The
other
item
of
old
business
and
that's
the
petition
representing
the
aitkin
county
school
board,
requesting
a
variance
but
resulting

section
4.4.7,

to
permit
an
electronic
readable
award
sign.
That's
on
property
zone,
residential
multi-family,
low
density.
E
E
The
purpose
of
the
request
for
you
is
to
permit
an
additional
freestanding
sign
in
order
to
better
identify
the
site
and
provide
messages
to
students,
parents
and
to
the
public
information
provided
by
the
applicant
about
the
site,
plan
dimensions
and
look
of
the
sign
as
well
as
the
submitted
site.
Excuse
me
sign.
Permit
application
is
contained
in
exhibit
a
of
your
agenda
packet,
as
indicated
by
the
submittal
and
the
renderings
therein.
E

E
Residential
multi-family,
low
density
rml
to
the
north
west
and
southwest
residential
single
family
to
the
northeast
here
and
residential
multi-family
high
density
to
the
directly
to
the
west.
There
exhibit
b
in
your
agenda
packet,
contains
photographs
of
the
property
taken
by
staff,
depicting
the
existing
conditions
and
design
of
the
current
sign,
as
well
as
the
distance
between
the
proposed
location
and
the
nearest
residential
home.
E
E
E
E
This
would
be
looking
west
and
this
would
be
looking
south.
I
believe
the
closest
residential
uses
would
be
south
here,
which
I
think
are
apart,
is
an
apartment,
complex
and
oops.
Excuse
me
and
then
to
the
the
west
here,
which
is
a
more
single
family
style
home.
E
E
E
Well,
that
may
be
a
question
better
for
mr
wade,
but
I
believe
they're
a
more
modern
material.
I
don't
believe
there
will
be.
There
will
be
brick
or
you
know,
masonry
involved
necessarily.
It
would
be
more
probably
glass
and
metal
probably
to
support
the
size
of
this,
the
sign
itself
and
both
to
provide
the
functionality
in
terms
of
the
reader
board.
E
D
E
Again,
that's
an
approximation
based
on
me
just
taking
the
picture,
but
roughly
in
that
that
sort
of
intersection
area.
D
F
E
And
that
was
that
was
added
from
the
previous
request,
because
yeah
it
was,
it
wasn't
determined.
I
guess
that
it
was
considered.
It
wasn't
considered
a
monument
sign,
but
that
was
added
in
there.
Basically.
G
E
It's
a
little
bit
hard
to
see,
but
the
the
it
will
be
sort
of
perpendicular
to
kershaw
and
parallel
to
barnwell.
So
I
guess
probably
the
best
way
to
be
looking
at.
It
would
be
sort
of
this
destruction,
so
the
sign
would
sort
of
go
along
this
like
it
would
orient
mostly
in
this
direction,
and
I
believe,
that's
for
the
traffic
coming.
This
way
that
towards
the
entrance,
okay,
kershaw.
E
Yeah,
that's
my
understanding
that
that's
the
intention
to
provide
maximum
visibility,
but
I
assume
that
because
the
entrance
is
on
kershaw,
if
the
sign
were
to
face,
I
guess
southward
that
would
be
most
visible
to
folks
going
up
kershaw
to
go
to
the
entrance.
Presumably
to
you
know
some
function
at
the
school
from.
A
Do
you
want
to
make
a
statement
embellishing
your
the
report?
Thank.
B
You,
yes,
I
would,
I
think,
moving
the
sign
we
first
came
in
here
last
time
is
a
big
benefit
for
everything,
because
I
think
the
importance
of
the
schofield
bell
tower
and
things
like
that
should
remain
there
without
the
interference
of
another
sign,
and
I
think
this
location
actually
is
a
better
location,
because
you
have
a
better
readability
from
barnal
street
as
well
as
kershaw
street.
In
addition,
the
sign
and
the
way
its
faces
is
it.
A
B
No
light
really
going
over
the
residence
or
anything
like
that,
so
it
shouldn't
really
be
bothering
anyone
which
I
think
we
talked
about,
maybe
putting
a
timer
on
it
anyway,
in
a
lot
of
places,
the
schools
we've
done-
I
don't
know
if
it's
been
decided
on
that,
but
we've
done
it
from
like
from
10
to
6
a.m.
B
In
the
morning
6
pm
this
evening
and
the
reason
they
chose,
that
is
because
they
have
sometimes
they
have
athletic
events,
basketball
games
and
things
like
that
plus
there's
still
people
riding
around
and
this
title
that
might
want
to
read
some
information
on
there.
But
the
sign
is
the
same
size.
We
put
everywhere
that
the
school
would
like
to
stay
with
a
number
of
reasons.
B
One
is,
as
I
went
over
last
time,
led
signs
are
made,
you
don't
hand
make
them
they
kind
of
come
made
prior
and
it's
kind
of
like
a
pain
of
glass
and
that
pain.
You
have
so
many
leds
and
that's
how
this
sign
is
made
and
the
16
millimeter
to
10
millimeters
and
all
that.
The
other
thing
is
this
sign
where
it's
located,
I
think
no
one's
going
to
have
better
readability,
because
that's
how
it's
made
it's
it's
all
made
of
metal.
Okay.
B
There
is
some
plastic
strips
on
the
leds
that
have
little
ridges
on
there
to
help
deflect
the
light
and
those
type
things,
but
just
the
signs
have,
as
I
mentioned
last
time,
the
concern
has
been
always
people
think
well,
led
lights
are
bright,
actually
they're
the
dimmest
at
night
because
they
burn
brighter
in
the
daylight,
because
it
takes
more
brightness
to
show
color
with
the
bright
sunshine,
where
at
night
they
probably
weren't
running
15
to
20
or
even
less
sometimes
with
the
power.
B
So
they
don't
direct
light
like
a
flashlight
or
anything
like
that.
It's
just
really
right
there.
Okay,
it
might
be
a
little
bit
lighted
around
the
area
that,
but
it
doesn't
really
disturb
people
that,
from
what
we've
heard,
we
haven't
had
complaints
in
this
type
thing,
but
I
think
this
is
a
much
better
location
than
the
other.
I
think
it
all
protect
the
historical
value
of
the
other
location.
I
think
that
the
sign
that's
there
should
stay
as
well,
because
it
identifies
kind
of
what
that's
all
about
right.
B
There
too,
and
the
school
board
will
be
appreciative.
I
know
because
of
the
fact
that
you
know
they
can
do
their
messaging.
This
type
thing.
The
other
reason
they
would
be
appreciative
is
because
this
is
the
size
sign.
They
kind
of
don't.
Every
municipality
in
this
county
has
gone
with
this
size
so
far,
and
it
makes
it
a
lot
better
for
them
as
far
as
training
personnel,
this
type
thing
and
then
getting
messages
on
there.
B
They
don't
have
to
reconfigure
one
size,
give
it
another
size,
and
that's
that
thing,
and
so
I
hope
you
take
those
things
into
consideration
and
give
some.
F
So
you
heard
my
follow-up
question
to
the
city
concerning
the
change
or
the
variance
request
from
monument
to
freestanding
well.
B
My
understanding
freestanding
is
what
you
just
said:
okay,
but
when
you
cover
it
in
that
pole,
when
you
box
it
in
it
becomes
a
monument.
That's
my
understanding.
Okay,
I
could
be
wrong,
but
that's
the
way
we've
done
everything
so
far
and
they're
considered
to
be
monuments.
Most
signs
in
the
in
the
city
are
that
way.
They're
closed
in.
For
that
reason,
so
you
don't
have
just
poles
sitting
there
and
this
type
thing.
F
B
F
B
The
sign
we
manufacture,
the
poles,
we
put
the
poles
and
we
have
a
diagram
of
engineering
diagram
showing
how
we
and
there
it
is,
and
then
piping,
bedment,
and
then
the
sign
fits
over
the
holes.
Okay,
it
slides
down
over
it
and
it's
bolted
in
it's
very
it's
very
sturdy.
So
you
know
it's
it's
going.
F
E
F
I
think
you
don't
have
a
constructed
base
right,
but
then
you're
signed
to
go
on
top
of.
I
think
that
my
rudimentary
understanding
of
monument
sign
would
be
the
traditional
deal.
I
mean
we're
asking
for
five
waivers
here,
so
one
more
doesn't
really
yeah.
I
don't
know
that
tips
to
boat
anywhere,
but
we
got
at
least
understand
what
that
is
because,
because
to
me,
you
know
in
in
in
trying
to
tie
it
into
the
historic
entrance.
F
G
Of
course
it
was
bright
sunny
day
and
I
could
very
well
read
because
I
wasn't
I'm
going
speed
limit
a
little
below
and
school
no
school
traffic.
Anything
like
that
and
one
looked
like
it
was
slightly
lower
than
the
other,
but
one
was
on
the
hillside
if
they're
the
same,
if
they're
the
same
height
one
was
that
is
physical
height,
not
above
grade,
but
they
were
the
eight
foot,
nine
foot
six
of
grade.
If
you
will
one
was
I,
but
they
were
both
readable
and
well,
not
offensive.
B
Yeah
they,
if
you
got
one,
that's
not
level
like
you're,
describing
that's
a
poor
insulation.
B
G
B
A
H
That
it
is
a
freestanding
sign
on
the
property
at
224
hershaw
street
northeast
and
that
it
meets
the
conditions
of
4
4.7
b.
All
those
numbers
there
that
the
sign
comply
with
all
other
requirements
of
chapter
4,
article
4.
B
C
A
C
An
improvement
over
last
the
original
proposal,
I
think
the
corner
location,
like
mr
wade
said,
is
actually
better
than
the
original
proposed
location.
So,
and-
and
I'd
like
to
thank
mr
wade
for
his
patience
with
us.
A
I
thought
I
thought
it
was
interesting
that,
a
day
after
we
met
there
was
an
article
big
article
in
the
paper
concerning
the
historical
aspect
of
the
monument
sign,
that's
in
front
of
the
school,
so
we
we
did
right
by
allowing
you
to
go
back
and
revisit
this
application.
