city

Aitkin
to
enter

a
property
development
agreement

developer

sick

could
not
be
here
tonight.
So
he
pulled
that
and
then
remove
number
two
under
new
business:
an
ordinance
to
approve
the
concept
plan
for
property
located
at
the
intersection
of
Whiskey
Road
and
Stratford
Drive.

Thank
you
for
the
few
moments
to
express
my
thoughts
on
the
Aikens
wooden
bridges
on
January
13th
South,
Carolina
Department
of
Transportation
staff
put
up
what
appear
to
be
permanent
barricades
at
the
Union
Street
and
Fairfield
Bridges.

The
ones
are.
The
barricades
have
been
at
Fairfield
first
number
of
years
now
in
this
neighborhood
is
starting
to
look
blighted
like,
like
perhaps
Belfast
Ireland
during
the
troubles
and
I
believe
it's
time
for
the
city
to
engage
with
the
Department
of
Transportation
and
solve
the
issues
with
these
Bridges
I
know
that
there
are
different
constituencies
affected
by
these
Bridges.
Some
people
live
there
and
are
concerned
about
the
traffic
people
on
York
Street
might
have
additional
traffic
coming
down
their
street.

Others
don't
want
to
have
to
go
all
the
way
down
to
Marion
Street,
to
move
to
Points
East
of
York
Street,
and
it's
your
difficult
job
to
reconcile
these
different
needs
and
come
to
an
answer
that
may
not
please
everybody,
but
I,
think
there
are
three
boundaries
to
this
decision.
One
is
the
city
needs
to
preserve
the
historic
character
of
these
historic
Bridges
use
the
last
two
and
that
historic
character
needs
to
be
maintained
and
preserved.

Secondly,
the
city
needs
to
protect
those
neighborhoods.
We've
seen
the
department
of
transportation's
proposals
to
put
huge
on-ramps
at
those
two
Bridges
at
Fairfield
and
at
Union
Street,
and
these
neighborhoods
need
to
be
protected
from
those
kinds
of
deleterious
designs
and
secondly,
and
finally,
though,
thirdly,
if
the
bridges
are
to
be
closed
to
vehicular
traffic,
we
think
that
an
attractive
Pleasant,
looking
traffic
control
system
with
permanent
bollards
should
be
installed
to
provide,
provide
that
protection
and
not
leave
the
road
closed
signs
up
for
years,
as
have
been
done
on
Fairfield.

Street
closing
getting
Fairfield

back

York
street

example

what
can
be
done

those
wooden
bridges.

the
structure
is
up
to
current
standards,

appeal

back

reminiscent

wooden

where
we're
taking

of

of
the
settlement
money
and
allocating
towards
a
match

has
offered

get
that

sooner

than

Street

think
will
always
end
up
being

pedestrian
because
of
the
the
ramps
would
have
to
be
so
so
great
to
meet
standards.

suspect
that
will
end
up
being
pedestrian
bike,
but
we'll
hope
to
do
something
with
that.
Also.
But

Fairfield
is
a
priority,
obviously
to
get
open
for
safety,
and
you
know
other
measures
so
well.

been

with

find
some
resolution,
but

solution

necessarily
going
to
help
the
whole
area
and

think
we're
all
in
agreement
that
the
east
side
is
a
potential
growth
area,

moment,
constraints
for
any
kind
of
business
on
a
small
zero
lot
line.

think
it's
called
zero
lot
line
and
does
it
allow
anyone
to
develop
a
business?
That's
meaningful
and
I
think.
That's
probably
why
you'd
find
that
there
isn't
a
lot
of
business
happening
down
there,
and
particularly
with
the
farmers
market.

buyers
are
two
people
from
California
who
wish
to
invest
in
Aiken,
and
this
is
an
area
that
really
could
use
the
investment.

the
city
is
all
about
young
families.
Let's
attract
young
families,
so
think
about
a
mom
and
a
dad
with
a
couple
of
kids
coming
in
to
spend
the
night
at

Aiken
railroad

and
going
down
to
the
city,
Visitor
Center
and
train
museum,
it's
a
it's
a
destination
it'd
be
really
really
great
for
the
city.

Aiken's,
railroad

all
know
that
they
want
to
spend
their
own
money
to
make
this
really
great,
and
it's
an
individual
investment

that
the
city's
working
on
the
Farmers
Market

blocks

we
are
encountering
issues
with
the
parking
parking-

a
problem.
The
city
does
not
have
a
policy
that
will
deal
with
these
smaller
Lots
and

Think
Ed
might
own
some
property
down
there,
and
so
maybe
he

haven't
spoken
to
Ed
about
it.

missing

discussion
on
the
reclassification

safety

point
out
that,

to
the
proposal

it

city
of
Aitkin
public
pool
could
operate
with
few
to
no
lifeguards
on
duty?

needs
to
be
a
definite
standard
for
this,
so
I
wonder
what
would
be
the
plan
and
the
absence
of
lifeguards
or
in
a
in
a
in
the
case
where
you
have
just
a
few
lifeguards
to
to
Safeguard
children
from
drowning
is
what
is
it
to
turn
the
lifeguarding
over
to
parents
and
bystanders
or
to
limit
the
number
of
kids
coming
in?
Just
because
there's
a
pool
attendant
with
CPR
capabilities
doesn't
mean
that
we're
equipped
to
Save
a
Life
from
a
catastrophic
outcome.

it's
important
to
understand

safety
issues
involved

the
greatest
risk
is
to
kids

great

these
studies,
some
of

contributing
factors

poor
swimming
schools,
swimming
skills
in
both
the
children
and
the
parents,
lack
of
swimming
training
during
childhood
and
the
lack
of
lifeguards.

recruiting
lifeguards

would
like
to
know
how
the
city
does
currently
recruit
them.

I
heard
everything
that

How
are
lifeguards
trained
by
the
city
is
this
done
through

YMCA

what
right?
Now,
the
the
YMCA
has
a
class
opening
in
April
there
are
12
slots
I
think
this
city
should
be
promoting
a
community-wide
appeal
for
lifeguards
and
neon
lights.
Perhaps
an
article
in
the
paper
with
a
call
for
lifeguards,
and
ideally
every
Aitkin,
County
parent
with
a
kid
over
the
age
of
15,
should
know
about
no.

and

on

issue

be

the

affect

city

issues
is
you
have
a
Premier

Elementary
School
in
Cedar
Creek?

is
the
best
elementary
school
in
the
state.
Now

no
children

grandchildren,

could
care
less
about
about
this
issue.
Except
for
one
thing,
when
you
put
in

about

trips

road
by

there's

reason
why
there's
no
current
apartments
on
that
road
other
than

one
that's
going
in
across
the
street,
which

next
to
that

are

be

at

city

liability
associated
with

inactions
on

the

notes

this

designated

high
density
site
and
we
already
know

happens

parking
difficulties

many
residences
on
a
fairly
small
property.

it
being
gated
and
when
there

horses
present

had
horses
for

years

just
recently

our
neighborhood
horses
got
out
and

community
hadn't

gate

there

get
out

the
road
and
it's
really

problem

owners

series

trainings
for
urban
planners
on
how

planning

of
the

they
recommended
was
through
the
HUD
organization
grants
for
planning
the
program

Choice
neighborhood
planning.

are
free

They
have
easy
startups
and

you
can
apply

grant
funding

Millions

planning
purposes
and
once

Law's
credentials

the
good

no
mention
whether
the
city
looked
into
this

not,
and
what
the
city's
opinions
are

you're
reappointing
someone
who
has
been
named
in
a
lawsuit
alleging
that
he
did
everything
wrong
and
you
present
us
with
no
view

your
side
as
to
whether
that's
appropriate
or
not-

this
is
someone
who,
in
his
current
position,
is
Chairman
of
the
drb-
had
a
very
important
role
in
Project
pascalis.

far
as
we

he
did
everything
wrong

project

no
comment
on
