a
new
business
brought
up
at
last
month's
meeting
regarding
potentially
adding
public
comment
to
the
end
of
board
meetings
necessarily
in
place
of
public
comment
at

beginning,
but
if
there
would
be
other
opportunities
to
create,

allow
for
the
public
to
provide
input.
The
board
had
asked
legal
counsel
to
just
look
into
what
potential
regulations
may
already
exist,
so
I
would
actually
turn
it
over

Irene

essentially,
there
is
no
problem
with
adding
to
the
opportunities
for
public
comment
on
top
of
what
you
currently
do.
The
public
comment
in
the
beginning
assures
that
we're
in
compliance
with
the
Sunshine
Act,
which
says
that
you
want

give
reasonable
opportunity
to
the
public
to
make
comment
before
official
action
is
taken.
So
there's
certainly
no
issue
with
adding
public
comment
at
the,
but
not
instead
of
because
you
do
want
to
make
sure
that
people
have
the
opportunity
to
comment
prior

official
action.

the
insurance
advisor

the
URA.
This
board
had
directed
me
to
engage
in
conversation
with
them
to
understand,
as
the
Lamb
Bank
moves
into
operations.
What
its
insurance
related
means
are.

the
executive
committee
was
presented
with
this
option
and
discussed
the
proposal
by
Bailey
rave,
which
is
to
engage
them
in
a
12-month
retainer
contract
at
$500
a
month
so
that
they
are
on
retainer
for
all
of
the
land.
Banks
needs
including
procuring
insurance
at
this
initial
stage
and
potentially
any
stage
throughout
the
course
of
the
next
12
months
being
available
to
be
an
adviser
to
Irene
or
legal
counsel
on
legal
related
matters
when
it
comes
to
contracting
and
insurance
and
then
the
other
host
of
activities
that
are
laid
out
in
in
that
engagement
letter.

a
third
party
person
to
advise
us
on
what
kind
of
insurance
to
acquire
and
how
to
bid
that
out
and
the
reason
we
need
so
much
expertise
right
now
is
because
this
is
the
first
time
and
we
have

whole
bunch

different
insurances,
ranging
from
board
insurance
through
property
insurance
and
all
sorts
of
other
stuff,
that
we
don't
have
any
expertise
on.
Nobody
ever
has
any
expertise
on
insurance.

you
do
need
somebody
who's
expert
from
outside,
so
while
the
retainer
looks
like
it
might
be
high
in
general,
we're
gonna
use
this
person
frequently
and
we
need
to
have
it
open
for
at
least
the
next
year.
After
that,
we
should
reconsider
whether
we
want
to
have
somebody
on
retainer
or
pay
them
on
a
one-time
basis
for
specific
insurance.

would
recommend
that
we
use
this
contractor
because
it
is
the
contractor,
that's
used
by
the
URA,
so
they're
familiar
with
a
lot
of
the
things
that
we
do.
The
only
caution
I
would
put
in
is
that
they
make
sure
that
they
comply
with
our
MB
WB
policy
when
they
choose
the
insurance
brokers.
They
want
to
deal
with.
So
I
would
ask
for
a
motion
to
prove
the.

RFQ
out
to

procurement

MWBE
goals,

articulated

brokerages

get
quotes.
That
will
hopefully
be
back
and
in
front
of
this
board
at
the
April
meeting.

are
moving
forward
continuing
to
move
forward
with
the
inventory
pipeline
of
properties
closing
on
243
meadow
Street,
moving
with
another
set
of
transfers,
we're
looking
actually
a
potentially
transferring
a
couple
of
vacant
structures
from
the
URA
a
surplus
portfolio
soon,
as
well
as
gearing
up
for
both
the
April
and
August
treasurer
sales.
So
this
will,
while
there
are
not
specific
properties,
necessarily
that
the
selim
bank
would
want
to
target
at
that
those
treasure
sales.
It
is
as
part
of
the
pilot
year
of
activities.

goal
is
to
go
through
these
different
acquisition
methods
and
understand
exactly
what
all
of
the
different
steps
are
and
necessary.
So
we
can
so
this
board
can
design
policies
to
fit
them,
so
they
are.
We
are
sort
of
gearing
up.
Now
is
the
time
when
we
would
looking
at
those
lists
and
identifying
properties
so
that
that
activity
continues.

on
the
list,
is
the
property
reserve
update
I,
attended
on
behalf
of
the
lam
bank?
This
morning,
the
vacant
property
working
group
monthly
meeting
they
had
a
two-hour
session.
I
was
not
there
for
the
two
hours
a
two
hour
session
regarding
their
what,
from
their
memberships
perspective,
on
what
their
priorities
are
with
a
property
reserve
reform
agenda
so
that
they
can
articulate
them
to
the
Advisory
Committee
as
well,
as
you
know,
to
help
inform
this
board
as
it
as
it
revises
and
revamps
those
about
that
procedure
in
that
process.

Correspondingly,
you
have
in
your
packet
a
copy
of
the
amended
tri-party
coop,
which
provides
for
essentially
this
property
reserve
process
to
take
place,
reset
reform
process
to
take
place
throughout
2019,
acknowledging
at
the
direction
of
the
the
board
chair
that
by
the
end
of
2019,
the
new
system
would
be
in
place.
We
don't
know
exactly
what
that
would
look
like,
but
essentially
that
the
lam
bank
would
sort
of
take
over
some
administrative
function
of
that
process,
starting
in
2020.
So
you
just
have
that
copy
in
your
packet
for
your
records.

Not
regarding
state
legislation
on
the
city
side,
there
is
an
a
an
ordinance
or
a
resolution,
I'm
not
sure
that
created
the
property
reserve
now,
because
we
have
this
MOU
in
place.
That
in
effect,
does
make
that
change
and
not
to
the
legislation
itself.
But
if
the
land
bank
were
to
adopt
its
own
policies,
that
does
not
require
city
legislative
change.
It
would
be
up
to
the
city
if
they
wanted
to
go
in
and
sunset
that
legislation
or
amend
that
legislation,
but
it
would
not
require
it.

our

So
the
Duquesne
School
of
Law
urban
development
practicum
is
a
place
where
second
and
third
year,
Duquesne
law
students
get
into
development
projects.
They
have
been
doing
this
under
the
professor
Joe
Mystics
auspices
and
I
have
worked
with
them
through
the
variety
of
my
consultations
around
blighted
and
abandoned
property
for
it's
too
long
to
say,
10
to
15
years.

So
they
this
year
have
tremendous
cast
capacity
in
a
particular
law
student
who's
now
third
year,
who
is
a
title,
abstract,
er
and
just
decided
to
go
to
law
school?
And
she
is
ramping
up
a
whole
infrastructure
for
these
students
to,
on
an
ongoing
basis,
have
the
capacity
the
training
to
do
local
title
reports,
so
they're
informal.

But
she
has
done
a
tremendous
job
at
creating
a
format
for
giving
as
good
a
look
into
the
background
of
any
given
parcel
on
the
local
level,
not
so
much
state
index,
searches
or
federal
index
searches,
but
certainly
on
the
local
level
through
all
of
the
resources
that
are
available
in
Allegheny
County.
So
they
are
offering
to
jump
in
with
us
on
this
first
set
of
properties
that
are
coming
through
the
pipeline
and
do
title
searches
again
very
informal.
We
wouldn't
rely
on
them.
We'd
always
need
to
get
a
title
commitment.

I
just
want
to
say
too
that
a
pray
over
a
year
ago,
I
talked
to
Paul,
get
Nick
who's
also
involved
with
Duquesne,
and
he
had
suggested
a
long
time
ago
that
they
would
love
to
work
with
us
on
this
I'm
glad
to
see
this
finally
come
to
fruition.
But
he
also
said
that
the
University
of
Pittsburgh,
he
thought,
was
a
good
partnership
and
that
they
would
actually
like
to
get
mobile
units
out
to
help
people
in
the
community.

the

the
you
know,
students
from
both
Pitt
and
Duquesne
together,
helping
us
to
untangle
some
of
these
property
titles
and
and
do
something
so
I
just
think.
It's
really
great
night
I
hope
that
you
have
a
conversation
with
Paul
cos.

shared
that
information
with
the
administration
a
long
time
ago.
They
were
going
to
reach
out
to
him,
but
I
think
it
would
be
really
great
to
actually
go
into
the
community
really
helping
people
and
partnering
with
the
Duquesne.

Informally,
what
I've
advised
the
staff
to
do
is
to
not
take
or
not
to
look
at
any
land,
that's
outside
of
our
council
districts,
the
three
council
districts
of
those
of
us
who
are
on
the
board
that
that
way,
there
is
no
conflict
between
councils
desires
and
our
desires
right.
So
we
are
only
going
to
look
at
properties
in
our
initial
phases
that
are
in
our
council
districts.
The
three
council
districts
represented,
which
are
also
the
three
most
affected
areas
too,
so
that
it
makes
sense
we
will.

will
have
an
ongoing
conversation
with
where
members
of
the
council
members
and
the
board
members
who
are
council
members
as
to
what
the
appropriate
notification
for
council
as
we
move
forward,
and
so
we
are,
we
have
been
thinking
about
it.
We
think
we're
safe
right
now
by
staying
in
our
districts.
That's
why
we're
doing
it,
but
we
will,
over
the
next
little.
While
is
we're
doing
the
property
reserve
figure
out
how
to
as
we
get
bigger,
how
to
make
that
notification
and
what
that
process
of
engagement
looks
like.

talk
about
the
audit
we
have
an
honor
coming
up,
for
they
will
submit
it
on
it
for
2017,
which
we
have
not
yet
accepted,
and
for
2018,
which
we
will
be
accepting
I
would
just
assume
do
them
both
at
the
same
time
rather
than
take
them
piecemeal
and
because
they're,
pretty
simple
audits.
We
haven't
had
much
activity,
so
the
auditing
firm
will
submit
those
next
meeting.

One
of
the
reasons
for
the
delay
was
trying
to
understand
whether
or
not
was
understanding
whether
or
not
the
land.
There
are
two
issues.
One
was
understanding
the
federal
tax
status
of
the
lam
bank,
which
does
affect
how

audit
is
put
together
assembled
how
the
how
the
financials
are
reviewed,
and
the
second
is
whether
or
not
the
lam
bank
was
a
component
unit
of
the
city
which
that.

was
a
term
that
we
are
in
fact
a
component
unit
of
the
city
of
Pittsburgh,
so
confirmed
by
the
controller's
office.
So
the
audit
needs
to
be
done
by
mid
April.
So
it
will
be
done
before
that,
ideally
for
the
April
board
meeting,
which
I
think
is
April
14th,
maybe
so
that
it
can
be
included
in
the
kafir'
which
comes
out
May
1st.
So
this
LAN
bank
is
a
component
unit
of
the
city
of
Pittsburgh
and
its
financials,
its
2018
audited.
Financial
statements
will
roll
up
into
the
kafir'
for
the
city.

At
the
next
meeting,
however,
we
did
have
some
receivables
activity,
which
is
more
exciting
to
me,
of
course,
which
includes
the
$50,000
final
grant
from
the
ura,
which
was
funds
remaining
in
a
Heinz
grant,
as
well
as
about
half
of
the
$200,000
line-item,
that
the
city
count
that
City
Council
passed
in
the
2018
budget,
so
we
did
receive
about
half
of
that
will
receive
the
rest.
When
we
invoice
it's
a
reimbursement,
it's
not
a
grant
upfront,
so
that
was
nice.
That
was
a
nice
sort
of
bumped
to
the
bank
account.

And
I
would
just
remind
everybody
that
no
land
bank
in
the
country
is
self-sufficient.
They
all
need
some
subsidies
or
grants
or
something
going
forward.
So
we
do
need
to
stay
on
top
of
this
I
know
it's
only
March,
but
the
city
budget
period
will
be
coming
upon
us
in
June
at
the
latest,
and
so
if
we
wanted
to
submit
a
request,
we
should
get
one
ready.

personal
preference,

different

perhaps
similar
to
to
actually
mr.
Smith
and
different
from
other

really
believe
that
we
should
move
to
do
is
to
fully
fund
the
land
bank
through
governmental
funds
used

Housing
Opportunity
Fund,
primarily
for
brick,
and
stick
projects
and
then
race,
soft
money
for
all
the
social
services
that
the
Housing
Opportunity
Fund
has
an
interest
in
doing
number
one.
The
city
is
not
a
social
service
agency.
That
is
not
our
mission.

county

strongly
think,
although
you
know
other
people
have
their
own
feelings
about
it.
Mr.
lavona
have
talked
primarily
about
this

think

really
think
using
the
Housing
Opportunity
Fund
for
soft
dollars
is
not
as
effective
as
using
it
for
brick
for
sticks
for
development,
because.

same
need
is
gonna,
be
reoccurring
right
where,
if
you
build
a
house
or
help
people
obtain
a
house
or
own
a
house
or
remodel
their
house,
then
you
have
families
living
those
houses
for
the
next
hundred
years.
They
become
an
affordable
place
for
the

years,
and
so
I
I
have
not
entered
that
conversation.

sort
of
wanted
to
see
what
they
did,
but
I
would
and
I've
said
it
privately.

Fund,

advocating

of

money

the
city
can
go
to
the
land
bank

think
the
land
bank
should

less
fund
raising

housing.

Opportunity
Fund
should
be
the
entry
area
of
the
city.

contract
is

weeks,
so
it
is
formally
set

they
can
get
it
done
by
early
May,
even
so,
hopefully
in
time
by
the
may
board
meeting
so
for
four
weeks
earlier,
which
we
are
going
to
sort
of
push
for
and
look

to,
try
and
do.

had
reception

our

state
partners,
which
actually

was
very,

well
and
inviting
them
to
understand

partner

representative
DeLuca
is
introduce
something
if
we
could
find
out
what
exactly
that
was

it's
supposed
to
be
somehow

supposed
to
hold
the
bank's
more
accountable
for
the
properties
that
they
have
vacant
in
the
city
to
you
know
maintain
those
properties
currently
I
think
that
I
don't
know.

I
was
a
realtor
and
we
had
listings
and
that
sort
of
thing
it
was
very
difficult
to
get
even
through
to
them
to
say:
hey,
your
grass
is
growing
up
too
high
and

thing
they
were
mostly
interested
in
selling
it.
So
it
is
the
the
legislation
speaks
to
that.
That
says
that
they
have
to
come
out
and
maintain
to
cut
the
grass
notice
all
do
those
kinds
of
that
legislation
has
been
pending
a
while,
but
you
know
some
momentum
for.

also

not
the
necessary
administration,
but
Department
of
PLI
never
really
set
forward
the
process
for
banks
actually
registered
to
this
day.

we
actually
register
our
property

city,
but
we
never
implemented
it
either.
So

worth
looking
into
and

for
us

supportive

something
that
will
help
us,
but
this
what
we're
doing
here
or
in
general
in
the
city
but
I
also
think
would
be
maybe
be
helpful
for
us
to
sit
down

talk

director
of
P&I
is
councilman.
Lavalle
had
mentioned,
that's
something
that
we're
not
implementing
in
and
we're.
Also
not.

We
also
incorporated
the
states
AK
90
into
our
code,
which
does
give
us
a
lot
of
authority,
and
yet
we
don't
see
that
enacted
either
in
this
city,
and
so
maybe
having
that
conversation
will
help
us
with
some
of
the
things
we're
trying
to
do
and
hoarding
other
people
accountable
for
paying
for
what
they
need
to
be
paying
for.
So
our
tax
dollars
aren't
paying
for
everything,
so
I
think
having
a
conversation
with
the
P&I
director
would
be
able
to
good
step
for
you.

they
go
in
the
houses
and
they
clean
up
the
vacant
properties
and
then
they
they
can
also
get
grant
money.
For
so
I
think
that
we
have
some
good
partners
but
I
think
to
me.
The
frustration
is
that
you

I

whole
process,
where
we're
saying
that
we
have
to
make
sure
people
receive
notice
and
all
the
others.
But
if
you
read
the
law,
it
says
we
have
to
attempt
to
give
notice
it
doesn't.

can't
reach
somebody
and
you've
tried
for
over
a
year,
you've
attempted
and
I
mean
we've
met
our
legal
responsibilities.
So
now
it's
time
to
go
on
that
property
and
clean
it,
so
residents
aren't
having
to
live
next
to
it,
I
mean
if
I
would
want
to
live
next
to
some
of
these
properties.
I
think
it's
despicable
that
we
allow
anybody
to
live
next
to
them.
When
you
can
clean
them
up,
go
clean
them
up,
so
I
think.

other

I
asked

make
one
statement.
First
of
all,
I'm
grateful
for
all
the
board
members
and
all
of
your
participation.
I've
said
this
I
think
we
have
the
probably
the
strongest
ward
of
any
of
the
city
authorities
on
this
board.
I
believe
it's
the
strongest
I
wonder
broad
tension
as
something
was
saying
earlier
and
I
just
want
to.

mentor
to
me
he
has
with
no
reason
invested
in
me
early
on
in
my
political
career
and
he
has
been
creeks,
Wyatt,
Lee
and
very
gentlemanly
I've,
never
heard
him
raise
his
voice,
but
he
has.
He
has
willed
a
great
influence
in
our
city
on
all
levels
and
is
one
of
the
Arlene
advocates
in
in
in
Harrisburg,
and
so
I
am
thankful
for
his
work
on
the
land
bank.
But,
on
a
personal
note
senator
you
have.
