community

support

the
naming
of
this
Center.
It
is
a
delight

face

one
less

fingers

the
pulse
of
this
community

nothing
escapes
her
unnoticed,
and
it
was
a
major
feat
to
get
this
done
without
her.

membership

over
20,000
members

the
Aiken
County
branch
of
the

walking

of
course,
her

it
doesn't

me
long

myself

then
dismiss

just
another

but

am
indeed
more
than
honored
the
things
that
we
do.

don't

it

this
kind

new
business

a
first
ring

an
ordinance
to
rezone
properties
in
the
area
from
Union
Street
to
Williamsburg
Street
and
from
Park
Avenue
to
barn.
Why
haven't
you

downtown

title

ordinance
amending
the
zoning
of
real
estate
from
several
different
zoning
designations
to
downtown
business

there

did,
we

first
reading
of
this
ordinance.
This
process
begins
some
time
ago,
when
we
contemplated
this
rezoning
and
after
a
number
of
public
meetings,
we
are
focusing
initially
on
the
potential
rezoning
of
the
area
from
going
east
from
Union
Street
to
Williamsburg,
going
north
to
south
from
Barnwell
Avenue
to
Park
Avenue,
rezoning
that
entire
portion
downtown
business
with
one
exception.

We,
the
area's
prompt,
currently
predominantly
zone
general
business,
with
the
exception
of
a
handful
of
parcels
owned
single-family
residential
and
the
council,
requested
that
the
Planning
Commission
review
this
zoning
in
and
around
downtown
Aiken.
Almost
a
year
ago
in
May,
two
thousand
eighteen
and
try
to
align
the
zoning
with
the
Comprehensive
Plan.

Initially,
the
area
we
were
looking
at
was
Union
Street
to
Beaufort
Street,
bordered
by
Barnwell
to
park
north
and
south
after
the
Planning
Commission
reviewed
this
and
after
public
input,
they
reduced
the
scope
east
back
to
Williamsburg,
and
the
thought
was
a
lot
of
the
property
from
Williamsburg
East
to
Buford
his
own
light
industrial
and
similar
type
zoning,
and
they
believe
that
was
too
drastic
of
a
change.
So
they
focused
on
the
area
from
Union
to
Williamsburg.
I
do
know
also
staff
and
council
had
several
additional
meetings.

In
addition
to
the
Planning
Commission
hearing
that
was
held
on
March
the
12th,
there
were
to
answer
a
lot
of
questions.
A
major
rezoning
of
this
sort
engenders,
understandably,
a
lot
of
comments
and
questions
from
affected
property
owners,
and
some
of
the
questions
that
were
arising
were
things
such
as
is
this
going
to
cause
my
taxes
to
go
up?
Will
I
be
able
to
continue
to
use
my
home
as
a
residence?
Are
we
trying
to
gentrify
the
area
to
and
things
of
that
sort?

The
Planning
Commission
did
make
one
small
little
amendment
to
the
shrunken
zone
area.
They
excluded
606
Izzo
for
Park
Avenue
from
the
rezoning
that
will
continue
to
be
zoned
general
business.
That
property
is
current,
where
the
current
currently
occupied
by
the
Salvation
Army.
So
you
have
before
you
tonight
the
first
reading
of
an
ordinance
to
amend
this
area
of
real
estate
from
several
different
zoning
designations
to
downtown
business.

this
is
to
explain
why
I
only
discovered
while
I
was
driving
down,
Richland
Avenue,
I
guess
maybe
in
later
March
or
mid-march
I
saw
the
signs
and
I'm,
like
oh,
my
goodness,
but
I
I'm,
just
now
kind
of
trying
to
get
up
to
speed
on
this
and
my
concern-
and
you
just
mentioned
that
you
know
you
had
a
number
of
people-
you
know
contacting
y'all
through
various
means.
You
know
email
telephone,
it
said
and
there
have
been
conversations
about
gentrification
and
that
a
lot
of
those
things
had
been
answered
and
I
guess.

That's
protected
there
there's
a
general
business
now
so
down
the
the
downtown
business
which
we're
presenting
actually
allows
for
multi-family
residential
as
opposed
to
right
now,
all
those
all
the
homes
which
are
significant
in
this
district
are
non
conforming
to

zoning

think
at
the
time
zoning
was
put
in.
It
was
kind
of
done
with
a
sort
of
a
paintbrush
approach
where
you're
grandfathered
in
this
actually
brings
it
to
more
what
it
is
now
so
so

mean.

lot

single-family
residences
and

Wonder
I

as
as
the
property
value
would
would
go
up.

mean

know
different
different
cities.
When
you

economic
development
plans,

their
accommodations
made
to
ensure
that
people
aren't
priced
out
of
their
homes
and

Guess
that's

Is
there
anything

anything

tangible
stated
it.

avoid
that
happening

mean
right.

understand
well
you're,
going
from
business
to
a
business
owning,
so
it's
not
like
you're
going
from

a
lot
of
gentrification
when
you
read
about
in
publications
about
what
that
is,
it's
taking

taking
something
that
might
have
been
a
residential

you

old
family
home,
that's
been
being
moved
to
a
businesses
owning
and
all
of
a
sudden
the
uses
grow
exponentially
and
the
escalation
of
the
assessment.

this
situation,
you
were
actually
taking
a
business
zoning
and
restricting
it
down
further.

only
thing
that's
going
to
make
the
property
rise
in
value
is
the
same
thing
that
would
now,
which
would
be
if
it
as
it
develops.
If
it
develops
into
you,

nice
four
homes
people
start
doing
and
we
hope
they
will.

have
they'll,
take
take
advantage
of
programs
that
we
have
that
they
help
to
refurbish
some
of
the
homes
and
some
of
the
properties
now
that
need
it
clean
up
some
of
the

those
are,
but
those
are
the
same
things
that
are
in
place
now
under

it
helps

history

the
zoning
goes
back

any

involved
with

zoning

put

why
they
did
that.

no
idea
why
they
would
do
it
because
GB

homes,
every
one
of
them,
is
older
than
the
zoning,

why
they
did
it
wasn't
zoned

residential

begin

anybody's
guess,
but
what
GB
does
not
allow?

does
not
allow
residential
at
all
they
grandfather's
all
of
those
in,
but
once
the
house
is
gone,
if
it
burns
down,
you
can't
put
a
house
back
into
that
zoning
without
an
exception
and
you'd
have
to
ask
for
an
exception.
I'm
not
saying
we
wouldn't
grant
an
exception,
but
what
it
makes
it
is
more
concurrent
with.
What's
there,
even
though
it
says
DB

for
a
residence
is
better
because
DB
is
downtown
and
downtown
has
residential
properties

own
one
of
them,
it
doesn't
affect
them
and
I
can
always
put
it
back
in
residential.

supply

demand

no
demand
for
million-dollar
houses,

agent

houses

dollar
houses

there's
certainly
million
dollar
houses

Aitkin.

not

nobody's
building
new
ones,

few
exceptions

Baldwin's
here
from
Woodside,
he
probably
might
take
exception
that
they
built
you.

a
lot
of
money
and

know

that's

happen
immediately.

that'd
be
more

some
people
would
like
to
get
a
hundred
and
fifty
there's
one
on
Fairfield.

right

listed

hundred

twenty
five
thousand
dollars
which
it's
gonna
be
tough
it'll,
be
interesting
to
see
if
they
can
get
that
and
it's
a
renovated
house
and
ultimately
that's
what
you
want,
but
they
assess
our
assessed
based
on
what
you
have
in
the
residential
use
and
that's
not
going
to
escalate
on
the
existing
houses
overnight.

9th
meeting
and
recommended
that
the
concept
plan
revision
be
approved
with
the
following
conditions:
number
one
that
the
site
and
landscape
plan
be
submitted
to
ensure
there
are
no
conflicts
with
the
existing
Street
drainage
or
utility
system
number.
Two,
that
the
building
design
be
consistent
with
the
materials
and
dimensions
of
the
surrounding
structures,
as
deemed
appropriate
by
the
Planning
Director
number.
Three,
that
the
development
comply
with
the
landscaping
tree;
preservation,
open
space
and
signage
requirements
of
the
zoning
ordinance.

resolution
to
participate
in
this
regional
home
consortium
and
it
was
for
a
three-year
period.

have
before
us
renewal
of
this
request
and
the
Department
of
Housing

Development

partnerships

this,
where
we
work
with
nonprofit
CDC's
to
participate
in
the
home
consortium.

allows
these
partners
to
apply
for
home
funds
via
competitive
grant
process,
and
this
will
not
affect
our
CDBG
money
we
received,

will
extra
staff
time
be
needed,
as
this
is
administered
by
lower
Savannah
Council
of
Governments,

water

sewer
rate
change,
charge,
charges
by
title
artists,
establishing
new
charges
for
water
and
sewer
service
and
before

a

a

do

item

Council
historically
has
asked
our
staff
to
operate
this
enterprise
and
sewer
utility
as
efficiently
as
possible.
There
are
times
when
rate
adjustments
must
be
brought
before
council.
We
have
several
Ida
layers
to
this
ordinance
to
discuss
with
Council.

these
this
increase
would
be
less
than
this
amount.
We
also
discussed
a
3%
water
rate.
Increase
for
users,
as
recommended
by
the
rate
study
presented
by
our
consultant,
will
Dan
in
the
spring
of
2018.
Again
assuming
it's
800
cubic
feet.
This
would
be
a
proximate
27
cents
per
month.
Increase
we
also

the
ordinance
have
out
of
City
rates
increasing
to
triple
the

City
rate.

there
are

at
the

session
that
we
want

amend

the
rates

times
the

rate
for
our

city,

customers.

that
is
still
the
sense
of
council,
any
motion
would
need
to
reflect
that
desire
to
amend
that
the
charge
will
be
two
times
the
rate,
not
three
times
the
rate.

Second,
we
will
provide
to
Council
at
the
net
between
now
and
second
reading
and
we'll
post
publicly
the
other
options,
because
this
is
an
enterprise
system.
We
realized
that
our
infrastructure
needs
upgrading
and
updating
on
a
regular
basis,
and
while
these
rates,
the
sewer
rate,
will
basically
hold
it
steady,
we
will
provide
several
other
increments,
as
discussed
in
the
work
session
to
show
the
impact
of
rate
increase
at
other
percentiles.
We
will
do
the
same
for
the
water
rate.

before
it
comes
back
to
council
for
second
reading
any
amount
other
than
the
sewer
increase.
That
is
the
pass
through
for
from
the
county
PSA
any
amount
for
water
and
sewer

put
towards
system
depreciation
and
projects.

that
is
the
sense
from
council
and
has
been
certainly
with
this
council
since
you
came
into
came
together
as
a
collective
body
in
November
of
2017
and
was
of
the
prior
council
as
well.

run
