From YouTube: Equal Opportunity Review Commission Meeting - 11/19/20
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
I'm
going
to
call
the
meeting
to
order
then
we
can
get.
We
can
get
into
some
discussions
after
if
people
have
questions
so
we've
all
we
were
all
received
the
minutes
for
la
last
month's
meeting.
Can
I
get
a
motion
to
approve
last
month's
minutes?
A
A
C
E
Start
with
this,
the
first
one
stephanie's
here
to
to
get
us
start
with
it
is
the
marketing
economic
opportunity
analysis
from
city
planning
stephanie.
You
want
to
give
us
a
little
overview.
This.
F
Sure,
hi
everyone,
I'm
stephanie
joy.
I
work
in
the
department
of
city
planning
and
our
department
is
starting
a
a
planning
process.
Well,
it
started
in
september
the
forging
pgh
process
and
it
includes
a
number
of
elements,
including
housing,
open
space
and
one
is
economic
development.
So
we
put
out
an
rfp
for
market
demand
in
economic
opportunity
analysis.
F
That
contract
is
really
like
a
quantitative
and
qualitative
analysis
on
our
market
and
the
the
forecast
for
the
future,
but
also
our
land
and
how
that
forecast
impacts
land
use.
So
we
received
four
submissions.
F
F
B
G
With
the
firm
happy
to
say
more
words
about
the
firm,
if
needed,.
A
Well,
I
would
like
to
know
it
says:
mb
contractors,
where
you
guys
are
an
mbe,
so
that's
you're,
gonna
you're
good
on
that
front.
But
what
about
wbe
is?
Can
this
it's
a
professional
services?
Can
it
can?
Can
you
split
it
up?
Can
you
is
there
a
way
to
offer
a
wbe,
firm
contract.
I
A
Okay
stephanie:
do
you
want
to
kind
of
explain
what
chuck's
trying
to
explain?
I.
E
A
E
Yeah,
well
they
they.
They
could
look
for
some
wbe
participation
in
this,
but
I
think
they
were
under
the
assumption
that
we
were
going
to
split
it
in
half.
Am
I
correct
maggie.
E
A
C
J
A
Just
the
way
it's
always
been,
I
mean
I'm
I'm
willing
to
overlook
it,
but
any
commissioners
that
have
like
a
long-term
loan
and
you're
with
the
commission
know
that
that's
we
there
that's
that's
the
process,
I'm
not
going
to
split
hairs
over
it.
I
I
love
that
that
you
found
somebody
to
get
a
hundred
percent.
A
G
Oh
sorry,
I
wasn't
sure
if
this
was
a
question
for
one
new
york,
stephen
joy,
our
perspective
is,
we
would
like
to
be
the
prime
minister
contractor
just
because
it's
I
mean
it's
a
relatively
tight
budget
for
the
amount
of
services
being
asked
for
in
the
scope
and
so
to
split
it
off.
You
know
we
we
partner
regularly
with
lots
of
mwbe
businesses,
but
for
us
to
handle
it
most
efficiently.
G
We
are
thinking
we
can
handle
it
100
in-house
and
then
also
I
don't
know
how
much
stephanie
joyce
talked
about
the
project
in
other
forums.
But
this
is
really
you
know.
This
is
a
hundred
percent,
what
our
food
does
and
we
feel
you
know
that
we
are
like
in
other
instances.
You
know
other
projects,
it's
multiple
sets
of
services
under
one
contract
and
then
it
makes
sense
to
split
out
the
the
duties.
G
But
in
this
case
you
know
we
are
able
to
holistically
do
everything,
and
so
we
would
like
to
be
the
the
prime
minister
contractor,
if
possible,.
A
H
G
That's
a
good
question:
part
of
the
scope
is
definitely
about
engaging
local,
pittsburghers
and
and
doing
stakeholder
interviews
and
making
sure
that
we're
getting
the
local
perspective.
All
our
employees
are
located
in
new
york
city,
we're
really
hoping
that
we
can
travel
to
pittsburgh.
I
think
that
was
sort
of
an
open
question
based
on
covid,
so
we
would
like
to
come
and
conduct
business
in
pittsburgh.
H
Be
working
with
stephanie
on
like
how
you
do
it,
but
I
think
for
the
whole
commission,
you
know
I
just
I
I
don't
know
if
this
is
the
first
time.
I
noticed
that
one
of
our
our
prime
is
not
based
in
pittsburgh
and
is
not
utilizing
a
sub
from
pittsburgh,
and
I'm
just
wondering
if
you
know
for
future
maggie.
H
I
don't
think
this
is
about
you
today,
but
for
the
future
should
we
have
more
of
a
policy
that
you
know
if
there's
not
a
local
prime,
do
we
want
to
have
a
policy
around
utilizing,
a
local
sub.
E
From
from
my
perspective,
we've
all
we've
had
primes
from
all
over.
You
know
all
around
the
country
like
I
I
I
said
earlier,
you
and
I
had
conversations
here.
First
of
all,
we
try
to
go
local.
Then
we
go
regionals
so
to
speak,
and
then,
if
we
don't
find
the
regional,
we
will
go
national.
We
try
our
best
to
make
sure
that
the
money
is
spent
locally,
but
there
are
times
quite
a
few
times.
Actually
the
the
the
prime
come
from
outside
the
the
city
and
outside
the
state,
sometimes.
E
Yes,
what
we
do
is
we
we
we
push
it
with
the
departments
and
procurement.
We
let
them
know
when
they
put
out
the
rfp
that
you
know
their
first
priority
is
to
look
for
local
businesses
and
then
move
out.
So
we
we
put
that
in
procurements
hands
to
when
they
get
those
when
they
get
those
missions
back
that
they
look
at
that.
F
F
New
york
and
all
right,
I
don't
remember
that
they
were
not
local,
but
there
was
one
that
had
a
sub
that
was
local,
but
with
this
particular
contract
I
just
want
to
reiterate
that
the
public
engagement
isn't
actually
with
the
public
that
we
think
of
the
larger
public.
It's
with
like
local
business
owners,
large
and
small,
and
then
workforce
development
organization.
So
it's
very
specific
and
tailored,
and
so
I
don't
really
know
if
a
local
would
be
required
to
make
it.
A
No
sarah,
you
you
make
a
very
you,
make
a
very,
very
valid
point.
I'm
just
feeling
like
in
this
partic
with
this
particular-
and
you
know
this
is
kind
of
just
a
discussion
for
and
I'll
keep
it
brief.
When
it
comes
to
professional
services
there
there
is
it's:
it's
a
different
animal,
it's
not
the
same
as
construction.
There's,
not
there's,
not
a
bunch
of
different.
You
know
parts
in
that
schedule
that
can
be
branched
out
and
subbed
out
so
professional
services.
A
We
will
run
into
this.
You
know
anytime,
it's
professional
services,
this.
This
is
a
concern
that
they're
going
to
want
to
do
self-perform
all
of
the
work
so
for
because
it's
so
detailed
and
so
specific
and
requires
that
talent
and
that
sort
of
thing-
and
I
understand
that
and
like
I
said
if
this-
if
this
contract
was
two
million
dollars,
then
I
feel
like
it
would
be
worth
really
really
pushing
hard
to
get
local
local
employed.
You
know
look
people
locally
employed,
but
I
don't
it's
up
for
any
further
discussion.
C
Yeah,
I
just
have
to
say
you
know
we'll
probably
move
forward
on
this,
but
stephanie
maggie.
If
you
guys
come
back
again,
I
would
really
be
excited
to
see
more,
even
though
you
have
a
hundred
five
thousand
dollars.
One
hundred
percent
nbe
it'd
be
good
to
see
some
wbe
participation
yeah
in
the
future.
Should
you
come
back
to
us,
understood
yep.
A
Partnership,
okay,
maggie.
We
appreciate
it
and
just
to
the
commission
commissioners,
if
you,
if
you
weren't
aware
of
that,
be
prior
to
this
contract
being
presented,
they
have
to
choose.
If
they
can't
come
in
as
buff,
they
have
to
choose
one
and
then
it
is,
and
we
do.
The
expectation
is
that
they
bring
on
you
know
some
participation
from
the
other
side.
Even
if
it's
a
hundred
percent.
G
J
B
And
I
would
clarify
too
that
I
don't
think
that
any
of
the
commissioners-
and
I
don't
want
to
speak
for
anybody
else,
but
really
love
that
it
has
to
be
this
way
and
we'd
be
happy
to
divide
it
up,
so
that
it
was
meeting
both
goals
for
sure.
Since
it
it
in
a
sense
is,
but
that's
just
how
the
the
system
works.
E
A
J
A
E
Yes,
okay,
can
you
give
us
yeah
update
on
the
the
work
orders
the
iq
contractor
came
through
yeah.
K
Yes,
so
good
afternoon,
everybody,
I
hope
everyone's
doing
well.
So
since
our
last
meeting,
we've
had
seven
more
work,
orders
based
off
of
the
original
itq's
that
were
approved
originally
and
out
of
those
seven
three
of
them
have
sub
consultants.
So
if
you
see
here
the
highland
park,
pedestrian
tunnel
restoration
has
these
enlisted
sub
consultants
and
the
ones
that
have
that
are
highlighted
here.
They
match
with
the
original
list,
so
that
is
good
match.
K
With
the
original
sub
consultants
that
were
approved,
and
then
we
have
the
others,
the
the
the
rest
of
them
don't
have
any
sub
consultants
on
these
work
orders
yet,
and
we
have
another
one
here.
This
is
the
this
one
is
just.
Let
me
pull
this
down.
K
The
sub
consultants
here
again
the
ones
that
are
highlighted
they
match
with
our
original
list,
so
that
is
good,
so
yeah.
That
was
the
brief
update
on
the
work
orders.
E
Okay,
I
wanted
to
introduce
you
guys
yeah
yep,
the
itq's
look
great
I
want
to.
I
don't
know
if
I
introduce
you
guys
to
our
our
new
employee
last
time
his
name
is
josh.
Lamont
he's
going
to
be
working
in
our
office,
he's
going
to
be
concentrating
on
working
with
small
businesses,
minority
businesses
and
women,
businesses
on
sick
leave
on
sick
leave,
legislation
and
sick
leave
activities.
Josh.
You
want
to
introduce
yourself
for
us
and
give
us
a
just
a
quick,
quick
thing
on
the
basically.
I
Sure
thing
so,
hello,
everyone,
my
name,
is
joshua
lamonde.
I
might
have
spoken
to
some
of
you
guys
before
on
the
previous
meeting.
I
am
on
as
the
title
of
business
compliance
specialist.
I
come
from
a
background.
I
just
graduated
from
law
school
down
in
the
university
of
miami.
I've
been
a
pittsburgh
native,
all
my
life
and
basically,
if
you
haven't
been
caught
up
to
speed
on
it,
yet
the
paid
sick
leave
act.
I
They
have
to
afford
that
employee
one
hour
of
paid
time
off,
basically
for
any
kind
of
medical
treatment,
be
it
proactive,
be
it
reactive.
It
can
be
to
take
care
of
a
family
member.
There's
a
lot
of
facets
for
how
each
employee
can
use
that
time.
Right
now,
I'm
working
on
outreach,
that's
my
main
goal.
I'm
just
trying
to
get
together
a
comprehensive
list
of
all
the
businesses
throughout
the
city
so
that
I
can
start
doing
outreach
and
knowledge
and
education
with
them.
I
That
being
said,
I
am
already
in
the
process
of
creating
a
flow
chart
for
how
the
the
investigations
will
go
whenever
there's
an
actual
allegation
of
the
violation
of
this
paid
sick
leave,
and
I'm
also
working
on
just
all
of
the
interview
questions
all
the
investigative
process.
So
if
anybody
has
any
questions,
I'll
be
more
than
happy
to,
you
know
answer
them
for
you
at
this
time.
C
D
I
I
A
C
E
While
josh
is
getting
his
photo
together,
I
have.
E
For
you
guys,
as
of
the
31st,
did
he
come
up
as
of
the
31st
of
october?
When
I
did
my
last
audit,
we
have
reviewed
over
29
million
dollars
in
contracts
so
far
this
year.
E
Out
of
that,
29
million
over
6
million
have
gone
to
nbe
firms,
which
is
20,
which
is
great
we're
over
that
and
a
little
over
2.5
million
of
going
to
women
firms,
which
is
about
eight
percent,
so
we're
ahead
of
the
game,
we're
doing
really
good
we're
both
ahead
on
mbe
and
wb.
As
of
right
now,.
E
Okay,
dude
there's
before
we
in
the
meeting
guys
there's
one
more
thing
that
that's
not
not
real
good,
but
we
have
to
talk
about
tracy's
mom
passed
over
the
weekend.
That's
why
she's
not
on
this
call.
I
talked
to
commission
chair
conley
about
it
yesterday,
I'm
not
sure
how
to
approach
it
or
what
to
do.
I
was
hoping
for
some
put
from
you
guys
on
how
to
approach
it
or
what
should
we
do
about
it.
A
And
my
suggestion
was
to
send
an
arrangement
of
flowers
or
you
know,
a
nice
peace
lily
or
something
like
that
directly
into
tracy's
home,
and
so
what
you
know
are
you
is
everybody?
Okay,
with
that.
A
D
A
Thanks,
okay,
do
you
do
you
want
me
to
take
care
of
that?
I
can.
I
can
email
you
guys
my
venmo
scam
thing:
okay,.
D
D
C
A
A
A
Yeah
chuck
and
I
talked
about
it
yesterday-
it
may
be
good
for
chuck
to
have
a
spreadsheet
of
all
of
our
like
direct
contact.
Information
like
our
home
addresses
and
that
sort
of
thing,
just
in
the
in
the
case
that,
for
whatever
like
you,
would
want
to
send
a
card
for
something
and
somebody
would
want
the
address.
Is
everybody
comfortable
with
providing
that
that
information.
E
A
E
E
Will
have
it
for
all
12
of
us
or
whatever
it
is
13
of
us.
A
You
know
what
would
be
an
even
better
idea.
Chuck
is,
if
you
send
that
out
today,
just
get
a
spreadsheet
and
then
have
it
in
sections
of
you
know
phone
you
know
best
phone
number,
okay
and.
C
E
D
C
D
E
Okay,
you
guys
have
a
great
hot
day.
Wait
a
minute
commission
chair.
Can
you
bring
the
meeting
to
an
end?
Please.
E
Yes,
oh
yeah,
I'm
glad
you
said
that.
Thank
you
very
much,
hey
guys.
The
next
meeting
has
been
moved
to
december
10th.
Okay,
it's
going
to
be
a
busy
meeting
because
it's
the
last
meeting
before
the
last
council
meeting.
So
all
the
departments
have
to
get
if
they
want
to
get
something
passed
by
us
this
year,
it's
going
to
have
to
come
on
the
10th.
