Description
Join us live for the Aiken City Council Meeting. Here is the agenda for the meeting: https://edoc.cityofaikensc.gov/weblink/0/doc/416372/Page1.aspx
A
My
council
went
into
executive
session
after
our
work
session,
so
this
time
I
would
entertain
a
motion
to
come
out
of
executive
session
no
move.
Mr.
mayor
Thank,
You
councillor
Dewar
seconded
by
Councilwoman
price,
all
those
in
favor
and
that's
unanimous,
and
with
that
I
would
say
again
good
evening.
Everyone
welcome
welcome
to
the
July
9th
meeting
of
your
akin
City
Council,
we're
gonna
start
with
our
invocation
in
pledge
for
us.
I'm
gonna
give
the
invocation
and
chief.
B
A
Grass
Eve
to
give
that
give
the
place.
Let's,
let's
pray,
father,
we're
thankful
for
this
opportunity
and
the
freedom
that
we
have
to
come
together.
We
ask
that
your
blessings
would
watchful.
Eye
would
be
upon
this
body
in
this
meeting
that
your
work
would
be
done,
that
all
decisions
made
would
be
pleasing
and
with
the
wisdom
and
fairness
that
you
grant
us
father,
we
pray
that
your
blessings
would
be
upon
our
public
safety,
men
and
women
who
are
out
protecting
us
a
night
father.
We
just
pray
that
you
would
be
with
them.
A
A
D
Have
actually
two
different
items,
we
have
a
motion
to
add
a
request
from
the
golden
fathers
hang
banners
in
downtown
promoting
their
concert
for
their
Golden
Harvest
Foodbank
their
and
that's
going
to
be
petitions
and
requests
number
two
way.
We
also
have
a
motion
to
continue
the
petitions
on
the
petitions
and
requests
requests
item
seven
and
eight,
which
is
the
approval
of
memorandum
of
understanding
with
Second
Baptist
Community,
Development
Corporation
and
the
Nehemiah
community.
Revitalization
Corporation
I.
A
Have
two
other
additions:
if
we
could
we're
going
to
add
these
pre
minutes
so
it'll
be
next
on
our
agenda
item
item
one
will
be
a
resolution
authorizing
the
city
of
Aitkin
to
employee
Stewart,
T
beanball.
As
a
city
manager
item
two
will
be
a
resolution
authorizing
the
city
of
Aitkin
to
enter
into
a
contractual
arrangement
with
the
city
manager
and
those
are
all
the
additions.
I
have
I
make.
A
A
Its
reflect
everybody
gave
a
second
very
good
on
this
item.
I
would
like
to
ask
councilman
to
war.
If
he
could,
we
had
a
committee
working
with
it
with
our
interim
setting
setting
goals
working
through
and
and
I'm
going
to
ask
councilman
devar.
He
was
on
that
to
me
too.
Please
give
her
some
nation
of
that.
Thank.
F
You
mayor
appointed
councilmembers
price,
falls
into
war
as
a
committee
to
evaluate
the
hiring
of
our
city
manager.
We
met
on
two
occasions,
specifically
with
Seward.
Our
focus
was
on
outlining
a
series
of
goals.
We
wanted
them
to
be
specific
and
as
measurable
as
we
could
get
them,
sometimes
at
that
level
of
performance.
F
It's
a
rather
subjective
thing
and
you
can
indicate
a
lot
of
things
that
you
want
to
do,
but
we
know
if
we've
been
in
government
for
any
period
of
time,
government
moves
very
slowly,
but
we
wanted
to
focus
on
what
we
wanted
to
get
done.
We
wanted
to
hold
the
city
manager
accountable
to
the
gold
set
he
presented
to
us
and
we
approved
and
and
I
think
it
was
a
very,
very
active
committee,
both
lessee
and
it
Waltz
participated,
as
did
I
and
I.
Think
we're
very
pleased
with
where
we're
at
so
with
that.
Mr.
A
A
E
Merrit
is
a
motion
that
I'm,
proud
of
that
we
intubate
is
that
we
enter
into
a
contractual
agreement
with
our
newly
hired
city
manager
no
longer
interim
and
the
contract
that
we've
missed
agreed
upon
is
four
hundred
and
thirty
thousand
dollars.
That
motion
is
made
to
do
that
and
in
that
contract
there
are
performance
reviews
set
for
two
months
out
of
size
every
six
months
for
the
first
year
so
and
I'm
proud
to
make
that
motion.
Thank.
A
G
E
G
The
the
contract
has
written
and
I've
got
some
extra
copies
for
media
if
they
would
like
to
have
one
the
degrees
to
employ
Stuart
beaten
ball
as
our
city
manager.
The
term
of
that
employment
is
for
a
one-year
term
that
commences
on
July
the
9th
of
2018
and
will
be
for
a
term
of
one
year,
ending
July,
the
9th
of
2019.
G
There
are
some
contributions
for
civic
club
memberships,
use
of
a
city
provided
vehicle
reimbursement
of
expenses
that
he
incurs
in
his
line
of
work
in
the
event
that
mr.
beaten
ball
would
be
terminated
by
City
Council
during
the
time
of
this
employment,
where
he
is
still
willing
and
able
to
perform
the
duties
of
city
manager.
In
that
event,
the
city
has
agreed,
they
would
pay
him.
G
They
lump
sum
cash
payment
equal
to
two
months
of
his
annual
the
two
months
of
his
aggregate
salary,
unused
annual
leave
and
to
continue
to
provide
and
pay
for
the
hospital,
dental
and
medical
benefits
for
a
period
of
two
months
following
the
termination.
In
the
event
he
has
terminated
for
cause,
he
would
not
receive
that
benefit,
and
that
is
essentially
the
terms
of
the
agreement.
Any
questions.

D
You
mayor
proclamation,
whereas
the
hospital
auxilary
of
Aiken
County
incorporated
originally
known
as
the
Aiken,
not
skittle,
and
Relief
Society
serving
18
regional
medical
centers,
which
is
the
acronym
AR
MC,
was
established
on
July
19,
1928,
Aiken,
Regional,
Medical
Center.
It's
a
two
hundred
and
fifty
nine
bed,
a
tooth
care
hospital
serving
Aiken
and
the
surrounding
counties,
whereas
the
hospital
auxilary
of
Aiken
County
incorporated
is
comprised
of
volunteers
from
all
walks
of
life,
education
and
abilities
who
contribute
their
time,
energy
and
their
talents.
D
H
D
A
I
President
of
the
hospital
auxilary
bacon
County
and,
as
you
can
see,
we've
been
in
existence
for
a
number
of
years.
We
expect
to
be
in
existence
for
many
more
and
I'd
like
to
see
all
of
you
when
you
get
to
that
point,
where
you're
done
with
city's
business
to
come
and
volunteer
with
us
always
looking
for
new
volunteers,
certainly.
A
D
A
H
E
A
J
Thank
you
very
much
for
having
me
I
am
a
little
disappointed.
I
thought
all
the
folks
were
here
to
see
my
presentation.
J
But
my
name
is
Mark.
Costner
I've
got
a
little
presentation
that
thank
you
very
much.
J
J
J
This
is
just
kind
of
recapping
what
we've
done
before,
but
so
this
is
the
new
headquarters
project,
we're
100%
on
those
three
items,
the
design
status
permitting
and
bidding,
which
is
good
news
and
we're
in
construction
we're
about
three
months
into
the
project.
Now
we've
done
and
I
love
this
kind
of
stuff,
but
you
guys
might
think
some
of
its
kind
of
boring
but
I,
really
like
it
under
slab
plumbing
interior
masonry.
Those
things
are
complete.
The
metal
stud
wall
framing
is
going
on.
If
you
have
a
chance
to
we've
got
a
couple
pictures
here.
J
J
The
fire
station
baby
I
before
for
babe
doubleday,
that's
going
in
and
that
building
pad
is
ready,
the
the
dirt
part
of
it
and
obviously
the
chief
and
his
team
are
out
there
pretty
much
every
day.
Coordinating
with
me
and
answering
all
the
questions,
so
they've
been
great
one
thing:
you'll
notice,
I'm
different
from
the
last
update
is
we
have
the
latest
rendering
here
so
this
rendering
it's
a
little
dark
here,
but
I've
got
a
another
one.
That's
a
little
lighter
anyway.
J
J
But
this
is
the
latest
and
greatest
look
so
I
wanted
to
bring
that
some
other
things
of
note,
furniture,
fixtures
and
equipment
which
we
have
a
bunch
of
those
98
percent
with
the
layout
and
design
so
putting
on
drawings,
qualified
and
getting
ready
to
pull
the
trigger
on
those
I
teach
that
I
mean
man
there's
a
whole
bunch
of
IT
guts.
In
this
project
and
I.
You
know
Angela
Hales
team
and
the
whole
city.
It
team
have
been
working
with
this,
but
AT&T
and
Atlantic
broadband
and
all
the
fiber
and
sled
requirements.
J
So
all
that's
being
coordinated
and
it's
going
well,
but
a
lot
of
details
there
we're
on
track
with
the
budget,
and
it's
always
good
news.
We've
got
three
planned
changes
that
have
been
approved
and
we're
currently
at
408
in
project
continuously.
That's
four
hundred
eight
thousand,
and
that
remains
unchanged
from
our
last
update
schedule.
Wise
we're
still
on
track
for
April
of
2019
and
so
I've
got
a
well
this
area.
Are
you
controlling
Hakan?
So
we
got
a
few
pictures.
J
I'm
gonna
just
show
you
these
pictures
and
then
we'll
do
the
little
rendering
presentation,
but
so
on
the
top
left.
You
see
fun
stuff
again
that
I
like
and
byways
his
team
loved
it
too,
but
the
metal
studs
with
this
as
Wallace
and
the
admin
on
the
top
left
and
on
the
top
right
is
the
outside
look
of
the
walls
as
they're
coming
up
with
the
block
walls
in
the
admin
area.
The
bottom
left
is
a
dark
picture.
J
This
is
the
front
entrance
before
they've
poured
a
slab
and
they
put
walls
up
so
that
front
entrance
in
the
lobby
is
all-new,
so
they're
in
the
process
of
building
that
and
then
the
picture
on
the
bottom
right
is
hard
to
see,
but
that's
an
interior
shot.
Looking
at
the
inside
of
the
courtroom.
Okay,
so
now
I've
got
something.
J
H
J
J
So
I
did
this
in
my
spare
time
my
spare
time
I
did
this
so
basically
took
the
same,
rendering
and
put
a
there's
a
bunch
of
pictures
to
it,
and
then
he
stretched
it
all
out
and
put
it
into
a
basically.
You
got
to
get
a
feel
for
you
know
how
the
front-
and
this
is
just
the
front
of
the
room.
So
this
is
the
front
left
and
the
administration
we're
looking
straight
at
records.
J
L
J
L
J
J
M
E
A
Before
we
before
we
get
the
old
business
I
do
want
to
take
a
minute
and
read
our
guidelines
for
our
city
meetings.
Meetings
are
public
forums
in
which
many
opinions
are
expressed,
and
the
business
of
city
must
be
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
paramount.
Courteous
and
respectful
communication
is
expect
during
public
hearing.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chair,
and,
if
you
wish
to
speak,
raise
your
hand
and
I
will
certainly
recognize
you.
A
Please
approach
the
podium
and
state
your
name
and
address
in
order
to
allow
an
opportunity
for
everyone
who
wishes
to
address
council
speakers
should
limit
their
comments
to
the
subject
being
discussed
and
each
speaker
will
be
given
five
minutes
to
address
an
issue.
It
may
only
address
an
issue
once
unless
questions
from
Council
are
posed
to
the
speaker
and
I
apologize
for
not
reading
that
earlier
and
I
think
we
just
got
a
little
excited
about
our
first
two
items.
A
A
Very
good,
thank
you
number
two
under
old
business.
This
is
a
second
reading
and
public
hearing
of
an
ordinance
to
sell
a
lot
on
tool
street
by
title.
This
is
an
ordinance
approving
the
sale
of
real
estate
located
on
tool
Street
to
AEI
Jordan
LLC.
Is
there
a
motion?
Don't
move
second,
mr.
Jarrod
Oh
mr.
price.
Thank
you
comments
from
staff.
Mr.
C
Mayor,
we
do
have
for
council
consideration
tonight
for
second
reading
the
consideration
of
a
sale
of
a
lot
on
tool.
Street
Shaun
offered
the
principle
of
AEI
Jordan
is
offered
$2,500
to
purchase.
This
lot
and
council
approved
this
purchase
on
first
reading
at
the
June
25th
meeting,
and
it's
now
back
for
second
reading
and
final
consideration.
Thank.
L
C
A
Good
with
that,
all
those
in
favor
and
that's
unanimous
thinking,
moving
old
down
old
business
in
number
three.
This
is
a
second
reading
and
public
hearing
of
an
ordinance
to
annex
property
at
265,
Springwood,
Drive
and
zone
at
Rs,
15,
residential
single-family
by
tile
and
ordnance,
annex
property,
look
at
265,
Springwood,
Drive
and
owned
by
Joshua
and
joy
Richardson
and
his
own
the
same
residential
single-family
rs.15.
Is
there
a
motion
so.
C
Mayor,
thank
you.
We
have
four
second
reading
tonight.
This
proposed
annexation
of
265
Springwood
Drive
in
Jim
Lakes.
It
would
be
the
recommendation
is
that
it
be
annexed
and
zoned
residential
single-family
rs.15
council
approved
this
at
first
reading
at
their
June
25th
meeting,
and
it
is
now
about
you
for
second
and
final
consideration
of
the
annexation
of
this
property
on
265
spring
wooden
zone
at
Rs
15.
Thank
you,
sir.
Any.
A
Comments
or
questions
from
Council,
okay,
all
those
in
favor
on
second
reading,
that's
unanimous!
Thank
you!
Moving
down
to
that
section
of
the
agenda
new
business
number
one.
This
is
an
approval
of
undergrounding
agreement
with
south
carolina
electric
and
gas
company
for
a
portion
of
south
boundary
avenue.
South
east.
Is
there
emotion.
E
C
Mr.
mayor,
thank
you
for
a
number
of
years,
we've
collected
money
from
franchise
fee
from
South,
Carolina,
electric
and
gas,
and
it
in
2016
we
increased
it
from
3%
to
5%.
This
amount
portion
of
this
is
to
be
used.
We
dedicated
for
undergrounding.
We
have
money
set
aside
to
underground
per
this
agreement.
This
would
protect
the
oak
canopy
from
Williamsburg
Street
to
Charleston
Street,
and
we
would
execute
this
agreement
and
begin
this
planning
to
get
the
utility
lines
underground.
One
of
the
things
that
SC
and
G
must
do
every
so
often
is.
C
They
have
to
do
tree
trimming
around
overhead
power
lines
to
prevent
long-term
power
outages
and
also
just
to
protect
their
investment
with
the
lines
and
by
undergrounding.
There
would
still
be
some
trimming,
but
it
would
decrease
greatly.
Our
trees
are
an
asset.
We
are
a
tree
city
as
our
as
we
long
ago
knew,
but
this
recent
tree
study
confirmed
and
while
SC
and
G
certainly
has
said
they
will
take
as
great
care
as
possible.
They
do
have
a
good
track
record
of
doing
similar
undergrounding
of
old-growth
trees.
C
So
this
is
up
for
council
consideration
our
share
of
the
project,
we're
estimating
to
be
about
a
hundred
and
sixty-five
thousand
dollars,
plus
or
minus,
with
what
we
have
in
the
budget
this
year,
we've
got
we
budgeted
about
two
hundred
thousand
for
for
this
project,
so
we
feel
like
this
is
a
good
estimate,
they're
going
to
be
coming
back
to
us,
with
the
cost
to
underground
all
the
way
from
Williamsburg
back
towards
SC
nineteen
whiskey,
Road
Chesterfield
Street.
So
this
is
up
for
council
consideration.
Is
this
agreement?
Okay,
thank.
A
K
H
K
You
said
mayor,
we
were
planning
to
do
the
this
work
in
the
form
of
you
know,
boring
putting
in
conduit
and
then
doing
that,
probably
in
the
January
February
timeframe
and
having
all
the
underground
work
done
before
the
trees.
You
know
go
back
into
the
spring
cycle,
but
we
will
be
doing
work.
You
know
after
the
dormant
cycle,
but
it
would
be
above
ground
type,
work
sure
any
other
questions
about
the
agreement
or
it's.
A
D
C
Thank
You
mr.
mayor,
we
do
have
similar
to
what
we
had
presented
to
Council
earlier
this
year
for
a
water
and
sewer
rate
study.
We
believe
it's
time
to
look
at
evaluating
our
storm
rates.
So
one
of
the
things
we
would
like
to
do
is
we
entered
into
a
request
for
proposals
with
recently
and
we
selected
a
firm
would
they're
out
of
Columbia.
C
They
used
to
be
aiming
foster
wheeler
and
we
do
have
the
money
budgeted
for
this
project
and
what
they
will
do
is
look
at
our
rates,
both
residential
and
commercial,
to
make
sure
that
we
are
adequately
calculating
the
formula
or
have
an
adequate
formula
for
calculating
our
stormwater
rates,
and
then
it
would
be
presented
as
information
to
Council,
and
then
we
can
use
that
as
part
of
our
budgeting
process.
As
we
move
forward
into
the
coming
years,
because,
as
we
know,
we
are
attacked
addressing
infrastructure,
what
of
which
stormwater
is
a
very
key
component.
A
Thank
you
moving
now
to
that
second
petitions
and
requests
number
one.
This
is
approval
of
a
resolution
renewing
and
revising
the
memorandum
of
understanding
with
akin
community
Playhouse
for
use
of
the
aecom
Performing
Arts
Center
by
title,
a
resolution
authorizing
the
city
of
Aitkin
to
enter
into
a
memorandum
of
understanding
with
the
Aiken
community
Playhouse.
Is
there
a
motion.
F
A
C
C
The
cover
memo
says
five,
but
if
you
look
in
the
dock,
the
MOU
itself,
it
is
for
four
years,
and
this
is
laying
out
sort
of
the
roles
and
responsibilities
that
we
have,
as
well
as
with
our
partners
of
the
Aiken
community
Playhouse
for
use
of
the
AECOM
Performing
Arts
Center.
This
remember
is
a
separate
document
from
the
lease
that
the
Playhouse
has
with
the
city,
that
the
reason
why
we
adjusted
the
MOU
from
five
to
four
was
to
have
it
in
at
around
the
same
time
as
the
lease
is
up
for
the
renewal.
C
A
A
To
a
is
a
request
from
Golden
Harvest
for
mission
placed
banners
in
the
downtown,
promoting
the
free
concert
and
please
drive,
which
will
be
held,
Wednesday
July
18th
from
7
to
10.
So
is
there
a
motion
for
both
of
these
items
removed?
Okay,
thank
you
comes
from
do
on
secular,
counseling
price.
Thank
you.
Any
comments
from
the.
A
Comments
from
Council
all
those
in
favor
of
these
two
requests
and
that's
unanimous.
Thank
you
item
number
three
under
petitions
and
requests.
This
is
approval
of
resolution
authorizing
staff
to
apply
for
a
six
hundred
and
ten
thousand
dollar
loan
from
the
state
revolving
fund
for
a
stormwater
project
by
title
or
resolution
authorizing
the
city
of
akin
to
make
an
application
to
the
South
Carolina
water
quality
revolving
fund
authority
for
a
loan
from
the
State
Water,
Pollution,
Control,
revolving
fund
and
other
matters
related
thereto.
Is
there
a
motion
so.
L
C
Mayor,
thank
you
as
part
of
our
infrastructure
improvements.
We
are
would
like
to
apply
for
a
loan
through
the
state
revolving
fund,
as
we
have
for
other
infrastructure
projects
here
in
the
last
year.
Plus
this
one
is
six
hundred
and
ten
thousand
dollars.
The
reason
for
this
particular
figure
is
based
on
what
we
have
currently
obligated,
both
just
in
our
annual
budget
and
with
the
other
one
we
have,
and
the
fact
that
the
capital
project
sales
tax
for
referendum
has
not
been
voted
on.
C
Yet
we
want
to
go
ahead
and
apply
for
what
we
can
to
in
doing
some
rehabilitation
to,
in
this
case,
14
city
detention,
ponds
and
as
part
of
the
process
to
apply
for
the
loan.
We
must
have
a
resolution
from
Council
allowing
us
to
do
so.
So
the
purpose
of
this
resolution
would
go
in
the
application
packet
that
we
submit
to
the
state
revolving
fund,
which
then
we
would
come
back
to
council.
Should
we
get
awarded
the
loan
for
councils
consideration,
but
this
allows
us
to
apply
for
it,
and
this
is
before
your
consideration.
Q
Yes,
the
city
owns
54
detention
ponds
that
responsible
to
maintain
this
is
14.
We
categorized
them
surveyed
them,
and
these
are
that
I
guess
the
top
14
or
the
bottom
14.
However,
you
want
to
look
at
it,
but
we
had
to
start
somewhere,
so
we
took
the
the
the
ones
that
needed
the
most
work,
categorize
them
and
figured
out
what
needed
to
be
done
come
up
with
this
figure
applied
for
the
srf
loan,
so
14
of
the
54
right
now
we.
C
H
P
C
A
L
C
C
So
we
were
very
appreciative
to
have
this
opportunity
in
order
as
what
the
primary
condition
of
this
grant
is
to
have
the
professional
environmental
services
to
be
performed
related
to
a
brownsfield
assessment,
and
we
had
to
issue
an
RFQ
to
make
sure
that
we
selected
the
best
firm
for
the
work
that
needed
to
be
done
within
our
budget
and
we
received
rfqs
in
May
and
excuse
me
in
June,
and
we
had
for
RFQ
submitted
and
the
staff
recommends
Tara
Khan
of
Columbia
to
perform
the
following
scope.
That
is
listed
in
the
cover
memo.
C
E
A
comment:
question
comment:
don't
want
to
thank
staff
at
majority
Leicester
for
being
a
part
of
this
award
just
asking
whether
you
will
still
be
a
part
of
the
project
management,
because
part
of
this
grant
provides
for
community
outreach.
Community
input
by
this
contractor,
so
you'll
still
be
a
part
of
that.
Is
that
correct?
Okay,.
A
C
Mayor,
thank
you.
We
did
Waterloo
Street.
We
have
been
looking
at
the
zoning.
Both
count.
Members
of
council
and
staff,
which
Waterloo
Street,
is
a
Street
located
on
between
Richland
Avenue,
West
and
Haines
Avenue,
and
the
most
of
the
property
on
that
stretch
is
unlimited,
professional,
which
is
a
transitional
zoning
designation
and
one
of
the
things
we
are
or
what
we're.
What
we
have
before
Council
tonight
is
simply
just
a
formal
request
from
Council.
It's
not
unlike
what
we've
done
in
the
past.
It's
not
first
reading.
C
It
is
just
a
request
to
have
the
Planning
Commission
review
the
zoning
for
Waterloo
Street
and
give
consideration
to
limited
business
and,
as
part
of
the
review,
also
to
look
at
the
limited
business
designation
of
which
there's
only
six
parcels
in
the
city
that
have
that
designation
to
make
potential
text
amendments
that
to
ensure
that
it
is
zone
if
zoning
breeze
is
necessary,
that
is
zoned
properly
and
done
in
a
way
that
will
encourage
the
vibrancy
of
that
block
of
water
Lee.
All.
R
And
this
I
wasn't
really
planning
on
saying
too
much
so
I've
been
back.
There
writing
but
says
I'm
again
disappointed
I
was
here
a
few
years
ago,
when
we
were
trying
to
put
it
push
a
crematorium
outside
my
back
door
in
the
beginning
in
the
entry
to
downtown
Aiken,
and
it
said
I've
been
in
Aiken
for
forty
years
and
year
after
year.
All
we've
heard
is
how
we
need
to
keep
our
downtown
vibrant.
R
That's
been
the
biggest
thing
in
our
horse
district,
and
now
it
comes
up
again
where
we
want
to
chop
up
some
more
of
our
properties.
There
I
feel
that
we
are
making
another
error
in
judgment
in
changing
the
zoning
from
limited
business,
their
business
on
Waterloo
Waterloo
hasn't
sold
because
people
have
either
the
properties
are
too
expensive,
they're
asking
too
much
there.
R
We
all
bought
in
that
area.
I
live
behind
shell
house
funeral
home
across
from
Rocky,
nay
Pierre.
We
have
attorneys
on
our
streets,
we
love
it.
There's
nobody
there
at
night,
there's
nobody
there.
There
are
children
playing
on
the
swings
in
the
daytime.
We
love
the
neighborhood.
There's
no
noise
at
night,
there's
no
weekend
business,
there's
nothing
to
disturb
the
homeowners
that
are
there.
R
My
husband
and
I
went
up
and
down
Richland
Avenue
yesterday
and
there
are
13
empty
places
for
businesses
to
go
that
are
within
walking.
Distance
really
of
downtown
eek
and
Dunkel
Barker's
place
is
falling
down.
The
city
doesn't
even
mean
tane
the
front,
there's
junk
all
over
the
front
of
the
place
and
the
other
medical
building
and
I
mean
there
are
13
properties
on
Richland
Avenue
and
we're
trying
to
it
increase
the
the
we're
trying
to
make
that
this
side
of
town,
more
vibrant
and
we're
letting
all
these
other
places
just
go.
R
Now
we
want
to
take
Waterloo
and
run
businesses
down
through
there
and
I.
Don't
know
how
many
of
you
would
want
a
quick
shop,
whether
it
has
a
drive-in
or
whatever
behind
your
house.
Would
you
want
a
bank?
Would
you
want
a
liquor
store
liquor
store
on
Richland
Avenue
is
fine,
but
behind
your
house
where
people
are
coming
and
going
and
you
don't
know
who's
coming
or
going,
and
these
a
lot
of
these
places
back
up
to
historic
districts.
R
R
You
know,
I'm
sure
the
money
will
talk
in
the
long
run,
all
of
a
sudden
properties
are
selling
and-
and
you
know
that
have
been
sitting
there,
because
somebody
knows
what's
happening
and
I'm
quite
frankly,
I'm
concerned
about
what's
going
to
happen
at
the
hospital.
If
that
doesn't
work
out,
because
we
don't
have
the
jobs
for
the
Millennials
or
whoever
we're
trying
to
appeal
to.
R
We
could
end
up
with
section
8
housing
there
or
something-
and
it's
not
an
inconceivable
because
of
the
people
who
invest,
that
kind
of
money
have
to
make
their
money
and
in
section
8
housing
you're
guaranteed
their
income.
Everybody
says
oh
no,
they
would
never
do
that.
Well,
they're
guaranteed
their
income,
whoever
who
the
investor
is.
R
I,
just
think
that
we
should
try
to
bring
more
homeowners,
downtown
I.
Think
if
Waterloo
is
right
now
is
zoned
the
the
houses
on
Park
Avenue,
that
everybody
thought
we
never
nobody'd
ever
be
happy
and
the
the
rainbow
row
type
houses
they
love
living
there.
You
know
that
I
could
see
that
kind
of
thing.
That
would
enhance
that
neighborhood
rather
than
chop
it
up
and
have
quick
shops
and
massage
parlors,
and
whatever
else
is
okay
to
be
in
that
area
and
basically
that's
all
I
have
to
say
I'm
totally
against
changing
the
zoning.
R
S
Mr.
mayor
councilmembers,
I
too,
am
apprehensive.
I
am
Eileen,
Chisari
and
I
live
at
151
Trafalgar.
My
property
does
not,
but
up
against
Waterloo,
but
I'm
on
the
other
side
of
the
street.
I've
only
lived
in
the
neighborhood
for
two
years:
I
bought
the
home
because
my
grandson
goes
to
meet
hall
and
it's
a
neighborhood.
We
actually
live
in
this
neighborhood
that
the
other
children
who
live
in
that
neighborhood
go
to
the
a
can
prep
campus
and
they
go
to
Mead
hall
and
they
walk
to
school.
P
S
You
forgiven
I,
don't
want
my
grandson
having
to
walk
through.
He
already
has
to
walk
through
Richland
and
all
the
derelict
places
from
my
property
to
meet.
Hall
pain
is
okay.
At
this
point
in
time
he
can
cut
through
the
the
Waterloo
Road,
but
as
I
said
it
it's
a
neighborhood,
we
don't
have
school
buses
that
come
into
this
community,
our
kids
walk
to
school
and
we
can't
go
to
public
school
because
the
schools
are
abysmal
in
this
area,
so
we
have
to
pay
for
private
school.
A
S
I
hope
you
do
okay
turn
o'clock
at
night
in
a
residential
neighborhood
that
this
is
not
a
a
retail
area.
This
this
is
people
live
in
that
area.
We
have
properties
all
along
Richfield
that
are
not
selling.
We
have
properties
all
along
whiskey,
Road
in
the
horse
district
that
have
been
for
sale
for
years.
Are
we
going
to
reduce
rezone
them
as
well
from
Margaret
Fitch's
house
all
the
way
through
the
library
where
we
have
house
after
house
after
house,
historical
house
that
isn't
selling?
S
S
T
Thank
you
just
a
quick
comment.
Good
evening
live
there.
Haines,
Avenue
and
I
live
in
the
historical
district
and
we
already
have
to
jump
through
lots
of
Hoops
just
to
live
in
the
historical
district.
They
used
to
make
me
mad,
but
I'm
glad
for
that,
because
it
makes
certain
things
not
happen
there
and
I'm,
not
against
change
I'm,
not
against.
You
know
vibrancy
in
in
in
Aitkin,
but
I
do
am
concerned.
T
This
is
our
neighborhood
and
we
want
to
make
sure
that
we're
not
bringing
things
in
or
changing
things
that
start
a
slippery
slope
that
keep
us
always
wondering.
What's
this
business
now
going
to
sell
to
and
what's
going
to,
sell
to
you
and
so
I
would
just
encourage
you.
You
know
as
you
go
forward,
as
my
neighbor
put
it.
You
know,
please
have
neighbor
input
and
we
just
wouldn't
like
to
ask
you
to
please
consider
the
neighborhood
when
you're
making
these
decisions.
Thank
you
thank.
T
N
I'm
still
Rachel
done
Tremont's
still
at
11:11,
hane
Avenue.
Mr.
price
is
probably
the
only
one.
That's
on
council
that
was
here
when,
when
our
neighborhood
came
in
the
guess,
it
was
the
late
80s
or
early
90s
over
and
over
again
to
try
and
protect
our
neighborhood
a
lot
of
it
in
the
past.
If
there
was
a
resident
residents
with
a
an
apartment
in
the
garage,
the
whole
block
was
zoned
multi-family.
N
We
met
at
a
meeting
at
Meade
Hall
a
few
weeks
ago
and
then
those
that
were
there.
We
only
got
one
day's
notice
on
the
meeting,
but
those
who
showed
up
said
what
they
really
would
like
to
see
was
not
any
commercial
use,
but
residential
uses
could
be
multifamily,
it
could
be
condominiums,
it
could
be
single-family.
Residence
is
in
reproduced
bungalows,
and
the
point
was
brought
up
that.
N
Well,
it's
already
developed
as
as
office
use
and
that's
true,
but
those
buildings
are
about
at
the
end
of
their
life
and
there's
no
reason
why,
if
it's
going
to
be
redeveloped,
it
can't
be
redeveloped
something
closer
to
the
residential
neighborhood
that
it
had
been
years
ago
rather
than
go
in
the
other.
The
other
extreme
I
just
want
to
point
out
that
we've
been
fighting
it
for
it
for
years.
N
E
N
We
are
close
enough
to
downtown.
If
someone
wants
to
go,
have
a
coffee,
they
can
go
downtown.
It's
I
think
when
you,
when
you
expand
the
commercial
uses
out
of
your
core
downtown,
then
you
weaken
your
downtown
you're
better
off
to
keep
all
those
core
uses
downtown
in
a
defined
area
and
not
spread
it
out
and
I
really
truly
think.
N
After
all
the
years
and
years
of
going
to
planning
meetings,
planners
conventions
and
other
things,
strengthening
your
downtown
is
keeping
it
solid,
not
dispersing
it
all
along
the
strip
and-
and
it
was
brought
up
that
Richland
has
gotten
its
strung
out
along
Richland
and
it's
not
healthy
for
Richland.
Richland
is
not
a
not
a
healthy,
attractive
road
right
now,
but
if
we
concentrate
on
on
Richland
and
make
that
healthy
and
keep
the
Residential's
on
your.
A
O
They
should
just
be
directed
to
the
members
of
the
City
Council.
Let's
try
to
turn
in
mr.
mayor
and
you
mr.
manager
and
Napoleon.
If
he
happens
to
want
to
try
again
I'm
Neal
Meyers
eleven
we
build
a
green
drive.
A
lot
corner
is
on
hand
and
doubled.
So
we
are
part
of
the
neighborhood
I'd
like
to
use
your
words
on
an
agenda
memo
most
of
the
property
on
Waterloo
Street
between
Haines
and
Richland
is
own
limited
professional.
O
Your
inference
is
a
zone.
Rezoning
would
move
away
from
minimizing
the
neighborhood
impact
and
you're
right.
This
is
moving
in
the
wrong
direction.
At
the
meeting
on
June
21st,
which
we
weren't
invited
to
the
residents
were
asked
their
opinion
as
to
what
type
of
commercial
buildings
they
would
want.
Water
living
their
response,
which
was
not
accepted,
was
that
it
should
be
returned
to
single-family
residential
condominiums
of
a
low
density
multi-family.
O
O
F
You
are,
let
me
make
your
comments.
I
guess
it's
most
of
this
area
is
in
my
district
I.
Don't
like
the
wording
in
the
agenda
quite
frankly,
because
I
think
the
what
we're
asking
the
Planning
Commission
to
do
is
to
consider
rezoning
to
a
limited
business
and
I
I.
Don't
think
we
should
be
asking
the
Planning
Commission
to
do
that.
This
is
a
problem
that
really
has
no
solution.
Quite
frankly,
that's
acceptable
to
all
of
parties
involved.
F
There
are
some
people
who
would
that
want
to
be
able
to
sell
their
property
they
haven't
been
able
to.
There
are
people
that,
as
we've
heard
from
tonight,
who
live
in
the
neighborhood
and
want
to
continue
to
live
in
the
neighborhood
as
it's
currently
constructed
I
would
rather
the
Planning
Commission
for
their
recommendations.
F
We
did
make
a
terrible
mistake
in
terms
of
having
these
meetings.
Having
a
meeting
is
great
because
you
got
to
make
sure
everybody
gets
invited
and,
unfortunately,
I
can't
I,
don't
know
why
some
people
didn't
get
the
letters
inviting
them.
I,
don't
know
if
they
got
them
later
and
never
got
him,
but
not
everybody
involved
was
able
to
go
to
the
meeting.
One
of
the
consents
MIT
made
was
made
during
the
meeting
is
that
a
lot
may
depend
on
what
happens
to
the
old
hospital
building
and
it's
too
early
at
this
point
to
know.
F
We
hope
that
there
may
be
apartments
there,
but
the
county
has
accepted
an
offer
and
unfortunately
they
have
a
backup
offer.
So
it's
likely
that
there'll
be
apartments
there,
but
I
don't
think
we
should
shut
out
the
idea
that
we
could
expand
residential
units
in
that
neighborhood
I
think
that's
an
option
that
should
be
considered
and
I'm
sort
of
getting
the
sense
that
we're
heading
the
other
way
we're
heading
towards
opening
the
area
for
businesses.
Now
there
are
two
properties
that
are
I,
think
to
2000.
F
F
L
F
So
I'd,
rather
senator
the
Planning
Commission
opened
quite
frankly,
let
them
do
what
we
attract.
What
we
try
to
do,
what
I'm
eating,
let
them
listen
to
the
residents,
listen
to
the
to
the
landowners
and
come
back
with
what
they
think
we
ought
to
do
ultimately
of
the
final
decision
is
ours,
but
I
think
we're
we're
asking
for
something
that
we
should
not
be
asking
for.
I.
P
Agree
with
them,
but
councilman
do
I.
Think
we
need
to
based
on
the
commentary,
have
a
another
meeting
with
planning
and
the
residents
and
I'd
like
to
be
a
part
of
that
meeting,
because
I'd
like
to
get
a
little
bit
more
information
as
to
all
of
the
different
zonings
in
that
particular
area
and
comparing
them
to
the
east
side
that
was
brought
up
in
the
commentary.
B
I'd
like
to
add
that,
first
of
all,
Planning
Commission's
job
just
look
at
what's
best
for
an
area
and
come
up
with
an
idea.
My
understanding
of
this
was
just
this
one
potential
idea,
except
the
Planning
Commission,
to
come
back
to
us
and
say
this
is
what
we
think's
best
right
now,
we're
not
asking
for
anything
to
be
done.
We're
just
really
asking
the
Planning
Commission
to
look
at
this
area
to
come
up
with
something
to.
B
H
B
We
got
to
get
started
with
something,
so
the
neighbors
and
the
residents
can
have.
Some
ease
is
what's
gonna
happen
in
that
area
right
now,
they're
confused
as
we
are
so
the
Planning
Commission
job
is
not
just
decide.
Is
this
good
or
bad
their
jobs
decide
what
what
they
thinks
best
and
bringing
back
us
and
bringing
to
the
neighborhood
and
what
think
about
it?
I'd.
F
B
Send
a
blank
thing:
look
at
this
area
give
us
your
recommendation
that
that
could
solve
everything.
Sure
after
half,
this
specify
anything
I
think
mr.
bland
was
trying
to
come
up
with
some
something
beside
limited
professional.
That
would
be
a
transition
I,
don't
we
we
only
have
like
seven
or
eight
six.
A
H
A
Cuz
I'll
say,
as
a
resident
said,
liquor
store.
There
are
some
things
in
there
that
there's
only
six
and,
of
course,
I
wouldn't
vote
for
that.
If
that
were
in
it
either.
So
that's
what
came
back
to
us
I
agree
with
agree
with
that
right,
I,
I,
think,
just
as
that
area
has
always
been
a
mixed
juice
and
I
hear
I
heard
what
Rachel
said
about
doing
something
that
would
be
a
preference
to
more
resident
as
more
residential
in
it.
But
I
do
think
mixed
uses.
Do
work.
A
Walkability
in
the
communities
do
make
sense
what
lb
is
now
if
I
read
it.
I
would
not
want
that
in
my
neighborhood
or
back
to
my
house
and
I
get
that,
but
I
would
assume
before
something
I
doesn't
and
the
Planning
Commission
is
a
place
where
that's
supposed
to
happen.
That's
that's
where
the
sausage
is
made
and
and
I
would
expect
and
I
would
expect
that
they
would
I
would
expect
that
they
would
come
to
that
with
us
and
in
a
you
know,
go
through
the
due
process.
I.
E
Wasn't
the
north's
at
where
the
county,
complex
and
and
that
corridor
and
I
will
tell
you
that
the
folks
that
live
in
that
area
would
prefer
that
that
county
complex
be
listed
and
be
developed,
as
residential
rachel
has
been
on?
This
has
served.
The
city
will
for
many
many
years
in
planning,
and
we
appreciate
and
I've
shared
this
with
her
service,
and
she
knows
quite
well
how
the
operations
of
that
that
world
I
have
seen
very
few
situations
on
this
council,
where
things
will
force
down
someone's
throat
if
I
can
use
that
term.
E
So
you
have
a
council,
that's
opening
to
open
to
listening
and
oftentimes.
We
make
decisions
that
focus
agree
with,
and
sometimes
it's
you
may
disagree,
but
it
is
a
compromise
and
what
you
may
be
faced
with.
Is
they
compromised,
but
I
will
tell
you
as
residents
you
will
be
heard
and
listened
to
and
it
will
not
be
a
rubber-stamp.
I,
don't
know
what
you
who
you've
been
listening
to,
but
this
is
not
Harlem,
but
we
are
very
open
in
Aiken
South
Carolina
to
listening
to
our
residents
and
working
with
our
residents.
A
Councilman
awarded
if
councilman
waltz
and
Jared
Oh
agreed
to
it
since
they
made
the
motion
in
a
second
to
add,
so
that
so
that
this
would
be
a
request
for
Planning
Commission
to
review
zoning
of
Waterloo
Street
between
Haines
Avenue
and
Richmond
Avenue,
with
emphasis
of
encouraging
residential.
Would
you
be
more
comfortable
with
it.
H
L
There's
nothing
wrong
with
reviewing
this
I
had
trepidation
about
Elbe
in
the
inference
to
liquor
stores,
and
there
are
a
couple
that
were
not
mentioned
that
we're
sort
of
in
flaming,
but
from
a
standpoint
of
looking
at
it.
We
need
to
look
at
it
and
if
you
doesn't
need
to
be
LP,
it
needs
to
be
residential
multifamily
or
something
like
that.
That's
fine!
That's
what
we
need
it
looked
at,
but
not
emphasized
or
encourage
anything
right.
L
Of
the
problem
is
the
the
offices
are
zoned
LP
and
they
don't
conform
to
LP
and
that's
where
I
think
Ryan
wants
to
speak
to
it.
He
can,
but
the
offices
are
not
built
to
be
houses
and
those
those
offices
have
been
there
before
the
zoning
there,
so
they
zoned
it
LP
II
when
they
were
actually
something
else
in
that
regard.
So
it's
it's
non-conforming
is
what
we
have
in
LP
areas
and
that
that's
you
know
we
were
trying
to
straighten
that
Ryan
I,
don't
want
the
words
in
your
mouth,
but
didn't
that
work.
A
L
But
I
mean
it's
Ryan
and
I've
talked
about
I,
don't
even
know
one
that
is
lb.
Currently
I
know
there
are
a
couple,
but
I
haven't
seen
those
for
wedding
chapel,
that's
going
on
is
it'll,
be,
and
you
know
they're
few
and
far
between
they
really
are,
and
we
don't
I
understand
what
they're
saying
I'm
not
even
familiar
with
what
lb
is
and
you
go
down
the
list
and
you
see
liquor,
store
and
convenience
store.
F
It
would
recommend
that
we
that
we
send
letters
to
the
residents,
see
the
applicable
residents,
nothing
advance
of
the
enemy
or
before
the
Planning
Commission,
and
the
other
thing
and
I'm
going
to
ask
council
member
well
yeah
I've
had
people
go
to
the
Planning
Commission
and
feel
frustrated,
because
the
Planning
Commission
says
for
this
first
meeting,
we're
only
here
to
discuss
it
and
there's
no
opportunity
for
public
input.
I
mean
I
would
hope
that
whenever
the
Planning
Commission
is
considering
something
of
this
nature,
at
least
that
they.
H
F
B
U
B
A
F
U
A
A
P
C
Thank
You
mr.
mayor,
we
do
have
for
council
consideration
denied.
We
have
been
working
on
this
project
for
a
quite
a
while.
The
we
received
funding
from
the
South
Carolina
transportation
infrastructure,
Bank
of
about
1.1
point
six
million
for
this
project
and
the
remaining
amount.
What
we
are
requesting
council
approval
for
is
to
spend
capital
project
sales
tax
for
the
additional
costs
which
are
outlined
in
the
memo
we
did
have
a
bit
up
mean
for
the
project
to
vendors
submitted
a
bid.
The
lowest
responsible
bidder
review
was
Satterfield
construction
company
of
a
million
eight.
C
Ninety
eight
hundred
ninety
three
thousand
twenty-five
dollars
the.
In
addition,
other
cost
related
to
this
project
include
the
construction
management
materials
testing
and
we
proposed
using
the
accounts
in
bus,
C,
PST,
two
and
three
to
complete
this
project.
And
again,
as
I
heard
someone
say,
we
are
finally
at
the
point.
We're
ready
to
do
so.
One
other
thing
as
well
is
once
the
property
owner
of
the
old
bowling
alley.
Property
gets
his
a
permit
or
excuse
me,
a
document
signed
by
an
adjacent
property
owner
agreed
to.
A
A
We
don't
have
any
questions,
we
just
want
you
to
come
up,
so
we
can
say
hello
actually,
I
do.
Could
you
speak
to
two
and
it
may
be
too
early
in
the
process,
but
maybe
the
the
time
of
this
and
it's
such
a
such
a
busy,
obviously
congested
area.
Currently.
Is
there
any
plans
as
far
as
the
work
around
holidays,
just
mister
me
and
even
okay,
so.
M
The
plan
would
be
they
have
a
nine
month,
completion
window
from
Notice
to
Proceed.
If
council
approves
the
motion
tonight
to
allow
the
contract
to
move
forward,
the
contractor
will
have
to
execute
the
agreement
decent
back
to
Council
for
your
signature.
Once
it's
signed
and
reviewed
by
legal,
then
it'll
be
authorized,
an
NTP
will
be
Notice
to
Proceed
will
be
issued
for
the
contractor.
We
anticipate
the
contractor
to
be
able
to
mobilize
somewhere
around
the
first
second
week
of
August,
so
his
nine
month
clock
would
begin.
M
Then,
concurrent
with
this
activities,
we've
requested
the
property
owners
for
the
previous
bowling
alley
property
to
begin
their
demolition.
We
can't
begin
any
actual,
substantial
work
on
the
proposed
project
until
the
power
poles
are
relocated
and
the
building
is
demolished
and
the
building
has
to
be
demolished.
First,
that's
the
number
one.
Once
the
contractor
moves
on
site
it'll
be
a
tight
timeline
with
the
amount
of
traffic
this
on
both
Dougherty
and
whiskey
roads.
So
they'll
have
to
work
very
diligently
to
complete
it
on
time.
M
So,
as
far
as
your
request
about
the
working
times
during
holidays,
we
actually
have
the
contract
shut
down.
The
friday
thanksgiving
week
until
the
26th
of
December,
so
that
we
don't
discourage
any
movement
during
the
holiday
season
and
then
again
it
would
be
shutdown
during
the
week
of
masters
in
case
there
are
masters
rentals
in
any
of
those
areas
that
might
travel
traverse.
There.
P
A
A
V
Our
Grand
Opening
of
generations
Park
and
we're
gonna
have
our
touch-a-truck
event.
Our
annual
event
will
be
held
out
there
as
well
from
9:00
to
noon.
The
ribbon-cutting
for
the
park
will
be
held
at
10:00,
I
hope.
Some
of
you
will
be
able
to
speak
on
the
event
and
it's
gonna
be
a
great
time:
lots
of
activities
for
the
children
and
new
playground,
your
picnic,
shelter
so
a
lot
to
see,
and
we
really
hope
everyone
can
enjoy
it.
