the
property

in
the
village
at
woodside.

proposal
is
a
concept
plan
revision
to
construct,
14
multi-family
apartments
on
a
currently
vacant
parcel
on
society,
hill
drive
adjacent
to
existing
single
family
attached
town
homes
to
the
west,
commercial
uses
to
the
north,
a
neighborhood
park
and
single
family
detached
homes
to
the
south,
as
well
as
single-family
detached
homes
to
the
east.

At
the
january
24th
meeting
there
were
several
items
raised
and
I'm
going
to
ask
mr
baldwin
to
come
up
and
and
speak
to
those.
There
was
some
he
he
submitted
paperwork
to
us
late
last
week
and
it
got
erroneously
left
out
of
the
agenda
in
terms
of
his
response,
but
it's
summarized
in
the
cover
memo
and
that
the
town
homes
will
be
governed
by
the
same
covenants
and
restrictions
applicable
to
residential
property
owners,
including
the
same
hoa
fees
and
dues
parking.

parking
analysis
that
is
done
shows
that
the
new
development
would
comply
with
minimum
parking
requirements,
as
required
in
our
current
zoning
ordinance,
and
there
were
there
were
concerns
with
navigation
through
the
alley
and
the
developer
is.
The
plan
is
to
have
a
setback
from
the
alley
known
as
barrister,
lane
of
13
feet,
which
is
greater
than
the
current
setback
for
the
existing
town.

primary
things
that
that
were
raised
were
the
governance
and
it's
important
to
us,
and
I
know
the
residents
of
the
village
that
the
residents
in
this
proposed
apartment
building
live
by
the
same
rules.
Covenanted
rules
bylaws
as
well
as
fall
under
the
same
fee
structure
in
terms
of
homeowner
association,
dues
and
fees,
and
we've
always
planned
for
that
to
be
the
case,
and
you
know
we'll
make
all
the
assurances
that
we
need
to
to
make
make
that
part
of
this
approval
process.

have
a
set
of
office
buildings
and
a
proposed
office
building.
So
one
of
the
concerns
was,
when
you
add
this
proposed
office
building.
How
is
the
the
parking
going
to
be
handled,
and
is
it
going
to
be
a
problem?
So
we
we
went
through
and
did
a
detailed
analysis
and
there's
a
handout.
I
believe
you
have
that's
got
this
area,
we
call
it
the
shops
area
to
the
north.
So
when
you
look
at
this,
the
area
in
the
green
is
the
current
town
homes.
The
area
in
the
red
is
the
proposed
apartments.

The
yellow
area
is
the
current
doctor's
office,
dr
degnan's
office.
We
have
an
office
building
next
door,
which
is
a
mixture
of
tenants.
The
blue
area
is
the
proposed
building
that
would
go
there,
which
would
be
somewhat
of
a
mirror
image
of
the
existing
larger
building.
So
when
you,
when
you
look
at
each
of
these
areas,
they
all
and
you
focus
on
just
the
immediate
area
around
each
of
these
places
they
all
exceed
the
the
the
ordinance
requirements
for
parking.
The
offices
have
parking
requirements
of
that
are
different
than
the
doctor's
office.

The
doctor's
office
has
a
parking
requirement
slightly
more
than
the
offices
and
then
the
residential
units,
both
the
town
homes
and
the
apartments,
have
a
an
ordinance
requirement
of
one
and
a
half
parking
places
per
unit,
so
each
place
each
of
these
locations.
We
satisfy
the
ordinance
when
you
look
at
it
in
broader.
In
totality,
we
have
an
excess
of
over
30
30,
more
places
than
this
entire
area
needs.
So
there's
plenty
of
parking
in
and
around
the
area.
You
know
the
intention
is,
with
these
apartments,
each
one
will
have
their
own
garage.

That's
one
of
the
attractions
and,
and
one
of
for
a
lot
of
the
folks
that
have
expressed
interest
in
this
is
an
apartment
that
has
its
own
garage,
so
they'll
each
have
their
own
garage
and
then
there's
additional
parallel
parking
out
on
society.
Hill
drive
as
well
as
unallocated
parking
places
in
and
around
the
parking
lot.
Where
these,
where
the
offices
in
the
doctor's
office
are
so,
you
know
we
feel
like
that
is,
is
adequately
addressed
and
you
know
there'll
be
plenty
of
playing
parking
places
for
everyone.
The
other
concern
was
the
alley.

There's
also
there's
two
existing
homes
and
it'll
be
two
more
single-family
homes,
all
their
backs,
their
garages
back
up
to
these
allies
in
the
village.
The
alley
concept
was
such
that
the
garages
would
face
the
alley.
The
garages
don't
face
the
main
streets
that
the
front
of
the
homes
face.
So
everyone
comes
in
and
out
off
the
alleys.

feel
we've
tested
it
with
both
turning
radiuses
from
our
civil
engineer,
as
well
as
practically
pulling
cars
in
and
out
of
the
garages,
and
you
know
we
feel
like
it's
set
up
in
a
location
that
works.
Fine,
it's
slightly
further
off
the
alley
edge
than
the
current
town
homes
are,
so
we
we
feel
like
the,
and
this
has
always
been
the
case.
There
was
always
going
to
be
town
homes
here
they
they
all
were.
They
were
going
to
have
their
garages
facing
this
alley.

So
there's
really
two
important
measurements:
one
is
from
the
property
line,
which
is
not
the
edge
of
the
alley
and
the
edge
of
the
alley.
They'll
be
10,
foot
they'll
be
right
at
13
feet
and
the
current
town
homes
are
just
over
10
feet,
so
there
would
be
roughly
a
two
foot
differential
that
they're
further
back
from
the
alley.

So
there
is,
you
know
roughly
two
more
feet
of
setback
to
get
in
and
out
of
these
garages
over.
What's
currently
there.
We
have
not
only
these
townhomes
but
further
to
the
west
is
another
set
of
town
homes.
They
operate
off
of
a
14
foot
wide
paved
alley
and
it's
tight,
but
you
know
people
understand
it
and
they
get
in
and
out,
and
you
know
you
have
to
be
careful,
it's
not
a
two-way
road,
so
you
have
the
luxury
of
it
being
a
one-way
road,
and
you
know
we
we
feel
this.

that,
if
you
look
at
this
this
plan
and
what
that
we're
speaking
about
there
is
when
we,
when
we
go
to
build
that,
that
office
building,
there's
currently
six
parallel
parking
spots
along
the
west
park,
we
would
convert
those

head-in
parking
spots.
We
did
the
identical
same
thing
on
the
other
side
facing
the
east
park,
the
yellow
block
of
buildings,
so
we
have
dr
degnan's
office
and
then
the
the
other
office
building.
It
was
the
same
way.
It
was
six
parallel
parking
spots.

no
they're,

The

current
town,
homes,
they're,
six
town
homes,

town
home,
has
two

garage,

we're
proposing

new

range
in
size

a
little
over
900
feet
to
about
1600
feet,
they're,

bedroom

two
bedroom
apartments.

residents

a

always
planned

developing

multi-family

town

garages

the
getting

out
isn't
changing
it's

a

hiring
apartments.

live

woodside.
They
live

the
village,
they

hounds

live
in
the
area.
They
don't
want
to
leave
the
area.

don't
want
to
leave
their
friends.

we
did
town
homes
originally
market
wasn't
great
at
the
time
they
did
not
sell
over.
50
percent
of
them
were
rented
anyway.
In
our
mind,
we
would
rather
build
this
townhome
apartment
own.
It
manage
it
ourselves,
so
we
can
control
it
as
opposed
to
doing
smaller
town
homes
that
individuals
buy
as
an
investment,
and
then
they
rent
out
on
an
individual
basis.

way
we've
designed
them

size

the

features
materials,
we're
going
to
use
are

them

feel

the
last

type

housing

them

they
find
it
desirable.

homes
closer
to
the
road

two
feet

you're
doing

amend

go

14
and

addition
to
that,
you've
pushed
it
back
two
feet
towards
society
hill
to
a
lot
for
a
better
look
and
spacing
to
the
back
of
the
garage
area.

the
most
part,
that's
right,
you
know
this
area
has
always
been
from
the
original
concept
plan.
Approvals
designated
as
town
homes
and
or
multi-family
multi-family
means
a
lot
of
things
to
a
lot
of
different
people.
For
us,
it's
always
been
town
homes,
apartments.
It
could
be
condos,
something
like
that,
but
something
attached
is
generally.

Originally
was
approved
for
far
more
than
that
in
this
general
area
and
over
time
we've
you
know,
we've
based
on
the
market
based
on
conditions,
we've
adjusted
this
this
entire
area,
which
includes
where
the
current
townhomes
are
where
these
proposed
apartments
are,
where
some
of
the
single-family
residences
are
where
the
cottages
are,
and
over
time,
we've
reduced
the
density
from
the
original
approval
in
2005,
fairly
significantly
down
to
where
we
are
now.
This
part
of
it
is
always
been
in
the
plans.

could
have

angle
with
this
and
you
didn't
do

sense

things

positive

about
and
being
a
good
neighbor,

want

think

citizens

is

developed

great
way

village,

don't
see
this

a
deviation

love

residents

eye

this
particular
use
for
this
piece
of
property.
But
you

we
don't
want
to
do
something.
That's
going
to,

be
a
detriment
to
the
village.

a
huge
investment
for
us.

for
these

be
longer
term
rentals.

just

reviewing
this
with
our
sales
folks
earlier
before
the
meeting.

referred
to
it

that
this
list
of
residents

permanent,
not
permanent,
but
they
would
be
longer
term
rentals.

mean
these.

cost
and
what
we're
going
to
invest
in
these
is
every
bit
is,
as
nice
and
comfortable
to
the
existing
structures
and
townhomes
that
are
there,
there's
a
set
of
townhomes
that
are
that
are
all
hardy
plank
and
siding
and
there's
a
set
that
are
brick
and
stucco.
This
building
will
be
right
next
to
the
ones
that
are
brick
and
stucco,
and
so
that's
why
we're
going
to
do
these
in
breakings.com.

what
some
of
her
concerns
were.

all,

said:
creating
more
cars
than
parking
permits
leads
to
congested
streets
in
the
future.
When
the
city
says
1.5
cars
for
space,
I
don't
know
what
0.5
of
a
car
is.
That
seems
a
little
crazy.

husband
and
wife
usually
have
two
cars
these
days
and
if
they
have
kids,
there's
then
there's
even
more
so
the
city
probably
needs
to
change
that
part
a
little
bit.

garages

tight

back
up
to
a
narrow
alley
which
my
home
backs
up
to.
Also,
I
have
a
double
car
garage
with
one
door,
so
I
can
enter
and
exit
at

angle

stakes

was
two
weeks
ago
when
they
put
the
stakes
up
indicating
where
the
garages
would
be.

unsuccessful.
Entering
between
the
stakes,
I
became
more
concerned
that
the
garages
would
be
unused
and
more
parking
needed
also
stated
that
a
lot
of
people
you
know,
aren't
going
to
use
their
garage
for
storage
if
you're
moving
and
you're
renting
in
a
place.
Where
are
you
going
to
put
all
these
things
that
you're
bringing
down
if
you're
relocating
most
of
the
time
they're
going
to
be
in
the
garage,
maybe
not
forever,
but
for
at
least
a
couple
months?

in
last
april
and
I
still
have
a
half
a
carter.

building
apartments,
rather

townhouse
owned,

going
to
create
even
more
activity
with
moving
vans
coming

going,

we
stated

property
owners

village
were
told
that
the
area
would

town
homes

I
have
to
agree
with
that
on
december
14th,
right
around
the
christmas
holidays,
sorry
luxury,
townhome,
update,
never
said
anything
about
apartments.

never
mention
apartments.
All
of
a
sudden
in
january
comes
around
and
now
we're
renting
apartments
for
people
who
might
be
building
into
woodside.
But
what
happens
if
they're
not
building
into
woodside,
and
they
just
want
to
live
there,
I'm
sure
they're
going
to
rent
it
to
them.
So
if
they
have
a
list
of
people
and
somebody
else
comes
along,
are
they
going
to
say?
No?
No,
we
can't
rent
to
you,
because
we
have
this
list
here,
just
something
to
think
about.

is
what
they,
what
they
promised
us
when
we
bought
our
lots,
that
they
would
be
town
homes
if
they
want
to
make
them
smaller
townhomes.

don't
have
an
ejection
as
long

they're
owned
and

people

buy
them,

think
now
they
would
be
really
hard
to
sell,
because
everybody's
coming
from
up
north
and
out
of
state-
and
they
don't
want

maintenance
issues

they
really
should.

objections
to

proposed
departments,

reasons
they're
repeating.

there

any
provision

dealing

garbage
cans.
Putting
the
bins
out

end

garbage
cans
seems
very
awkward,
especially
on
recycling
days,
when
there
will
be

residents
already,
there
mailboxes
will
present
another
obstacle
for
backing
out
of
garages.
