veteran
that
came

court
and
the
veteran
was
very
nervous
about
being
in
court
and
they
notified
his
Handler.
Lieutenant
Hayes
and
Oakley
went
inside

sat
with
the
veteran
before
he
came
in
from
the
judge
to
testify,
and
it
was
a
great
success
and
due
to
Oakley's,
calm,
demeanor
and
assistance
with
him.
So
we've
seen
so
many
successes
already,
but
I
just
wanted
to
share
one
foreign.

division

its

separate
storm

important

Service
as
set
forth

pollutant
discharge,
elimination
system,
General
permit
for
SMS
fours
and
an
established
by
the
United
States
census
in
the
urbanized
area,
located
within
the
portion
of
the
city
of
Aitkin
and
whereas
the
stormwater
division
provides
essential
water
body,
testing
compliance
and
inspection
services
to
the
city
of
Aitkin,
stormwater
fee
assessed
or
an
improved
residential,
commercial
and
agricultural
parcels.

an
operator,
the
city
of
Aiken
implements
a
program
to
satisfy
the
requirements
of
the
United
States
Clean
Water
Act
of
1987
in
the
South
Carolina
water
pollution
control
permits,
regulation,
sexy
section
61-9

city
of
Aiken,
stormwater,
Division
and
its
sms-4
serve
as
a
public
health
safety
net
by
promoting
best
management
practices
and
addresses
the
SMS
for
six
minimum
control
measures,
public
education

Outreach
on
stormwater
impact,
public
involvement,
participation,
illicit
discharge,
detection
and
elimination,
construction
site,
stormwater,
runoff
control,
post-construction,
stormwater
management
and
new
development,
and
Redevelopment
and
pollution
prevention.

whereas
with
the
City's
population
growth,
the
city
of
Aiken
stormwater
division
has
never
been
more
vital
in
protecting
the
health
of
our
Rivers
streams
and
Lakes
by
promoting

city's
system

stormwater
conveyance.
Whereas
the
designation
of
stormwater
Awareness
Week
will
serve
to
educate
the
people
of
the
city
of
Aitkin
South
Carolina
about
how
to
reduce
pollution,
the
health
of
our
waterways
and
authorized
discharges
into
the
Waters
of
the
state
of
South
Carolina
and
the
United
States.

therefore,
be
it
resolved
that
the
Council
of
the
city
vacant
does
hereby
designate
the
week
of
September
20th
through
the
30th
2023
as
stormwater
awareness
week
and
encouraged
citizens
to
reduce
pollution
to
the

extent
practical
further.

staff
members
for
their
dedicated
services

citizens
of

feasibility
study
and
our
recommendations
on
the
mixed-use
property
before

just
a

If

recognize
the
board
members
of
Aiken
Corporation,
there

putting

an
awful
lot
of
extra
hours
late,
particularly
lately.

selection

the
property
referred
to
as
the
Newbury
site
in
the
MPS
feasibility
study,
as
the
best
selection
for
which
to
continue
due
diligence
to
include
proceeding
with
full
architectural
designs
permitting
in
any
other
permissions
and
by
the
way
right.
That
is
also
the
recommendation
of
macmillan-paz
and
Smith
I'm,
assuming
that
all
of
you
have
received
this
report,
which
we
received
last
Friday's
native,
22nd
and
I
might
also
add
that
KJ,
Jacobs
and
Barbara
price
are
here
today.

As
we
move
forward,
I
think
it's
important
for
the
public
and
the
council
to
remember
the
role
that
the
Aiken
Corporation
has
played
in
the
development
and
excess
success
in
our
community.
Over
its
28-year
history,
we
were
established
as
a
non-profit,
Development
Corporation
and
a
PR
and
as
a
public-private
partnership
between
the
corporation
and
the
city
in
1995..
Some
of
you
who
have
been
around
a
while.
You
remember
that
we
were
an
offshoot
of
the
Aiken
2020
program
that
was
done
in
early
1990s.

Our
mission
is
to
build
a
strong
and
stable
economic
base
through
the
attraction
of
jobs,
investment
and
a
diverse
mix
of
businesses
as
a
result
of
the
work
of
Key
Community
organizations
in
Partnerships
between
individuals,
government
and
businesses.
Significant
economic
growth
has
occurred
in
the
city
of
Aitkin
in
broader
areas.
Since
that
time,
members
of
the
Aiken
Corporation
board
are
all
volunteers.
We
received
no
compensation
and
no
material
benefits
from
our
efforts
to
improve
the
community.

So
I
appreciate
your
considering
our
recommendation
when
you've
completed
your
review
and
your
study
of
it,
please
let
us
know
how
you
would
wish
for
us
to
proceed.

happy

proposal

any

docket

don't

money

fund,

this
will
be
a
great
opportunity

future

vacant.

lab
is
put
on
this
site-

it's
very
important-
that
we
get
as
much
on-site
parking
on
this
site
as
possible,
now
the
12
000
square
feet,
the
site
has
actually
got
about

Think
it's

Acres,
which
is
about
40

square
feet,
or,
if
you
think
about
it,
you
got
12
000.
You
know
you
have
to
have
a
certain
distance
away
from
setbacks
and
all
that,
but
that
leaves
a
lot
of
space
for
parking
now.
The
real
critical
part
about
this
is:
it's
got
trees
over
there
I
know
how
everybody
feels
about
trees
and
Aiken.
I
was
involved
a
little
bit
in
Woodside
and
they
really
care
we
care
about
trees.
We
only
had
one
tree
on
the
village,
but
you
know
when
you
plant
trees.

They
come
up
really
nice.
If
you
ride
through
the
village.
Now
we've
got
about
300
of
them
out
there.
The
point
is,
we
have
to
do
a
true
survey
and
there,
if
you
want
to
get
maximum
parking,
you're,
probably
going
to
have
to
remove
some
of
the
pecan
trees.
Now
I,
don't
even
know
where
the
pecan
tree
is
even
on
the
on
the
required
or
allowable
trees
in
the
city
of
Aiken.

Anybody
from
the
south
knows
you
don't
put
a
car
under
a
pecan
tree,
so
I
would
strongly
survive,
would
request
that
you
remove
those
and
put
up
some
Live,
Oaks
or
whatever
so
you're
going
to
hear
about
trees,
but
I
think
it's
important
that
we
put
as
many
parking
spaces
there
for
two
reasons.
One
is
they
need
the
parking
for
the
lab?

The
second
reason
is
that
if
we
do
the
same
thing,
which
we
did
at
a
momentum,
there's
20
parking
spaces
that
have
a
sign
on
it
from
from
I
think
it's
eight
to
five
or
eight
to
six,
and
then
the
citizens
can
park
on
it.
Now
we
pay
a
thousand
and
three
dollars
a
month
to
the
city
for
those
parking
spaces,
we've
been
doing
it
for
21
and
a
half
years
you've
received
about
well
256
thousand
dollars
in
fees
from
us
for
the
parking.

The
other
thing
is
it's
33,
parallel
parking
spaces
on
Newbury,
Street
I've
lived
here
all
my
life,
you
ride
down,
Newbury
Street
anytime,
between
nine
and
five
and
there's,
usually
one
or
two
trucks
parked
on
it,
except
when
there's
a
funeral
at
the
at
the
church
and
then
I
need
to
I'll
have
to
park
there,
because
you
don't
have
pallet
parking
the
other
side.
My
point
is
this:
Newberry
site
gives
the
city
extra
parking
now
I,
don't
know
exactly
how
many
spaces,
but
if
you
allow
us
to
design
it
right
with.

We
can
manage
it
if
even
the
Adda
can
manage
it,
but
it's
critical
that
that
conference
space
be
there
for
one
reason,
one
of
the
reasons
why
the
lab
wants
it
there
is
that
they're
going
to
do
symposiums
they're
going
to
this
is
a
National
Lab
I
promise
you
that
the
National
Lab
will
use
that
space
8
to
10
12
times
a
year
and
I
promise
you
most
of
the
people
coming
to.
It
are
going
to
be
out
of
South
Carolina.

how
does
that

hope
that
once
we
decide
on
the
lab
location
that
we
can
start
land
planning
the
acreage
down
here
where
the
old
hotel
is

think
everybody
knows
where
the
old
hotel
is.
It
needs
to
be
land
planned
and
I
believe
that
when
you
put
an
RFP
out
to
Developers-
and
they
say
what
do
you
got
going
on
well,
we
got
a
National
Lab
within
walking
distance
of
this
site.
They
are
not
stupid.

is
in
this
building
anyway.
Let
me
wrap
up
the.
It
is
important
that
we
pick
the
right
site
for
the
an
office
space
when
we
did
the
the
momentum
building,
which
was
a
Washington
building,
which
was
done
because
of
Ambrose
Wally.
He
he
never
gets
credit
for
a
lot,
but
he
the
reason
why
it's
there?
Okay,
we
wanted
we're
going
to
get
a
10-year
lease
two
five-year
options.

was
concerned.
What
happens
there
have
slightly
slight
turnovers
on
these
companies.
We
needed
a
flashing
board
out
there,
because
every
time
it
got
sold
it,
we
had
to
have
a
new
sign,
but
the
reason
why
I
was
concerned
about
it
is
what
happens
if
they
don't
renew
the
lease
we
have.

reserve

we
set
aside
money

make
sure

spend

had
to
downsize

needs
to
be

with
this
lab

they're
going
to
stay
there

feel
confidence,

until
they

pick

site

design,
it
needs
to
meet

standards

fit

buildings
surrounding

to
be

critical

newberries

trees

in
the
last
few

community
is
lucky

getting
Battelle
now
operating
the
Savannah
River
lab

want

presence

Battelle

research

doe
complex.

what
they've
always
done
and
much
of
their
work.
Nationwide
has
nothing
to
do
with
nuclear
materials.
They
are
leading
innovation
in
clean
energy.

developing
things
like
self-healing
cement,
they're,
studying
the
genetics

Alzheimer's
disease.
So
they
do
a
wide
variety
of
things
and
I'd
love
to
see
them
here.

things
that
need
to
be
addressed
on
Doherty.

is
the
water
issue,

the
traffic
and
the
other
is
my
land.

would
be

better

about
coordinating
those
activities

tricky
because
of
design

sometimes
can't

doesn't
want
to

have

we
can't
tell

read

fit

plan

next
Whiskey
Road,
then
that
will
affect
Gaston
Livery,
stable,
high-filled,
Event

suffocating

area

not
be
suffocating

ditches

that

of

Aiken,
both
city
and
county,
since
1997.
I'm
a
Canadian
transplant
and
like
many
others,
the
horses
brought
me
here.
The
community
opportunity
and
uniqueness
of
Aiken
are
the
reasons
I
Stay
I
do
love,
Aiken
and
I've
enjoyed
seeing
it
grow
yet
remain
strong
in
its
charm
and
distinctiveness.

My
specialty
is
Sales
and
Leasing
office,
retail
Warehouse
industrial
Etc.
It
has
been
my
experience
that
the
need
generally
exceeds
the
demand,
especially
downtown
and
especially
for
Office
Space.
There
simply
isn't
the
inventory
I
love,
seeing
my
clients
like
Flanagan's
Polo,
Grounds,
Sharon's,
Bridal
and
SOB
Bagel
thrive
in
their
downtown
retail
spaces.
I've
also
been
able
to
find
office
space
for
clients
who
insisted
on
being
downtown,
including
the
Smith
group,
Rutgers
Law
Firm
5x
Incorporated
in
United
real
estate,
to
name
a
few.

Finding
these
spaces
was
not
easy,
and
now
that
many
offices
are
here,
others
wish
to
follow
suit.
They
want
to
be
downtown
close
to
restaurants,
shops
and
the
energy
that
downtown
provides.
Creating
space
for
srl
Workforce
would
add
to
a
deficient
property
pool.
I
understand
the
concern
that
some
thing
would
be
built
and
if
something
should
not
come
to
fruition
with
the
potential
tenant,
Aiken
would
be
stuck
with
another
vacant
property.
I
find
that
hard
to
fathom.

There
is
a
potential
to
create
a
metric
of
high
standards
that
could
potentially
Inspire
others
to
purchase,
develop,
renovate,
improve
and
upgrade
spaces
to
meet
the
demand
that
currently
exists.
Often
when
clients
ask
me
to
find
office
space
suitable
to
accommodate
the
requirements,
I
have
to
explain
that
we
don't
have
anything
downtown.

This
is
a
unique
situation
compared
to
other
National
markets
at
the
primary
and
secondary
levels.
Aiken's
a
tertiary
Market
in
some
online
forums.
Primary
and
secondary
markets
have
been
mentioned.
Concerning
the
surplus
of
vacant
office,
spaces
Aiken's
unique.
We
don't
have
that,
especially
in
the
locations
that
are
preferred
by
the
client
when
I
make
that
point.
They
then
mention
spaces,
like
the
former
Parsons
building
on
the
South
Side
I'm,
happy
to
say
that
that
building
is
filling
up
quickly
and
we
just
signed
a
lease.

voices
are
speaking
to
the
past
and
that
this
project
is
a
Reincarnation
of
previous
Visions.
It's
not.
This
project
intends
to
fill
a
need,
one
that
would
benefit
not
just
a
select
few,
but
a
community
as

whole

yesterday
take
up
too
much
of
today.

should
prepare
for

future

ensure
that
Aiken
can
keep
up
with
the
current
demands.

Aiken
is

to
meet

current
demands

well
prepared

I
said
earlier,
my
name
is
Kurt
Hannah,
the

East
and
I'm
here
to
be
an
advocate
for
Aiken.
Several
years
ago,
my
family
and
I
moved
to
Aitkin
and
we
have
absolutely
fallen
in
love
with
this
community
I
grew
up
in
a
small
town
that
had
that
nice,
small
town
feel
for
years.
Everyone
could
see
the
small
town
charm
slowly
fading
away.
For
some
reason,
the
five
to
ten
negative
voices
were
always
the
loudest.
They
fought
everything,
no
matter
how
much
potential
there
was
in
a
proposed
project.

They
always
found
a
reason
to
hate
it
when
it
was
time
for
me
to
get
a
job
there
weren't
any.
My
dad
used
the
first
few
years
of
his
retirement
to
bring
together
a
group
of
individuals
to
try
and
help.
They
did
a
few
good
things,
but
surprisingly,
they
were
accused
of
being
selfish,
greedy,
corrupt
and
even
though
they
were
just
trying
to
save
the
small
Hometown
that
they
grew
up
in
and
loved
it
was.
It
was
a
wasted
effort.

Even
today,
the
same
negative
voice
is
still
ring
loud
and
my
hometown
is
basically
gone
now.
I
found
myself
in
this
charming
town
of
Aitkin
and
I'm,
tired
of
letting
the
few
loud
negative
voices
Trump.
The
majority
of
our
community
I
assure
you
that
most
people
believe
in
our
town,
most
people
believe
our
public
officials
are
working
to
make
this
community
better.
I
know
many
of
the
individuals
on
our
local
boards,
committees
and
councils.
None
of
them
have
ever
given
me
any
reason
to
believe
that
they're
doing
anything
but
trying
to
make
our
community
better.

time
with

families,
time
away
from
their
jobs
and
businesses,
and
they
even
sacrifice
financially
case
in

sick
of
the
negativity,
I'm
sick
of
hearing
all

certain
people

yet
never
hearing
what
they're
for
I'm,
sick
of
unconstructive,
criticism
and
I'm,
so
very
sick
of
being
quiet.

than
anything,
I'm
extremely
afraid
that
Aiken
has
started
down
the
same
path
of
Destruction
that
my
hometown
went
through.

Ascot
Drive

Aiken,

I'd
like
to
talk
a
little
bit
tonight
about
zoning
and
planning
right.
I
I
get
the
feeling
that
the
planning,
the
Planning
Commission
the
zoning
board.
The
city
council
on
mayor
have
the
impression
that
in
commercial
or
general
business
you
can't
regulate,
who
comes
in
or
the
density.
The
number
you
know
everybody
says
hey:
why
is
there
so
many
mattress
stores
and
they?

A
growing
number
of
cities
and
towns
Nationwide
have
been
enacting
policies
for
over
30
years
that
restrict
the
peripheralation
of
formula
businesses,
so
I
think.
First,
we
need
to
Define
what
a
formula
business
is
typically
defined
as
a
store
or
a
restaurant
that
have
standardized
Services,
Decor
methods
of
operation
and
other
features
that
make
them
virtually
identical
to
business.
Other
businesses
in
town,
such
as
dollar
stores
and
mattress
stores
a
lot
of
towns
have
crafted.
You
know
well-crafted
ordinances
that
have
withstood
repeated
legal
challenges.

Some
of
the
ways
that
they
do
that
are
by,
for
example,
as
an
extreme
there's,
a
town
in
California,
Carmel
By,
the
Sea
that
actually
restricts
the
the
total
number
of
restaurants
allowed
in
the
town
at
any.
Given
time
to
nine,
it's
a
very
small
town,
and
that
has
withstood
repeated
legal
challenges.
