the
FTC
and
and
by
various
competitors?

So,
and-
and
there
were
also
some
questionable
issues
around
our
very
first
contract
with
this
company
back
in
2017,
so
I
I-
do
want
the
public
to
understand
that
and
to
understand
that
as
Council
yeah,
you
know
it's
our
job
to
make
sure
that
our
tax
dollars
are
being
spent
wisely.
We
have
lots
of
things
that
we
need
to
spend
money
on
and.

Schmidt
and

director
Pollock
for
sitting

with

and
talking
through
this,

also
I,
really
want
to
thank
the
other
members
you
know
for
for
coming
to
the

because
this
is
hard

budgets
is
hard
because
it's
unpopular,
and
but
we
have
to
do
it
so
I

proud

ourselves
as
a
council

having
done
this

saved

money
and

realize

still
a
tremendous
amount

money

we're
voting
on
because
of
the
long-term
contract
and

repeat
what
I
said
last
week
that
in
the
future
I'd
like
to
see
shorter
contracts,
because
honestly
Anything
could
happen
with
this
company,
we
don't
know,
what's
going
to
happen
in
the
future.
It's
it's
impossible
to
predict.
What
our
needs
might
be.

I
understand
that
the
tech,
the
leasing
of
this
technology,
will
allow
for
change
within
the
contract
in
the
future,
but
I
still
prefer
for
shorter
contracts.

Second,
as
we've
as
others
have
expressed,
I
would
like
to
continue
to
see
our
Bureau
of
police
and
our
Public
Safety
department,
and
this
really
the
city
continue
to
reimagine
Public
Safety
such
that
we
are
realizing
other
savings
because
of
the
work
we
are
doing
to
remove
the
responsibility
of
police
officers
to
respond
to
every
call
in
person
to
reduce
the
number
of
officers
who
are
actually
needed
at
any
one
type
of
scene
to
to
reduce
costs
in
other
ways
and
eventually
get
to
a
point,
hopefully
where
we
will
not
need
to
rely
on
this
extraordinary
cost
for
these
types
of
purposes,
for
tasers
for
for
cameras
for
the
technology,
that's
that
integrates
them
all
because
we're
in
a
because
we're
in
a
situation
where
it's
just
not
we're
we're
police
aren't
questioned
by
the
public
as
much
as
they
are
today.

So
that's
the
point
number
two
point
number
three
is
we
are
I
appreciate
the
cost
savings
I
appreciate
that
they
are
based
now
on
a
right
sized
from
what
I
understand
number
for
our
police
force,
but
I
also
want
to
remind
everyone
that
the
city
council
still
has
not
seen
the
Staffing
study
for
the
police
that
that
these
numbers
are
based
off
of
and
I
personally
would
like
to
see
that
report
and
the
independent
study
of
the
police
force
and
the
recommendations
before
voting
on
any
other,
especially
major
contracts
of
this
sort.
