citizen

are
normally
passed
on
a
minimum
of
two

This

the
residents

issues,

had

resolution
strongly
encouraging
the
use
of
these
face
coverings
and
we
we
were
the
council
directed
staff
to
bring
an
emergency
ordinance
to
require
face
coverings
for
consideration.
It
is
able
to
be
discussed
by
council
and
with
the
with
the
public
comment,
and
what
we
have
right
now
is
this
emergency
ordinance
that
would
go
into
effect
as
currently
written
at
noon.

it
would
be
in
effect
for
61
days
once
once.

it
would

a

wearing

covering
for
those
who
cannot
wear

covering
due
to
a
medical.

asking

right

most
people

finally
wear

mask
inside
public
spaces,

not

ordinance
will
bolster

wearing
in
the
proprietors
can
simply
refer
to
the
city's
band
date.
If
a
customer
questions
the
need
to
wear
a
mask
number,
two,
the
nature
of
the
cove
pandemic
is
characterized
by
a

two
week:
delay
between
infection
and
serious
complications.

social
chaos

treated
traded.

word
for
another
freedom,
when
exchange

media
generated
fear,
freedom
for
fear,
our
nation
and
indeed
the
entire
world,
is
gripped
in
fear.
If
we
had
allowed
coven

run
its
course,
while
protecting
those
with
health
issues,
rather
than
quarantining
them
by
quarantining
them,
instead
of
quarantining
the
healthy
folks
and
shutting
down
our
entire
economy,
resulting
in
44
million
unemployed,
we
would
most
likely
have
had
a
high
spike
of
infections
in
the
spring
and
develop
a
covered
19
herd
immunity.

done
by
flattening
the
curve

like
that
term,
I've
heard
it

times
has
prolonged
this
fear
to
the
point
of
insanity
and
resulted
in
another
herd

are
living
heard,
fear

real
pandemic

cowering

overreacting
to
every
media
report
showing
that
clova
diet,

businesses

restricted

eat
out,
but
because
of
this
pervasive
fear,

unemployment,
food
prices

the
roof,

even
half

the
allowed
seed
industry

occupied.

week
sunny

I
went
to
metro
diner
for

late
breakfast
and
it
was
nearly
empty
before
covert
19.

all
know
it
was
always
busy.

being
forced

another

hate
to
adopt
an
ordinance
by
this
mainstream
media
generated
canopy
of
fear.

have
read
the

you

voting
on

find
it
possibly

most
sensible

least
restrictive
ordinance.

seen,
however,

will
react
by
avoiding
businesses
in

rebellion
to
it,

less
revenue
even

city
council
already
seeing
tax
revenues
drop
precipitously.

going

cut
programs
and
capital
improvements
and
still
raise
taxes?

result

this
fear,
I
realize

real
threat,

how
big
a
threat
is
it.
Today's
dhec
report
is
that
we
have
228
cases
in
aitkin
and
12
have
died
in
the
entire
county
of
170
000..
Unfortunately,
that
is
false
reporting.
The
200-plus
number
for
aitkin
is
a
community,
since
this
all
began
in
january.

of
70
000
residents
that
are
that
are
serviced
by
downtown
aitkin
and
we
are
severely
damaging
our
business
community,
resulting
in
in
more
business
failures
and
higher
and
higher
unemployment.
One

sent

a
contractor
who
specializes
in
ppe
personal
protective
equipment
these
masks.

honoring

our

been
put
in
a
difficult
situation,
we're

difficult

know
these
are
hard
decisions
for
us.

lived
in
aitkin
county
for
all
of
my
life.
My
mother's
family
has
been
here
since
the
1700s,
so
I
think
we're
we're
residents
here.
I've
lived
in
the
city
of
aitkin
for
most
of
my
life,
I
pay
taxes.
I
support
local
businesses
and
I
think
I'll
go
from
a
different
tact
than
the
previous.
In
that
I
just
feel,
like
the
spirit
of
fear,
has
gripped
our
city
and
this
fear
has
turned
us
into
some
place.

struggle
with
living
in
people
have
become
mean
and
angry,
and
that's
not
a
good
thing
for
our
city.
At
all.
I
spend
every
day
of
my
life
helping
other
people.
I
work
with
single
moms.
I
work
with
children.
I
counsel
I'm
a
licensed
therapist.
I
counsel
people,
and
so
the
idea
that
I
don't
wear
a
mask
is
I
don't
care
about.
People
is
ridiculous.

choose
not
to
wear
a
mask
because
I
have
a
pulmonary
disease
called
pulmonary
sarcoidosis
and
it
has
affected
my
lungs
to
the
extent
that
I
have
less
than
75
lung
function,
and
so
I
know
that
there's
an
exemption,
but
what
concerns
me
is
what
is
that
gonna
look
like
when
I
go
into
a
store,
I've
limited
my
exposure.
I
go
into
grocery
stores,
pretty
much
only.
I
don't
go
to
other
stores
right
now,
just
because
I
don't
want
to
be
exposed
to
things,
and
I
don't
want
anybody
to
maybe
be
exposed
from
me.

But
what
I
am
concerned
about
is
that
I'm
going
to
have
to
deal
with.
If
you
take
up
the
emergency,
then
I'm
going
to
have
to
deal
with
police
officers
every
time
I
try
to
go
shopping
or
every
time

try

grocery
store,
and
I
think
that
that's
a
problem
for
someone
who
always
tries
to
obey
the
law
and
honors
what
our
city
does

chooses
to
do,
but
I
think
it
puts
our
citizens,
many
of
whom-

I
don't
want
to
wear
pulmonary
sarcoidosis
letters
on
my
shirt.

to
do
something,

ask
for

to
vote
for
the
emergency
so
that
we
have
an
end
date
in
mind
instead
of
something
that
could
just
go
on
forever

ever

we're
never
free

this.

south
carolina

the
aitkin
community
hospital.
This
has
been
my
home
forever.

need

them
apart

see

liability?

truth

like
to
have
been
a
part
of

that
conversation,
because
there's
so
much
really
good
information

con

diligence

public

see
what

doing.

watched
your
video

I
didn't
see
that,
except

she
had
some
great
statistics.

county
in
aitkin
city

aitkin

governor
has
said.
We
recommend
that
we
don't
mandate
our
city
council,

more

deal
with
than
you
guys
do.
They
have
said
we

recommend,
but
we
don't
dictate
and
much
to
my
surprise,
the
city
of
north
augusta
said
we
recommend,
but
we
do
not
dictate
there's
a
reason
that
they
all
did.
That
might
want
to
look
into
that.

trying

figure
out
how
we're
going
to
pay
off
the
loan
we
just
took
out

virulent

the

would

better

people
in

recovery

only
two
out
of
every
hundred

will

is

Out
of
all
782
confirmed
cases

state

only

of
the
entire

jobs
and

a
record
unemployment
rate
of
fourteen
point,

percent.
I
have
witnessed
firsthand
the
closure
of
businesses
in
aitkin
and
it
has
affected
families
and
children,
the
very
same
businesses
that
brought
life
and
food
to
this
city.

of
cases
in
aitkin
county
cannot
compare
to
those
in
charleston
columbia
or
greenville.
Aiken
county
should
not
have
a
mass
mandate
because
of
the
numbers
of
positive
cases
and
deaths

other
counties

county

blindly
follow
what
others
are
doing,
but
but
rather
they
should
have
a
good
team
to
look
at
the
correct
dates
and
make
decisions
that
are
working
to
what's
happening
in
our

this
virus
is
so
deadly
that
the
early
hours
of
operations
and
supermarkets
for
senior
citizens
have
pretty
much
vanished.

they

new

have
adopted
a
similar
practice.

process,

have
data
collection,
enforcement
and
auditing,
because

unintended
consequence
is
that
we
don't
reveal
your
criminal
history
at
the
start
of
an
application
that
people
make
assumptions
based
on
your
name?

so
as
we're
going
back
and
we're
doing
those
checks,
then
we
can
ensure
that
we
have
a
fair
process.
That's
going
on,
so
that
people
are
getting
the
opportunity
to
work.
So
I'm
the
least
qualified
to
talk
about
this.

I

a
colleague
that
I
brought
with
me,
who
can
certainly
tell
a
very,
very
compelling
story.
So,
madame
mayor
pro
temp,
I'm
going
to
take
my
seat

I'd
ask
you

recognize
my
friend
lester
young,
who
has
done
lots
of
work
on
the
state
level
and
a
national
level
about
this
about
this
about
this
initiative,
and
he
also
has
a
very
compelling
personal
story
that
I
think
that
the
council
will
find
interesting.

As
you
mentioned,
my
name
is
lester
young.
I
am
a
community
organizer
for
just
leadership.
Our
mission
is
to
cut
the
prison
population
by
2030,
and
that
is
addressing
the
collateral
consequences
that
are
attached
to
individuals,
felony
conviction,
as
you
guys
see,
I
have
a
shirt
on
and
it
says
I
am
human
and
the
reason
why
we
advocate
for
that.

I
am
human,
because
it
is
so
often
that
we
find
individuals
who
have
been
convicted
of
a
crime
still
being
demonized,
that
they're
less
than
human
beings
that
they're
ex-offenders
they're
inmates,
they're,
not
people,
we're
individuals
who
have
committed
a
crime,
and
we
have
paid
our
debt
to
society
and
we're
returning
back
into
the
community.
Seeking
that
assistance
and
moving
forward.
One
of
the
biggest
challenges
that
we
face,
as
we
mentioned,
is
that
there's
46
thousand
collateral
consequences
attached
to
a
person's
felony
conviction
here
in
south
carolina,
there's
seven
715
collateral
consequences.
What
is
that?
P
Those
are
those
particular
unseen
barriers
that
are
attached
to
a
person,
felony
conviction
when
I
was,
I
was
convicted
at
age,
19
years
old
for
violent
crime.
I
end
up
serving
a
total
of
22
years
and
five
months
inside
of
a
prison
system.
I
walked
out
of
prison
today
to
41
years
old,
never
knowing
after
being
released
from
prison
that
there
was
this
thing
called
collateral
consequences.
I
knew
I
didn't
serve
my
time
and
when
I
walked
out
and
I
applied
for
employment.

Moment
I
became
an
advocate.
I
said
I
have
to
be
a
voice
for
the
many
millions
of
men
and
women
who
are
going
to
exit
the
prison
system
and
come
back
into
the
community
seeking
gainful
employment
and
being
denied
access
to
employment.
So
what
I've
been
doing
for
the
last
six
years
that
I've
been
released
from
prison?
I
have
now
been
traveling
across
the
country
advocating
we
have
right
here
in
south
carolina.

I
mean
consider
passing
an
ordinance
or
a
resolution
to
employ
those
who
are
returning
home
from
that
particular
prison
system
or
living
with
a
felony
conviction.
I'm
telling
you
that
for
me,
when
I
got
hired
on
to
a
company
like
tyson,
foods
was
one
of
the
first
jobs
that
was
a
felon
friendly,
as
they
said,
felon
friendly
job
opportunity
that
changed
my
entire
life.
To
this
day
I
am
a
business
and
when
I
own
my
own
business,
I
am
I
own,
a
non-profit.

I
started
a
non-profit,
I'm
an
author
of
a
book
called
the
five
stage
of
incarceration,
I'm
a
husband,
I'm
a
homeowner.
I
bought
my
first
home
as
a
result
of
me
giving
big
giving
opportunity.
I
never
thought
about
owning
a
home
until
I
was
given
an
opportunity,
went
left
out
of
prison
with
a
newfound
definition
of
who
I
wanted
to
be,
and
I
got
a
job.

So
I'm
telling
you
all
that
when
you
give
someone
a
job,
you
give
them
opportunity
and,
as
I
said
I
own
my
first
house
ever,
I
just
bought
a
new
truck
because
a
result
of
me
being
employed.
I
am
a
citizen
of
the
society
that
I'm
all
about
trying
to
empower
my
people,
our
people,
by
teaching
them
my
experience.
So
I'm
a
certified
life
coach.

While
I
work
with
those
who
have
felony
conviction,
because
I
know
the
challenges
they
face,
returning
home
from
prison
and
seeking
employment,
so
we
humbly
ask
you
all
to
really
look
at
this.

individuals
an
opportunity

employment,
because
I'm
a
testament
that
when
you
give
people
a
chance
towards
employment,
you
change
their
lives
and
I
thank
