A
The
company
to
do
it
basically
the
net
arrangements
is,
is
you
know
the
agreement
that
you
would
have
with
the
port
authority
would
pretty
much
mirror
that
to
the
business,
the
only
thing
would
be,
the
difference
would
be.
Port
authority
does
a
25
a
month,
administrative
fee,
if
there's
any
rents
or
anything
charged
or
whatever,
and
I
think
in
this
case
here
this
is
a
totally
new
venture
and
a
totally
new
thing.
A
We
tried
to
represent
that
lease
for
the
security
of
the
city,
not
necessarily
a
revenue
stream
to
be
coming
into
the
city,
but
to
make
sure
the
city
is
covered
and
doesn't
have
to
pick
up
any
additional
cost
for
utilities
that
the
business
would
be
picking
up
the
responsibilities
of
maintaining
and
cleaning
that
area
the
restrooms
there,
as
well
as
the
others,
and
then
there's
language
in
that
that
those
leases
or
whatever
that
would
be
for
the
first
year
and
then
after
that,
it
would
be
negotiated
looking
towards
what
a
market
rate
would
be
for
a
downtown
business.
A
Associated
with
the
as
far
as
businesses
covering
utility
costs
and
all
that
kind
of
thing
and
hours
of
opening
and
season,
and
that
kind
of
thing
the
details
in
it.
But
we
tried
to
capture
at
least
what
I
had
heard
from
you
know
the
city
and
talking
with
the
mayor
and
and
administration
and
things
on
that
to
reflect
that
in
place.
So
we
we
drafted
that
and
sent
it
to
the
city,
and
I
think,
as
nate
had
said,
that
it
was
sent
down
to
legal
counsel
and
hopefully
that
language
is
okay.
A
We
pretty
much
drafted
that
based
upon
you,
know
the
the
same
type
of
thing
that
we
did
for
the
depot.
I
don't
know
how,
many
years
ago,.
D
Lot
hey
mayor:
do
you
happen
to
have
the
conceptual
drawings
for
that
area
that
you
would
possibly
be
able
to.
D
A
Send
them
to,
I
believe
you
with
the
when
I
sent
elise
that
as
well
as
the
cost
breakout,
let
me
see
hold
on
I'll
look
real
quick.
I
would
have
sent
that
to
you
probably
last
friday.
I
believe.
E
A
Okay,
you'd
like
me
to
walk
you
through
that
a
little
bit
yeah.
I
think
we
have
time
okay.
Well,
you
see
the
the
odot
building
there
and
and
the
concession
and
that's
that's
the
part
that
we're
talking
about
now,
but
what
we're
proposing
to
do
over
there
would
be
to
do
some
improvements
that
would
help
facilitate
that
area,
mainly
to
block
off
automobile
traffic
through
that
area,
working
putting
some
planners
and
kind
of
already
worked
with
arch
and
bloom,
and
we
have
some
of
that
in
motion
to
where
they
could
still
move.
A
You
get
vehicles
in
and
out,
but
while
in
use
or
whatever
and
kids
or
people
walking
back
and
forth
there
that
that
that
would
be,
you
know,
put
up
as
barriers.
He
did
ask
as
part
of
his
arrangements
to
be
able
to
put
some
tables
out
in
that
area
for
people
to
sit
neat.
You
can
see
that
shown
in
there.
A
You'll
also
see
the
caboose
there
and
the
caboose
there's
been
dollars
and
labor
and
things
put
up
by
the
county
commissioners
to
buy
the
materials
and
and
vocational
school
to
do
the
work
and
things
on
that
and
we're
looking
at
proposing
some
other
improvements
to
where
that
caboose
could
be
there
and
would
be
available
and
available
to
the
business
to
rent
out
for
birthday,
parties
be
open
to
the
public.
Otherwise
the
business
would
be
assuming
the
responsibility,
maintaining
and
cleaning
that
area
and
the
caboose
and
things
also
as
part
of
that
agreement
on
it.
A
So
you'll
see
also
there
an
addition
of
additional
shelter
and
it's
kind
of
hard
to
see,
but
in
the
splash
park
they're.
Looking
at
a
we're
looking
at
a
handicap,
feature
water
feature
with
for
those
and
some
other
minor
improvements
there.
We
think
that
we
can
use
some
program
income
dollars
to
make
those
improvements
on
that
you'll
see
in
that
picture
down
on
the
far
left
kind
of
consolidation
of
those
containers.
A
We've
had
some
discussions
on
that
and
coordinating
pushing
those
together
and
we
have
gotten
quotes,
or
whatever
from
the
company
here
here
locally
out
by
the
old
cement
plant
used
to
be
they
do.
Those
facade
covers
for
amusement
parks
and
things
like
busch
gardens
and
that
kind
of
thing
so
they're
looking
at
being
able
to
do
a
wrap
there.
That
would
be
complementary
to
the
theme
in
that
area
and
then
you're,
seeing
a
train
running
there
in
a
tunnel.
A
Basically
that's
a
project,
I
think
the
friends
of
ironson's
wanting
to
take
on
where
they
have
that
train.
It
would
be
there
set
up
at
least
seasonably
and
things
where
it
would
be
available
for
kids
to
ride
those
type
of
things,
and
that
tunnel
is
basically
a
glorified
container.
That's
got
a
rock
covering
that
covers
that
can
be
assembled
over
top
of
it
made
out
of
styrofoam,
and
it
could
you
know
do
that.
F
A
A
The
whole
idea
is
to
try
to
get
ownerships
of
this
and
to
take
care
of
it,
and
we
were
thinking
that
maybe
on
the
interim,
if,
if
nothing
else,
we
could
use
some
of
the
paintings
or
things
that
were
in
the
windows
at
the
brumberg
building
and
and
take
over
there
and
then
kind
of
set
it
up
for
rotating
art
thing.
So
so
what
we
propose
you
know
if
this
is
the
case,
you
know
city
decides
to
go
forward
with
this.
A
A
A
We
have
a
targeted
budget
of
about
a
hundred
and
twenty
thousand
dollars,
of
which
you
know
we
can
make
probably
good
dent
and
that
will
from
the
program,
income
and
I've
already
kind
of
got
preliminary
initial
commitments
from
different
organizations
to
do
different
parts
and-
and
I
believe
the
county
commissioners
are
willing
to
contribute
some
money
to
see
it
happen,
and
things
too
in
addition
to
what
they've
already
put
in
it.
So
that's
a
quick
or
through.
G
Ralph,
I
got
a
quick
question
for
you
or
are
those
are?
Are
those
jobs
at
the
shake
shop?
There
are
those
seasonal
or
will
they
be
creating
new
jobs
for
those
people.
E
Yeah
and
we've
also
talked
about
you
know
the
the
presence
we
wanted
to
make
with
christmas.
You
know
downtown
christmas
and
stuff
moving
forward
and
they
were
very
open
to
you
know
doing
some
special
events
throughout
the
year
based
around
that
as
well.
A
Yeah
and
if
they,
if
we
do
wizard
fest,
that
kind
of
thing
they
would
open
up
for
those
events,
and
that
in
turn,
helps
us
to
open
and
maintain
those
restrooms
and
keeping
trash
clean
up
in
the
area
of
chat
receptacles
that
type
of
thing
there,
since
they're
having
food
products,
they're,
looking
like
two
or
three
times
a
day
going
through
and
removing
you
know
emptying
the
trash
receptacles
all
around
the
area.
G
But
that's
that's,
obviously
why
I
was
asking
and
it's
it's
a
shame
that
we
can't
figure
out
a
way
logistically
or
maybe
ralph
some
people
or
the
friends
of
ironton,
some
people
that
you
know
and
that
deal
with
tr
that
deal
with
turning
things
around
like
this
and
may
be
able
to
figure
out
a
way
to
convert
the
splash
park
into
an
ice
skating
rink
during
the
winter
time,
because
the
area
my
sister
lives
in
in
tennessee,
they
have
a
seasonal
ice
skating,
rink
and
that
place
is
packed
all
the
time.
G
So
anyway,.
A
That
was
one
item
of
discussion
that
we
did
have
and
try
to
keep
that
flexibility.
If
you
notice
that
the
train
area
there,
we
said
it
would
be
set
up,
it
could
be
removed,
so
we
could
even
come
in
there
and
and
do
something
at
that.
You
know
one
of
the
discussions
was
trying
to
do
that
christmas,
village
and
things.
Although
christmas
village,
you
probably
want
to
train
there
and
and
and
some
of
the
others.
So
the
idea,
I
think,
is
to
keep
a
lot
of
this
stuff,
mobile
and
flexible.
A
So
that's
gives
us
maximum
flexibility
to
do
what
we
would
we
can
want
to
do.
One
thing
I
did
forget
to
mention:
you
see
the
arts
in
the
background.
A
I
think
stainless
steel
whatever
and
be
dual
sided
there
and
been
talking
with
harrington
and
bloom.
As
far
as
doing
maybe
some
quote
hanging
baskets
and
some
landscaping
around
that
area
and
things
too
so
that
would.
H
A
G
G
G
Can't
hear
me,
I
can't
I
can't
give
me
just
a
second,
so
we
have
with
us
tonight
from
the
city
mission,
church,
reverend
jeff
kermeen's-
to
do
our
invocation,
we'll
follow
that
with
the
pledge
of
allegiance.
If
you
would
like
to
stand
after
reverend,
crimean's
finishes
pledge
of
allegiance
and
the
flag
is
right
here.
If
you
need
one
go
ahead:
pastor.
B
B
G
K
I
K
A
K
G
G
Next,
we
have
in
the
meeting
agenda
packet
for
tonight
the
90
page
packet
for
tonight.
Thank
you,
marta.
Our
finance
committee
meeting
minutes
of
april
22
2021,
the
regular
council
meeting
minutes
of
april
22
2021,
the
strategic
planning
committee
meeting
minutes
of
may
4th
2021..
G
G
Next
we
have
audience
participation
and
believe
the
mayor
wanted
to
address
council.
I
also
received
a
sorry
I
had
to
move
my
computer
gotta
go
later
back
here,
also
received
a
letter
from
it
says
william
and
deanna
crow,
but
I
believe
that's
tony
and
ruth
crowe
they're,
better
known
to
the
ironton
city
council
regarding
a
house
at
804,
south
fourth
street,
and
it
basically
being
unkept.
G
I
believe
he
emailed
that
to
all
of
the
council
members
at
their
council
email
addresses
with
pictures.
Since
then
the
grass
has
been
cut
and
also,
I
believe
we
discussed
in
one
of
those
meetings
of
referenced
here
recently
identified
properties
to
be
demolished,
and
I
believe
that
one
was
on
the
list.
If
I'm
not
mistaken,
804
south
fork
is
that
correct?
G
So
I
think
that
this
issue's
resolved
itself.
However,
I
I
will
say
for
citizens
that
are
that
are
watching
are
public
utilities
and
our
oh,
what
brett?
What's
your
title
these
days.
G
Public,
our
public
service,
director
and
zoning
officer
would
would
take
those
requests,
that's
the
appropriate
channel
if
you
want
to
contact
the
city,
the
city
council,
although
we
get
requests
like
this,
a
lot
really
just
legislates
and
appropriates
and
doesn't
really
handle
the
day-to-day
things
like
this.
So
the
appropriate
people
for
contacting
about
blighted
properties
etc
would
be
brett.
Thomas
and
susan
dooley
here
within
the
city
and
the
mayor's
office
can
direct
you
to
those
people,
just
as
a
small
move.
E
Yeah,
no
primarily
zoning
and
building
public
service
coordinator
susan
dooley.
They
sent
the
letter
to
us
too,
and
we,
I
called
tony
to
talk
to
him.
We
got
a
cut
and
everything
this
week.
Okay,
it
didn't
happen.
G
I
Yeah
I
had
more
calls
and
more
people
flying
me
down
over
the
trees
being
cut
down
in
the
downtown
area.
I
I
went
through
this
probably
a
month
ago
when
the
trees
were
cut
around
the
old
kreske's
building,
and
you
know
I
know
iron
and
bloom
and
some
of
the
other
civic
groups
worked
hard
to
buy
certain
trees
to
put
downtown.
I
know
some
of
them
shed
berries
and
whatever
I
thought
we
were
done
with
it,
and
now
it
looks
like
they're
going
right
out
street
with
on
both
sides
taking
out
all
the
trees.
So
damn?
What
can
you
tell
me
about
that?
So
I
can
tell
a
residence.
E
Yeah
we
are
and
ralph's
still
on
here
too,
but
we've
been
working
with
ironson
and
bloom
to
go
through
and
do
a
replacement
program.
I
don't
know
if
anyone
saw
ralph's
article
in
the
newspaper.
It
was
really
good
article
kind
of
explaining
how
you
know
years
ago,
when
we
did
do
the
downtown
trees.
E
We
have
went
through
and
identified
a
lot
of
problem
trees
had
those
cut
and
then
went
along
with
the
businesses
to
kind
of
find
what
was
the
best
suited
either
a
tree
or
shrubs
to
go
in
front
of
those
buildings.
E
You
know
to
compensate
and
keep
our
green
space,
so
they
are
starting
the
grinding
there's,
a
service
that
will
be
coming
in
sunday
to
grind
out
all
the
tree.
Stumps.
It's
not
going
to
have
to
sit
for
a
year
and
rot
like
we
typically
would
and
they're
planning
to
plant
those
next
week
and
mulch
those
in
time
for
memorial
day.
So
we
will
be
putting
more
trees
back
in
immediately.
E
A
I
think
you
summarized
it
pretty
good
and
we
had
really
good
reaction
once
people
knew
what
we
were
doing
and
and
the
business
owners,
and
they
have
really
enjoyed
appreciated
the
city
coming
out
and
working
with
them
and
things
on
it.
C
A
J
H
On
the
flood
wall
he
said
he's
noticed
that
other
areas
have
been
cut,
but
north
first
has
not
been
cut
this
year
and
he
was
wondering
if
you
can
get
a
time
or
estimate
of
when
that
will
be
cut.
E
I
know
they
they've
cut
the
the
flats
down
there,
but,
as
I
was
telling
you,
it's
been
wet
for
quite
a
while.
That's
been
a
challenge
of
ours.
You
know
even
those
zero
center
gravity,
they're
sliding,
but
and
also
we've
had
the
flood
department
just
stretched
out
and
to
other
you
know,
helping
patch
helping
cut
these
trees.
It's
been
mike's
kind
of
got
a
team
effort
going
with
the
all
of
his
departments
down
there.
E
So
now
that
it's
drying
up
a
little
bit
and
we've
kind
of
got
past
the
tree,
cutting
that
you
know
we
should
be
getting
on
it
this
week.
If
they
haven't
already.
I
don't.
I
know
that
you
got
that
message
last
week
right.
H
Yeah
I
went
down
by
there
was
one
day
week.
It
wasn't,
they.
E
E
Yeah,
I
know
they've
at
least
got
the
high
grass
off
from
the
streets
and
kind
of
it's
just.
The
only
part
is
the
the
slope
there,
which
was
their
the
only
struggle
they
were
trying
to.
You
know
deal
with
with
the
wet
grass
and
not
trying
to
flip
anything
or
have
it
slide
down
the
hill
on
them
the
same
as
ellison
street
too.
E
G
F
L
Yes,
I
have,
but
unfortunately
with
covid
our
overdose
and
our
opioid
epidemic
is
flourishing.
Since
friday
we
have
had
three
over
at
overdose
deaths.
L
F
L
We're
making
we're
making
some
significant
arrests.
I
believe
the
prosecutor
we've
been
saying
that
our
road
guys
are
doing
really
good
at
trying
to
and
eliminate
the
problem,
but
we're
just
covered
up
with
it.
Unfortunately,
right.
F
Well,
with
this
with
this
neighborhood,
they
end
up
at
the
beachwood
park
and
they
linger
around
there
and
there's
kids
playing.
L
L
G
E
Yeah,
I'm
just
gonna
have
a
brief
touch
on
the
flow
meters
those
are
in,
and
up
and
running
now
I
did
want
to
just
for
john's
sake,
in
your
all
sake,
kind
of
give
you
an
idea
of
how
the
financing
is
going
to
work
with
the
zero
interest
loan
that
we
will
use
on
the
planning
kevin
wood
is
on
the
call.
I
think
he
can
kind
of
explain
the
time
frame
we're
looking
at
with
it.
So
some
of
those
costs,
I
believe,
are
going
to
have
to
come.
M
Yes
mayor,
so,
as
the
mayor
indicated
as
of
today,
the
the
13
flow
meters
that
are
located
throughout
town
that
will
be
the
end
for
probably
three
months
were
installed
and
are
operational.
So
the
next
time
it
rains
and
as
I
look
forward
it
looks
like
starting
sunday,
there
may
be
some
rain
in
the
area.
It
will
every
five
minutes.
M
They
record
the
flow
coming
through
those
and
the
remaining
five
flow
meters
on
the
cso
locations
are
projected
to
be
delivered
to
the
wastewater
treatment
plant
this
time
rather
than
city
hall
by
mid
to
late
next
week,
and
they
are
slated
to
install
those
may
25th
to
the
27th
and
so
the
way
that
the
financing
will
work.
M
I've
confirmed
with
epa
there's
an
upfront
installation
cost
for
these,
and
then
there
is
a
monthly
rental
for
the
data
collection
and
monitoring
and
maintenance,
all
of
the
upfront
costs
and
the
cost
for
the
first
12
months
of
rental.
M
We
can
pull
all
of
that
back
into
one
estimated
lump
sum,
and
the
epa
will
allow
you
to
take
a
five
year.
Zero
percent
interest
planning
loan
that
that
we
can
apply
for
now,
and
this
can
get
that
loan
and
you
will
have
funds
to
pay
all
of
the
upfront
costs
and
then
on
these
ongoing
costs
for
the
next
12
months.
You
can
also
use
that
to
cover
those
the
monthly
cost
after
12
months
from
now
cannot
be
captured
in
this
loan,
because
it's
a
one
one
time.
M
M
There
may
be
some
other
ancillary
cost
and
we
will
wrap
everything
into
that
loan
application.
We
can
so
it's
there
if
you
want
to
take
it
in
order
to
get
that
loan,
they
accept
applications.
We
have
to
get
it
in
by
the
first
of
the
month
or
the
say
the
end
of
the
month
and
in
order
to
be
approved
on
the
agenda
for
the
month
after
that.
So,
for
example,
if
we're
able
to
get
it
in
by
the
first
of
june,.
F
M
A
D
Craig,
I
sat
in
some
of
the
feasibility
meetings
with
kevin,
so
I
was
able
to
to
get
some
of
this
information
ahead
of
time
and
I've
discussed
with
also
with
john,
as
far
as
best
way
to
possibly
address
upfront
payment
for
those
meters,
and
I
kind
of
recommend
it
to
him
that
we
pay
that
hundred
sixty
thousand
dollars
of
upfront
out
of
fund
90
capital
infrastructure,
and
then
that
would
be
returned
back
to
that
fund
with
that
epa.
D
E
I'm
I
was
yeah.
We
spoke
about
that,
I'm
fine
with
that.
I
just,
I
think,
we'll
need
approval
to
go
after
the
loan.
If
I'm
not
mistaken
or
it
is
that
covered
by
the
the
money
we
already
passed,
do
we
have
to
have
the
the
loan
approved
to
go
after
a
loan,
or
is
it
since
we
already
said
we
were
spending
up
to
360
000
on
this
project
that
that
it's
more
so
just
letting
you
guys
know
if
we're
gonna
go
after
a
zero
interest
loan
or
if
you
want
to
pay
it
straight
up.
G
M
C
B
E
M
Yeah
we
we
applied
again
this
past
august
and
we
will
play
again
yes,
next
august.
G
G
H
Make
a
motion
to
declare
an
emergency
and
give
ordinance
21
24,
second
and
third
reading
by
title.
Only.
H
K
I
K
H
K
N
I
E
Yeah,
no,
I,
with
the
repeal
of
that
ordinance.
E
I
know
I'm
sure
you
all
are
aware
that
the
the
state
is
removing
the
order
june
2nd,
so
it
will
still
be
in
effect
until
june
2nd,
but
we've
you
know
released
it
so,
once
june
2nd
comes
all
masked,
mandates
are
are
removed,
but
we
will
still
be
under
the
government
and
the
health
directors
order
until
june
2nd.
I
just
want
people.
G
In
that
yeah
and
individual
individual
businesses
and
and
individuals
still
have
the
right
to
require
that
in
their
business,
individuals
can
so
choose
to
continue
wearing
them,
where
they
don't
feel
comfortable.
G
You
have
to
take
your
masks
off
or
you
have
to
be
a
butthole
to
people
when
you
go
into
a
business
about
a
mask,
and
you
know
I.
I
really
commend
this
this
group
at
the
beginning
of
the
pandemic.
G
Some
politically
charged,
but
not
in
ireland.
I
think
we
all
did
the
right
thing
by
our
community
and
now
now
that
we're
seeing
vaccinations
and
a
bigger
light
at
the
end
of
the
tunnel
and
decrease
hospitalizations
and
decrease
mortality,
it's
the
right
time
to
move
forward
to
let
let
people
choose
to
get
vaccinated.
Let
people
choose
to
be
masked
or
non-masked,
and
so
I
I
applaud
this
body
for
not
making
these
kind
of
things
political,
where
our
nation
has.
G
We,
as
a
community,
have
done
the
right
thing,
I
think
by
buyer
citizens.
So
anyway,
chris
did
you
have
something.
H
Nope,
I'm
glad
we
were
finally
like
you
said
seeing
the
light
at
the
end
of
the
tunnel
thanks
for
getting
back
to
somewhat
normal
got
somebody
at
the
door.

Yeah
I'd
like
to
mention
this
ordinance
2126
was
favorably
recommended
by
the
finance
committee.
I'd
also
like
to
make
a
motion,
suspend
the
rules
and
give
21
26.
Second
third

by

only.

Yeah
I'd
like
to
to
make
a
note
here
that
it
was
favorably
recommended
by
the
finance
committee,
I'd
like
to
make
a
motion
that
we
suspend
the
rules
and
give
2127
second
and
third
ring
by
title.
Only.

An

for
the
issuance
of
not
to

two

seven
hundred
fifty
thousand
dollars
of

by
the

for
acquiring
energy
conservation,
improvements
in
municipal

authorizing
sale

here's

Ordinance
2131
is
adopted.
Next
we
have
resolutions
and
there
are
none.
Next
is
miscellaneous.
I've
got
two
things
by
bio
ordinance.
Our
next
meeting
is
the
monday
preceding
the
labor
day
holiday.
So
our
next
meeting
is
may
24th
on
a
monday,
because
in
ironton
thursday
night
of
that
week
is
navy
night.
So
by
ordinance
our
meeting
is
monday
may
24th.
G
G
O
G
Hey
john,
I
I
thought
I
actually
thought
you
were
raising
your
hand,
because
I
mentioned
the
tax
deadline
being
monday.
Are
there
any
extended
hours
like
on
saturday.
H
Yeah,
I
just
wanted
to
mention
my
visitor
they're
during
the
meeting
with
my
neighbor,
mr
cliver.
We
always
talk
baseball
and
softball
when
I've
got
the
kids
playing
in
the
yard
and
he
wanted
to
show
me
go
ahead
and
mention
that
his
write-up
of
his
granddaughter
in
the
tribune
he
was
proud
of
us.
I'm
sure
we'll
have
one
conversation
mention.
Mr
his.
E
O
Yes,
as
long
as
we're
giving
accolades
the
assistant
finance
director
missy
schreck,
her
daughter
riley
is
participating
in
a
national
tournament,
she's
ranked
fourth
in
her
division
and
javelin
going
into
the
tournament
she
has
thrown
javelin
for
about
a
month
now.
So.
G
G
E
Yeah
we
need
there's
an
executive
session.
We
need
with
brandon
taylor,
anderson's
dale,
south,
safe,
sorry
dale.
I
know
I
said
it
wrong
either
way
and
council.
C
E
Imminent
litigation,
no
action
to
follow.
F
E
Oh
I'm
muted,
yes,
council,
city,
solicitor.
G
K
I
K

G

K
It's
okay
flying.
