I
certainly
apologize
for
that
at
this
time
we
will
have
our
invocation

pledge,

you're

own

stumbled
upon
a
sport

fencing

lightsabers

I
wanted
to
do
something
for
the
community,
so
we
wanted
to
keep
it
cheap.
We
wanted
to
keep
it
safe.
We
wanted
to
keep
on
work
with
kids
and
I
wrote
a
letter
to
we
proved
the
concept
in
the
parks
with
me
is
my
student.
You
can
come

we're

we
wouldn't

been
able
to
do

Without
the
city
of
aitkin,
we're
a
city
of
bacon
program,
city
bacon,

can
charge

you
want.
We
sort
of
believe
in
you.

amended

place
sunday's

section

exemption
for
noise
limits
for
construction
and
property
activities
when
operated
between
the
hours
of

a.m
and
10
p.m,
with
no
provision
for
a
later
start
on
sunday,
this
language
has
been
amended
to
state.
Instead
of
the
time
of

to

pm,
we
amended
it
to
say
during
date,
time
hours.

requested
that
we
consider,

addition
to
downtown
business,

part
of

that
with
high
fields,

indefinite

industrial
zoning
use,
not
light
industrial,
but
industrial
zoning
be
part
of
the
noise
variance.

can
grant
a
noise
ordinance
variance
to
as
late
as
11
o'clock
at
high
fields,
which
is
zoned
industrial

they
have
some
festivals
and
concerts.

marks

complete
repeal

replace

of

section.

language
does
not
include
any
drastic
changes
to
the
noise
variance
process
that
we
currently
have
in
place.
We've
been
granting
noise
variances,
that's
how,
when,
when
an
event
happens
and
someone's
going
to
have
a
band
or
have
amplified
noise,
they've
always
had
to
come,
get
a
noise
variant.
So
we're
not
changing
that,
but
we
we
have
clarified
who
has
to
get
what,
when
other
substantive
changes
include
expanding
the
list
of
prohibited
noise
activities
based
upon
citizen
input
and
staff.

the
comment
that

received

miss
lipscomb
was
a
request
to
extend
the
date
that
that
extended
daytime
hours
that
we've
applied
to

would
apply
to
the
industrial
zone.
Districts
staff
has
vetted

change.

safety
had
no
significant
concerns
and
we're
we're
comfortable
generally
because
of
the
limited
number
of
industrial
zoned
parcels
and
the
existence
of
buffers
between
those,
the
few
patches
of
industrial
zone
district
land
that
we
have
aren't
abutting.

live
near
eventing
venues
so
again,
just
because
we
would
apply
that
daytime
hours
standard
to
the
industrial
zone
district,
it's
not
a
guarantee
that
every
variance
that
they
request
would
be
granted.

have

variance
process

place

staff
can
hear
any
concerns
from
surrounding
property
owners.
If
there
are
concerns,
we
work
with
the
applicants

these
variances

mitigate
those

blaring
right
at
them.

like

variance
process

for

downtown
there's
a
lot
of
scheduling
management
that
we

we've
got
folks

want
to
have
concerts
on
council
meeting
nights,

don't
typically
allow
them
to
have
music

alley,

that
would
conflict
with
what
you're
doing
here.

around
high
field
and
the
veterinary
clinic
on
richland
and
then
summit
business
park,

is
over
there
by
aitkin
high
school,

there
is
a,

believe,
it's

between
marlboro
and
orangeburg
that
their
parcel
zoned
industrial,
but
otherwise
there's
a
lot
of
light
industrial
on
the
park
avenue
corridor
that
wouldn't
be
effective

the
north,
a
neighborhood
park
and
single
family
detached
homes
to
the
south
and
single

detached

to
the
east.

last
concept
plan
amendment,
which
was
august
of
2020,
which
is
allowing
up
to
98
apartments
to
be
built
on
the
north
side
of
village
green,
the
balance
of
the
allowed
multi-family
apartments
is
currently
16
units,
and
this
proposed
14
would
use
up
most
of
the
allotment,
but
also
the
developers
requesting
that
the
balance
of
the
apartments
that
were
never
constructed
as
part
of
the
assisted
living
facility.
The
benton
house
there's
37
units
they're
requesting
that
that
be
transferred
to
the
multi-family
allowable,
build
out
in
the
unused
office.

000
square
feet
be
reallocated
to
be
used
as
commercial
square
footage,
and
this.
If
this
concept
plan
is
approved,
allowable
multi-family,
build
out
would
be

units.
The
overall
approved
commercial
square.
Footage,
however,

Any
development
in
the
plan
residential
zone
must
provide
a
concept
plan
for
review
by
the
planning
commission
in
approval
by
city
council.
The
planning
commission,
at
their
january
meeting,
heard
this
and
unanimous.

we

quick
overview
to
you
know
help
you
understand
what
we're
requesting
here.
As
you
know,
this
is
part
of
the
original
village
concept
plan
that
was
approved
back
in
2005.

From
the
outset,
this
planned
on
single-family
homes,
town
homes,
cottages
all
mixed
in
and
originally
we
had
a
concept
of
residential
over
retail.
We've
abandoned
that
and
we've
chosen
to
go
more
to
traditional
cottages,
single-family
lots
and
these
multi-family
apartments
there's
considerable
interest
in
in
the
village
for
for
rental
apartments.
These
will
be
larger
in
nature
and
a
little
bit
upscale
for
for
the
market.
We've
we've
got
quite
a
bit
of
interest
and
and
actually
a
list
of
folks.
That
would
like
something
a
little
bit
bigger.

They
want
to
get
out
from
ownership
they'd
like
the
maintenance
and
they
they
would
prefer
an
apartment
style
living.
We
communicated
this
with
our
village
residents
through
meetings
with
the
homeowners
association
board
september
28th.
We
met
with
the
hoa

would
like
to
highlight,
you
know
the
I
know
councilwoman
diggs
was
on
a
panel
about
litter,
so
we
did
put
some
information
in
issues
and
updates.
You
may
remember,
we
started
a
litter
control
program
with
city
court,
where
individuals
convicted
of
minor
offenses,
primarily
traffic
driving
under
suspension,
certain
types
of
traffic
crimes
in
lieu
of
paying
a
court
fine
or
going
to
jail.
They
can
pick
up
trash
of
so
many
hours
depending
on
the
value
of
their
fine.

So
the
first
year
with
the
program's
inception,
we've
had
545
hours
worth
of
service
time
completed,
which
results
in
about
109
miles
of
roadways
and
again
we
focus
on
the
primary
roads,
the
bypass
and
so
on.
So
not
the
not
the
secondary
roads
necessarily,
but
it's
worked
well,
given
the
number
of
individuals
that
have
participated.
