whereas
parks
and
recreation
programs
are
an
integral
part
of
communities
throughout
this
country
and
whereas
our
Parks
and
Recreation
vitally
important
to
establishing
and
maintaining
the
quality
of
life
in
our
communities,
ensuring
the
health
of
all
citizens
and
contributing
to
the
economic
and
environmental
well-being
of
a
community
and
region
and
parks
and
recreation
programs,
build
healthy,
active
community
communities
that
aid
in
the
prevention
of
chronic
disease
provide
therapeutic
recreation
services
for
those
who
are
mentally
or
physically
disabled,
and
also
improve
the
mental
and
emotional
health
of
all
citizens.

have
been

their

Parks
and
Recreation
staff
for
all
the
efforts

they

Parks

Recreation

one

think
it's
appropriate
that
they're
acknowledged
as
part
of
this
Proclamation
to
acknowledge
this
National
Recreation
and
Park
Association
month.

know

celebration
of
Park
and
Recreation
month,
we're
kicking
off
July
with
a
scavenger
hunt
for
the
community,
where
children
and
adults
alike
and
explore
the
city
of
Aitkin
parks
and
playgrounds.
They'll
have
two
weeks
to
do
this
in
the
month
of
July
they'll
get
to
submit
their
answers
at
the
grand
opening
of
generations
part.
So
we
hope
that
everyone
picks
up
the
scavenger
hunt
packet,
a
toto
weeks
or
smith.

will
have
lots
of
information
online
on
their
social
media
as
well

whereas
Marguerite
Peggy
works
is
a
native
of
Aiken,
a
wife
mother
of
three
children,
grandmother
of
three
children,
an
author
of
three
children's
books
in
a
longtime
educator
in
Aiken
County
and
whereas
misses
words,
attended
the
University
of
South
Carolina's,
early
childhood
education
and
masters
and
education
programs.
And
whereas
mrs.
Ward's
has
served
the
Aiken
County
School
District
for
29
years
in
many
schools
and
many
educational
roles.
And
whereas,
in
her
23
years,
mrs.

Byrd
served
as
a
reading
teacher
as
at
Ridge
Spring,
Minetta
middle
school
teacher
at
Al,
Corbett,
Middle,
School
and
North
Aiken
elementary
school
district
level.
Reading
specialist
and
principal
of
oak
wood,
Windsor
Elementary,
School,
Buzzbee
elementary
school
JD,
leaver
elementary
school
and
North
Aiken
elementary
school
and
whereas
mrs.
Ward's
retired
from
the
Aiken
County,
School
District,
but
in
a
short
retirement
and
she
returned
to
the
Aiken
County
School
District.
As
a
title
1
coordinator
for
seven
schools
and
a
coordinator
for
the
teachers
of
four-year-old
kindergarten
for
much
of
her
administrative
career,
mrs.

Ward's
taught
reading
recovery,
a
one-on-one
program
for
first
graders,
who
are
struggling
with
reading
and
went
and
as
whereas.
In
addition,
mrs.
Ward's
spent
two
years
as
director
of
the
Aiken
County
first
steps
board
working
with
public
schools,
private
schools
and
nonprofit
and
for-profit
daycare
centers
on
programs
that
would
help
prepare
children
for
the
first
grade
and
and
whereas
in
2005,
mrs.
Ward's
became
the
principal
of
st.
Mary's
Help
of
Christians
school
and
has
fostered
the
at
the
school's
academic
program
and
education
of
children
toward
academic
excellence,
spiritual
growth
and
moral
integrity.

Margaret

retirement

ordinance

approve

concept
plans
property
located
at
the
intersection
of
Town,
Creek,
Road
and
Greer
Court.

the
applicant
proposed
a
concept
plan
in
March
for
eight
units
on
the
seventy
nine
hundred
acre
parcel
and
due
to
emergency
vehicle
access
concerns
and
setback
requirements.
This
the
Planning
Commission
recommended
denial
and
the
applicant
submitted
a
the
concept
plan
for
the
June
12th
meeting.
The
their
changes
were
considerable
enough
that
it
had
to
go
back
to
the
Planning
Commission.
Now
the
Planning
Commission
did
vote
unanimously
to
recommend
to
City
Council
that
the
concept
plan
be
approved,
but
there
are
several
conditions
and
number
one
is
the
concept
plan.

development
comply
with
the
concept
plan

submitted
and
that
there
be
a
note
added
that
it
will
comply
with
section.
Four

nine
of
the
attached
single-family
residential
projects
of
the
zoning
ordinance

revised
concept
plan
listing

conditions

the
applicant
executes
an
agreement

acre
near
the

reached

to
the

this

plan,

this

seems
like
there's
some
issues
associated
with
the
detention
retention
pond
reaching
out
to
the
engineer
the
city
engineer.
He
could
not
kill
me.

paperwork

The
construction
out
of
North
Augusta
who's
allowed
it
to
go
to
the
tax
sale.

tax
sale
occurred

has
got
it.
It's
gonna
be
tied
up
for
a
while.
It
gives
the
option
for
being
be
commercial

to
redeem

tax
and
the
detention
pond
is
not
working

flooding

neighborhood,

was

commercial.
Who
was
doing
the
development
saying
that
the
the
pond
in
the
site
itself
was
out
of
compliance,
then,
on
the
24th
of
January
of
seventeen
I
spoke
with
the
soil
contractor
on
site.

then
around
February,
the
23rd
I
spoke
with
Chris
gray,
being
be
construction
on
site
whenever
the
deficiencies
with
and
walked
through
the
the
project,
the
pond
and
and
the
the
runoff
that
was
going
on
to
other
properties,
and
there
were
several
people
that
I
talked
with
Carol
Smith
Julius,
James,
Susan,
Burgess
and
Patricia
head
all
live
in
that
area
inspected
again
on
February
2015,
February,
15
2017.
With
another
report
we
sent
out,
we
did
a
stop
work
order
for
them
to
come
into
compliance.

He
did
put
up
some
berms
that
was
deflecting
the
water
that
was
going
on
whippoorwill
court
and
onto
multi-drive,
then
on
the
March
21st
of
2017
I
did
another
inspection
because
of
he
was
had
some
limited
time
to
get
some
being
peas
in
place
to
control
the
runoff
I
sent
another
letter
and
pictures
out
to
Michael
Calhoun
and
to
Chris
gray
being
be
construction,
then
again
on
the
28th
of
March.
I
did
another
inspection
with
Chris
gray,
on
site,
going
over
the
deficiencies
of
the
of
the
project
in
between
them.

talked
to
Carol
Smith
again
and
enjoy
this
Jones
of
World
Court
March
28th
I
went
out
again.
Let's

April
4th

went
out
and
inspected
it
again
may
6th.
We
did
another
letter
and
a
stop-work
order
where
we
had
them
to
stop
and
cease
what
they
were
doing
to
help
comply
with
the
stormwater
BMPs.
Then
again,
we
had
another
letter
from
his
attorney
and.

Problem
was:
is
Michael
Calhoun's,
the
permitting
and
Chris
gray
is
actually
the
contractor.
So
at
that
time
we
could
never
get
a
hold
of
Michael.
Calhoun.
Chris
gray
was
our
point
person,
but
he
had
no
ownership
as
far
as
DHEC
was
concerned
and
I
guess
for
payment
of
developing
the
land
that
Michael
Calhoun
was
paying
him
in
real
estate.
The
way
it
seemed
in
the
way
it
worked
out.
So
we
did
another
stop
work
order
and
got
him
to
try
to
get
into
compliance.
Then
his
attorney
was
saying.

Well,
it
doesn't
really
belong
to
him
he's
just
a
contractor,
so
we
went
back
and
said
another
letter
to
Michael
Calhoun
with
no
response.
Since
then
in
January
did
another
or
June.
We
did
another
inspection
with
DHEC
at
site
for
DHEC
to
see
the
the
site
itself
and
the
areas
of
runoff
said
that
they
were
informed
of
what
was
going
on
April
10th.
We
did
another
site
visit,
I'm,
sorry,
July,
10th,
right
now
there
currently
Michael
Calhoun
has
another
letter
sent
to
him
being
B
construction.

another
letter
sent

them
May
of
this
year
in
June
of
this
year?
For
being
a
currently
non-compliant
with
the
situation
and
really
we
had
because
of
land
being
sold
or
bartered,
or
you
know
put
into
different
people's
names,
there's
no
real
person
to
you.

basically
hold

be
held
accountable
for
other
than
Michael
Calhoun,
who
still
on
the
permit,
who
never
answers
any
of
the
letters
we've
sent
and
it's
never
responded
to
any
of
the
correspondence.

where
work,
this
is
kind
of
where
we're
at
we've
been
in
contact
with
as
many
people
as
we
can
and
see
what
was
going
on
and
to
try
to
hold
people's
feet
to
the
fire.
Basically
right
now
the
the
common
play
and
originally
was
a
commercial
site
over
there
on
that
lot.
If
you
look
at
the
original
plans,
this
says
0.79
acres
that
are
in
question,
that
was
Ridge
commercial
development.
We
do
have
the
CEOs
and
for
the
second
office,
that
I
guess,
dr.

So
we
have
the
engineer
record
that
will
not
certify
it
himself
and
then
he's
come
up
with
a
couple
plans.
Couple
concept
plans
to
help
divert
the
stormwater,
but
it
doesn't
really
fix
the
problem
and
it
doesn't
really
fix
the
pond.
It
diverts
the
water
onto
persons
property
which
really
isn't
what
we
want
to
do
either.
So,
after
conversations
with
southern
partners,
they've
sent
some
concept
plans
but
nothing's
been
approved
because
we
still
don't
want.
Yes,
we
want
to
take
care
of
the
problem.

told

away
