open
with

invocation
and
a
pledge
before
invocation
I'm,
going
to
ask
that
we
have
a
moment
of
silence
for
Chief
Charlie
cup
and
I'm.
Gonna
read
a
little
bit
to
you
about
Charlie
cup.
He
was
the
naked
high
school
baseball
player.
He
played
professional
baseball
in
the
Class
D
Georgia
Florida
League.
He
joined
the
Aiken
Fire
Department
as
an
auxilary
fireman
in
1954
and
that
led
to
a
38
year
career
with
the
city
of
Aiken.
A
He
was
the
assistant
fire
chief
from
1965
to
1977
when
the
fire
and
police
departments
combined,
and
he
was
a
solid
member
of
our
community.
He
influenced
a
lot
of
people
being
over
being
over
the
cadet
program
in
Aiken
and
as
a
member
of
our
family
being
lost,
we
will
all
miss
him.
So
if
he
will
rise,
we'll
have
a
moment
of
silence.
The

when
we
discussed
the
contract
for
the
abatement
of
asbestos,
mr.
Londo
got
up
in
spoke
and
we
had
our
property
maintenance
code
officer.
Carl
odenthal
happened
to
be
viewing
it
on
the
air
and
he
contacted
me
the
next
day
and
he
said
that
some
of
what
was
said
was
was
misinterpreted
by
mr.
Londo,
so
mr.
odenthal
and
and
mr.

Olmstead,
the
other
property
code
officer
have
put
together
kind
of
a
sense
of
what
some
of
the
items
mr.
Wanda
was
articulating
to
counsel.
Just
for
some
clarification
and

The
sense
here
is
what
mr.
Londo
said
stay
in
the
minutes,
but
we
add
this
sheet
that
was
handed
out
to
counsel
in
the
work
session,
be
added
as
an
addendum
to

minutes.
Just
for

sake

the
record,
I

read
in
very
briefly
what
was
said
if
I
may,
mr.
mayor
teddy,
instead
in
Carl
odenthal
met
with
mr.
Robert
Stack
and
mr.

Judah
Londo
for
three
hours
over
a
two-week
period
prior
to
the
council
meeting
number
one,
although
demolishing
a
structure
is
always
our
last
resort,
it
is
the
view
of
the
property
code
inspectors.
The
demo
200
program
is
a
good
option
for
some
property
owners.
We
are
not
opposed
to
revising
this
ordinance
10-3,
but
feel
it
should
not
be
eliminated.

Structures
may
be
demolished
under
sections
10,
3
or
10
for
both
provide
inspectors
with
useful
options
for
property
code
enforcement
number
two:
the
vacant
lot,
which
remains
after
demolition,
whether
voluntary
or
involuntary,
is
effectively
managed
through
sections,
10,
4
or
10
11.
In
those
instances
where
lots
become
overgrown
and
the
owner
is
not
responsive
to
notice
to
maintain
our
contractor
will
mow
and
clean
the
lot.
This
expense
is
recouped
either
by
direct
invoice
or
it's
unpaid,
collected
with
the
tax
bill.

This
process
does
not
create
additional
problems
for
code
enforcement
number
3,
the
average
cost
of
asbestos
testing
abatement
demolition.
Removal
for
a
structure
is
between
$12,000
and
$15,000.
In
the
rare
entrant
instance
of
a
burned
structure,
it
cannot
be
tested
and
the
entire
structure
has
to
be
treated
as
if
it
were
asbestos
that
cost
averages
$20,000,
and
that
concludes
the
recommended.

entrance
into
this
facility
is
pretty
key.

frankly,

hope

entrance

doesn't,
we

have

we
had
passed
this

approving

structure
without
knowing
where
the
entrance
is

traffic
engineer

entrance

some

annexation

in
discussions
with
Kevin
Weber
he's

in

if
the
encroachment
permit
there

concerns

the
entrance
on
silver
Bluff
Road,
but
until
they
actually
submit
something-
and
he
couldn't
review
that
we
will
have
new
considerations
from
him-
he's
just
giving
us
some
just
basic.

doesn't.
He
does
want
to
see
a
shared
driveway.

shared
driveway
would
be
with
fluid

silver

if
they
were
to

access
onto
silver

that
it
would

shared

Floyd

Greene.
Believe
Kendrick,
paint-and-body
back
behind
Floyd
and
green
also
has
an
easement
in
that
same
section
that
Floyd
and
greens
driveways
is
existing.

At
this
current
point,
the
other
concern
is
to
have
a
driveway
that
would
be
in
a
in
alignment
with
the
commercial
that
is
across
the
road
again,
that's
another
reason
for
that
desire
for
a
shared
driveway
and
then
also
they
will
also
have
an
entrance
and
exit
on
Hamilton
as
well.
So
that's
so
far
with
our
discussions
will
again
between
our
on
call
city,
engineer
and
also
s.
Adot
we
are
is.

itself
does
have
a
whole
driveway
that
served
the
residential
property,
of
course,
is
Floyd
and
Greene,
and
they
have
a
drive
and
that's
basically
on
the
property
boundary
there's
no
rule.
The
biggest
concern,
obviously,
is
the
separation
if
they
were
to
have
their
own
drive
on
silver
bluff
between
that
and
existing
Floyd
and
Greene,
and
again
the
alignment
of
what's
occurring
across
the
road.

was

come

with
some
other
schemes,

it
always
ended

green

block

getting

issues

we've

dealing

isn't
a
business,
it's
not
gonna
have

lot
of
traffic.
It's
gonna,
I
hope
it
does.

running
this
exercise
for

last
ten
years
and
mostly
spent
out
of
Edgehill
County.
We've
recently
wanted
to
expand
our
scenario
and
good
job
to
Aiken
County,
all
that
the
the
training
takes
place
twice
a
year

from
this
next
exercise,
beginning
May,
11th
and
continuing
until
just
before
Memorial
Day,
the
24th
of
May.
So
that's
this
coming
exercise
great.

good
question
when
we
started
the
exercise.
Ten
years
ago,
I
was
just
getting
in
the
Marine
Corps,
so
they
started
this
exercise
in
Edgefield
County
when
I
became
an
instructor
at
the
Marine
Raider
training
center.
We
from
our
experience
in
the
operational
battalions.
We
saw
a
need
for
our
students
to
get
more
of
an
urban
sort
of
training
environment
where
they
can
use
those
skills
that
they'll
use
downrange
and
see
if
they
can
blend
in
or
operate
in
the
environment
such
as
this,
so
that
we
saw
the
opportunity
and
we're
thankful
for
that.

dedication

amazing
experience
in
time

our
city

it
will
be
twelve
years
at
the
end
of
my
term.

hope
to
have
the
opportunity
of
saying
more

my
service,

certainly
would

wife

her

family
members
giving
up

much

it's

it's
been
a
fascinating
twelve
years,

lot
going

fact
that
it's
the
signup
period
begins
in
July
first,
it

be

me

that
I

not
