A
City
council
meeting
for
april
22nd
2021
we're
going
to
start
with
our
invocation
and
pledge
of
allegiance.
Our
invocation
this
evening
will
be
given
by
reverend
jeremy
cheryl
from
the
greater
faith
apostolic
church.
Please
rise
for
prayer
for
reverend
check
with
reverend
cheryl
and
the
pledge
of
allegiance.
B
Father,
we
love
you
jesus
and
we
thank
you
for
all
of
your
blessings
in
our
life.
We
thank
you
for
our
local
leadership
here
in
our
community.
We
are
grateful
and
we
praise
you
for
it
and
we
look
to
you.
Lord.
You
are
the
author
and
the
finisher
of
our
fate
in
you.
We
live
and
move
and
have
our
being,
and
your
word
says
that
when
we
lack
wisdom,
we
can
look
to
you
and
ask
for
your
guidance
and
your
wisdom,
and
so
that's
our
intent
today.
B
I
appreciate
their
heart
to
start
their
meetings
with
prayer
and
we
look
to
you
for
counsel,
for
direction
and
for
wisdom
to
lead
and
make
sound
decisions
led
by
you.
First
and
foremost,
let
your
will
be
done.
Let
your
grace
be
ministered
to
each
one
of
us
in
jesus
name.
We
pray
thank
you
for
it.
Amen.
A
F
E
A
H
Yeah,
just
listening
to
all
those
minutes
that
you
rattled
off
I'd
like
to
thank
the
council
for
being
such
a
quite
meaningful
group
and
definitely
goes
a
long
way.
Helping
us
get
things
done
with
those
extra
meetings
that
we've
had
other
than
that.
I
just
have
some
things
in
miscellaneous.
A
Okay,
now
I'll
agree
and
while
we've
been
busy,
that's
a
sign
of
good
things
happening,
but
I
agree:
any
members
from
council
have
anything
for
audience
participation
again,
I'm
sorry.
I
can't
see
everyone.
A
No
okay,
no
audience
participation,
we're
going
to
move
on
to
communications.
We
want
one
piece
of
communication:
that's
a
letter
from
the
ohio
division
of
liquor,
control
regarding
transfer
of
liquor,
license
two
silver
springs:
llc
from
timothy
ray
gerhart,
doing
business
as
dims
news
and
novelties.
A
I
had
one
question
for
this
brigham:
if
you
wouldn't
care
and
looking
at
that
communication,
even
if
we
do
not
request
a
hearing
does
do
we
have
to
submit
this
back
as
no
hearing
or
can
we
just
simply
just
let
it
let
it
go.
I
J
A
A
J
C
A
K
L
K
L
J
G
G
A
J
K
L
K
F
L
J
A
I
Yeah
that
you
can
it's
no
problem
to
add
them
if
they
were
already,
but
even
if
they
weren't.
You
can
add
that
to
the
meeting
minutes
that
they
wanted
to
sponsor
the
bill.
E
E
A
Okay,
if
you
would
please
make
part
of
those
those
minutes,
thank
you.
A
C
Yeah
I'd
like
to
mention
that
this
favorably
recommended
by
the
finance
committee
and
I'd
like
to
go
on
to
make
a
motion
that
we
suspend
the
rules
and
give
ordinance
21,
23,
second
and
third
reading
by
title.
Only
and
I'd
also
like
to
mention
that
this
is
just
strictly
every
year
thing.
We've
done
some
of
us
for
a
lot
of
years.
Some
of
us
are
new,
but
it's
just
customary
to
do
it.
E
A
K

K

L
J
A
G
G
E
E
K
L
K
F
A
J
M
A
K
L
K
F
J
A
Resolution
2118
has
passed
with
the
clerk.
Please
give
resolution
21
20
time
reading
by
title
only.
E
F
A
C
And
under
under
discussion
of
this,
I
like
to
make
a
comment
here,
because
we've
got
three
things
as
chris
mentioned:
20,
21,
22
and
23,
and
it
looks
like
that
a
lot
of
teamwork
went
into
finding
the
best
equipment
for
the
best
price
and
figuring
out
how
to
make
the
payments
and
how
to
do
the
the
state
list.
I
mean
it
was
it's
a
well
needed
equipment
and
I'm
glad
to
see
we're
getting
it.
C
N
A
N
Already
included
in
our
permanent
budget
for
the
year.
K
L
K
F
E
G
A
J
K
E
C
C
I
thought
we
already
had
it
first.
I
thought
someone
spoke.
Somebody
beat
me
to
the
draw
yeah
I'd,
make
a
motion
to
to
go
ahead
and
pass
orders
21.81.
K
L
K
J
L
F
D
A
C
Yeah
I'd
like
to
mention
that
this
was
also
favorably
recommended
in
a
very
busy
finance
committee
meeting
this
evening.
I'd
like
to
go
ahead
and
make
a
motion
to
pass
21
22.
K
L
K
L
L
A
H
There
yeah-
and
I
believe,
chief
wagner's
on
too
I
was
gonna
speak
on.
We
have
some
financing
options
for
the
police
vehicles.
Finally,
that
we
talked
about
there's
two
options:
we
like
the
second
one,
which
is
a
five
year
better
than
the
three
year.
However,
the
three
year
is
at
a
1.7
1.7
interest
rate,
whereas
the
five
is
at
18.25.
H
However,
what
we
see
coming
out
of
the
budget
you
know
each
year
is
a
difference
in
year,
one
being
45
000
versus
26
000
it
over
the
five
years.
It's
an
additional
thousand
dollar
year,
but
I
think
the
relief
gives
to
the
budget
each
year
is
comfortable
for
us
and
that
lower
interest
rate
of
three.
E
M
I
was
just
I
was
just
gonna
say
the
mayor
is
correct:
we
have
a
payment
coming
out
in
may,
and
next
year
also
want
the
council
to
be
aware.
I
guess
everyone's
heard
on
the
national
news
about
the
chip
shortage
and
we
ordered
a
vehicle
last
year
when
and
if
we
move
forward
with
this.
This
will
be
several
several
months
before
that
equipment
will
arrive.
Just
want
to
make
council
aware.
E
F
H
This
would
be
the
purchase
of
three
vehicles
actually,
and
it
would
start
to
rid
all
of
our
old
vehicles
that
were
like.
We
saw
crown
vics
in
the
fleet,
so
this
would
get
rid
of
one
of
those
and
a
couple
of
the
2014's
that
we
have
and
be
able
to
start
replacing
those
cars
as
we
have
been
each
year.
But
this
actually
doing
it
at
a
five-year
finance
rate
would
be
able
to
put
some
relief
on
the
budget
at
a
very
small
cost.
M
Okay,
I
just
also
wanted
to
mention-
and
I
believe
in
one
of
our
budget
workshops-
not
this
year.
The
year
before,
where
we
had
started
replacing
vehicles
over
the
years,
our
savings
and
maintenance
cost
alone
has
been
substantial
without
having
those
figures
in
front
of
me,
I
I
don't
know
the
exact
numbers,
but
I
I
believe
john
would
agree
that
maintenance
savings
over
the
last
few
years,
replacing
vehicles
as
we
can
has
been
substantial
to
our
budget.
A
Also,
if
I
could
I'm
from
john
correct
me,
if
I'm
wrong
the
great
majority
of
the
new
police
vehicles,
the
debt
payment
for
that
is
the
auction
from
the
police.
Impound
lot
is
that
correct.
O
Yes,
I
think
that
would
be
good
and
when
I'm
talking
with
mike
burns
and
our
bond
council
and
our
bond
underwriter
tomorrow,
you
know
that
was
a
2.87
percent
interest
rate.
So
that
would
be
something
good
that
we
can
just
kind
of
ask.
I
can
ask
and
get
an
opinion
on
that
also.
M
M
O
M
Yes,
yes,
I'm
hoping
to
have
those
prepared
and
ready
for
next
council
meeting.
I
do
apologize.
I
usually
have
this
stuff
much
quicker
in
the
year.
However,
we
wanted
to
do
our
due
diligence
and
we
had
some
other
options
that
we
were
looking
at.
They
did
not
turn
out
to
be
near
as
economical
as
we
had
hoped,
and
so
I
believe
this
is
the
best
option
and
the
best
use
of
our
monies
for
vehicle
replacement.
L
E
C
I'd
like
to
be
added
on
to
that
ordinance
too,
for
pam.
D
I
would
like
to
thank
council
for
passing
all
the
resolution
origins
in
order
for
us
to
have
a
little
better
equipment.
I
really
appreciate
that.
Thank
you.
A
No
one
else,
I
had
a
few
things.
First
of
all,
again,
I
want
to
remind
all
council
members
that
the
reporting
to
the
ethics
commission
is
due.
May
17
2021
make
sure
that
you
have
that
reported
it
in
I've
spoken
to
chairman
harvey
about
the
addition
of
a
zoning
workshop
like
we've
had
before,
and
he
is
working
on
getting
that
date
together
and
we'll
be
reaching
out
to
all
of
us.
With
that,
I
know.
A
Dora
designated
outdoor
refreshment
area
discussions,
I'm
gonna,
ask
councilman
hawk.
He
would
possibly
schedule
a
strategic
plan
committee
meeting
discussed
two
things:
the
designated
outdoor
refreshment
area
designation.
I
think
that
would
help
the
idea
is
to
help
a
lot
of
our
small
businesses.
Restaurants.
A
The
second
would
be
again
additional
discussion
for
sanitation
rates,
which
I
sent
again
also
the
excel
spreadsheets
by
email
last
week
for
everyone
to
review
so
jacob.
If
you
could
work
on
a
date
and
send
that
out
at
your
convenience
for
those
two
topics.
A
Also,
I
had
just
going
back
for
our
puc
meeting
beth
if
you
could
get
with
chris
and
craig
to
schedule
the
puc
meeting
in
coordination
with
davis
in
a
presentation
from
him
or
our
cops
recommendations.
Moving
forward
for
the
city.
E
K
D
I
G
G
D
C
If
I
could
comment
on
that,
we
I
followed
mine-
probably
I
don't
know
two
months
ago,
but
it
is,
it
has
gotten
so
easy
to
go
online
and
do
it
because
it
holds
the
previous
years.
If
you,
if
you
were
a
candidate
two
years
ago
or
three
years,
how
many
years
you've
been
there,
it
retains
the
information.
C
So
all
you
have
to
do
is
just
get
back
online
and
put
your
I'll
get.
How
how
I
got
the
social
security
number.
What
but
it
they
just
all
the
blanks
are
filled
in.
All
you
have
to
do
is
go
through
and
check
them
that,
if
they're
correct
and
if
you've
added
anything
else,
you
have
to
report
but
three
or
four
minutes
and
you're
done
you
submit,
I
think
they
take.
I
think
you
got
to
pay
35
or
30.
C
Money
scams,
while
it
is
they
they
could
care
less
about.
You
know
what's
going
on
with
you
financially,
but
you
have
to
send
them
a
give
them
a
credit
card
or
something
to
pay
the
the
30
30
bucks
or
whatever
it
is,
and
you're
done
for
another
year.
So
just.
H
It's
the
first
time
for
me.
I
just
want
to
say
that
we
received
our
march
financials.
A
A
K
N
G
J
M
E
O
Just
if
you
have
questions
about
that,
I
tried
to
keep
it
in
the
same
format
that
you
had
presented
last
time.
If
you
have
any
questions
phone
call
away.
