2) Second Reading and Public Hearing of an Ordinance to Adjust the 2021-22 Budget to Include Additional Funding for the School Resource
Officer at Schofield Middle School.
AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF
AIKEN FOR THE FISCAL YEAR BEGINNING JULY 1, 2021, AND
ENDING JUNE 30, 2022.
3) Second Reading and Public Hearing of an Ordinance to Sell Property to SC Highway Department for Right of Way for U.S. 1 [Columbia Highway North] Bridge Replacement.
AN ORDINANCE AUTHORIZING THE CITY OF AIKEN TO
CONVEY REAL PROPERTY TO THE SOUTH CAROLINA
DEPARTMENT OF TRANSPORTATION.

NEW BUSINESS: Consideration of:
1) First Reading of an Ordinance for an Installment Purchase Transaction to Finance the Municipal Building and Approve the Base Lease Agreement and Issuance of Bonds by the Aiken Public Facilities
Corporation.
AN ORDINANCE AUTHORIZING THE CITY OF AIKEN, SOUTH
CAROLINA TO ENTER INTO AN INSTALLMENT PURCHASE
TRANSACTION TO FINANCE THE COSTS RELATING TO THE
ACQUISITION AND EQUIPPING OF A NEW CITY HALL
FACILITY; AUTHORIZING THE EXECUTION AND DELIVERY
OF VARIOUS DOCUMENTS RELATING TO SUCH
TRANSACTION INCLUDING THE BASE LEASE AGREEMENT
AND THE INSTALLMENT PURCHASE AND USE AGREEMENT;
APPROVING THE ISSUANCE OF NOT EXCEEDING $6,000,000
AGGREGATE PRINCIPAL AMOUNT OF INSTALLMENT
PURCHASE REVENUE BONDS BY THE AIKEN PUBLIC
FACILITIES CORPORATION; AND OTHER MATTERS RELATING
THERETO.
2) First Reading of an Ordinance to Set the City Property Tax Millage Rate for Fiscal Year 2021- 22 Due to Reassessment.
AN ORDINANCE TO AMEND THE MILLAGE RATE FOR THE
FISCAL YEAR BEGINNING JULY 1, 2021.
3) First Reading of an Ordinance to Annex Property Owned by the City of Aiken Located off Toolebeck Road.
AN ORDINANCE TO ANNEX TO THE CORPORATE LIMITS OF
THE CITY OF AIKEN CERTAIN PROPERTY OWNED BY THE
CITY OF AIKEN AND TO ZONE THE SAME RESIDENTIAL
SINGLE- FAMILY ( RS- 6).
4) First Reading of an Ordinance to Annex Property at 614 Boardman Road and Zone it Residential Single- Family ( RS- 10).

5) First Reading of an Ordinance to Annex 135 Springwood Drive and

7) First Reading of an Ordinance Approving Incentives Application for
Great Southern Homes for a 316 Unit Duplex Development off York
Street NE / US 1 North.
AN ORDINANCE AUTHORIZING CERTAIN ECONOMIC
DEVELOPMENT INCENTIVES, PURSUANT TO ORDINANCE NO.
08132018 OF THE CITY OF AIKEN CODE OF ORDINANCES, FOR
A PROJECT DEVELOPED BY GREAT SOUTHERN HOMES -
JESSE BRAY, PALOMINO OAKS (FORMERLY BUSHWILLOW
CIRCLE); APPROVING AN ECONOMIC DEVELOPMENT
INDUCEMENT AND INCENTIVE AGREEMENT; AND OTHER
MATTERS RELATED THERETO.
8) First Reading of an Ordinance Approving Incentives Application for
Jesse Bray for 146 Single Family Homes in Portrait Hills located on
University Parkway.
AN ORDINANCE AUTHORIZING CERTAIN ECONOMIC
DEVELOPMENT INCENTIVES, PURSUANT TO ORDINANCE NO.
08132018 OF THE CITY OF AIKEN CODE OF ORDINANCES, FOR
A PROJECT DEVELOPED BY JESSE BRAY - PORTRAIT HILLS;
APPROVING AN ECONOMIC DEVELOPMENT INDUCEMENT
AND INCENTIVE AGREEMENT; AND OTHER MATTERS

9) First Reading of an Ordinance to Sell Lot at 820 Barnwell Avenue NE to Kristen and Luis Galvan.
