our
meeting

order
at
this
time
we're
going
to
open
with
an
invocation
and
a
pledge.
Please

We've
recently
had
a
former
council
member
pass
away,
Ms
Jane
valders.
She
served
our
city
in
a
lot
of
ways,
but
certainly
spent
time
on
Council
caring
for
for
their
city
and
the
needs
of
our
citizens.

want
to
say
we
just
praise
you
for
our
city.

just
ask

those

the
future

overlay.
District
I'd
like
to
pull
this

point

information,
because
I'm
requesting
that
we
have
a
work
session
on
this
item.

we
can
get
more
information
about
it
before
we
see
it
on
agenda
for
a
vote.

All
council
members
I
appreciate
the
time
I
wanted
to
just
give
you
a
quick
update
in
regard
to
what
the
lower
Savannah
Council
of
government
has
been
doing
this
past
year
and
tell
you
a
little
bit
about
some
of
the
point
of
these
programs
to
you
coming
up.
I
know
you
have
this
up.
There
I
did
do
a
little
revision
on
there.

I
realized
I
gave
you
an
older
it's
one
of
those
mornings
to
let
you
know
the
lower
Savannah
Council
of
governments
is
55
years
old,
we're
very
happy
for
that.
We
were
started
back
by
Governor
McNair
back
in
67.
There
are
10
of
us
in
the
state.
We
cover
the
whole
state
as
councils
of
government,
so
we
do
a
number
of
different
programs.
We
were
started
with
economic
development.
We
also
do
Workforce
Development
and
then
a
number
of
us
do
aging
programs.

We
are
the
only
one
in
the
state
who
does
tourism,
we're
quite
happy
that
we
have
a
tourism
Department
that
works
very
well
with
the
city
and
the
county
and
really
works
hard
to
get
tourists
to
come
visit
and
spend
their
money.
We
like
that,
to
give
you
a
couple
of
things:
we
serve
six
counties,
Aiken
Allendale,
Bamberg,
Barnwell,
Orangeburg
and
Calhoun
counties,
so
we
are
spread
out.
We
do
a
lot
of
work
with
rural
communities,
especially
smaller
rural
communities
and
I'll.
Give
you
a
little
bit
of
that
in
just
a
minute.

We
have
a
44
board
members
and
on
the
board
from
Aitkin
County.
Just
wanted
to.
Let
you
know.
Gary
bunker
is
on
the
board.
Danny
Fagan
that
haslip
Willow
Hightower
Miss
Leslie
Price
is
a
board
member
Andrew
Siders
John
Simmons,
the
former
mayor
of
Perry
Thomas
H,
Williams,
recently
resigned
from
our
board
very
nice
gentleman
and
really
appreciate
his
service
to
the
organization
and
our
ex-officio
member
from
Aitkin.
County
is
Melissa
arimas.

Annually
we
have
a
budget
of
this
past
year
about
10
million
dollars
that
goes
directly
through
our
organization.
In
addition
to
that,
we're
a
pass-through
Organization
for
a
number
of
different
programs,
including
transportation,
and
so
with
our
guide
share
funding.
We
have
another
I
think
it's
about
6.5
million
dollars
that
is
programmed
by
us
for
roads
and
widening
and
intersections,
and
that
kind
of
thing
on
an
annual
basis,
so
we're
quite
busy
with
that
as
well
and
have
probably
around
anywhere
from
ten
to
fifteen
thousand
dollars
worth
of
path.

We
work
a
lot
and
have
a
lot
of
money
that
goes
through
Aiken
Senior
Life
Services
wanted
to
give
a
shout
out
to
Amy
Hannah
her
and
her
folks
do
a
great
job
seniors
for
this
community
and
getting
meals
and
other
activities
out
for
seniors
Transportation.
A
lot
of
other
stuff,
those
funded
by
our
organization,
give
you
an
idea
here.
In
Aitkin
County
last
year
we
had
2
700
calls
for
information
and
referral.
That's
people
just
asking
how
do
I
get
this?
Where
do
I
find
this
kind
of
information?

Last
year
we
served
with
a
Senior
Life
Services
65,
000
meals,
home
delivered
meals
were
provided
to
477
homebound
seniors
here
in
Aitkin
County.
In
addition
about
7
500
meals
were
served
to
135
seniors
and
the
five
congregate
meal
sites
here
in
Aitkin
County
on
our
committee
is
William
price
who's.
Our
vice
chair
and
John
vellman,
is
on
there.
We
have
one
vacancy
right
now
we're
looking
at
starting
up
two
new
programs.
One
of
those
is
a
ramp
program
for
seniors.
F
As
you
well
know,
a
lot
of
seniors
have
problems
getting
in
and
out
of
their
house.
We
have
some
funding
that
we're
doing
designating
towards
building
ramps.
For
those
seniors,
in
addition
to
that,
we're
also
looking
at
a
minor
home
repair
program,
seniors
need
the
safety
bars
different
things
in
their
house
and
we're
starting
to
look
at
that
and
how
to
get
that
out
into
our
communities.

A
couple
of
other
big
programs
in
the
Aging
area,
one
of
them
is
our
respite.
Services,
say
that
you're
looking
after
a
senior,
you
need
a
break
from
serving
that
senior.
What
we
do
is
we
have
grants
of
up
to
fifteen
hundred
dollars.
We
give
out
twice
a
year
and
that
great
program
what
they
do
is
they
hire
a
company.

They
pick
the
company
we
pay
for
them
to
come
in
and
look
after
your
relative
for
a
while,
so
you
can
go
shopping,
go
whatever
you
need
to
do
and
take
care
of
they'll
take
care
of
your
family
member
in
the
county.
Overall,
this
past
year
we
had
allocated
four
hundred
thousand
dollars
and
spent
almost
three
hundred
thousand
dollars
on
that
kind
of
program.
So
quite
a
lot
of
money.
Some
of
the
other
things
we
do
is
work
with
Medicare
beneficiaries,
helping
them
with
Medicare
Part
the
enrollment.

We
also
one
of
the
things
that
we
need
to
look
at
continuing
to
do.
Even
more
is
title
3B
legal
services,
and
this
is
to
help
seniors
with
wills
and
other
legal
things
that
they
need
done
basic
stuff,
but
we
also
provide
funding
for
that
and
then
there's
our
map
program,
which
is
Medicaid
Medicare
assistance
program,
that
is,
with
the
United
Way
here
a
great
partner
for
us
and
what
we're
able
to
do
this
past
year
is
assist
with
399
prescriptions
for
medical
assistance
and
saved
over
a
million
dollars
for
Aiken
County
residents.

One
of
the
areas
I
wanted
to
really
bring
up
this
evening
is
our
transportation
program.
As
you
all
know,
Aiken
Senior,
Life
Services,
is
our
provider
of
Transportation.
Here
they
run
our
best
friend
Express.
Also
our
dial
ride
program.
You
know
their
recent
move,
we're
really
happy
for
them.
It's
a
great
building,
but
with
that
building
means
that
we
had
to
re,
do
re-look
at
the
routes
and
figure
out
how
to
make
those
routes
work.
Okay.

So
we
want
to
make
sure
that
we're
dealing
with
that
and
also
looking
at
microtransit,
okay
and
working
with
Aiken
Senior
Life
Services
on
how
to
do
that.
So
we
think
we've
come
be
coming
up
with
a
lot
of
good
things,
I'm
in
the
way
of
transit
for
the
city
and
the
whole
community,
and
we're
hoping
to
complete
that
by
June
2024..

Now,
as
I
mentioned,
we've
got
the
RFP
on
the
street
and
we're
going
to
be
looking
for
assistance
from
the
city
to
be
on
that
committee
to
go
through
those
rfps
and
take
a
look
at
that
and
help
us
to
figure
out
who
that
right
company
is
to
put
this
in
play
for
us.
So
I
wanted
to.
Let
you
know
that
two
other
areas,
one
of
them,
really
focuses
on
some
of
our
smaller
communities.
So
I
wanted
to.

Let
you
know
that
in
the
area
of
Transportation
here
in
Aitkin
County,
we
are
involved
in
a
couple
of
smaller
studies.
One
of
those,
as
you
well
know,
is
the
Whiskey
Road
study,
the
other
one
is
up
on
Bettis
Academy
Road
places
growing
quite
fast,
especially
by
Escada
Lake
in
that
area
and
going
in
there.
So
the
studies
being
done
there
and
we're
helping
to
pull
that
together
for
them
a
couple
of
folks
on
the
transportation
advisory
committee,
Theresa,
crane,
Joel,
Duke
and
Danny
Fagan.

We
also
do
Community
Development
block
grants
for
those
small
communities,
so
we
have
a
1.3
million
dollar
project,
Community
Development
block
grant
project
in
monetta
for
elevated
water
tanks
in
the
town
of
Sally,
a
700
000
project
upgrade
to
town
Wells.
Okay,
one
of
the
things
we
make
sure
that
our
small
rural
communities
are
getting
the
assistance
that
they
need
in
order
to
make
the
lives
better
for
the
rural
folk
out
there.
The
other
one
I
want
to
mention
I
know
you
got
a
presentation
earlier
this
afternoon-
is
that
we
do
have
the
home
program.

Okay,
that
home
program
is
the
lower
Savannah
Regional
Housing
Consortium.
It's
run
out
of
Orangeburg
County
right
now.
Annually
we
receive
about
1.2
million
dollars.
That
funding
is
usually
for
two
things
can
be
for
a
third
one,
but
the
two
main
priorities
are
to
build
low
to
moderate
income.
Housing.
We've
done
that
previously
and
most
recently
with
second
Second
Baptist
here
in
town,
the
great
construction
project
there,
the
other
one
is
with
housing
rehab
and
it's
one
of
those
that
we're
able
to
spend
about
up
to
sixty
thousand
dollars
to
help
repair
a
house.

It's
one
of
those,
it's
kind
of
tough
I'll,
be
honest
with
you.
You
have
to
have
a
house
that
has
enough
code
violations,
but
not
so
many
that
you,
you
know
you
can
spend
sixty
thousand
dollars
in
a
heartbeat,
especially
right
now
the
way
the
construction
costs
have
risen
over
the
last
couple
of
years.
Lumber
is
extremely
expensive
and
to
buy
that
stuff
is
pulled
together
is
extremely
expensive.

The
the
other
part
of
that
funding
came
from
the
American
Rescue
plan,
and
we
have
one
time
funding
that
went
to
the
lower
Savannah
region
for
3.8
million
to
fund
funds
to
combat
homelessness
in
the
region.
We
have
a
plan,
we
have
a
new
housing
person
in
our
office.
We've
got
another
one
coming
on
board
next
week,
and
then
we
have
another
person
coming
in
in
regards
to
some
of
the
financing
aspects.

The
next
piece
I
want
to
just
mention
I,
know
that
you
were
also
recipients
of
skip
grants
from
the
rural
infrastructure
fund.
We
help
write
15
grants
out
of
those
15
grants.
10
of
those
were
funded.
We
were
asked
by
the
legislature
and
actually
received
500
000
from
the
legislature
to
help
to
write
those
grants,
but
also
to
administer
those
grants.
Okay,
so
from
Ria
we
received.
Actually
it's
11
grants
that
we
will
be
administering
three
of
them
here
in
Aitkin
County
or
in
Burnett,
Town,
New,
Ellenton
and
Wagner.

Next
one
is
Thoroughbred
country
tourism,
if
you
all
know
Marianne
keisler
and
her
folks
they're
out
there
bringing
in
writers
to
write
wonderful
articles
about
Aiken
and
all
its
activities.
So
it
goes
into
the
magazines
and
everything
else.
Online,
mostly
online
nowadays
be
honest
with
you
and
gets
people
to
come
here
and
spend
their
money.

I
love
that
job
I
really
do
it's
just
one
of
those
things.
How
do
you
highlight
a
beautiful
place?
Well,
her
and
her
staff
make
sure
that
they're
highlighting
what
goes
on
mostly
here
in
Aiken,
okay,
rest
of
the
region,
a
bit
too,
but
really
is
focusing
on
everything
that
goes
on
here
and
how
to
bring
those
people
in
and
fill
your
hotel
rooms.

It
does
a
great
job
with
that.
Finally,
I
wanted
to
mention
what
the
area
of
Workforce
Development.
As
you
know,
we
manage
the
seworks
center
over
on
Richland
Ave.
We
have
a
very
active
board.
Mr
Price
last
year,
was
the
chair
of
that
she's
been
a
board
member
for
a
while
as
well
on
that
committee
and
has
done
a
great
job
for
us.

A
couple
of
the
other
things
that
we
do
on
the
other
side
of
it.
The
coin
is
we
conducted
10
rapid
responses
this
past
year,
which
are
layoff
support
for
companies
in
Aitkin,
including
Bank
of
America
solo
Vino
wine,
Prowler,
South,
State,
Bank,
Tuesday,
Morning,
Bed,
Bath
and
Beyond
Aiken,
Brewing,
Company,
Wild,
Wings
Cafe,
so
that
they
and
those
folks
who
work
for
them
know
how
to
fill
out
the
forms
also
how
to
get
training
so
that
they
can.

You
know,
go
to
that
next
job
and
we
help
them
find
that
next
job
one
other
thing
I
do
want
to
mention
is
that
every
spring
we
have
a
College
and
Career
night.
It
was
at
USC
Aiken.
We
had
over
415
registers,
it
was
not
just
for
students,
but
was
their
students
and
their
parents.
It
was
not
just
colleges,
it
was
jobs,
it
was
the
military
service,
it
was
everybody,
and
so
the
kids
really
got
an
idea
of
what
could
your
future
be
like?

were
very
happy
to
hold
that,
and
that
was
a
great
event
over
at
usca.
You
see
the
list
of
folks
that
are
on
that
Workforce
board.
We
appreciate
their
service
very,
very
much.
That
being
said,
we
do
have
a
couple
of
upcoming
meetings.
Our
Laura
Savannah
Cog
board
meeting
is
going
to
be
in
Allendale
next
month,
but
that
being
said,
our
Workforce
Development
board
will
be
here
at
our
offices
on
June
6th.

We've
got
a
couple
other
meetings
that
are
on
that
schedule
as
well,
and
that
being
said,
if
you
have
any
questions,
I'd
be
happy
to
entertain
them,
but,
like
I
said,
the
homelessness
funding
and
the
housing
funding
is
one
of
those
things
that
I
really
want
to
make
sure
that
we're
working
in
partnership
with,
as
well
as
the
transit
program
and
making
sure
that
we're
working
together
to
make

that
Transit
is
available
here
in
the
city
of
Aitkin.

all
those
who

our
small
towns

neighbors,

it
really
makes
a
difference
in
our
community
and
in
your
efforts
or
tireless

meetings
late.

get
the

much
traction

we
had
hoped
for,

we
are
continuing

asked

state

make
sure
that
that
funding

place

part
of
the
overall
rfps,
how
to
really
get
more
traction
on
that
and
get
people
involved
in
that,
and
so
we're
looking
at
a
number
of
different
ways
to
do
that.

rural

is
picked

funding

doesn't
do
that

stays

urban
area

they
apply
for
funding
and
receive
it
and
take
care
of
the
rest
of
the
county,
understandable.

consistently

publicly

folks

can
they
get
access

the
many

region

housing
programs

the

that
Workforce
and
we've
got
a
actually
it's
a
bus.

the
workforce
board
is
one
that
there
are
board
members
that
serve
that
can
talk
to
individuals
about
how
their
records
can
be
expunged
and
also
get
them
into
a
job
training
program.
Again,
multiple
programs
that
that
are
available
so
I

advise
if
you're
looking
for
someone
to
bring
information
to
your
community,
lower
Savannah
Council
of
government
have
a
great
group
of
of
Staff
members
that
can
bring
that
to
the
communities.

way
taxpayers
engage
in
discussion
being
used
to
maintain
an
unjust
status
quo
are
mayor,
Osborne's
standards
of
Civility
base,
biased
to
The
Standard
of
the
to
this
bias.
To
this

status
quo,
there
are
important
reasons
not
to
discourage
incivility
or
we
risk
excluding
those
advocating
for
their
rights
and
attempting
to
speak
truth
to
power
where
there's
smoke,
there's
fire

civil
way

exchange

extinguish.

public
discourse
in
which
parties
listen
and
speak
to
each
other.

few
things

concern.

grass
cutting
down

Avenue,
that's
on
the
side
of
the
highway
versus,
what's
across
the
sidewalk,
which
would
mean
that
that
portion
of
the
street
or
of

highway

delegated

homeowner,
because
it's
it's
actually
off
of
the
street

a
civics
lesson,

understand.
As

citizen
taxpayer,
all
of
us
are
heard
on
Election
Day.
Our
voices
are
heard
with
through
our
votes,
I'm
wondering
as
Debbie
was
saying.
How
else
are
our
voices
heard
I'm
new
to
Pub,
to
government
politics?

I,
don't
really
understand
the
policies
and
procedures
I'm
trying
to
learn.
I
know
you
all
have
a
vast
amount
of
experience
and
service,
and
thank
you
for
that.
In
late,
2021
I
read
about
the
pascalis
project
and
I,
read
it
in
the
newspaper
and
thought
that
it
was
so
ridiculous.
I
just
dismissed
the
entire
idea
and
just
went
on
living
my
life
not
being
involved
in
government
the
way
I
had
been
for
decades
here
in
Aiken,
loving
Aiken
by
the
spring
of
2022.

It
became
obvious
that
the
pascalis
project
was
not
going
away
and
so
I
felt,
like
I,
had
no
choice
other
than
to
get
involved
and
I'm
new
at
this.
So
you
know
I,
don't
know
I,
think
many
others
got
involved.
Then
too
we
sold
200
yard
signs,
300
or
3
000
registered
voters
signed
the
petition
against
the

classes

knows

about
government
and

most

her

couldn't
answer

the
other
behaviors
she
witnessed.

would
have

and

the
political
process

absence

public

realizing
now
that
I'm
becoming
very
active
in
the
community,
especially

seniors

I

We
experienced

first
of
this
year
a
letter
saying
that
our
rent
would
be
increased
241
dollars
for
the
new
year
and
we
received
a
notice
in
December
that
it
was
going
to
start
February
1st
so
because
we
are
low
income
Community.

sent
letters
here
for
the
city
council
to
the
mayor.
From
there
we
went
to
Columbia
government
and
then
on
into
government
in
Washington
DC,
a
total
of
about
10
letters,
went
out
between
January
and
last
month,
and
we
received
notice
about
two
weeks
ago
that
I
rent
would
not
increase
241
dollars,
but
instead
it
would
only
increase
121
dollars,
and
although
that
was
a
large
amount
of
money
for
a
lot
of
us,
it
was
much
better
than
the
241.

took

lot
of
phone
calls,
a
lot
of
activities
and
a
lot
of
people
engaged
for
them
to
reach
that
point,

a

profit
area
that
they're
living

could
not
intervene,

farther

they'll
be

people
who
are
working
every
day
have
somewhere
nice
to
live
and

told

right

feel
safe
and
secure
in
my
neighborhood,
even

people
walk

way

have
a
fence
around
it.

have
that
buffer
of
trees.

bumps

depending
