Good evening welcome to the october 11th meeting of your aiken city council. We appreciate everyone being here we're going to call to order at this time, we'll start with an invocation and our pledge, if you're so inclined, please feel free to rise.

We're thankful for this day for this season, we're thankful for the city that we serve and the blessings that you bring to it. We just ask that you would be with us tonight during this meeting that what we say would be pleasing and, honorable to you, we ask that your protection would be upon those who protect us, our public safety, our men and women in blue who served both fire and police and those in the greater area.

A

We just pray that uh you would be with us guide us and your hand would be upon us in your name. We pray, amen, amen, I'm going to ask chief barranco good evening, come up and lead us in our pledge. Chief, I pledge allegiance.

Which stands one nation, under god, indivisible with liberty and justice for all.

Thank you. Our guidelines are going we're going to give a rough outline. We uh expect all input to be courteous. We uh ask them. If you wish to speak on an item you come to the podium. I'll, certainly raise your hand, I'll certainly recognize you, where you'll have five minutes to speak and only speak on an item once unless asked questions by council, and with that I would like to recognize our mayor pro tem councilwoman leslie price for additions and deletions to the agenda good evening. Good evening, mr mayor, good evening to the audience, we only have one addition to the agenda this evening and that is under pitch petitions and requests number two request for a banner in the downtown area on austin roast fundraiser to the aiken.

Excuse me: people too, simple chase school stuart. It wasn't your writing! It's just that you have my glasses on and with that move that we approve this addition to our agenda for this evening.

We moved down to old business at this time. Item number one: our only item in business is approval of appointments and discussions of appointees and this time I'll recognize our city manager. Mr stuart beatenbeau, good.

Evening, mr beanbow, good evening, mayor um in council, uh the following appointments uh are up for consideration: um the appointments of ricky brown to the design review board, chad matthews to the aiken municipal development, commission and doug cusick to the general aviation commission.

First of all, I'd like to thank uh councilman gerardo for nomination and the council for putting your trust in me and nominating approving this. Just to give you a little background, my wife and I are new here in aitkin coming up on six months and a little further background. I spent 20 years in the air force retired enlisted guy and my background was. I have both a bachelor's and master's degree in aviation from emory riddle, aeronautical university.

My job in the air force was an air traffic controller, both radar and tower, and so I'm pretty familiar with airports and and the way they run and stuff like that, after I retired in 95 from the air force, I went into went back home to detroit and I worked for a small defense contractor there for another 18 years, and that was with mainly the army, and I ran the detroit office in an office in picatinny, new jersey and also in in texas, I retired, from that in 2013, and then some folks from the city I lived in at gross point shores.

Michigan thought that I should run for city council and I did- and I served six and a half years on the gross point shore, city council and some of my jobs in there included on the finance committee, the planning commission. We didn't have an aviation or an airport there, it's a small little town, but it's something that I looked to serve again and and I'm looking forward to serving with this general aviation commission. Also you're.

I'm excited I'm glad. Thank you thank you for coming and for sharing that with us. I'm excited for you to get on the commission for the sole reason that my appointee, john, was also a previous traffic controller, and so I asked stewart if you were familiar with him and um you're, not so I will I'll get. I I'd love for you guys to connect and share ideas and stuff, because he's john has brought some amazing things to to like for us about future amazingness happening over there.

So so I'm excited there's so much to that realm that we don't know it's not just. You know what you think it is. It's really yeah and we amazing yeah so anyways it. We met with john john presented and a million ideas, and so I'm excited for you two to me, that's cool sorry. I was so long-winded guys. I.

Moving down to new business, I am number one. This is the first ring of inordinates to adjust the 2021-22 budget to include additional funding for the school for school re, the school resource officers by title and submitting the budget of the city of aitkin for the fiscal year, beginning july, 1, 2021 and ending june 30th 2022..

You we do. We budgeted forty seven thousand three hundred and thirty dollars. uh That was our expected funding from the south carolina department of public safety for a school resource officer, and we, when we received the paperwork, we noted that we've been granted an additional 33 220.

So we need to do a budget adjustment and it is before you for first reading this evening.

This is the first ring of an ordinance to sell property to south carolina highway department for right of way for us, one columbia, highway north bridge replacement by tyler ordinance authorizing the city of aitkin to convey real property to the south carolina department of transportation. Is there a motion?

D.O.T, uh you probably are aware, as they are going to be replacing the bridge all over shaw's creek on us-1 columbia, highway north, which is actually in between our existing water plant and the parcel for our new water plant. As a result, they are having to acquire right away from several property owners and they will need to acquire 27 hundredths of an acre from from us for the piece that is where the existing water plant is and then 59 hundredths of an acre where our new plan is the they uh offered an appraise.

They had an appraisal and are offering uh for both parcels 6890.

uh one of the things we're going to be doing as an aside for this is, while the bridge construction is being done, we will be able to save a little bit of money. uh I guess a little bit in the big scheme of things from a 40 million water plant, uh but if we were to do it by itself, it would probably be over a hundred thousand dollars is uh we will be able to run some uh pipes?

uh Excuse me some conduits, so we can get uh intake pipes under the road to go towards our new water plant, while the road is already open up with the bridge repair. So anyway, uh that is a plus. uh This is part, will be part of the footprint of a new improved bridge on u.s one, and it is something that d.o.t made us the offer last week. So we recommend consideration of acceptance.

This is an approval of a resolution to designate spending of one-time county transportation committee ctc funds by title of resolution authorizing the city of aitkin to recommend to the county transportation committee. The expenditure of funds allocated for fiscal year 2021-2022.

You the delegation, does and has, for the last several years, notified us of uh allocation of so-called c funds uh this year. Our amount is three hundred and forty thousand seven hundred one dollar and fifty two cents uh and we're recommending uh that it be considered for funding for some acquisition for whiskey, road corridor improvement, project property acquisition, including uh powderhouse connector and pawnee nielsen connector.

Of the qantas club, all right added to the agenda tonight walked on was uh a request from the aikens. As I am number two was a request from the aiken steel chase association uh for permission to hang out with four banners downtown for the upcoming aiken, steeplechase oyster, roast fundraiser.

I do have one comment: they requested initially um october 25th through november 8th, but because there's already multiple banners up the first part of their request. They've agreed to amend their request to uh have the banner from november 1st through 15th, okay.

So the date will be october, 1st, through the 15th november 1st through 15th november, yes, gotcha november 1st to the 15th very good um with that. Is there a motion.
